Positives and negatives
What a difference a month makes. Back in early August, we were beginning to look to 2022 and the phased reopening of the borders, the talk was of regenerative tourism, and, despite the trans-Tasman bubble closing a couple of weeks before, the ski season was in full swing. Then, on the same day as a huge snowstorm hit the skifields and we were all looking forward to powder days, the dreaded words ‘community case’ began to filter through. Back to the 1pm press conferences, the deliberately harsh buzz of the Covid-19 phone alert, lockdown, bubbles, masks, Dr Ashley Bloomfield, R numbers, wage subsidies, zoom meetings, sanitized shopping trolleys, taped off playgrounds, and, over the weekend, another Covid death. With this, the Auckland terror attack, ominous worldwide flooding, Afghanistan, and the dozens of other alarming issues we doomscroll through on our phones each day, it’s easy to feel beaten down, negative and believe we are living through Revelations itself. Death. Check. Pestilence. Check. But, in comparison to the last lockdown, we’re in a better place, aren’t we? Last time around, we were in Alert Level 3 or 4 nationwide for 50 days. Covid was everywhere in the country, including care homes, we were disinfecting groceries on our doorsteps, the world economy was in freefall, we were told vaccines would be at least 18 months away, if they came at all, and the ‘leader of the free world’ was talking about ingesting bleach.

If you need a greater comparison to feel some positivity, look through history. Imagine living through the early 20th century, with apocalyptic world wars, an estimated 80 million dead, including about 45 million civilians. Or the 14th century, when The Black Death killed up to 200 million. Once you caught it, your family would have to abandon you. You’d be left in your hovel, lancing black ooze from boils the size of chicken eggs in your groin. And there at least appears to be an endgame now. Once everyone has had the opportunity to be double jabbed, hopefully the risk is mitigated to the point the scales tilt in favour of freedom, opening the borders, getting on with life and building back the town’s businesses. Even lockdown itself had its positives. More family time, obviously, although as I write this the kids, five and seven, are squawking at each other like angry seagulls over who gets to use a Lego car windscreen. Daily walks again, a few runs, mountain biking (to your ability!), the epic silence of no cars or planes, and, most of all, the rapid escalation in vaccinations, which jumped from 2.5 million doses given, to 3.8 million over the three weeks. Rates rise lower than expected by Payl Taylor
How much property owners pay the council each year is set to rise. But the rates increase is less than Queenstown Lakes District Council predicted when it approved its 10-year spending plan back in June. Rates across Queenstown Lakes will increase by an average of 4.38% for 2021-2022, compared to forecast 5.45%.
property that’s been created in the last 12 months could have had its genesis five or six years ago,” he said. “We thought there may have been a reduction in growth given the impact of Covid last year but that may be coming through the system now….” “There’s no real way of assessing what’s in the pipeline... because it’s largely reactive.” Wānaka-based councillor Quentin Smith said he understood the council’s approach to setting rates but had he known the degree of underestimation in the QLDC’s growth predictions at the time the council was setting the 10-year plan programme he would have made different decisions. “If I’d known this at the time we set the programme I would have increased some operational costs when we’re short on things, like the tracks and trails renewals for instance… and I would have been happy to consider additional debt repayment,” he said. Most business rates show an increase to last year of between 0.85%* (Wanaka accommodation) to 5.72%, depending on value, location and property type. *Wanaka business rates differ, starting at a districtwide low of 0.85% for a $570,000 accommodation property.
The size of the increase depends on the type of property you own, its location and how much its worth. In Queenstown itself and the surrounding townships, it ranges from 1.45%* for a $345,000 vacant section to 8.29% for a $18.3 million Whakatipu basin farm. In dollars, the section owner will pay $29 extra per year, while the farm landowner can expect to pay $951 more this year. Residential rates will increase by between 1.49% and 6.39%, with a homeowner whose Queenstown house is bang on the median value of $1.09m paying 2.73% more, or $91. But percentage increases differ wildly by location. Someone who owns a $700,000 median-priced house in Glenorchy, for example, will pay 5.15% more, or $130. QLDC finance boss Stewart Burns said the increase was lower than expected due to growth across the district exceeding forecasts. “This growth reflects new buildings, additional buildings and sub-divisions created in the previous 12 months. “Essentially there are more properties, and properties that have increased in value, from which to collect rates than were forecast at the time of developing the draft Ten Year Plan.” The total capital value of property across the district increased by 3.55% in the year to 30 June 2021, slightly more than the 2.5% allowed for in the Ten Year Plan. And the total number of rateable units for 2021-2022 is estimated to be 30,229 which represents an increase of 5.8% on last year. Councillors met by zoom last week and approved the increase. Councillor Niki Gladding referred to several submissions to both the council’s draft Spatial Plan and draft 10-year plan hearings in May and June which said council’s growth projections were “wrong by a long shot” . She questioned whether the council had got it right this time. Stewart said it was very difficult to predict capital values and the numbers of new properties and the QLDC tended to err towards a conservative estimation when evaluating rates. “The issue of resource consents can take years to give effect, so some of this

I am not inclined to start this column with the line ‘here we go again’. This lockdown is different and brings with it a new acceptance that managing COVID-19 will remain part of life in our district. We did the hard yards - the brainstorming, the lobbying, the adapting (and heaven forbid the pivoting!) and made great progress towards new strategies and new supports in 2020. That work continues, and at local and central government level, at our Chambers of Commerce our RTO’s and within our social sector we are building resilience to this mammoth challenge and learning to live with it.

I have received a number of angry emails claiming the contrary but to be clear, I strongly support the government’s position that elimination remains our best strategy to safely re-open our borders and drive our economy forward. High levels of vaccination are not only best for a healthy population but they are key in giving our economy the best chance at recovery and ongoing success. In a nutshell, the more people that are vaccinated, the greater the possibilities for freer movement around the globe.

The risk-based travel approach will include three entry pathways, based on where the traveller is coming from and their certified vaccination status. Each pathway will have testing and isolation requirements depending on their level of risk. For travellers coming from countries considered low risk, quarantine free entry for vaccinated travellers is proposed. Reduced quarantine or self-isolation is proposed for vaccinated travellers who have visited medium risk countries and a pilot is being undertaken to test processes and systems for the safe use of this tool once the current outbreak is contained. A full 14 days in MIQ and testing will be required for unvaccinated travellers from medium risk countries and all travellers who have been in very high risk or high risk countries. This plan can only happen once New Zealand has high levels of vaccination in place. Once we are confident of the safety of our country, we will carefully start to reopen. Reconnecting gradually with safe systems and processes in place will help our businesses recover and provide the opportunities we have missed to reunite with friends and whānau, as well as travel to the places we love.

Lockdowns bring vulnerability to our communities, to our businesses and jobs and we’ve felt that vulnerability acutely in the past few weeks. But, we should take comfort that there is support available, there is great progress towards diversifying our economy and importantly, there is a plan to gradually reopen the border. Next year, depending on the team of 5 million’s uptake of the vaccine, we all need to get behind the government commitment to a phased reopening of the border. This sees the gradual introduction of new low, medium and high risk entry pathways, reducing the pressures on MIQ and supports tourism recovery and business growth.

Queenstown Airport focusing on diversity and inclusion People with disabilities travelling through Queenstown Airport can now do so a little easier thanks to the introduction of the Hidden Disabilities Sunflower Scheme. The sunflower initiative was originally launched in 2016 by Gatwick Airport in the UK and has since become a globally recognised symbol by major transportation hubs, private organisations, sporting and entertainment facilities, health and emergency providers and more. The airport’s information desk will have sunflower lanyards available for those passengers who have a non-obvious disability, giving them the opportunity to discreetly let staff know if they need additional support or extra time to access services, move through the airport and process important information. Queenstown Airport Corporation GM Corporate and Community Affairs, Sara Irvine, says she hopes the initiative helps people to feel more comfortable travelling. “Airports can be busy places and overwhelming at times for people. The sunflower gives people with a non-obvious disability the option to discreetly identify themselves to the airport team knowing they will be offered support should they need it.”

Queenstown Airport is the second airport in New Zealand to introduce the programme, following Wellington Airport who introduced the initiative in December 2020. The Sunflower programme is optional, and passengers can visit the information desk in the main terminal to collect their free Sunflower lanyard and Sunflower card. The lanyards don’t need to be returned and can be used for all future travel. Either those with disability, or someone travelling with them can wear the lanyard. Last week the airport also announced its continued commitment to pay at least the Living Wage as it increased from $22.10 to $22.75. This week most of our news has been dominated by Covid and lockdowns. We therefore wanted to share some stories of hope and renewal that’s been taking place in the world and reflect on the good news that is generally missed in the main media.
Health In the last month, over a billion COVID-19 vaccines have been administered globally, more than 30 million a day. Almost a third of humanity has now been reached and by the end of the year we will have dosed half the people on earth: the single most extraordinary public health achievement in history.
Climate Change Last months IPCC climate report made grim reading, but there are also reasons for hope. Clean energy is now way cheaper than dirty energy, making climate change a solvable problem. Nations no longer face the tradeoff between climate disaster or material and economic growth.

Other good news pieces • In Mozambique, hundreds of thousands of people just gained access to clean water and electricity following the completion of a project in the central province of Manica. • In the Democratic Republic of Congo, tens of thousands of former child miners are now attending school, two years after the government made primary education free for all. • In Indonesia, one of the world’s biggest palm oil growers has announced a plan to rehabilitate an area half the size of New York to begin to repair areas it’s past cleared of rainforests and peatlands. • The World Heritage Committee removed the Salonga National Park, Africa’s largest protected rainforest and home to 40% of the Earth’s bonobo apes, from its list of threatened sites. • Sierra Leone’s parliament has voted unanimously to repeal the death penalty, making it the 23rd African country to prohibit capital punishment. • India’s government recently re-affirmed its commitment to banning all single use plastic from next year. • Recent sightings of the North Pacific right whale offer hope that one of the rarest of the large whales may finally, be starting to recover. • In Spain conservationists are reporting there are now 1,100 Iberian lynx in the wild, thanks to one of the most successful reintroduction programmes of all time. • Nepal has released new data showing the number of tigers in the country has almost doubled in the past ten years. BUSINESS SECTION Support for Queenstown Lakes Tourism businesses announced
Community Trust South funds bounces back
Business support for tourism operators in the area can be accessed from this week, with Otago Regional Business Partners Network to lead engagement with businesses while QLDC holds responsibility for the contract.
Skyrocketing investment markets have enabled the Te Pou Arataki Pounamu o Murihiku / Community Trust South to add more than $38 million to its assets in FY21.
Tourism Minister Stuart Nash has announced details of how businesses can apply for support under two initiatives from the $200 million Tourism Communities: Support, Recovery and Re-set Plan.
• The first initiative will provide professional one-to-one support and tailored advice to help businesses adjust to the impact of COVID19. • The second initiative offers further grants to help put that advice and planning into action, to suit their own circumstances. The $20 million tourism business support scheme offers grants up to $5,000 per business for expert advice on planning in response to COVID-19. A further grant of up to $5,000 is then available to help implement the plans and advice. The Tourism Communities Plan is a two-year programme of both short-term support, and longer-term transformation of the wider tourism sector. Opens platform allows customers to buy, monitor, and claim insurance online, through their D2C brand Huddle. Open also partners with businesses through a white-label solution. The company has a strong presence in Australia and is launching in New Zealand by year’s end in partnership with Tower.

The trust, which has handed out more than $186 million in grants over its 33-year history, last week announced its results for the financial year (FY) ending March 31, 2021. This year’s result is a strong reversal on its FY20 result, when it recorded a deficit after grants of $14.7 million, as the Covid-19 pandemic threatened the global economy. The investment return for 2021 was 20.8%, for a total income of $38.5m after grants were allocated. That brings the total net assets back up to more than $256 million. Investment Committee Chair David Goble commented: “We are very satisfied to have achieved this positive result. “The result puts us in a good position for the future with significant progress having been made towards our capital re-build.” During the past year, the trust has provided additional funding to areas and organisations most impacted by Covid-19, including a Queenstown-based mental health programme, and continued to support organisations that needed it.

Boult’s call to help businesses in survival mode by Payl Taylor
Extending the wage subsidy is top of the wish list for Queenstown mayor Jim Boult when he talked to Government last week. Boult’s held talks with Deputy Prime Minister and Finance Minister Grant Robertson. He made the case for more financial support for businesses in Queenstown Lakes, where for many revenue has dropped to zero but high fixed costs remain. With the emergence of the highly infectious Delta variant, moving down alert levels is unlikely to create the immediate bounce back for the tourist town that other parts of the country and economy will enjoy. And the reopening of the trans-Tasman bubble now seems unlikely any time soon.
Some upcoming events designed to draw visitors into the region should help, including Crankworx. The council is in talks with NZ Cricket, Super Rugby and A League Soccer about hosting games later this year and early next year. Destination Queenstown is dishing out $8 million to support events in Queenstown Lakes and the region, through the Major Events Fund “Currently on my list of things to do is to go back to Government and look for a continuation of that fund after the existing funds are exhausted,” Boult said.
“The best thing Government could do is to continue to wage subsidy beyond level two to enable businesses just to survive a bit longer...” Boult said. He was speaking to more than 120 Queenstown businesspeople, on a Queenstown Chamber of Commerce zoom webinar last week. Continuing resurgence payments, support for small businesses and more clarity around safe travel and border openings were also on the wish list. “Understandably they are reluctant to commit themselves, because who knows what happens, but at least let’s get some criteria around that.” When asked, Boult said he doesn’t expect Aucklanders will be able to travel to Queenstown in the next school holidays, which begin October 1. “Crystal ball, purely a guess, no I don’t. That’s depressing but I think it’s reality.” He hoped, however, that the ski fields could be back operating under alert level two sometime this week, although for a limited market. “Our thoughts at the present time are about assisting business to stay in business until Christmas time, when we hopefully will see a significant increase in domestic tourism,” he said “The reality of it is that’s about our major card at the present time.”

Council now has $30 million in its bank account from Central Government for the Kick Start fund to support businesses to scale up for the return of Australian visitors, and $1.4m to administer that support. But that’s on hold. Details of one advice grants scheme was also confirmed. But the main focus is working to get the border open again, which will require a mass uptake of vaccinations. “So can I ask, plead with you, get yourself vaccinated and encourage your staff to do so. “I know that not everyone agrees with vaccination but it is our best hope to get international visitors here again.”
Gardening Tips TRY TAMARILLOS If you’re up to trying something a bit different this spring, then tamarillos might be the answer. Tamarillos, tangy and sweet and often compared to Kiwi fruit, tomato, guava, and passionfruit, they’re the perfect addition to a fruit pie, eaten on its own or roast with a bit of cinnamon and vanilla and serve with some fresh vanilla bean ice-cream. Spring is the ideal to plant tamarillo’s when the risk of frost has passed, and the weather has started to warm up. They thrive in full sun and well-drained soil, it’s also important to make sure that they’re sheltered from the wind and any frost. If you’re not sure if your soil is free draining, mound your soil up to raise the roots up. Tamarillo plants are shallow-rooted and like passion fruit will need support. If you’re planting one tree, stake it straight away, if you’re planting three trees together Edible Garden recommends tying the three plants together to give them extra support. They usually grow up to 3m tall so they’re a great option for most NZ gardens as they don’t require much space plus you can grow them in pots too!
A light frost will naturally prune your trees, if you don’t experience frost then your tamarillo trees need to be pruned around spring, fruit grows on new spring growth so cutting them back will encourage fruiting as well as help the tree maintain its shape. Remove any old and deadwood. Tamarillos are quite susceptible to mildew and whitefly. You can treat mildew and whitefly with natural remedies such as spraying liquid seaweed or mixing a teaspoon of baking soda in 1l of water and adding a bit of dish soap. It’s also important that you keep weed under control, not only do they suppress growth but they may harbour some unwanted guests or fungal disease. After about 18- 20 months you should start enjoying, meaning you won’t have any fruit until after their second year of planting, but trust us when we say, it’s totally worth it! Happy Gardening! Prep your soil by adding a fresh layer of compost and dig in some organic matter such as sheep pellets. Once that’s done and you have your seedlings, plant them about 1.5m apart and give them a good watering. Tamarillos are fast-growing and need regular feeding to get large and juicy fruit. We recommend keeping your trees actively growing throughout the season by watering regularly especially during the dry season, feed them with some Tui citrus food and retain moisture by applying a layer of mulch.

Steps:
1. Mix spices together in bowl 2. Place pork cut in slow cooker and rub with spice rub (1/2 of the rub on each side) 3. Cut up white onions and green capsicum to chuck in the slow cooker 4. In blender, blend salsa ingredients and pour over pork in slow cooker 5. Place on low heat for 6 hours 6. Remove pork from pot and place on pan, peel off as much fat as you like and pull pork with forks 7. Place pulled pork back into slow cooker with veggies and oils 8. Add the pork to any dish you like: tacos, tostads (pork and cheese on tortillas in the oven), taco bowls, burritos, etc.

COMMUNITY NOTES September 8th International Literacy Day The International Literacy Day takes place this week on Wednesday September 8 to raise awareness and concern for literacy problems that exist within our own local communities. It was set up in 1966 by UNESCO “to remind the public of the importance of literacy as a matter of dignity and human rights.” International Literacy Day brings ownership of the challenges of illiteracy back home to local communities where literacy begins, one person at a time. Although much progress has been made in improving literacy rates in the more than fifty years since the first International Literacy Day, illiteracy remains a global problem. There are thought to be more than 750 million adults around the world who cannot read. The scourge of Illiteracy spares no nation or culture on earth, including in our region. While most of us take literacy for granted, the ability to read and write, it may seem incredulous to learn there are people living and working in your own community who cannot read this article, are unable to read a book, a restaurant menu, a road sign, a voting ballot, a prescription label, or even a cereal box. Can you imagine navigating modern-day life without the basic ability to read and write? Wiping out illiteracy in every local community around the world is what International Literacy Day is all about.

September 19th - Suffrage Day The day New Zealand women made history In 1893, New Zealand became the first nation in the world to grant women the right to vote. Suffrage Day (September 19) remembers that day as a significant one in our history and putting NZ firmly as a global leader on social issues.
On 8 September, the bill was passed by 20 votes to 18. More than 90,000 New Zealand women went to the polls on 28 November 1893.
Lord Glasgow, signed a new Electoral Act into law, back in 1893 giving women the right to vote in parliamentary elections for the first time. Women in most other democracies – including Britain and the United States – had to wait until after the First World War to also gain that right. The Act was the culmination of years of agitation by the Women’s Christian Temperance Union (WCTU) and other organisations which included a series of massive petitions to Parliament, which together were signed by almost a quarter of the adult female population.
Even so, women had a long way to go to achieve political equality. They would not gain the right to stand for Parliament until 1919 and the first female MP was not elected until 1933. Women remained under-represented in Parliament, until 2020 when 57 of the MP’s elected were female making up 48 per cent for the first time.

Arts+Culture New festival promises powerful musical experiences at intimate venues By Bethany Rogers
An electric new music festival will make the most of the region’s best intimate venues. At World’s Edge Festival (AWE) is bringing New Zealand’s top chamber music performers to the Queenstown Lakes region this October (15th – 17th). Put together by celebrated violinists Benjamin Baker and Justine Cormack, the three-part festival will be held across Queenstown, Cromwell and Wanaka. “Benjamin and I have harboured this dream for a long time now to set up a chambre music festival in the Queenstown Lakes area,” explains Justine. “The area is ripe for this sort of thing in terms of people wanting to come here, but also that we need more cultural goings-on here. We realised we had the same dream about three years ago and since then we’ve been plotting to turn that dream into a reality. Since then, we’ve seen all these cultural shoots coming up – it’s so good to see and it’s the perfect timing.” Justine, who is based in Cromwell, has been part of chamber music festivals around the world. She says intimate venues in gorgeous locations are key to the format (Aspen Music Festival being a famous example). Suitable venues are often difficult to come by in the Queenstown Lakes region. But the area’s small but acoustically excellent venues are perfect for chamber music, which is designed to be performed in an intimate setting. “Small venues are where chamber music is at its best. As an audience member you’re practically in it. The experience is very intense and very personal. It’s not going to work in the Auckland Town Hall, for example. Acoustically, it’s great but it’s too big for chamber music. You want to be right in there. “For classical music, you want reverberation. It’s different to what you’d want for theatre or events that use sound systems. We wanted to use venues that are gorgeous and have excellent acoustics for chamber music; that’s really important for what we do.
“Rippon Hall is perfect, as a performing musician you just know it the moment you walk in. “I’ve played at the Memorial Centre before and we’ll be playing on the wooden floor, not the stage. It’s beautiful set up that way, the wooden floor really reverberates. “And I live near Cloudy Bay. I’d spotted the barrel room before and I have had my eye on it as a venue for a while!” Top classical musicians from across the country (as well as returning Kiwis like Benjamin) will perform together at the festival. “The idea is to bring musicians from all over and have an intense time together. When you bring together people who haven’t played together much before you get this really fantastic energy… it’s a very different vibe to watching a chamber group who’ve been together for years. “In chamber music, you really get to experience an individual musician because you hear them in absolute clarity. You really get a strong sense of them as a performer.” The programme includes solos, duets, quartets and quintets for stings. Music by Felix Mendelssohn, Robert Schumann, Johannes Brahms, Clara Wieck and Reena Esmail will be performed. New music by sought-after New Zealand composer and festival composer-in-residence Salina Fisher will be unveiled too. The festival has been designed as a ‘journey’ so that music fans attending all three events will get the most out of the material on offer. “There are all sorts of fascinating connections musically and thematically. People can attend events individually, but we really want people to jump on whole hog and experience the full journey. […] With engaging programmes, beautiful sounds, beautiful surroundings, AWE is going to be a feast for the senses!” “We are really keen to bring a whole new audience to classical chamber music. Through my whole career, it has always been really clear to me that the barrier to classical music is getting people through the door. What rights do NZ children and their parents have when giving consent to be vaccinated? by Claire Breen, Professor of Law, University of Waikato With the government’s announcement last week that 12–to-15-year-olds can now receive the Pfizer vaccine for COVID-19, New Zealand has joined a growing list of countries expanding their vaccination rollouts. A Ministry of Health survey in June found 58% of caregivers were likely to allow their 12–to-15-year-old children to be vaccinated, up from 55% in May. The survey also found the number of parents who had decided not to vaccinate their children had increased slightly. Parents’ key concerns were the vaccine’s safety in children and its long-term effects. So, while the Pfizer vaccine has been given provisional approval by Medsafe, the rollout still raises the important issue of what New Zealand law says about children’s consent to medical treatment.
Who can give consent? The Care of Children Act provides that a child over the age of 16 can give or refuse consent to medical treatment. However, this does not mean all children under the age of 16 cannot consent to medical treatment. Key to this is how competent a child is to make such a decision. There is no defined age at which any person may be regarded as competent, but the Code of Health and Disability Services Consumers’ Rights (which originates from the Health and Disability Commissioner Act) provides some guidance. This states that everyone – adult or child – is presumed to be competent to make such decisions unless there are reasonable grounds for thinking otherwise.
Are children competent to consent? When it comes to the Care of Children Act, the view of the New Zealand courts follows a British case in which the House of Lords decided a child under 16 was legally competent to consent to medical examination and treatment — if they had sufficient maturity and intelligence to understand the nature and implications of that treatment. Similarly, under the New Zealand code, if a health professional is satisfied the young person fully understands what is involved with the treatment, then the young person can consent.
When it comes to consenting to vaccination, a health professional must be satisfied the child understands why it is necessary and the reasons for it. They must also be satisfied the child understands the risks, benefits and outcomes involved. Equally, everyone can refuse medical treatment under the New Zealand Bill of Rights Act, including children. However, the courts have also decided this applies only to those who are competent and who fully understand what is involved in making the decision. The courts only tend to override the views of the child in serious, usually lifethreatening, situations.
Respecting the rights of children More broadly, vaccination or immunisation is part of the general human right to the highest attainable standard of health, which includes the right to be free from non-consensual medical treatment. This right must be balanced with the state’s obligation to prevent and control disease. The United Nations Convention on the Rights of the Child contains important provisions concerning consent to medical treatment, including: • the child’s best interests should be a primary consideration in all decisions, and in the resolution of conflicts between parents and health workers • the child’s right to freely express their views is protected, and the child’s views are also central in determining what is in their best interests (two principles reflected in the Care of Children Act) • every child has the right to life, countries must do all they can to ensure the survival and development of the child, and this should be part of any assessment of what is in the child’s best interests. These provisions also occupy a special status within the convention as guiding principles. Adhering to these principles can also help prevent violations of other rights, such as the child’s right to health.
Striking a balance The convention also seeks to balance parental rights and responsibilities in guiding children with their own developing ability to make important decisions about their health and well-being. It is essential, therefore, that children, parents and health workers have adequate guidance on who can give consent and what rights everyone has. Concerns about vaccination safety are natural, and access to reliable information about the vaccine is important for children and their parents. It’s particularly important to be transparent about possible side effects — of the vaccine, but also of COVID-19 itself. Respecting the overall right of children to participate in making decisions that affect them is the best way to navigate these complex situations.

Te Hau Toka Southern Lakes Wellbeing Group has shared some mental health and wellbeing initiatives to help ride the waves of Covid uncertainty. Here they are in full:
NEW! Traffic Light guide for looking after your wellbeing Te Hau Toka has put together a ‘traffic light’ guide to looking after your wellbeing. It covers tips for what to do in an immediate mental health crisis (red), extra support (orange), and keeping well (green). Please feel free to share this far and wide. It’s available to download from the QLDC wellbeing page and the Southern Health website. Printed copies will be available around the district when COVID allows. There’s a host of information about local health and social services online.
NEW! Te Hau Toka Wellbeing Facebook page Te Hau Toka has launched a new Facebook page last week to share regional health/wellbeing news and tips with our Central, Southern Lakes and Fiordland communities. Follow us @tehautoka.
Mental health awareness We had been working with community groups and organisations around the district on a month-long programme of wellbeing activities but… sigh… COVID. So, for now, those in-person events are postponed and we’re focusing on what we can do support each other at a safe distance. Uncertainty over the immediate future pauses local job market. As the tourism market reacted, initially to the cessation of the Trans-Tasman bubble and then collapsing with lockdown from mid-August, so did the local job market.
The Jobfix.co.nz August results have just been released with a 33% drop in jobs available in Queenstown across August, from the month prior. The jobs market was already slowing as the Trans-Tasman bubble pause took affect. A decent dump of snow however attracted a sizeable domestic market especially from Auckland that helped fill some of the gap holding up the job openings available especially in Food and Beverage. With the arrival of Delta into NZ the domestic market also headed home and Queenstown responded immediately with most businesses freezing all hiring until there is a clear pathway forward. Jobs available in early August were dropping by 25% from July and the second half continued the trajectory with a further fall of 66%.

While the overall numbers are similar to previous years the market however is all over the map and certainly the historical seasonality has not returned and is unlikely to do so until borders re-open and some level of certainty prevails.
August Summary Unsurprisingly the accommodation sector stopped looking for staff with job openings sliding 66% in early August and then once the lockdown occurred a further 98%. Food and Beverage, retail and non-tourism related categories held up well before dropping 71% post lockdown. Construction, recognising that post L4 will quickly get back to work showed the greatest resilience to the early days of lockdown only dropping 28% from July. Until we get back to at least L2 the jobs market is expected to remain very quiet. Year to date numbers Overall, the jobfix.co.nz year-to-date numbers are in line with last year with most categories returning to similar numbers as 2020.
