A MESSAGE FROM THE PRESIDENT Learning, teaching, supporting – these activities have all been more challenging during the COVID-19 pandemic. Our team has remained strong throughout this journey by adapting, adjusting, and moving forward to safely meet the needs of our students and those depending on us to prepare and train our future and current workforce.

I am extremely proud of how our team and students overcame the challenges and continue to persevere. Our commitment to students has resulted in educating 10,000+ students since March 2020, the majority safely in person. How did we do it?

Community Support We are grateful to our community leaders for all their efforts to educate and protect us, and for their support of our need to safely continue preparing and training workers.

Our business leaders worked diligently with our community and business partners so students could complete their education in person, graduate, and join the workforce.

Learning Options We have been offering programs and courses in person, online, and through our iFlex® mode for several years. We converted 691 program courses to online so students could learn safely in spring 2020. Knowing the majority of our students prefer in-person learning, we gave them the choice to learn online or in person for summer 2020 and going forward. Our Workforce Solutions division also offered online and in-person seminars so employers could safely continue developing their workforce. We continue offering choices to students so they can learn in the manner that suits them best.

Incident Management Team Efforts to safely continue operations during a pandemic began years ago. We had an active, well-trained Incident Management Team with procedures in place, giving us a solid foundation to build upon. The collaboration amongst the team helped us safely move forward each day.

We look back through this report and share highlights from the accomplishments we achieved by accepting the challenges to adapt, adjust, and move forward. Looking ahead, we sincerely welcome the bright, fresh start a new academic year always offers.

LTC President Dr. Paul Carlsen was especially pleased to congratulate graduate Akasha Manthe during our May 2021 drive-up celebration. Akasha was one of the first students Dr. Carlsen met when he moved to Wisconsin in 2017.

LEADERSHIP BOARD The Lakeshore Technical College Student Leadership Board provides an opportunity for students to participate in democratic self-government and acts as a liaison between the administration, faculty, and students. The Board promotes citizenship and leadership and acquires information for dissemination to the student body. Participating is an excellent way for students to expand and enhance their educational, personal, and leadership development experiences.

Meet Our Student Ambassador Leandra Quek, an Early Childhood Education program student, was selected to serve as our Wisconsin Technical College System Ambassador. Her responsibilities include promoting our college on campus, in the community, among legislators, and at systemwide events. She was also awarded a $1,000 scholarship.

“LTC is so welcoming and supportive of the students and their futures! It has opened my eyes to the differences in Early Childhood Education, compared to Singapore where I lived before. My goal is to someday become a teacher at LTC to share my knowledge with other learners!

I feel appreciated and supported as an LTC student. I would recommend LTC to others because, despite my worries of being an adult learner, I am able to connect with my teachers and strive hard for my goals. INSTR UCTIONAL

DELIVERY TO MEET STUDENT NEEDS To meet the evolving needs of students throughout the 2020-2021 year, we needed to shift our programs to flexible delivery modes. Many students continued choosing online programs, though knowing the majority of our students prefer learning in a classroom with other students, in-person learning safely returned for most programs in April 2020. Providing students choices in program and course delivery remains important to us.

In Person/Face-to-Face The majority of our students prefer learning in person so they can interact with instructors and fellow students face-to-face.

Almost all courses offer this traditional learning option.

Online Scan to learn more about different ways to learn at LTC.

Some students appreciate the flexibility provided by online courses. Students manage coursework around their work schedule, family obligations, and other important activities in their lives. They can also work on their assignments and projects from anywhere they have internet access.

Competency Based Education

iFlex®

Competency Based Education (CBE) is our newest delivery method and allows for maximum flexibility. Students enrolling in a CBE course or program are not limited to the standard start or end dates of a semester.

These students can begin before or after the traditional semester start date and they can end the course at a time that fits their schedule. Coursework is delivered in a virtual format with open lab times for students to practice and demonstrate required hands-on skills.

Our iFlex delivery mode, which has been offered for several years, also adds flexibility for students. Students enrolled in iFlex courses can shift between online and inperson classes. This allows students who are unable to attend class in person the ability to get that week’s content virtually. Conversely, students who struggle with an online environment can come to class and obtain any assistance they need. In 2020-2021, 19 programs were offered in this format.

Programs currently offered in the CBE format include CNC Technician, Machine Tool Operation, and Ophthalmic Medical Assistant. Programs shifting to CBE in 2021-2022 include Medical Coding Specialist and Introduction to Industrial Welding.

EXCELLENCE AT ALL LEVELS IN 2020-2021 Aspen Presidential Fellowship: Dr. Paul Carlsen, President, was selected by the Aspen Institute to join the inaugural class of the Aspen New Presidents Fellowship.

This new nationwide initiative supports community college presidents in the early years of their tenure to accelerate transformational change on behalf of students.

STUDENT STORIES Kelsie Bramstedt Kelsie Bramstedt is a 2020 Valders High School graduate and a member of our first all-female cohort in the Dairy Herd Management program, which she graduated from in May 2021. She completed two Lakeshore Technical College courses during her participation in Youth Apprenticeship (YA), the statewide program that takes an “earn while you learn” approach by placing high school juniors and seniors in paid jobs in fields they are interested in and allowing them to take college-level courses. “I got involved with YA because I knew I was very interested in agriculture early in my high school career. Going into my junior year, I decided that working hands-on at a farm would give me a lot of experience along with being able to learn about agriculture.”

Gloria Elias “Not only do we benefit from attending school, but we can encourage younger and older generations to begin a new cycle of education within our families,” says Gloria Elias, the mother of two young boys and a first-generation Lakeshore Technical College student. Gloria, a December 2020 Quality Assurance program graduate, was selected as the student speaker for graduation. She says she thought college was out of reach for her and her family until a sister enrolled in a short-term certificate at her employer’s request. After graduating, Gloria began pursuing her bachelor’s degree.

Heather Goodman After hearing positive comments from her classmates who work at Kohler Co. Hospitality and Real Estate restaurants, Culinary Arts student Heather Goodman did not want to waste an opportunity. “Applying for this program is one of the best things I have ever done,” she says about our new Kohler-sponsored tuition reimbursement program. Heather was accepted into the program in fall 2020, and her remaining semesters will be paid for by Kohler. She is also guaranteed a culinary job with Kohler after completing her Culinary Arts associate degree.

Cade Livermore Cade Livermore, a May 2021 graduate of our CNC (computer numerically controlled) Technician program, embraced our new Competency Based Education (CBE) format.

“CBE is very flexible for students and it works great for anyone, no matter what their schedule,” he says. Cade took over 20 CBE courses and completed an internship with his employer, American Orthodontics. “It’s like I am getting double the learning experience,” he said. “If I learn something new at school, I will take that to work with me or vice-versa.”

Zayla Mueller Like the majority of our students, Zayla Mueller prefers in-person learning. “I chose Lakeshore Technical College because of the guaranteed in-person learning. Being in the Criminal Justice-Law Enforcement program is very involved, and it has provided me with different career opportunities. I recommend LTC because no matter what program you are in, the faculty is looking out for your best interest.” Zayla started with us in the fall of 2020 after graduating from Howards Grove High School.

Bryce Pautz Bryce Pautz began in our Fire Medic program in fall 2020 after graduating from Roncalli High School in May 2020. “I chose LTC because it is close to home, but I also thought it was the best fit for me. I am enjoying the Fire Medic program because it challenges me as a person. I would recommend LTC to others because it is a positive environment, and everyone wants you to thrive in whatever program you are in.”

Marla Payne Marla Payne is a multi-media artist who discovered art as an outlet for dealing with ongoing medical issues. Her love of art led her to a series of free welding classes for women at Lakeshore Technical College. “The class showed me there was a way I could combine my love for art with welding. I never realized I was capable of doing something like that, especially with my physical limitations. What I found I could do was really phenomenal to me.” Marla is a December 2020 Welding-Industrial program graduate.

Johnathan Shields “Come back to class when you are here to better yourself.” Those were the instructor’s words that moved Johnathan Shields to realize he truly wanted a better life. His renewed attitude and positive learning experience got him through every hurdle he faced before completing his HSED (High School Equivalency Diploma). “Everyone works together on projects and motivates each other to keep going and succeed. It is so easy to receive help at LTC,” says Johnathan. His success inspired him to continue his education. In May 2021 he graduated with a technical diploma in Auto Collision Repair and Refinishing Technician – with honors.

COMMUNITY CONNECTIONS We are proud to connect with a wide variety of people, organizations, schools, and businesses in our communities. COVID had a huge impact on one of our newest partnerships, College Here & Now, and moved us to connect in new ways with new partners. Thanks to our community partners we were able to overcome the challenges we faced this past year, achieve success in new forms, and return to an old tradition.

Gala on the Go What could HSHS St. Nicholas Hospital Foundation do when its longtime fundraising gala could not be held in person as usual due to COVID-19? What could Lakeshore Technical College do to help showcase a new state-of-the-art facility constructed for Culinary Arts students? The answer: Connect and create “Gala on the Go” – a new, mutually beneficial fundraising event that was innovative, interactive, and virtual.

Culinary Arts and Hospitality Management students and instructors shared their gourmet recipes, prepped ingredients, and boxed up 1,000 meals for distribution and home preparation. Entertaining video instructions and printed materials highlighting the students were also provided. Donors safely prepared the meals they received at home and learned about the students. They gained experience with new ingredients and cooking techniques while viewing the instructional video recorded in our new facility and placed on our YouTube channel.

Funds raised, which were well beyond expectations, supported underinsured HSHS St. Nicholas patients and scholarships for our students impacted by the coronavirus pandemic.

Dairyland Festival Parade Staff and family members enjoyed participating in the Dairyland Festival Parade, held annually in the Village of Cleveland, home of our main campus. Families look forward to seeing us each year as we showcase our Advanced Manufacturing Mobile Lab, fire truck, ambulance, and other vehicles and equipment used for training first responders in our community.

College Here & Now College Here & Now allows high school students to earn a college-level credential in Information Technology at their high school, while earning their high school diploma. We completed our second year at Sheboygan North and Sheboygan South, and our first year at Kiel High School. Since the program began, we have provided 23 college courses that 241 students enrolled in. When COVID-19 hit, we transitioned to online instruction for Sheboygan students. In fall 2020 we continued online instruction in Sheboygan and launched online courses in Kiel. Students adapted well overall, showing their determination to succeed.

After completing two years of College Here & Now courses in Sheboygan, seven students became the first in this program to graduate with their technical diplomas in the IT-Web Development Specialist program. This technical diploma is a 22-credit program encompassing the first full year of the associate degree IT-Web & Software Developer program. In fall 2021, we will see two of these seven students attend Lakeshore Technical College to complete their associate degrees. The others were prepared to help fill the IT skills gap in our community by entering the workforce.

Looking ahead to fall 2021, we are beyond excited to launch College Here & Now at Manitowoc McKinley and Lincoln High Schools, Mishicot High School, and Elkhart Lake High School.

CLEVELAND CAMPUS

FACILITY ADDITIONS & UPGRADES Fitness Center Expansion We expanded our Fitness Center by 830 square feet to give public safety students space for pre-workout stretching and task-specific workout activities. The space aligns directly with academic curricular needs mandated by the Wisconsin Department of Justice. The glass hallway wall provides students the ability to see which machines are available before entering the Fitness Center.

Fitness Center is free to students, staff, and Village of Cleveland residents.

I.D.E.A. Lounge Collaboration Room As part of the Lakeshore building upgrades, we created a new collaboration room conveniently located near the Student Welcome Center. A large monitor and white board have been installed on the walls of this easily accessed space where students can meet with staff.

Also part of the Lakeshore building upgrades was the creation of a multicultural student lounge near the Student Services Welcome Center.

Students assisted with naming the lounge. “I.D.E.A.” is an acronym for Inclusion, Diversity, Equity, and Access. The prime location supports our efforts to assure all students that they are welcome on our campus.

Culinary Arts Moves to Cleveland A new, state-of-the-art culinary arts learning environment opened in August 2020 on our Cleveland campus. Instruction had been taking place at a Sheboygan facility since 2012 when our Culinary Arts program launched. The relocation of the program, which is accredited by the American Culinary Federation, allows students to learn and hone their skills in a newly constructed commercial kitchen custom-designed for educational purposes.

The move also allows for more convenient access to vital college services including academic assistance and financial aid, as well as expanded opportunities to become engaged in student activities.

Kohler will provide up to 10 students per year with the opportunity to have paid work at Kohler Hospitality and Real Estate for 20 hours per week, AND receive up to 100% tuition reimbursement for courses completed in the LTC Culinary Arts program.

New Heating, Ventilation, and Air Conditioning (HVAC) Program Begins Students enrolled in our Residential HVAC Installer program are learning in a new heating and air conditioning lab on our Cleveland campus. We remodeled approximately 3,400 square feet of space in our Agriculture and Energy building to house the new lab featuring eight learner stations consisting of full residential-style heating and air conditioning systems.

There is also a sheet metal fabrication area, hydronic boiler lab, and stations for pipe cutting, fitting, threading, and brazing.

The HVAC Residential Installer program launched in 2020-2021 and has already achieved 100% student placement within the HVAC industry.

FINANCIALS We strive to keep Lakeshore Technical College an affordable, accessible, quality-education resource in our community, and understand controlling costs is an expectation of our institution as a taxpayersupported organization. Total 2019-2020 operating revenues increased by $1.5 million or 4.7%. This was due to increases in state aids and institutional revenue, offset by decreases in student fees.

The college also recognized $814,000 in COVID-related funding during 2019-20. Total operating expenditures increased just 0.1%. The small increase in expenditures year-over-year was mostly the result of spending holds put in place as the college navigated through the pandemic.

To date, we have been awarded $8.5 million in COVID-related funding, including $3.3 million for student emergency grants. The majority of this funding will be expended over the next year or two.

LOOKING AHEAD As a leading provider of technical education, it is vital for us to always be looking ahead so we can plan for the future. To ensure our programs meet the current and future needs of our communities, we turn to local companies and service providers to help us design education that is, and will be, relevant in the workforce. Each of our degree programs is steered by an Advisory Committee made up of these experts, as well as Lakeshore Technical College faculty and staff. We will welcome students into four new programs for the 2021-2022 academic year.
