“A short intro about me”: I’m Hamish Walker, MP for Clutha-Southland. It is a great honour and privilege to be elected to represent the people of Clutha-Southland, which is an area that is part of my heritage and identity. I wish to express my sincere thanks to the people of the Queenstown Lakes within Clutha-Southland for their support in electing me to this position. First, a little bit about me... prior to politics, I have been a successful business owner, a 1st Class rugby referee, and enjoyed a varied career, including gold mining, working as a police jailor, cray fishing and banking. “What I hope to achieve for the people of the Queenstown Lakes”: It has been said that difficult roads often lead to beautiful destinations. I believe this could not be more appropriate for the Queenstown Lakes District. Lengthy upgrades make getting around beautiful Queenstown difficult. In addition, government over-regulation proves a difficult road for many. If we overcome this, it will allow the people of the Queenstown Lakes to prosper further. I have had the privilege of meeting many people currently living in the Queenstown Lakes District, and I have listened to the issues they are experiencing. I have heard frustrations around the management of rapid growth. Growth resulting in congestion and a lack of parking. Growth resulting in limited housing options. Growth that strains existing infrastructure and that requires extra infrastructure. Growth that has become dependent on a largely transient immigrant workforce. I want to help the people of the Queenstown Lakes District solve issues created by this growth. I am a firm believer that opportunities arise from difficult situations.

Queenstown needs to be able to get on with managing their growth issues effectively, without politicians setting rules to make life difficult. I hope to achieve positive, practical outcomes for the people of the Queenstown Lakes District and the wider Clutha-Southland electorate by being a strong voice in Parliament, advocating on behalf of the people. I believe a strong National Government can deliver the legislative and regulatory environment that allows New Zealand to flourish. I will fight hard to expand and maintain services for the people of the Queenstown Lakes, and fight in Wellington for Clutha-Southland’s fair share of funding and support, especially in the areas of health, education, primary production, commerce, and transport and industrial relations. Transport Challenge

Now that we going to move forward with the transport plan that includes a bus service being sponsored by extra rates levied by the ORC and the QLDC are the very people least likely to use this service. Increased CBD parking charges to further discourage locals from coming back to a CBD despite that the QLDC are seeking to spend millions to encourage people to return back to. I would then ask in the sense of fairness that our Mayor, Councillors and management of the QLDC and Town Center who have been the strongest advocates of these changes

undertake that they will forgo parking their vehicles in the CDB or in council provided or subsided parking. That instead they will use the bus service or walk. That they will forgo council staff from taking vehicles home and improve car pooling among their staff? I await their responses and commitments with interest.

Couple this with the opening of Hawthorne Drive earlier this year, improvements to the BP Roundabout, and the new two lane Kawarau Falls Bridge opening early next year and you’ll see a much improved transport system across the Wakatipu. We agree we need to lead on this and QLDC is looking hard at ways we can change our transport behaviour and have already begun the conversation to work with the organisation to plan how staff can work on changing how they travel (this includes carpooling and buses). Notably our staff are already active in the carpooling space.

Regulating Flat-Sharing Ok I would like to ask the council this: how hard would it be to regulate sub-letting through transparency, so renters would be forced by law to disclose the rental agreement with the flatmates, plus making it illegal to rent a room for more than its percentage over the rent - i.e.: If it is a 3 room house for $600/week, it should be illegal to rent a room for more than $200.

Response from QLDC Thanks for your letter. We believe that the new bus service will benefit anyone in Queenstown who uses our roads on a regular basis. By getting as many people out of their cars as possible we’ll see a reduction in congestion across the transport network, meaning fewer traffic jams in traditional trouble spots. We know some are challenged by this change. Fair enough, it will take some thinking through. For some it may mean a combination of transport ie bike to the bus stop. Others can see the opportunity such as the ability to save on petrol and parking costs.

Too many people make too much money from house price increases - it’s made tens of thousands of millionaires around the country so for house prices to fall will result in financial disaster for many. Response from QLDC Renting property on a long-term basis is a residential activity which is mainly controlled by central government under the Residential Tenancies Act and the Department of Building and Housing. The issue of subletting a flat is a something that is between the landlord and the tenant(s) that have signed up to the tenancy agreement. Many such agreements have clauses that prohibit

subletting, but that is not something that Council has any authority over. There are rules around short term lets of under three months but these are more aimed at controlling the use of residential properties for short term stays such as AirBnB.
