Our aim is quality port services for Ghana and her neighbours Notre objectif est de fournir des services portuaires de qualité pour le Ghana et ses voisins Ben Owusu-Mensah Director General, Ghana Ports and Harbours Authority THE Ghana Ports & Harbours Authority continues to pursue its aim of keeping the maritime gateways of Tema and Takoradi safe and effective in the service of Ghana and her subregional neighbours – particularly the landlocked countries.

As a landlord authority, the GPHA has a duty to provide the necessary port infrastructure to attract privatesector expertise and capital so as to provide truly efficient port services.

In pursuit of this aim, we have undertaken capacity improvements that include the new container terminal developments in Tema; three large transit warehouses in Takoradi; two new tugs to augment our marine fleet in Tema and Takoradi; and the new devanning area (Golden Jubilee Terminal) in Tema.

All these projects are expected to be completed in 2007.

Other projects in the pipeline include dredging of berths Nos 10, 11 and 12 and construction of arterial roads in Tema, while those for Takoradi include the rehabilitation of the slipway and dry dock and the dredging of some berths and other general capacity improvement projects.

Our ports rank high in the subregion for security of

cargo, vessels and persons, efficient delivery of services and cost-competitiveness. This has boosted the confidence of our stakeholders, leading to various private-sector initiatives in and around the ports.

Mali and Burkina Faso are complementing our efforts with plans to build their own warehouses and offices in Tema. We look forward to Niger doing the same in the near future.

The year 2007 sees another milestone in our partnership with the private sector as Meridian Port Services Ltd assumes the mantle of managing and operating the new container terminal in Tema Port, under a concession agreement. Meanwhile, the bulk of Customs activity in the port will relocate to the Golden Jubilee Terminal, thus easing congestion and speeding up turnround of vessels.

The GPHA and its staff will continue to work hard to achieve the objective of becoming the maritime hub and shipping gateway for West Africa.

La Ghana Ports & Harbours Authority poursuit son objectif de sécurité et d’efficacité des ports de Tema et de Takoradi au Ghana et pour ses voisins de la sous-région, en particulier les pays sans littoral.

En tant qu’autorité propriétaire, la GPHA doit fournir les infrastructures portuaires nécessaires pour attirer l’expertise et le capital du secteur privé afin de proposer des services portuaires vraiment efficaces.

Dans le cadre de la poursuite de cet objectif, nous avons entrepris des améliorations de capacité incluant les développements du nouveau terminal à conteneurs à Tema ; trois grands entrepôts de transit à Takoradi ; deux nouveaux remorqueurs pour augmenter notre flotte à Tema et à Takoradi et la nouvelle zone de dépotage (Golden Jubilee Terminal) à Tema. Nos ports sont très bien classés dans la sous-région en matière de sécurité des marchandises, des bateaux et des personnes mais également en ce qui concerne la bonne livraison des services et la compétitivité des prix. Cela a renforcé la confiance de nos actionnaires, entraînant plusieurs initiatives du secteur privé, dans les ports et aux alentours.

Le Mali et le Burkina Faso s’associent à nos efforts avec des projets de construction de leurs propres dépôts et bureaux à Tema.

Nous espérons que le Niger en fera autant à l’avenir.

L’année 2007 est également l’année d’un autre projet important dans notre partenariat avec le secteur privé puisque Meridian Port Services Ltd assume les responsabilités de gestion et de fonctionnement du nouveau terminal à conteneurs dans le port de Tema, dans le cadre d’un accord de concession. De plus, la majorité des activités douanières du port seront transposées dans le Golden Jubilee Terminal, réduisant ainsi l’encombrement et accélérant le passage des bateaux.

La GPHA et son personnel vont continuer à oeuvrer pour atteindre l’objectif de plaque tournante maritime et de point d’expédition pour toute l’Afrique de l’Ouest.

THE TWO MAIN seaports of Ghana – Tema in the east and Takoradi in the west – have seen a dramatic growth in cargo throughput.

Under the government’s Gateway Project, to help Ghana become a subregional trading hub, there has been a lot of investment in road, rail and air transport.

The seaports are supervised and maintained by the Ghana Ports & Harbours Authority (GPHA), a government organisation with its head office in the Port of Tema.

Today, the GPHA aims to be a landlord authority, with most day-to-day port operations being entrusted to the private sector. As a landlord authority, the GPHA has a mission to provide a reliable port infrastructure. The government believes this will help to attract private-sector investment and expertise from overseas – the kind of companies that can be relied on to deliver modern and efficient port services.

In recent years, the GPHA has taken steps to increase capacity and boost productivity in Tema and Takoradi.

Container handling More and more containerised traffic is passing over the quays of Tema and Takoradi – much of it generated by the rapid rise in transhipment and transit business.

To meet this growing demand, the GPHA has invested in deeper draught berths and modern container handling equipment – especially in Tema. The port authority has also tackled congestion in Tema by creating new off-dock handling areas and upgrading the road system.

Transit In recent years – and especially after the conflict in Côte d’Ivoire – Ghana has become a popular route for cargo in transit to and from the landlocked countries of Burkina Faso, Mali and Niger.

In spite of the traditional ties between ports and transit countries that all speak French, more and more shippers have switched to Ghana, where the seaports offer greater efficiency and improved facilities.

Another key factor is Ghana’s central location in the subregion.

Above all, Ghana has an excellent record for secure and hassle-free transport of goods – particularly by road – with a minimum of interference from officials.

Today, large quantities of transit traffic – including bagged products, bulk goods and containerised cargo – are shipped via Tema and Takoradi and by way of the eastern and western corridors to the northern borders of Ghana.

Cargo clearance A more streamlined system of cargo clearance has been introduced by the GPHA as part of the government’s Gateway Project.

Using the latest information technology, including GCNet – a community network service operated by the private sector – the port authority has greatly improved communications between key members of the port community, notably Customs.

Ghana was also the first country in West Africa to install modern cargo scanners at its airports and seaports. Customs officers now use X-ray scanners to inspect the contents of inbound containers, thus reducing clearance time to a matter of minutes.

Variety of cargo Both the main seaports of Ghana are equipped to handle a wide variety of cargo.

Tema, which began life in the 1960s as an industrial port, now handles a full range of cargo including breakbulk, bulk cargo, containers, fish, food and oil products.

The smaller port of Takoradi, built in colonial times to load minerals for export, is still a vital gateway for the mining industry. Today, in addition to bulk cargo, Takoradi handles cocoa, containers and forest products.

Cocoa

Diversité des marchandises

One of Ghana’s key exports is top quality cocoa products.

Each year, Ghana produces about half a million tonnes of cocoa beans, which are either exported raw or ground to produce cocoa products.

About 60 per cent of this traffic goes via Takoradi and the rest via Tema. About 20 per cent of the beans are processed into butter, cocoa cake and cocoa liquor in Ghana before being exported.

New services for GPHA’s signal station The GPHA has installed a modern facility to provide: • New signal services for the vessels calling at Tema • An automatic identification system • An integrated vessel management system (IVMS), will allow ships to be tracked by radar and to receive vital information at a range of 20 to 30 nautical miles. Weather forecasts will be broadcast to shipping lines.

Tema, un port industriel qui a vu le jour dans les années 1960, traite désormais toute une gamme de marchandises, incluant des produits dégroupés, en vrac, des conteneurs, du poisson, de la nourriture et des produits pétroliers.

Le port de Takoradi, plus petit et construit à l’époque coloniale pour charger des minéraux pour l’exportation est encore aujourd’hui une passerelle vitale pour l’industrie minière. A l’heure actuelle, en plus des marchandises en vrac, le port de Takoradi traite du cacao, des conteneurs et des produits forestiers.

GOOD TRANSPORT LINKS by air, land and sea are vital to the growth of international trade – and Ghana has made significant progress on nearly every front.

Air Ghana’s international and domestic air links have been upgraded and improved.

The country’s main airport is Kotoka International Airport (KIA) in Accra, one of the principal air gateways for West Africa. It is ranked first in the sub-region for air cargo.

There has been major investment in improvements at KIA. The main runway was extended from 2,987 metres to 3,300 metres. New air traffic management equipment was installed and landside services were upgraded. In the passenger terminal, the arrival hall and baggage claim areas were refurbished and expanded.

The airport has dedicated freight terminal with modern import and export facilities including a cold store.

Ghana is served by over a dozen scheduled airlines and various non-scheduled freight carriers. The national carrier is Ghana International Airlines (GIA), which entered service in October 2005. GIA replaces the state-owned carrier, Ghana Airways, which ceased operations in 2004.

Major European carriers such as British Airways, KLM and Lufthansa remain loyal to Ghana, which they regard as a key destination. This helps to strengthen market confidence.

Ghana has other civil airports including the domestic airports of Kumasi, Tamale and Sunyani.

The main freight carrier at KIA is Air Ghana, which handles mostly non-traditional exports to Europe.

Imports are carried mainly by scheduled airlines.

Des investissements considérables ont été consacrés à l’amélioration de l’aéroport KIA. La piste de décollage principale a été étendue de 2987 mètres à 3300 mètres. Du nouveau matériel de gestion du trafic aérien a été installé et les services au sol ont été actualisés. Dans le terminal passagers, le hall d’arrivée et l’aire de retrait des bagages ont été rénovées et agrandies.

L’aéroport dispose d’un terminal de fret dédié avec des aménagements d’importations et d’exportations modernes, incluant un entrepôt frigorifique.

Le Ghana est desservi par une douzaine de compagnies aériennes régulières et plusieurs transporteurs aériens non réguliers. La société nationale se nomme Ghana International Airlines (GIA) et est entrée en service en octobre 2005. GIA remplace la compagnie appartenant à l’État, Ghana Airways qui a cessé de fonctionner en 2004.

Rail Ghana’s rail system is ideal for transporting heavy bulks such as minerals in transit from the mines to the main seaports, especially Takoradi, which exports bauxite and manganese. Nearly all the minerals exported through Takoradi are brought by rail along the Western Line.

Takoradi is linked via Tarkwa and Dunkwa with the inland commercial centre of Kumasi. There is a new Inland Clearance Depot at Boankra, near Kumasi.

The government plans to revive the rail link between Tema and Kumasi to provide shippers with a wider range of options for inland haulage – particularly of transit goods.

Big changes

Ghana’s railways are undergoing big changes with a programme to develop, expand and renew the national network.

Since 2005 the railways have been operated on a concession basis by a private company with a 20-year lease of infrastructure and rolling stock. The new Ghana Railways Development Authority has a remit to oversee development and expansion of the network throughout Ghana.

There are also plans to build a trans-Ecowas line connecting Ghana with its eastern and western neighbours – Côte d’Ivoire, Togo, Benin and Nigeria – while also reviving the disused branchline to Tema.

Finally, a new link is proposed between Tema and Akosombo to allow intermodal traffic to use a combination of rail transport and Lake Volta.

The process of concessioning and expansion has farreaching implications for all of Ghana’s trade network.

Extension of railways to the north – together with development of the new Boankra Dry Port near Kumasi – will lead to much more efficient movement of bulk goods within Ghana as well as opening up new trading corridors.

Inland port The development of an inland port at Boankra, near Kumasi, has fulfilled a long-held wish by the ports of Tema and Takoradi.

Roughly equidistant from both ports, the new Boankra Dry Port is a staging post for traffic to and from northern Ghana and the transit countries.

It is also helping to relieve pressure on both ports in terms of clearance procedures and storage space.

The dry port is a joint venture between Ghana Shippers’ Council and the GPHA. It is a full multimodal cargo handling facility, with Customs services, financial companies and value added activities.

For shippers, a key advantage of the new inland port is that cargo in transit to and from the landlocked countries to the north can be cleared from Boankra. So they can avoid the cost and time of travelling to the southern ports to clear their cargo.

Lake Volta

Lake Volta is the third-largest lake in Africa and the largest manmade lake in the world, stretching 415 km from Akosombo, just north of Accra, to Buipe, in northern Ghana.

The lake was created in 1966 by constructing a dam at Akosombo together with a big hydro-electric plant that continues to supply power to many of Ghana’s industries and townships.

Lake Volta is a vital north-south transport corridor for waterborne cargo. Since 1970 the Volta Lake Transport Company (VLTC) – a subsidiary of the Volta River Authority – has been providing ship and barge services between Akosombo and Buipe. Total voyage time is 32 hours.

Main cargoes northbound are alumina sulphate, cement, fertilisers, stores and oil from the Tema refinery.

In the other direction, cassava chips, cotton and sheanuts are taken south by lake vessel for oncarriage by truck to Accra or Tema for export.

A HIGH STANDARD of passenger services and a growing range of international connections are key targets for Ghana’s new national airline, which entered service in October 2005.

Ghana International Airlines Ltd began with daily flights between Accra’s Kotoka International Airport (KIA) and London Gatwick. The airline currently operates on three routes – from Accra to London, Lagos and Johannesburg – and is looking to add new routes in 2007.

GIA was set up as a public-private partnership to replace the state-owned carrier, Ghana Airways, which ceased operations in 2004.

The airline has a reputation for affordable fares and ontime departures as well as terminal and cabin services up to international standards.

To date, GIA has operated two aircraft – a 231-seat Boeing 767-300 leased from Loftleithir Icelandic and a 160-seat Boeing 757-200 leased from Ryan International Airlines.

In the first quarter of 2007 the airline was due to introduce a ‘bus stop’ service from Accra to coastal West Africa, calling at Abidjan (Côte d’Ivoire), Monrovia (Liberia), Freetown (Sierra Leone), Dakar (Senegal), Abuja (Nigeria) and Banjul (Gambia). GIA has secured an Airbus A 320 for this service.

In the second half of 2007 the airline will introduce a transatlantic service from Accra to New York or Washington.

A MAJOR success story for Ghana has been the steady rise in transit traffic through its seaports, destined mainly for the landlocked countries of Burkina Faso, Mali and Niger.

Ghana is comparatively new to the transit business, but has been making up for lost time. Traditionally, the landlocked countries have relied on transit ports that share their own language, which is French. But recent political upheavals in Côte d’Ivoire, together with improved transit services in Ghana, have persuaded shippers to switch.

More and more shippers are discovering the cost benefits – and security advantages – of sending their goods via Tema and Takoradi.

Road haulage, which accounts for the lion’s share of transit movements in Ghana, has become quicker and more reliable. Both the eastern and western transit corridors have been improved, with much of the road network being resurfaced and upgraded as part of the government’s Gateway Project.

For example, Ouagadougou, the capital of Burkina Faso, is considerably further from Abidjan (840 miles) and Lomé (720 miles) than it is from Accra (540 miles).

Transit figures At Tema, transit traffic grew from 8,611 tonnes in 1997 to 870,322 tonnes in 2006. The projected figure for 2007 is over 1 million tonnes.

At Takoradi, the transit trade began in 2002 with a throughput of 16,912 tonnes. In 2006 the port handled 256,122 tonnes. The projected figure for 2007 is about 311,000 tonnes.

These port services are complemented by off-dock facilities that offer a cost-effective option for shippers. These off-dock terminals offer a convenient staging post for containers en route to northern destinations.

Meanwhile, the new Boankra Dry Port, near Kumasi, allows cargo owners to clear their goods through to final destination, thus avoiding the time and cost of travelling south to the ports. Such is the efficiency of Ghana’s port operations that some cargo owners in Burkina Faso are happy to leave transit in Ghanaian hands and to receive their cargo at the northern border.

CUSTOMERS shipping goods through the main ports of Ghana can now clear – and track – their goods online using the latest computer technology.

Originally, the community network system was installed in Tema and Takoradi to speed up Customs procedures.

Now the system has been greatly expanded, bringing the advantages of information and communications technology (ICT) to the whole port community including cargo owners, freight forwarders, shipping agents and ship operators. All key agencies involved in cargo clearance are linked to the network, thus helping to speed up response times and minimise paperwork.

The GCNet system is based on state-of-the-art technology, using the same basic TradeNet software as the Port of Singapore.

A milestone was reached for GCNet when the service was extended to the container terminal and private freight stations in Tema with the introduction of electronic delivery orders. Tema’s new container terminal complex will be brought into the GCNet system in the first half of 2007 when Meridian Port Services (MPS) takes over.

In an on-going process, GCNet is bringing more government agencies into the network. GCNet thus provides a community network for trade stakeholders including the port authority, Customs and other regulatory agencies.

GHANA’S biggest port and principal cargo gateway is Tema, which handles nearly 70 per cent of the nation’s total seaborne trade and about 35 per cent of its exports.

Container handling is a core business for Tema, which has seen a huge rise in traffic over the past 10 years. Tema is widely recognised as a regional hub, handling over 420,000 teu in 2006 compared with less than 170,000 teu in 1998.

The port handled a total of 7.678 million tonnes of cargo in 2006.

Now Ghana Ports & Harbours Authority is improving the port’s cargo handling efficiency and speeding the flow of traffic in an effort to make Tema more competitive in the subregion.

New container terminal A landmark project is the new container terminal on Quay 2, opened in November 2005, which is now supported by a large area for stacking and handling. As part of its strategy of involving the private sector, the government has handed over the main container handling operation in Tema to Meridian Port Services Ltd, a new public-private consortium.

The port authority has also taken steps to ease congestion in the port by creating new off-dock terminals.

Containers are transhipped in Tema not only for other ports in West Africa but also to and from international destinations like South Africa, the Middle East and Asia.

The boom in transhipment has attracted interest from major shipping lines. In addition to Maersk, which has been calling Tema for many years, there has been keen interest from Hull Blyth and MSC in using Tema for transhipment.

Transit traffic The Port of Tema is Ghana’s main gateway for transit traffic to and from the landlocked countries.

This traffic has been driving up cargo throughput in Tema – particularly containers – and the GPHA is keen to encourage more shippers in Burkina Faso, Mali and Niger to take advantage of the secure and relatively quick transport routes between Tema and the northern borders of Ghana.

Future extension

With container traffic growing by about five per cent a year in Tema, the GPHA has already begun drawing up plans for a further expansion of handling capacity.

Imports and exports Both imports and exports through Tema have been rising steadily, thanks in no small part to the buoyant economy of Ghana.

On the import side, there is a steady traffic in rice and sugar, while the construction boom in Ghana has led to a strong demand for building materials such as iron and steel. Building materials have also been in demand for the transit markets.

Various companies in the private sector have been encouraged to create off-dock terminals for handling and storage of containers.

Now the port authority has built its own large off-dock devanning area, the Golden Jubilee Terminal, which allows incoming containers to be taken straight out of the docks to a dedicated facility.

The Golden Jubilee Terminal also has open storage for imported vehicles. Other off-dock storage areas for vehicles are provided by the private sector. These facilities allow vehicles to be taken out of the port area as soon as the initial paperwork has been cleared.

THE PORT of Tema has almost been a victim of its own success in recent years as ever-growing levels of container traffic have pushed its handling facilities to the limit and beyond.

While import and export figures have been driven upwards by the buoyant economy of Ghana, there has also been a significant growth in transhipment – mainly to and from West Africa – as well as in transit traffic to the landlocked neighbours of Ghana.

In order to cope with these higher levels of traffic, and to reduce the congestion that has long bedevilled the Port of Tema, the Ghana Ports & Harbours Authority (GPHA) has taken steps to bring the Port of Tema out of a previous age of conventional cargo and into the new age of purpose-built container handling facilities.

In a phased programme of development, begun in 2003, the GPHA has provided a new purpose-built container terminal, with modern ship berths and gantry cranes, together with a large back-up area for storage and handling of containers.

The aim is to boost efficiency and push up productivity in the Port of Tema, allowing it to compete more effectively with other leading container ports in the region.

The running of Tema’s new container handling facilities has been handed over to a private consortium, Meridian Port Services, which took over what is now officially known as the MPS Terminal in 2007.

First phase The first phase of construction was completed by the port authority in November 2005 when the ship terminal received its first vessel. The GPHA provided the deepwater berths for this terminal by extending Quay II by 200 metres. New state-of-the-art cranes were installed, consisting of three ship-to-shore gantries and four rubber tyred gantries.

In the start-up period, the ship terminal was operated by the port authority, which then handed over responsibility to MPS.

In a second phase of construction, the GPHA has provided a new back-up facility in Area B, just west of the container terminal. The 16 hectare back-up area is paved with heavy duty blocks to take the weight of stacked containers and handling equipment. Work on this facility began in August 2006 and was expected to be completed in March 2007.

Area B will provide the Port of Tema with a central facility for picking up, dropping off and stacking of containers. It will allow containers in transit to and from inland destinations to be removed from the ship terminal without delay, thus helping to speed throughput and ease congestion.

Another key factor in easing congestion in the port area is the new 9.74 hectare Devanning Area which has been provided by the GPHA just west of the main port area. This purpose-built facility will go a long way towards reducing labour-intensive activities inside the port area.

A MAJOR STEP towards more efficient container handling in the Port of Tema was taken by Ghana Ports & Harbours Authority in 2007.

On 1 April 2007 a new public-private partnership, Meridian Port Services Limited (MPS), took over responsibility for Tema’s main container handling complex – now called the MPS Terminal.

On its part, MPS and its shareholders are providing: • Expert knowledge of port operations • Investment in handling equipment and computer technology • Employment and training of Ghanaian staff.

In addition to the container terminal – originally commissioned in November 2005 – MPS is responsible for operating Area B, a new handling and stacking area on an adjoining site. Work began in August 2006 on this 16 hectare site, which is expected to be fully completed in February 2008. Part of the new site will be ready before that date and progressively handed over to MPS The first 2 hectares has been put into operation.

MPS plans to invest a total of $30 million in handling equipment. This will be in addition to buying the existing cranes from the GPHA. MPS will also immediately provide 12 reach stackers and four empty container handlers. An additional ship-to-shore crane and four additional rubber tyred gantries are planned for commissioning early in 2009.

When the combined facilities are in full operation, MPS will employ a total of about 450 people.

MPS has assembled an implementation team of managers and technical experts from various parts of the world who will steer the project through the start-up period, selecting and training Ghanaians to operate the new facilities and making sure that everything runs smoothly.

Training and safety MPS will be responsible for all aspects of training in relation to container handling operations. This includes employees at every level, from yard supervisors to crane drivers.

Safety at work will be top of the agenda for MPS. Operations will be in line with international rules on the environment. For example, there will be a dedicated area for dangerous cargo in Area B with a special drainage system to contain accidental spillage.

Meridian Port Services Limited (MPS) is a 70-30 joint venture between Meridian Port Holdings Limited (MPH), based in London, and Ghana Ports & Harbours Authority (GPHA).

The GPHA believes this arrangement will provide a fast track to expertise for Ghanaian personnel. New terminal designed to ease port congestion Conception d’un nouveau terminal pour décongestionner le port

A MAJOR new off-dock facility for handling and storage of containers and other cargo in Tema has been provided by the Ghana Ports & Harbours Authority.

Located just outside the port’s western gate, the Golden Jubilee Terminal covers 9.74 hectares (about 24 acres) and represents a total investment by the port authority of about $15.5 million including a $5 million fleet of handling equipment.

The new terminal – which became fully operational in March 2007 – allows incoming containers to be moved out of the port to a dedicated area for devanning and storage. The site also has its own Customs station.

Devanning is a key activity in Tema, where full container loads must be divided into smaller lots for the consignees.

Until now, this has taken place in the port area, leading to chronic congestion. The new terminal provides a central facility, outside the port, where goods can be stored to await collection and delivery.

Experience The Golden Jubilee Terminal is operated by the GPHA, which has recruited an experienced general manager from the UK to steer the project through its first two years of operation.

Modern lighting masts and CCTV cameras have been installed throughout and the latest ICT technology is used for real-time tracking of containers and loose cargo.

Devanning services are provided six days a week. The facility will handle about 150 containers a day, growing by stages to 300 a day.

Shipyard Chantier naval

PSC Tema Shipyard Limited, situated in the Tema Port area and covering a total area of 48.5 acres, operates one of the largest shiprepair facilities in Africa.

The shipyard can boast of two graving docks of 100,000 dwt and 10,000 dwt capacity, a slipway with 150 tonnes haul for repairs to small boats and a fitting-out quay for vessels requiring minor repairs or awaiting their turn to enter the docks.

PSC Tema Shipyard Limited has well equipped workshops and offers services in drydocking, shiprepairs, steel fabrication, general engineering and non-destructive testing and is a licensed agent for metalock repair of cracks.

Support services include container repairs and fabrication works for the construction and mining industries.

First Admiral (Rtd) Datuk Tan See Ming is the managing director of PSCT Limited, which has an efficient and qualified labour force of 238.

International venture to improve hands-on skills of local workers Des entreprises internationales vont améliorer les compétences pratiques des travailleurs locaux.

DUTCH EXPERTISE has been harnessed in an imaginative scheme to improve the skills of industrial workers in Accra and Tema.

L’EXPERTISE HOLLANDAISE a été mise au service d’un programme original pour améliorer les compétences des travailleurs industriels d’Accra et Tema.

The fruit of this venture is a new purpose-built training centre, due to open in Tema in May 2007.

L’accomplissement de cette entreprise est un nouveau centre de formation spécialisé qui devrait ouvrir à Tema en mai 2007.

The idea behind the Ghana Industrial Skills Development Centre is to improve the hands-on capability of local workers in order to meet the operational standards required by modern industry.

In particular, Ghanaian factories currently face a problem with downtime of machinery because of a lack of problem-solving skills among the local workforce.

Instead of flying in trouble-shooters from Europe and elsewhere, it makes more sense to provide local workers with the core skills they need to operate modern machinery and fix any problems.

L’idée derrière le Centre de développement des compétences industrielles du Ghana est d’améliorer les capacités pratiques des travailleurs locaux afin de répondre aux normes opérationnelles requises par l’industrie moderne.

Plus particulièrement, les usines ghanéennes font actuellement face à un problème d’arrêt des machines en raison du manque de compétences pour résoudre les problèmes parmi la main d’œuvre locale.

Au lieu d’envoyer des réparateurs européens ou autres, il est plus logique d’apprendre les principales compétences aux travailleurs locaux pour qu’ils puissent utiliser les machines modernes et résoudre les éventuels problèmes.

Le Centre de compétences est une co-entreprise entre les gouvernements du Ghana et des Pays-Bas mais fonctionnera comme une organisation non gouvernementale à but non lucratif. Une petite équipe de spécialistes hollandais avec une expérience dans l’apprentissage de l’ingénierie pratique et des compétences dans les nouvelles technologies de l’information et de la communication travaille avec le personnel éducatif à Tema pour pouvoir inaugurer ce nouveau centre.

Le Centre de compétences se trouve dans un nouveau bâtiment sur le même campus que l’Institut technique de Tema.

The Skills Centre is a joint venture between the governments of Ghana and the Netherlands, but will function as a non profit making, non governmental organisation. A small team of Dutch specialists with experience in the teaching of practical engineering and ICT skills has been working with college staff in Tema to get the new centre started.

The Skills Centre is located in a new building on the same campus as Tema Technical Institute.

From day one, the teaching staff will be Ghanaian, with Dutch experts on hand to advise and assist. There will be a total of eight staff including four instructors. The centre is a public-private partnership financed by donations from private industrial companies in Ghana. A significant slice of the budget will go on the purchase of machinery and materials similar to those in local factories.

The centre will offer courses varying from one week to several weeks. With the focus on practical training, the centre has fully operational workshops where trainees can use a range of modern equipment and machinery in four main categories: • Information and communications technology (ICT) • Mechanical machine tools such as drills and lathes • Electrical tools • Programmable logic controller (PLC) for diagnosing faults in a control or production system.

Trainees will be shown how to recognise and fix problems with the machinery. They will also learn communications skills, industrial health and safety, constructive relations with management and how to work as a team.

There is no question that the expertise being taught at this Skills Centre will be in ever higher demand as the industrial and manufacturing sector of Tema and Accra continues to expand.

Il va sans dire que l’expertise enseignée dans ce Centre de compétences sera de plus en plus demandée puisque les secteurs industriels et secondaires de Tema et Accra continuent de se développer.

Business hours

Kotoka International Airport is located just east of Accra and 28 km from the Port of Tema.

The port is open seven days a week, all year round, except on Christmas Day and Good Friday, when ships are handled only in emergencies. Overtime rates apply on Saturdays, Sundays, public holidays and during lunch breaks. Main working hours are 07.30 to 12.30 hours GMT. Two or three shifts can be worked at the request of the vessel.

Anchorage There is good anchorage 1.5 km to 4 km ENE to SW off the main harbour entrance in depths of 9.0 metres to 18.0 metres with good holding ground. The E area of the anchorage is most suitable without additional swell reflected from the main breakwater.

Approach Harbour entrance is 240 metres wide with a depth of 12.5 metres. A heavy swell may be encountered at 400 to 600 metres from the harbour entrance during the monsoon season from April to September. For this reason, deep draught vessels enter only at high tide to obtain sufficient keel clearance.

Arrival The port requires advance notice 72 hours before estimated time of arrival (ETA) – before 14.30 hours, Monday to Thursday, and before 10.00 hours on Friday for weekend working.

Medical aid The port authority provides a hospital and clinic. Severe cases are referred to Tema General Hospital or to Korlebu Teaching Hospital in Accra.

Pilotage Pilotage is compulsory for all vessels over 100 nrt arriving, leaving or shifting berth. Pilotage is optional for the fishing harbour. Pilotage is arranged through the harbour master’s office. Pilotage for the main harbour is available 24 hours a day except for the Valco and oil berths, where vessel movements are restricted to between 06.00 and 18.00 hours. VHF Channels 14 and 16 can be used to contact the signals station to arrange pilotage. Pilots board 2 km off the entrance. [??Vessels at anchorage are boarded from 06.00 and distance from the port to pilot station in 2 km??] Pilot will board 2 km due east of main breakwater.

In bad weather, the pilot will board 2 km south-east of normal pilot station.

Vessels wishing to enter port must await the pilot 2 km east of the main harbour [??at 5°21’??].

Pollution No refuse or waste materials are to be pumped or thrown overboard. The port has two tugs fitted with oil booms and skimmers to remove and convey spilled material to Tema Oil Refinery for recycling. In an emergency, contact

the harbour master. Refuse is collected in containers at various locations in the port and taken away by truck. A cesspit emptier is available to collect effluent from vessels.

Public holidays New Year’s Day (1 January), Independence Day (6 March), Good Friday, Holy Saturday, Easter Monday, Labour Day (1 May), Republic Day (1 July), Christmas Day (25 December), Boxing Day (26 December), Farmers’ Day (first Friday in December), Eid al Fitr (day after end of Moslem fast), Eid al Adha (three months after Ramadan).

Radio The port maintains a 24-hour watch on VHF Channels 14 and 16 and any other convenient channel. The signal station can reach vessels 140 km away. During harmattan conditions, vessels can hear the signal 400 km from port.

The Port of Tema is linked with the Global Maritime Distress and Safety System (GMDSS).

Tides Tide heights of 1.6 metres at HMWS and 1.3 metres at MLWS and 0.7 metre at MLWN are recorded twice a day.

Towage Towage is compulsory within the harbour. The port authority operates four tugs: two of 1,866 kW, one of 1,860 kW and one of 1,644 kW. All tugs are fitted with pumps and monitors for fire-fighting.

Weather Light to strong breezes from W and SW throughout the year except from December to February when the NE harmattan dominates, causing poor visibility. Dangerous winds are tornadoes from E during May to June. There is a swell near the harbour, especially after tornadoes, which requires about 0.5 metres under the ship’s keel when lying alongside the wharves.

Storage Large open block paved storage areas are available in the port. There is 19,000 square metres of storage for transit cargo at Berths 1, 2, 4, 5, 7, 9 and 11. There are also four cocoa sheds with 60,000 tonnes of storage capacity. The port has a total of 53,270 square metres of covered and 92,200 square metres of open storage.

Tankers Tankers moored alongside the oil terminal must deploy fire wires and position a floating boom around the vessel.

Two fire-fighting pumps are mounted on the jetty. Tankers up to 244 metres in length and 9.7 metres draught can be accommodated at the oil berth.

Bulk export gateway attracts new lines of business Le point d’exportation en vrac attire de nouvelles activités

STILL A MAJOR export gateway for bulk products – especially minerals – the Port of Takoradi has diversified into other types of traffic, notably containers.

In recent years, Takoradi has seen a big rise in transit traffic to the landlocked countries.

The Ghana Ports & Harbours Authority has equipped Takoradi to handle large volumes of bulk products – and to accommodate the bulk ships that carry them – as well as dealing with other cargoes.

Ghana’s second port really punches above its weight.

Although considerably smaller than Tema, in the east, Takoradi handles about 60 per cent of the nation’s total exports.

A key advantage of Takoradi is its western location, which offers a saving in voyage time for vessels coming from the north and west.

The port was opened in 1928 to handle exports of minerals from the mines of western Ghana – and this remains its principal activity.

In addition, Takoradi handles other bulk exports – notably cocoa beans – as well as loading and discharging other types of cargo. Port facilities have been expanded to handle large volumes of bagged cargo, breakbulk and containers as well as vehicles, rolling plant and project cargo.

Minerals Takoradi’s biggest traffic is minerals. About 2.574 million tonnes of bauxite and manganese were loaded for export in 2006 and about 123,600 tonnes of imports – ammonium nitrate, limestone and quicklime – were discharged.

Raw materials and equipment for the mines are also imported through Takoradi.

High-grade bauxite mined in the Awaso region is brought to Takoradi by rail for export. The Ghana Bauxite Company (GBC) exported about 884,500 tonnes in 2006. The bauxite is loaded on to bulk carriers using a conveyor system and lighters. The port authority has two deepwater mooring buoys in the main harbour for final loading.

Another major port customer is the Ghana Manganese Company (GMC), which handled about 1.69 million tonnes in 2006. The manganese is tipped from rail wagons on to the quayside for loading into vessels.

Minéraux Le trafic le plus important de Takoradi est celui des minéraux. Près de 2574 millions de tonnes de bauxite et de manganèse ont été chargées pour l’exportation en 2006 et près de 123 600 tonnes d’importations ; nitrate d’ammonium, castine et oxyde de calcium, ont été déchargées.

Les matières premières et le matériel pour les mines sont également importés par Takoradi.

La bauxite de haute qualité extraite dans la région d’Awaso est acheminée à Takoradi par voie ferroviaire pour l’exportation. La Ghana Bauxite Company (GBC) a exporté près de 884 500 tonnes en 2006. La bauxite est chargée dans des vraquiers à l’aide d’une installation de

Containerised imports include building materials, chemicals, clothing, electronics, machinery, paper, steel, tyres, vehicles and wire.

Containerised exports include cocoa beans and products, sheanuts, rubber, timber and wood products.

Cocoa Over 60 per cent of Ghana’s cocoa exports are handled in Takoradi. Most of this traffic goes in bulk, but some is exported in bags or containers.

The port handled about 283,000 tonnes of cocoa beans in 2006 of which 218,000 tonnes was in bulk form. European importers prefer to receive their cocoa beans in bulk in order to save on bags and labour.

On Quays 2 and 3 the Dutch-owned company Unicontrol Commodity Ghana Ltd operates a 30,000 tonne capacity bulk warehouse linked to vessels by a 200 tonnes per hour conveyor system. A 5,000 dwt vessel can be loaded in a day and a half. Most of the beans are shipped to the Netherlands or the UK for processing into cocoa butter, cocoa powder and cocoa liquor.

Other cargoes One of the port’s main customers is Ghana’s sole lime producer, Carmeuse Lime Products (Ghana) Ltd, which imports lime clinker. Its products are used in agriculture, mining, road building and water treatment.

In addition, Takoradi is seeing more containerised and project cargoes for the mining industry. Several new goldmines are under construction, all requiring large quantities of equipment and machinery.

Takoradi has skilled port workers and freight forwarders for handling this specialised traffic.

Some time ago the harbour was dredged to increase the depth from 6.0 metres to 10.5 metres.

For large vessels such as bulk carriers, a depth of 11.5 metres is available at the mooring buoys, which are used for lightening and topping up cargoes such as clinker and manganese. Improvements have been made to this facility.

The manganese loading area (berth No 6) has been resurfaced to take heavy cargo.

Warehousing capacity has been expanded by the GPHA. There are three new sheds with a total capacity of nearly 40,000 tonnes for storage of imported bagged cargo (flour, rice and sugar) and transit cargo.

The GPHA has installed two new axle weighbridges to check the laden weight of trucks as they leave the port.

A new X-ray scanner, similar to the one in Tema, was installed at Takoradi in 2007.

Looking to the future, the GPHA wants to create a purpose-built container terminal in an area of reclaimed land east of the existing cocoa sheds. This facility would take advantage of the deeper water at the southern end of the harbour.

There is also a proposal to install new terminals for bulk handling on the north side of the lee breakwater.

Private sector In the private sector, a new export facility for sheanuts from the north of Ghana was expected to enter service in 2007.

Pour les gros navires comme les vraquiers, une profondeur de 11,5 mètres est disponible aux bouées d’amarrage, qui sont utilisées pour alléger et compléter le chargement de marchandises comme du mâchefer ou du manganèse.

Des améliorations ont été apportées dans ce domaine.

La zone de chargement du manganèse (poste à quai No 6) a été rectifiée pour les marchandises lourdes.

La capacité des entrepôts a été augmentée par la GPHA. Il existe désormais trois nouveaux hangars avec une capacité totale atteignant presque 40 000 tonnes pour le stockage de marchandises ensachées importées (farine, riz et sucre) et pour la marchandise de transit.

Transit traffic

The transit business in Takoradi has continued to grow.

The port handled just over 256,000 tonnes of transit in 2006 compared with about 17,000 tonnes in 2001.

One reason for this growth is the good road links going north. Takoradi offers a shorter route than Tema to the inland commercial centre of Kumasi. From Kumasi, the western corridor leads directly to Hamile, on the border with Burkina Faso. Upgrading has been carried out to bring all sections of the western corridor up to a consistently good standard.

Pour l’avenir, la GPHA souhaite créer un terminal à conteneurs spécialisé sur un polder, à l’est des hangars à cacao existants. Cet aménagement bénéficierait de la plus grande profondeur d’eau à l’extrémité sud du port.

Il a également été proposé d’installer de nouveaux terminaux pour la manutention en vrac du côté nord de la jetée à l’ombre du vent.

Secteur privé Dans le secteur privé, on prévoit que de nouveaux aménagements d’exportation pour la noix de karité entrent en service en 2007 au Nord du Ghana.

Un nouveau site d’accueil Marpol des déchets des bateaux devrait entrer en service au port en 2007. L’opération a été confiée à une société privée.

Trafic transitaire Le commerce en transit à Takoradi a continué à croître.

Le port a traité un peu plus de 256 000 tonnes de transit en 2006 par rapport à environ 17 000 tonnes en 2001.

L’une des raisons de cette croissance s’explique par le bon réseau routier reliant le Nord du pays. Takoradi est plus proche que Tema du centre commercial intérieur de Kumasi. Depuis Kumasi, le couloir ouest mène directement à Hamile, à la frontière avec le Burkina Faso. Une actualisation est en cours pour que toutes les sections du couloir ouest répondent à de bonnes normes.

Airport

Bulk cargo

Kotoka International Airport at Accra is 230 km east of Takoradi. There is a military base at Takoradi.

Special berths available for bauxite, manganese and clinker. Manganese is discharged from rail wagons and delivered by conveyuor directly to the ship’s hold. Bauxite is stored outside the port and conveyed to the quayside by cable cars. There is a 364 metre jetty for discharging clinker.

Anchorage Takoradi has a draught of 10.5 metres at the buoys.

Approach Approach is free from hazards apart from the Takoradi reef, south of the main breakwater, and wrecks noted on Admiralty Chart No 3102. Channel depth at entrance is about 11.5 metres.

Arrival The port requies 48 hours’ notice of estimated time of arrival (ETA). This should be updated 24 hours and 12 hours before ETA.

Bunkers Diesel and other fuel oils are available at the main quay by pipeline and road tankers from Elf, Mobil and Shell.

Business hours The port is open seven days a week, all year round, except on Christmas Day and Good Friday, when ships are handled only in emergency. The port operates two shifts: 07.30 hours to 19.30 hours and 19.30 hours to 07.30 hours. Overtime rates apply on Saturdays, Sundays, public holidays and during lunch breaks.

Largest vessel The harbour can accommodate vessels up to 185.9 metres loa.

The port operates on VHF Channel 16 (national listening and calling channel) and Channel 14 (port working channel).

Pilotage

Ro-ro facilities

Pilotage is compulsory for all vessels when entering and leaving the harbour and is available 24 hours a day. Vessels wishing to enter the harbour must await the pilot at three cables NE of starboard breakwater (lee breakwater head) or buoys – or should anchor at Quarantine Anchorage (see Admiralty Chart 3012) beyond the two breakwaters at the harbour approach.

Ro-ro berth with ramp at west end of Berth 2 for medium sized vessels of up to 169 metres loa and 7.5 metres draught. Vessels of between 7.5 and 8.6 metres draught are accommodated at Berths 4 and 6.

Port navigation The port contains the following navigation aids: - Takoradi lighthouse: flashing white, 10 seconds, visible 32 km

There is a small dry dock for fishing vessels. Slipway with hoist for vessels up to 30 metres in length and 500 dwt.

Both these facilities are owned by the port authority.

Tankers One berth of 175.2 metres length and 8.84 metres depth operated by Shell. No night berthing.

- Main breakwater head: flashing red, one second, visible 12.8 km

Semi-diurnal. Tidal range is about 1 metre.

- Lee breakwater head: fixed green, visible 12.8 km

Towage

- Fog bell: every five seconds on lee breakwater head

Towage is compulsory within the harbour. Tugs of up to 1,250 hp available from the port authority.

- Cement clinker jetty: flashing green, four seconds.

Pollution The port has a tug fitted with oil pollution prevention equipment. In case of emergency, contact the harbour master.
