Cultural Masterplan Over the past decade there has been a growing desire amongst residents to expand offering of all kinds, and allow the community’s various cultural needs to be considered. The long-term goal is to make the cultural life of the district a much stronger driver of both community well-being and economic benefit, particularly at a time of rapid population growth, a diversifying population and rising economic and social pressures. Arts and culture play a leading role in a dynamic, well-rounded and diverse society. The World Health Organisation has confirmed that arts engagement can enhance multidimensional wellbeing, including positive emotions in daily life, life satisfaction and a sense of meaning and purpose. To achieve this, and create a more diverse, dynamic, distinctive and sustainable cultural life, the district needs a unified plan to which stakeholders and the community can commit as the way forward. The Three Lakes Cultural Trust was established in 2019 to develop and advance a view of culture in the district as an integrated whole, not just a discrete set of individual elements. To this end, it commissioned international experts, Adrian Ellis and Associates (AEA) to produce a cultural masterplan for the district. The AEA masterplan is based on a rigorous audit and analysis of the current cultural provision and built infrastructure, with a public survey followed by widespread community consultation. The Trust will test the AEA recommendations with the cultural community in order to confirm key priorities for action over the next 3-5 years. The Trust recognises that it is just one organisation amongst many. It is specifically not here to tell the cultural and wider community what to think or do. Rather, its role is to ensure that the voice of the community informs the decisions of key stakeholders now and in the future. Ultimately, we believe everyone wants the same thing – a vibrant, diverse and distinctive culture that over the long term enriches the well-being of the people of the district and those who visit it. With the AEA cultural masterplan to hand, the Trust is now well-placed to do this and through it, assist the Queenstown Lakes District Council and others to achieve these goals. This Friday night we launch the Cultural Masterplan to the public. We are delighted to be able to share our findings and key recommendations with the local community. We hope this will be a big milestone for the extraordinary diversity of participants in the arts and cultural scene of our region. Bill Moran - Chair of the Three Lakes Cultural Trust

Response to editorial 18th February 2020
“We would like to stress that Kingston was far from forgotten. Three different staff and Councillor Penny Clark were in touch with the Kingston Community Association multiple times on both Tuesday and Wednesday, and likewise with the local Community Response Coordinator. Other staff liaised with Wilson Contractors to ensure the culverts were cleared, the town supported and any issues with lake levels escalated. “The main concern was a box culvert on the main street, and high flows causing it to fail. Wilson Contractors removed a tree stump upstream from it, and kept an eye on the culvert to make sure it didn’t block. “In any event like this, Council really does rely on the community be our eyes and ears. They’re an integral part of any response and help us understand what we need to do, deliver, fix and stop from happening. Our customer service team is available 24/7. We would also like to take the opportunity to share the Kingston Community Response Plan in place for this specific area: https://www.qldc.govt.nz/assets/Uploads/OurCommunity/Emergency-Management/Response-Plans/ QLDC-CD-Community-Response-Plan-Kingston-Jan19. pdf

Arts+Culture Spotlight on: Queenstown Art Centre Established in 1981, the Queenstown Art Centre on the corner of Ballarat and Stanley Streets has played an important part in the town’s cultural heart for many years. Housed in a quaint wooden building that was once the classrooms of the local high school, it comprises of a gallery, artists’ studios and a hire-able workroom. Art Centre Co-Ordinator Andie King says the building was lying empty when a group of artists decided to put it to good use. At the same time, the Pottery Club established a room out the back and the Queenstown Performance Centre (QPAC) did the same thing in a nearby building. “From there, it’s evolved into having a workroom where there’s regular art classes, we have studio space for about 14 people (it’s usually full) and a small gallery where we showcase art… we try to have as many different exhibitions throughout the year as possible, and we also help with public and fundraising events.” The gallery is open Tuesdays to Saturdays and is staffed mostly by volunteers. Andie started off as a studio artist, painting and creating in one of the studios, and became the Co-Ordinator in 2013. “It’s changed since then – the doors are open more often, there’s lots more exhibitions and we’re bringing in a lot more of the community through more events. It’s bringing everyone together.” But the future of the Centre is uncertain. It’s sitting on a large site which, apart from the Arts Centre and QPACT rooms, is largely underutilised and in October 2018 Council signed an agreement with Ngai Tahu Property to explore options for the site. This could include arts and cultural facilities, council offices, a library and car parking but decisions are yet to be made. “We just don’t know yet,” says Andie, “Last year, the Council met with us and gave us an idea of what’s going on. They still want a community feel for the area and they have involved us quite a bit… but nothing’s been decided since then. It could be in three years or ten years.” She adds that the ideal development of the Arts Centre wouldn’t be much different to what they’ve already got: “fingers crossed, they’ll be able to provide us with… well, what we already have. But with a bigger gallery, so we’d have the option of bringing in travelling exhibitions.” “What we have now works quite well with tourists too. We have so many local artists here, the Centre has a local feel and it shows visitors what locals get up to. Tourists just love coming in here and talking to the studio artists and that they’re able to do private classes and workshops if they want to.” The Queenstown Art Centre will run its annual Mad March Sale 6th – 21st March. Popular with local homeowners, the event invites artists and art owners to bring artworks under $650 that they’d like to sell. Then, from 6th March, art lovers can pop along and find an affordable art piece to complement their home.

HIGHLANDERS vs REBELS Friday 28 Feb - 7:05pm After a rough weeks last week against the Crusaders the Highlanders will be out to prove they are not bottom of the table candidates. WARATAHS vs LIONS Friday 28 Feb - 9:15pm Once again the Sydneysiders are woefully underperforming. Maybe this is the week they turn up to play. HURRICANES vs SUNWOLVES Saturday 29 Feb - 4:45pm This could get ugly for the Japanese. If the Reds can put 60+ on them, the Canes could rack up a ton. REDS vs SHARKS Saturday 29 Feb - 9:15pm They scored some points last week the Reds, but against the Sharks it’s another kettle of fish. STORMERS vs BLUES Sunday 1 Mar - 2:05am The Blues would have taken some confidence from last week, but this week it’s the top ranked South African side not the bottom placed Bulls. BULLS vs JAGUARES Sunday 1 Mar - 4:15am A tough one to pick. The Jaguares were finalists last year and should be too good for the Bulls who haven’t seen finals rugby for years.

Lotto can be so disappointing - I was convinced I would win the $35 million this weekend and couldn’t wait to give David Clarke an enormous cheque for our beautiful Lakes District Museum. It’s having to have some very expensive earthquake strengthening (otherwise it has to close) but at 145 years old, any of us would have needed some new hips and teeth too. Since it’s going to need such major work, it’s a good opportunity to improve the whole layout of the building and to restore the original parapets. If there’s anyone out there who wants to drop in a cheque for $3.5 million, I know David would be extremely happy. Smaller amounts will also be VERY gratefully accepted. If you haven’t been to the museum yet, do get along and check it out - it’s a huge privilege having such an important structure anchoring our community - not just for the historical and cultural benefits, including its art exhibition space, but it is where you go to report (and find) your lost property (can I report having lost our police station in Arrowtown?), get books, maps and info AND the museum runs the Post Office we can’t afford to lose that either. This community is very good at having fun fundraising - if anyone has any brilliant ideas for saving the museum or sacks of cash in their undie drawer they don’t need, do please let me or the museum know - also think about ways the building could be improved. Should there be a lecture theatre to house the thousands of schoolchildren who come from all over NZ every year to learn about our history? Are there ideas for exhibitions you’d love to see? It’s starting to feel like the end of summer - the cherries are finished for the season, the NZ Open signs are sprouting up even faster than the weeds in my garden, and as predicted, the conditions were perfect for the toxic blue green algae to appear in Lake Hayes with that huge rain washing all that land disturbed by developers above Mill Stream. Please let’s not ruin our magical part of the world.

Don’t throw glass bottles at Fat Freddy’s
the person who threw the glass bottle at Fat Freddy’s, You must have known that throwing a glass bottle into the crowd would likely ruin someone’s night. That bottle ended up hitting my friend in the forehead leading to two alpine bumps and a bloody gash! A lucky result, considering the bottle could have shattered or left her concussed. You are a douche and there is no place for people like you at events like this. I extend to you my
most sincere F-U from me, my friend, and everyone in the crowd that the bottle could have hit. Thankfully she’s alright, and on the flip side, I’d like to give a big thank you to the event staff and medical tent for their calm, quick response and good sense of humor. Keep rockin’ Fat Freddy! P.S. Sorry to anyone who was startled by the little blonde girl with the big black eye trying to pet your dog. She’s in good spirits
Free coffee and postage don’t mix I think we really ought to re-think our current in town postal service situation. Can the staff actually cope? The other day I was in there at the Night’n’Day on Church Street at 1.30 pm and the line for check out was packed! Tradies with reusable coffee cups lining up to take advantage of their month long deal of free coffee for those who BYO’d their own cup. It’s a great deal with a immediate impact. I often catch tradies sipping on single-use cups so it was refreshing to see them shift their habits for free coffee. But it’s obvious to see that currently this deal causes major strain on the front line staff and the postal service is left unattended / avoided. I was left waiting for a good 8 minutes as the poor staff chugged through single orders of workers on smoko. In hindsight, I’m sure they probably wish they’d never started that promotion when the O’Connell building was getting re-done. Regardless, the staff seem overwhelmed when they have to switch
from making coffee’s to sorting out sending an important document or large package. Let’s be honest, when sending your package it comes with a lot of questions (especially if it’s getting sent afar). With the amount of transient folk residing here I’m sure sending different items abroad isn’t so straight forward, and the staff simply don’t have the time to cross reference or talk it through. I do wonder how much training NZ post has given them? Have they just been lumped with another task on top of their duties? Do they get paid more to accommodate this additional service? Personally, this system doesn’t seem to be working. NZ post should explore a smarter option - Why don’t we have a hole in the wall postal service? Or a parked up caravan servicing everybody’s packaging needs? There needs to be a designated spot to sort your postage not an add-on to a already bustling business. Caravan postal shop does sound smart
Is Marine Parade still a road? Should we just stop cars altogether? Pedestrian tourists mesmerized by the view and tired after a long day? What about the drivers? It’s a mint paving job, but does it genuinely confuse people and will it result in an accident? Is this the ambulance at the bottom of the cliff? Before anything potentially happens QLDC it might be worth you looking into. Maybe a few signs or painted lines and icons on the road? Pedestrians on one side cars the other? Icons are international. Response from the council Thanks for sharing your views on Marine Parade. This area is a shared space and is signposted accordingly. The priority is pedestrian, cyclist then vehicle, which means cars and cyclist must give way to pedestrians.
tables pushing more and more into the paved pedestrian strip? Given all the other rules in town I’m sure they’ve consent? Within that RC how far out from the building can they go please? The woonerf concept is a good one but the international tourists may not understand. Maybe a time lapse vid would show some of the near misses better? Who would be liable if there was a car vs person accident there? As always these topics are raised with genuine concern for our town.

Re: out with the old WWII Siren No... don’t get rid of the siren... it’s so much fun when American tourists hear it, and ask “what’s that siren for?”, and you can answer, “Oh, it’s those Russians attacking us again” and watch their reactions. If you’re living in Dalefield, I’m sure you can afford a pair of ear plugs or double glazing - pretty good technology that is. OR!? Why don’t you donate some money to your local fire service. Or better yet, go buy them some technology so your horses can rest easy at night.
Hey Deni Bevin This is the approach we intend to take with the entire town centre as identified in the Town Centre Masterplan. Tables and chairs have a licence to occupy, and there are markers defining how much they can encroach on the surrounding area.

I’ve received a temporary work visa through a partnership, however my relationship has now ended and my partner is moving overseas. Will I be made to leave New Zealand and what happens if my partner tells Immigration that we are no longer in a relationship?

the basis of a relationship with a New Zealand citizen/resident or a valid work visa holder, and that relationship has ended, then your ability to hold that visa has also ceased. A recommendation would be to contact Immigration New Zealand (INZ) to advise them of your change in status, although you need to be aware that upon notifying INZ you should apply for and obtain a different type of visa as soon as is possible. If you do not proactively inform INZ, and for example your partner advises INZ directly that you relationship has ended, you could ultimately receive a notice from INZ providing advice that they intend to revoke you temporary visa off you within 14 days, unless you are able to show good cause as to why the visa should not be revoked. LAKES WEEKLY BULLETIN
News Round Up A weekly summary of major local news stories Lake Hayes Estate dropped from Remarks gondola plans
QLDC speed limit consultation closes this week
A Queenstown development company plans to push ahead with its $100 million-plus Remarkables gondola without the Lake Hayes Estate terminal.
Queenstown Lakes District Council (QLDC) began courting the public’s love of speed limits this Valentine’s Day as a consultation on new proposed limits began (14th February).
The Porter Group announced plans for a gondola from Remarkables Park, near Frankton, up to The Remarkables ski field in 2018. It is now finalising the designs and expects to submit a planning application in April or May.
The Council is making permanent changes to speed limits in the region following the adoption of the Speed Limits Bylaw 2019. Proposed changes were submitted by the community during a consultation last year and now, the community will again have its say on them.
But plans to have one of the terminals serving the subdivisions of Lake Hayes Estate (LHE), Shotover Country and Bridesdale have been shelved.
QLDC General Manager Property and Infrastructure Peter Hansby encouraged people to join the process and provide feedback:
Instead, the gondola will go directly to the turning station on the south side of the Kawarau River, on Porter-owned Queenstown Park Station, below the end of the iconic Remarkables mountain range.
“Setting speed limits on our roads can sometimes be an emotive issue, but there is only one objective – to make our roads safer for everyone,” he said.
The turning terminal will, however, be designed to allow a publicly-funded gondola to connect into it.
“We would like to hear from people throughout the community to know what they think.”
QLDC installs more CCTV cameras QLDC has installed six new cameras at the Stanley Street bus hub in Queenstown’s CBD. The Stanley Street bus interchange was moved from Camp Street in September last year. The change was designed to minimise disruption during the O’Connells Mall closure and upgrade and at the time, the existing Camp Street bus stops reverted to Loading Zones, benefiting those delivering goods in the Queenstown Town Centre. The public map showing CCTV locations has been updated and can be found on the Council’s website.
Transport Minister fires at MP over Milford Road comments ”It’s petty politicking to attack the Government when people are working their guts out on the ground,” Transport Minister Phil Twyford says. Twyford has rounded on Queenstown-based Clutha-Southland MP Hamish Walker over his claims the Government aren’t doing enough to reopen Milford Road.
Submissions close at 5pm on Friday 28 February.
Possible overnight delays on Shotover Bridge Queenstown’s Shotover Bridge may be reduced to a single lane overnight at times over next seven months as a $3 million project to install new pipes takes place. Work to install new wastewater and water supply pipes across the busy bridge is set to start this week.
The work involves replacing around 320m of wastewater pipes and installing new water supply pipes along the downstream side of the Shotover Bridge. This is to provide for current and future wastewater and water supply capacity as growth in the area continues. The new pipes will be connected to existing pipes which were installed as part of the recently completed underpass project. To minimise disruption, most of the work will be completed from the riverbed. Where this is not possible, the work will be completed at night between 11pm and 5am, reducing the bridge to single lane. Work is expected to be complete in September 2020.
National Party MP Walker said on Monday the Government’s “reactive approach” is costing people their jobs and damaging businesses in Te Anau and Milford Sound.
Social media battle over airports survey
State Highway 94, Milford Road, was blocked in several places by slips triggered by heavy rain at the start of the month and the road surface itself was extensively damaged.
Anti-airport expansion lobby group Protect Queenstown has raised more concerns about the MartinJenkins survey on the impacts on airport growth, which opened last week.
Tourist bus convoys began on Friday, but it is not known when the road will open to normal two-lane traffic.
We Love Wakatipu Inc Society, led by former district councillor Cath Gilmour, is running a Protect Queenstown campaign to stop air noise boundary expansion at Queenstown Airport aerodrome. A similar campaign is being fought in Wanaka by Protect Wanaka, a separate group, against plans to expand the operations of Wanaka Airport. The battle over the airport expansion plans is being fought, largely, on social media, with various groups and individuals posting, prompting hundreds of comments, many of them passionate, some of them vitriolic. Both airports are run by Queenstown Airport Corporation. Queenstown Lakes District Council is the major shareholder of Queenstown Airport, and has given QAC a 100-year lease to run Wanaka.

LEGEND OF THE WEEK What’s your role? Designer, owner of Jane Sutherland. A clothing + accessories brand based in Kingston. General dogs body. Flying solo with some amazing machinists, pattern makers who all help keep Jane Sutherland designs 100 % NZ made. How long in Kingston and why did you choose to live here? 20 years - I left the city to join my partner who had a vision! We live next to the cemetery so we live a very peaceful life. Recommended must-do activity in and around Kingston/ QT? Visit Jane Sutherlands Kingston workshop/ studio - enjoy a Central Otago wine, talk fashion + design and browse the racks of one off and limited edition designs. Check janesutherland.co.nz, wink wink. What’s your favourite place to eat? My mothers, I am also a frequent flyer at Franks - enjoy a coffee at Wild Bean BP and the occasion nibble at White + Wongs and Madam Woo when I cross the border - and least we forget ‘First Table’ where everyone finds a bargain whilst spoilt for choice. What has been your best/worst date? The scene: early 90’s centre plots Invercargill. Dressed up, picked up, driven to Kings Seafood Restaurant. Go to get out of vehicle. Date says: “Get BACK in the car” (warning bells)! He proceeds to bring out two pottles of seafood chowder, to be eaten in the car, with the Doors on cassette. Who is your inspiration? Many people – of many walks of life. I am fascinated by human behavior, by what’s underneath the surface, the worlds inside people. What’s the best bad decision you ever made? Didn’t leave after the seafood chowder.
Name:
Jane Sutherland
What’s the most interesting thing you’ve learned in the past week? Exclusive interview ‘Beyond the wire’ in the Sunday Star Times on NZ’s infamous inmate Arthur Taylor. What is your favourite season and why? Spring - a new commencement of life and a breath of fresh air. If you were an animal, what would it be? My late dog Bryan - he was a stray and lived his days as King Bryan - I would need to be my owner! If you had to describe yourself in 5 words, what would they be? Balanced, sensitive, trustworthy, honest, some say humurous What is something you like to do that other people would probably consider “weird” if they knew? My interest in extraterrestrial intelligence is probably all that needs to be said. What’s on your bucket list? Need to make it to New York + Japan. What is the first thing you notice about a person? The eyes and their demeanour, but the hands are very important! What is that joke that you can’t tell without laughing hard? Don’t really tell jokes to be honest. What is your most useless skill? And your most valuable? Playing the spoons and resilience. If you won a million dollars what would you spend it on? I grew up watching the UK TV show ‘The Secret Millionaire’ I still hold onto that dream. What’s your best piece of advice? Success is not final, failure is not fatal, it is the courage to continue that counts and loose lips sink ships.
Gig Review
Rating: That was a waste of time. I talked during the performance.
What: The Valentine’s Burlesque Ball Where: Queenstown Memorial Hall When: Friday 14th February Reviewer: Ch’i Bangs Valentine’s Burlesque Ball. What to expect when going to something like that?? For these uncharted territories, I go in with low expectations with optimism to be blown away. Upon entry, there was instantly glitz and glamour. Performers greeted us in fancy costumes, everyone was dolled up for the occasion and excitement charged in the air. An additional podium stage was set up in the middle of Memorial Hall, so the performers would be closer and more interactive with the audience. The drag presenter walked on and gave a good sass rundown of what to expect. He was immediately a crowd favourite. The first performer came on. There was glitter, drama & tasteful nudity. A tease of things to come. The next performer used massive feather fans. They looked extremely smooth and sexy; it made the crowd go WILD! Our very own Queenstown performer, Gabrielle Stone, graced the stage. Her performance came with a storyline, even a shoe change. It was a well-choreographed routine about heartbreak. She finished her set with strength, rising from the sorrow like a phoenix. For the grand finale of the first act; a cookie was integrated into the performance. The performer started dry-humping her cookie. Everyone was either in awe or in shock! It sure was something
It was mmmk. Totally worth it. Must Do! different! She finished off her performance by pouring soymilk all over herself and whirled her tassels around, giving everyone a good spattering of sweet soy. In the break, there was an opportunity to talk to most of the performers. They all came out in costume and posed for photos. There were definitely some questionable acts. Don’t get me wrong, I love listening to a good old poem, but it might not have been the right setting for a burlesque night. The whole audience was quiet until she started taking off her clothes. Finally, it was time for the woman that made it all possible, Oblivion Westwood. She stepped onto the stage boasting confidence. She manoeuvred herself into a martini cocktail glass, teasing the audience whilst pouring water onto herself with a plush olive. She gave us a taste of what she’s capable of and what burlesque is all about. What an ending to a very entertaining evening. A unique way to spend Valentine’s Day. It was a memorable night with lots of aawwwws and wows. It’s an admiration thing ‘this should definitely be made more common’. I would highly recommend. So, next Valentine’s Day clear your schedule and GO TO THE BURLESQUE BALL!
