We are on our own Sometimes you get the idea that there is a perverse enjoyment in knocking Queenstown. The classic tall poppy syndrome. It may not be said but more what’s not said or not done. It feels like we are currently ‘in’ one of those times. There is plenty of sympathy and promises but little concrete action from up north. Migrant workers without jobs are stuck, unable to change their visa status or get access to any help from Government apart from polite and not so polite go home messages from politicians and some industry sectors. The budget package didn’t help much, just created more uncertainty rather than providing the clarity we were promised. Tourism is the life blood of this town and while we all want it to become more sustainable and the economy to be diversified, in the short term we need visitors to come, stay and spend in the local economy. Business is not looking for handouts it need assistance, while tourism rebuilds. Currently I am not seeing it and I get the idea that most tourism businesses are beginning to feel the same way. Queenstown will largely be left to our own devices, once again. We are just commencing the painful process of rebuilding the economy; I hate that back to normal line- we are never going ‘back to normal.’ The lockdown was not a holiday where, when it’s over, you go back to work and it is just the same. The next few months will be very difficult. There are already plenty of shops gutted and empty and that’s likely to accelerate, but there will also be wins. Wins, such as the ski fields opening and flights returning, cafes, restaurants, and bars re-opening means we can socialise again. There will be new businesses that open as entrepreneurs see opportunity.
It was lovely to see the local establishments opening again on Thursday, including one of the local’s favourites – Surreal. #supportlocalbusiness
Queenstown attracts the best in the entrepreneurial spirit. Entrepreneurs do well here, we punch above our weight with new enterprises bound to spring up. Its already starting to happen, business is just getting on with it. Queenstown also looks after its own, which is something we have always done and will continue to do. Those that can, are giving their time through volunteering or generous donations as has been seen by the amazing results of the Basket of Blessings and the Wakatipu Greatest Needs Fund which has raised nearly seven hundred thousand for those who really are in need of help here in the Wakatipu. We will get through this by relying on ourselves to rebuild our economy and support our own community. Queenstown Lakes District is now officially free of Covid-19 and has been allocated $1.4 million to help tourism workers find new jobs. The Government confirmed on Friday how some of its $100 million worker redeployment package, announced in March, will be spent. A spokesperson for Minister of Regional Economic Development Shane Jones’ office says $1.4m has been allocated to Queenstown Lakes District Council’s recovery team. “It will supplement the investment being made by QLDC in its Recovery Team efforts, which focus on both community and economic recovery.” There was greater detail on plans for Northland, Hawke’s Bay and Rotorua, where $26 million will be spent on roading and vegetation control projects, creating more than 400 jobs. On the same day, Wayfare Group became the latest large Queenstown company to announce redundancies. Acting chief executive Ian Jackson said there would be significant job losses across Real Journeys, Go Orange and the International Antarctic Centre. He would not confirm how many redundancies the company will make, but the cuts won’t extend to Cardrona Alpine Resort and Treble Cone. Skyline, Ngai Tahu Tourism and other major tourism ventures have all confirmed significant redundancies. On Thursday, the Ministry of Health confirmed there are no active coronavirus cases at all in the Southern district.

Queenstown Lakes District has had a total of 87 cases. In early April, that represented six percent of New Zealand’s total cases. Queenstown was a hotspot, so much so the Ministry ordered the primary care organisation WellSouth to conduct random voluntary community testing via a drive-through at PAK’nSAVE. But it now more than five weeks since the last confirmed case in the Southern District - more than two full cycles of incubation of the disease. Its total is 216, while there have been a total of 1504 confirmed and probable cases nationwide since the pandemic began. While there is a tiny chance someone has Covid-19 and hasn’t shown any symptoms, all random community testing in Queenstown Lakes - including 353 at the supermarket and 247 at various backpackers - has failed to find one positive case.

Commerce Commission to determine Aurora Energys power bill increase. How much you’ll pay towards Aurora Energy upgrading its electricity lines is to be determined by the Commerce Commission. Power bills across Queenstown Lakes are likely to significantly increase from April 2021 as Aurora seeks to recover the costs of its three-year $400 million investment infrastructure. Aurora has estimated it could be as much as 18% for the average household - which equates to $21 a month in 2021 and then an extra $10 more per month in both 2022 and 2023.
“Throughout our upcoming assessment process we want to hear from consumers about what they care most about in Aurora’s proposal. “For example, is it the affordability of electricity, the management of power outages while the work is undertaken, or the safety and reliability of the network. “We also want to know how well Aurora has communicated its plan to those affected, how it should be held to account for delivering on its plan, and how consumers want the Commission to engage with them, especially given COVID-19 restrictions.” Aurora will detail the final proposed increase when it submits its investment plan in June. The Commission is due to make its final decision on the investment plan in March 2021, with consumer price increases taking effect from 1 April 2021. The introductory paper, a fact sheet on the investment plan and more information on the project can be found at www.comcom.govt.nz/aurora Aurora is a wholly owned subsidiary of Dunedin City Holdings Limited, owned by Dunedin City Council. Separate to the investment application, in March 2020 Aurora was penalised almost $5 million by the High Court for breaching its network quality standards between 2016 and 2019 in proceedings brought by the Commerce Commission. Aurora admitted to under-investing in its network, leading to a significant proportion of its equipment being in a deteriorated state, resulting in an increasing level of power outages.
And it doesn’t matter which provider residents use. Aurora owns and operates all the poles, lines and other equipment that distribute electricity from Transpower’s national grid to 90,000 homes, farms and businesses in Queenstown Lakes District, Central Otago and Dunedin. Its charges are built into power bills. They typically make up about a quarter of the average residential consumer’s bill.
One person killed in accident when car plunges into the Kawarau River
Aurora says its investment plan is to address historic under-investment in its network which has resulted in a gradual deterioration of its equipment including lines, poles and transformers. In recent years this has resulted in a higher number of safety incidents and an increasing number of unplanned power cuts.
Motorists found crash debris on the side of State Highway 6, Victoria Flats Bridge, at about 6.40pm. Police found a vehicle partially submerged in the river below. The vehicle with a wire rope tied to a tree. A scene guard was put in place overnight Tuesday.
That came into sharp focus September 2018 when 4700 homes in Queenstown were left without power after a snow dump.
Authorities returned to the scene the next morning, and an investigation was underway. The Police National Dive Squad was deployed to help assist in the search.
It took days to restore power to many of the properties in Arrowtown, Frankton, Dalefield, Queenstown and Glenorchy, and both mayor Jim Boult and NZSki boss Paul Anderson called on Aurora to provide a network “resilient enough to withstand a normal snow event, which is all we’ve had”.
The NZ Herald reported that witnesses at the scene told Queenstown freelance photographer James Allan they had seen the van crash into a 85kmh speed sign before going through a paddock and over a 50-metre cliff into the river.
Now the Commerce Commission has published an introductory paper outlining its role ahead of electricity lines company Aurora Energy submitting its investment plan this June. “It’s clear that significant investment is needed in Aurora’s network. It’s our role to scrutinise Aurora’s plan to decide the maximum revenue it should be allowed to recover from consumers to carry out its plan and over what period of time,” Associate Commissioner John Crawford said. “We understand that now, more than ever, household incomes will be strained, especially in light of COVID-19. Many consumers will be struggling to pay their bills while needing a reliable electricity supply. “A key consideration for us in our upcoming assessment is balancing the cost to consumers with the urgent need to fix the network.” As part of its assessment, the Commission will be reviewing Aurora’s consultation with its consumers. It will also be undertaking its own consultation. “Due to COVID-19 we anticipate being unable to hold face-to face public meetings. However, we are exploring alternative options to get consumer views on our issues paper in mid-2020 and our draft decision before Christmas,” Crawford said.
Police discovered a body in the partially submerged vehicle found in the Kawarau River, Gibbston, near Queenstown last Tuesday evening.
Police recovered the victim and on Thursday confirmed the identity of the person found in a partially-submerged vehicle in the Kawarau River. He was 59-year-old John Robert Howard, of Queenstown. Further inquiries are underway as to the circumstances of what happened.

Monthly Column As the last of the remaining leaves fall to the ground, we settle in to life at Alert Level 2 and the signs of normality it brings with it. Winter is just around the corner and I can’t wait to return to the Arrowtown and Wakatipu Rugby Clubs to referee some games of rugby and enjoy the odd day up the ski fields. How heart-warming is it to see some people back in our streets, in our hotels, and visiting some of our attractions. Walking down the main streets of Queenstown this week it was great to talk with people visiting our town from all over the South Island. They are here to support us because they know we are hurting. During lockdown the way we have stood together and stood by each other as a community makes being the local MP a very rewarding job. To be honest, could you think of a better place in the world to be locked down? Now though is the time we need the Government to stand by us too. While the eight-week extension of the wage subsidy is a great start, the reality is it will barely scrape the surface. The recent budget announcement of a $400 million tourism package is an insult to a sector which drives not only our local economy but our national economy. This is around .5 per cent of the total new spending. Railway was allocated $1.2 billion and only employs 4000 people. Tourism contributes around 16% to our GDP here in New Zealand and employs more than 400,000 people. We’re in a dire situation and in order to get ourselves working again, we need visitors. Domestic tourism opening up at Alert Level 2 has brought some hope, but to get our region really going again, we need the trans-Tasman bubble open. Here in Queenstown, we are talking about an area which has been largely reliant on international tourism, which makes up about 70% of our business. The Australian Prime Minister has mentioned July, but there has been no word from our own Prime Minister. Many businesses are asking for the Government to share with us their plans, even an estimated timeline and what needs to happen to get the Australian border safely open, to enable them to plan. It was great to personally welcome the first flight from Auckland back in to Queenstown at the arrivals gate recently with Mayor Jim Boult and Queenstown Airport chief executive Colin Keel. Flights from the North Island to Queenstown are crucial as 25 per cent of our ski season market is from skiers in the North Island. This flight reassures us that our future is bright. The tough weeks that have passed will get easier as the people return - the sooner the better. Hang in there Queenstown, there is light at the end of the tunnel.

Think of small business owners who has put every last penny of their savings and their dreams and hopes in that business and other side you have people’s lives. SLOW DOWN Have people forgotten how to follow the road rules during the lock down. In Arthurs point the speed limit is 50km an hour not 65 or 70. Too many cars are not respecting the speed limit driving

Stores are supposed to ensure that people observe the 2m rule and only have a maximum number of people in store, but it seems its not being respected in the big stores and certainly not enforced by the managers.

FLIGHTS Can’t believe I’m going to say this but I am enjoying hearing the sounds of planes taking off from the airport. After having nothing for 7 weeks, its quite nice to hear that sound. I know I’ll get over it but at the moment it feels as if life is returning to what has been a dead period. Not having any planes at all has somehow made the place feel disconnected. The town is made to be enjoyed by visitors and while it was too much in the last couple of years and it has been too much, having no one at all and town being completely deserted it through April and early May it was desperately sad and showed me there has to be a balance. Welcome fellow kiwis, enjoy our piece of paradise and thank you for coming and helping our town come alive again. Welcome back

Arts+Culture Bandemic In celebration of post-Lockdown, 7 Senior Students from Wakatipu High School have written, sung and produced an album made in response to the Lockdown. The album is called BANDEMIC. Ryan Connaghan tells the Lakes Weekly how it came together.
The 2020 Coronavirus (COVID-19) Pandemic affected everyone, regardless of age, occupation, or class. As Arts students at Wakatipu High School, we’d suffered the postponement of our usual highlight of the year, the musical; as well as several gigging opportunities both in and out of school. Although, we weren’t willing to spend our mandatory isolation in sheer boredom. Instead, students Greta Balfour and I (Ryan Connaghan) created an initiative that would encourage creativity and inform the community of the presence of our combined talent. The album was titled Bandemic, and with the help of our fantastic music teacher, Alison Price, we formed a team of capable creators. The task was simple, write at least one song at home and record it; preferably fitting the theme of the global situation.

A total of seven students contributed music to the record; their names are as follows: Ryan Connaghan, Greta Balfour, Billie Comer, Hannah White, Ollie Bailey, Timo Souness; and Lucy Glover. The album adheres to no genre, a testament to the various inspirations each respective student has for their creations. From indie-rock to graceful piano ballads, Bandemic has something for everyone. We were fortunate enough to have the record mastered for free by the very generous Paul Inger of The Recording Room, which gave the album a consistent, sleek, and professional sound. Year Thirteen student Arwyn Donnelly-Cranston created the cover art for the project; a piece that perfectly sums up the creation of the music: socially-distant and safe. As arguably the most significant historic event that we’ve lived through, I’m positive that I speak on behalf of everyone involved in Bandemic when I say that we’re immensely proud to have spent our time in isolation on something so creative and fulfilling. Level 2 means we are returning to that new normal, rents are going up, flights are starting to show online, people returning to work, people losing their jobs, people drive their cars too fast, it’s noisy and busy again. I want to get on my soap box now, I have run from the house to lake Hayes, not being able to drive there, so it has become a habit. Quiet roads, courteous drivers, waving and smiling. Now its dangerous, fast, too close, no smiles, get out of my way energy to it and its sad. Let’s remember that kindness we had in 4, let’s remember that everyone, no matter who they are have their own C-19 things going on, some are more serious and house threatening that others, so let’s be kind. Let’s check in, let’s listen and I mean really listen. I saw a quote on social media which said; “Really listening means just that, not listening so you can respond with your stuff.” Whilst this has had lost of silver linings, whilst we have loved the big pause button, let’s not go back to how things were. Instead let’s help one another, support our community, listen and keep growing. Let’s shape our lives and our town for the better, we have our chance now, the calm before the storm. So what will you do, when you look back what will you wish you had spent more time doing? How will you have developed and what will your lessons be? Make it count. COMMUNITY NOTES “I enjoy chatting to people and I love that for the most part I can help them out in some way,” said former nurse Suzannah Gray. There are 80 volunteers in the Queenstown Lakes District who have spent a large part of lockdown on the telephone talking to migrants who have put their hands up for help during the pandemic. Some of the migrants have lived here for years and have families here, others are seasonal workers or young travellers on working visas. They have applied for help through the Queenstown Lakes District Council Emergency Management Welfare Team.
“We can offer foreign migrants supermarket vouchers, clothes and blankets, food hampers, firewood and recently, as the lockdown period has played out, we have been given the go ahead for other help with rent, bills etc too.” “I think New Zealand is doing an amazing job of looking after people in need.” Documentary film maker Paul Roy is another volunteer assessing people who have applied for help.
Within 72 hours of them applying, a volunteer will ring them to assess their requests for support, which could be due to a range of problems - losing their job, having no money left, concerns around immigration, health issues, problems affording accommodation and more. Many don’t want to leave New Zealand; others have no choice as they can’t afford a flight home. Discussing these issues is a challenging but rewarding job, and the volunteers work on a two days on, two days off roster, seven days a week. While lockdown is now over, the work for the volunteers continues.
“I figured there would be a big need and I had some spare time,” Paul said. “Lots of people have lost their jobs, especially in Queenstown. They’re left with high rents and other bills and they’ve got nothing left to buy groceries with.” Paul talks to up to 13 people a day. “Most [migrants] are astonished they get anything at all. They are so grateful. They thought they would be left to sink or swim. People are under huge stress. They don’t know what’s happening.” Volunteer Katy Rowden
Half the volunteers have been recruited by Volunteering Central, who have been working closely with the QLDC since mid March. The Emergency Management Welfare Team provide the training. Volunteering Central is also coordinating volunteers for the Central Otago District Councils’ welfare team and supporting local social service organisations including the Salvation Army, Age Concern, and Community Networks Wanaka who coordinate Meals on Wheels. Volunteering Central Senior Coordinator Gillian White said “The organisation’s focus from the outset was to enable volunteers to operate safely and their processes and guidelines had been picked by other volunteer centres and organisations nationally”. Volunteers have been helping in a range of ways, from delivering essentials to vulnerable people to offering a listening ear to those who might be lonely or confused, administering vouchers being given to those in financial difficulty and supporting Volunteering Central with the connections process. One of the most challenging volunteering roles has been assessing the needs of migrants who have asked for help and pointing them in the right direction. These volunteers also have the ability to provide people with food vouchers for up to $450 depending on the size of their families. Three Needs Assessment volunteers, spoken to at random, all said they’ve found the work very satisfying and will continue to do it for as long as they can.

“I don’t think anyone realised how great the need was. It’s overwhelming. There’s also a lot of young foreign travellers, first time away from home who were here on working holidays and have found themselves out of work and running out of money. The food vouchers have been a huge help for them. Some want to get home but more want to stay. They’re facing going back to countries where things are much worse than they are here. “There are young New Zealanders who have never been unemployed and don’t even know who WINZ is. They’ve got no idea where to go for help.” ”Nobody knows what’s going to happen,” Katy says. “We can all get too wrapped up in how it’s affecting us. But there’s always someone who’s doing it tougher. People just Volunteer Suzannah Gray want to be heard. Even five minutes of chatting can make them feel better.” Volunteering Central has also connected volunteers to vulnerable people to assist with shopping and medicine collection or making a regular phone call to check they’re ok, distributing food vouchers and supporting Salvations Army with their deliveries, needs assessment calls and in store roles. Miranda Spary is a tired, old, has been columnist that we feel sorry for. She used to write a weekly book column in the old Queenstown Times which was read more for the local gossip in it than the book part. I hadn’t realised how stressful life had been until friends invited us to join them on a road trip up to the Abel Tasman. After two months of full focus on coronavirus and how to get through this financial nightmare, suddenly we are relaxing and enjoying ourselves, not gorging ourselves on bad news but on delicious tiny mussels prised off the rocks, not exploring all the possible twists and turns our futures might take, but exploring this beautiful part of the world instead. What is most positive is the number of people we are seeing doing the same thing and hearing encouraging signs from hotels and tour operators that bookings are starting to trickle in. There were very few cars on the road up the West Coast, and at Punakaiki we had every crashing wave and twittering fantail to ourselves. But the hotel staff were delighted there were 6 rooms full and looking better and better each day. In Takaka, all the cafes were open and busy, but the normally crowded Pupu Springs was totally empty. It is such a treat to see our natural wonders without the hordes of tourists being herded along. We are definitely going to have to rethink our tourism strategy - all the New Zealanders we’ve met are enjoying this new version of New Zealand where the tourists are being treated like royalty, not like sheep.

Queenstown is suddenly doing a wonderful job of promoting itself to the rest of New Zealand - our reputation has been getting very shoddy over the last few years, with domestic and international visitors complaining about high prices, long queues and indifferent service. Oh, and over zealous parking meter attendants - apparently they were doling out tickets in Arrowtown even during lockdown when the main street was mainly empty - can this be true? Surely council staff had better things to do… Already, there’s a noticeable change - everyone is working harder to make the visitor experience better value and better generally. Friends in Australia who’ve never visited are now planning to come over the ditch - there are fabulous ski packages on offer for this season, so do tell all your friends and invite them to come and visit you.

The Lakes District Museum in Arrowtown was founded in 1948. The museum holds a huge repository of objects, photographs, papers, books and interviews relating to our history. It also has an attached public art space, a bookshop and research facility. The museum has for many years run a full time education programme and runs the Arrowtown Post Office. The museum is a charitable trust relying largely on its door charge and sales to survive. The ongoing future of this district institution is seriously threatened due to the need to earthquake strengthen its heritage buildings and the impact of Covid 19. David Clarke has been the museum’s long serving Director and likes to walk and bike the districts track and trails. Even though we have all been in lockdown, one salvation has been our ability to get out and exercise in our beautiful environment. The autumn weather has been sensational and even as it turns cold you can rug up and enjoy the pure crisp air. The silence, punctuated by the prolific native bird song has added to the experience. Devil’s Staircase – Named by a Mr Greens who had built two small boats at the homestead of William Rees. He then decided for the first time, to try and get by horse down to Kingston. It proved to a very difficult trek and he named two of the rocky bluffs he had to negotiate ‘The Devil’s Staircase’ and the ‘Devil’s Lumberbox’
Dart River - Known by Maori as Te Awa Whakatipu - ‘the river of the [Lake] Whakatipu. This area was extremely important to Maori as it was the source of pounamu- greenstone. It was named by William Rees after the Dart river in Devon, England after Rees went to the head of the lake in 1860. Diamond Lake - Named by William Rees in 1860 for its sheers sparkling beauty Edith Cavell Bridge - This bridge at Arthur’s Point was named after the British nurse who was executed by the Germans during World War 1. The concrete bridge was quite new at the time and was simply called the Arthurs Point Bridge. A local miner Jack Clark, lived in a sod hut overlooking the bridge and he insisted it be named after the nurse. He placed a sign on it but the council removed it. He simply replaced it and over time the local population started calling it the Edith Cavell Bridge. Earnslaw Mount - 2837 m - This impressive mountain, the highest in the Wakatipu was named after Earnslaw (formerly Herneslawe) village in the parish of Eccles, Berwickshire, hometown of the surveyor John Turnbull Thomson’s father. It means Eagles Hill. Its Maori name is Pikirakatahi. The east peak was first climbed in 1890 by Harry Birley and the West Peak in 1914 by H Wright and J Robertson. Frankton - This settlement was named after William Rees’s wife Francis. It was named by Sir JC Richardson, Superintendent of Otago in 1861. Because of the safe harbour of Frankton Arm, there was a push for Frankton to become the main settlement. The hospital and first cemetery were established there but in the end Queenstown won out. Frankton Arm silted up and larger vessels could not use the Frankton wharf. Things would have been very different if the idea had succeeded.
Gibbston - Named after Thomas Gibbs who opened a store in the valley in 1868. Gibbs also began the first Post Office in Gibbston in 1869. Initially the track into Queenstown was on the northern side of the Kawarau River but in the 1870s a road was opened up through what we now know as the Gibbston Valley. The resulting traffic led to commercial opportunities with farming, coal mining and more latterly Viticulture.
