Sunk costs for tourists

A romantic stroll along the historic and beautiful narrow alleyways of Venice. That’ll be NZ$10 please.

Last week, the Italian city became the first in the world to introduce direct charges for day-trippers entering its city centre, which is a UNESCO World Heritage site. Visitors must pay the €5 charge via a QR code system, or at a booth. Stewards were at Venezia Santa Lucia train station and other locations to check they’d coughed up. The charge applies only to daytrippers, including Italians, from 8.30am-4pm. Anyone staying overnight is exempt but still needs a QR code to prove it. Fines for non-payment are €50-€300.

The move was met with protests from hundreds of locals (who clashed with riot police!). They believe it will make Venice feel like a theme park, goes against the principle of free movement, and will do little to reduce tourism. There are 500,000 residents, and about 30 million visitors per year, many arriving by cruise ships which damage the fragile, sinking, City of Canals. And you thought we had problems. As solutions to over-tourism go, or more specifically infrastructure funding, this chaotic Italian one could be implemented pretty easily here. Stick a booth on SH6 in Kingston, another in Kawarau Gorge, one on the Crown Range, and one at the airport. Hey presto! But it’s a bit, I don’t know, in your face. And, if QLDC tried to charge domestic visitors directly like this, we might need the riot police too.

Queenstown’s mayor Glyn Lewers is on our Outlet Queenstown Podcast this week, talking some sense on a bed tax. Lewers says there are movements within the tourism industry to put the levy back before Central Government, despite the resistance from PM Christopher Luxon and Act leader David Seymour. Seymour favours a GST sharing scheme, with councils given a share of a revenue generated from new residential builds. But the mayor believes once the Treasury sees the “rather large number” that would give councils, it will tweak it to death.

The alternative to both is, of course, back to a 5% accommodation-based levy, which could be levied on Airbnb properties too. That would work out better for accommodation providers than QLDC “turning the dial” on their rates differential, as it’s percentage based, rather than fixed. The estimates are it could raise $20 million a year, massively helping QLDC’s finances and hopefully thereby reducing rates. And on a $250 per night room, that’s $12.50, the price of a beer. I don’t think tourists coming here are that price sensitive. Let’s start banging the drum as loudly as possible and just get it done.

Give the podcast a listen at lwb.co.nz or on the Queenstown App.

Trail almost ready to roll

Queenstown’s latest stunning bike trail is set to open on 25 May.

The Wharehuanui Trail winds 13km between Arrowtown and Arthurs Point, through the basin beneath Coronet Peak.

It is the first stage of a $9 million trail, which will eventually connect all the way through to Lower Shotover, via a 108m historic tunnel and new 90m Kimiakau suspension bridge across the Shotover River.

“The first stage is almost ready to go,” says Queenstown Trails CEO Mark ‘Willy’ Williams.

“The 25th of May is our planned date for opening. We’ve still got a road safety audit and then hopefully we won’t get any really wet spells between now and then which could slow things down a bit.

“It’s a beautiful trail, predominately grade two and pretty straightforward for cyclists. It’s mostly flat but there are a couple of little pitches, where there are some gradients to overcome.

“It has been built in such a way that it sets into the existing contours of the land. It does wander around quite a lot, climbing in and out of gullies and up and over little ravines. It’s just a really nice flowing, gently meandering trail. We’re excited to get it open.”

From Millbrook, the trail follows the existing Countryside Trail and heads upstream along Mill Creek, surrounded by restored wetland, before crossing Malaghans Road, up through native Beech forest plantings to connect with the base of Hot Rod and Dan O’Connell Tracks, and the Coronet Loop. It then continues along the base of Coronet Peak and descends down past the Ben Lomond Lavender Farm, crossing Malaghans Road again, then through farmland to Littles Road and onto a shared path into Arthurs Point.

“We’d just like to give a shout out to the landowners, because we’ve had really good support from them along the way, and this thing couldn’t have gone ahead without that. We’re fortunate that the community really understands the benefits of the trails and what they mean for everyone who lives here.”

Looking forward on Lakeview

Queenstown’s mayor Glyn Lewers says his focus is to help make the Lakeview Te Taumata development as successful as possible to benefit local ratepayers

The controversial deal for 10-hectare development, on former campground land off Man Street, has seen Queenstown Lakes District Council bear the spiralling costs for demolition and infrastructure work, preparing the site for trans-Tasman consortium of Ninety-Four Feet, Centuria Capital and Britomart Hospitality Group. QLDC will get an undisclosed share of the eventual profits.

The consortium has begun selling the first stage of its now-$2 billion dollar development, which will see around 500 apartments, three hotels, along with shops, restaurants and wellness facilities built over the next 10-15 years.

Level One, Stratton House (Below Sky City), 24 Beach Street, Queenstown Mon - Fri, 9:30am till 5:30pm. Closed on Saturdays.

The opening day will be celebrated with a mass pub-to-pub bike, between Gantley’s and the Fork And Tap.

Queenstown Trails have developed over 130km of off-road active transport routes through the Wakatipu Basin over the years and continues to plan and advocate for more. They’re used by more than 200,000 people per year.

The Wharehuanui Trail has been funded through New Zealand Cycle Trail, the Ministry of Business, Innovation and Employment (MBIE), local organisations such as the Central Lakes Trust, and fundraising.

“We’ve had very good support from local philanthropist donors with some significant donations that have come in recently.

“Next month, it’s our annual fundraising campaign, so hopefully all our trail lovers will put their hand in their pockets to support us. The trails have been used by 200,000 people in the past 12 months, so if everyone gave a $1 then we’d hit our annual target for the future development of new trails.”

Australian property journalist Stephen Nicholls revealed last week, on realestate.com.au, that Aussies make up 70% of the $100 million in sales so far. The penthouse sales of the first buildings, the Roto Collection, smashed local records, selling for more than $33m.

While many wanted the land to be used for affordable housing, Lewers tells The Outlet Queenstown Podcast he’s looking forward.

“I want it to be as successful as it can be, because the more success it gets, the better return the ratepayers get. I’m confident that we will get a return,” he says.

“My focus for Lakeview at the moment is to get it open, especially Thompson Street up the top there, and actually start handing over some land to the vertical developer, so we can actually start seeing some action above the ground, because all the risk for the vertical is placed on the developer.”

Lewers says the work done on Thompson St will improve wastewater system resilience and the roading network, especially if stage three of the downtown bypass eventuates. The development itself will also open the CBD up for more business, creating economic activity, he adds.

While the deal was controversial, not least because it was negotiated by council chief executive Mike Theelen using delegated powers rather than approved through elected councillors, Lewers says the land-transference style of the agreement is now favoured by Central Government.

“So there are some very innovative and very good things about Lakeview [but] I can understand the angst against it because obviously the whole premise of it might not agree with people.”

Construction of the first three buildings is expected to being later this year. Prices range from $750k for studio apartments, to $1.4m for one-bed, $2.3m for two-bed, $4.65m for three-bed, half-floors for $7.7m, and $22m+ for penthouses.

CRIMELINE

Facebook property scam

Police are warning property and room renters locally to be wary with an increasing number of scammers targeting Facebook sites, like Facebook Marketplace, locally.

Queenstown Community and Youth Constable Amanda Shute says people should be aware and not make any deposits or payments on rental properties or rooms without meeting the landlord and viewing the property in person.

“We’re aware of online property fraud in which people are advertising accommodation for rent on local Facebook sites,” she says.

“The rental scammer who is posing as the landlord will often use an excuse, such as being out of the country, and only communicate online over a messaging service or email.”

They then send the potential renter I.D and official looking documents which they ask the renter to sign. “Victims are then being asked to pay a deposit or bond into a bank account, or pay via crypto currency, before the person is able to view the property. They’ll often ask for more money once they’ve received the first payment.”

Police are urging those looking for accommodation to view the property in person to prove that it’s legitimate and never transfer money to an individual or organisation they can’t verify as legitimate.

“Essentially, people have been paying for a room or often a house only to turn up and find it’s already occupied and not up for rent,” Shute says.

Appeal for witnesses to late night assaults

Police have been called to two late night assaults in the Queenstown CBD during the past week or so and they’re appealing to witnesses to come forward and help with enquiries.

On 18 April about 2.40am a male was allegedly assaulted in Cow Lane by an unknown suspect. Police weren’t notified until later that day when the victim came to the Queenstown Police Station. “We’re appealing for witnesses to come forward and speak to Police so this suspect can be identified,” Shute says. The victim involved had to seek medical treatment for minor injuries as a result.

On 24 April, at 12.40am, Police were called to the CBD after reports of another alleged assault on a male. “It’s believed he was head butted in a Searle Lane bar,” Shute says.

The victim was taken to Lakes District Hospital for medical assistance. Enquiries are continuing to identify the suspect. Police would like to speak with anyone who witnessed this assault.

Crash driver left the scene

Police are also trying to locate a male driver in his early 20s with long hair, with either a French or Belgian accent, after they were called to a vehicle collision on Park Street around 1.15am on 23 April.

“A witness who was passing by said they’d observed a vehicle crash into two parked cars causing significant damage,” Shute says. “They checked to see if the driver was okay, and then called Police.” When Police arrived, the driver had left the scene. Enquiries are continuing.

Police were also called after a vehicle flipped onto its roof on Edinburgh Drive on 21 April at 5.55am. As a result, a 29-year-old Wānaka male was breath tested, returning an alleged 976mcg/l of breath, Shute says. He will face charges of operating a vehicle carelessly and driving with a breath alcohol level over 400mcg/l of breath. The driver had allegedly driven into the side of the road and up onto the bank, causing the vehicle to flip onto its roof. He will appear in the Queenstown District Court on 24 May.

Appeal for witnesses to late night assaults

Meanwhile, anyone interested in a possible career in the Police is urged to attend a recruitment seminar at the Queenstown Police Station at 7pm on Wednesday, 8 May. Shute says anyone 18 and over interested in joining the Police is welcome to attend.

Tight 5 with Kahli Scott

For Kahli Scott, storytelling is everything. As the manager of Film Queenstown Lakes, (the in-house film office for Queenstown Lakes District Council), as well as co-manager of Film Otago Southland, the wonderful world of shared stories is what she knows best - both in front of the screen, and what goes on behind it. Her job involves supporting the industry in the district and wider region by providing facilitation support to incoming productions, promoting the district as a filming location, and strategically developing the local industry and its talent. Kahli has worked in various jobs within creative industries over the years, forever on a mission to prove how creativity can be an economic driver and contributor to community well-being.

1. Do you remember the film that changed it all for you?

Acupuncture Arts+Culture

- FACIAL

- PAINFUL

It’s more of a film set… I remember visiting the set of The Chronicles of Narnia: The Voyage of the Dawn Treader when it was filming on the Gold Coast in Queensland, where I grew up. It was my first experience visiting a big film set and seeing the magic that goes on behind the scenes. I was fascinated by the artistry, craft and labour that goes into making movies and I knew that I’d love to be involved in the industry in some way. Interestingly, the Narnia films had also filmed in New Zealand, where I ended up living and working, so it all comes full circle.

2. For you, what is it about the South Island that makes worlds of fiction and film feel so inspired?

It’s the landscapes. Our landscapes look and feel unreal, so they’re readymade for fiction and storytelling – they’re a character of their own, as I constantly hear filmmakers say. The region has developed a reputation for playing the role of other-worlds, from Middle-earth in The Lord of the Rings to a sci-fi planet in Alien: Covenant. But it’s also been interesting to see the reverse happen recently, with our locations starting to ‘play themselves’ in locally-set stories, like One Lane Bridge, Under the Vines and the TV series filming at the moment, called A Remarkable Place to Die.

3. Favourite line from a movie, and why it’s stuck with you?

This seems cliché to pick a Lord of the Rings quote, but one of my favourite quotes has always been Aragorn’s line to the hobbits at the end of Return of the King: “My friends, you bow to no one.” I’m a real sucker for an underdog story, and I think LOTR is ultimately an underdog story, which is perfectly encapsulated in that line and scene. I actually think New Zealand’s specialty is underdog stories.

4. As a town / region renowned for film opportunity, where would you like to see it all head next?

There’s been a real uptick in original content being made in the region, created by filmmakers who are either based here or have a connection to the place. I’d love to see more of this ‘homegrown’ content being made here. But it would also be great to keep that international production coming to town, too. Ideally these two sides of the industry would co-exist and thrive here, and be a source of sustainable career pathways for locals.

5. Any words for the future generation of aspiring filmmakers in this town? What have you yourself learned working with many of the greats over the years?

Think outside the box about what unique contribution you can make to the industry. Those of us who love film often default to the director, actor or screenwriter pathways, but there are other unique career opportunities in the industry that suit different skills – like costume, location management, production accounting, set construction, visual effects, marketing, even this government-industry liaison space that I work in. Filmmaking is all about collaboration and needs people of all kinds – and once you’re part of a creative ecosystem, opportunities tend to open up.

MAJOR JOHN RICHARDS

‘Major’ing

in life

My Life Story

Retired Salvation Army Major John Richards’ heritage is one steeped in rich head of the lake history, growing up as a descendent of Kinloch’s famous farming and entrepreneurial Bryant family.

His Wakatipu ancestry also links famous family ties to the Salvation Army, his great, great auntie – a strong suffragette, sending a cheque to the Army’s English founders, William and Catherine Booth, asking for ‘Salvationists’ to be sent to Dunedin. “That started the movement throughout New Zealand,” he says.

John, a woodwork and tech drawing high school and Polytech tutor, would himself be led to join the Army generations later, but not before he’d been fully immersed in Wakatipu high country life at Kinloch where his grandparents Tom and Ivy (Valpy) Bryant farmed.

“My father, Stan, had tuberculosis as a young man and went to work with the Valpys at Rees Valley Station, scheelite mining high above Glenorchy with Percy Valpy,” John, now 82, says. “It cured his illness and he also met wife Ethel Bryant, from Kinloch.”

One of three kids, John, was born during World War II when the family lived in Invercargill. “With Dad away at war Mum would lift me up to kiss his photo every night.” The war took its toll on Stan and the family moved to Kinloch where he drove tourist buses up the Routeburn Valley for Ethel’s brother, tourism legend Harry Bryant.

“My grandparents lived in the big Kinloch (Lodge) homestead where Mum grew up.” Elder sister Doreen (McKenzie) wrote the popular book, Road to Routeburn in 1973.”

Ethel taught the kids through Correspondence School - work hard all morning, afternoons off.

It was a bush baptism by fire for a young city boy, Stan introducing John to deer hunting early on to feed the family – one happy ending when their pet fawn Bambi turned up in a sack, frolicking free with pet lamb Lavender.

“Bambi would trot down to the Earnslaw to be patted by the tourists until he started rearing up his on his hind legs. He had to go off to the zoo, lifted up in the horsebox on the Earnslaw. That was dreadful for us kids,” recalls John.

“But here we were in this beautiful, peaceful bush.”

He helped Grandad Tom with the sheep, planting potatoes behind a horsedrawn plough, towed by ‘Duchess’ and ‘Gentian’, along the Dart riverbed.

“Grandad used to take the Census on horseback up through the Hollyford Valley, staying with Kiwi icon Davey Gunn at Gunn’s Camp hut.”

Uncle Harry used to tell the tourists the sheep grazing the mountainside above Kinloch had two downhill legs longer than the other two and that he’d had to breed special dogs that also had two longer legs to muster them.

“He was highly amused to read this as fact some time later in an American magazine,” laughs John.

The Earnslaw would sometimes bring hundreds of tourists in, each paying 10 shillings for the bus trip up the Routeburn, Auntie Connie making them all lunch. As a kid it was thrilling watching the horsemen and dogs round masses of cattle onto the Earnslaw.

“Mum gave us three pence and we’d race down to the Earnslaw and buy lollies off Mrs Lewis in the cafeteria below deck when it docked, picking up our bread and groceries too.” No safety barriers in place, they’d race around the boat decks in strong winds on Lake County Show Day – an annual treat. After completing his carpentry apprenticeship in Invercargill, then teacher training in Christchurch, John taught at Southland College and Southland Polytech for 11 years until 1978.

Playing in the Invercargill Salvation Army Band at 15, John had casually prayed, ‘God, help me get School Cert and I will be a Salvation Army officer’.

“I conveniently forgot about it for 20 years until I was asked to apply for a promotion at Polytech, aged 36. I saw all the good things I had flash past me and strongly felt God remind me of that promise.”

After wrestling with that decision, he and wife Kay went to the Army’s training college for two years then worked in ministry all over NZ for 27 years, spending a year helping with the Christchurch earthquake recovery. “We preached, did community work, ran food banks and did counselling. The thing we enjoyed most was visiting homes. Everybody has a story to tell but so seldom do people take time to listen.”

When they retired in 2008, the Richards headed back to their holiday home in Kinloch before moving to Cromwell in 2019 where they still volunteer at the local Family Store.

John’s great grandfather (Valpy) built the Mission Hall on Rees Valley Station. It was later shifted to Glenorchy, John serving on the Church Trust Board for many years, the Glenorchy Museum Committee and Glenorchy 150th anniversary celebrations committee. He still sings in the Cromwell Community Chorus and volunteers at Menz Shed.

“Amazingly, we’re still called to preach occasionally at Salvation Army services - Timaru, Oamaru, Invercargill, and take the odd funeral.”
