Affordable housing gets a boost. Around a year ago I wrote an article for the LWB noting we were developing our new assisted ownership programme, Secure Home. I’m pleased to report we successfully launched this new housing model in February, and now have six happy households occupying their new homes in Shotover Country. These new homeowners bought into their properties at the cost of house construction, with prices ranging from $320k to $400k. They then signed up to a 100 year lease with ground rent set at 1.5% of market value (averaging $84 per week). This rent is adjusted annually with inflation (CPI) for the term of their lease. When they want to sell, they must sell back to the Trust at original price plus CPI for the period they have been in the property. Any agreed improvements they have made during that time are also factored into the resale price. We will then on sell the home to the next household on our waiting list at the same price we just bought it back for, with a new 100 year lease put in place. Thus affordability is maintained in perpetuity for the first, as well as subsequent households. Through linking the cost of the home and the ongoing ground rent to inflation, rather than market land values, creates a secondary market – one controlled by a not-for-profit Trust and not subject to the volatility of the open market. It gives the households certainty of their outgoings and provides a stepping stone to independence over time. Essentially households get all the privileges of home ownership except the ability to make large capital gains. It’s a nest – not a nest egg.

A highlight for us this year was Council resolving to transfer a large piece of land in Arrowtown across to the Trust at nil cost. This was a real milestone and demonstrates Council’s commitment to the issue of housing affordability in the district. We expect to build around 70 units on this site and have the unique benefit of being able to create a comprehensive development from scratch. During the course of the last 12 months we signed agreements with several developers, where they committed to provide up to 12.5% of their sections to the Trust as part of their Special Housing Area requirements with Council. This will go some way towards our big, hairy, audacious goal of 1000 homes by 2028! As at today we have 580 households on our waiting list, made up of 919 adults and 575 children. So we have no shortage of local singles, couples and families seeking housing assistance. Our greatest challenge is to scale up the Trust to help them all. Green MP Gareth Hughes heads to Queenstown by Lauren Prebble
Green MP Gareth Hughes is coming to Queenstown as part of the party's nationwide 'What Next?' tour. "We're getting out and talking to people face to face." he said over the phone.
"We're world's first and oldest national level green [party] and it has taken until 2017 to get into government." Gareth mentioned he ‘felt lucky' when his personal selection of Queenstown got accepted. "I love the town. I love the energy. As the party's tourism spokesperson I know how important tourism is for the local economy." He’ll be talking about the Greens’ achievements and the party's priorities like climate change, housing and conservation. In a recent interview, Gareth doubted the government’s progress, saying it was not 'transformational'. He explained this statement: "I think any reasonable person would say that this government, this term, hasn't been as transformational to what we saw in the 1930s or the 1980s. There's been pockets of transformation and the Zero Carbon Act, I would say, is one example of that. But given the global challenges we face of climate change, a billion species going
extinct, massive environmental degradation, [the] huge growth in inequality; we do need a transformational change and that means changing the operating system that our society runs on." Green party is using this 'What Next' campaign to hear the people's priorities as they prepare for the 2020 election.
"I'm aware of the big debates locally about the bedtax. For too long we've simply chased trying to cram more tourists in Fiordland or Queenstown (much like we've crammed as many cows in our paddocks). We need to find better models that really focus on value and building the brand rather than potentially undermining it."
"I've spent 10 years at Greenpeace and now 10 years in parliament with the Greens. I never put parliament on a pedestal and thought that was the be-all-end-all of politics. I intend to stay involved in politics and still be pushing for change – just not wearing a suit and a tie." Green MP Gareth Hughes will be at Sherwood Sunday 8th of December.
Gareth did not what this to be a stuffy political meeting. He described the cliche of this as a "cold church hall, the politician speaks at you for an hour or so, then everyone has a tea and a biccy, then goes home." He invited the notion for people to speak out. Fronting a selection of these 'What Next?' tours seems to place a bit of irony to Gareth's current situation, by 2020 he's set to resign from politics.

She used to write a weekly book column in the old Queenstown Times which was read more for the local gossip in it than the book part. She is quite lazy and very grateful if readers send in ideas about what’s been happening locally on miranda@queenstown.co.nz
So Clive James has finally fallen off his perch after clinging on far longer than his doctors had predicted. I’m a massive fan of his and even though the news upset me hugely, I couldn’t stop laughing at Kim HIll’s reading out his description of Arnold Schwarzenegger - how could I never have heard it before? “A brown condom full of walnuts”. I’d kill to be able to write like him. Clive James, that is, not Arnold - I just looked up the books he had written and they all seem to be about getting a body like the one my hero described. With death and Christmas occupying my mind this week, I had the excellent idea of buying my whole family something everyone can use. And not made of plastic. And not made in China. I rang the council to see if I could buy a family plot at the Arrowtown cemetery but there’s a rule that says you can’t buy one till you need it. This is so infuriating! We all seem to be in hopelessly good shape and long may it continue. Now I’m on a mission for permission to make a private cemetery in our garden. Think what excellent compost we’d all be. I might head down to Mr Dick in Cemetery Road in Cromwell and just buy my family some nice Christmassy bags of his very high quality tiger worms - the best variety for composting. The cemetery plot idea came to me while I was wandering round with a friend - I’ve been to Arrowtown cemetery loads of times over the last fifty years, but had never noticed the tombstone of an intriguing sounding fellow called Edward Thompson who died in 1898. His family (or maybe an enemy?) paid to have it engraved “Pioneer. Publican.Snob”. Does anyone know more about him? The tombstone looks quite new but is at an alarming angle. Families are so funny and infuriating and one of my favourite books ever is “Dear Lupin” . Roger Mortimer was a witty, wonderful racing correspondent in the UK. He wrote terrific letters to his son Charlie who managed to disappoint his father at every turn. After his father died, Charlie published them and now it’s been made into a stage play. I was lucky enough to see it at the Sherwood and real life father and son John and Blaise Barham play the disappointee and the disappointer (are they real words?) There are two more performances - one in Alexandra and one in Bannockburn this week - it really is wonderful and not just hilarious, but very, very touching. It’s the story of L S Lowry, the Lancashire artist who did those cartoony paintings of his industrial surroundings. His miserable old bat of a mother tries to discourage him from painting and it should be a very depressing movie but it’s not at all. Straight after the screening on Monday 9th at Dorothy Browns, Sir Michael Hill is going to talk briefly (very briefly, as we have to be out of the cinema by 7.30) about his new book of cartoons “Catch and Release” and will happily sign them for everyone. The movie’s great, the cartoons are great and it should be a lot of fun.

The Queenstown Housing Crisis Queenstown has an accommodation problem. In rapidly-growing ‘boom towns’ an accommodation crisis is the dark underbelly and while the problem isn’t a new phenomenon, it needs to be addressed.
Health Board’s report lists several instances of tenants not wanting to complain about housing standards as they feel pressurised into ‘compromising’ as ‘there’s no other option’.
The situation has gotten so bad that earlier in the year the Southern District Health Board conducted research into the impact of the housing shortage on the Central Otago community. The draft was released in September, called Central Otago Housing: The Human story.
Often, families who are getting into the housing market become landlords as a creative solution to help pay mortgages on homes that are on average 20% more expensive than our biggest cities. More than 70% of first home buyer households have below average incomes after housing costs are taken into account. Taking on tenants may not be their choice, especially if they have a young family, but with high housing costs, increasing energy costs, a substandard health system and expensive transportation costs, they are left with little choice.
Queenstown is the fastest growing district in the country with migration, both permanent and temporary, driving the boom. Businesses increasingly struggle to find staff, but employees aren’t sticking around because they can’t find permanent, affordable or quality accommodation. The Southern Lakes region relies on labour migrants to top-up the local labour supply; typically, these migrants are not wealthy and they’re unlikely to get high wages while they’re here (fulfilling frontline roles such as hospitality front of house and cleaning). Though Queenstown needs more labour migrants to service growing tourist numbers, local housing supply is not growing fast enough to keep up with demand. Lack of availability impacts affordability this has a significant effect on quality of life. Queenstown Lakes has some of the highest accommodation costs in the country, but the median income lags behind the national average. High demand for housing also means that landlords have little incentive to improve rental houses to attract tenants. A lack of availability of accommodation creates a power imbalance between landlords and tenants and the Southern District
Tenants on low wages can be forced into sharing a room with, just to get a roof over their heads. People have reported sleeping in a friend’s living room, or in tents, caravans or cars in campgrounds. For some, this is the new ‘standard of accommodation’ in Queenstown – the only other option is to leave behind their friends, family and community to live elsewhere. Recently, Citizens Advice Bureau held a public forum to help tenants and landlords after seeing a steadily growing demand for help this year. The Lakes Weekly Bulletin is presenting some facts to frame the discussion, so community awareness is raised. There is no magic solution and this is part of a broader discussion on the type of community Queenstown wants. Those at the bottom often have no voice, but their predicament is important as it has an impact on the social and economic growth of the region.

Insights with Housesmart Hayley Stevenson knows first hand how the Queenstown rental market is tracking. She’s the director of Housesmart, a property management company which deals with the needs of both tenants and landlords. Queenstown’s recent growth spurt has put immense pressure on the house stock and the introduction of AirBnb prompted landlords to switch their long term accommodation to supply tourists with housing, causing the rental market to become even more competitive. Hayley gave her insight on the matter: “AirBnb, 2 years ago, was really a great option because there weren’t that many around so the people that did get in first got a great returns” She explains the current situation as a saturation of AirBnb housing with “everybody having a wee bite of the pie”. Hotels are dropping their nightly rate making it viable for holidaymakers to go back. There’s fierce competition of hotels and AirBnb hosts scraping over the tourist market that seeing a trend of landlords returning to long term accommodation. “From the tenant side, there’s actually more stock coming into the market now so it’s becoming less competitive and that’s only going to free up more and more over the next couple of years. I’d say we’d be facing a excess of apartments in two or three years time when they all come online.” She predicts it’ll become a renters market in the coming year. Construction is under way for a series of apartment projects in Remarkable Park and the affordable housing planned for old high school site. “The pressure is coming off for renters. There’s more options, rates are coming down a bit and there’s better quality.”
But there’s talk of tighter regulation from government which is an ubknowm, as they draft up the policy around new Healthy Homes Act. This gives renters a lot more rights but will make landlords question their property investment. “The majority [of the governments changes] are really good and bringing the standard of accommodation up. However all this compliance does cost the landlord a lot of money.” We could see the likes of bottom end accommodation go on to market due to compliance pressure to meet the Health Homes certificate. More cost complications will come to buyers who used a house and income agreement to secure their mortgage. “And this is what the government is gotta be very careful about, they’re wanting more rental properties but they’re making it tougher and tougher for landlords to comply” Hayley believes we’ll see an even playing field in the near future “the rental market is in a better position”.

Consumers (customers) payed their power bills over the past ten or so years, on the understanding that a percentage of that money went towards upgrades of power systems etc... what actually happened was that “upgrade money” was used to pay huge salaries of the bosses, as well as paying dividends to the DCC (so they could re route that money to the defect coffers caused by the huge stadium shortfall) as well as new staff cars and trucks etc. verything BUT what
it was meant for! Total mis-appropriation. The whole matter should be handed over to the serious fraud squad for a serious inquiry but the chances of that are about nil (hence they get away with it again) and we, the silent majority, get shafted as per normal. How these CEOs and upper management staff get paid their huge salaries beggars belief, some of them are out and out fraudsters. As I say, they will get away with it. Shame on them

RE: Kiwi BBC editorial! Yes Peter... you may or may not recall that 50 years ago, we had AKTV2, WNTV1, CHTV3 and DNTV4, all of which were regional TV services. Each had a half hour of regional news each week night, pertaining to its region. This followed the National news each night. It was an excellent format, considering that TV was “new” back then. Then they go and replace it with the tripe we have to put up with now. I used to think that Paul Holmes was bad, but he was a whole lot
better news wise than the idiots we have there now... Hillary and Jeremy!!!... How the hell did they get that job??? They dish us up with rubbish every night! Stories about a lost duck, or some other such trivia. Its all very pathetic. It’s about time someone sacked the lot of these people on half a million dollars a year, and got back to the basics.. sooner the better... Miss my Paul Holmie.
A ferry good discussion about our Poll question - Should ORC chip in to subsidise the Go Orange ferry service?. * No. Big business can look after itself. * Pretty sure the buses are big business * Yes but with public funding. * The buses used to be privately run and they couldn’t make it work. I think it would be great for ORC to come to the party like they did with the buses to make them a more affordable and viable alternative transport option. If it gets people off the roads, regional and local government should be supportive of it as they are doing a public good. * If the town needs a water taxi service, we should have one and it should be funded the same way the buses are. In fact, it should all be part of a connected public transport network, accessible from one card/pass, because it’s 2019. That’s a separate question though. Should GoOrange get a handout from the public purse to run their commercial enterprise? No. * Ritchie’s currently get a subsidy to run their buses so it’s same same but different. Someone has to supply the physical infrastructure, Go Orange are just like Ritchie’s.
It would be too expensive for QLDC/ORC to invest in this infrastructure so better to do a public/private partnership. This is how most of the transport systems world wide work, Oyster is a good example in the UK. They certainly have enough income, they still get a subsidy. The holders of the infrastructure get a public handout to support their commercial enterprise. Then they can keep the price for the consumer low to make sure the service is full and therefore viable. Unfortunately its the only real way to get bums in seats short of making parking completely unaffordable. * I agree that’s the way its supposed to work. Hopefully the experience with ORC/Ritchie’s will have taught us about what to look for in a private/public partnership * You will probably find that more people take the ferry than the KH bus. It would be an interesting comparison * Subsidising Go Orange when Queenstown Water Taxis ran fine on the same route for years! Why?

Coronet Peak’s Happiness Trees on sale to raise funds for Happiness House Coronet Peak is once again selling wilding pines as Christmas trees to raise money for Happiness House over the holiday period. For $20, locals can order a ‘Happiness Tree’ online and get it delivered to their door before Christmas. This year the trees will be available in two sizes – medium (between 90cm – 149cm) and large (between 150cm – 200cm+). The delivery dates are Sunday 8th or Sunday 15th December. Coronet Peak Assistant Ski Area Manager Mark Sommerville has been leading the project over the past couple of years and is thrilled to be able to support Happiness House again over the festive season. “Happiness House does incredible work in the Wakatipu region assisting locals with a range of support as well as running campaigns like the Christmas Project which gives gifts and food to those in need during the holidays. “This will be the third year we have sold Happiness Trees for Christmas and are aiming to sell over 300 this time round. It’s not only a great way to raise money for a good cause but also has a positive impact on our mountain environment by eliminating hundreds of wilding pines. Arts+Culture Celebrating Queenstown’s multiculturalism Students and staff at the Queenstown campus of the Southern Institute of Technology (SIT) are celebrating the town’s multiculturalism with a brandnew festival. On 6th December, between 5pm and 8pm at the Remarkables Primary School hall, there’ll be food, dancing and fashion from many corners of the globe. Guna Baskaran, International Support Officer for SIT says the institute has celebrated its multi-culturalism for a long time, but this will be the first festival of its kind. “We have many diverse backgrounds here; Malaysia, UK, China, Sri Lanka, South Korea… and we often do celebrations for individual days like Indian Independence Day. But the team got together to talk about a multicultural festival, to showcase the diversity we have on campus. “The aim of the event is to showcase all of the cultures together, to show strength and solidarity among our students and the community because Queenstown is a very diverse place.” Students at SIT are very much involved with festival preparations. Guna says the technology students have turned it into a development and design project, designing a website where photos of the event will be uploaded and they’re creating a QR code for tickets (“…don’t ask me any more about that,” jokes Guna). Culinary students have created a menu featuring some of their favourite dishes from around the world – think Thai dishes, Indian dishes and French desserts. There’ll also be performing arts like Nepalese dancing and Indian dancing, and the students are learning a Haka. Students from Malaysia will perform on traditional musical instruments known as angklung; “it’s made from bamboo, it’s amazing the sounds it can make,” says Guna. A fashion show will feature a catwalk of modern fashions inspired by cultural traditions around the world and a quiz will test festival-goers’ knowledge of international cultures. “It’s a celebration of how colourful we are on campus and in the rest of our community,” says Guna. Art News Arts Murihiku Trust Launches New Strategy After more than two years of research, Arts Murihiku Trust has launched a new regional arts strategy. The trust’s purpose is to support, connect, grow and advocate for the arts in Southland and beyond. The new Murihiku Regional Arts Strategy was launched last Monday and it outlines its strategy for the next 10 years. The document doesn’t just cover Southland, West Otago and Queenstown are included too. The trust’s first goal was to understand events in the region and to help them develop and grow. Funded by Creative New Zealand, the project started with a two-year pilot programme in which the trust started a website and events calendar, spoke to artists throughout the region and developed a community-led strategy for the future. How long have you been in QT and why did you choose to live here? My parents moved me here at age 4 from a Southland farm in 1967/8. Recommended must-do activity in and around Queenstown? The Earnslaw! And not because I'm biased, it's awesome! What's your favorite place to eat? Ferg burger chips on the way home after work at 11pm. If you were stranded in QT and you could have only 1 item, what would it be? A book so I could read while I waited out whatever the catastrophe was. How would someone get your special attention? If they near missed me while I was commuting to work (15km) on my electric bike. What has been your best/worst date? Worst: Late night pickups while out on the town (years ago). Best: Meeting my future wife while at work (a cleaning company) in the 1990s. Who is your inspiration? William S. Burroughs, because he managed to keep on writing after a pretty complicated and hectic personal life. What's the most interesting thing you've read, seen or learned in the past week? Senator Nunes met with a Russian agent in Vienna in contravention to his own government’s intel, position. What's the best bad decision you ever made? “Emigrating” out on a big OE (overseas experience) in 1980 while I was 17. What's on your bucket list? Sell the bucket! If it’s on a list…it’s not being done. Just get out and do it. If you were an animal, what would you be? A cat – it’s a pretty nice animal with a good attitude to free time. What is the first thing you notice about a person? Their demeanor. What is your most useless/valuable skill? Useless - I can read Hebrew. Valuable - I can operate a boat. What did you always wanted to try? Bungy jump, but you could probably swap courage for money. Or could you? If you won a million dollars what would you spend it on in Queenstown? A Marina Berth or Swing Mooring, so I wouldn’t have to step my Noelex 22 mast each time. What slang or trend makes you feel old? These newfangled CD thingies... What’s your best piece of advice? We’re a social animal and the better we govern ourselves the better chance we all have of being happy. VOTE!

Finding qualified staff becoming critical for employers Summary
The market is headed into the critical summer period desperately trying to find staff. The number of open roles reaching a peak and finding staff is becoming increasingly challenging, is forcing business to become creative when dealing with a potential shortfall in optimum employee numbers again this year. The number of open roles rose 7% over last year and up another 5% on September, which was already the highest month of the year. Traditionally October and November record the highest number of job vacancies so it likely that we are at, or close to the peak.
Finding candidates has become very challenging for Queenstown businesses and some employers questioning how there retain their existing key staff ahead of Christmas and Holiday period. New businesses are delaying opening, reducing hours or having staged openings to accommodate the staff numbers they are able to employ.
