Continuing the Lakes Weekly candidate editorial series, this week we hear from Joseph Mooney - National Party We’re facing a once in a lifetime challenge here in Queenstown, as we continue our battle with Covid-19. Our economy has been hit hard and we need a strong National team to lead our country and our community as we rebuild. I was a child when a Labour government was elected in 1984 and proceeded to enact radical reforms that it had not signalled to its voters. Those abrupt reforms hurt a lot of people, my family being one. I vividly remember not having food on the table many times during that period. As National’s candidate for Southland, if I am elected, I want to do all I can to ensure no children in Southland have to go through this. I left school without qualifications and I’ve worked in various jobs over the years from being a rafting guide to on building sites. I decided to have a go at university as an adult with a young family and ended up with an honours degree in law. I’ve worked as a trial lawyer now for almost 10 years, the last five and a half years with my own law practice which I’ve built from scratch in Central Otago and Southland. I have had to work hard throughout my life to succeed, and believe from experience that equal opportunity, personal responsibility and reward for effort is the best path to building your own mana, taking care of yourself, your family and community. These values are what the National Party is about.

I know from my childhood that supporting businesses and the primary sector is the key to keeping people in jobs, and kids fed. That is exactly what we need to do again now. It is why the National Party policy is about supporting businesses and employment settings to keep businesses open and getting people into work. We’re incentivising businesses with policies like $10,000 to take on a new employee, offering a retraining plan as well as encouraging training providers to get people trained and into work in 12 months with a $4,000 bonus if they succeed. Right now, here in Queenstown, this is the sort of policy we need to help rebuild our region. We also plan to reintroduce health targets. If a DHB doesn’t operate on day surgery within 4 months they will be accountable and must arrange alternative surgery – this is huge for an area like Southland. Our policies also include 1000-day support for parents and kids, commitment to the infrastructure plan for Queenstown, 100,000 free counselling sessions for people suffering because of Covid-19 - the list goes on. Southland needs a National government now more than ever to help get us through the tough times ahead. I love this electorate where I live with my wife and our three children, it has been good to us and I would love to give back as the Member of Parliament for Southland. News Round Up A summary of major local news stories by Paul Taylor Post-Covid migrant welfare support extended
The nationwide Foreign Nationals Support Programme | Visitor Care Manaaki Manuhiri was originally slated to run until September 30, with a $37.6m budget, but has now been extended to November 30, 2020. To date, more than 7,000 people have received support from the across New Zealand, helping them access basic needs like food, accommodation and medical support. No cash payments are made.
2020 Ski season draws to a close - A quasi Travel Bubble opens, – Kia Kaha returns Queenstown approaches the end of 2020 ski season without any international tourists on the horizon. NZSki’s better-than expected season ends on Sunday, October 11, with the closure of the The Remarkables skifield, while Wayfare’s Cardrona Alpine Resort is due to close a week later on October 18. Coronet Peak closed last Sunday, although reopened for two ‘powder’ hours last Wednesday, to share the good snow with season pass holders. While domestic tourists have headed for Queenstown in their droves over the two school holidays since the pandemic closed borders, there’s still no real indication when internationals might return.
“We are really proud to have helped so many, but we know there are still people out there who are struggling, and we encourage them to check their eligibility and apply for support,” says Internal Affairs Programme Director Darryl Carpenter.
The New Zealand and Australian governments reached a deal last week that will allow people to travel from New Zealand to New South Wales and the Northern Territory from October 16, quarantine free on the outward leg.
“The intention of this Programme is to help people meet basic needs while they explore options to return to their home country or are able to secure alternative means of support for themselves.” Those eligible for support are visitors to New Zealand who are experiencing serious financial hardship, and as a result are unable to meet their own basic, urgent and immediate needs, have exhausted other options and have no current access to a flight home. Temporary migrants cannot obtain MSD benefits. “We are very pleased that the Government has decided to extend Visitor Care Manaaki Manuhiri through to the end of November 2020,” New Zealand Red Cross Project Lead Rachel O’Connor says. “While some of the people who received support in the first three months of the programme have now been repatriated, found work in New Zealand or alternative means of support, through our work on the ground we know that there are still significant and urgent humanitarian needs being faced by people on temporary visas in our communities. We are proud to be able to continue supporting them.” Much of this assistance is being made directly to third-parties, such as landlords or power companies. In-kind vouchers are also provided. QLDC’s effort helped more than 7,500 people in the immediate aftermath of Covid-19 restrictions - the majority migrants who had lost their jobs but were unable to return to their home countries. From March 26, it provided more than $1.5 million worth of support, in the form of supermarket groceries vouchers, clothes, firewood, blankets, with the scheme later expanded with government-funding to include accommodation and utilities bills support. There were 62 core QLDC staff, two Otago Regional Council staff, more than 80 volunteers and five contractors involved in the effort, before Te Tari Taiwhenua, Department of Internal Affairs, and New Zealand Red Cross took over.

But Prime Minister Jacinda Ardern says it’s still too early to allow Australians to travel here. Queenstown mayor Jim Boult said that was a big blow for the tourism sector, reported Radio New Zealand. “I don’t think Kiwis will be keen to go to Australia if they have to come back and isolate for two weeks when they come back,” Boult told RNZ. “Where’s the upside in that?” National leader Judith Collins doubts whether a two-way bubble will open soon. She would want an NZ border protection agency operating first. National launched its tourism policy last week. If it wins the election in two weeks, October 17, it would launch a New Zealand Tourism Festival to showcase the regions and encourage domestic tourism, allow hotels and lodges to act as privately run managed isolation facilities, and provide direct support for tourism businesses through its $100 million Tourism Accelerator Fund, announced in June. But it would also ban any new bed taxes. Queenstown’s bid for a bed tax has been put on the back burner, while the Covid recovery continues. With the ski season, wage subsidy and Covid unemployment payment all ending at various times over the coming months, Queenstown Lakes District Council has relaunched its Kia Kaha Queenstown Lakes workshops. Like last time, there’ll also be advice for employers, business support, retraining and career advice, along with income support options. The Government has also extended emergency welfare support for struggling migrants, including many living in Queenstown, for another two months. Central Government and the New Zealand Red Cross took over the welfare relief effort from local authorities, including Queenstown Lakes District Council’s Emergency Operations Centre Response Team, back on July 1. It’s been extended until November 30. Anyone looking for work can attend the ‘Jobbortunities’ expo at Queenstown Memorial Centre from 10am-3pm this coming Saturday.

The wineries are just as impressive and world class, as are the restaurants and cafes which are as good as Queenstown’s best. If you haven’t been over the hill recently head across, and you will be pleased you did. Check out Edgewater Hotel especially if it’s a fine day. Edgewater is located at the edge of the lake and positioned to catch the sunrise, its quite magical sitting outside having a morning coffee and homemade scone. Te Anau
Kaka Point, The Catlins Enjoying a stunning seaside setting Kaka Point feels like a lovely little village. One of the Catlins prime surfing spots with sweeping sandy beaches, Kaka Point also has a beautiful bush walk. The truly remarkable Nugget Point with its wealth of wildlife is just up the road and there is also a brewery, old fashioned pub and great function venue. While there call into the Point Café with its delicious freshest of fish offerings. The Point is open from lunchtime through to 8pm in the evening. In the weekend bookings are recommended.
In around 2 hours you can be almost in a different country. As the front door to Fiordland Lake Te Anau is a massive 348 sq kilometers, by comparison Wakatipu is way smaller at 289 sq Kilometers. Whizzing around with Sarah-Kate Lynch editor of about to be launched SCOUT travel magazine) to do a story on Arrowtown this week made me so proud to live here - she was astonished to see how many new businesses and projects are popping up, and everywhere I took her was busy and bustling. The museum has got enough money to do its big facelift and structural work and the whole town is looking so pretty and happy - even if the most beautiful town prize doesn’t come our way, we still know it’s the best.

I’m all for communities providing for their old people (I AM one, after all…) but the last thing I want is hundreds more dithery old drivers like me wobbling their way up and down that narrow road. And for all the money they are spending on roading and underground services, their drainage expert certainly got it wrong - the big puddles that always occur in our district after a huge downpour disappeared as rapidly as normal, but I see the big bog created for neighbouring properties is still there. PLEASE QLDC - can you stop your experts bothering ratepayers with the tiny issues, and get stuck into sorting this problem?

Now that the snow is gone, my peonies have stopped being those very male-looking, stiff, red things, and getting ready to change gender into great, blousy, bosomy ladies. I do love spring - there’s all sorts of frantic buzzing and chirping going on, and I can almost hear my garden singing with joy. Quail are hurtling themselves round at full speed and I’m sure there will be dozens of those little bumblebee sized babies running in formation with their parents. There were lots of happy parents some 60 years ago - hugest happy birthdays to Luise Lockwood, Jani Halliday, Sheree Newsome, Kerry Hall, Marilyn Hanff and Pauline Fletcher who all had theirs this week. Must have been a busy New Year for their parents... no running around on people’s lawns but possibly a bit of lying down on them? In an effort to escape, she fled Iran by boat and was then taken to the Christmas Island detention centre ultimately being accepted as a political refugee by the Australian Government... settling in Perth in 2011.
Her latest novel was originally written in Persian and is the author’s first novel to be translated into English. Such is the intensity of the book, the translator’s name has not been included for safety reasons. Azar’s beautifully written novel is a magic realist fable, is based on the experience of living through Iran’s revolution and includes Persian and Arabic myths and legends.

Just add water One of the things I LOVE about Queenstown is the free sparkling water available at so many cafés and restaurants. Is this normal practice throughout New Zealand, or are we just extra boujee down here in the mountains? As someone who grew up in the UK, you quickly learnt to emphasise the TAP part of tap water when ordering some ‘for the table’. We’ve all made the mistake of saying yes to still water, seeing the bottle came out and thinking, “urgh, I can’t believe we are paying for water. That’s annoying.” Well yes, it is annoying and what’s even more frustrating is if you buy a plastic bottle of water you are pretty much just spending your money on plastic. And it’s not even the handy type of plastic that’s being used for 3D printing of prosthetic limbs or blood donation bags. Buying a plastic bottle of water is really something that will be used once, possibly a couple of times and then thrown away. We only see that plastic water bottle for a hot minute of its existence and forget it goes on to join the earth as part of landfill, to swim in the ocean, and, maybe most worryingly, back into fish and seafood that a lot of us will eat.

The plastic part of water has got to go. I’ve definitely felt a bit cheeky being in a café and filling up my water bottle with the on-tap sparkling, even though it’s there for people to help themselves and yes I did just spend my money on some excellent smashed avo. Maybe it’s a cultural thing, but as a Brit going into a café and filling up my bottle without buying anything seems a bit dishonest, which is why it’s been awesome to spot the RefillNZ stickers start to pop up in windows around town. Queenstown needs a major boost to its workforce or construction projects will grind to a halt and businesses could be forced to shut some days to give staff a break. That’s the view of several employers and business leaders in the town, where the impact of Covid-19 was expected to leave thousands unemployed. Blair Mcnaughton, director of labour supply firm Remarkable Labour, says he’s having to turn down work because they can’t find people to fill positions. “It’s a nightmare. We’ve got clients in the construction industry who are paying their builders to unload trucks because they can’t find manual labour. “It’s across all industries, all sectors, hospitality, hotels, construction, cleaning, everything really.” Mcnaughton says business owners have told him they will have to look at closing on certain days in the busy summer holidays. “That’s not from a lack of customers but from a lack of staff, which under the current circumstances looks pretty stupid.” The resort has in recent decades relied on the migrant workforce to fill positions, especially low-skilled jobs. But borders are closed to everyone but returning Kiwis and applications for new working holiday visas were suspended in early August. There were 18,112 working holiday visa holders still in NZ on September 19, MBIE confirms. On average, 2,500 expire each month. Hospitality NZ CEO Julie White says migrants account for 70% of the workforce in Queenstown’s hospo sector. That’s compared to 20-40% elsewhere. The organisation is preparing a submission to Government about the resort’s staffing issues, exacerbated by the need to ramp up and down to meet holiday demand. Immigration Minister Kris Faafoi tells Lakes Weekly Bulletin there are no plans, at this stage, to offer working holiday visa extensions to any sectors beyond those already confirmed, such as horticulture and viticulture. With unemployment rising, those jobs need
to be available to New Zealanders, he says. Instead, the Government is asking employers to be innovative and collaborative, he says, and to work with both central and local agencies, like councils, business associations, Ministry of Social Development, and Work and Income, on ways to recruit New Zealanders to fill their workforce gaps. There are also 3,022 people on employerassisted work visas in Queenstown Lakes, known as sponsorship visas. Employerassisted covers a range of different visas. It all changed in July and ‘essential skills’ is now an outdated term that just confuses things - it’s now the median-wage threshold, rather than ANZSCO. Those expiring this year will be automatically extended by six months from the date of expiry, on request. After that, employers will again need to prove there are no Kiwis to do the jobs. Mcnaughton says the idea Kiwis will take up the slack is fanciful. “It’s a good sound-bite for politicians, but as we’ve found in the past, New Zealanders don’t like to do low-skilled jobs. “And at the moment, they’re not desperate because they’re getting the money through the Covid payment.” The stats back up that view. Despite work begin available, there were 410 work-ready people claiming jobseekers benefit in the district in August (latest available stats). That’s up from 46 people in August 2019. Jobseekers ranges from about $145 to $244 per week. There were 595 people receiving the $495 per week Covid Income Relief Payment in the district in August. Mcnaughton says it’s not just unskilled labour positions that are unpopular. “It’s across all roles, chefs to builders, all sorts of trade staff, truck drivers, bus drivers. You might get one, two or five New Zealanders to relocate here, but you need bulk to solve the problem. “Queenstown needs 300 or 400 workers at least, and that’s just in the construction and trade sector to keep the projects going,
such as hotels being built in Frankton, the projects the council’s announced in partnership with the Government. That doesn’t take into account any hospitality.” There were 84 jobs in the Lakes Weekly Bulletin alone last week. Mcnaughton suggests opening up the borders to Pacific islanders, where there is no Covid-19 but economies have been ravaged by a lack of tourism. He also believes everything should be done to keep those on all work visas who are already here, including allowing region-specific extensions rather than just for certain industries, and flexibility in sponsorship visas. People abroad who already have been granted working holiday visas could be allowed in, with appropriate managed isolation measures. Hospo NZ boss White says Queenstown is short of chefs, duty managers and restaurant managers, as well as serving staff. Longer term, its working with Government on a ‘springboard’ programme, which focuses on staff training and pastoral care. “We need to all come together and focus our efforts on the pointy-end of the stick, and that is the skills shortage,” White says. Chamber of Commerce interim general manager Craig Douglas says the tension is the same as pre-Covid. “Employers were always looking for more flexibility around migrants and visas, and Government were always concerned they were taking jobs from New Zealanders. “The solutions aren’t being presented. Increasing wages in many cases will only make business less viable. If the customer isn’t prepared to pay for that, it’s not a viable option.” Douglas says if Queenstown can’t attract Kiwis to the jobs, businesses shouldn’t be left to fail. “Having an open border with Australia could help, though. There could be workers there who want to come here.” The end of the ski season will also make some more workers available, as will returning university students in summer.

The project involves laying copper coils beneath asphalt, with receivers installed on the floor of moving vehicles to transmit energy directly to the engine and battery.
School holiday periods have always been important to Queenstown, but never more so than now. With our market constrained to domestic visitors, the freedom for New Zealand families to travel provides many Queenstown businesses their only opportunity for short term survival. Prior to COVID-19, our visitor markets were many and varied as Queenstown became more internationally renowned. However, despite international visitor growth in recent years, the domestic market was providing more spend than any other country right up until we went into lock-down. It surprises me that despite its scale, many tourism operators didn’t know a lot about their New Zealand clients. It’s probably fair for some city dwellers to think that Queenstown wasn’t for them while we worked almost exclusively to attract international visitors, thinking that was where the money was. How wrong we were. Many New Zealanders have re-discovered Queenstown, some on the basis that they don’t have to fight with the perceived crowds of international visitors and some because this is as close as they can get as an international destination. Whatever the case, Queenstown should be grateful for the eagerness to visit shown by our fellow Kiwis. But there will be a time when international boarders re-open and visitors from across the world come back. A common discussion point in recent

I suspect this is driven by some who would like it to read ‘restrict tourism’ and others that can see this is our golden opportunity to learn from the past and do better with what will be a different future. Whatever your viewpoint, the tourism industry has been presented with an opportunity to think differently. Queenstown’s tourism economy is unsurprisingly structured around classic, free market economics. Create demand and meet demand with supply. Any imbalance is evened out with price. Change will require controls, mechanisms, protocols, and products that don’t currently exist. We need a new business model that works not only at an economic level but also at a social and environmental level. The question is, how does an industry set a new vision? What controls are needed and who gets to decide on the new rules? Our Minister of Tourism announced a project to be led by TNZ, MBIE, DoC and industry stakeholders back in April. The Tourism Futures Taskforce eventually emerged but we are not to expect a final report and recommendations to Government until April 2021. Does it really take 12 months to re-imagine tourism? Scotland BBC- Two years ago, Microsoft sunk a shipping container with 855 computer servers off the coast of Scotland. They’ve just retrieved their underwater data centre, and the results astounded everyone. Only eight servers failed, one-eighth of the rate experienced on land. Turns out the ocean is a cooler, cleaner, better place to keep our data. Australian scientists have started a company FutureFeed Pty Ltd that sells additive to cattle feed made of seaweed. It inhibits a specific enzyme during digestion, reducing methane emissions by more than 80%. If just 10% of global cattle farmers added this to their feed, it would have the same impact as removing 50 million cars from the world’s roads. Trials are underway in Australia and the USA BP reports the world has already passed peak oil production. The company estimates that, for the first time ever, global energy demand is levelling off and that in the face of stronger climate action, oil demand will fall by at least 10% this decade and by as much as 50% over the next 20 years. FROM THE LANDLORDS CORNER written by Scott Stevens
The dynamics of supply and demand have pushed and pulled right through the entire global, national, local and individual economies over the last six months. In the main there has been plenty give and take with a sense of working together coming to the fore and none more so than in the world of the commercial landlord. The important $/sqm is a ratio fiercely protected by landlords and cleverly designed ratchet clauses in leases prevent any thought of a backward movement. In Queenstown, the eagerness of international chains to have a presence here has pushed the square metre rates up over the years and as many retailer knows, regardless of how your business is operating, the square metre rate of your neighbour has great relevance to any rent review. This has of course seen many retail businesses shutting up shop or moving away from the downtown area. The additional increase in commercial premises on the Frankton Flats will also have an impact on these rates. Asked whether there is too much supply coming on line, Johnny Stevenson, a director of Westwood Group Holdings who own a number of commercial properties, including The Mountaineer and Steamer Wharf says “For some classes of property, in particular big box retail there could be too much supply, however there is always a classic lag between demand and the eventual supply here”. When the Government announced its plans for a lockdown, including closing businesses, many landlords needed to act and try to help protect the businesses of their tenants. Trying to find that balance was a challenge. There are many different echelons of landlords – those who have large property portfolios with minimal or no debt, those with strong balance sheets who are happy to borrow, and those, particularly smaller landlords who may be heavily geared. Depending on where they sit determined what sort of assistance they were able to provide. Some gave the whole hog and provided 100% abatement while the businesses weren’t able to operate, some provided different abatement depending on alert levels and of course some who were not able or prepared to give very much at all. There were also some tenants who took the big stick off the landlords and told them what rent they were going to pay, in some cases none. Reviewing the way Westwood Group Holdings dealt with this Stevenson says, “We have tried to share the burden of the Covid effects and delivered help where it is needed. It is however a long game and we have tried to look at businesses in-light of who their customers are. However, we are running a company also and while we can’t support everyone, we are happy to deviate from the terms of the Lease through a rational considered request for rent relief proposal. We don’t survive unless the businesses in the buildings do”. Now that the dark clouds are starting to clear and the future, while still unknown, is beginning to generate numbers that landlords and tenants can start to work with. Square metre rates are likely going to have to change if some businesses are going to survive and for landlords the risk of trying to find a new tenant at the old square metre rates is probably greater than working with the current tenant to achieve a workable compromise.
