Surrounded by the waters of the Chesapeake Bay and the Rappahannock River, Lancaster County offers a blend of gracious coastal living and urban amenities without the crime, crowds and congestion of city life. They are an integral part of our community and invest their time and talents with many non-profit organizations. They don’t distinguish between their lives and their livelihoods. What’s good for the community is also good for business. 2010 marked the exciting beginning of the Lancaster by the Bay Chamber. With the help of many individuals and businesses, the board of directors of the Kilmarnock Chamber of Commerce and Lancaster County Chamber decided to combine organizations. This enabled us to re-focus on our mission and to double our support of the local business community. The new Lancaster by the Bay Chamber is already making a big impact and will do everything possible to help our local business prosper. We’ve continued to run all 19 individual events that each of the previous Chambers organized, we grew participation in the Northern Neck RiverRide (www.riverride.org) by 15%, we helped launch the Travel Lancaster County VA website (www.tlcva.com), we held four small business workshops, and five “After Hours” socials. ancaster County’s recent economic growth has been fueled by its Enterprise-Zone designation in the late 1990s. This federal designation provides state and local tax-relief incentives to new or expanding businesses. The Kilmarnock Technology Park is a successful example of the program’s benefits. The federal classification breathed new life into the languishing facility. Businesses taking advantage of the tax incentives began to fill the park, which is now about 80 percent occupied. The park comprises retail, professional services and light industry including GeoProducts/The Earth Store, MTEQ and Sevarg Pools. Recently, properties along Kilmarnock’s Main Street have become part of the town’s Enterprise Zone, thanks to a reconfiguration of the designation area. “The change encourages redevelopment and reinvestment in our existing retail

corridor as opposed to properties on the outskirts of the commercial district,” said Susan Cockrell, community development strategist for the Town of Kilmarnock. County officials also are working to bring high-speed electronic communications to the county. “It’s clear that high-speed technology is an integral part of our economic future,”

said Lancaster County Administrator William H. Pennell Jr.

To that end, the county is actively pursuing opportunities made available through the recently enacted federal stimulus package to create the electronic backbone necessary to bring high-speed communications to the county, Pennell said.

Horsley Real Estate. “Our firm has seen an increase in sales thanks in part to lower lending rates,” he said. Sandra Hargett, owner of Coldwell Banker Chesapeake Bay Properties, says that the market is in a slow recovery. “Inventory is high and prices are still incredibly low. For those in a position to buy, now is definitely the time,” she said. Carter said the county has a wide range of home prices, with the major dividing line falling between waterfront and non-waterfront properties. The highest prices naturally apply to the properties with quick bay access and deepwater creeks. In 2010, the average waterfront home list price was $794,036 and the average non-waterfront home list price was $263,090. Inviting and well-designed communities are sprinkled throughout the county. Near Irvington, Hills Quarter offers maintenance-free, single-family and townhouse living with abundant green space. Features include a golf course, pool, clubhouse and walking trails. Condominiums can be found tucked away in the quiet woodlands at the Cottages at Golden Eagle and The Green on Carters Creek.

In the White Stone area, Riverâ&#x20AC;&#x2122;s Landing offers townhouses and Highbank features singlefamily homes; both have pools and astounding views of the Rappahannock River beachfront. “The town certainly has an upscale look that is inviting to visitors,” said Jackie Brown, owner of Carried Away Cuisine, a carry-out and catering business featuring freshly prepared gourmet salads, soups and baked goods. Brown notes that the improvements have increased pedestrian traffic and encourage visitors to partake in the many leisures Kilmarnock provides. The project also has attracted new businesses and encouraged owners of existing businesses to polish up their storefronts. On the horizon, town officials are planning a multipurpose town venue with great possibilities. Though just in its early stages, the proposed site could feature a park-like setting for festivals, musical events, community events, a dog park, exercise areas, and more. In 2011, Kilmarnock will open Baylor Park, a peaceful spot for walking and enjoying the flora and fauna of Norris Pond. Located on

the northern edge of town, the park is dedicated to area physician Dr. Richard Baylor, founder of the Northern Neck Free Health Clinic. The park will feature an approximately half-mile walking trail situated along an historic road. Benches and a scenic overlook of the pond will complement the site. Kilmarnock’s small-town atmosphere is enhanced by the diverse mix of commerce, including restaurants, clothing stores, jewelry boutiques and home-décor shops. Kilmarnock has a wonderful blend of unique small businesses as well as some national brands.

isitors to Irvington can experience the town’s cozy ambiance even on a rainy day. Once the heart of a busy steamboat port, the town has shifted and stretched into a spirited community of quaint shops and professional offices. In the town’s steamboat days, such businesses were chiefly situated along Carter’s Creek. Although this waterway still makes the town it surrounds a destination, many of the community’s attractions and storefronts have become concentrated at the center of town. Mayor Rannie Ransone describes Irvington as a quaint, quiet town where people stop and chat. “It reminds me of my neighborhood growing up, when everyone knew everyone. You can walk to many of the businesses in Irvington in about five to ten minutes, they’re easily accessible and very friendly,” said Ransone. The light vehicle traffic through town makes a leisurely walk truly pleasant, and the assortment of shops and eateries safely accessible. Head out for freshly brewed coffee, a warm panini sandwich or hand-scooped ice cream. Perhaps you’re in the mood for a shopping excursion: Irvington is a hotspot for finding clothes and decorative home accessories. For the artist there is a studio and shop as well as a store for all things needlepoint.

Stephanie Dudley, owner of the popular eatery The Local, says customers like

the warm, friendly atmosphere and often linger to talk with friends. “You are almost always guaranteed to see someone you know. Customers keep coming back because of our consistency of product and attention to detail,” said Dudley. The Local’s breakfast and lunch fare of freshly baked products, specialty coffees, soups and sandwiches make it a favorite stop among locals and visitors alike. Beyond the shops and cafes, Irvington also provides fodder for history. Explore the town’s historical side at the Steamboat Era Museum, a facility dedicated to preserving the memories and records of the industry that first brought life to the town. At the end of your day, a place not to be missed for dinner is Nate’s Trick Dog Café. A wonderful little restaurant always full of music and laughter with décor and food as sophisticated as you will find in any city, but the hospitality and the feel is small town America at its best. This fun-loving town also hosts an old-fashioned, open-air farmers’ market in the Commons on the first Saturday of every month, where vendors sell homegrown vegetables, baked items and handcrafted goods. The summer season is abuzz with activity, including evening concerts in the park and the Fourth of July parade down King Carter Drive.

estled in upper Lancaster County, among expanses of sweeping fields of corn and wheat, wide pastureland and a collection of antique manor houses, is the town of Lively. Visitors to the town can enjoy locally owned shops and eateries, historically significant sites and plenty of friendly folks. In fact, it’s Lively’s small-town graciousness that led Lloyd Dilday to headquarter his home construction business there. “You can go into any store and in a couple of minutes they’ll know who you are. It’s like stepping back in time. There is an atmosphere and attitude here that you don’t find in many places,” he explains. For Dilday, the choice to locate his business, Chesapeake Homes, in Lively was easy. “I was raised not far from Lively. I knew the people and was certain it was the right choice,” he said. After 31 years in business in Lancaster County, it’s clear Dilday is here to stay. “It feels good to be in Lively,” he said. Fishing Charters The Chesapeake Bay offers excellent fishing, giving anglers a chance at a wide variety of species including rockfish, Spanish mackerel, spot, croaker, bluefish, flounder and spadefish. Several charter-fishing services operate out of Lancaster County. Among them is Gypsy Charters, operated by Ted Curtis. Curtis offers fishing charters and sightseeing cruises on his custom 43-foot Viking sportfisher. According to Curtis, whose boat is docked about 10 minutes from Kilmarnock, easy access to the bay is a benefit of fishing out of Lancaster County. “We are located on Dividing Creek, with just a 15-minute run to the bay,” said Curtis. Historic Christ Church

ancaster County has a rich history stretching back more than 350 years. Established in 1651, the county celebrates and honors its remarkable past through preservation and exhibition of the region’s landmarks and artifacts. Historic Christ Church In colonial Virginia a church was the center of social and political discourse and, as such, was perhaps a community’s most important institution. Historic Christ Church near Irvington was no exception, and today is one of the best-preserved colonial Virginian parishes. The church, built in 1735 by Robert Carter as a gift to the parish, is a premier example of Georgian architecture in America. A museum a few paces away from the stunning brick chapel contains artifacts from the church and from Robert Carter’s mansion and estate, Corotoman. Historic Christ Church recently completed an expansion of its facilities, doubling the size of the exhibit gallery, expanding the gift shop and adding a commemorative courtyard. New exhibits have been added and others enhanced, including the installation of interactive, computer-based displays. Kiosks throughout the museum utilize modern technology to engage and educate visitors on themes including architecture, archeology, church preservation and the disestablishment of the Anglican Church. “The www.lancasterva.com

The museum recently opened the exhibit Welcome Aboard, designed to provide a first-person experience of voyaging on a steamboat. Life-sized vignettes of a wheelhouse, state room, galley, dining room and boiler room — where a crewmember tends a flaming furnace — give a good sense of a steamboat’s interior. A cutaway model of the steamboat Lancaster provides an enchanting glimpse inside a ship. This lavishly outfitted miniature alone is a reason to visit the museum: tiny oriental rugs, candlesticks, brass beds, fire buckets and lighted chandeliers are appointed with historical accuracy in the 8-foot-long replica. The museum also is home to the original pilothouse from the steamboat Potomac. The pilothouse, which is awaiting restoration, is the largest remaining relic of a Chesapeake Bay steamboat. www.steamboateramuseum.org Mary Ball Washington Museum and Library Located amid a cluster of historically significant Lancaster Courthouse landmarks is the Mary Ball Washington Museum and Library, named in honor of George Washington’s mother, Mary Ball Washington. Mary Ball was born

Steamboat Era Museum From the mid-1800s until the 1930s, steamboats connected Lancaster County with cities and towns around the Chesapeake Bay. These marvels of transportation facilitated tourism and speedy transit of goods to points along the bay and its tributaries. The cultural impact of this influential era is the focus of the Steamboat Era Museum in Irvington. Exhibits and artifacts are artfully rendered to explain the human aspect of the period during which these maritime giants paddled the Chesapeake. “A unique Steamboat Era Museum quality of this museum is

in Lancaster County just eight miles from the museum. The Ball family was among the prominent early leaders of Lancaster and eventually the nation. The museum, created in 1958, grew out of an effort to preserve the old jail building in Lancaster Courthouse. Today, the 1819 jail, 1797 Clerk’s Office, and 1828 Lancaster House comprise the museum’s permanent exhibits. The renovated jail building houses a gold mine of published records of Lancaster County and the Northern Neck dating from the 17th century. In recent years, the museum’s extensive genealogical and historical library has been electronically catalogued, referencing more than 6,500 items. “We are in the process of restudying our collections to better use what we have and to make more available for display in changing exhibits,” said Karen Hart, executive director of the museum. The museum is currently planning exhibits and events to commemorate the 150th anniversary of the courthouse building, which has been in use since it opened in 1861. www.mbwm.org St. Mary’s Whitechapel As early as 1669, parishioners were gathering at St. Mary’s Whitechapel, located today at the corner of routes 201 and 354 near Lively. It is one of few surviving colonial Anglican churches in Virginia and counts the grandfather of George Washington among its early leaders. After being dormant for more than 30 years in the early 19th century, the church was reconstructed around 1830 and has been used for services since. The cemetery surrounding the church testifies to its 300-year history: the earliest marked grave dates to 1698. The cemetery also contains the raised tombs of Ball

family members — ancestors of George Washington. www.stmaryswhitechapel.org Morattico Waterfront Museum Morattico, a village along the rolling waters of the Rappahannock, has been defined by the river lifestyle for hundreds of years. The Morattico Waterfront Museum, housed in the 1901 Morattico General Store building, preserves the cultural history of the community, including its Native American heritage and its evolution into an agricultural village, working-watermen’s center and steamboat pier. Morattico was once an area of the Moraughtacund Indians and later became home to a busy steamboat port called Morattico Wharf. The wharf was one of the longest on the Rappahannock River. The museum features artifacts, documents and photos related to the watermen’s settlement and the operation of the general store. Exhibits include general-store memorabilia, early Morattico families, Native American artifacts and farming. www.morattico.org

Kilmarnock Museum The unique history of Kilmarnock is preserved and displayed in the Kilmarnock Town Museum on Main Street. Artifacts and memorabilia relating to the town’s history are kept at the museum for the purpose of preservation and education. “The museum is specifically about the town, and is the only place that has that focus,” said museum president Carroll Ashburn. usiness owners of Lancaster County have devoted much of their time and energy serving the ever-growing needs of the area, believing there’s no better place to set up shop. For some it is a sentiment carried on through the generations, in the evolving yet enduring presence of a cherished family business. Bobby Booth, owner of W.F Booth and Son, Inc. in Kilmarnock, has seen this progression become a family legacy. For 90 years the furniture store has occupied its Main Street location becoming the oldest single-owned business in the Northern Neck. Bobby Booth is the grandson of store founder Wayland F. Booth. Bobby’s father followed in the business, and in 1960, Bobby began his tenure. Growing up in Kilmarnock and in the store, Booth recalls the days when stores in town stayed open until midnight. “Back then, many people couldn’t come to town but once a week,” he said. Kilmarnock shops stayed open late to accommodate the needs of the customer, a philosophy still embraced by Booth’s business today. “We will meet with anyone, anytime, just make an appointment,” he said.

The store first opened its small showroom in 1920. Over the years, W.F. Booth has increased the size of its store, today occupying 26,000 square feet — an entire rear block of Main Street shops. The space showcases the store’s extensive furniture lines, window treatments and bedding, lamps, mirrors, wall art, and accessories. “The store carries some of the best furniture lines in the industry and offers home decorating consulting,” said Booth. Booth says the store’s longevity boils down to pleasing the customer and having a good value for the dollar. “We stand behind the product and work to make the customer happy with their purchase,” said Booth. The family tradition continues, as the fourth generation of Booths – Bobby’s two sons and daughter — now manage the business. usan Hill’s entree into business ownership began by recognizing a need. “I love a clean car and realized the town needed a nice car wash. Nine months later, I was in the car wash business,” she said. Hill owns Car Wash Café and Fore U Car Wash,

both in Kilmarnock, as well as Village Needlepoint in Irvington. Since opening in 1999, Hill has transformed her first car wash into Car Wash Café; turning the convenience store into a restaurant serving breakfast and lunch. “People love the uniqueness of it. You can tell by the look on their face, they are not sure what they are going to get,” she said. What customers get is a pleasant restaurant with cozy tables, music playing, and a full breakfast and lunch menu. According to Hill customers do use both aspects of the business at once. “I have folks who come in and order, wash their car, and come back in to pick up their food,” she said. A terrific staff is part of her success, says Hill. “I’d be lost without them, they are dedicated to the success of the café,” she said. Hill often begins her mornings just a few miles from the café at her other business in Irvington. Village Needlepoint is practically central headquarters for local needlepoint enthusiasts. The shop offers designer, hand painted canvases, fabulous threads in silk and wool, and needlepoint accessories. Once again Hill, who loves to needlepoint, began the business by seeing a need for a local supplier. The business opened in 2001 and, in addition to the boutique, offers an annual retreat. Hosted at the Tides Inn, the Village Needlepoint Fall Retreat offers three days of intensive instruction in complicated needlepoint stitches. Classes are taught by a nationally recognized teacher, and this year welcomed 36 participants from across the country.

Kilmarnock Antique Gallery is the oldest antique mall in the Northern Neck and features 22,000 square feet of shopping with 100 dealer spaces. The mall has the area’s largest selection of oyster plates as well as an impressive quantity of grandfather clocks and Persian rugs. The mall features primitives, period pieces, quality reproductions, sterling silver, Staffordshire, cut glass, porcelain, majolica and more. “We have an interesting collection of just about anything anyone is looking for,” said Curtis Sampson, a long-time dealer at the store. “What makes us unique is the amount of different items.” Most of the antiques in the store are from Virginia and Pennsylvania, Sampson said. The mall is located in Kilmarnock in a former warehouse. Today, it is a popular destination for antiquing, offering “everything from the finest to the less expensive,” said owner Steve Bonner.

Epping Forest Antiques was founded in 1953 by current owner Louise Jesse’s grandmother, who originally operated the store from Epping Forest, the early home of Mary Ball Washington. Located in Lively for the past 15 years, Epping Forest Antiques specializes in 17th, 18th and 19th century furniture, art work, jewelry, silver and garden and architectural elements. Antiques come mostly from the East Coast, with some from as far west as Houston. Jesse says Lancaster County is an excellent choice for those looking for good antiques, and shoppers can combine antiquing with museumgoing for a visit focused on history. “Lancaster is a nice combination destination,” she said. FARM is a fun, new store located in a

revamped residence in White Stone. If you’re looking for unique clothing, gifts, décor for your home or wonderful vintage furniture, FARM is for you. Owner Emily Donofrio opened the store in 2009 with the idea of providing a selection of one-of-a-kind items in a beautiful setting. FARM offers clothing lines out

The store, owned by Fred Comer and Mark Manoff, recently opened on Main Street in Kilmarnock and has had a positive initial customer response. “We’ve tried to give the store a homelike interior and show the pieces used much the way people use them in their homes,” said Comer. He adds that the store is filled with fragrance, music and fresh flowers, making for pleasant browsing.
