Let’s not talk about Covid

I made the comment to someone the other day that there can’t have been much to talk about before Covid came along, because it seems to make up the major part of every discussion, every television news program and every piece of printed media these days. I think I was on page three of the ODT the other day before I found something that wasn’t about Covid. So, following that lead, let’s talk about stuff that isn’t related to COVID-19 for a change. It’s been great to have the Super Rugby teams in Queenstown, and I’m sorry they are now packing up. Despite the fact that they weren’t able to go out and socialise, I’ve had lots of wonderfully positive comment about various interactions with the teams and in particular our local Highlanders taking a dip after training in Queenstown Bay. A chat to Roger Clark, Highlanders CEO, revealed to me how much the team have enjoyed being in our part of the world and the fact that they have been made to feel so welcome. Thanks to all involved. I know the downtown streetscapes upgrade has been a pain in the neck for local retailers but please take a fresh look at the lower part of Beach Street. It’s been a long and painful process but the outcome was worth it. The CBD will be stunning after all the works are completed. Work is also now beginning on the first stage of the arterials and that will play a major part in our long term plan to make downtown Queenstown mixed-use, with slow moving traffic mixing with pedestrians. The lack of traffic lately has given us something of a break in parking woes but that won’t last forever. Parking is still an issue we’ve got to find an answer to.

Spotted in Arrowtown over the weekend. Possibly the most accurate description of current trading environment.

Have you seen the new DQ campaign Our People, Our Home? It is simply amazing and so great to see videos featuring some of our brilliant locals talking about how wonderful our district is. The message is that we love this place, we work hard to provide a quality experience and, when the time is right, visitors should come and see us. Outstanding work from DQ. I learnt something yesterday – there are eighteen organisations set up in Queenstown to represent ethnic minorities. I was delighted to hear we have so many! We’ve always been in a place that’s celebrated our diversity and we should continue to do so. I’m really pleased that these community leaders have got together and organised representation. This assists communication between members internally, other ethnic groups and of course provides a welcome mat for fellow travellers new to town. Good on you all and keep up the good work! And finally, hey! It’s a Local Body Election year! There are lots of keyboard warriors out there awfully keen to say their bit. Well, now is your chance. Put yourself forward for council. If you want to initiate change, it’s the only way to effectively do it. Leave the keyboard behind and get out the soapbox! Mayor Jim Boult

JUCY Snooze Queenstown mothballed by Paul Taylor

Queenstown’s JUCY Snooze hostel is set to close until New Zealand’s borders reopen without the requirement to self-isolate. JUCY Snooze Limited Managing Director Tim Alpe has written to suppliers telling them of the plan to hibernate both the Queenstown and Christchurch Airport properties from 8 March, 2022. “This is a decision we haven’t taken lightly; however, we cannot continue to operate with domestic customers alone,” the letter reads. Alpe says the company is looking to reopen within the next six months, pending Government announcements relating to the borders, and will continue to take bookings for travel from 1 September 2022. “We will look to bring this date forward, should borders reopen earlier.” The impact of Covid-19 has been huge on the industry, he says, with many operators hibernating their businesses or closing as a direct result of NZ’s borders being closed to international visitors. “Unlike other accommodation providers, backpacker and hostel operators are unable to secure MIQ contracts and have instead had to work on securing business from Kiwis travelling domestically. “While we’ve enjoyed a noticeable increase in locals staying at JUCY Snooze, unfortunately it hasn’t been able to replace our international customers, who historically make up 90% of our clientele.” The company plans to open a flagship JUCY Snooze property in Auckland in October 2022. “While we are taking a short break, we know that we will come back better and stronger and can’t wait to welcome international guests to New Zealand again.” Queenstown’s JUCY Snooze is located next to the Recreation Ground, on the corner of Memorial and Camp Sts. Alpe couldn’t be reached for comment before the Lakes Weekly Bulletin went to press. Republic Hospitality boss Blair Impey says the hospo sector is also hanging on, waiting for the borders to reopen. Five of Republic’s 11 Queenstown venues were closed temporarily over the weekend, with 26 of its 100 staff isolating due to Covid 19. Impey says the closures are a combination of staff shortages and also customer shortages. “There aren’t enough tourists in Queenstown for the number of venues,” he says. He believes Phase 3 of the Omicron response makes “a lot more common sense” than phases one or two. It requires only household contacts and household-like contacts to isolate, rather than the system of close contact locations of interest. But that could still mean a lot of people are unable to work, especially as many in Queenstown’s hospo workforce live in shared accommodation. About half of the 26 have Covid, while the others are household contacts. “The next step needs to be for people to be able to have a RAT test and then be able to work if negative.” Overall, though, it will be the borders reopening without self isolation that saves Queenstown’s businesses, he says. Covid-19 Response Minister Chris Hipkins confirmed the Government will look at whether overseas visitors will still need to self isolate on arrival, with tens of thousands of cases of Omicron now in communities. “I’m a big believer that if people test positive, they should be at home, being responsible, but if they’re negative, including visitors, they should be able to do what they want,” Impey says. Air New Zealand announced two weeks ago it plans to restart flights between Queenstown and Sydney, Brisbane and Melbourne on Friday, June 24, along with 21 other destinations such as Singapore, Hawaii, San Francisco, Houston, and Chicago. But whether that will mean tourists are able to come in freely is unknown. “I find it extremely frustrating that Air New Zealand and organising international crews and hoping that there’s not going to be self isolation, yet the Government can’t give us a date, or even a moving target,” Impey says. “I find that actually nearly cruel.” He thanks the customers who are going out to Queenstown’s restaurants, bars and clubs, however. “It’s great to see a lot of people are getting on with life and enjoying themselves. It’s great to be a part of that.”

COMMUNITY NOTES Combined Funding Clinics for Community Groups get underway

Community News Additional funding available for mental wellbeing More funding to support mental wellbeing initiatives across the Southern Lakes region is available. Round Two of Te Hau Toka Southern Lakes Wellbeing Group’s Connecting Communities fund opened on Monday [28 February] and closes on Friday 11 March. The fund is designed to support community-led activities and events which encourage people to find ways to connect, look after themselves and have some fun. The Connecting Communities fund is part of a $3 million Government fund and the Ministry of Business Innovation and Employment (MBIE)’s Tourism Communities: Support, Recovery and Re-set Plan. It’s enabling Te Hau Toka to help support, promote and protect the wellbeing of people living in the region and assist with negating the effects of COVID-19. Eligible organisations and groups can apply for up to $1,000 (GST inclusive) per round to assist with funding their activity or event. There are three funding rounds per year. Twenty-seven groups were supported in the first funding round, injecting $25,000 across the Southern Lakes region for mental wellbeing activities over summer. More details about the Connecting Communities fund, including how to apply, can be found online at www.southernhealth.nz/tehautoka

Mat Begg of Central Lakes Trust

If you are a community group or a not-for-profit looking for funding, attending a funding clinics is a very good source of information, Mat Begg of Central Lakes Trust [CLT] says. Each year Central Lakes Trust runs a series of workshops that bring together funders and community groups who are looking for funding or have questions around the funding process. “Each clinic involves connecting people and organisations. It is about sharing knowledge and networks, providing advice where we can, and generally making it easy for people to ask for help.” Representatives from Central Lakes Trust (CLT), DIA, and Aotearoa Gaming Trust, Sport Otago, with either Community Trust South, or Otago Community Trust and a QLDC representative form the group of funders in attendance at the combined clinics. “Coming along means you can find out what each agency funds. What one agency may not fund, another could. It is a really good way to understand where your community group sits in terms of gaining funding for your community venture.” said Mat Last year CLT had to cancel many of the funding clinics in the latter part of last year due to COVID restrictions at the time. They trialed a clinic in December, just by appointment only, to make up for some clinics that hadn’t happened, and the booking system approach worked really well. “Having conferred with the other funders in the district, we have agreed at a red traffic light setting we can still hold our scheduled funding clinics, not as drop-in sessions, but by appointment only, through a new online booking system,” he says. Appointments will be 15 minutes long and can be booked through the Central Lakes Trust website at www.clt.net.nz. Mr Begg adds, “If people are unable to meet in person groups can still connect with us via telephone, email or on Zoom. In the first instance give us a call to discuss on 0800 00 11 37. The first funding clinic is in Cromwell on 9 March. The Queenstown funding clinic is being held on 15 March at the Events Centre with Wanaka rounding out this series on April 28th. Those wanting to attend will need to present with their ‘My Vaccine Pass’, socially distance and wear a mask. To learn more head over to the website.

Roadworks Edith Cavell Bridge will be closed between 10.30pm and 5.30am on between Monday 28 February and Thursday 3 March and also on Tuesday 8 March The night closure is to allow for repair work following a car accident over the Christmas break which caused damage to the bridge. Roading crews have advised that they will wait for the final bus to pass through before closing the bridge at 10.30pm.

The old Walker family home, fenced off and ready for a new life

Green light for new community centre by Paul Taylor

The old Walker family home on Queenstown’s Ladies Mile will be converted into a community centre at a cost of $3.6 million. The derelict property, at 516 Frankton-Ladies Mile, was bought by Queenstown Lakes District Council in 2019 for $13.8m. But the main reason it splashed out so much was the 14.6ha of land that surrounds it, which is key to the Te Pūtahi Ladies Mile Masterplan It could be used for a transport hub, a new high school, or other community facilities, as well as a roundabout connecting State Highway 6 and Howards Drive.

“With these important approvals in place we can now proceed with retrofitting the existing house on the property into a multi-purpose facility made up of spaces for meetings and other community uses,” Dr Cloete said. “A concept plan has been developed for the building and the next step will be to work with the community to ensure the facility meets the needs of our local people both in the short and longer term.” A community open day in the next few weeks will allow interested people to tour the site and talk through the immediate plans to retrofit the property as well as providing ideas for longer term uses for the wider site.

In the meantime, councillors have approved the building to be extensively renovated to create a community centre.

QLDC will also open up expressions of interest from local community groups who would like to use the new centre in the future.

Lake Hayes and Shotover Community Association Chair Anita Golden says she’s delighted to see council investing in a much-needed facility for local residents and groups.

The new centre is expected to be available for use by October this year.

Full details of the community open day and expression of interest process will be shared in the coming weeks.

“A place to come together and connect with others has been listed as key priority by our residents over many years,” Golden says. “We look forward to continuing to work with QLDC and our community members in developing the form and function of the centre. “Thank you to all the staff and Councillors who have helped make this project a reality.” Queenstown Lakes District Council Community Services boss Dr Thunes Cloete confirms resource consent has been granted for the centre.

NEWS IN BRIEF

Lost & Found FOUND – THE FOLLOWING ITEMS CAN BE CLAIMED FROM QTN POLICE STATION:

Cast and crew, but no tourists

• APPLE AIRPODS

Silverlight Studios will be allowed to construct around 300 residential units at the $280M film park destined for the outskirts of Wānaka.

• BLUE IPHONE XR in a clear case, photo of wise men statues, located in a letter box on Frankton Road

An expert consent panel granted approval for the residential development last week, but it has denied Silverlights’ request for the accommodation to be open to visitors.

• SAMSUNG XCOVER 4S, BLACK

Cast and crew can stay on-site, but the consenting panel said visitor accommodation was “not appropriate as part of the film studios project”. The decision on accommodation comes two months after the film park project received approval, consented under special fast-tracked Covid-19 legislation. Replicas of New York, Venice, Paris and the River Seine are among Silverlight Studios’ plans for the 332ha site near Wānaka Airport, as well as a new and enlarged lake, a series of villages, and a variety of filming, post-production, film school, tourist and ancillary buildings.

Millbrook Pro-Am to support NZ golfers Organisers of the cancelled New Zealand Open has arranged a smaller one-off tournament to support Kiwi pro golfers affected by the impact of Covid-19. The Millbrook Classic Pro-Am tournament will be held at the Arrowtown golf course over the weekend of 2-3 April. It will feature New Zealand professionals, some of the country’s best elite amateur players and will have a total prize-purse of $150,000. NZ Open Tournament Chairman, John Hart, says that the team recognised the need to support NZ-based players, whose playing opportunities have been limited in the past two years.

Mulder makes a move Southern Institute of Technology (SIT) chief executive Onno Mulder has quit after just one year. Mulder, who was the chief executive of Christchurch City Council-owned infrastructure company CityCare for 15 years, was appointed in March last year.

Film fest on track Organisers of the NZ Mountain Film & Book Festival are confident the event will happen, despite Covid restrictions. The festival, which celebrates its 20th anniversary this year, is scheduled to run in Wānaka from 24 to 29 June, in Queenstown June 30 to July 2, and online from June 24 to July 24. Director Mark Sedon says the contingency planning put in place when Covid-19 first struck in 2020, plus the addition of an online screening, means it is a goer.

LAKES WEEKLY BULLETIN

Working Remotely and need your LWB weekly fix?

CBD by Miranda Spary Miranda Spary is a tired, old, has been columnist that we feel sorry for. She used to write a weekly book column in the old Queenstown Times which was read more for the local gossip in it than the book part. She is quite lazy and very grateful if readers send in ideas about what’s been happening locally on miranda@queenstown.co.nz

You can grab your copy from a location close to you. Frankton | Five Mile | Glenda Drive: • Mackenzie Coffee - Glenda Drive • Five Mile Carpark - Under Countdown • Café Society – Five Mile (outside) • Pak n Save - Glenda Drive

I’m writing this from Auckland, in a motel near the airport, not the one I thought I had booked - apparently I got in the wrong shuttle bus ( I WAS talking on the phone at the time). I’m on my way to Australia and quickly learning travel these days is not for the anxious or disorganised. I got up very early on Thursday to do a RAT test so that I didn’t have to spend $241 on a PCR test if i already knew I was positive. Luckily the friendly RAT gave me the all clear, so I went in to Queenstown for the $241 one. How can it possibly cost that much? New Zealanders have all been encouraged to test, test, test even when there was no COVID here at all, and if my elderly calculator is right, the 6.5 million tests that have been done would have cost the taxpayer some 1.5 billion dollars. I’m sure we could have used that money to some better purpose. So I’m OK to travel, but the next bit is the technology bit where I have to fill in the Australian government’s travel form and my very clever barrister friend says that electronic devices should not be allowed to be sold unless a 7 year old child is attached to them to make the devices work. Getting the vaccines, the tickets and the tests is the easy bit - filling out the forms and uploading the many documents is a nightmare! I’m going to be putting on my bewildered and fearful face tomorrow if there are any problems and hope some kind airport worker takes pity on a dotty old woman. I’m wondering what hoops I’ll have to jump through to get home again - it does seem a bit nutty if four times in a week tested me has to self isolate so that I don’t infect asymptomatic people at home who may be within sneezing distance. I’m guessing I’m more likely to catch it from them, than the other way round. Here’s hoping the government will abandon MIQ and self isolation ASAP. Imagine the celebrations for all of us when that finally happens. We went to the fabulous wedding of Olly and Jane Archibald - for the last two years they’ve been trying to get married and lockdowns have stymied three of their four attempted weddings. At last it happened, and what an absolute cracker of a party. If I ever get married again (fat chance…) I’m going to have a baby and hold my beautiful baby (fatter chance) instead of a bunch of flowers - Matilda was the smallest bridesmaid I ever saw, and the most delicious. Little Aosta opened in Arrowtown on Thursday night (it used to be Fantan) with a terrific Italian menu. It was a very busy noisy night, even though the town has been so quiet recently. Even the Post Office had to advertise for customers! Do all please go and support your favourite cafes, restaurants and shops - it’s been a very tough two years for many businesses, and I know they’ll all be grateful for your custom.

BUSINESS News 1,000 More businesses may be eligible for tourism communities funding There is still funding available, and there will be for a while yet. The Regional Business Partner Network [RBPN] are expecting this fund to run through to August 2022, so you are not too late.

can include service businesses whose output is purchased by tourism businesses. The business must be physically located in the Queenstown Lakes District (or one of the 4 other targeted districts).

One of the key criteria for support is that at least 50% of operational output is purchased by tourists (domestic or international). This

The RBPN have a local team of Growth Advisors ready to walk every business through the process of getting their individual

support. So far the network has supported 698 businesses with funding. There are up to 1,000 more businesses that may be eligible. If your business or a business you know may be eligible, the RBPN is there to help talk you through the process.

What are businesses doing with the Tourism Communities Fund? High Country Horses - Deana Insley, Glenorchy Deana owns and operates High Country Horses, a horse-trekking business that showcases their farm in Glenorchy. Otago RBP began working with Deana in February 2021 with the aim to help her to tell her environmental story. It was important for Deana to get advice on how to tell her environmental story which highlights the connection to the incredible location High Country Horses is operating in, as well as focusing on the future and looking for smart ways to leverage the special cultural and regenerative possibilities their horse treks offer. As part of this, Deana’s Growth Advisor helped her to apply for the Tourism Communities: Support, Recovery and Re-set funding. Here is what Deana has to say about her experience with Otago RBP: “The people that Amanda (Growth Advisor) put me in contact with were amazing and still are. Caring and helpful. I have gained so much from this experience and being able to access some financial assistance to do this will never be forgotten! The vision I had for my company can go forward and the threat of losing everything was taken right away. The Tourism Communities funding paid for time with some amazing marketing gurus, which has helped us to focus on the values we have as a company and the environment.”

NewZeal - Paul Nicholson, Wanaka NewZeal is a high-end adventure-based tourism operator near Wanaka, focused on creating epic experiences for premium visitors. For more than two years, their business has been devastatingly impacted by COVID-19. NewZeal traded at 6-9% of its pre-COVID revenue, as well as enduring the psychological battle of ongoing uncertainty. Paul connected with Growth Advisor Ben Chapman at Otago RBP and identified the need for support in building resilience in multiple markets. Preparation was also undertaken for the re-opening of international borders so that NewZeal would be ready for the return of international visitors. Ben connected Paul with three local providers, EASI NZ, MLAB, and Balanced. With this help, NewZeal delved into the areas of HR, marketing, and finance, with continual support from Ben. “Ben has been remarkable, not only in his expected service through Otago RBP, but also in simply being someone I have been able to talk with, and him be able to listen. I have valued this immensely. All the support I have received from the providers has been outstanding – EASI NZ, Balanced, and MLAB. I have felt like I have had a lot of caring people in my team.

BUSINESS News COVID Support Payment The Government has announced that will make available COVID Support Payments for businesses struggling with revenue during the Omicron outbreak. This payment is modelled on the Resurgence Support Payment and likewise will be administered through the IRD. Each COVID Support Payment will be $4000 per business plus $400 per full-time employee, capped at 50 FTEs or $24,000, this is the same rate as the most recent Transition Payment. Applications for the first payment open on February 28, with payments starting from March 1. The support will be available on a fortnightly basis for six weeks – three payments in total to reflect the international experience that the peak of the Omicron outbreak should pass after about six weeks. The Government has the option to extend the support if this if necessary. A higher threshold in terms of revenue loss than previous support has been introduced in order to target those most affected. Firms must show a 40 percent drop in seven consecutive days within the six weeks prior to the shift to Phase 2 of the Omicron response on February 15.

Queenstown Airport half-year results reflect volatile operating environment Queenstown Airport Corporation’s (QAC) interim results for the six months ended 31 December 2021 have been released reflect the continuing impact of the pandemic and associated travel restrictions. Activity at Queenstown Airport was significantly lower than the previous year. • QAC’s revenue down 6.4% to $12.7million • Reported Net Profit After Tax down 63% to $0.81million • Earnings before Interest, Tax, Depreciation and Amortisation (EBITDA) down 30% to $6.3 million • Total passenger numbers (arriving and departing) reduced by 27% to 494,965 QAC Board Chair, Adrienne Young-Cooper said the company’s focus continued to be on the stabilisation of the business and safeguarding the core capability to operate vital airport infrastructure in the Southern Lakes region. Mrs Young-Cooper said: “Nationwide and regional lockdowns and movement restrictions were in place for more than half of the sixmonth reporting period, resulting in significantly reduced passenger and aircraft movements. There were no flights between Auckland and Queenstown, usually our busiest route, for 178 days creating an extremely challenging business environment.”

Free Counselling Service extended for staff feeling fatigued or burned out? A free, confidential counselling service has been extended to all staff of small to medium (SME) businesses in the Queenstown Lakes District. Take Stock is an initiative by the Southern Lakes Business Recovery Group. It offers three free confidential counselling sessions through provider Benestar. The sessions are available by phone or video call and can be as soon as the same day if needed. The service was initially available for SME business owners, but has been extended to all staff of SME businesses. Peter Harris, Queenstown Lakes District Council’s Economic Development Manager, said “We know people and businesses are struggling as we enter the third year of the pandemic. We are hearing that people are fatigued and they are burning out. I think everyone is feeling it,” said Mr Harris. “We’re not suggesting counselling will fix everything – it won’t make the pandemic go away or solve financial difficulties, but in its small way we hope it can help.” said Mr Harris. The service is free and confidential, and for staff it may be important to know employers will not be made aware if their employee takes up the service. To access the service, call 0800 360 364 and ask for Take Stock; or email counsellingsupportnz@benestar.com and quote the Take Stock programme; or visit www.benestar.com.

FROM AROUND THE WORLD

Boater who fell into the Santa Barbara Channel helped by nudging seal, swims to oil rig safely Lost at sea, with no land in sight, a Southern California boater fell into the ocean and thought he was spending his final moments on earth. Boater Scott Thompson accidentally fell out of his boat and into the water last month. He wore only shorts and a T-shirt in the middle of the frigid Santa Barbara Channel at night, miles away from land. Panic set in as he watched his boat motor on without him. Thomspon needed a miracle to survive. He wasn’t thinking about sharks or anything like that, until he hears this splash. To Thompson, that splash felt like an angel summoned to help him. “It was a medium-sized harbor seal,” Thompson said. “The seal would go underwater and he came up and nudged me. Like a dog comes up and nudges your leg.” After his interaction with the seal, Thompson felt determined to swim to the nearest oil platform, which was far but closer than land. Freezing and exhausted, he kept swimming some five hours -- finally reaching the platform. “Even putting on a wet suit, being prepared, getting in that water, and swimming to the platform was horrendous,” Channel Watch Marine Paul Amaral said. “I can’t imagine being in the water with shorts and a T-shirt at night. There was no moon, I mean it was pitch black.”

Volcano-Ravaged Tonga Is Back Online After 5-Week Internet Outage Tonga residents began to finally see some lights at the end of the tunnel last week, with internet services jumping back online for the first time in five weeks after a massive volcanic eruption ripped apart the country’s sole subsea fiber optic cable. The repair marks a significant recovery milestone for the country, which was the site of the horrific eruption causing mass evacuations, widespread electricity loss, and a nationwide internet outage. In a blog post confirming the repair, Digicel, one of the island’s two main telecommunications companies, claimed the cable had multiple faults and that a submarine repair vessel had spent more than two weeks conducting repairs. Damage from the eruption reportedly affected an 80-kilometer stretch of the 830-kilometer long cable, according to the BBC. GIZMODO

Mini boat launched by New Hampshire students reaches Norway A mini boat launched by students at a New Hampshire school was found 462 days later when it was discovered by a family visiting an island near Somola, Norway. The boat was launched by fifth- and sixth-grade students in the Educational Passages group at Rye Junior High School in October 2020, and the vessel contained an onboard GPS, but the signal was not reliable. The GPS stopped reporting back in September and then suddenly a location popped up after four months of quiet. The boat, dubbed Rye Riptides, was off the coast of Norway when Stymiest got a signal from the GPS. The renewed GPS signal was followed a short time later by the news that the boat had been found by a Norway family visiting an uninhabited island near Somola. The Norwegians noted the boat was damaged and encrusted with barnacles, but when they opened it up they found its cargo -- photos, letters and trinkets placed by Rye Junior High School students -- was intact and undamaged. We all know what it’s like going somewhere new. You don’t know where the medical centre is, or who to use when your car throws a wobbly. It’s even tougher when you don’t speak the language, and you really need some help. You have to be very brave to move to a completely different country and try living and working there. Over a quarter of New Zealanders were born overseas, and in the Wakatipu, the percentage is nearly twice that. Migrants come here on a temporary basis, but often fall in love with New Zealand (or a New Zealander) and apply to become a permanent resident. Those who do have generally integrated really well, and have already become important to our community. They’re our doctors, dentists, beauty therapists, sports coaches, teachers, chocolate makers, beer brewers and gin distillers, counsellors, cooks, singers, and everything else imagineable. Their value to the Wakatipu is incalculable. But to get these wonderful people to want to stay, we have to do our bit too. A Colombian friend who teaches geology at Auckland University rang me in January to ask if he and some friends could call in and talk about a migrant project he’s involved in. Eight of them turned up, from eight different countries, and I met the very energetic, glamorous Carol Morgan. She’s from Argentina and for five years now she’s been a local superstar helping migrants in Dunedin, Invercargill, Wanaka and here. She’s a lawyer and a mediator, a business woman and business mentor and was heavily involved in e-learning when the internet was only just born. Having lived all over the world, she knows how important it is to understand the social dynamics of a new place. She’s long understood the power of volunteering with different organisations in helping with integration. The power of giving and becoming a good member of the community can never be underestimated. Learning the language is key, and without language, it can be very lonely (especially in NZ where very few speak a second language). Carol’s plan is to create projects that get locals and migrants interacting more. Whether that is learning to dance salsa together or building a community garden, or cooking classes where the newbies can learn how to make pavlovas, and teach locals to make a fabulous Peruvian ceviche doesn’t really matter, as long as they are sharing and enjoying the challenge. There are always problems, but Carol says that becoming friends with locals can really help whether it’s being able to get advice, or even be invited to community events, it all makes life easier and more enjoyable. For migrants, the biggest issues here are housing, our very expensive health care, and the lack of a solid mental health support system. The benefits from having a well integrated migrant community are huge - our hospitals and hospitality businesses, our shops and supermarkets, cafes and cleaning companies simply couldn’t function without them and we all know how chronic the shortage of staff is right now.

Carol Morgan

The downside is when we don’t involve ourselves with them, they can feel marginalised and not part of “us”. An even bigger downside is when gangs try to recruit people who don’t feel they belong anywhere. Carol and her team want to see more interaction between locals and migrants so that we become a bigger “we”. Cricket at the Millbrook corner has got a whole lot more exciting now that there are lots of Indians and Pakistanis joining in, and the Brazilians have really upped the local football skills.

And the benefits to our town from having people apply for residency are even huger. Not only do these potential new citizens bring important skills to our remote part of the world, but they enrich our culture by sharing their own with us. Fifty years ago, there were very few non New Zealanders living in the Wakatipu. Nobody ate out in restaurants, we had never heard of sushi or tikka masala, tequila or bao buns. Noone had massages or manicures, gym memberships or karate lessons. Cappucino? No way. Learning about other people’s lives only makes our lives richer and better. Carol Morgan can be contacted at soycarolm@gmail.com

MENTAL health

• Heard the phrase “Put your own oxygen mask on first before helping others”? Do what helps you feel better and make some ‘me time’ every day (even if it’s 10 minutes) for self-care. It could be exercising, getting outside, quality time with loved ones, reading, doing Wordle or crafts, or having a nana nap.

As the impacts of COVID-19 hit home, things are changing fast and it’s OK to be feeling a bit all over the place. We’re all in this together. It’s even more important now that we prioritise looking after ourselves and each other and stay connected as a community. Now’s a good time to do what you can to support your own wellbeing and check in with your whanau, neighbours, friends and colleagues to see how they are. We all need a bit of extra support every now and again so if you, or someone you know, is struggling, help is available.

Common signs of mental/ emotional distress to look out for in yourself and others: •

Changes to sleep – Sleeping more than usual or have difficulty falling asleep or staying asleep.

Unexplained physical symptoms – Things like headaches, racing/ pounding heartbeat, stomach problems, dizziness or chronic pain can be a physical symptom of mental or emotional distress so please do check in with your GP.

• Difficulty controlling your emotions – It’s normal to feel heightened emotions in stressful times but it’s important to be aware of how these can affect you/others. If unresolved, it can lead to relationship or friendship conflict, issues at work or school, self-medicating, or physical or emotional outbursts. • Changes in weight/eating patterns – Losing or gaining a significant amount of weight or being preoccupied with food, weight or body image. • Obsessive/compulsive behaviours – Constant hand-washing for no logical reason or constantly worrying something bad is going to happen. • Feeling tired all the time – Extreme tiredness and fatigue can occur when your body can’t handle emotional overload and shuts down. • Memory problems – Forgetfulness can sometimes be a sign of tiredness or distress. • Not socialising – Feeling like you don’t want to go out or connect with people.

Getting help is key •

If you or someone you know is in immediate danger of harm, call 111 straight away.

If an immediate response isn’t required but you need crisis mental health emergency treatment, assistance and information, contact Southern District Health Board crisis line (emergency psychiatric team) on 0800 467 846. Press 1 for Southland (includes Queenstown) or 2 for Otago.

If you’re worried about how you’re feeling emotionally or physically, create a support system. Reach out to people you trust to have a chat and contact your GP or other healthcare providers for advice. Or free call/text 1737 anytime to talk to a trained counsellor. • For support services in the Southern Lakes region and some self-help tools to help you stay on track, check out www.southernhealth.nz/file/ traffic-light-guide-looking-after-your-mental-wellbeing.

• Take a screen break. Avoid doomscrolling (keep up to date with the news but limit it to certain times of the day) and snooze social media for a while. Most of all, don’t be too hard on yourself or others – we’re all just doing the best we can at the moment. But we will get through this.

Working Well Feeling fatigued or burned out? – People often find it helpful to share their worries with someone they don’t know who’s trained to listen and help. A free counselling service is available to all staff members of small to medium (SME) businesses in the Queenstown Lakes District to help support their mental wellbeing. Staff, including owners, can access the Take Stock service and will receive 3 free, completely confidential sessions by phone or video call as soon as the same day if needed. Employers will not be made aware if their employee takes up the service. The Take Stock service is a Southern Lakes Business Recovery Group initiative in partnership with leading Employee Assistance Programme (EAP) provider Benestar. It’s specific to SME businesses because many smaller companies can’t afford EAP for their staff, whereas most larger businesses have their own. To book, call 0800 360 364 and ask for Take Stock; or email counsellingsupportnz@benestar.com and quote the Take stock programme; or visit www.benestar.com. Help our healthcare workers – A new initiative, Southern Heroes, is rallying businesses, community organisations and anyone who’s able to help out to support the southern health system and those on the front lines of the outbreak. Helpers may be called on to do a range of jobs, like delivering food and supplies, supporting DHB staff child-care facilities and handling call centres. If you’d like to help, sign up at www.southernheroes.nz

LAKES WEEKLY BULLETIN

Five-day diamond celebration After 75 years of fun in the snow, Queenstown’s Coronet Peak is gearing up to celebrate its diamond anniversary this winter.

Coronet Peak’s first tow rope

Preparations are underway for a five-day celebration, from August 17 to 21, 2022. Coronet Peak 1960s - double chair lift & base building

Ski Area Manager Nigel Kerr says the anniversary will take locals and visitors down memory lane, with a huge range of unique events, tributes, history, parties and music in the pipeline. “It’s going to be a proud and nostalgic week for the team and our community, Kerr says. “It’s not only a chance to celebrate this very special mountain but also the people who have built, worked, explored, and enjoyed what we’ve had on offer for all these years.” New Zealand’s first commercial ski field, Coronet Peak was established in 1947 by founder Harry Wigley, with skiers ferried up the mountain by a single rope-tow. It quickly changed both Queenstown and NZ’s tourism landscape forever. Since 2002 the mountain has been operated by NZSki, locally owned by the Davies Family, and now boasts three express chairlifts (one with gondola cabins), the largest snowmaking installation in the Southern Hemisphere, and extensive base facilities. And summer mountain biking and sightseeing has been added in recent years, to make the mountain a multi-season destination. NZSki Marketing Communications Manager Mel Tweedie has been drawing up anniversary plans for months, working on a programme that appeals to a wide range of people - to encourage a week-long stay in the resort.

“To be recognising such a significant milestone for skiing, Queenstown and New Zealand tourism is an incredibly proud moment for us,” Tweedie says. “Our hope is that this event will not only be a whole heap of fun and a tribute to our mountain and its people, but also provide a boost for the local hospitality, events and tourism industries that have felt the full impact of border closures. “We’re closely monitoring the border and are confident that if Australians are able to visit without seven days of self-isolation there will be good interest from across the Tasman too.” Future announcements and details will be made in the coming weeks via Coronet Peak’s website. Arts+Culture Funky, worldly influences at Arrowtown gig by Bethany Rogers

If you’re missing overseas travel, check out Alpaca Social Club’s gig next month (19th March) at the Arrowtown Athenaeum Hall. Multi-talented musicians Jon Saunders and Craig Denham spent years living overseas, absorbing musical influences as they went. The duo plays world music with exotic influences as diverse as Arabic and swing, from folk to jazz. “We’ve got some Celtic and Arabic and African flavoured stuff in there. Maybe a bit of Balkan and Gypsy jazz. We have quite diverse, eclectic tastes in music and our attitude is that we’ll play whatever we feel like playing, so people can expect a barrage of different styles. “If you come to one of our gigs, you won’t just hear one genre. You’ll get seven or eight different ones.” Growing up in a musical family in the far North, Craig got into music at a young age. He played his first gig at the age of 12, alongside his dad. “As I teenager, I didn’t want to play jazz standards with my dad anymore. It wasn’t cool. Growing up in the far North, I played a lot of Reggae, R&B and blues and stuff like that. So I moved to Auckland. There, I started getting into Irish music and world music… then I lived in Scotland and later, Prague. I’ve played swing, been in a Cuban band, I’ve continued to explore music my whole life.” Craig says he and Jon “circled each other” for a while, meeting up on the music circuit both in New Zealand and overseas. When the guitarist in Craig’s funk-meets-Gypsy band, Beyondsemble, moved to America, Jon joined the band.

WIN! Two tickets to Alpaca Social Club. Check out the LWB Facebook page for entry details or scan the QR code. It’s simple just provide your email, youe name and the name of the person you’d like to bring with you.

“Beyondsemble is a four-piece, but we started getting people saying that they couldn’t afford a four-piece band. […] We’d just finished a Beyondsemble gig and were driving back to Auckland when the phone rang. A lady who ran a pop-up beach café asked if we’d be willing to play as a duo. And we thought: why not give it a go? “She asked us what our name was and we said: give us an hour and we’ll let you know. […] We started talking about the merits of being a social club because we like the idea of music being inclusive and we like the idea of being able to bring other people into the band.” As they were discussing names, they drove past an alpaca farm. Jon became distracted and talked about how beautiful alpacas are and how much he’d like a patch of land and a few alpacas. The Alpaca Social Club was born. It was only supposed to be a one-off gig, but the name and the format stuck. Alpaca Social Club has been touring for around ten years now. Though the duo was able to tour a little bit in early 2021, this new tour, supported by Arts on Tour, will be their first in a year. Calypso/Latin/soul singer Cousin Alice will be joining them. “It’s such a load off having Arts on Tour helping us to organise it. It’s also a wonderful way to play in little town halls and theatres across New Zealand, and to meet new people. It’s a fantastic organisation. “[…] We’re excited to be out there playing and we’re really happy to have gigs. We hope people aren’t put off by the Covid situation. It’s well-organised, it’s going to be safe and it’s going to be cool. There’s a good vibe between the three of us and we all love playing together. Come along and enjoy a good night!” Alpaca Social Club with special guest Cousin Alice 19th March, 7 pm Tickets $20 via Eventfinda.

First Thursdays hits pause but art goes on Terry’s unique sculptural language mixing dream and reality. Appearing to be carved from stone, the fluid and chimeric nature of these new bronze sculptures takes you on a journey as different facets of each work are revealed. As with many of Terry Stringer’s sculptures there is an extended conversation with portions of the human form. Each sculpture in Facticity has its own narrative the hand and/or torso being both architectural and symbolic. The face and parts thereof are at once all-seeing, all-dreaming, holding the viewer. It is in the creation of this direct relationship that Stringer deliciously melds beauty and thought together. Terry Stringer’s Facticity runs until the 15 March 2022. The captivating Catlins So close, beautiful and remote. by David Gibbs

Is the Catlins that place on your list that you never get around to visiting? It’s so close but somehow too remote. Recently, mostly because we had friends from Auckland who came to especially visit the Catlins we decided that now was the time to go. The website reads… “The Captivating Catlins is a hidden gem. A place of natural beauty, abundant wildlife, forests, sandy beaches, waterfalls and both hilly and rolling green farmland. With its comparative remoteness and stunning vistas, it’s a great destination”. They’re right and it sounds somewhat lame but I was blown away with how beautiful the area is. The website was absolutely spot on. It had everything and is also very laid back with almost no one around now summer is on the wane and we are still CLOSED. Our day trip took us from Balclutha as far as Slope Point and also on stunning sunny day with very little wind. I suspect that’s very rare. The absolute highlight is as advertised Nugget Point. It’s also the first stop, aside getting coffee at Kaka Point. The light house is an easy walk from the car park and along the journey, far below on the rocks fur seals were sunning themselves, while penguins were swimming in the ocean. On a nice day you’ll be that tourist taking so many pictures all of which look just like the postcards- it’s that good!! At the north end of the trip, food is available at Kaka Point or Owaka and there is not a lot of

opportunity after that until the quaint and well worth the stop, Niagara Falls Café. We grabbed lunch from The Bakehouse in Owaka and set off to nearby Jacks Bay to enjoy lunch on the beach. Jacks Bay is a tiny community very much off the track and with white sand and rocks at each end its a perfect spot to enjoy fish and chips. The water wasn’t too cold to get the legs in but it was possibly too brisk for a swim especially as we’d forgotten towels.

So, it was off to Curio Bay when we stumbled onto the Niagara Falls Café, a perfect stop for great coffee and bite to eat. It’s a family run affair with a well-kept garden and plenty of options to sit outside- all very important in this day and age. We didn’t get there until after 3.30 when it supposed to close at 3pm but they certainly didn’t seem to mind, and we also weren’t the last to arrive.

Next stop and to walk off a bit of lunch along the track is Purakaunui Falls. There are a number of falls to choose from and while I can’t speak for the others, this was a short and very pleasant bush walk to the falls base. The falls themselves are a cascading three-tiered waterfall and you can see why they are one of the most photographed subjects in the area.

Curio Bay is certainly well worth popping into and once we’d got this far it was only 14k’s to the southern most point in the South IslandSlope Point. It’s a short stroll across farmland to the actual southern-most spot. So very kiwi!!, walking through the paddocks with the cows blissfully disregarding the interruption. Looking back at the tree’s its very obvious how it got its name. The wind must blow like crazy here.

Shortly after the road heads back to the coast and onto the Florence Hill lookout overlooking Tautuku Bay which is again spectacular. The bay with its sweeping white sand and rolling surf is a must stop. Surrounded by bush and old growth forest, its just waiting to be photographed.

It’s true, The Catlins with its many beaches, forests and remoteness will deliver. If you are like me and never been, do go, its an absolute gem.

We were aiming for the Cathedral Caves but missed this what with our frequent stops, as it’s a tight window either side of low tide for the gates to the road to be open. It will have to be the next visit and we’ll be better organised so the road is open.

Then it was time to retrace our steps and head home. This trip was to do a reconnaissance and see if it was worth returning for a longer time and the answer is absolutely YES!!

Queenstown couple’s Cambodian school by Sue Fea

A huge-hearted Queenstown couple, so moved by the heart-wrenching desperation of an impoverished Cambodian community, built a school for the local population which is now educating almost 300 local children. Queenstown architectural designer Mark Hillary and his wife, long-time teacher Julie Carlaw-Hillary, first met the people of O AMBEL Village, near Siem Reap, in early 2017 after Kiwi friend Sergio Antunes asked Mark to design a school for the community. Sergio is a former Queenstown-based builder. The dilapidated, small, mud floor, two-room barn with no toilets, water or windows was then school to 120 children, aged five to 15. There have been battles with Cambodian bureaucracy, and it all looked hopeless when they finally found land, but couldn’t find a bomb squad to check for land mines. “The question back then was, ‘How can we build a school here?’” says Mark. “Within a few weeks of witnessing the absolute desperation of the families there for education that question had changed to, ‘How can we not build a school here and leave these kids in this poverty?” The alternative for these kids was devastating with many turning to sex slavery in the nearest city just to survive. “The most moving moment for me was watching a father drive his tractor onto the proposed school site – renowned for its hidden landmines – with his children’s two grandfathers, both of whom already had badly damaged legs from standing on landmines,” says Mark. The two old men were hobbling out front.

Mark and Julie, proudly sporting their Cambodian medal

The school, with its four pod-style classrooms, four toilets and two medical rooms, opened just prior to the first Covid lockdowns in February, 2020. Since then the Hillarys have added on a kitchen and now ensure the children, who all came to school hungry, are also fed each day. A very grateful Cambodian government supplies 10 local teachers, some apprentices, out of the only 20 or so who are trained there annually. Head teacher for the district San Sreypov has been “absolutely amazing” and has developed a vegetable garden on the site, teaching the children how to grow their own food and cook. San, who originally learned English at free evening classes that Sergio operated in the village, negotiated the government legal system allowing the school to proceed. The Cambodian government was so grateful that it awarded Mark and Julie with a special medal for humanitarian contribution and service. The government then even opened a small high school for 150 students on the adjacent land in response. Social distancing during the past two years has meant less children able to attend school in an environment where they’re desperate to learn, says Julie, who taught at Queenstown Primary School for 20 years. At the latest check with San the solar panel needed a new battery and the school needed piping to get water from the tank to the kitchen, so the fundraising continues.

Students eager to learn at the Hillary’s Cambodian school

“The kitchen only just got up and running this month (February) and it’s hugely important, especially during Covid times with so many of these kids arriving hungry,” says Julie. “After all San’s effort to grow vegetables the cows came in and ate many of them so we’re now also fundraising for fencing.” The Hillarys say the prayers and support of so many friends around the world have enabled them to get the project up and running and they’d love to get back over there once the border restrictions are lifted. “God has just put all the right people around us to enable this to happen and without them all it just wouldn’t happen,” says Mark. “We miraculously managed to get approvals through almost six months ahead of the usual timeframe.” It all looked hopeless when the US military discontinued its landmine recovery project in the area, but even that help turned up right on cue. Queenstown builder Richard Short, his wife, Isla, and their teenage daughter, Neve, travelled to Cambodia with the Hillarys in the early days, and they all helped Sergio to teach English and build a playground for the children.

Students sit down to a nutritious meal

In the meantime a friend in Perth, Dianne Baumann, who’s done a lot of fundraising, has recently been able to get to Cambodia to check on the operation. An American couple living in Siem Reap, Bill and Jill Morse, of the Landmine Museum, also help out and donate school books and paper every year to this school and 300 others around rural Cambodia. It’s been a hugely rewarding project with many sacrifices for the Hillarys. Despite there being almost 1000 children in the village needing an education about a quarter are now catered for. “These kids and their families are just so grateful and that makes it all so worthwhile,” says Julie. Queenstown will officially be the second expansion team to join the National Basketball League in 2024. Four teams were shortlisted for the expansion, with Queenstown joining the Bay of Plenty Stingrays as the successful bids. Basketball New Zealand has confirmed the Queenstown ownership group is a consortium. Further details will be released at a later date, along with the team’s name and logo, it says. NBL General Manager Huw Beynon says he’s thrilled to welcome another team to the league and complimented the Queenstown ownership group for being fantastic to work with during the process. “Queenstown submitted an excellent application and have been great to work with throughout,” he says. “The [town] has long been on our radar, so we’re obviously thrilled to have them enter the league in 2024 “The talent base in the South Island is rapidly growing and another team in the region will only enhance that. We’re not only excited about the on-court product, but what the team will do for the community too.” Queenstown Lakes mayor Jim Boult says having a team in the NBL is an incredible opportunity for the community. “We are currently looking into what might be required for the Queenstown Events Centre to meet the standard required to have our own team in the 2024 NBL,” Boult says.

Life is (still) a Cabaret: revisiting Bob Fosse’s groundbreaking film, 50 years on Author: Gregory Camp, Senior Lecturer, University of Auckland

In the 1970s, many critics and filmgoers had given up on the movie musical. While the mid-60s had seen the phenomenal successes of The Sound of Music, Mary Poppins and My Fair Lady, most subsequent attempts to adapt hit Broadway shows or develop new film musicals did not make back anything close to their large budgets. A more radical approach was needed: not one that would merely bloat a stage show for the camera, but one that would re-imagine the material for the medium of film. Bob Fosse’s 1972 film version of the 1966 Broadway musical Cabaret would turn out to be that radical revision. Now 50 years old, the film still feels groundbreaking, its influence continuously felt in the film musical genre.

Divine decadence While the film is undoubtedly the most famous version of its story of “divine decadence” in Weimar Republic era-Berlin, the material it is based on goes back long before 1972. In the late 1920s, young gay English writer Christopher Isherwood travelled to Berlin to soak up some of the sexually and artistically liberal lifestyle. He wrote about his experiences in a series of short stories assembled as the novel Goodbye to Berlin in 1939, focusing on his complicated friendship with a cabaret singer named Sally Bowles. John van Druten adapted (and sanitised) the novel into a hit 1951 Broadway play, I Am a Camera, which was itself turned into a movie in 1955. Producer/director Hal Prince spearheaded the transformation of van Druten’s play into the Broadway musical Cabaret in 1966, with dialogue by Joe Masteroff, music by John Kander and lyrics by Fred Ebb. Van Druten’s 1950s audience wasn’t quite ready for a fully accurate picture of hedonist 1920s Berlin. But by the 1960s, tastes had loosened enough the stage musical could daringly juxtapose a portrayal of the era’s sexual freedoms with the violence of the growing Nazi movement – but it was still very much a “hetero” version of the material. Finally, by 1972, director/choreographer Bob Fosse and screenwriters Jay Presson Allen and Hugh Wheeler could return to the feeling of the 1920s to present an even more frank portrayal of the period on film.

Gritty modernism The team’s most important structural decision in making their film adaptation was to limit the musical numbers to the stage of the titular cabaret, the Kit Kat Klub.

Cabaret is not a musical like My Fair Lady or Singin’ in the Rain: the characters do not spontaneously burst into song. Instead, the musical numbers we see performed in a stylised manner in the cabaret comment obliquely on the realistically presented events of the plot. This lack of stereotypical song-bursting is probably one reason why the film was so successful in 1972 amid many traditional musical flops. The musical numbers become modernist commentary rather than the illustrations of romantic idealism typical of the genre. This style of gritty modernism was very much in the air at the time: Cabaret’s competitors at the Academy Awards included The Godfather (which beat Cabaret for Best Picture) and Deliverance (another film with creepy musical commentary). Much of the star power of the film comes from Liza Minnelli as Sally Bowles. Some Isherwood fans (and Isherwood himself) criticised Minnelli’s performance. Isherwood’s original portrait was of a rather untalented Englishwoman, but here was an outstanding member of American showbiz royalty. Despite this criticism, Minnelli’s interpretation works well within Fosse’s vision. Her star power is undeniable. The film’s casting riches go well beyond Minnelli. Through his physicality and voice, Michael York beautifully captures the character of straitlaced Englishman Brian Roberts, the Isherwood stand-in, wanting to break free. His still, quiet energy contrasts Minnelli’s freneticism. Fosse fills the film with expressive faces, sometimes modelled after specific artworks of the period, and Marisa Berenson and Franz Wepper give sensitive portrayals of a Jewish department store heiress and her down-at-heel suitor. But at the centre of the film stands the “Emcee” of the Kit Kat Klub, famously embodied by Joel Grey. The Emcee is a mysterious figure. We primarily see him onstage performing, or backstage casting enigmatic and sinister glances at the camera, breaking the fourth wall. He seems to be the only character fully aware Berlin is riding for a fall, but he keeps his secret. He is at once complicit and refractory. He entreats us to “leave [our] troubles outside” – so he and his cabaret acts can distract us from what is really going on. The film’s characters seek liberation from social and sexual mores, but their attempts are halted by wider political forces we know will only make those mores even more strict. While the Nazis were eventually defeated, Cabaret nonetheless offers a cautionary tale. Ultimately, Cabaret is a depressing film, and therein lies its continued power. Our world is still full of Emcees hiding villainy underneath their sly smiles.

NZ’s confirmed COVID case numbers are rising fast, but total infections are likely much higher – here’s why Author: Dion O’Neale, Project Lead - COVID Modeling Aotearoa; Senior Lecturer - Department of Physics, University of Auckland; Principal Investigator - Te Pūnaha Matatini, University of Auckland

With Aotearoa New Zealand’s move into phase 3 of its response to the Omicron outbreak, new definitions and protocols for testing and isolation will mean new ways of measuring the impact of COVID-19.

Keeping track of this metric at different stages of the outbreak is important. When isolation requirements for close contacts relax, infections may increase, while fewer people will be eligible for testing.

Broadly speaking, there are two aspects to this new regime. The first relates to the changing definitions of who counts as a close contact, and what their isolation requirements are.

Or, people may test positive on a self-administered RAT but not report it. Both of these lead to higher numbers of unconfirmed infections.

The second concerns testing processes, advice for who should get tested when, what sort of test they should take, and how the result is recorded. Switching to phase 3 means a switch to predominantly using rapid antigen tests (RATs). Testing policy is important because the number of confirmed or probable cases informs our estimate of the number of underlying infections. New confirmed cases are a lagging indicator of new infections, but a leading indicator of other important metrics like hospitalisations. The more we know about who is newly infected and where, the better we can plan individual and community responses to the outbreak.

RATs and risk With the high case numbers we’re now seeing with Omicron, speed is key in returning test results. Quick results mean people can modify their behaviour accordingly and isolate if necessary. The sooner people receive a positive result, the sooner they can notify recent contacts, and those people can also isolate. When case numbers are high, the risk of a false positive from a RAT is very low. This means the extra value from having a more sensitive PCR test is reduced compared with when we had lower case numbers. Conversely, when case numbers in the community are high, there is a risk of false negative results on a RAT for someone who either has symptoms or is a close contact of a confirmed case. In such cases the prudent course of action would be to take a second test – either another RAT or a PCR test – and to assume there is still a decent chance you may be infected. People who have no known exposure to a confirmed case, and no symptoms, can be relatively confident in the accuracy of a negative result from a RAT. And regardless of test results, anyone with COVID-like symptoms should be isolating until they recover from whatever is causing those symptoms, COVID or otherwise.

Estimating actual infection numbers The move to phase 3 acknowledges that infection and confirmed cases are becoming high enough that many of the processes for monitoring and planning will be stretched and may become inaccurate. As the number of infections rise, we can expect the “case ascertainment rate” (CAR) will start to fall. The CAR is a measurement of the percentage of total infections at a given point in time that are turned into confirmed cases. That is, given an observed number of confirmed cases, how many infections do we think are actually in the community, including those that are unconfirmed?

Why accurate numbers matter The only way to accurately estimate the CAR is through an “infection prevalence survey”. An example is the UK’s Office of National Statistics (ONS) survey, one of the strongest aspects of the UK’s otherwise patchy COVID response. This randomised survey tries to directly measure the fraction of people who are infected with COVID at any point in time. A well-designed survey makes sure to sample sufficient people in different demographic groups and with different infection risk factors. Modelling can estimate the number of infections in different populations, subject to different assumptions. But without an infection prevalence survey, or equivalent data, only confirmed cases can be directly observed. Since confirmed cases are an unknown fraction of total infections, and this fraction changes over time, it’s important to be able to accurately estimate the underlying infection numbers to validate such modelling. And since infection numbers are a leading indication for hospitalisations, they are valuable for planning adjustments to processes or policies, such as testing or isolation.

Case numbers a fraction of the whole Without an infection prevalence survey it is necessary to fall back on less accurate measures of infection estimates. For example, the fraction of people admitted to hospital who test positive for COVID is an unreliable estimate of infection prevalence because it is biased by a large number of factors that are difficult to control for. Namely, people rarely turn up at hospital for random reasons. Many of the same factors that might drive hospital admissions, even for reasons not directly linked to COVID, are nonetheless related to COVID infection risk. As an example of infection prevalence data in action, in early January 2022, the UK recorded an average of around 200,000 daily confirmed cases. The ONS survey estimated just under 4 million people were infected at the time. Details around the length of the survey period during which people might test positive can affect the exact value of the CAR. But the UK figures paint a picture of only a small fraction of infections being detected, even with RATs being provided frequently and free to every household. With access to testing in Aotearoa being more limited than in the UK, we might expect our CAR to be even lower, and hence the number of reported cases is likely to significantly undercount true infections. But without an infection prevalence survey, it’s difficult to tell exactly how much we are undercounting by.
