The Vote Before the Passport A few years ago, I walked into a polling booth in Arrowtown and voted. I am not a citizen. I am a permanent resident. I remember that vote not for its outcome, but for what it represented. I was being asked for an opinion on the future of the country where my family and I had decided to build our lives. As is always the case in the lead-up to an election, political parties vying for the limelight come up with some challenging, attention-grabbing policies. One that certainly got my attention was changing the status quo that allows eligible NZ residents to vote in national elections, to citizens only. New Zealand has permitted eligible residents and citizens to vote since 1975, one of the few countries in the world to do so. This policy change would affect not only my family, still on our way to citizenship, but many other Queenstown families in the same situation. On one hand there is the symbolic merit of the proposed change, that citizenship represents commitment, and that the right to decide the country’s future should belong to those who have formalised that bond. Furthermore, that whoever votes should have permanent legal ties to the country, not merely one of residency.

On the other hand, the concern with this policy, which affects my family and many others in the Queenstown area, is that permanent residents can raise children here, work, start businesses, employ people, pay taxes, grow old here. They can spend twenty or thirty years in New Zealand and remain a permanent resident. What part of that life is temporary? There is another discomfort in this argument, too. Being a citizen does not guarantee commitment either. There are New Zealand citizens who have spent much of their lives abroad, while permanent residents live here for decades, generating employment and actively participating in their communities. I am not saying one group loves New Zealand more than the other. I am saying something simpler, that a document certifies our legal status, but can hardly measure how much we have committed our lives to a place. Queenstown has this same argument all the time, about who counts as local and who doesn’t. Is it the years spent here, or the contribution made? In a year I will be eligible to apply for citizenship, and I likely will. My wife and children too. But I find it hard to accept that only on that day will New Zealand’s future suddenly become my concern. It already is. Santiago Bonhomme

ON THE APP THIS WEEK Faster support for young people in Central, Lakes A new child and youth mental health and addiction service that will make it easier for young people and their families to access the right support has been officially launched in Central Otago and Queenstown Lakes, Mental Health Minister Matt Doocey says. “This service has been designed to provide a single point of connection, helping children, young people and families navigate the mental health and addiction system and connect with the support that best meets their needs,” Mr Doocey says. “When someone reaches out for help, they shouldn’t have to navigate multiple services or tell their story over and over again. This service takes a ‘no wrong door’ approach, ensuring people have a clear place to go.
“Rather than duplicating existing services, the new service, Hono ki te Ora, will work alongside health, education, social and community providers to improve coordination and help young people get to the right support sooner. “I have heard from too many young people that, in a time of need, the system can feel too fragmented and they don’t know where to go for help. We know that not knowing where to go or who to talk to has been reported as the reason for unmet mental health needs for around one in three children.” The service supports children and young people aged 5 to 24 years across Central Otago and the Queenstown Lakes district, with self-referrals as well as referrals from schools, GPs and community organisations.
Queenstown Cable Car project targets congestion as local leader joins the team Queenstown’s growing traffic problem could soon be eased, with the development of a new public transport system gaining momentum — and respected local expertise now helping lead the charge. Queenstown Cable Car is announcing the appointment of local industry leader Toby Arnott as Establishment General Manager bringing deep community ties and a strong understanding of how the town has evolved. The project is led and funded by local firm Southern Infrastructure and CEO Ross Copland says the project is focused on delivering an immediate solution to one of Queenstown’s most pressing issues in a district where population has doubled in the past 12 years. “The cable car project is equivalent to a bus every
minute connecting the busiest parts of town. Most importantly, it can provide immediate relief with a build programme of just two years. In an era where project durations are usually measured in decades, that’s an important point of difference. We’re getting overwhelming feedback from locals and businesses that we just need to get on with it so that’s exactly what we’re doing.” Toby, who was born and bred in Queenstown, says the project is both timely and necessary. “I remember Queenstown before congestion became part of daily life — when getting around was easy and the town felt more connected. Growth has brought incredible opportunities, but also real pressure on infrastructure. This project is about making it easier for everyone to get around the district so they can enjoy what makes Queenstown special,” he says.

That’s why Citizens Advice Bureau (CAB) Queenstown launched its new Employment Support Initiative in July. The service provides free, confidential guidance in plain English, no legal jargon, no judgement, just clear information about your rights and options. If you have an important workplace meeting coming up, our Advocates may also be able to attend with you, providing support so you don’t have to walk into a difficult conversation alone. The service is available to employees and small business owners alike. Employment rules can be complicated, and for businesses without an HR department, having someone to talk things through with can be invaluable. Our approach isn’t about blame. It’s about finding good outcomes for everyone involved, helping people understand their rights and responsibilities, improving communication and, where possible, finding solutions that work for both employees and employers. We often find that workplace issues begin with poor communication or misunderstandings. Sometimes, having an informed and independent person help open up that conversation can make all the difference. This support can be particularly valuable for people navigating the workplace in a second language, or facing an unfamiliar situation for the first time. We are grateful to have received a grant from Central Lakes Trust, which has enabled targeted training for CAB volunteers wanting to build their knowledge of employment issues. Four Queenstown suburbs hit in spate of car thefts and break-ins In what seems to be an ongoing problem Queenstown Police are again chasing the offenders of yet another spate of 11 vehicle break-ins and thefts across four Queenstown suburbs and they’re calling for the public’s help. Constable Amanda Shute says Police are investigating 11 reports in recent weeks of vehicles being stolen or interfered with around Frankton, Lake Hayes-Shotover Country and Kelvin Heights with the thieves targeting a mix of vehicles. Shute says it’s believed they’re being stolen for joyrides and a number have since been recovered. Police believe the incidents are likely linked, and offenders are targeting vehicles that have “little-or-no security”, she says. “It’s incredibly frustrating for victims, some of whom rely on their vehicles. These thefts are causing upheaval to a number of people’s lives, and we want to put an end to it.” Earlier this year tradies’ vehicles at Lake Hayes and Kelvin Heights were broken into with windows smashed and in one case thousands of dollars’ worth of irreplaceable tools stolen. In June 2024 a similar spate of nine vehicle break-ins and attempted vehicle thefts occurred in the Cedar Drive-Poplar Drive area of Kelvin Heights causing thousands of dollars’ worth of damage. Constable Shute urges people to “take steps to deter thieves”. “Take items out of your vehicle, and if you can’t afford an alarm, consider inexpensive options like a steering wheel lock,” she says. She’s also urging people to call 111 if they see suspicious activity, such as people hanging around vehicles or peering through windows, so that Police can direct patrols to the area and “disrupt this offending”. Woman climber seriously injured in 10m Remarkables fall A seriously injured woman climber was rescued off the front face of The Remarkables after plummeting what’s understood to be 10m just before midday on Sunday, 9 August. An Otago Southland Rescue Helicopter crew from Heli Otago conducted the rescue using their alpine specialists and paramedics. While the accident occurred outside the skifield boundaries Remarkables Ski Area patrollers also rushed to her aid getting her ready to be winched out. It’s understood the woman sustained serious back and head injuries in the fall. Heli Otago managing director Graeme Gales says he didn’t know where the climber was from or if other climbers were with her at the time, but his staff winched her off the mountain and off to hospital. A St John Ambulance spokesperson says their crew responded to the accident near Wye Creek, treating one patient and transporting them to Lakes District Hospital in a serious condition.
Shoplifting – Night n’ Day A 63-year-old man was charged with trespass, shoplifting and possession of cannabis after he was allegedly caught shoplifting from Night n’ Day Camp Street at 8.25pm on Sunday, 9 August. Shute says cannabis was allegedly located in the man’s jacket pocket, and he’d previously been trespassed from the same store. He was bailed in the Queenstown District Court on Monday, 10 August, to reappear on 28 August.
Disorder A 31-year-old Bay of Plenty man was arrested and given a formal warning for disorderly behaviour after allegedly attempting to fight members of the public just after 9.45pm on Friday, 7 August, in Brecon Street. Shute says the man had previously been removed from a bar due to his alleged aggressive behaviour and intoxication.

While there’s less of a concern about whether recreational drug users are getting what they paid for around the Queenstown Lakes just now, Know Your Stuff general manager Casey Spearin says they’re more concerned about people mixing their drugs with alcohol. Cocaine use appears to have been on the rise around Queenstown during the last few years amid a “massive increase” in availability and improved quality of the drug nationwide. While they see anyone from 18 to 35-years at their local clinics, at $400 a bag cocaine is “usually for the richer ones”, Spearin says. “It’s therefore prominent in higher socio-economic areas like Queenstown and they’ve been “checking quite a bit of cocaine” in their local free drop in testing sessions. “It’s showing up a lot more in the last couple of years,” Spearin says.

She says the major harm comes though when drugs like this are mixed with alcohol to try and hurry the hit. “Younger or new users especially don’t now the characteristics of the drug as they haven’t taken it before and don’t know not to redose. It has a short active hit, which can be only 20 to 45 minutes.” Others use alcohol to try and enhance that and cocaine and alcohol combined are extremely toxic to the liver, she says. It’s always a concern but especially in the lead-up to big ski season parties like Snow Machine, which kicks off on 8 September.

They mask each other and people end up drinking more or redosing as they’re not feeling the likes of MDMA so strongly due to the alcohol,” she says. “They’re taking multiple substances and unintentionally taking extra doses of MDMA, or other drugs, unaware that it can take a while to kick in,” she says. Topping up with more alcohol can be disastrous. “We frequently hear that it takes 45 minutes to an hour for MDMA to kick in and that can vary even up to 90 minutes depending on whether people have had a big meal or not.” It’s especially a problem for younger teenagers who lack that education, Spearin says.

The latest of these was in Queenstown’s Memorial Hall on Friday night (14 August). Police support these sessions as they’re preventing harm and people are assured there can be no legal repercussions from attending, she says.

Last year 95% of the MDMA that people brought in for testing was actually MDMA after some concerns in recent years that people were being sold fake replicas laced with something else. “With the other 5% that came it could be something entirely different and harmful, such as fillers like caffeine,” Spearin says. “That means multiple stimulants and that’s really hard on your cardiovascular system. There’s also evidence that it’s neurotoxic and very hard on the brain.” Spearin says they see “a whole range of drugs given the big party scene around Queenstown and Wanaka” - MDMA, LSD, cocaine, magic mushrooms (psylocibin) and ketamine, fast becoming a popular drug of choice.

COMMUNITY NOTES The future of tourism? Policy and pressures, people and place. The Government’s recently released Tourism Policy Statement sets out ambitious goals including doubling tourism export value by 2034, improving productivity, sustainable tourism and community support. But what does it mean for Queenstown, for the wider New Zealand tourism industry, and for the people and places caught in between? How does it square with Queenstown Lakes’ own, muchconsulted-on Regenerative Tourism Plan? These are some of the questions Catalyst’s September 3 Future of Tourism panel will address. The TPS received little media coverage but crucially, for the first time, set goals that every government agency – including MBIE, Tourism New Zealand and DOC – must now guide their investments and actions by. Fawlty Towers Takes on Queenstown by Jessica Allen
Faulty Towers The Dining Experience will take over QT in November, bringing the much-loved sitcom to life. The highly-improvised, interactive and fullyimmersive performance includes dinner and a show, plus you will have a role, not just as an audience member but as a highly-esteemed guest of Basil, Sybil and Manuel. Monique Lewis Reynolds has been playing Sybil, Basil Fawlty’s long-suffering wife, in the Faulty Towers Dining Experience for ten years now. She grew up watching the show with her grandparents, “a Friday night staple,” and loves that the show can still bring so much joy to people, even after all this time. “I never would have imagined that I would eventually play such an iconic role as Sybil, but if you ask my husband, he will tell you I was born to play the role,” Lewis Reynolds says. “Who doesn't love the underdog Manuel, trying to win favour with his master Basil, and the brow beaten Basil trying to maintain some control over his sharp-tongued, no-nonsense wife.” She acts alongside Kieran Clancy-Lowe, who brings all of Basil's mania and cynicism to the role, and John Darge, who totally embodies all of Manuel’s misunderstandings. Describing the audience as “the fourth actor,” they all need to be totally in the moment and as they’re kept on their toes through different interactions. “Unlike a stage show where the actors are removed from the audience, our interactive show gives you an instant reaction to how the audience is loving it all.” Much of the feedback they receive is that audience members haven’t laughed that hard in many years. There’s been some memorable moments over the

I started chatting with the guy who had emailed in, asking to tell me all about his wonderful wife and why he had messaged us. She was sitting there getting all emotional, telling us that in 20 years of marriage he had never done anything romantic like this before and how happy she was. Then suddenly she turns to him and says 'are you having an affair?'. The poor guy was so shocked and flustered and of course said no but the whole room burst out laughing, including myself, because she had gone from thrilled and teary to suspicious in a matter of seconds. It was a gold comedy moment. I don't he will ever make a grand romantic gesture in public again.” The crew love working the room and Lewis Reynolds explains that the show is funny for all – if you’re a die-hard fan there are plenty of favourite moments and laughs. And if you’ve never seen the show, the comedy and relationship dramas with the actors will have you laughing – you’re sure to head home and watch a few episodes. Next year marks 30 years for the show, a milestone that they’re excited to celebrate.

CAROLYN CRUM Pipin’ hot
From highland dancing to the pipes for delighted tourists and flashing her frilly knickers to the cancan, to singing her heart out in a chorus, former seasoned Arrowtown performer Carolyn Crum is in her happy place on stage.
Now living near Cromwell she’s virtually hung up her dancing shoes but is always on call if her Scottish-loving piper dad, Jim Gilmour, 87, needs her to perform with him. Arriving in Arrowtown as a schoolteacher in 1995, Carolyn, an avid dancer and performer, was soon snapped up by the town’s famous Buckingham Belles – the darlings of decades of Arrowtown Autumn Festivals. That began a 27year commitment which she absolutely loved, the Belles becoming popular entertainment for conferences and events, including Kevin Lynch’s History Alive shows, the ladies also performing at the Hokitika Wine and Food Festival twice. She’s performed with born and bred Queenstown piper Hec Boyd and the Queenstown and Southern Lakes Highland Pipe Band, Carolyn and the Belles even travelling to China to perform with them, treated like dignitaries on their stay. Celtic Sounds – a 16-strong Scottish-loving band only wound up last year and she’s performed with Arrow Entertainers and Remarkable Vocals. In the late 1990s, early 2000s Carolyn starred as ‘Cora’ in Remarkable Theatre’s Calendar Girls and as an “enthusiastic chorus line member” in numerous Showbiz musicals, her favourite being ‘Hair’. “I’ve done so much really cool stuff through music and dancing,” Carolyn says. “I’ve had some indescribable fun.” It’s all been in the blood, her earliest memories of that ‘fun’ starting at two, the youngest in a “very musical family”. “I can recall falling out of my cot desperate to get to a party in our lounge where the pipes were playing and people were dancing. I hid behind a man’s plaid. It was ages before Mum noticed me,” she laughs.

Ever since Carolyn’s been drawn to the party, the fun, singing and jamming, her family popular Invercargill Carlyle Street concert performers, life revolving around their Invercargill Pipe Band ‘family’. Her mum was a talented pianist and Jim’s even performed at two Edinburgh Tattoos. Older brother Andy Gilmour’s band has also performed around Australasia. “We were a team with the pipe band. Dad was a pretty talented piper.” Music was still big at St John’s Girls School in Invercargill, Carolyn winning a choir competition with her cousin at Southland Girls’. Carolyn spent four wonderful years doing a double degree while at Teacher’s College. “At first I thought these guys don’t really know how to have fun. There’s no music, piano and pipes going, but I eventually made the transition,” she grins. During four years teaching in Fairlie Carolyn had a ball with the Mackenzie Theatre Group, even scoring a principal dancing part in ‘Joseph’ in Timaru. As kids Jim had built a family crib in the Arrowtown Camping Ground, then managed by Taylor Reed. “We’d get up put our togs on and head off, the only rule to be home by 5pm.” So, in 1995 Carolyn was lured to Arrowtown School as music teacher and to train in specialist Reading Recovery. “The best part was the Autumn Festival. I took the kids down the street to do folk dancing and watch the daily lunchtime entertainment. I saw the Belles performing and thought, “I’ve got to do this!’,” she says. There were so many fun gigs, one on Coronet Peak Station where Carolyn, in full Belles’ regalia, was hoisted onto a horse behind station owner Brian Dagg to hand out beers to conference goers. “Here I was, skirt everywhere, handing out beers. It was the best of the best.”

Highland dancing for Hec’s traditional addressing of the haggis performed at tourist Scottish nights at Walter Peak was serious stuff. “I’d borrow Graham Brinsley’s martial arts sword to dance around but one night I accidentally kicked it sending it flying across the floor to roars of delight from the tourists,” she laughs. “Another night Belle Lee Borren forgot her ‘boxer bloomers’ so she had to borrow a pair of farm tour manager Lindsay Westaway’s stretchy lycra shorts.” Belles and Arrowtown Fire Brigade performances at community concerts were “a mischievous combo”, beer smuggled to the performers under the stage at Arrowtown Hall. Celtic Sounds – a colourful Scottish-style band, founded by dad Jim and his Maniototo musician mates, saw Carolyn performing with local singing legend Kath Brentwood until that wound up recently. Romance bloomed when Carolyn met husband of 21 years Pete Crum in 2003, becoming stepmum to “three gorgeous kids”. After 11 years at Arrowtown School Carolyn did a postgraduate and Master’s in Educational Psychology through Massey and commuted to Invercargill weekly working as an educational psychologist for the Education Ministry. She then did that job for the Otago branch from Arrowtown before finishing up in 2014. Carolyn and Pete moved to a rural spot overlooking Lake Dunstan in 2019, retaining their Arrowtown home. While she’s hung up her dancing shoes for now, Carolyn says her passion will always be performing. “I’ve had an absolute ball. The community events like dancing for somebody’s birthday are as important as the professional ones,” she says. “You do it for love.”
