We Love Wakatipu challenges airport consultation process. The countdown is on for us all to have our say about whether we want turbo-charged growth at Queenstown Airport (QAC) with all its downstream ramifications. Or not. Council has commissioned MartinJenkins to do economic and social impact assessments, including community ‘consultation’. The same consultants wrote council’s ‘Sustaining Tourism Growth in Queenstown’ 2018 report, saying airport investment was required. Hmmmm. We Love Wakatipu Inc is one of many who have raised serious concerns about the validity, objectivity, transparency and robustness of this process. These have not been addressed by council or MartinJenkins. Yet we’re encouraging people to take part in this fundamentally flawed process – because it’s our best chance to get our community’s voice heard. Even our councillors don’t know the economic impacts of QAC’s preferred strategy (to allow 7.1million people/year by expanding the air noise boundary (ANB) and developing Wanaka Airport) because they’ve not seen QAC’s business plan. Council’s 2018-28 plan is based on no ANB expansion, so assumes $71 million in QAC dividends and no spend on roads, water, sewerage pipes, etc, to support QAC expansion. No one knows how QAC would finance their $500million-plus plan. Bank of China is one of their three funding banks. What happens if QAC runs into problems? Might QAC sell more shares, like they did in 2010, so that QLDC loses its controlling shareholding? The first victim of QAC debt servicing would be our dividend, leaving QLDC to find funds elsewhere for the infrastructural needs QAC externalises onto our community. Council’s CFO claims they can’t quantify these costs. MartinJenkins consultation offers four ‘airport scenarios’ to respond to. Unfortunately, the option likely to find favour with residents on both sides of the Crown Range – no expansion of the ANB and no jets to Wanaka – isn’t included. Nor is relocation of the airport, proposed almost a year ago by FlightPlan2050 to free up valuable airport land for high-density urban development. Instead MartinJenkins suggests building a third airport... well, that’s a no-flyer. One vital factor has been kept under the radar: QAC’s plans totally ignore the huge potential growth within the existing ANB offered by increased plane capacity and air noise reduction technology. A321s have 25% greater capacity than A320s. Jetstar will use them here this winter. Air NZ have them. There’s already technology that cuts airplane noise by up to 75%. I bet airlines would use both if QAC stipulated they couldn’t land here otherwise. Millions more could come in with quieter planes. News Round Up A weekly summary of major local news stories Otago Regional Council plans rates hike Otago Regional Council has highlighted the new Lake Hayes-Queenstown express bus and other local public transport initiatives, as it plans a 9.1% hike in rates. ORC Chair Marian Hobbs said the rates increase was necessary to accelerate the council’s important work, including climate-change and congestion tackling public transport. The rise would add about $14.50 on to the $157 ORC rates of a typical $700,000 Queenstown property.

Startup Queenstown Lakes has a new boss

Design work to begin on Queenstown’s suburban commuter routesk Design work will begin in April on new commuter cycle and walking tracks across the Wakatipu Basin. They include new routes from Shotover Country and Lake Hayes Estate into Frankton - taking a route through Quail Rise and cutting out the need to go down into the Shotover Delta. A quarterly update from Wakatipu Way to Go – the transport partnership made up of Queenstown Lakes District Council, Waka Kotahi NZ Transport Agency and the Otago Regional Council – shows it’s about to start spending the $14 million in funding announced last year. A map released with the update shows ‘active travel’ routes from the historic Shotover Bridge to State Highway 6 at Five Mile (route A2); from Five Mile to the Frankton Track (A3/4); and from Lake Hayes Estate to the Remarkables Park (A8), crossing to the other side of the Kawarau River.

Startup Queenstown Lakes has appointed lawyer Olivia Wensley as its new boss, following the departure of co-founder James Burnes.

Designers will get to work on those tracks in April, then from September will begin working on tracks from Fernhill into Queenstown, on Frankton track itself, Arthurs Point to Queenstown and another route through Lake Hayes Estate down to the historic Shotover River bridge.

Wensley, a New Zealand #MeToo advocate, has recently been on the executive team at legal-tech start up Automio and has long been a supporter of Startup Queenstown Lakes (SQL).

Those routes will be further enhanced with some of the $90 million of government infrastructure funding for Queenstown announced last month, including by building a pedestrian underpass at Five Mile.

SQL aims to diversify Queenstown’s economy away from tourism by encouraging tech entrepreneurs to set up shop here, while also supporting Queenstown people with sharp ideas to make the move into entrepreneurship.

The partnership has also started investigating improving the crossing of Shotover River at Arthurs Point, near the historic Edith Cavell Bridge.

It receives $220,000 a year in funding from Queenstown Lakes District Council.

Auckland Airport brushes off legal action fears A senior Auckland Airport boss says it has “never contemplated taking any legal action” against Queenstown’s council over their shared airport. Auckland International Airport Limited is the minority shareholder in Queenstown Airport, owning 24.99%. Queenstown Lakes District Council owns the rest, the majority shareholder with 75.01%. On Tuesday, as councillors moved to restrict the Queenstown Airport’s growth in the short term, Queenstown’s mayor Jim Boult opposed the move, warning it could open up the council to legal action from the minority shareholder. But Mark Thompson, Auckland Airport’s property boss and its representative on the Queenstown Airport Corporation board, moved to quell those fears in a statement released on Thursday (26th February). “Auckland Airport respects and values our partnership with Queenstown Lakes District Council and we have never contemplated taking any legal action against them,” he said “We are very mindful that people have voiced concerns about regional growth and the role of air services, and we fully support the council’s decision to lead this process, including engaging extensively with the community and all other stakeholders. “We are proud of our association with Queenstown and we will continue to support QAC and the contribution it makes to the district and the community.”

Additional affordable housing coming to Arrowtown Jopp Street land in Arrowtown has been approved for a change of use to enable much-needed affordable housing in the district. In a letter to QLDC Mayor Jim Boult, the Hon. Nanaia Mahuta, Minister for Local Government has approved the change of land use for the 3.68 hectare site from ‘public utility’ to ‘affordable housing’. In April 2019, the Council agreed to transfer the land to the Trust for the purpose of affordable housing. The site is proposed to provide a mixture of affordable rentals (including an allocation for elderly housing) and Secure Home properties. The Secure Homes programme was one outcome of Mayor Boult’s Affordable Housing Taskforce set up in 2016, providing long-term stability in a quality home in the same way as traditional home ownership does. With approval having been granted by the Minister, Council will progress with the land transfer to the Trust to hold for the purpose of affordable housing in Arrowtown in perpetuity. This will be followed by normal resource consenting processes.

29 metres is better than 25

I WThere’s a couple of things that have me

miffed about the public pools. Firstly the announcement from Alpine Aqualand confirming that the pool was going to be back up and running to public a little earlier than expected. ‘Earlier’? That words seemed to coat themselves with sarcasm because ahem! They were already 6 months late opening those gosh darn pools. Why has it taken soooo long? Who’s accountable for all of these mistakes? This is their second shut down of the pools, they keep needing to replace the tiles and deal with ventilation problems. I read in the Scene that 18

million dollars was spent on those pools, they’re only shy of a decade old. In that time I’ve used the Arrowtown Pool and I must say the setup is an absolute darling. I’ve grown quite fond of the place. Much cheaper than the Frankton pools and I’ve even managed to love the awkward length of the pool 29 metres. The standard half the size of an Olympic pool is 25 metres, which is what Frankton has. The 29 metre pool means I’m going a little bit further with my training - Thanks Arrowtown Pools. Size and vibe matters.

RE: Marine Parade is it still a road? I have cycled or walked this road most days ever since the paving job was done, and have never noticed any shared space signs. Either they are not obvious, or I am blind (along, I am sure, with many other people). Better bet would be to reduce the speed limit to 20kph, and do this across the CBD.

Spray stencil car and person icons all the way along the paving, especially at the arch of remembrance side, but just outlines. Then have a group, maybe high school paint all of them different colours and designs. As long as they were within the stencil lines. Then it’d get the message across and also add to the vibrance of the place. Signs with words don’t work, to many nationalities. Images are better. Pavement doodles.

Bus no show Orbus please get your act together. It was embarrassing getting off a 3.30 pm aussie flight and having the bus do a no show. It didn’t turn up til 10 past 4. All these tourists had brought cards especially then got fed up and took a cab. There was about 50 people left waiting with their bags. The Remarks bus stopped in did their routine wait. I asked the driver how far away the intown bus was, standard response ‘oh just 5 minutes away... it could be late because of traffic’... What? traffic jams from Remarkables Park? I

don’t think so. I think he assumed I was a tourist and didn’t know the place. We got on the dial to the helpline which has the most complicated number system 0800 ORBUSQT = 08006728778. This sent me to an ether block chain then to someones random mobile number that was never answered. It’s a shame, I use the buses quite a bit but they really let me down this time. More than anything that helpline needs to be address.

Yes, with the modernisation of the world, you go to the dairy shop to do your postage, and you go to the Post Office to get your cup of coffee. That’s progress for ya.

Why not put your concerns and suggestions to NZ Post? Only they can address these issues. There is a dedicated NZ Post shop as others have mentioned behind the Pig & Whistle. I believe there is very little signage for this shop due to the contracts with Night ‘n’ Day service centers. If the current system isn’t working for the town then surely NZ Post need to be made aware of your concerns so they can address the issues.

Blind Low Vision NZ Guide Dogs volunteers will be out in full force with their red bibs and donation buckets for this year’s Red Puppy Appeal street collection, 13-14 March. “We breed and train about 100 puppies per year, and only the best graduate as guide dogs. As New Zealand’s only guide dog service, it is 100% funded by public donations and it is with thanks to the generosity and support of Kiwis that Blind Low Vision NZ can provide guide dogs to people who need them,” said John Mulka, Blind Low Vision NZ Chief Executive. Guide dogs help people who are blind or have low vision retain their freedom and independence to move around safely and confidently. Highly valued for the positive and liberating change they bring to a person’s life, guide dogs have important roles. Charged with making what could potentially be life or death decisions on behalf of a person, they have to learn some smart and sophisticated skills. Ian Styles, 75, from Whangamata, is a guide dog handler and Red Puppy Appeal coordinator. He has been volunteering for the cause for the past 24 years, and has personally been supported by three different guide dogs over the years. “Having guide dogs has changed my life. Before I had them, I would ask someone to take me around, but now I can do my own thing. Irish, my current guide dog, knows where all the regular shops I go to are.” Not only have guide dogs supported Styles’ independence; they have also been a lifeline. Styles remembers waiting at a crossing and a pedestrian told him it was clear to cross. He gave the command to his guide dog Hindi to cross, and Hindi refused to move. He then heard a car speed past him, which he estimates was going 100kmp/h. “When we got across the road, I knelt down and said to Hindi ‘you saved my life’.” Styles is well known in the community as people see him out and about walking with his guide dog – he estimates he walks about five kilometres a day. During the Red Puppy Appeal street collection, you will find him outside the Lotto shop and the local New World supermarket shaking a bucket for a cause which is close to his heart. “We are incredibly grateful to everyone who supports our Red Puppy Appeal. It’s also a good opportunity for people to learn more about guide dogs, the special permission they have to access most places, and most importantly the life-changing role they play for people who are blind or have low vision,” said Mulka. To donate to this year’s Red Puppy Appeal, look out for a collector wearing red on a street near you on Friday 13 March and Saturday 14 March. She used to write a weekly book column in the old Queenstown Times which was read more for the local gossip in it than the book part. She is quite lazy and very grateful if readers send in ideas about what’s been happening locally on miranda@queenstown.co.nz

With all the world in so much turmoil, it’s ever lovelier living somewhere with comparatively dull politics. I may not have voted for Jacinda Ardern but I am very happy we have a young, female prime minister, especially one who is kind. Kindness is an incredibly rare commodity in most other countries, especially the ones with rich, old men in charge - pretty well all rest of the world is in that position. I was in tears listening to Jesse Mulligan talking to a Syrian refugee who has ended up in Dunedin - he can’t believe how beautiful it is here, and how welcoming and wonderful New Zealand has been to him. Let’s never forget how lucky we are to live here (especially right here in the Wakatipu!). We’ve got such a great community and I am noticing a major change in people’s attitudes - all of us baby boomers have been brought up on a diet of constant growth and expansion (no wonder we’re all suddenly on diets!). Now it seems that people are moving in the other direction - let’s have less growth and more happiness. At the Three Lakes Cultural Trust launch on Friday night, there was a massive turnout with everyone excited about getting new spaces for dance, drama, music and more. Other big community get togethers seem to be about fighting against the airport expansion, hideous commercial developments and too much bulk tourism. I know some businesses are hurting from the frightening drop in visitors, but the ones that appeal to domestic tourists are all reporting much less pain - maybe thinking about what will make local residents happy is more profitable? And on the subject of happiness, hugest happies to Josie Waters who turned 60 last week and to my daughter who was born 28 years ago but turned 7 on Saturday. I just worked out that if she has a baby this year, by the time her baby is 8, she will still only be 8. But on the subject of unhappiness, all that Lotto prize went to Auckland! What about our Lakes District Museum? Looks like the fundraising will have to start in earnest - do let me know if there are things you’d love to do - maybe a house or garden you’d love to visit, or lunch with someone you’d like to meet, or a walk over private land, or a yoga class on top of a mountain and maybe we can try and organise an event that lots of other people would enjoy and be happy to pay for the privilege. It’s also a chance to see more of our fabulous community and meet more of the people who make it such a vibrant, exciting place.

Airport Noise Summary of Council meeting about Airport SOE For a detailed account read ‘Airport’s wings clipped’ By Paul Taylor on the Queenstown app. Queenstown’s fierce fight over its airport’s future reached a new phase last week as the council clearly defined its position. Councillors met on Tuesday, February 25, to discuss their ‘statement of expectations’ (SOE). It’s a document created by a ‘steering group’, consisting of councillors, council staff and airport bigwigs, which will inform the Queenstown Airport Corporation board as it prepares its own ‘statement of intent’. QLDC is the major shareholder in the airport. The airport board’s ‘statement of intent’ (SOI) outlines its plans for the next three years, but is produced annually, to be signed off by council. Last year’s SOI proved controversial, as councillors believed the board was ignoring their requests to address community concerns over expansion, particularly the air noise boundaries.

It was eventually approved by councillors, on the proviso the steering group was formed to advise on the 2020 version. Councillors also appointed consultants MartinJenkins to carry out social/environmental and economic impact assessments, pausing any talk of expansion until the results are in. The SOE was approved on Tuesday, but only after it was amended. Rather than having QAC “minimise” any noise boundary expansion, it should instead “work within the existing noise boundaries”. Mayor Jim Boult warned that could prompt legal action from the Airport’s minority shareholder, Auckland Airport, and lock the council into a position before the MartinJenkins report was finished. But the amendment, proposed by John MacDonald, was carried, five votes to two, with Boult and Penny Clark voting against it. Councillors voted unanimously to approve the whole Statement of Expectation document.

Where they stand 5 minutes with councillor Penny Clark Penny Clark was the only councillor to vote against John MacDonald’s “work within existing noise boundaries” amendment, along with Queenstown mayor Jim Boult. She was on the steering group which created the Statement of Expectations, along with other councillors, the mayor, Queenstown Airport Corporation board members and the two chief executive officers. “I’ve been in business a long time and know you’ve got to keep the door open,” she says. “As soon as you give an ultimatum to an organisation, you usually get their back up. “I believe, with all the talks we’ve had and the debate in the community, the airport has grasped what’s needed. So we have to give the airport a chance now. The [airport’s] Statement of Intent is the next stage, although we might have another meeting of the steering group before its produced.” But she’s happy with how the vote went “because we finished up getting the whole expectation document put through. “We’ve made some great progress compared to where we were at nine months ago. We’re making headway because we’re talking.” Clark, who’s worked in the hotel sector for 45 years, says she sees the need for the MartinJenkins social/environmental and economic impact reports.

Will Auckland Airport take legal action? Media statement release Thursday 27th of February. Mark Thompson, Auckland Airport’s property boss and representative on the Queenstown Airport Corporation board says: “Auckland Airport respects and values our partnership with Queenstown Lakes District Council and we have never contemplated taking any legal action against them,”... “We are proud of our association with Queenstown and we will continue to support QAC and the contribution it makes to the district and the community.”

Why MartinJenkins? Statement from QLDC QLDC appointed MartinJenkins because of the firm’s robust methodology and integrated approach to the airport engagements and assessments. MartinJenkins’ assessments are including a broad range of groups throughout the community, ensuring that key stakeholders – regardless of their position on the airport – have their voices heard. This has been done both through focus groups and the online survey. QLDC understands the community’s need to be involved and the need for transparency in the process. We encourage anyone interested to become involved and contribute to the discussion.

Tech not not fully fully considered considered Tech Statement by AJ Mason I can certainly agree with We Love Wakatipu’s statement (read Lakes Weekly editorial this week) that improving aircraft technology is a critical factor, and any degree to which QAC may have taken it into account is entirely unclear. Not just improved technology into the 30 year future timeline of their masterplan, but improved technology already available today. The A321 neo aircraft is indeed an example of that. It’s not future technology, it came out in 2016. Air NZ, for instance, took delivery of its first 8 aircraft in 2018, with 14 more already on order. It is the fastest selling commercial aircraft ever, and is rapidly becoming the new normal globally. It offers significant capacity increases and simultaneously huge noise reductions. Any 30 year plan for any airport in the world, including ZQN, that fails to take full account of this type of aircraft technology would simply be wrong. The A321 neo is not speculative, it’s established, already operational technology. Beyond that, in 30 years’ time we know it will be an antique: Aircraft then will be even quieter again. Both NASA and EASA (Europe’s NASA) have roadmaps for ongoing improvement in aircraft noise technology. Any 30 year plan - and any SOI or application to expand noise boundaries arising from it - that fails to fully account for both today’s technology or these ongoing roadmaps can’t possibly be considered reliable.

No sign of a slowing job market in January!

• Retail openings also grew rapidly as did the services sector.

With the heat coming out of the International market growth is going to slow which will help ease the pressure on businesses looking for staff. Ads are likely to deliver more candidates and faster as the market turns towards business have more options available to them. While the international visitor market cools many local businesses are planning on pivoting their attention to the local and New Zealand domestic market for the near term until clarity on the future returns.

• The Food and Beverage businesses are still struggling with staffing levels especially with Chefs, customer service and kitchen staff being difficult to hire.

A short term slow down may help many local businesses match their workforce requirements with a lower demand. In some ways that might be a good thing.

• The number of open roles grew in January on the back of strong November and December numbers. JobFix and Lakes Weekly recorded a 6% growth in roles advertised across the three months. • Travel and Tourism had their strongest showing for many months.

• January 2020 returned to a strong month for workers looking for roles after a dip in 2019. • The forecasts are for much slower growth in late February and March. Historically Feb-March forms the shoulder season with June through August the quiet time for the local job postings. With weather closing access to Milford, the coronavirus closing our border with China and Australia experiencing major bushfires the next few months are likely to be uncertain for tourism. “With summer over, business confidence lacking, and the shoulder season traditionally leading to a quieter time in the job market, we expect to see a slowing in the volume of job ads until at least the start of the winter.” said David Gibbs, QMG Operations Manager.

Hard to achieve wellbeing if the economy doesn’t deliver by Nick Clark, Federated Farmers Manager General Policy

Finance Minister Grant Robertson recently announced 14 May as Budget day. In the same week, with admittedly less fanfare, Federated Farmers presented its submission on the Budget Policy Statement to Parliament’s Finance & Expenditure Select Committee. The BPS sets out the fiscal parameters and government priorities for the Budget, so provided some hints at what to expect. As with last year’s Budget the Government has used the BPS to signal a strong focus on ‘wellbeing’, with priorities including transitioning to a climate resilient and low emissions economy; lifting productivity, reducing poverty and improving mental health services. Federated Farmers has no problem with the concept of wellbeing, or these worthy priorities, but in practice wellbeing can mean all things to all people and it’s often used to justify almost any policy or programme. It would be a problem if it resulted in growth in lower value spending. Over the past several years a growing economy has generated enough growth in tax revenue to allow growth in operating expenditure, maintenance of operating surpluses, and a reduction in the ratio of net debt to GDP. This happy set of circumstances doesn’t happen by accident and it’s been thanks to successive governments having a strong focus on the economy and fiscal responsibility. Boring perhaps but necessary.

Governments shouldn’t take the economy for granted. Bill Clinton’s political strategist James Carville was right in 1992 and he’s still right today when he coined the phrase ‘it’s the economy stupid’. Put another way it will be hard to achieve the Government’s wellbeing priorities if the economy can’t deliver.

An emphasis on infrastructure going forward should be on rural local roads and rural and regional state highways, rural telecommunications, and assistance for upgrades to three waters infrastructure. Governments shouldn’t assume they can keep growing their operating expenditure by several billion dollars annually and at the same time maintain operating surpluses and keep debt under control.

While the temptation to spend up large will no doubt be strong, especially if the polls are looking close, New Zealand can’t afford a spending binge which squanders the country’s finances and leaves a nasty hangover

That we have gone from a $7 billion operating surplus last year to a $943 million forecast operating deficit this year should be a wake-up call. Government spending has been allowed to increase by more than $6.5 billion last year and by more than $6.7 billion this year. The strong growth in spending is the main reason for the forecast deficit.

A boring budget is probably what we need in these uncertain times.

In response, Feds submitted that the operating allowance for Budget 2020 ‘new initiatives’, which was increased last year, should be cut back and it should be used for tax relief, such as adjusting income tax thresholds for inflation, rather than new spending on top of that already committed.

Designed to be worn a few times and thrown out, fast fashion is a terrible waste of energy, water and resources. It harms the environment through toxic chemicals, dyes and microplastics, and harms our sisters making the garments. It’s hard to avoid the temptation of a bargain and there’s a growing trend of shopping as a leisure activity here in Queenstown. There is a reason for this, the advertising and the pricepoint is very carefully designed to lure us in and make is feel good in the moment... and it works until we get home and realise that the goods we bought aren’t actually that good! 20 years ago, there was no such temptation.

If your wardrobe is out of control or you want to do something about fashion waste, you could join us (Sustainable Queenstown and Wastebusters) for our Six Items Challenge this March. All you have to do is to limit your choice of clothing for the month of March to six items. The six items refer to your main items of clothing – trousers, tops, jumpers, dresses, skirts, shirts etc. Everything else is on top- so it’s not too hard. I’m doing this because I love stylish clothes, and I have tried for years to buy mainly second-hand for me and my son, I am now taking it one step further to raise awareness of the consequences of fast fashion. I don’t intend to compromise on style (except when I am in active wear!).

By participating in the Six Items Challenge, you’ll be part of a global movement to rethink fashion, you’ll: • say no to fast fashion, and yes to quality clothing, repair, longevity, your own style and fair working conditions. • inspire others and change attitudes. • have more time - you won’t have to think about what to wear. • get the satisfaction of taking up a challenge and getting some insights into what fashion means to you. Arts+Culture A new advocacy group for the arts Last Friday (28th February), people from across the region gathered at the Queenstown Contemporary art gallery in Frankton to celebrate a new step in the wider region’s arts and cultural heritage. It was the official launch of the Three Lakes Cultural Trust’s Cultural Masterplan. The Trust was officially formed in 2019 and last year, it conducted research into what the arts sector looks like in the Southern Lakes region.

Why is it important? The Queenstown Lakes District’s three major community trusts distribute more than $10 million annually, with an average of just 5-7% invested into cultural provision. The arts and culture sector is our individual, community and national identity – but it’s also a key economic diversifier. In a region which overwhelmingly relies on tourism, the creative industries could add an essential component.

What is the Three Lakes Cultural Trust? It started with a group of like-minded friends who realised, like many other artists and cultural advocates in the region, that there was a lack of connection and guidance in the arts sector. They set out to do something about it and last year, the Three Lakes Cultural Trust was officially formed. Sir Eion Edgar and Lady Jan Edgar are co-patrons of the Three Lakes Cultural Trust. It’s chaired by Bill Moran with the support of Carroll Joynes, Jay Cassells, Hetty Van Hale, Bob Berry, Annis Somerville, Julian Knights, Abby McCormick O’Neil and Leslie Van Gelder as trustees. The aim of the Trust is to advocate, support and connect people to help build a thriving arts and cultural sector. What isn’t it? The Trust wasn’t created to step on the proverbial toes of artists and creatives in the region. It’s also not about to magically materialise a brand-new arts centre. Its aim is connection; to find out what the region needs and to help ensure that arts projects don’t die when the facilitators run out of funding or energy. Although the Queenstown Lakes District Council supports the idea, the Trust is independent and is philanthropically funded.

The Cultural Masterplan Last year, the Three Lakes Cultural Trust laid the groundwork for a first-ofits kind cultural masterplan for the region. The Trust raised philanthropic funds and engaged AEA Consulting, a global firm which specialises in strategy and planning for the cultural and creative industries. The firm’s assisted a wide range of clients, from the Georgia O’Keeffe Museum to the City of London Corporation. The AEA team conducted research and ran community voice sessions in Glenorchy, Wanaka, Arrowtown and Queenstown. This formed the basis of the masterplan, released on Friday, which aims to address the needs of the arts and cultural sector across the region. It’s a long and detailed plan, but it falls into four main recommendations: • Ensure arts and culture are positioned as contributors to civic life and economic development • Build on what we have: supporting current arts practice and provision • Invest in infrastructure • Invest in creative: enable growth, learning and access to the arts What’s next? Feedback on the cultural masterplan will help determine what the Three Lakes Trust does next. Meet the trustee: Leslie Van Gelder Originally from the US, archaeologist and writer Leslie Van Gelder is wellknown for involvement in Glenorchy’s vibrant arts scene. She’s now one of the Three Lakes Trust’s nine trustees, working towards better cohesion and connection throughout the wider region’s arts sector. Born in New York City, she met her Kiwi husband while she was studying for a PhD overseas and says regular visits to New Zealand inspired her to live here full time. “We kept coming back for the holidays to see his family and eventually it was totally me, saying ‘I’d really like to live here!’. We had this grand plan of six months in the UK and six months here every year and then he developed cancer and we decided the plans should be about what I wanted. I ended up moving here permanently 12 years ago.” Leslie’s background was in anthropology (her PhD was about looking at people’s relationships with spaces) and her husband, Kevin, was an archaeologist interested in finger fluting (hand-made drawings on the walls of caves). Leslie says the two fields complemented each other and it led to the two of them studying this ancient form of art together in France, for seven years. Kevin had previously done studies in a cave in Australia and ironically, Leslie now studies the very same cave. “It is such an interesting experience of there being markers on the floor from when he was there in 1976 that are like little trail markers for me to pick up to work on now. It’s amazing, because time stops in a cave, it’s a weird experience of him being there and me being there… just not at the same time.” She says the experience has been “really eerie and weird and lovely” and a big part of her work is about archaeology and “trying to understand light and illumination and embodiment, how people moved in the caves and understanding who these people are and were.”

For Leslie, the ancient hand prints and finger flutings weren’t selfexpression in the same way we see art in the modern Western world, they are instead a connection to the past. “Hand prints and finger fluting are the two of the oldest forms of human art and I’m always intrigued by that notion of saying “I was here” – because I don’t think that’s what it is. I think it was the opposite. I think it was people who were trying to touch those who came before them in some sort of way. […] I guess it’s like meeting your DNA.” As a trustee for the Three Lakes Trust, Leslie says she’s excited to be part of the future of the arts sector in the region. Coming from the US, she was accustomed to everything being ran and organised by the government – but in the Queenstown Lakes region, it’s about coming together to build that structure and support. “We certainly have a couple of big roles. One is the ‘Community Voice’ sessions that are coming up, one is a role in sharing what we learned from doing this cultural masterplan because no one has done that before. The beauty is that this got done by someone who was really good and could reflect back and look at: here’s what’s good, here’s the assets we already have, here’s what people told us… so many people contributed to that. “There was obviously a great interest in the subject and the data has stuff to say that’s really valuable. We want to take that report back to the communities and say ‘let’s share with you what we’ve learned’ – because we know not everyone has time or energy to read a 100-page report.” Released on Friday, Leslie and the rest of the Three Lakes Cultural Trust team are asking for more feedback – it’s the community’s chance to look at the cultural masterplan and decide if it fully represents what matters to the region’s arts sectors.
