I knew former QLDC CEO Mike Theelen for all of his ten years in the role. I can remember part of the hiring process, sitting next to the late Councillor Merv Aoake as we had six candidates ahead of us, after four we turned to each other and acknowledged how disappointing those four had been and we only had two to go. Mike was next and it became obvious very quickly that he was the standout candidate.
Mike took over in 2016 when staff satisfaction and engagement levels had stagnated. By the time of his departure, those satisfaction levels had hit the 84th percentile. An exceedingly high mark indeed in the challenging world of Local Government.
QLDC staff constantly praised his strong supportive leadership. During my time around the Council Table, I engaged in conversation with Mike, when appropriate, to find out more about the man behind the job, the person he was outside of the challenging role. Mike loves lake swimming, running, and tramping and as my words go to print, that is where he will likely be, in his happy place, out in the backcountry. Go well Mike, enjoy. You deserve it.
I had a real insight into the demands, commitment, challenges, stresses, highs and lows the CEO job of QLDC threw at him constantly. Building a working relationship with 600 odd staff and consultants to run significant Infrastructure projects and implement ongoing development in the fastest growing district in New Zealand, and let’s not forget those Covid years. That is the job and Mike knew it better than anyone.
Then there are those egos, at times ignorance, and individual agendas Councillors and Mayor bring with them into the organisation. Mike was the bridge between elected members and staff. Without the bridge, everyone falls into the abyss below. Whenever he spoke, I always listened, as he passed on the good, the bad, and the ugly to assist Councillors in understanding the information required before making critical decisions around the table.
I saw Mike at work across all aspects of QLDC business. His capacity and workload would astound many. The highs and lows dealt with, all with the steely grace of a decent human being and a man who fought hard for the district both regionally and nationally. Mike is highly regarded in Local Government right across the country and in Wellington where the real work took place fighting for some sort of Central Government support for our district.
So, as the anchor drags on with the recruitment of the next CEO I wonder where the current Councillors see the Key Performance Indicators for the incoming CEO. For the sake of us all in the Queenstown Lakes District, I hope the standards Mike Theelen has set are the benchmark. If not, we run the risk of going backwards very quickly indeed.

Homes evacuated in Central Otago after fire threatens properties
Fire and Emergency says a large grass fire in Central Otago has was contained lasts week.
FENZ was called to a large grass fire that was threatening structures in the Springvale area near Clyde before 3.30pm on Wednesday, 25 February.
Fire and Emergency assistant commander Nic McQuillan said 21 fire trucks and support vehicles responded to the fire.
One shed has been destroyed and flames have scorched the exterior of one house.
About 20 hectares has been burned on both sides of Springvale Road, which remains closed.
The fire was 400 metres by 400 metres initially, but a spokesperson said it was spreading quickly through grass and pine trees.

Aimz Hemming said they were able to smell the smoke from their street a few kilometres away. “When the alarm went off, all the sirens were go,” Hemming said. “It was a wee bit scary.”
Otago Regional Council aims for zero percent rates rise
The Otago Regional Council is aiming to deliver an overall zero percent rates rise in the upcoming financial year.
The council has been preparing a draft annual plan which will be put up for adoption in April. The Long Term Plan forecasted a close to nine percent increase for the same year.
Chairperson Hilary Calvert said councillors sought to keep rates as low as possible while protecting the environment and providing public transport.
This table shows the estimated rates for the median residential property in different areas of Otago for 2026-27
“We’re confident we can deliver for Otago’s people and environment within the zero-budget increase proposed,” she said.
“Factors helping to reduce rates include cost savings and efficiencies in work programmes, extended timeframes for some work and finding alternative revenue sources.”
A directive from the government to pause planning work meant that the council would spend less than expected this financial year and would use some of the surplus to pay for work next financial year.
The average residential property in Dunedin, Clutha, Waitaki and Central Otago would see a slight rates drop, but Queenstown Lakes properties would see an increase due to a public transport rate, Calvert said.
Councillors have opted not to consult the community on this annual plan, saying no significant changes had been made to what was consulted on in the 2026/2027 year of the Long Term Plan.

Serious
motorcycle crashes – Crown Range and
Glenorchy Road
A Southland man in his 70s was airlifted to Dunedin Hospital with serious injuries after a motorcycle crash on the Queenstown to Glenorchy Road, near Mount Crichton, just after 2pm on Saturday, 21 February, Police say.
Constable Amanda Shute says the man was in a serious condition after the single-vehicle crash and Police investigations were ongoing.
The man was flown to Dunedin by the Otago Southland Rescue Helicopter, and the road was blocked in both directions for some time with motorists asked to avoid the area. A St John Ambulance spokeswoman says an ambulance was also sent to the scene.
A Wānaka man in his 30s was also seriously injured after a motorcycle crash on the Crown Range Road, just south of Cardrona, at 8.20am on Tuesday, 24 February. A St John Ambulance spokesperson says the man was airlifted to Christchurch Hospital in a serious condition by the Otago Southland Rescue Helicopter. An ambulance and rapid response vehicle also attended.
Police say investigations are continuing into the cause of the crash.
Shoplifting at Night ‘n Day
A 41-year-old man has been charged with two counts of shoplifting under $500 after allegedly being caught shoplifting at Night ‘n Day in Queenstown on two separate occasions. Shute says the man was arrested at 9.30am last Wednesday, 18 February. He will appear in the Christchurch District Court on 4 March.
Drink driving
A 22-year-old Spanish man has been disqualified from driving for six months and ordered to pay a $600 fine after returning a result of 600mcg when stopped by Police on Brecon Street just before 1am on Thursday, 19 February. Shute says the man pleaded guilty in the Queenstown District Court on Monday, 23 February.
Heli Rescues
The Rescue Helicopter also picked up a patient from the Lower Nevis after a crash there just after 5.15pm on Friday, 20 February. A St John spokesperson says the patient was transported to Lakes District Hospital and no details were available as to their condition. Then on Tuesday they flew a patient to Lakes District Hospital in a minor condition after an accident in the Nevis area.
A patient was also picked up by helicopter from the Greenstone Valley after an accident just after 9.30am Wednesday, 25 February. No condition was available.
Fire risk increasing with drier conditions
Fire and Emergency NZ staff say the fire risk is “steadily increasing” in the Wakatipu with the consistently warmest and sunniest week this summer last week and people need to be mindful that they will be encountering some much drier conditions. “The fire danger is steadily increasing,” Otago Lakes Group assistant commander Nic McQuillan says. Normally the Wakatipu would have been in a ‘prohibited’ fire season during summer, as is Central Otago currently, but this year’s wetter, cooler conditions mean the Wakatipu has remained in a ‘restricted’ season, he says. “Normally the fire risk starts to lessen off about now but if it keeps this dry through March, we will be looking to restrict fires.”

COMMUNITY NOTES
Governance support on offer for Queenstown Lakes community leaders
huddl, an initiative supporting local community groups and non-profit organisations, is offering mentoring opportunities for people in governance roles across Queenstown Lakes.
The Leadership in Governance Mentoring Programme, delivered in partnership with the Mentoring Foundation of New Zealand, returns for its fifth year. The programme supports active board and committee members to strengthen their governance skills, build confidence, and connect with other local leaders.
“Great mentoring can have a significant and lasting impact,” says Fiona Reeve, Project Lead at huddl. “We’re pleased to bring this programme back to the region to support the people who give their time to lead and govern our community organisations.”
Co-chair of Arrowtown Creative Arts Society Kelly Carmichael says the programme played a key role in her governance journey. “The mentoring programme helped me grow in confidence and step more fully into my governance role. The workshops and one-on-one support made a real difference, allowing me to contribute more actively at the board table. It was a hugely positive and worthwhile experience, and the quality of the mentors is exceptional. I’d highly recommend it to anyone looking to strengthen their governance skills.”
Local groups are also encouraged to complete huddl’s Community Needs Survey to help shape future training and support across the district.
“We want to hear directly from Queenstown Lakes community groups and non-profits about the challenges they’re facing and what support would make the biggest difference right now,” says Reeve. “This feedback helps us ensure our services remain relevant and genuinely useful.” Registrations are now open for mentees and mentors. Visit huddl.nz or email hello@huddl.nz to register or take part in the survey.

Hanley’s has had enough - Intersection tragedy waiting to happen
by Sue Fea
Hanley’s Farm residents are warning it’s only a matter of time until there’s a serious accident at their entrance intersection with the 100km/hr State Highway, and they’re urging NZTA (New Zealand Transport Agency) to lower the highway speed limit before tragedy occurs.
Resident Marc Hamilton received a huge response from concerned residents after urging them in a community Facebook post recently to report the dangers online to NZTA and sharing the link to do so.
A large number said they had responded with a lot of strong feeling evident. One woman says she’s getting a group together to gather signatures and make recommendations to the Queenstown Lakes District Council and kickstart a petition on the issue.
Hamiton says the delays accessing the State Highway safely from the Hanley’s entrance are forcing many people to drive directly to Jack’s Point, internally from Hanley’s, to access the State Highway, which is causing huge delays there too. “The traffic is often backed up all the way from the State Highway to the Jack’s Point Pharmacy,” Hamilton says. He and other Hanley’s residents have witnessed “a lot of close calls” as people try to nip out on to the State Highway into a line of vehicles travelling at 100km/hr.
“I’ve contacted NZTA about this a number of times. People are pulling out in front of traffic travelling at this speed. It’s an accident waiting to happen,” he says. He’s also asked the Police to maintain a presence at the intersection whenever possible between 8am and 9am as “people are getting so impatient that they’ll pull out in front of a car”, he says. With so many ‘home and income’ properties having three vehicles the queues are getting longer, and Hamilton and others are extremely concerned about what’s going to happen once Homestead Bay’s extra 2800 homes are built.
“A lot of people out here are pretty racked up about it,” he says. He and others want to see the State Highway speed reduced to at least 80km/hr, even 70km/hr, a merging slip lane turning left on to the highway at the Hanley’s exit and even large lit, electronic warning signs for those approaching the intersection on the State Highway.
Now a Jack’s Point resident, Guy Hughes says he pushed NZTA to get the highway speed reduced about three to four years ago, a few years after his family were one of the first to live at Hanley’s Farm.
“I urged them to lower the speed to 80km/hr from the Devil’s Staircase to reduce the impact of accidents. I was quite firm,” Hughes says. “It was extremely frustrating. I felt like NZTA, as an organisation, was deaf and completely in denial that sticking a suburb off a State Highway where numbers were growing and growing wasn’t safe.” He claims there had been a number of crashes there that hadn’t been reported even back then, which he informed local NZTA staff about. “Someone could die at that intersection if something’s not done,” Hughes says.
In the meantime, those concerned are urging people to slow down coming from Jack’s Point and not pull out onto the highway in front of traffic if there’s not enough room.
A spokesperson for NZTA says they’re aware of the concerns about access to State Highway 6-Kingston Road from neighbouring developments. “We are looking at what we can do to respond to these concerns,” he says. “We will also be replying to those who have contacted us directly with their concerns.”

Daniel Hillier wins New Zealand Open
Kiwi Daniel Hillier has won the 105th New Zealand Open – the first Kiwi to do so in nine years. 156 professionals, and the same number of amateurs participated. It’s the eighth professional win for the 28 year old, who was ecstatic, describing it as the second-best day of his life after his wedding last week.
Hillier took home the trophy with a total of 262, firing a final-round 4-underpar 67, while Aussie Lucas Herbert came in just behind with 264 and fellow Kiwi Kerry Mountcastle came in third with 267.
“I think this is going to be one of the best days of my life forever,” Hillier says.
“I don’t know what number New Zealand Open this is for me, but ever since I started playing it, it was the one I wanted to get. I’m so stoked I managed to do it today.
“Everything that came out afterwards was just pure emotion.”
The final round started with four players within two shots of the lead and seemingly the only players with a realistic chance of victory.
The first of the expected final-round challengers to slip away was Australia’s Curtis Luck, who bogeyed his first two holes before a wayward tee shot led to a double-bogey on the sixth. He eventually carded a 79 to drop to a share of 23rd.
Meanwhile, New Zealander Kerry Mountcastle’s chances were hit by two bogeys in four holes around the turn. He battled on to shoot an even-par 71 to tie for third with Japan’s Tomoyo Ikemura (67).
That left Hillier against Herbert as the top two for much of the last 10 holes to decide the champion, the key moments coming at the par-4 11th and 12th holes which the New Zealander birdied while the Australian made two pars. The tournament, which is held at Milbrook Resort, has a rich history dating back to 1907, where 130 players participated and amateur Arthur Duncan won in Napier. In 1913, E.S. Douglas, a newcomer from Scotland won and in 1920 J.H. Kirkwood became the first Australian to win. Fast forward to 1950 where Peter Thomson wins the first of his nine New Zealand Open Championships. Then 2002 saw Tiger Woods took part, and in 2014 the event returned to Queenstown, where the Millbrook co-host the tournament.
Hillier takes home a prize of approximately $360,000 and has earnt a spot at The Open Championship at Royal Birkdale in mid-July. The 2027 New Zealand Open will take place February 25 – 28.

In 2023, scientist turned stand-up comedian Ben Miller was the artist in residence at Hawai’i Volcanoes National Park – the first stand-up comedian ever selected for the programme. He’s bringing his show to town this month, exploring volcanology, entomology, Hawaiian history, space volcanoes, cats, cookies and more.
The programme Miller took part in usually selects painters, poets, musicians, any type of traditional artist, but certainly not a comedian. Based in New York City, he has a degree in Materials Science and Engineering. When he first saw the residency opportunity online and applied for it, he certainly didn’t think he’d be accepted.
“You’re there for a month and they put you up. You get to interact with park rangers, a bunch of scientists, explore the National Park and then learn a bunch of stuff,” Miller says. It was the first time they’ve had a comedian in the programme and people would often question where his easels were and what he’d be painting as part of the programme. Instead, he wrote jokes.
“At the end of the residency, you’re supposed to put on a one hour performance or showcase. It was a very unique experience. Most comedians that you see doing an hour of jokes, it takes them, let’s say, two to three years to write, develop and hone that material, and I had exactly one month to do that.”
He explains that the final show was in the middle of the day on a Tuesday, which is a less than ideal stand-up comedy setting. It was an interesting experience for him, describing the audience at the time as polite. Since then, he’s been honing his material and is excited to bring it to New Zealand.
"In New York City the only life under your feet is the subway rats, defi nitely a little bit less charming."
“I’ve tried to add different parts to the show based on the different places I’m going. I went to Iceland in September so I wrote some Iceland volcano jokes for them. I’m in the process of learning and writing about New Zealand as well, so I hope to add that to the show.”
Back in Hawai’i, He spent most nights gazing into the fires of Kīlauea, the burning lava lake in Halemaʻumaʻu crater, and spent the days exploring the national park, learning from volcanologists, entomologists, archaeologists, and local Hawaiians about the science, culture, and history of Hawai’i, all information he’ll be sharing at the show.
“I live in New York City and it’s all just big buildings whereas Hawai’i is just a lush and
beautiful place, and there’s life all around, under your feet – in New York City the only life under your feet is the subway rats, definitely a little bit less charming.”
If you’re hesitant to head to a stand-up comedy show for fear of being haggled, no need to worry when it comes to Miller’s show. He says he’s already written the jokes and doesn’t need to make fun of anybody.
“If you’re worried the show’s too nerdy, I promise it’s not. It’s been written for general audiences, tested out at comedy clubs around New York City. It’s not like there’s a pop quiz at the end, you don’t have to learn anything if you don’t want to.”
Ben Miller’s Volcano: A Science Comedy Show will be at Te Atamira on Saturday, 14 March, at 7pm. For tickets and more information, head to teatamira.nz
QLDC Libraries Librarian Profile
Kia Ora!
Lakes Weekly Bulletin and Queenstown Lakes Libraries are profiling our librarians. This month we are profiling Noelle, who is a Library Assistant at Frankton Library. @qldclibraries
I grew up in a family where books weren’t always easily available, so I spent every lunch break in the school library and would run home after school to listen to stories on the radio. An interest in words quietly developed over time, along with a desire to express myself more confidently despite my naturally introverted nature. I’ve always been curious about languages, cultures, and the different ways people live.
My family and I have lived in Queenstown for 24 years, and our two nowyoung adults grew up visiting the library from babyhood. Night-time reading was a non-negotiable ritual — often I was the one falling asleep before they did.
I was fortunate to join Frankton Library shortly after its opening in 2019. It has been a rewarding role serving the community and witnessing steady growth, both professionally and personally. I’ve loved seeing our programmes expand — from Storytime and Wriggle & Rhyme to book clubs, meditation sessions,

‘Wild by Nature’ follows explorer Sarah Marquis as she treks solo for three years. Relying on hunting and her own wits, Sarah Marquis made it across six countries where she survived mafia, drug dealers, thieves on horseback who harassed her tent every night for weeks, temperatures from sub zero to scorching, life-threatening wildlife, a dengue fever delirium in the Laos jungle, tropic ringworm in northern Thailand, dehydration, and a life-threatening abscess. Through an incredible journey this book explores what it is to adventure as a woman in the most dangerous of circumstance, what it is to be truly alone in the wild and why someone would challenge themselves with an expedition others would call crazy.

Lego Club, author talks and many more. Outside of library work, teaching snowboarding has shown me the value of patience, clear guidance, and encouraging growth with our young patrons — skills I bring to my library role when helping them explore, learn, and discover new interests. Another part of my role I enjoy very much is covering the new arrival books, placing the appropriate labels on and ready to be displayed on the shelf.
The books that capture my attention are true stories of resilience and the human spirit, along with travel memoirs. I love discovering inspiration from our patrons and finding books I might not have chosen myself — because learning never truly goes one way!
Tracks by Robyn Davidson So begins Robyn Davidson’s perilous journey across 1,700 miles of hostile Australian desert to the sea with only four camels and a dog for company. ‘Tracks’ tells the true story of Robyn Davidson’s extraordinary solo journey in a fiercely honest exploration of solitude, grit, and the desire to break free from expectations. Davidson’s trek becomes both a physical odyssey and an inward reckoning, revealing the wildness of the landscape and of the self.

‘On a Magical Do Nothing Day’ follows a bored child dragged away from screens and into the rain-soaked woods, where a lost video game console becomes the gateway to rediscovering wonder. ‘All I want to do on a rainy day like today is stay inside and play my game. The game drives Mum mad, and she takes it away. I take it back and dash outside - but splash! Disaster strikes. Without my game, nothing is fun. Well, let’s see. Maybe I’m wrong about that ...’
Powerful and moving, this is the truly unforgettable story of one woman’s lifechanging relationship with the remarkable Presidential Elephants of Zimbabwe, a celebrated clan of wild, free-roaming elephants who now face the very real threat of being poached to extinction for their ivory.

My Life story
SIMON STAMERS-SMITH
Powder, Politics and Prosecutions
He may have been born in South Africa to a Kiwi mum and a Bermudian dad, but retired Queenstown lawyer Simon Stamers-Smith’s family heritage is steeped richly in Queenstown.
The great, great grandson of Queenstown’s second mayor Bendix Hallenstein (1869-1872), who founded Hallensteins retail clothing store, Simon has Queenstown ties dating back to his earliest childhood memories.
A well-known lawyer in Queenstown, moving here from Christchurch in 1984, he followed his great, great grandfather into local and national politics, serving as a Queenstown Lakes District councillor for two terms from 2010 until 2016. Never afraid to speak out on issues of importance, Simon, then living in Christchurch, was also selected as the National Party candidate for Lyttelton in 1981, unable to knock incumbent Ann Hercus off her perch.
“We first came to Queenstown in 1949 or 1950 when Harry Wigley (Mount Cook Company) was setting up Coronet Peak Skifield.”
A strong skier, the lure back home to his mother’s Hallenstein family roots with his probation officer wife, Mary, saw them both hauled before Judge Joe Anderson in his chambers upon arrival at the Queenstown Court. “He said, ‘What’s this? You on one side of the courtroom and your wife on the other,” Simon grins. “We assured him: ‘Your Honour there will be no pillow talk.
“There were only four lawyers here then and Revell Buckham was working here with Alastair Watson, who was retiring and had suggested I move down, so I started with Revell in 1984.”
Skiing since his early childhood, Simon had holidayed regularly in what was a sleepy little hollow back then.
“We’d walk up to the Strawberry Gardens in Fernhill and before that they were where Queenstown Primary is now.”
Born in 1942 during World War II, Simon’s parents had been living in Ceylon (now Sri Lanka) when his mum was sent, heavily pregnant with Simon, to South Africa to give birth. “The Japanese Army was coming down through India, and it looked like they would invade Ceylon, so they sent her on a boat for the birth.”
Simon’s father was a world surveyor from Bermuda who surveyed the borders of countries.
His earliest memory is riding an elephant in Ceylon on his third birthday. That year- 1945, his mother moved with the three children back to North Canterbury where they lived with her father for a few years.
“We first came to Queenstown in 1949 or 1950 when Harry Wigley (Mount Cook Company) was setting up Coronet Peak Skifield,” Simon says. “We stayed in their family bus parked up on the skifield.” It was a two-day trip south back then via the Pig Route, no Lindis Pass through the Mackenzie Basin.
By eight, Simon was sent to boarding school – St Peters in Hamilton, travelling by steamer from Christchurch to Wellington, initially with his older brother, then on the train to Wellington. Proficient at viola and a keen sportsman, he was a house prefect before finishing there in 1955. It was then back home to Christ’s College – 10 of Simon’s class just holding their 70-year reunion recently. Tragically, while a pupil there his well-known Christchurch brother was killed in a climbing accident on Mount Arrowsmith, aged just 22.
While studying law at Canterbury Uni Simon made the NZ Universities Ski Team, and and he did well in the National Universities Downhill Championships, having already clocked Wakatipu Ski Club titles.
He finished his degree at Otago Uni. “We skied against the Australian University Team, staying at the Arthur’s Point Hotel. When we got up to race
no one was feeling well, but we beat the Aussies,” he grins.
Skiing in Europe on his OE with mates Anton Coberger (Nils’ dad), Dickie Owen and Annie Latham, they entered a race series in Switzerland then headed to St Mortiz to watch the 1962 Commonwealth Games.
“We discovered there was no one skiing for New Zealand so we told the organisers we had a few championships from home and asked if we could enter,” Simon grins. “They let us! It was a nice prizegiving but none of us won.” However, they returned home with a medal each to show for it.
Simon also hitched to the top of Norway and over to the Coast. “But I got on the wrong boat. It was meant to go south but it went north, and I ended up in the Arctic Circle with no money!” Luckily, a nice English couple came to his aid.
He’s eternally grateful to the Canterbury farmer who saved his life at 22 after he crashed, having fallen asleep at the wheel. “The car caught fire and the farmer behind me was carrying a fire extinguisher otherwise I wouldn’t be here.” Six months in Burwood Hospital and serious plastic surgery followed.
Simon married Mary in 1969, several months after her return from her OE.
He quickly became a partner at Wynn Williams in Christchurch before the move south, their teenage kids staying on as boarders in Christchurch.
Locally, Simon’s best known for his years of voluntary legal work negotiating the lease for the river side of the Arrowtown Golf Course – club president for three terms, and for his involvement in the Wakatipu and Rocky Gully Ski Clubs. He’s been involved with many community committees and fundraisers, including the Porter Heights Establishment Committee. A former vice president of Christchurch’s Society of Arts, he was an original on the Arrowtown Creative Arts Society Committee, a long-time Lakes District Museum Committee member and now Life Member.
Now married for 57 years, Simon and Mary are happily retired at Arrowtown Lifestyle Village.
