A question Shakespeare’s Hamlet asked himself and one Remarkable Theatre found themselves asking - should they proceed ahead under the current covid alert levels with COSI, their major show for 2020?
After many zoom meetings, soul searching and trying to plan through the unknown the Remarkable Theatre volunteer committee decided the show must go on (yes had to put another theatre cliché in there). COSI by Louis Nowra will be performed in Arrowtown 10-19th September.
Theatre is a great catalyst for forming and assisting the community. With a cast of 23 and a hardworking crew of over 30 people the play offers not only a medium to focus on but also a support network and a sense of family. The Remarkable Theatre committee felt the themes and messages WINTER PRIDE throughout COSI were appropriate and poignant for the current times. COSI is set in Australia in 1971. The world is going through social upheaval with protests over the Vietnam war. Meanwhile, inside a Melbourne psychiatric facility, a cast of patients are preparing a performance of Mozart’s famous comic opera, Cosi Fan Tutte. This hilarious and moving play is filled with delightful and outrageous characters each battling their own demons. The play has a strong message about mental health and the transformative power of music and performance. Some of the cast and crew have found themselves out of work. Although not alone, redundancy can have a detrimental effect on anyone’s psyche. Thank you to all those in the community lending support to Queenstown citizens, old and new. A ‘change in lifestyle’ can make you reassess your identity and your goals. The characters in COSI each have a struggle they are coming to terms with. As in real life a project is helping them find themselves. The project in the case of COSI just happens to be an operatic performance in a burnout building. Can the cast rise from the ashes? No matter where you are in life music and laughter can be cathartic. One of the driving forces behind Remarkable Theatre putting on a show in the midst of extensive event cancellations is we wanted something the community can look forward to and come together, to view and be part of. Have a laugh on us and see some very talented locals.

During lockdown the arts provided us with entertainment and activities. Whether it was a puzzle, a great book or your favourite classic movie, the arts keep people going through the darkest days. Remarkable Theatre wanted to give the community great entertainment to transport them on a journey full of laughter and escapism. COSI reminds us that whatever problems we may have that with community, connection and love we can achieve amazing things. Through COSI Remarkable Theatre is also lending support to the Mental Health Foundation. The aim is to raise $1000 through donations. For a great night out (or matinee) and to lend your support to the arts, head to Event Finder for tickets. Who knows, the arts might just be Queenstown’s next gold rush. Last week it appointed a crack team of environmental experts and community leaders to an independent Climate Reference Group (CRG), to support the delivery of its ambitious Climate Action Plan. The plan aims to make the Lakes district a world leader in sustainable living - creating a zero-carbon climate resilient community, destination and economy. Queenstown’s green dream team
Facial recognition technology won’t be used by Queenstown’s CCTV network and footage must be deleted within 90 days.
A crack team of local environmental experts and community leaders will help Queenstown deliver on its green future.
Those are two of the privacy protection measures in Queenstown Lakes District Council’s (QLDC) new policy on the use of CCTV cameras in the district, approved by councillors last week.
Queenstown Lakes District Council has established an independent Climate Reference Group (CRG) to support the delivery of its ambitious Climate Action Plan.
QLDC owns and manages the CCTV network in Queenstown, Wanaka and Arrowtown - which includes almost 60 cameras watching downtown Queenstown alone.
The plan aims to make the Lakes district a world leader in sustainable living - creating a zero-carbon climate resilient community, destination and economy.
It’s accessed by police for crime fighting and also used to dish out parking tickets.
Mayor Jim Boult says the group had attracted an impressive array of knowledge and skills, and will make a welcome addition to the recovery efforts in the district
There has been CCTV in town since the 90s, but the current system began to take shape with 10 cameras installed around the town in 2012. But until now, the council has not had a policy that deals directly with how the cameras are used. The new policy sets out “core principles”. They can now only be used for an “appropriate, specified and justified” purpose and their use must comply with New Zealand’s privacy legislation and the guidelines set out by the privacy commission. A map of camera locations must be available to the public, through the QLDC website, and there must be signs to notify the public they are being filmed. While the newest cameras have the technology to be used for controversial facial recognition, the function will not be used under the policy. Earlier this year, NZ Police landed itself in hot water after trialing facial recognition technology, without clearance from the privacy commissioner or government. But Licence Plate Recognition tech can be used, according to the policy, for both crime prevention and by QLDC’s regulatory team. All recorded images will remain the property of QLDC and all stored information, including footage, must be erased within 90 days unless required as evidence. Footage can only be downloaded to a secured QLDC network drive, a secured QLDC mobile device (such as a DVD, USB) for providing large files to police, or a secured NZ mobile device.
“Climate action is something that means a lot to us and we want to make sure we continue to meet the goals of our Climate Action Plan. “In the short to medium term, the CRG will engage with recovery initiatives and channels to ensure a coordinated approach. “Having assembled an extremely competent cast of members, I’m looking forward to seeing real results from the CRG that will benefit our district for generations to come.” The members are: • Alec Tang: Climate action in local government expert • Bridget Legnavsky: Chair • Bruce Jefferies: Biodiversity expert • Councillor Glyn Lewers • Councillor Niki Gladding • Councillor Quentin Smith: Infrastructure Committee Chair • Dr Carly Green: Upper Clutha community leader and greenhouse gas estimation expert • Dr Jim Salinger: International climate change expert • Dr Lyn Carter: Nominated by Aukaha on behalf of rūnaka • Esther Whitehead: Wakatipu community leader • Gail Thompson: Nominated by Te Ao Marama on behalf of rūnaka • Otago Regional Councillor Alexa Forbes The role of the group will be identifying key challenges, evaluating best practices, identifying funding and agreeing priority action areas at each annual review of the Climate Action Plan.
The data can be accessed by authorised QLDC staff, NZ Police and QLDC contactors for many reasons, including crime prevention, monitoring traffic flows, and compliance with rules, such as boat ramp usage, parking and alcohol licensing, Councillor Niki Gladding was the only councillor on the infrastructure committee to vote against the policy being approved. “I thought there was a gap over the QLDC contractors who had access to it,” she says. “It’s dealt with in their contracts, but not specifically CCTV. “Basically, I couldn’t understand from the information we got how secure that footage would be. “There was also discussion around downloading to secure mobile devices, particularly how the footage would expire. There were no protocols for removing from those mobile devices. “I just didn’t think it was quite there yet, but these are things that staff can go away and have a look at.” The policy allows for council staffers to make minor changes to the policy. Gladding says she also asked for confirmation about facial recognition technology, as the wording was a little ambiguous. “I asked them directly ‘does that mean we can’t use it until we change the policy?’ and they said yes.”
The CRG will advise on initiatives, networks and resources required to turn ideas into concrete actions. As opportunities arise, the group will nurture and inspire initiatives within the community that will contribute towards achieving our climate action goals. The group will support the development of climate related ideas through Torokiki, a new idea management system aimed at facilitating community input on how the Queenstown Lakes district can recover from the effects of COVID-19. One such challenge posed in Torokiki seeks ideas on how we can reduce food waste and improve the resilience of our local food system. An initial meeting took place on Monday 17 August and addressed introductions, local context and the terms of reference. Members will meet monthly for the first three months, and quarterly thereafter.

Council projections released this week show the number of residents could skyrocket from 40,750 in 2021 to 77,480 in 2051. Ladies Mile, Frankton and the Jack’s Point area will see the biggest jumps. There are currently about 130 residents living on Ladies Mile - the land on both sides of State Highway 6 between Lake Hayes and the Shotover Bridge. By 2051, there could be 3,490.
“Our modelling expects that ongoing family formation and migration from people across Aotearoa New Zealand and elsewhere who see the district as a great place to live, work, and play will ensure that population trends recover over time.” Check out QLDC’s full population projection figures here.
Retail pain for Otago and Queenstown Otago's retail economy took the biggest hit of all regions in the June quarter, with spending down 27%. Stats NZ figures for the April-June period showed a drop of $343 million the largest percentage fall across New Zealand. "The big drop in sales for the Otago region in part reflects the significant fall in overseas tourists visiting the Queenstown lakes region," retail statistics manager Kathy Hicks said. Retail sales values nationwide fell a historic 15% in the June 2020 quarter, during the Covid-19 lockdown. It is the biggest drop on record in figures going back 25 years. That’s more than completed nearby subdivisions Lake Hayes Estate (2,130) and Shotover Country (2,400). Both are almost maxed out and their populations are only expected to grow by a few dozen people. But the Jack’s Point area - between the Remarkables mountain range and Lake Wakatipu - will see the largest population increase in terms of people, rather than percentages. Some 8,870 people could be living in the area by 2051, which includes the massive new Hanley’s Farm subdivision with 1,750 sections, and potentially the 632-section Coneburn special housing area and 272-section Woolshed Road subdivision. At the moment, there are only about 1,330 people living at Jack’s Point and Hanley’s Farm. The number of houses would increase from 980 to 4,530. Major growth is also expected in Frankton, where the population could increase from 2,970 to 7,360. Visitor numbers are also expected to increase dramatically. On an average day, they could more than quadruple from 9,810 to 41,260. On a peak day, they’ll more than double from 61,600 to 126,240. That would take the total peak day population, including residents and visitors, to a whopping 203,720 people, up from 102,350 in 2021. The Queenstown Lakes District Council (QLDC) projections take into account the effect of Covid-19. While a slowdown in projected growth over the initial 10 years is expected, population figures will increase in the 20-year period that follows. QLDC chief executive Mike Theelen said: “While Covid-19 will have a significant impact on our population in the short-term, this doesn’t mean our district’s ongoing development will stop.
Spending on eating out, accommodation away from home, vehicles, and fuel all fell sharply compared with the June 2019 quarter. This was only partly offset by strong supermarket and grocery sales. "This unprecedented fall in the June quarter was not unexpected, with Covid-19 restrictions significantly limiting retail activity," Hicks said. "Non-essential businesses closed temporarily for about half of the quarter during alert levels 4 and 3." Most industries saw unprecedented sales falls in the June quarter. Sales for food and beverage services fell 40% or $1.2 billion in the quarter, the largest drop of any industry. "For a team of 5 million, that is equal to each person spending about $18 a week less on eating out over the June quarter." Fuel retailing had the second largest fall, down 35% or $770m. These falls were followed by motor vehicles and parts retailing, down 22% ($729m); accommodation services, down 44% ($418m); and hardware, building, and garden supplies down 16% ($350m). These falls were partly offset by a substantial increase in supermarket and grocery stores, up 12% ($615m) from the June 2019 quarter. This follows a record rise of 13% ($665m) in the March 2020 quarter. "Supermarkets and grocery stores were essential services that stayed open during the lockdown, and the strong increase in sales values reflects that." Sales values for the non-store and commission-based industry rose 20% ($94m) in the June 2020 quarter. Online businesses were in demand during the lockdown period, providing a wide range of products and the advantage of home delivery. Electrical and electronic goods retailing was up 5.4% ($49m). "These businesses were able to operate online under lockdown as an essential service." Hicks said. "They provided food deliveries and electronic supplies, such as heaters or computer monitors for home office set-ups during lockdown." The Auckland region had the largest dollar value fall this quarter, down 13% ($1.2 billion). Canterbury had the next largest fall in dollar terms, down 17% ($516m). While the regions with higher population numbers recorded the largest dollar value falls in the June quarter, the drops in the South Island regions were more significant to their economy. Otago had the largest fall in percentage terms and other regions were also affected by less international and domestic tourism spending. West Coast was down 22% ($33m), Southland, down 19% ($89m), Nelson, down 18% ($51m), and Tasman was down 18% ($42m). "The widespread regional falls coincided with COVID-19 lockdown measures and the closure of New Zealand's borders to everyone but New Zealand citizens and residents, with a few exceptions," Hicks said.

I certainly wasn’t expecting to be asked to be a supermodel at Aro Ha this week - it’s a whole new career move for me. I thought it must be because of my extraordinary fashion sense and immaculate appearance, so I was a tiny bit miffed to realise they wanted people of all ages (apparently I’m in the older woman category - the nerve of it!!) to be filmed hiking and doing yoga and all the other fun things you can do there. My solo role was to sit in the beautiful window seat drinking tea and reading a book - and yes, I am something of an expert at that. It was such a huge treat just being there, and if you are wishing you could go on a total escape holiday anywhere in the world for a week, have a look at their website and see what’s on offer. It really is a life changing experience. Oil changing can be tricky - my friend Jewell’s car’s oil warning light went on, so she sent a photo of under the bonnet to her husband asking where to put the oil in. He replied promptly and politely “It goes in the bit that says “OIL”. Sometimes husbands are annoyingly polite - we know when they are laughing at us. We are so lucky to have so many different worlds so close to home - in only a few hours we can be kayaking in Milford Sound, fishing on Stewart Island, basking on the sunny (even if slightly freezing) Riverton beaches, exploring the ice caves on the Tasman Glacier or getting a big fix of Colin McCahon in Dunedin. But it’s so easy to put off the nearby thrills. Several months ago I decided this winter would be the perfect opportunity to stay a night at the Snow Farm in Cardrona and go cross country skiing. The huts were totally booked out for July and August apart from 8 beds on Aug 25. I snapped them up.The snow was a bit thin, so we snowshoed out to the Meadow Hut instead of skiing and had a peaceful, meditative evening in the silent snow. What bollocks.

I leapt out of bed in the morning, anxious to see the mountains covered in the forecast snow. Not a single snowflake had fallen. Next time it does snow, I’m going to head straight up there. Do take the opportunity to enjoy our bit of the world. International visitors spend a fortune coming to New Zealand because it’s so amazing. Lucky, lucky us.

Managing Media Mayhem Welcome to our new Queenstown Monthly Business Update. We are looking to provide good local business stories along with regular features from local people and businesses. We will also provide updates on key business indicators monitoring where Queenstown business is heading. Obviously nearly every business has been affected by the events of 2020 and while not wishing to dwell too much on negative rear view looking reporting, we will share with local businesses some good strategy and ideas that can help you deal with the challenges being faced. From our own point of view, at the Queenstown Media Group, we faced an extremely uncertain media environment. We have had to rework not only our long
term strategies but also our day to day operations to give us the ability to remain viable in the short term, as well as the foundation to create growth in the business going forward. Trying to determine what revenues would be coming in was a challenge. It meant trying to understand how our customer base had been affected as well as working out what we were able to offer them at a price that was acceptable. Looking into the future was a minefield and the recent outbreak over the last month signalled our strategy needed to have plenty of flex to meet these events. Dealing with the banks and accountants made it clear that if we set targets, then it was important to meet them. That meant keeping forecasts on the conservative side.

Echoing a Chamber survey back in April, about a quarter believe it will take up to two years Queenstown Lakes District’s business fortunes to return to normal, while 38% expect it to take between two and three years and 23% believe it will take more than three. (173 answered question) “The expectations about the long timeframe for the resumption of international travel show that business owners and managers have grasped the reality of the situation,” Douglas adds. “It will be some years before we see anything like the visitor numbers we had experienced prior to Covid-19.”

‘CAUTIOUS OPTIMISM’ AS BUSINESS FINDS A WAY TO TRADE PROFITABLY WITH A DOMESTIC ONLY ECONOMY written by Paul Taylor
A survey of Queenstown Lakes businesses has revealed about two-thirds expect to be able to operate profitably once the wage subsidy ends. The JobFix Business Confidence Survey was completed by 199 business leaders across the district in the week before Tuesday, August 26. Their responses to 27 questions communicate a mood of uncertainty, anxiety and stress, checked by defiant hope, optimism and adaptability. Forty-six businesses said they are “very confident” they will be able to operate profitably with only the domestic market once the wage subsidy ends. A further 78 businesses expect the same, but will need to make some changes. Just over 30 were unsure at this stage, while 6 will not be able to with their present structure. Four said they will most likely be closing. Others said it would depend on whether there were future regional lockdowns, while some will be able to continue operating, but not profitably. The $11.9 billion Government Covid-19 wage subsidy, which has supported 1.7 million jobs, ends in September. About 90% of the Queenstown business people who responded to a question about the wage subsidy (181 answered), confirmed their business had claimed the subsidy, with some 60% claiming both rounds.
A third didn’t know how they would have survived without it, while a fifth said it was the difference between opening and not. For many, the subsidy has provided breathing space to adjust to a new trading environment, but that reorganising has meant redundancies and job losses. Only 36 businesses confirmed they have retained all their employees. 18 businesses had to let go of more than half their staff, as the lockdown and suspension of international tourism bit. Looking forward, there is concern about business prospects over the next three to six months - 34% of respondents are mildly concerned, 34% concerned and 20% are extremely concerned (172 answered). Only 4.6% are not concerned at all, while 6.9% are not sure. That’s been exacerbated by the latest Auckland lockdown and nationwide alert level, according to the survey. Queenstown Chamber of Commerce chair and interim general manager Craig Douglas says: “The survey results confirmed what I have been hearing from business owners and managers in the last few weeks. “The results indicate positive signs that many businesses are finding a way to continue despite the vastly different market we now face. “However, trading will continue to be very difficult for many, especially if domestic travel is constrained by moving up and down alert levels.”
The survey provided a list of 23 emotions and asked respondents to tick the ones that communicated how they feel about the current trading environment. ‘Unsure’ received the most ticks, by 69 of the 168 people who completed the question (41%). ‘Anxious’ was a close second, with 66 ticks (39%). But ‘hopeful’ was the third most felt emotion, with 61. ‘Optimistic’, with 48, was sandwiched between ‘hesitant’ (49) and ‘frustrated’ (46). There was also concern about the general impact on Queenstown’s business community, individual loss of employment and the ability of the district to bounce back fully from the impact of Covid-19 restrictions. Many were worried about the trans-Tasman bubble delay, but the majority agreed Australia needed to get on top of its community transmission before the border could open. And there were some positives as a result of Covid-19 restrictions. The respondents said it has created stronger team cultures, better work/ life balance, successful remote working, better relationships with local customers, greater agility, provided time to reassess businesses and look for innovative ways forward, and the realisation how lucky we are compared with many other places in the world. *Percentages have been rounded up or down to the nearest point, except those under 10%

Back in March, prior to the Covid lockdown, there was a thought we were headed into a gradual slow-down but nothing too substantial. That was certainly incorrect! Now, we are incredibly fortunate from a health perspective that New Zealand went early and went hard. From an economic perspective the economy is anything but rosy and with some real employment issues looming for business as the wage subsidy drops off, many businesses will be feeling their way through until the end of the year.

One area that seems to be holding up reasonably well is the construction sector. Obviously, it is early days with a long pipeline and as such many associated areas within the sector have remained robust. Secondly with the Government’s commitment to infrastructure projects will result in demand for construction roles continuing across the region for the next few years. Finding Staff is easier. The local jobs market has been reset. Finding applicants has become easier with most positions attracting significant numbers of applicants. Finding qualified New Zealanders however is still a challenge, judging by the recent JobFix Business Confidence survey. This has the potential to make recruitment exceedingly difficult as we approach the summer season.
