Blood Flow I am making a big effort to get back into Queenstown’s CBD, and as I poke about in my white coat and stethoscope, I detect a faint pulse. With the greatest respect to the tremendous efforts and stress it has taken to reopen, our local businesses across tourism, hospitality and everyone in between have caught economic coronavirus. It is bad, with most in ICU, on ventilators. Some days (like Queen’s Birthday weekend) signs of moderate improvement are strong. But our vaccine to economic recovery is consistent blood flow – that is, people back in the heart of town on a regular basis. We need to pull out all the stops to achieve this. Unlike Arrowtown for example, Queenstown no longer has a resident base of local families near the CBD. On any given day you will still see the volumes of shoppers at 5 Mile but in town you can virtually park where you like. I put $2 in a parking metre on Marine Parade last Thursday. It got me 30 mins. Pre-Covid discouragement rates. I stayed there for three hours. I did not get a ticket. Maybe unofficially, council are on the same page. Forget about discouraging CBD parking for now and bring the locals back. Some days the signs of life in the CBD are so weak I start writing up the death notice. Then I see a familiar face, then another. All of sudden the heart beats louder. The locals are still here, and we can save this town. I get to work with chest pumps and oxygen, starting with these words in the Lakes Weekly. Because we need to get the messaging right. Despite not getting a parking ticket last Thursday, there was chalk on my tyre. Was that just a friendly warning not to abuse my overstaying, or are the parking wardens back in the business of discouraging local traffic to Queenstown’s CBD? I know the problems being discussed in the Gorge Road Council Chambers. Drop parking charges then who pays for the hugely beneficial $2 Bus? Have free parking (or too cheap) and the last remaining CBD based office and hospo workers will hog them all day and all night. Maybe 1-hour free parking is the short-term solution to encourage the heartbeat. Make it official, advertise it and do not leave us wondering if we can or cannot park in the CBD. We all complained only a few months ago that Queenstown was not for the locals anymore. The frustration, mainly with traffic, parking and hordes of tourists kept us away. Now, the more I look the more I see how wrong we were. Of course, Queenstown is for locals, it always has been. It just got too popular. The character of the town was hiding behind that frustration. With great parking, local businesses and local business owners, favourite old cafes, restaurants and bars, the TSS Earnslaw at Steamers Wharf, KJet’s yellow boats departing Queenstown Bay, the Gondola ascending Bobs Peak – all those familiar things you took for granted. New Career Opportunities Presented at SIT Expo to Assist Job Seekers Find Employment Southern Institute of Technology (SIT), along with its Agricultural faculty Telford, have collaborated with Agricultural and Forestry industry groups to provide short training courses to allow people who may have lost their employment to quickly retrain for Agricultural and Forestry positions. SIT will be running Agricultural Redeployment Expos on June 10th in Queenstown and June 11th in Te Anau. The aim of the expos is to assist job seekers, especially from Queenstown Lakes District and the wider Southland area to access employment in the agricultural sector.
SIT’s Telford Campus has a long and trusted tradition in educating and training students in the agricultural sector in NZ. This newly developed training programme will be 6 weeks in length, with intakes starting in June, July and August. The training will be split into three sections; two weeks at the Telford campus to develop an understanding of an agricultural contractor’s job, two weeks in Invercargill for driver training and the final two weeks in work placement. SIT has applied for funding to make this training available totally free of, tuition, accommodation and travel costs.
With skilled driver shortages looming for Agricultural contractors and significant job losses in hospitality, tourism and retail, SIT saw the need to support newly redundant workers into Agricultural and Forestry jobs with a 6-week training course run in conjunction with industry. Informative expos highlighting opportunities in the fields of agriculture and forestry and what training involves will be held in Queenstown and Te Anau on 10th and 11 June where the contractors will bring along their highly sophisticated machinery for people to get a taste of the industry opportunities. SIT Chief Executive, Penny Simmonds says there are great employment opportunities to be found in our incredibly important Agriculture and Forestry industries “The Ag Redeployment Expo is a collaborative effort by SIT/Telford, Rural Contractors NZ, the Southern Rural Workforce Action Group, and Competenz to name a few. We envision the event will bring fresh ideas to those communities who’ve been reliant on tourism for many years and now need to look to a different sector to provide employment opportunities” “Covid-19 has meant a new focus on our important primary sector industries and the career opportunities in them, and it’s our job to provide accurate information about retraining and help people make that transition into new employment opportunities through upskilling” she said. The expo will offer details of the Agricultural Contractor Training programme that will be delivered through Telford from mid-June. It will also provide a chance for people to meet contractors, see and discuss some of the work involved, see machinery used in rural contracting, have a go on the tractor and forestry simulators and register interest in training.

News Round Up A summary of major local news stories by Paul Taylor Queenstown yo-yoed between positive and negative last week as the town struggles with the economic impact of Covid-19 On Monday came the news that former world champion heavyweight boxer Joseph Parker is eying having his next fight in the resort, while the Government announced citizens and permanent residents who lose their jobs as a result of Covid-19 will get $490 per week for 12 weeks ($250 part time). That will help countless Queenstowners, but the benefit is not available to the thousands of migrants who are relying on welfare to survive. Queenstown’s council and Immigration New Zealand is establishing a temporary community support centre in the Events Centre, which will help with repatriation options for those migrants who want to go home, and detail community support and job prospects for those staying. The number of unemployed is likely to rise with the news on Wednesday that AJ Hackett Bungy is considering making up to twothirds of its workforce redundant, 150 of 220 staff. H&J Smith has also announced it intends to close Remarkable Park’s Outdoor World. Queenstown’s Kiwi Birdlife Park is also struggling and has slashed prices to donation-only for the whole of June to encourage New Zealanders to visit. On Thursday, Ngai Tahu Tourism announced it will reopen Shotover Jet at the beginning of July, but won’t need any more staff than those already retained when it slashed its total workforce from 348 to just 39.
Ziptrek treehouse Queenstown received a much-needed injection of post-Covid positivity over the weekend as thousands descended on the resort. Streets, roads, shops and restaurants were busy again as out-oftowners and residents took advantage of the long Queen’s Birthday weekend for some R&R and level two socialising. Outgoing Chamber of Commerce boss Anna Mickell says the numbers were a welcome psychological boost for the town. “There were certainly a lot of people about but it’s too soon to say whether there was much money made. “Some of the productivity issues of level two, the need to scale down businesses, will have impacted on people. But I spoke to one or two people and they were broadly happy, and it was lovely to welcome everyone from the lower South Island and on the planes coming in as well. “It was great to have the buzz back around town.” There were offers aplenty for those who visited the resort, while some businesses took things a stage further with an innovative approach. Ziptrek Ecotours employed local musicians to play on their tree platforms as customers zipped through the trees. The Treehouse Sessions were a sell-out.
Then on Friday, Queenstown Chamber of Commerce boss Anna Mickell stepped down. Mickell, whose last day will by June 30, asked the Chamber board to disestablish her role in what was described as a cost-cutting measure. Chamber chairman Craig Douglas accepted, telling members in an email: “As we are observing with other businesses, the Chamber must also make changes to ensure it remains viable and effective during the recovery and for the long term. Over the weekend, the town was relatively busy with visitors, as many took advantage of the cut-price deals for a Queen’s Birthday Weekend break. Ziptrek Ecotours showed some of the imagination businesses will need to ride out the downturn, employing local musicians to play gigs on the tree top platforms in the first of its Treehouse Sessions. Queenstown’s council is also setting up an online platform for people to submit similar bright ideas on how the resort can recover. And, finally, locals also got behind Lumify, the homemade version of the cancelled Luma light festival, by illuminating their homes and businesses.

Please help out our sorting line staff by making sure there’s no rubbish or contamination in your yellow mixed recycling bin. CMA trial in Arrowtown This winter, we’re trialling the use of extra CMA for winter maintenance on roads in Arrowtown and the wider area between Centennial Ave and Arrowtown-Lake Hayes Road. All roads included will be clearly signposted, and the trial will help QLDC explore whether there are benefits achieved on our network by reducing the use of grit and shifting the treatment towards CMA. Tax policies deserve close focus as the election countdown begins by Andrew Hoggard, Federated Farmers Vice-President, and trade & commerce spokesperson
As the dust settles on last week’s Budget, there are still many unanswered questions about the way ahead.
Turning to tax, the Budget was silent on tax changes but the spectre of higher taxes looms large.
We know there have been and will likely be more huge shocks to this year’s economic outlook with GDP slumping and unemployment surging. We are experiencing a sudden and huge downturn.
Looking ahead it’s much murkier to predict and much will depend on the Government’s choices. If it decided not to use all of its remaining $50 billion war chest or reduce its spending back to where it was tracking prior to Covid-19, then government might not need to increase taxes or impose new taxes.
We also know the Budget provides a huge fiscal stimulus to fight the downturn and make it short-lived, with the Government’s operating spending up $27 billion this year to $114 billion which will be ongoing into next year. The Government’s operating revenue will fall this year and again next year leaving a massive $29 billion fiscal deficit this year and similarly sized deficits over the next two years. There will be a gargantuan borrowing programme to fill the gap, with net core Crown debt rising $140 billion over four years to exceed $200 billion, which would be over 53% of GDP. The government forecasts suggest GDP will be back above last year’s amount within two years and unemployment down to 5 percent within four years. I hope they are right, but doubt it as international tourism will take years to recover, immigration will dry up and the global economy will likely be in recession for a long time. The strong bounce-back in the economy is seen in the fiscal forecasts which suggest strong growth in revenue after next year. They also suggest Government spending will stabilise at new higher levels, implying greater fiscal discipline in the medium-term than has been evident of late.
However, the Budget forecasts do not take that approach. Instead it assumes all the money set aside will be spent, followed by spending levelling off at a higher level. Unless the economy roars into life and drags in lots of additional tax revenue then the Government will eventually be forced to increase taxes down the track to close the deficit hole, let alone to start paying back the huge debt being run-up. Turning to farming, the best thing to come out of the Budget was the $1.1 billion environmental jobs package. This includes $433 million for regional environmental projects, $315 million for biosecurity, including weed and pest control, $200 million for Department of Conservation Jobs for Nature Fund, and $154 million for jobs enhancing biosecurity on public and private land.
There was precious little mention of rural infrastructure in the Budget, but we still think there is a strong case for enhanced rural broadband and cell-phone coverage, more on-farm and community water storage, and rural and regional road improvement and maintenance. These should be prime areas for investment as they will help drive primary sector productivity and competitiveness as well as better economic and social outcomes for rural communities. Federated Farmers will continue pushing for better rural telecommunications, better rural roads, and better rural water storage. But overall, New Zealand, like the rest of the world, entering difficult and uncertain times with only a sketchy road map in murky conditions to guide us on the way ahead. Huge spending decisions being made in Covid19’s murky ‘fog of war’ will have profound implications for years to come but at some point, the taps will have to be turned down and tough decisions will need to be made. I don’t envy the Minister of Finance, whoever he or she is, when that day comes.
There is still detail needed on how the money will be spent but Federated Farmers specifically asked Government to take this investment approach as an alternative to heavyhanded regulation. It is good that they listened, and we will wait and see on the regulation. Also positive is the Budget’s provision for re-training and other support for those New Zealanders who will be among the newly unemployed.

Kinloch - Named by Scottish settlers because of its similarity to Kinloch in Scotland. The Lakes District Museum in Arrowtown was founded in 1948. The museum holds a huge repository of objects, photographs, papers, books and interviews relating to our history. The museum is a charitable trust relying largely on its door charge and sales to survive. David Clarke has been the museum’s long serving Director and likes to walk and bike the districts track and trails. The ongoing future of this district institution is seriously threatened due to the need to earthquake strengthen its heritage buildings and the impact of Covid 19.
Glenorchy - Named after a Scottish place name in Argyle. It was surveyed by GM Barr in 1864 and described as ‘a township at Bucklerburn, head of Lake Wakatipu.’ Early suggestion for a name were Dartmouth and Reeston. The street names today are mainly from Argyle. The shoreline near Glenorchy is shallow and is known by Maori as Tahuna, meaning ‘shallow place’, the same name given to Queenstown. Hector Mountains - Named after Sir John Hector, Otago Provincial Geologist who discovered Kicking Horse Pass through the Rocky Mountains in North America. Known as Tapuae Uenuku by Maori which means the ‘footsteps of Uenuku- the Rainbow God’ Humboldt Mountains - (head of the lake) Named by James McKerrow, Surveyor General of New Zealand, after the naturalist, Baron FHA Humboldt (1769-1859). Included in this mountain range are Bold Peak ((2130m) and Mt Bonpland (2343m) The latter is named after Aimee Bonpland, a French botanist who accompanied Humboldt to South America.
Macetown - Named after the Mace brothers who were miners at the head of the Arrow River. It was originally known as the ‘12 mile’, named that by surveyor W.H Wilmont. This was in accordance with the practice of naming places by their estimated distance from the nearest town. The Mace brothers Henry, John and Kit were renowned cricketers. Cricket was played as early as 1863 and the Mace brothers led the Arrow team in a number of victories over the Queenstown team led by William Rees. They all played in an invitational team against a visiting ‘ All England ‘team in Dunedin, also in 1863.

‘Staying on Track’ is based on cognitive behavioural therapy (CBT) principles and introduces easy-to-use, practical strategies to cope with the impacts of COVID-19 and the stress and disruption of day-to-day life. It’s completely free and available to everyone – all you need is access to the internet and a mobile device or desktop.
With 100% trained teachers and a small group size of up to thirty children, teachers develop trusting, caring and respectful relationships with each child and their family. This means we know each child’s personality, strengths, interests, and passions intimately and are able to excite, challenge, inspire and extend each child’s learning.
Through the course you’ll learn how to manage anxiety and choose behaviours that will help you and your whānau stay on track.
We recognise that play is how children learn and our play based programme is based on exploration, inquiry, creativity and socialisation. Children learn in an unhurried space where they are supported to set their own learning challenges and develop dispositions and learning strategies to be life-long learners.
The ‘Staying on Track’ course was launched in mid-April and over 2,100 people have already registered. Here’s what one person had to say about ‘Staying on Track’, “I loved it. Short, practical and anonymous. It suggested strategies that I can include in my everyday life and they don’t take much time or effort.” Access to free digital treatment options ensures you can get the wellbeing support you need, when you need it. Arts+Culture Three Lakes Cultural Trust Develop your own online real-time workshops Three Lakes Cultural Trust officially launched in February 2020, with a cultural masterplan in hand, copious input from the community via community feedback sessions, and both online and hard copy questionnaires.
These workshops were free, and within 5 days of the launch and promoting the programme, we had more than 30 people applying. Both the Trust and Ivana were impressed by the participants’ dedication, passion and desire to share their talent with our community.
Soon after this launch, just as we were about to begin our third community feedback session (in Wanaka), the lockdown was imposed by the government. We nonetheless continued to push forward our key initiatives, including the delivery of free community workshops. This round was specifically aimed at arts and culture practitioners who were obliged to pivot their practices online. In some instances, this was the first time they had occasion to interact with their audiences online.
The workshops were very well received and we are now planning the next series of workshops for the arts and cultural community.
In order to help these artists, we reached out to local resident Ivana Bozicevic, Leadership Coach at Bighearted Leaders. Ivana has more than 4 years of experience in online coaching, teaching online, and running interactive workshops for a range of international and NZ clients. Working with Ivana, we developed a series of online workshops designed to: • teach the fundamentals of how to deliver interactive workshops via the Zoom platform • make them feel supported and empowered to engage with their audiences • how to prepare, our limiting beliefs about online presence, how to connect to your audience, how to structure your workshops and how to use technology to support your delivery style and goals.
What did the participants get out of it? “I had never been on Zoom, let alone thought to use it as a tool for my practice. It was just the inspiration I needed to believe in what could come next. Although I haven’t created anything yet, Ivana showed us how to show up, be courageous, stop self-limiting and ‘embrace the authentic me.’ That is some gift to be given whilst sitting in your dining room while the world locks down around you. I’ve just listened to the introduction of this Youtube clip and all the gifts I got are there - so, take a listen. She used to write a weekly book column in the old Queenstown Times which was read more for the local gossip in it than the book part. She is quite lazy and very grateful if readers send in ideas about what’s been happening locally on miranda@queenstown.co.nz
It’s so good being home again after our whistlestop roadie round the South Island - don’t tell the rest of NZ, but we do definitely live in the loveliest part of a very lovely country. We all need to keep on our toes to make sure we make the most of this crisis we are going through - it’s the perfect time to make some very big changes for the better. I was so excited to see farmers and their dogs moving such a lot of cattle and sheep on the roads as we drove around - I’d almost forgotten that agriculture is such a huge part of our economy - tourism has been so much more visible, especially the campervans and rental cars. I love the visitors but too much of anything is a pain, and we have had far too many of them for too long. There’s a saying about visitors and fish… “The Wholemeal Cafe” in Takaka is famous for its ginger crunch, but they didn’t have any the day we were there. Just as well as their date loaf and cheese scones were sensational. My husband said he’d pay the bill so we all went out to the car to wait. And wait. And wait. Just as I got out to find and chide him, he appeared. He’d been chatting to our lovely Italian waitress as he paid, and while he was working out which complicated Covid19 exit door to use, she rushed after him as he’d dropped $20. He thanked her and she whizzed back to work. He looked at the $20 and realised she could put it to much better use, so he’d gone back and got a full Italian barrage of thanks from her. Talk about karma - we had the dream trip - everything went like clockwork, the sun shone, the food was always brilliant, we only met lovely people, the roads were empty and we couldn’t have made anything about our trip better. There are some tedious people around who say “No good deed goes unpunished”, but they’re wrong. And they’re mostly the people who don’t do good deeds, so how would they know? So many people are doing good deeds in Queenstown, but the needs are far greater than we can help with. Wouldn’t it be more humane for the government to pay for people without residency or jobs to be repatriated? Isn’t it better for people without jobs here to be helped to move to other regions where there is work? Queenstown is a wonderful place to live if you have a job - without one, it’s impossible. Talking to the owners who’ve been in business in the Wakatipu for years is useful. They’ve seen huge ups and downs, and they’ve learnt how important it is to keep their local customers happy if you want to survive. But the ones that have relied on the “fact“ (think Trump fact) that every day will bring a whole new batch of customers are simply not going to come through this. The idea that we can keep the tourism numbers growing is dangerous and nonsensical. Time to think smarter.

‘Koha for kiwi’ – Queenstown’s Kiwi Birdlife Park appeals for visitors Queenstown’s Kiwi Birdlife Park usually attracts thousands of visitors every year, and is recognised nationwide for its conservation success stories. And now it needs New Zealand’s help.

“We visited every kiwi house in the country to make sure we built the best, and now have the largest kiwi display house of any Park in the country. Four of our kiwi are scheduled to be released into the wild over the next few months, but we keep some breeding pairs to add to this vital programme.”
After 34 years of operation, and with the same family at the helm, its international visitor numbers have dried up. Like many others it is targeting its domestic and local markets with great deals and packages to help keep the doors open and wildlife programmes running.
The park is the first New Zealand facility accredited by Australasia’s Zoo and Aquarium Association for providing ‘positive animal welfare’.
And for the month of June it’s launching an innovative ‘Koha for kiwi’ programme to help raise awareness and keep the wolf from the door.
Nearly forty years ago, a Queenstown-based garage owner had an unlikely ‘vision’ – to build the resort town’s first birdlife and conservation park on an overgrown piece of wasteland.
The Kiwi Birdlife Park is a national treasure -- it holds and displays over 23 species of native wildlife as part of nationally-managed programmes, takes part in a number of breed-for-release programmes, and has planted over 18,000 native plants providing essential food and shelter to wild native birds.
Invercargill-born Dick Wilson and his wife Noeleen moved to Queenstown in the 1950s and opened their first garage and shop in Frankton. Twenty years later, Dick, a remarkable visionary, realised customers were asking where they could see New Zealand’s famous icon the kiwi.
Park owner and director Paul Wilson says he is “painfully aware” that tourist numbers will be “very, very low” in the coming months.
An animal lover who was passionate about nature and native wildlife, he knew a piece of land was being used as a dumping site for old cars and rubbish on the edge of town. He applied to the Lake County Council to lease the land and was granted the lease for the land and use of a natural spring in the early 1980s. He was 57 years old when his dream project was given the green light.
“While it’s scary to open the gates for koha donations only in June, we recognise that we need to raise awareness of who we are and what we do with New Zealanders who’re being encouraged to explore their own backyard. We have a product that we are very proud of and this is a great opportunity to share it with as many Kiwis as possible. “We’re not a government funded facility and are completely reliant on visitors and souvenir sales to fund our conservation efforts, while providing the highest level of care for our endangered native wildlife. “A few months ago we completed a $1million state-of-the-art new kiwi house but partially because of the Covid situation we’re struggling to get the revenue we need to pay for a significant part of the building cost.

After removing several tonnes of rubbish, fencing the entire area, clearing 2m-high blackberry and broom canes, building ponds and removing about 100 huge pine trees, Dick and son Paul built aviaries, the first Kiwi house and a ticket office, planting 10,000 native trees. They contacted the New Zealand Wildlife Service (now Department of Conservation) to see how they could go about sourcing some birds, and two long and hard years later officially opened for business on January 13th1986. The park is still owned by Paul Wilson and his wife Sandra.

Scores of Queenstowners lit up their homes, businesses and public spaces from Lumify over Queen’s Birthday weekend. Arts community leader Scott Kennedy created one the most memorable installations for the pop-up event - the homemade version of sensory arts festival Luma, which was cancelled due to Covid-19. His Arthurs Point home featured a huge projection of his eyes in two windows, staring back at anyone outside. Kennedy, who also curated the music for Ziptrek Ecotours Treehouse Sessions, said:
“It was an amazing weekend having both those events coincide. “It felt like Queenstown’s artistic, creative and tourism rebirth in a way. It was a really special weekend to be involved with.” As well as residents’ efforts on their own homes, the Luma team and businesses got in on the act too, from lit up cranes to a stunning projection of birds on one of the miners cottages in Buckingham Street, Arrowtown, and an illuminated heart in the middle of Nerin Square, Lake Hayes Estate.
