Blink and you’ll miss it news flash! QLDC has opened a formal submission period for how we vote for Councillors in local government elections. One aspect of the recommendation is to increase the number of QLDC Councillors from 10 to 12. As someone with first-hand knowledge, I can tell you the “part time” role of a QLDC Councillor is far from part time in commitment levels. It is a very busy organisation that needs continuous input from its governance team. An increase in numbers may well spread the workload, but with respect for the important governance role these community representatives do, you might think we need less politicians in the QLDC not more. Well, don’t just think it, email your opinions to letstalk@qldc.govt.nz Whatever the final number of Councillors and how they are distributed, this review is particularly critical to the people of Arrowtown being the smallest ward in the QLDC and in serious threat of being absorbed into the wider growth areas that stretch all the way to Jacks Point. Do Arrowtowners want to keep their dedicated Councillor with a strong voice for Arrowtown issues. Or have a bigger say in the politics of a larger ward that might include the Arrowtown Preschool and Rugby Club catchments of Arthurs Point, Shotover Country and Lake Hayes Estate. But this is not all about Arrowtown. How do you see your community fitting in with other communities of interest under the new proposal? Exactly what communities are we talking about here, referred to under the Local Government Commission as “Communities of Interest”? The QLDC plan is to split the Whakatipu Ward into two, creating a new 3 councillor Kawarau Ward encompassing the vast residential developments from Lake Hayes Estate, Shotover Country, Hanley Farm, Jack’s Point to Kingston. And the Whakatipu Ward with 4 councillors covering the rest of the Whakatipu Basin. If you live in Arthurs Point, what common interests do you share with Shotover Country? And what does Shotover Country share with Jack’s Point? Do you travel between these communities for work, for sporting reasons, schooling? Or is the only thing you have in common the shared personality trait of being generally nice, happy, caring people living the dream in the wider Whakatipu? Maybe this review process is trying to be too tricky and the Whakatipu, despite our population growth is just too small to divide into 3 separate wards. So many questions - therefore public feedback is so important. Because having the ability should you wish, to reach out and connect with our representatives and to know them as real people living in our communities is vitally important to achieving the outcomes you want for our region over the years to come. Arrowtown review
Under the Local Electoral Act 2001, local authorities are required to review their representation agreements at least once every six years.
Public consultation begins this week on plans to change Queenstown Lakes’ council wards.
The review considers a number of things including how many councillors are required, geographical boundaries of wards, names of those wards, identifying communities of interest, and if community boards should be established or retained. The role of Mayor is not part of the review.
The representation review could have seen Arrowtown finally lose its own dedicated councillor, with the town subsumed into a large Kawarau Ward stretching from Arthurs Point to Lake Hayes Estate, Gibbston and Kingston.
Formal community consultation will take place from 5 July until 6 August 2021. Submissions will be heard in Queenstown on 26 August and in Wanaka on 27 August. The final outcome will take effect for the October 2022 local elections.
But some passionate lobbying from prominent Arrowtowners in the public forum of Queenstown Lakes District Council’s full council meeting, on Wednesday, saw an alternative plan put out for consultation.

Speakers included former Arrowtown councillors David Clarke, who is director of Lakes District Museum, and Scott Stevens, co-owner of Lakes Weekly Bulletin (see editorial). Arrowtown resident Peter Robinson told the meeting Arrowtown had always been self-contained since it was established in 1862, the same year as Queenstown. He said the historic town, this year’s most judged to be New Zealand’s most beautiful town, was being thrown in to a single ward of “far flung exclusively residential suburbs” with “no common community of interest”. “Sweeping away over 150 years of direct representation without any input into the development of options is a fundamental breakdown of the democratic process.” He said advertising of the review was extremely limited and the process failed to ensure representation from the community. The fresh proposal sees the current system - a Whakatipu Ward with six councillors, Arrowtown Ward with one, and Wanaka Ward with three, a Wanaka Community board and a mayor - scrapped. Instead, there would be four wards: Whakatipu, Kawarau, Arrowtown and Wanaka-Hawea. Residents would elect 12 councillors and a mayor. There would be four councillors representing Whakatipu and Wanaka-Hawea, three for the new Kawarau Ward, and one for Arrowtown, which would retain its ward boundaries.

$66 million roading project underway by Paul Taylor
Construction of Queenstown’s new downtown arterial road has officially begun, 29 years after it was first proposed. MP for Te Tai Tonga, Hon Rino Tirikatene, and Queenstown’s mayor Jim Boult turned the first sods at a ceremony at a chilly Paddy Burton Memorial Park, off Frankton Road, last Thursday. Stage 1 of the arterial roads project will run along Melbourne Street, behind the Millennium Hotel, and cut through to Henry Street. Both roads will be significantly upgraded in the $66 million project, funded by central Government through its Shovel Ready fund, and Queenstown Lakes District Council. Stage two and three, running from Gorge Road to Fernhill roundabout, will follow over the coming years. Boult told the audience stage one of the project will remove much of the traffic off Stanley Street.

We know Tahuna has been deeply affected, and that is ongoing, but we are determined and have been driving a lot of support to this community and want to ensure that continues through the construction and completion of these roading projects, which will be there for generations to come to the benefit of this great community.” The Shovel Ready fund has contributed $50m to the project, with the rest coming from QLDC. Ka Huanui a Tahuna will work on four projects; the downtown street scape upgrade, stage one of the arterial road, upgrades to State Highway 6 and 6A, and the push towards active transport across the district. This morning’s ceremony included a Maori welcome and performance by St Joseph’s Kapa Haka group.

Mayoral update By Jim Boult
Most of you will know that Council has recently been consulting on the future development of the northern side of our beloved Ladies Mile. This has caused quite a lot of contention around the district – understandably so for a variety of reasons. The comments herein are my own personal views and should not be taken as a Council view point. It is simply how I see things. I’ve lived at Lake Hayes for coming up 40 years. This was long before Shotover Country, Lake Hayes Estate or the Country Club were developed. In those days Ladies Mile was effectively a drive in the country. As we all know however, things never stay the same and we now have the southern side of Ladies Mile, pretty much fully developed. Land owners on the northern side understandably wish to do the same. A couple of years ago Council rejected a number of proposals for development in the area on the basis that it would see piecemeal development rather than a cohesive planned development of the area which would include amenities such as a shopping area and schools. It would also ensure that a roading system existed through the area linked up and was public transport friendly. Council staff undertook much work in this regard and in general, it’s very good. However, I’ve said it before and I’ll say it again, I cannot personally support any further development in the area until Council, Waka Kotahi NZTA and ORC can collectively deliver a transport solution that addresses the needs of a growing community.

Recently, I took 22 minutes to travel the length of Ladies Mile. Some say to me that if you lived in Auckland that would be perfectly acceptable. We don’t however live in Auckland and those of us that live here expect better. The current proposals to address the congestion call for far greater use of public transport and active transport – walking and cycling. I’m a 100% supporter of public transport and think our $2 bus system is excellent. However, the reality is that it is going to take a very long time to shift people from private vehicles to public transport. Travel is of course one of our biggest challenges. It is a major contributor of carbon emissions in the district, so we not only need to deliver a sustainable transport system, but also as individuals we need to rethink how we choose to travel. One of the key aspects of the draft masterplan is that urban density will better support public transport, while delivering schools, employment and retail activity into the Ladies Mile area reducing travel demand. That’s entirely correct. However, there’s no point in saying that development should take place and then find a solution to the transport issues – it absolutely needs to be the other way around. The land on the northern side of Ladies Mile is owned by individual developers and they are entitled to pursue development on their own account. If Council’s plans do not come together then individual owners will pursue their own developments. For that reason, it is essential that we resolve these transport issues with haste. I say again, these are my personal views and not reflective of elected members or council generally. I do not wish to see an inevitable further deterioration of travel times and grid lock.

COMMUNITY NOTES Parkrun

Parkruns are free, weekly, community events that take place all around the world, including weekly 5k parkrun events every Saturday morning in both Queenstown and Wanaka. parkrun is a volunteer-led free, weekly, timed 5 kilometre run or walk that takes place all over New Zealand and the world. There are currently 34 events across New Zealand. It’s a beautifully simple concept: turn up every Saturday and run or walk 5k. It doesn’t matter how fast you go. It doesn’t matter what you’re wearing. What matters is taking part. There are parkrun events each Saturday at more than 2,000 locations in 22 countries across five continents. Each event is based in a unique location like a park, beach, or promenade. All events are organised by a group of wonderful, dedicated local volunteers. The Queenstown event takes place in Queenstown Gardens and Wanaka starts and finishes at the Wanaka Station Park. Both events start at 9am in winter and 8am in summer. parkrun is all about inclusiveness and wellbeing. It is a positive and welcoming experience where there is no time limit, and no one finishes last. All participants feel part of a real local community brought together by the love of running and belonging to one global parkrun family.
It’s why parkrun’s are never more than 5k – it’s a distance that anyone can complete (even if some of us are walking by the end…) And it’s why the format of parkrun is so simple: register once, then turn up and take part wherever you want, whenever you want. Many people who have become fans take part at a parkrun wherever they are on a Saturday. Parkrunners love any reason for a fancy dress parkrun, especially at Halloween and Christmas. Queenstown will even have their first ever Winter Pride rainbow themed parkrun on 4th September this year. Everyone is welcome to come along, whether you walk, jog, run, volunteer, or spectate. Every week there is an open invite for everyone to join the parkrun crew for a post-event coffee at Yonder in Queenstown and the Edgewater Resort in Wanaka. Registration is completely free and only needs to be done once! Simply complete the registration form on the website, print your barcode and head down to the starting line. Camp Street Road closure update Good progress is being made on installing wastewater pipes along Camp Street and the project is on track to finish on time. The next stage kicks off this week as the works move further down the street which will see lane closures and detours as shown on the map. Access to Earl Street is via Shotover St > Rees St > Church St > Camp St. If you need to drive into town, QLDC recommend either parking outside the town centre and walking in or taking the bus. Otherwise, please allow extra time and follow all detour signage in place.

Hotops Rise: Public consultation for the chop? by Paul Taylor
Friends of Queenstown Gardens say there’s still been no proper public consultation over plans for a four-metre-wide bike path through Hotops Rise. The Friends raised concerns with Queenstown Lakes District Council (QLDC) after many trees, including Douglas Firs and natives, were earmarked for removal in the popular reserve land between Camp St and Park St.
“These have been the basis of further informal conversations with the Friends of the Gardens during which they did raise concerns about the tree removal. “We will soon be consulting a wider range of stakeholder groups and the community on the replanting plans. Plans for this process are still being finalised and you can expect to hear more about this in the coming weeks.”
QLDC agreed to stop work and have another crack at the plans.
But Friends chairman Jay Cassells says at a recent meeting the council presented “very similar” plans again, after dismissing two alternatives, and since then work appears to have continued. “It seemed to some of us that they’d just gone away to improve their case and are now embarking on box-ticking exercise,” Cassells says. He says the Friends’ offer of free community and expert input had previously been declined. The ‘active transport’ route, from Park St into downtown, is part of the $52 million Queenstown streetscape project, which received $35m Shovel Ready funding from Central Government, with the balance funded by QLDC. While there has been public consultation on the town centre masterplan and 10-year plan, there’s very little detail on the concrete path itself, including what it will cost.

“The public needs to know how it’s going to run through the town and where to,” Cassells says. “There’s the prospect a great many other trees are going to be felled along the route. We’re getting very close to that quote of destroying the village to save it.” Cassells is concerned the project will be presented as a fait accompli when the public finally gets to see it, too far along for any meaningful contribution to be made. That’s something QLDC has come under fire for on other projects, notably Lakeview and Ladies Mile. Council spokesman Jack Barlow says QLDC designed the cycle and pedestrian path in March 2019 and shared the drawings with “a range of people for feedback”. “The general consensus was that while it was a shame to lose some trees in the area, most of them were Douglas Fir or in poor health, and the reasons for doing so were acceptable,” he says. But, at the construction stage, arborists realised once they started removing the trees, the root structure and safety of others would be affected, and other native species would need to be removed. So, the project was paused. “Since then, we have considered alternative alignments for the path and developed a wide spread native replanting plan.

I’m glad you have asked about one of the mistakes lots of people make about horses. It’s true they do have an amazing ability to sleep standing up. But they do also sleep lying down. If you’re a horse, you need to be able to do both. I’ll explain why. Why should horses be able to sleep standing up? Horses first evolved in open plains. As a prey species (one that other animals eat), they needed to be able to see quickly if another animal that might eat them (a predator) was nearby. Being able to rest or sleep standing up meant they could get their rest, but if they saw a predator, they could quickly run away. That’s one of the reasons horses run so fast - to get away. The early horses that ran the fastest were more likely to survive.

The most interesting part of horses resting standing up is how they do it. In horses there is a special arrangement of muscles and the parts that connect muscles and bones together (ligaments and tendons). This is called the stay apparatus. The stay apparatus means that horses can stand on three legs and rest the other leg. They can change the leg they rest so all of their legs get a chance to have a break. A horse can weigh more than 500kg so their legs need a rest! Even though they can sleep standing up, scientists think horses still need to lie down and sleep each day. Your sleep is not the same all night. Everyone goes through different stages of lighter and deeper sleep, and horses are the same. The deeper stages of sleep are only seen in horses lying down. Both horses and humans need to go through deeper stages of sleep for our brains to work properly.

Both the Bible and the Quran are full of mentions of the Judean date palm, which was praised for the beauty of its tree and the taste of its fruit and forests of Judean date palm trees once covered ancient Israel, from Lake Galilee to the Dead Sea. The fruit of the tree symbolised life and prosperity and was praised in ancient literature for its unique medicinal properties. But the dates of Judea were made extinct by the Middle Ages and had vanished entirely, likely the victim of the Roman Empire and Crusades in the region.. Now a team of scientists has succeeded in resurrecting the ancient tree. During the 1960 excavations at the famous fortress next to the Dead Sea, Masada, archaeologists discovered date palm seeds. Fast forward to the early 2000s when Dr. Sarah Sallon, a pediatric gastroenterologist went poking into an ancient archive looking for information on natural medicine. Dr. Sallon retrieved a few Judean palm seeds from the Masada expedition, and together with Elaine Solowey, an expert in desert agriculture, planted the seeds in pots, coaxed them along with plant hormones and an enzymatic fertilizer, and sat back. Within weeks, one tiny shoot emerged, and Ms. Solowey named it Methuselah after the biblical and Islamic patriarch. Once Methuselah grew into a tree, Ms. Solowey used genetic testing to determine that the plant was indeed a male, and thus would not produce fruit. Methuselah was in danger of being the only one of his kind until at the same site in the Judean desert where the Dead Sea Scrolls had been found, around 30 Judean palm seeds had also been found. These were then planted between 2011 and 2014. Six of the new seeds sprouted, one, called Hannah was especially amazing since the seed was carbon-dated to between the first and the fourth centuries BCE, making her one of the oldest seeds ever to have been germinated. Hannah grew for six years, then flowered and to be the father, and after a wait of over 2,000 years, the Judean date was reborn.
Bruce Springsteen ushers in Broadway’s return
Last week, “Springsteen on Broadway” became the first full-length show to take the stage since the Covid-19 pandemic forced performances to shut down back in March 2020. Broadway, NYC’s cultural soul had been shut now for more than a year with boarded up windows and empty streets, and it was ‘The Boss’ who called Broadway back to life with his gruff and guttural rasp, the first to echo across a Broadway stage to an audience in 471 days. There was no choreographed musical numbers, no enchanted sets. The show just consists of the man alone onstage. “It’s great to see everybody here tonight,” he told the capacity crowd of 1721 at the St James theatre, after opening up with “Growin’ Up” and slightly re-worked remarks about his youth. “Un-masked, sitting next to each other in one room. It’s a long time coming. It’s a big time thrill. What a year. Seventy-one years on the planet and I’ve never seen anything like this past year. NYT

Arts+Culture A wintery weekend of comedy Remarkably Funny’s got a whole weekend of stellar comedy lined up for 10th – 11th July 2021. It starts with a gig featuring award-winning Irish comedian Lolsy Byrne at Coronet Peak. “It’s possibly New Zealand’s highest-altitude comedy show ever (excluding the odd show on planes”, says comedian and Remarkably Funny’s top admin man, Tim Mueller. Lolsy’s best known as the star of The TRY Channel, which features Irish comedians reacting to weird foods (like American breakfast cereals). She’ll be performing at the ski Tim Batt field alongside local talent, including Coronet Peak’s own Hugo Huntington. “It’s a short, sharp hour of comedy in-between the day and night skiing programmes. So it’s the perfect bit of downtime, or entertainment on arrival,” says Tim. “People go to ski fields to have fun, so it’s a great venue. Coronet Peak put lots of events on so we saw it as an opportunity to get involved and have a really good comedy event somewhere a bit different. […] I’m sure they’ll be some snow-related banter too.” The 11th July show at The Crown (Murchison Rd, Frankton) is “at the opposite end of the comedy spectrum”, featuring two solo shows. Tim Mueller will perform his solo show ‘100% Happy’ and two-time Billy T Award nominee Tim Batt will do his show, ‘Classy Warfare’. “My show is about happiness within the family, it’s comedy, but there is a serious message,” says Tim (Mueller). Batt’s ‘Classy Warfare’ is about laying blame at the feet of entitled Boomers, apathetic Xers and an anxietyridden Gen Z. “The Crown is another really nice venue, it’s the first time we’ve done comedy there and we’re looking forward to breaking it in. New Zealand will have to maintain some border controls and public health measures until a high proportion of the population is vaccinated, according to our latest modelling study, released today as a pre-print ahead of peer review. For the alpha variant of COVID-19, our model estimates around 80-85% of the population would need to be vaccinated before we can completely relax controls. For the more transmissible delta strain, which is currently causing problems even in parts of the world with high vaccine coverage, we would need to reach 97% of the population. New Zealand’s rollout uses the Pfizer-BioNTech vaccine, one of the most effective vaccines yet developed. At this early stage, only around 8% of the population are fully vaccinated. But the vaccination rate is set to ramp up in coming months and the government has committed to offering the vaccine to everyone by the end of 2021. The good news is that increasing levels of vaccination will protect some of our most vulnerable groups from COVID-19. It will also make maintaining an elimination strategy easier and allow the country to gradually move from relying on population-wide interventions like lockdowns towards more targeted controls like contact tracing.
Population immunity threshold One of the biggest benefits of vaccines is they don’t just protect the individual. They also contribute to collective immunity of the population by reducing the number of people who can spread the disease. In a mathematical model like ours, there is something called the population immunity threshold (also known as “herd immunity”). It represents a theoretical point in the vaccine rollout where we could relax all restrictions and public health measures and only see small, occasional outbreaks. This differs from country to country, depending on the population and how people live and work, and it is higher for more transmissible variants. Until we reach this threshold, relaxing controls completely would risk serious health impacts, including potentially thousands of deaths. This shows New Zealand will need very high levels of vaccine coverage to protect the population. But we shouldn’t turn these numbers into a target. Firstly, there is still uncertainty in the data. Our study used recent data from the UK on transmissibility and vaccine effectiveness. But with a shifting mix of new variants, the picture is evolving rapidly. Secondly, models are always based on simplifications. We
used a national model that assumes vaccine coverage is evenly distributed across the country. In reality, regions or communities with lower than average vaccine coverage will remain at risk, even if we have theoretically reached population immunity at a national level. Finally, reaching population immunity is not an all-or-nothing goal. The higher the vaccine coverage we can achieve, the more protection we will have and the easier it will be to control outbreaks with measures that don’t require full border restrictions. Everyone who gets vaccinated is doing their bit to get New Zealand back to life as normal as possible.
COVID-19 won’t go away quickly While the vaccine rollout is still in progress, elimination remains the best strategy for Aotearoa. Keeping strong border controls and stamping out any outbreaks protects people who haven’t yet been vaccinated or can’t be for medical reasons. The vaccine makes elimination much easier to sustain. As more people are vaccinated, any outbreaks that do make it across the border are more likely to fizzle out on their own. Outbreaks that don’t run out of steam become easier to control, allowing a gradual shift away from lockdowns towards more targeted measures such as contact tracing and case isolation. Health impacts will also be blunted. New Zealand is prioritising high-risk groups for vaccination, so the potential number of hospitalisations and fatalities will decrease. But COVID-19 is not going away anytime soon. Even with relatively high vaccination rates, the delta variant is causing another wave in the UK. It’s clear countries around the world will continue to struggle with the virus until they reach high vaccine coverage. While being vaccinated means you are far less likely to catch the virus, no vaccine is 100% effective. A blanket border reopening before we reach population immunity, even if we only reopen to vaccinated people, would pose a high risk of an outbreak and threaten our healthcare capacity. Eventually, we will be able to relax border restrictions. This is likely to happen gradually, starting with a partial re-opening to low-risk countries, alongside public health measures such as testing and masks. As international travel resumes, it’s highly likely we will see cases and even outbreaks in Aotearoa. The best way to protect yourself and your whanau from those outbreaks is to get vaccinated.
