Who embodies the Spirit of the Wakatipu? What is it that makes the Whakatipu such a special place to live? The mountains and lakes may be what people first notice, but those of us who live here know that a community is about much more than the scenery. It’s about the people who show up and pitch in to make life better for others. Across the Whakatipu, hundreds of people contribute their time, skills, energy and resources to our community every day. They coach our kids, serve on committees, deliver meals, protect our environment, support people through difficult times, organise events, raise funds and create opportunities for others. Our local charities and community organisations work tirelessly across areas including youth, housing, health, conservation, arts, sport, food security and social services. Many are powered by volunteers who give hours of their time because they care about this place. Our businesses also play a role. Local companies sponsor teams and events, support charities, encourage staff to volunteer, donate goods and services, make donations, and find ways to give back to the community that supports them. And then there are the individuals whose contribution may never appear in an annual report or make the headlines. The neighbour who is always there when someone needs help. The volunteer who has quietly gives their time. The person who sees something that needs doing and simply gets on with it. These are the people, groups, organisations and businesses that embody the Spirit of the Wakatipu. The Spirit of the Wakatipu Awards were created to recognise and celebrate these contributions. We believe it’s important to acknowledge just how much our community relies on people being willing to do that little bit - or a lot - extra. 45South Community Foundation is again inviting nominations for the Spirit of the Wakatipu Awards. We want to hear about the people and organisations you think deserve to be recognised. They might be well known, or someone whose contribution is largely unseen outside a small circle. What matters is the difference they make. In a growing and changing district like ours, a strong community doesn’t happen by accident. It is created every day through thousands of acts of generosity, kindness and participation. Who do you know who goes that extra step? Nominate them for a Spirit of the Wakatipu Award at www.45south.org and help us celebrate the people who make this place not just somewhere extraordinary to live, but a community. Nominations close 31 August and will be awarded at the Spirit of the Wakatipu Gala on Saturday 17th October. Jennifer Belmont - CE, 45South Community Foundation

ON THE APP THIS WEEK Fast-tracked housing developments can’t be paused, Chris Bishop says The housing and infrastructure minister says he can’t legally pause fast-tracked housing developments. The mayors of Auckland and Queenstown have called for an immediate pause on developments, including one that lacks water infrastructure. Minister Chris Bishop told Morning Report that would require a law change. “There’s no legal ability to pause fast-track housing projects, but I am conscious of the concerns of Auckland and Queenstown,” he said. “Also, there’s concerns from Lydia Gliddon down in Rolleston, as well and other mayors around the country.” Bishop said the fast-track system was designed to facilitate developments that are out of sequence, so the system was working as intended. He said he had the ability to refer projects in and was conscious of their concerns.

“If they apply and they work their way through the system, I have to take advice on all of the projects,” Bishop said. “There’s extensive consultation with councils as part of the referral process, for example. So, when someone applies, one of the first things I do is write to councils, write to the transport agency, write to DOC if they’re relevant, write to a range of different people and seek their feedback on it, and that takes quite some time, to be honest, often. “So, they will be consulted as part of that process.” Bishop acknowledged that it was complicated. When there’s development that was out of sequence or out of phase, as the councils liked to put it, it’s beyond the boundaries that they expected development to happen, he said. “At the moment, when someone applies for a fast-track project, the development contributions that developers pay for infrastructure is essentially

locked in when the application happens,” Bishop said. “Now, if it’s an out of sequence development, those development contributions can often be quite low, right? “Because the council didn’t anticipate development there, ad so there’s been a couple of examples of that and there’s more potentially coming, and so we have decided that that’s a legitimate point that councils are making. “We’re going to amend the Local Government Act to allow councils to retroactively or essentially in response to a fast-track proposal, amend the development contributions, which will likely mean that they lift those development contributions for out of sequence development.” It’s about growth paying for growth, which was a core government philosophy and locking that principle in even further than it already was, he said.

Emergency Management Advisor for Queenstown Lakes, former Police officer Dave Grimes sure hopes so, and is doing his best to prepare the whole region in the event of any natural disaster. While the normal recommendation in the event of a major disaster is to have three to seven days food and water stored at home, Grimes says this district’s geography bumps that up significantly. “We’re saying have 14 to 21 days food and water stored here.” He says there’s a real likelihood that the Wakatipu could be cut off in the event of a major event whether that be an earthquake on the alpine fault or any other form of natural disaster. “It’s not just our roading networks, although even on a good day there could be rockfall on the Crown Range, the Kawarau Gorge or the Devil’s Staircase,” he says. “It doesn’t take much to get rockfall on the staircase and it could take some time to get that cleared and get supply trucks in,” he says. The Wakatipu’s power comes via pylons through the Kawarau Gorge: “One of those is right on top of the Nevis Bluff,” he says. There’s a considerable risk that in the event of something major this area could potentially be isolated, especially if a big alpine fault event hits, he says. Grimes says locals need to be ready and resilient to get through any natural disaster of that magnitude and not rely on emergency services to be able to do it all for them. “If we had a large earthquake, or any disaster, our emergency services would be overwhelmed dealing with the catastrophe,” he says. “I was a Police officer in Christchurch during the (February 2011) earthquake and we were overwhelmed, but what struck us was the resilience and readiness of the communities. They’d obviously already been through the September Darfield quake so were out in their communities helping each other,” he says. Everyone should have a household plan.” Many locals commute to or from work in Cromwell and Alexandra. What’s your plan if you can’t get home?” Grimes says commuters should have a ‘grab bag’ ready and carry that with them in their vehicle each day, just in case. He says Queenstown Lakes already has 18 brilliant, well organised Community Resilience Groups stretching from Glenorchy through to Makarora, all with assigned community emergency hubs where people can go for safety and information. See here for your local hub: www.qldc.govt.nz/community/emergencymanagement/community-resilience-groups) Queenstown is at risk of being ‘cut off’ by road, from power and communications lines, Grimes says, so these hubs are well set up with generators, and many have Starlink Minis. They have UHF radios and will be in constant communication with emergency response teams. “These volunteers are incredible and really well set up for any emergency, but we can always do with more volunteers.” Whatever the disaster whether it’s earthquakes, flooding, storms, landslides or wildfires, Grimes says the key is to be prepared. And in the event of an earthquake don’t rush for the doorway, or outside, but ‘Drop, Cover and Hold’. Get beneath a sturdy table if possible. Grimes will be sharing his insights on getting the community ready for natural disasters at the Citizen’s Advice Bureau’s AGM upstairs at Queenstown Events Centre on 2 September from 11am until 12pm. A longstanding highlight of the Queenstown Business Chamber of Commerce calendar, the ASB Great Debate has evolved from a regional business event into one of the country’s most significant election forums, attracting national attention for its robust discussion on the economic issues shaping New Zealand’s future. It will take place at Queenstown Event Centre on Wednesday, 14 October. As New Zealanders prepare to head to the polls, the debate will bring together the finance spokespeople and economic leaders from the six highest-polling political parties, providing voters and business leaders with a unique opportunity to hear directly from those seeking to shape the country’s economic direction. With the South Island playing a critical role in New Zealand’s tourism, primary industries, renewable energy and export economy, Queenstown provides a fitting stage for a national conversation about growth, productivity and prosperity. Many of the economic challenges facing the country, from workforce shortages and infrastructure investment to housing affordability and regional development, are being experienced firsthand across the Queenstown Lakes district and wider South Island. This year’s line-up includes Hon. Nicola Willis, Hon. Barbara Edmonds, Chlöe Swarbrick, Hon. David Seymour, Hon. Shane Jones and Qiulae Wong. Returning to moderate the debate is acclaimed TVNZ journalist and political commentator Jack Tame, whose incisive questioning and ability to facilitate lively discussion in the last ASB Great Debate have made him a popular return. Queenstown Business Chamber of Commerce Chief Executive Sharon Fifield said the event’s reputation continues to grow as businesses seek greater understanding of the policies that will influence New Zealand’s economic future. “The ASB Great Debate has become a fixture on the Chamber calendar because it delivers something increasingly valuable: direct access to the policymakers shaping New Zealand’s economic future. There is no better place to have that conversation than Queenstown, a region that continues to experience both the opportunities and challenges that come with rapid growth.” Tickets are expected to sell quickly and early booking is recommended at iticket.co.nz/events/asb-great-debate

CRIMELINE by Sue Fea

Multiple youth vehicle offenders nabbed Police say they have arrested “multiple youths” in relation to a serious recent spate of vehicle break ins and thefts around Frankton, Lake HayesShotover Country and Kelvin Heights. Constable Amanda Shute says they have all been referred to be dealt with by the Police Youth Aid process. Last week Shute put out a call for help from the public as Police chased the offenders responsible for the most recent spate of 11 vehicle break-ins across the four Queenstown suburbs. Police said at the time they believed the 11 incidents were linked and that the offenders had been targeting vehicles that had “little-or-no-security”. The vehicles appeared to have been stolen for joyrides, and a number had been recovered by last week. Shute says the thieves targeted a mix of vehicles. She says Police urge people to remove their keys from their vehicles, lock their vehicles and report any suspicious behaviour to Police. This has been yet another in a number of similar spates in recent years, targeting the same areas. Earlier this year tradies’ vehicles at Lake Hayes and Kelvin Heights were broken into with windows smashed and in one case thousands of dollars’ worth of irreplaceable tools stolen. In June 2024 a similar spate of nine vehicle break-ins and attempted vehicle thefts occurred in the Cedar Drive-Poplar Drive area of Kelvin Heights causing thousands of dollars’ worth of damage. Shute is still urging people to remove items from their vehicles and if they can’t afford an alarm to consider inexpensive options like a steering wheel lock to deter thieves.

Beware of scammers Southern Police have sent out fresh warnings to people that “scammers don’t take days off and they’re getting smarter”. Scammers are always at work, and people are being urged to report anything that seems even slightly suspicious to Police. “If it doesn’t feel right, stop, verify, and don’t send money or details,” a Police spokesperson says. Anyone who’s been scammed or spotted a scam should report it asap. “Every report helps us build the picture and warn others.” Common signs of a scam: • Contact out of the blue asking for money or personal details • Pressure to act fast or “keep it secret” • Payment requested via gift cards, crypto, or bank transfer only • Too-good-to-be-true deals on social media marketplace or dating apps Visit netsafe.org.nz for free resources or report an online issue at report.netsafe.org.nz You can also report to Police on 105 or online at 105.police.govt.nz

Calm before the storm – Be avalanche aware With the new snowfall recently, the NZ Mountain Safety Council is reminding those itching to get amongst it to wait 24-48 hours after a storm before entering the backcountry to give the snowpack time to settle. Council chief executive Mike Daisley says even then only head out if you have “the necessary training, skills and equipment.” “Once you leave the ski area boundary, you’re in a backcountry environment, and avalanche danger increases substantially,” Daisley says. “While inside the ski area, the patrol team actively manages avalanche danger, but as soon as you step outside the boundary, this becomes the responsibility of you and your group.” He’s urging anyone heading out to check the avalanche forecast and public observations (www.avalanche.net.nz/), carry avalanche rescue equipment and know how to use it. “This includes an avalanche transceiver, shovel and probe.” He says the council recommends backcountry lovers take an avalanche course from one of the endorsed providers on its website (www.avalanche. net.nz/education/completing-a-course) to gain these skills. Daisley says the avalanche forecast is an important planning tool, but it’s “only one part of the decision-making process”. “When in the mountains, you need to make informed decisions based on the current conditions on the day and how these change throughout your trip,” he says.

LAKES WEEKLY BULLETIN

Monthly Column Joseph Mooney MP for Southland

Growth in Queenstown Lakes has been rapid, and with it comes real pressure on transport, schools and other infrastructure. Congestion on State Highway 6 and 6A is one of the clearest signs of that pressure, and it is something I hear about from residents, visitors and businesses across the district. Solving it will not come down to one project. It needs an integrated, coordinated approach across the whole basin’s transport network, involving the council, NZTA, Otago Regional Council, the airport, the trails trust and private operators already investing in solutions. That was the message from last week’s South Island Election Conference in Christchurch, where the Prime Minister Christopher Luxon set out National’s South Island growth plan. As part of that plan, National has pledged that congestion reducing gondola solutions in Queenstown would for the first time become eligible for public transport funding through the National Land Transport Fund, treated the same as buses, trains and ferries. National has also pledged funding to four lane the remaining stretch of SH6 and 6A past Hansen Road down to the Five Mile roundabout, building on the $250 million already committed in 2024 for the Queenstown Upgrade Project. I have been advocating for both of these for some time among other transport solutions, so was very pleased to see these announcements. As Infrastructure Minister Chris Bishop put it at the conference, we simply cannot keep adding lanes in Queenstown. That is why these two commitments sit together. Roading has a role to play, but so does public transport, and putting gondola projects on an equal footing with other modes for funding purposes is a significant development. NZTA is also developing a strategic network plan for the basin, and Mayor John Glover’s new Mayoral Taskforce on congestion is a welcome local initiative that I expect will feed into the Regional Deal process once that is signed. I remain in ongoing discussion with the Mayor, Otago Regional Council, NZTA and local business leaders about how it all fits together. Growth also puts pressure on the infrastructure supporting new development, and the Government has been working through how those costs are recovered. Consent panels already have the ability to require roads, water and wastewater as conditions of approval for fast track projects, and can decline a project if its infrastructure impacts are out of proportion to its regional benefits. The Government intends to amend the Local Government Act so councils can update Development Contribution policies to recover more of the infrastructure costs attributable to growth from eligible fast track developments, an interim step on the path toward full Development Levies. On schools, two pieces of good news. Education Minister Erica Stanford confirmed this week that Te Kura Whakatipu o Kawarau is one of around 170 schools nationwide receiving funding to move away from open plan classrooms toward calmer, more clearly defined teaching spaces. Recently, Arrowtown School, Remarkables Primary and Shotover Primary were also confirmed for solar panels under National’s 500 schools programme, expected to save each school around $8,000 a year in power costs, freeing up money for teaching and learning. This week I also joined a trial jetboat trip along the Kawarau River with Watersports, who are testing whether students could be jetboated to school as one way of easing pressure on the Shotover bridge during the morning rush. Solving congestion in this basin will take a genuinely broad and coordinated set of ideas and actions, and I will keep pushing for all of them and for the conversations needed to make that happen.

COMMUNITY NOTES From Canvas to Catchment: Andrew Tischler and WAI Wānaka Partner for Freshwater A new partnership between environmental charity WAI Wānaka and internationally acclaimed artist Andrew Tischler is bringing together creativity, conservation and community in support of the Upper Clutha’s freshwater environments. Locals may know Andrew for his internationally recognised landscape paintings, but also as a Wānaka resident and gallery owner whose work is deeply inspired by the natural beauty of the rohe (region). From his gallery in Northlake, Andrew shares Aotearoa New Zealand landscapes with collectors around the world, while remaining closely connected to the places that inspire his art. That connection to place has led to a new partnership with WAI Wānaka, aimed at raising awareness of freshwater protection and supporting the organisation’s environmental initiatives. The partnership follows a successful collaboration earlier this year, when Andrew’s painting The

Source, inspired by the Rob Roy Glacier, sold for $50,000, and generated a significant donation for WAI Wānaka’s mahi (work). The artwork highlighted the vital connection between alpine landscapes, freshwater systems and community wellbeing, themes that sit at the heart of this new collaboration. “Andrew has a remarkable ability to connect people with nature through his art,” says WAI Wānaka Chief Executive Cat Dillon. “His work captures the beauty and significance of the landscapes and waterways we are working to protect, and we’re thrilled to be working with him.” As part of the partnership, Andrew is creating a series of paintings inspired by the landscapes, rivers and lakes of the Upper Clutha and surrounding areas. The collection will feature as part of WAI Wānaka’s fundraising efforts later this year, helping support the organisation’s freshwater science and research, education and community programmes. For Andrew, the partnership is an opportunity to give back to the environments that have inspired so much of his work. “The landscapes of Central Otago and the Southern Alps provide endless inspiration,” he says. “The more I’ve learned about WAI Wānaka and what is at stake for these freshwater ecosystems, the more I wanted to contribute in a meaningful way.” The announcement comes as WAI Wānaka prepares to celebrate its 10th anniversary this September, marking a decade of working

Andrew Tischler painting The Source. Inspired by Roby Roy Glacier alongside the community to protect freshwater ecosystems across the Upper Clutha catchment. Through science, education, community action and advocacy, the organisation continues to champion healthy waterways and community wellbeing for future generations. Painting Queenstown by Jessica Allen

Rachel Rush is an artist working in bold colours with a funky street art style. She’s launching her exhibition, Paint the Town, at Queenstown’s Artbay Gallery where it will be on display until September, showcasing a collision of colour, energy, playfulness and the unexpected. Rush is self taught and has been a full-time artist for about 20 years now. Her work focuses on two distinct contemporary art styles – one is abstract and often features multi-layered resin work which she presents under her name, Rachel Rush, and the other is her graffiti on canvas, which is presented under her surname, RUSH. She explains that she paints pieces that she’d want to see in her own home. “I split my two brands quite a few years ago as they are both strong statement works, and both have to stand on their own merits,” Rush says. “My abstract work is inspired purely by colour and movement, while my love for street art will often find me disappearing down random lanes in Melbourne or New York just absorbing the energy that the spray paint creates.” Her personality shines through in her work, Rush explains that she absolutely hates being told what to do and pushes back against authority. This is reflected in the street-art side of her art, where she’s a "semi-responsible adult who just loves living in a world of colour.” She recently put the finishing touches on the canvas works for ‘Paint the Town’ and is thrilled with every piece she’s pulled together.

“If you have been looking for a piece of my work you really can’t go past these pieces to start or add to your collection. And if you find yourself short on wall space then we have some extra special options of ‘things you need’- functional items that I have worked on that you quite possibly can’t live without.” Queenstown was chosen to launch the new body of work as she loves Artbay Gallery, describing the team as driven, enthusiastic and the space as breathtaking. While you can look at her pieces online, heading in to the gallery to take it all in, in person, is the best way to experience it fully. One of Rush’s favourite parts of creating art is the stories she hears along the way. “Art is such a feel-good experience – there is no down side to it. I so often get told by collectors that they’ve had a particular space just waiting for the right piece – some clients have been looking for up to 40 years! But then they come along and view my work in reality and it just resonates with them.” Rush has a rule that no artwork will go out for sale unless she absolutely loves it and while she doesn’t have one favourite, she really enjoys her larger pieces. People that like her work are usually looking for statement artworks – her pieces aren’t designed to sit quietly, but rather to be a conversation starter that holds its place firmly in your home. “Often with my graffiti works my clients will tell me that even a few years later they are still discovering elements within the painting they hadn’t noticed, things that make them laugh.

My abstract works can be hung landscape or portrait so have the ability to be moved around to suit new spaces and the way these works interact with the light, especially at night time, means they are even more beautiful at night under lights which I think is lovely.” Rush wanted to extend her thanks to the talented gallerists art Artbay, particularly Pauline and Ella, who have put together an amazing catalogue of available works. “It’s a huge privilege to exhibit and be represented by Artbay, so I’m very excited to have it all come together,” she says. Rachel Rush’s exhibition Paint the Town will be at Artbay Gallery, Shop 4, 9-11 Marine Parade, Queenstown, until Thursday, 17 September. You can head to artbay.co.nz for more information.

My Life story

by Sue Fea

JAN HUNT

Riding to the top

She’s been at the top of hotel management starting a 40-year career overseas at just 23, also at the helm in governance for tourism nationally and some leading Kiwi companies, all not bad for a girl from Mount Nicholas Station.

Jan Hunt, now retired at 68, was among the first women to pave the way in hotel management nationally, breaking new ground for those to follow, after proving herself during a chance opportunity in Aspen at 23. While her first front of house job there was all about the skiing - the lift outside the hotel door - Jan was quickly catapulted by her Texan boss into managing that 65-room, five-star property, staying almost seven years. “I was pretty naïve, but I learned fast,” she grins. Those home mountains beckoned, Jan returning to first manage St James Suites, then as rooms division manager at Holiday Inn Queenstown, her first corporate role. “The American general manager left suddenly and they said, ‘You’re in charge!’ I was 30. I had no idea.” A new GM arrived and Jan was sent to open Holiday Inn Cairns swapping snowy mountains for humid beaches. “They’d say, ‘The temperature’s plummeted down to 26°C, don’t forget your jerseys’!”

Jan, right, and daughter Olivia taking Olivia’s competition horses Ceniki and Sid for a ride in Spain while Olivia was there representing NZ

By now Jan had met her husband, former All Black Duncan Robertson, the builder repairing the bars at St James. “I remember walking up the stairs behind him thinking. ‘I’ll have a bit of that,” she grins.

Jan grew up roaming the hills on Mount Nicholas with her two older sisters, riding ponies, only allowed to join Dad Phil on mustering days “when we could ride first without stirrups. The youngest, I’d be tagging along behind on the way home at night, often falling asleep on my pony.”

“I was just a country girl, but you had to survive and show resilience to become a GM.”

Mum was a strict Correspondence School teacher, all three lined up sharp at 9am in their tiny station schoolroom.

Her Dad, former Lake County councillor and Mount Nicholas runholder Phil Hunt had played for Otago but the All Black thing wasn’t what wooed Jan in. After enduring extreme heat, maggots eating the carpet, snakes and stingers, Jan was lured back home again to manage the newly opened Millennium Queenstown. She was then offered a major role at Sky City Auckland – ‘GM Attractions’ overseeing the Sky Tower Conference Centre and hotels, opening the new Grand Hotel a day before leaving. It was a huge role, but the casino GMs liked to remind her, “only 14% of total Sky revenue”.

Boarding at St Hilda’s in Dunedin from age 10, Jan was jokingly assured, leaving in her sixth form, that it was best she did before she was expelled, having been caught for a number of hostel misdemeanors. They’d arrive home in the holidays on the Earnslaw or Meteor in their school uniforms. A Comprehensive Nursing degree was followed by a psychology degree and after just one year nursing in Blenheim Jan was off on her OE to Aspen. With Olivia having followed Mum into the ring, competing internationally in the NZ U21s, the pair are now launching Southern Lakes Equestrian Centre on the family’s Speargrass Flat farm.

“They were fun times. We organised the big Superyacht Race at Kawau Island – 800 superyacht owners, shipping everything in including generators,” she says. “It was a big logistical event. We did all the catering for those races, all part of the America’s Cup. Our only complaint from one of the floating gin palaces was that the water wasn’t cooled enough,” she laughs.

Jan’s spent nine years on the Showjumping NZ Board overseeing high-performance show jumping. She’s held numerous other governance roles, including Destination Queenstown chair from 1999, the Biosecurity Ministerial Committee, the Hotel Association of NZ, nine years on the NZ Tourism Board, and 10 years on the Skyline board, chair for two, overseeing major international expansions.

Around 2004 Jan returned home as GM of Millbrook Resort working for the wonderful Ishii family. “That was such a privilege,” she says.

She was NZ Hotelier of the Year at Holiday Inn and SkyCity won the Supreme Tourism Award under her watch.

Holiday Inn Cairns wasn’t much better with her American male boss delivering the ultimatum: ‘F Up and you’re fired!’

With daughter Olivia then nine and into horses like her high-country mum, Jan got back into showjumping, reaching three-star eventing. “That no stirrups training from Dad worked,” she grins.

Jan’s secret’s always been “surround yourself with good people and ensure you’ve got a good engineer and a good chef. I couldn’t do either of those myself,” she laughs.

Jan, right, gets right amongst it during a Queenstown Winter Festival ‘Spit The Dummy’ Competition

Jan was sent to a two-week GM boot camp in China to ensure she could hack it. “I was the only woman, and it was pretty brutal.” She did get their attention though. “They asked what we thought about being a GM in China and I said, ‘I think it’s terrible that you have call-girls’ cards inside the Bibles in your rooms and they took them out.” Fortunately for Jan only male managers were sent to their hotels in China and Hong Kong as it was ”too tough”. A short stint front of house at the 1200-room Holiday Inn Beijing was testament to that. “I was just a country girl, but you had to survive and show resilience to become a GM.
