ONLINE JOURNALISM: Methods, Diversity and Ethics-

Writing for the New Media Roy Mathew

(Continued from the last issue) participants, on an average, read 77 per cent of the story text they chose to read online. Sixty three per cent of the stories chosen by users were read to completion. This was higher than the percentages for print media. Percentage of read matter decreased with story length for both print and online media.

W

riting for the new media poses additional challenges compared to writing for other media. The writer will have to keep in mind the use of various multimedia elements that would become part of the story telling scheme. He will also have to provide links and watch for their utility value from the point of view of both benefiting and retaining the reader. There is still debate whether the readers scan text on the computer screen or reads it through. The truth probably lies in between. (Note that there are people who scan the newspapers and those who read them thoroughly.) A recent eye track study by Poynter Institute < http://eyetrack.poynter.org/> showed that

The computer screen causes certain inconveniences to the user on account of its immovability, smaller size, lower resolution and brightness. So, there is a tendency to scan. A reader of the newspaper, who scans the paper because he is in a hurry, may later come back during the day for a detailed reading. But the chances of his returning to the articles diminish after a day. As the news site is basically dynamic with changing content at short durations, the chances of a reader returning and locating the news item for a detailed reading later in the day is low. It is, however, possible to keep BKĂƒv 2016

(20) special articles for longer durations without changing the home page locations of the links. If the periodicity of such articles is known, there is a higher chance that the user would return to the site for the article. As any good (journalistic) writing demands, short and clear sentences are a must for the Web. Meanings should be precise and paragraphs should be short. As Web, in general, enjoys less credibility than the print, it is important to be objective.

Headlines

always be seeing headlines along with the copy (unlike in print), the headlines will have to stand-alone. This may rule out some pun headlines. Yet, it is important that the headlines should generate curiosity or interest in readers so that they would click the links on index pages or search engine and other listings. An important point to remember is that the headlines that link to stories should not mislead the readers on the content. So, teasers and like are to be avoided. This is important to build loyalty and credibility. Another consideration is key words. Many readers now reach news items through search engines. As search engine robots index key words, it has become a must to include key words in news headlines. This sometimes goes to the extent of making headlines dull. But, search engine optimisation has become a must for news pages.

Headlines for news sites are now being written differently from

However, there is a middle way. The home pages could provide short headlines, followed by a description. The description need not necessarily be the intro, though that might be easy to build especially when dumping material from the print edition. Writing a separate blurb like piece that would arouse the curiosity of the reader would be advisable. This can then be copied as html (hypertext markup language) meta tag description for the page in which the news item appears. (The html meta tags and title tag are part of header information in an html file. Meta information is not seen on the screen when viewing an html file in a browser. Most search engines index the description besides the title and display them in search listings.)

that of print media. A few considerations specific to the new media are important in writing the headlines for them. One is that the reader may not be seeing the entire headline on the screen. He may be using a smaller window or seeing an index of the news items displayed by aggregators or search engines. So, even the first word should catch attention. As index and search engine displays set limits, the headline could not be long. So, being concise is important.

Further, the html title and headline could be written separately for the news page. (The title, which is coded as header information, appears at the top of the browser window while the heading is placed above the story text.) The title can be (preferably) up to 64 characters in length and can contain the keywords to the story. The keywords are to be words that the user is likely to use when searching for news on particular subjects. Words providing for locational information such as the name of the city or region should also be included.

As the readers will not BKĂƒv 2016

While the title is written to woo the robot, the headline could be written in the usual manner. However, it should be remembered that several of the search engines would check the text to see whether the keyword that appears in the title is present in the text (or technically, the body portion of html page) portion also. In future, it may be possible to avoid all the trouble with

(21) keywords and search engine optimisation as search engines become smarter. They would be able to assess content in a more reliable and intelligent manner without dependence on key words. Each news page should provide ample links for the readers to go deeper into the subject or gain background information. Links to previously published stories are one way to provide background. However, it would also be necessary to provide basic information about the subject being covered to readers who require them. This could even include links to online encyclopedia and even dictionaries (when a strange term is used). Web sites like that of BBC News <http://news.bbc.co.uk>give country profile when reporting on not so well known countries. The point to be remembered while writing for the Word Wide Web is that one’s story has a global reach even if it is a local story. So, even those who do not know anything about local developments should be able to make out something from the story by following the links. That is, if he is persistent for some reason. Such persistence is not absent on the Web. Someone from remote area could relate to a story because of similar happenings or some other developments in his own place. At least a section of the surfers have a tendency to go deeper into certain topics. They may form only a small fraction of the readers. But they are more likely to become loyal readers. If news site has code to track clicks on the links, that would provide an indication of how readers are making use of its links. One need not be disheartened by low click rates. The reporter’s thoroughness with the subject would pay in the end. And the reporter and his editors can always evaluate whether readers’ interest justifies the time spend on providing the links.

Designing for the new media Design is intended to attract readers. So, the catch line is to keep the audience in mind while designing. People are on a search mode while browsing for the information on the Web. Design can

persuade them to stop. (But in the absence of good content, they would leave.) Subheads, bullets, colour, bold lettering, italics and white spaces could be used judiciously to catch attention of the user to content. Colours should not confuse. As blue and red are usually used to indicate links, those colours should not be used for plain text.

The reader should be able to find what he wants easily. So, clutter is to be avoided. The navigation should be easy. Site maps and indexes could help in this regard. If the reader clicks a section head, a list of stories in that section may be presented. When he selects one of the items, other headlines could be moved to the side of the page. As online viewers would be impatient, at least some text should appear immediately while loading the page. Being careful with code and avoiding large images can do this. It is also important that the server has the capability and bandwidth to respond quickly to requests for pages. Screen space is always a limitation in designing for the Web. So, html tag properties such as link titles, table titles and picture titles (captions) may be used liberally to add extra information. The pages would have to be designed BKÃv 2016

(22) separately for mobile devices.

Types of news sites Online editions of newspapers and televisions channels form one type of news sites. News agencies, which offer some of their output online, can also be included in this category. Approaches to online editions vary from newspaper to newspaper. Some newspapers merely dump matter from their print editions on to their Web editions. Others add material they could not use on their print editions and supplementary data. These news sites do not make full use of the potential of the new media though they may add slideshows or other extra material. However, it is to be noted that some newspaper sites have even started

offering video clips. The online editions of television channels without exception provide video. As many Internet users don’t have the luxury of high bandwidth, the clips are usually of low quality and would not be fit for viewing full screen. Similarly, the Web editions of radio channels offer audio. However, written text available on these sites often lags behind the Web editions of print media. Some of the online editions of print and broadcast media are developing their own special identities by offering Web exclusives and special stories. Needless to say that the special BKĂƒv 2016

stories would attempt to make full use of the possibilities of the Web such as multimedia and interactivity. Such sites are increasingly being designed and produced for the Web. Examples include Guardian Unlimited (guardian.co.uk), BBC News, CNN <www.cnn.com>and the New York Times <www.nytimes.com> on the Web.

Web only news sites These are online news media that generate their own content with no association with print or broadcasting media. (They may subscribe to news agencies and use their copy). They generally show most of the characteristics of the online media. Sometimes, they are used for experimentation and to reach smaller or specialised audiences. The production is often done with minimal staff and contributions from outsiders. Activist sites such as Indymedia < http://www.indymedia.org> and Information Technology news site such as Slashdot < http:// www.slashdot.org > fall in this category.

Asian Times <http://atimes.com/> is perhaps the best example of Web only news media from the Asian region. In India, the examples include rediff.com, webdunia.com and indiainfo.com. However, partly owing to poor revenue realisation from news operations, these have started offering non-news content. Rediff has even turned into a major shopping site. Lack of revenues force many Web only news sites from offering videos and other labour intensive work.

Aggregators These are Web sites index and categorise news stories that exist elsewhere on the Web. Through deep linking, they in a sense make use of the intellectual property of others. However, they provide a great service to net users. Besides, they direct a significant part of the

(23) traffic to news sites. Deep linking has, more or less, become a normal activity on the Web and the owner of the original material is compensated by the traffic they bring. In addition to categorization, some aggregators add further value through presentation, annotation and ranking. Sometimes, they mix the index with their own content.

Blogs Some observers include blogs (short for Web log) in the broad genre of journalism. Blogs offer news, comment, links and catergorisation online. But, they are mostly pieces of self-expression that often takes on a literary character. They are borne out of limited experience and domain of an individual and cannot be compared with professional and organised journalism. Blogs often have short, frequent updates, but lacks the predetermined regularity of a news media. They can be unpredictable regarding their content and update frequency.

Podcasting Podcasting is the latest arrival on the new media scene. Though it is no more than a new way for delivery of audio, video and even other types of files, its aggregators may be treated as a separate category of online media. Podcasts are now replacing streaming video/ audio, clearly indicating that the podcasting platform is here to stay. It is notable that even online editions of print media have now started using podcasts on their sites. So, podcasting would eventually merge with other types of online media. Podcasts can easily be subscribed to and downloaded automatically for use on media players including portable media players. The first podcasting script was developed for iPod. However, today more users of desktop computers than portable devices are down-

loading podcasts. The advantage is that the user could download podcast files passively and listened to or viewed at his convenience.

Conclusion Many variants of online media exist on the Web. So, only a broad classification of the media is possible. As technology develops, the characteristics of the media also change. New forms of news delivery change and supplement existing models. As the number of Internet users increases with the expansion of the networks, broadband and mobiles; online media will be claiming a higher market share in the news business. However, only diligent editors would be able to keep it from losing direction and credibility.

HOW DOES ONE REPORT ON WOMEN INVOLVED IN CRIME?

Shoma A. Chatterji

A

s reflection of the social bias against the male and for the female of the species, the media has evolved a rather lop-sided view of women more as victims of crime than as perpetrators of crime. Most criminal acts from eveteasing to molestation to rape and to dowry murders directly implicate women as victims and not as perpetrators. This is partly due to the patriarchal world we live in and the crimes that directly attack women. But the reverse is also true. Dowry deaths are often initiated and even committed by women such as the mother-in-law. Eve-teasing is condoned by the mother of the eve-teaser who goes into denial the minute she finds her son accused of the crime, often, knowing that her son is really guilty. It is also true that some girls and women commit crime as a strategy of self-defence. For example, a girl, while trying to save herself from rape, may attack her rapist and kill him accidentally. Or, a daughter-in-law may diabolically plan the murder of her mother-in-law to save herself from being killed or harassed all the time for dowry. Young mothers in rural areas and from very poor families in urban towns are often BKĂƒv 2016

forced to cooperate in the killing of their own female babies. But even organized crime has women as perpetrators and the best example of this is can be found in trafficking of children, both boys and girls and in forcibly pushing young girls into prostitution. One must concede that women and girls make for a smaller percentage of criminals and criminal acts but they are also culpable of

(29) indulging in crime ranging from infanticide to murdering husbands and/or lovers, to looting and robbing banks, picking pockets, pushing drugs, smuggling gold and other things and trafficking of little girls and boys. The question is not about women criminals but about how does a journalist sustain control over objectivity and integrity in reporting crimes committed by women? This question is important because women who have committed a crime or are habitual criminals offer the scope for sensationalising news reports to titillate the readers who might not read the news item or switch over to other channels otherwise. The Sheena Bora murder case that came to light around a year ago is perhaps the most classic and contemporary example

same front page of a leading Bengali daily was Trisha Roy. Trisha was the attractive young lady who surrendered to the police in connection with the murder of Bunty in the infamous Gabbar case. The mug-shot of Trisha, 21, gave illustrative support to this anchor story while the coronation of the new king of Nepal, Gyanendra, covered five columns above the top story on the Nepal massacre.

Sheena Bora of how the media, specially the electronic media of television can go crazy over the sensationalism the case offered scope for. Indrani Mukerjea was accused, along with her ex-husband and driver, of strangling daughter Sheena Bora to death in April 2012. This news in all its juicy details, some true and some questionable, but mostly juicy, dominated the print media, made headlines in all the television news channels and someone even announced a film to be made on this murder! What kind of journalism is this?

Do women commit crime out of love, or exaggerated obsession for a thing or a person? Or is their crime no different than the crime committed by men? Or, are they coerced into a life of crime, which men are not? According to a University of Cambridge study of crime in the late ‘80s and early ‘90s, women committed an equal number of child murders in Britain, about the same proportion of physical assaults in children and a larger percentage of spousal assault than originally presumed. Why don’t journalists, reporters and investigative writers, including editors, use greater discretion and objectivity while writing on women involved in crime directly or indirectly? Why is there this tendency to sensationalise every case of crime specially when it involves celebrities to attract eyeballs and thus, lose out on the psychological, sociological and emotional reasons that led to the crime in the first place?

In 2001, the Bengali press splashed pictures of the Princess Devyani Rana across its front page, trying to offer its readers a ‘dekho’ at the woman who appeared to be at the bottom of the Royal massacre in Nepal. The poor lady, reported one Bengali daily, was forced to go in hiding. She is said to have literally fled from Nepal the minute the news of the massacre left the royal palace in Kathmandu. Sharing space with the princess on the

The case of women in the mafia world of organized crime offers a different picture that needs to be looked into. Prof. D.R.Singh, Head of the criminology department at the Tata Institute of Social Sciences,

Indrani Mukerjea

(30) Mumbai believes that by and large, women enter the world of organized crime with a view to ‘help out’ their husbands and lovers. “It is like joining an in-house family business” he says. Mr.Bhadra, who conducted a survey at the Alipore Central Jail in Calcutta, says, “I found that circumstances at home like abuse in the hands of men who were themselves criminals forced many of the women to take to crime.” Singh goes on to say

or end up performing secondary tasks like carrying weapons and sheltering criminals. They are rarely independent to play Boss. Asha admitted that she accepts everything about Gawli and even supports him. Primarily, because she loves him very much. She is paranoid about his life, about the fact that he can be bumped off at any time either by the police or by rival gangs.” Of course, there are exceptions. The Hindustan Times is objective and shows restraint in reporting crimes committed by women. The letters to the editor in the same page however, show a distinct patriarchal bias where judgements are made without studying the details in depth. In their paper, Female Criminality in India: Prevalence, Causes and Preventive Measures (International Journal of Criminal Justice Sciences Vol 10 Issue 1 January – June 2015), authors P. M. K. Mili, R. Perumal and Neethu Susan Cherian state that “Data on crime from the National Crime Records Bureau (NCRB) show that though women criminals are a minority compared to criminals convicted for heinous crimes, the number of females arrested for criminal activities show a drastic increase in recent years.”

Phoolan Devi that given our socio-cultural ethos, women as such are not criminally inclined. “To date we have only had two real mafia donnas – Putlibai and Phoolan Devi. And both of them were compelled by circumstances.” But where are the newspaper articles and television discussions and debates on these issues? Special programmes on real life crime reported on the satellite channels are brief reports on localised crimes and once told, are forgotten the next day. The channels rarely bother about follow-up. According to Mumbai sub-inspector Surekha Kapile, Asha Gawli is an excellent example of how women in the mafia have always played a supportive role. “They either derive their power from their ruthless husbands BKÃv 2016

Within the broad spectrum of the media across different communication highways in different languages, there has been little attempt to recognize the social environment that contributes to the making of women criminals. There is little or no attempt made, other than criminologists and psychiatrists and social scientists to study and report on the factors that lead to the making of women criminals. There has been little effort to bring across reports and articles and editorials on the gender differences between male and female juvenile delinquency leading to crime and bring out patterns and trends that sustain during a given period of time. ......................................................................................................................................................................................................................................

Some Thoughts on Media Ownership in India

W

e can point out four types of media ownership in most countries and India is no exception: Chain, Cross Media, Conglomerate and Vertically Integrated. We shall now take a brief look at these. We have newspaper chains with several editions of the main newspaper in a group, and other newspapers and magazines. For example, the biggest newspaper groups in India are those of the Times of India, the Indian Express, the Hindustan Times, The Hindu, the Malayaal’a Manorama, the Matrubhumi, the Kerala Kaumudi, the Deshaabhimani, the

DinathThanthi, the Eenadu, the Anand Bazaar Patrika, the Rajastan Patrika, the Dainik Bhaskar, the Dainik Jagran, the Deccan Chronicle, the Deccan Herald, the Central Chronicle, etc. Some of these groups have only the print media; some others have television channels and other media units. Those that have only print media are called newspaper chains; those that have other media are called Cross Media owners. There are still others who have industrial and manufacturing activities. Such groups with non-media business or industrial groups are called conglomerates. There are BKÃv 2016

(36) also some newspaper groups with ownership of those raw materials that go into the printing of newspapers—the wood pulp industry, agricultural and forest lands, printing ink industry, news agencies, etc. Audiovisual media owners have various types of business associated with media: raw stock (film) production, magnetic tapes, digital and computer companies. This phenomenon is called Vertical Integration. Modern newspaper business is not of the old variety. It is huge, employing thousands of people and it extends its tentacles to several areas; its scope is spread far and wide. It has great influence on the political and economic activities of the State. Since its interests extend beyond the gathering, processing and dissemination of news, it can influence administration and the administrators of governance. Functionaries in government are influenced by public opinion and their actions are sometimes coloured and controlled by newspaper

and television editors, reporters and owners. Similarly, media owners are in turn influenced by big advertisers. The influencing by ownership depends on a few factors: interlocking business/ stockholding. Some of our newspapers have on their management stockholders and special interest groups that are connected with non-newspaper companies such as film production/distribution firms, and with nonBKÃv 2016

media firms such as manufacturing firms (industrial and consumer goods producers: e.g., jute, oil exploration, coal mining, chemicals, rubber estates and rubber products, soaps, silks and cotton; or finance companies and bank directorship. Gaye Tuchman Several instances of interlocking of media and non-media interests have been cited in Indian and foreign media studies. Researchers and students of media ownership in India and outside have pointed out—and rightly so—that such interlocking leads to undesirable developments in the process of news selection, presentation and even editorial treatment. The unwary readers of newspapers and users of the media generally miss the connection between a particular news item and its real origin. This weakness of the media users is deliberately exploited by vested interests on the ownership sector. This can, in course of time, affect the credibility of the media. Edward J. Epstein (author of News from Nowhere), Gaye Tuchman (author of Making News), Herbert Gans (Deciding What’s News)—all in the 1970s and George Gerbner, Herb Schiller, Denis McQuail and several others have dealt with media ownership in the 1990s. For example, Anthony Smith and Herbert I.Schiller have highlighted the deleterious effects of conglomerate and vertical integration types of ownership on freedom of information and expres-

(37) sion. Generally, one can arrive at the logical conclusion that the principle of “He who pays the piper calls the tune” is true of media ownership, especially when it is locked into nonmedia fields of profit making enterprises or when the media themselves become huge businesses.

ernment may be defended without any consideration for the protection of the personal life of ordinary people in one’s own or in foreign lands.

No medium can escape the criticism that it can abandon all its economic and financial interests in order to support truth because no medium wants to go under while defending the truth. This is why many media critics oppose the

Will this Information Age be different? Schiller raises this question in his famous books, Who Knows: Information in the Age of the Fortune 500 (1981) and his Culture Inc.: The Corporate Takeover of Public Expression (1989), He pointed out that American hegemony in corporate power in information and communication had reached its supreme position and the Third World countries would voice their opposition to it. The concentration of power in one or two countries will naturally affect the quality and nature of the freedom of information and communication, not only of poor countries but those of the large majority of the population in rich, developed countries also. Eventually, two or three countries of the world will monopolize information and communication in the entire world. This is why Schiller was compelled to write in 1996 his Information Inequality: The Deepening Social Crisis in America. After his death in 2000, his Living in the Number One Country: Reflections from a Critic of American Empire was published posthumously.

practice of media businesses interlocking with non-media businesses. Profit-making becomes the sole criterion of success in business management and social good, and the public’s interest to uphold the truth in any situation suffers when media owners pursue profits at any cost. National interests may be sacrificed for the sake of private gains. Such instances have happened in all sectors of the world. Sometimes foreign policy of a gov-

Critics generally agree that concentration of media ownership in fewer and fewer hands will affect people’s freedom of self-expression; at least it will affect diversity and variety, dissent and freedom of thinking—always the essence of democracy in any part of the world.

Ugly truths Ambedkar would be deeply ashamed of the way India has turned out despite his fine Constitution

I

t was with sadness and cynicism that I watched the unprecedented outpouring of paeans to Dr Bhimrao Ambedkar on his 125th birth anniversary last week. Sadness because I believe that a country as young as India needs new heroes who come from public service and not just cinema or cricket, and these paeans reminded me of how few there have been since 1947. Cynicism because when I listened to political leaders fall over themselves trying to claim Ambedkar’s legacy, I saw shameless hypocrisy. As someone who is sickened to the core that a job like manual scavenging continues to exist in India, I found myself wondering why the leaders who sang praises to Ambedkar last week did not show the political will to end this awful practice decades ago. Ambedkar’s home state Maharashtra is ironically the biggest culprit. The Census of 2011 found 794,000 cases of manual scavenging, of which 63,713 were in Maharashtra. Other states also allow the prevalence of this most repugnant of jobs, including Uttar BKÃv 2016

Pradesh, that has been ruled for more than one term by a Dalit woman chief minister. The majority of manual scavengers are women and there could be more than a million of them since the Indian Railways spreads human excrement across the length and breadth of India. Now what is the point in singing praises to India’s most famous Dalit leader if we cannot stop the Railways from enforced manual scavenging? This column has few heroes but Ambedkar is one of them. I admire

Tavleen Singh Tavleen Singh, a notable

women journalists of India, is best known for her political reports, insightful columns and original writings containing observations on the society. She was born in Mussoorie in 1950 in a Sikh family. She studied at the Welham Girls School. She did a short-term Journalism course from the New Delhi Polytechnic in 1969 and afterwards graduated from St. Bede’s College, Shimla. She completed her education in India and started her career with a reporting job at the Evening Mail, Slough, England, where she worked and trained for two and a half years under the Westminster Press as part of the Thompson training scheme.

Singh returned to India in 1974 to work with The Statesman as a reporter. On leaving The Statesman she joined The Telegraph as a Special Correspondent in 1982. In 1985 and also in 1987 she became the South Asia correspondent of the Sunday Times, London. Apart from these short stints, she chose to be a freelancer and started writing for India Today a n d The Indian Express. In 1990 she began her association with television by heading Plus Channel’s Delhi bureau. Singh presented two video magazines calledPeople Plus a n d Business Plus. She has done Ek Din Ek Jeevan, a Hindi weekly programme for STAR Plus, Currently she works for The Indian Express a n d The Hitavada and writes weekly columns for both on Sundays. On the personal front, she had a short lived marital life with the late Pakistani politician Salman Taseer. The marriage, which lasted for only a few months in 1979-80, broke up after the birth of a son Aatish Taseer, who later grew into a writer. Thereafter, Tavleen remained single for several years and raised her son single-handedly at her ancestral home in Delhi. In the late 1980s, she came in contact with Ajit Gulabchand, CEO of Hindustan Construction Company (HCC) and a scion of the Walchand Hirachand family, one of the oldest business families in India. Because she was the only parent of her son and was deeply committed to giving him a secure and nurturing environment, Tavleen declined to marry Gulabchand. Her works include · Kashmir: A Tragedy of Errors. Viking, 1995. · Lollipop Street: Why India Will Survive Her Politicians. Viking, 1999. · Fifth Column. Viking, · Political and Incorrect: The real India, warts and all . Harpercollins. 2008. · Durbar. Hachette, 2012. · India’s Broken Tryst. Harpercollins, 2016

him for his ability to have been able to see India’s warts and sores and evil practices at a time when every other political leader was wrapping himself up in the national flag. When Gandhiji saw rural India as idyllic and innocent, Ambedkar pointed out that India’s villages were ‘cesspools’ of superstition and casteism. He is right to this day. When every other leader of the freedom movement recommended socialism as the economic path forward, Ambedkar talked of capitalism. He was right. And today the most ardent supporters of economic reform are Dalit entrepreneurs who say openly that free enterprise is

the biggest weapon against casteism.

It is my considered opinion that India is a poor country only because, instead of free enterprise, we have had a virtual economic dictatorship imposed upon us in the name of socialism. Since this system was unable to create wealth or even begin to lift the poor (mostly low-caste) out of poverty, we had affirmative action in the form of reserved government jobs and admission BKÃv 2016

(44) reservations. At the other end of the scale we have the sort of discrimination that forced Rohith Vemula to commit suicide. The ugly truth is that our institutions of learning have been turned into battlefields in which casteism has become a weapon to be used in different ways. The ugly truth also is that if Ambedkar were alive today, he would be deeply ashamed of the way that India has turned out despite his fine Constitution. This is why the word ‘parivartan’ had such resonance in the last general election. We need

Dr. B. R. Ambedkar to educational institutions. Is it not time to ask whether reservations have worked? Powerful rural caste groups these days have taken to burning public property and, in the case of Haryana, whole cities in their passion for reservations. When they take time off from violent protests, they say that all reservations should be ended if they cannot be included. It could be time to take them up on this. Reserved government jobs and reserved seats in schools and colleges have become the excuse for governments to absolve themselves of their responsibility to build enough schools and colleges and an economy that creates real jobs. If there was not a permanent shortage of these most vital things, there would be no need for reservations. In schools and colleges reservations now come in so many categories that about the only children who find it hard to find admission are upper-caste Hindus. During the 2014 election campaign, I spent some time talking to students in Banaras Hindu University, who said they were voting for Narendra Modi because they believed he was the only political leader who had the courage to end BKÃv 2016

Narendra Modi new heroes, new ideas, new jobs, new institutions of learning and above all a new dream because the old one has been poisoned by cynical leaders who could not care less if young Dalit girls spent their whole lives cleaning uppercaste excrement. So the real tribute to Ambedkar would be not to build more memorials but to build millions more schools in which instead of reserved seats, discrimination against Dalit children would become a criminal offence. This is most important in rural schools because Indian villages continue to be ‘cesspools’. ‘Parivartan’ is more needed here than anywhere else. ..........................................................................................................................................................................................................................................................................................................................................................

George Orwell, however, laid out some goalposts for the person in ‘doubt about the effect of a word or a phrase’, and the rules ‘that one can rely on when instinct fails’. He then proposed six rules: (i) Never use a metaphor, simile or other figure of speech which you are used to seeing in print. (ii) Never use a long word when a short one will do. (iii) If it is possible to cut out a word, always cut it out. (iv) Never use the passive when you can use the active. (v) Never use a foreign phrase or scientific word or a jargon word if you can think of an everyday English equivalent.
