September 5 LOW Celebration of Patriotism

by Tracie Hayes, Community Operations Manager The celebration must go on! We have postponed all the festivities that were to take place at the LOW Independence Day celebration, and will now have a Celebration of Patriotism on Saturday, Sept. 5. Best of all, our parade will return! It will be a day filled with family, friends, food, and fun activities for all ages to enjoy!

If you are interested in reserving a space on Clubhouse Point to promote your business, organization, arts or crafts, hobbies, and anything else you can think of, please let us know! The cost to reserve a space for a booth is $35. Spaces are limited. For availability and reservations contact the Community Center at 540-972-9680 or email thayes@lowa.org.

Vote in the 2020 LOWA Board Election Check out the Candidate Profiles, featured on page 9, for the 2020 LOWA Board Election. Two candidates are running uncontested to fill two seats that will become vacant in September 2020. Each candidate will be elected to a three-year term.

As LOWA is a non-stock corporation, we must hold an election at a called Meeting of the Membership, even when the candidates are uncontested.

LOWA needs a minimum of 800 votes to secure a quorum for the meeting.

Meeting notices will be sent out at the end of July and members may vote online using their unique code (as noted on the notice) via Vote-Now.Com (preferred method), via telephone voting with Vote-Now.Com, by paper proxy ballot (available only by request), or in person at the Annual Meeting of the Membership on Monday, Sept. 7, 2020.

To gain cost efficiency, Vote-Now.Com will email all lot owners with the emails on file with LOWA. Those owners who do not have an email on file will receive a letter stating the owner can request a paper proxy ballot. Paper proxy ballots are available only by request.

Have you seen the new GEICO ad poking fun at HOA officials? HOA Cynthia Advises New Neighbors. It is darned funny! There is an obvious stereotype and over exaggeration of lot enforcement when Cynthia, the HOA official, takes hedge clippers to plants hanging by cords in the front yard of the new neighbors. “Violation! Violation!” she says as she clips the cords.

Cynthia then takes a chainsaw to the mailbox post and shouts over the roar, “Two inches over regulation!”

“Thanks Cynthia,” the new homeowner couple replies.

We at LOWA do not want to be like Cynthia. A best practice among HOAs is to have rules that are fair, reasonable, and enforceable. Proper enforcement is for the mutual and reciprocal benefit of each and every lot and helps sustain and grow the value of the private lots.

It is hard to think of a job more thankless than enforcing HOA governing documents. I am referring to the Declaration of Restrictions (aka the Covenants) and the Rules and Regulations. Lot enforcement is done by our dedicated Covenants and Site Inspector and Administrative Assistant, with guidance from the diligent Environmental Control Committee.

Industry publications talk about the value of covenants enforcement as a community ages. A brand new HOA with newly constructed homes likely needs little lot enforcement. However, as time goes on and properties turn over, the role of covenant inspection grows if property values are to be sustained. A properly done inspection program is a combination of proactive inspection (inspector riding the streets to look for violations) and reactive inspection (inspector responding to calls from concerned neighbors).

Thank you to the LOW lot owners that do an excellent job maintaining their properties. Many of you take pride in maintaining and renovating your properties – and it shows. To others who do not, we must insist the covenant restrictions and regulations are met. We will send letters and give ample time to correct a violation. If need be, the LOWA Board will authorize entry into a lot to correct a violation, such as tall weeds or fallen trees. We sometimes have the LOWA Attorney send a Demand Letter with a date for correction work to be done.

In rare circumstances LOWA will take a reticent owner to court to have a judge order correction of the violation. We would hate to do that; we would rather work with an owner to correct the violation. Each step of enforcement adds more and more expense to the process. A lawyer’s Demand Letter costs approximately $600 and a lawsuit can be $2,000 to $5,000.

You have to laugh at this parody ad as I, and many of my community manager colleagues, did. But some didn’t.

Community Associations Institute (CAI) thought the ad was offensive to HOA volunteers. Here is an excerpt from the CAI media release: “In response to GEICO Insurance’s HOA Cynthia Advises New Neighbors commercial, CAI is deeply disappointed by the company’s inaccurate portrayal of homeowners associations and the 2.5 million volunteer board members elected to serve their communities.”

Bottom line for LOWA: There is always some truth in parody, and we are smart to examine our enforcement processes to make sure we are carrying out enforcement that is fair but firm, and in the best interests of the entire Association.

4.4 Committee Reports Equestrian Committee Chair Laird Knights noted some needed repairs were made to the driveway, show ring and lower barn concrete. LOWA currently owns six horses and leases two others. The Committee is working on updating their Charter. The next meeting is scheduled for July 14th.

4.2 Report from the General Manager, Phil Rodenberg A. Coronavirus and LOWA Community Activities and Business Operations The General Manager updated the Board on the most recent changes made to community activities and business operations schedules as of June 18. We are currently in the Phase 2 level of operations/facility openings, with Phase 3 opening levels currently planned for July 1.

B. Other Business: All the usual Fourth of July weekend events have been postponed until Saturday, September 5, including the parade, children’s activities, ski show and fireworks. Sodding, seeding, tree removal and bunker restoration work is in progress at the Golf Course.

Security staff now has two mobile laptops for road patrol use, which will improve operational efficiencies relative for filing incident reports from the field to the Security office.

Facilities Director Jessica Graves will be leaving LOWA on July 14 to take a Project Manager position with VDOT Fredericksburg Residency.

4.3 Committee Liaison Reports Director H. Brown reported the Golf Committee met on Monday. They approved the Golf Business Plan and discussed how to address remedial work needed at the #13 and #14 holes.

Secretary P. Brown reported the Elections Committee is considering producing some educational videos for Channel 18 and Facebook. They are also preparing for the Director election.

President Wilks reported the Rules Committee has reviewed the proposed changes to LOWA Regulation I.G. regarding conduct, and they are now being reviewed by our attorney.

5. UNFINISHED BUSINESS 5.1 A. Consideration of Adopting Proposed Amendments to Bylaws Article IV.6: Meeting of Members, Regarding Voting by Telephone. (Resolution 2020-17) (D-20-68) Motion by P. Brown, passed unanimously, that the Board adopt Resolution 2020-17, a Policy Resolution, approving the proposed amendments to Bylaws Article IV.6: Meeting of Members, regarding voting by telephone, effective immediately.

5.1 B. Consideration of Adopting an Administrative Resolution Regarding Voting by Transmission of Proxy Ballots (as defined by Bylaws) by Electronic Means. (Resolution 2020-18) (D-20-69) Motion by P. Brown, passed unanimously, that the Board adopt Resolution 2020-18, an Administrative Resolution, regarding voting by transmission of proxy ballots (as defined in the Bylaws) by electronic means, effective immediately.

6. NEW BUSINESS 6.1 Consideration of Actions Related to COVID-19 LOWA Community Activities and Business Operations.

No action by the Board at this time. The General Manager will issue a statement on Friday.

6.2 Consideration of Sending to the Rules Committee and the LOWA Attorney Proposed Amendments to Regulation IV.H.1: Individual Behavior, Wheeled Devices, Regarding a Prohibition at the Clubhouse Pool/Fitness Center Sidewalks and Entryway. (D- 20-70) Motion by Clawson, passed unanimously, that the Board send to the Rules Committee and the LOWA Attorney proposed amendments to Regulation IV.H.1: Individual Behavior, Wheeled Devices, regarding a prohibition at the Clubhouse Pool/Fitness Center sidewalks and entryway.

6.3 Consideration of Approving Carrying-over FY2018-19 Capital Projects.

(D-20-71) Motion by Diercks, passed unanimously, that the Board approve carrying-over the following Capital Project: Reserve Project #454: Slope Stabilization System, Main Marina, $85,000.

6.4 Discussion of FY2019-20 Year-end Capital Projects Facilities Director Jessica Graves reported that in FY2019-20 LOWA had 96 capital projects in the Capital Spending Plan, including carry-overs from previous years. Of those, 62 are complete, 33 are in progress and one is on hold (Third Gate Project). The total amount budgeted for completed projects was $6,994,654 as of April 30, 2020. Projects that came in over budget totaled $81,114 in additional cost; projects that came in under budget yielded a savings of $236,237, for a net overall savings of $155,123 favorable to budget. Ms. Graves provided additional detail on selected projects of interest and responded to questions from the Board.

Volunteers Needed for Rules Committee

by Pamela Nalls, Chairperson, Rules Committee Several of our voting committee members’ terms expire this year, and we are looking for volunteers to come on board at this time as alternates and advisors. Alternates would become voting members in order of appointment when voting members’ terms end.

When the Board of Directors determines that a proposed amendment to a LOWA rule has merit for consideration, it is sent to the Rules Committee and the Association Attorney for review. The Rules Committee determines if the proposal is ambiguous, redundant, or in conflict with the Declaration, Bylaws, Articles, or applicable law. Following the Committee’s review, it forwards to the Board any proposed revisions or wording and recommendations.

Individuals with a legal background in homeowner association law, or someone with a good eye for detail would be helpful. The Rules Committee’s charter, monthly minutes, and roster are available for review on the LOWA website. We meet on the third Tuesday of each month at 4 PM (during the pandemic we are meeting via Zoom at 3 PM). If interested in serving on this committee, please attend one of our meetings, contact me at pnalls@ verizon.net, or submit an application (available on the LOWA website).

LOW Sailing Club Sunfish and Flying Scot boats enjoy close competition in a Pandemic Cup race. When the COVID-19 pandemic forced the Sailing Club to cancel its spring series races, several members responded by organizing an unofficial Pandemic Cup race series, featuring single-handed sailing to comply with LOW’s Boating Responsibly Guidelines.

LOW Honor Awards Committee Celebrates our Heroes

Along with most other committees and clubs here at Lake of the Woods the regular work of the Honor Awards Committee was detoured by the COVID-19 virus. But the response of this community to the virus has been notable, and we would be remiss if we failed to honor those who stepped forward to meet the challenge. The Committee has decided to suspend the awards typically given in favor of one new all-encompassing one: Lake of the Woods Home-Town Heroes Award. “Hero” nominations are open to all, and we believe you all are in the best position to know the contributions your friends and neighbors have made to meet the growing needs of our stricken neighbors. “Hero” nominations are open and unlimited!

Since moving to Lake of the Woods in June of 2017, I have found myself getting more and more involved in the community because I care about it and want to serve its members. It was difficult for me to volunteer during my professional career due to long work hours, significant travel and many years living overseas. Now that I am settled at Lake of the Woods, I have discovered a passion for participating. I see being on the Board as a way of giving back to a community that provides me with wonderful friends and neighbors as well as a lifestyle that I truly appreciate.

What personal strengths do you bring to the Board of Directors?

My friends and family consider me to be a level-headed, honest, efficient, detail-oriented person. I do my best to listen to others and ask questions to understand their point of view. My years of living around the world have helped me to understand and accept people of different backgrounds and to work with them to find compromise so that everyone feels like their opinions have been considered. I am thorough in my research and deliberate in my decisions. I have integrity and a strong sense of fairness. I understand financial statements, budgets, and fiscal planning. I am familiar with the proposed capital projects in the pipeline as well as the LOWA budget process, given my time on the Planning Committee. I have presented capital projects at two Town Halls and I have twice participated in the joint Finance and Planning Committees budget reviews.

Why do you want to serve on the Board?

I wish to continue serving on the board to help with the coordination between Members, Committees and Management.

What personal strengths do you bring to the Board of Directors?

I believe that my background running a construction company for over 40 years and my participation as a coordinator of various projects over the years more than qualify me for the board.

What do you think is the most pressing issue facing LOWA? We are about to spend millions of dollars on projects in the Lake that will affect the membership financially. If elected I will look at the requirements for these projects along with the cost and how these projects will be paid for. I will keep the cost at a minimum while trying to get the highest quality of product available.

As we face the pressing problems now and, in the future, we must learn from past mistakes over the years and apply that knowledge to any decision made now. History should not repeat itself.

The problems that I believe are pressing now are the money being spent on studies from outside sources on projects that never come to pass. An example, the Equestrian Center that was to be built behind 9.9. As for the future, if not handled correctly, the third gate, the Woods Center renovations will be over budget, thus a raise in the amenity fee. We must work within our budget.

If elected, what do you see as the most important short- and longterm goals for the LOWA community?

Short Term Goal: Setting up an easier system to get the membership to vote on future referendums that change the way we manage and operate in Lake of The Woods. We must get the membership to vote one way or the other so we can close the process.

Long Term Goal #1: When we resurface the roads on major thoroughfares in the lake (Lakeview Parkway for instance), for the safety of our members widen the road to add at least one side to install a walking path.

Long Term Goal #2: Stop doing temporary repairs and patches to our ditches, roadways, and amenities.

Bringing the ice cream truck to the Alice C Tyler Village is undoubtedly one of the most fun events at the village, and not just for the kids—the staff loves it too.

The LOW Sailing Club will be in full display to anyone on the lake or at a beach, Saturday, July 4. Given that the usual Independence Day activities are on the shelf for this year, the Sailing Club will try to fill some of the void by parading around the lake and visiting some of the public beaches. The parade will kick off at 10 AM in front of the dam near No Wake Buoy # 1.

Depending on wind conditions, the parade will proceed single file some distance down the lake, visiting several of the beaches and larger coves along the way. The parade is planned to last about two to three hours, so participants can be back at the dock by lunch time. “The parade should be quite the spectacle, with our boats festooned and lined up in single file,� said a club spokesperson. “It will certainly be a challenge for our club members to keep to a single line.�

The LOW Woodworkers Club is excited to announce that our yearly 1” x 3” x 8’ Challenge is still active!

The due date for submission of entries remains Saturday, Sept. 26.

Last year’s event had over 12 entries, with many clever concepts and creations. We are still under social distancing, but things have eased up a little. For those that were earlier hesitant to go to your favorite lumber supplier to purchase your 1x3x8 piece of pine lumber, now might be a better time to get started on your entry. The rules are stated below.

For individuals challenged regarding project design, we have put together several websites to provide ideas for your project: www.thecarmichaelworkshop.com www.Sawshub.com/small-wood-projects/ http://cutthewood.com/inspiration/small-wood-projects Rules: Eligible Participants are:  Residents of Lake of the Woods or their family members living outside the lake;  Groups or organizations residing within the lake;  Students enrolled in the Orange County High School Carpentry Class.  (Members of the LOW Woodworkers Club will not be eligible for prizes.)

Use only one piece of 1” x 3” x 8’ pine lumber (fasteners such as glue, nails, screws, hinges, etc., lighting, and finishes such as stain, paint, etc., will be permitted). No other materials can be used.

Each contestant must drop off their project at the LOW Woodworkers table at the LOW Arts Show located at the LOW Community Center on Saturday, Sept. 26, between 9 and 10 AM. Subsequently, judges will review all submitted projects and the first, second, and third place awards will be presented at 2 PM on Sept. 26.

Projects will be judged on three criteria: Originality, Artistic Presentation, and Woodworking Techniques. All participants will be allowed to leave their projects on display until 5 PM on Sunday, Sept. 27.

On March 24, we started weekly monitoring and maintaining the 19 bluebird nest boxes on the LOW golf course. This monitoring is done on behalf of the Virginia Bluebird Society. Our trail is the largest one in Orange County.

Our maintenance includes structural repairs (we replaced the damaged box on hole #9 with a new nest box courtesy of the LOW Woodworkers Club). It also includes Photo by Bob Schamerhorn, www.iphotobirds.com insect control, removing soiled nests (after the young have fledged) and removing hornets, bees, spiders, and ants. For our safety from poison ivy, ticks, and hornets we also regularly weed whack around the boxes. At the end of the season, the boxes are thoroughly cleaned and insulated to provide shelter during the winter months.

We are approximately halfway through the bluebird nesting season, which ends around mid-August when the last young fledge. As of our last check on June 8, half the boxes had two or more nestings with 56 bluebirds and 7 chickadees fledged! There are also 25 eggs and four babies being tended by momma bluebirds. LOW Community

What do you think is the most pressing issue facing LOWA? The most immediate issue is the COVID-19 pandemic and how it will impact Lake of the Woods. This is a time of great uncertainty with many financial and operational challenges ahead of us. The Board will have to make difficult decisions about the budget and which items can be financed, and when, based on LOWA’s cash flow. This pandemic is likely to have a long-lasting effect on the community’s wherewithal. In addition, it will make it even more challenging to keep a balance between maintaining our community so that it is both safe and inviting while ensuring fiscal prudence.

The expense to operate this community is significant, somewhat fixed, and subject to inflation. The Board needs to be prudent in deciding what to fund in a particular year and what can be pushed to a reasonable time in the future. It is also important to be cognizant of previous issues, such as division in the community and embezzlement of LOWA funds, to ensure they do not repeat themselves.

If elected, what do you see as the most important short and long-term goals for the LOWA community?

Short term: The primary short-term goal is to maintain the physical, operational, and financial health of LOWA given the COVID-19 pandemic. Additional shortterm goals focus around stormwater management, including Patrick Henry Court Drainage, 100 Monroe Street Culvert, 10th Fairway Redesign and ongoing ditch restoration.

Long term: The Germanna Wilderness Area Plan, although a fifty-year plan, is already starting to have an impact on Lake of the Woods. We need to think about all potential impacts and plan accordingly. That includes areas such as a potential third gate and improved security at all gates, stormwater management and possible fencing along Route 3. Other long-term goals include making fiber optic broadband available to residents and making the Fareways Café profitable by expanding it to allow more people and a broader menu. It is imperative that we maintain, and improve where possible, the amenities at Lake of the Woods to protect our home values while implementing prudent budgeting.

We finally have a tentative date, Tuesday, July 7, for opening day for this delayed 2020 LGA golf season. It will not be a scramble. Look for the signup sheets in the ladies’ lounge at the Woods Center. The shotgun start will be at 8 AM. Please plan to be there for sign in by 7:30 and bring your $3 entry fee.

The tournament chairs will check the scores approximately 24 hours after play and announce the winners.

The following events are cancelled for this year:  Member/Guest Tournament  Sadie Hawkins Tournament  9 Hole Invitational Here is an adjusted schedule of events with tentative dates, subject to the Governor’s guidelines:  July 10 - Match Play begins. Veterans Club Independence Day Reminder

The LOW Veterans Club would like to remind residents of the upcoming anniversary of the signing of the Declaration of Independence on July 4, 1776. This year will be the 243rd anniversary of the unanimous signing of the declaration by the 13 United States of America. The signatures of all 56 delegates are found on the document signed in Philadelphia.

As the day approaches, the Veterans Club would like to highlight some of the most significant parts of the documentation: “We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable rights that among these are Life, Liberty and the pursuit of Happiness. That to secure these rights, Governments are instituted among Men, deriving their just powers from the consent of the governed.”

This revolutionary document started our country on its way to being a democratic republic and should rightly be honored and celebrated on the 4th of July each year. There will not be the normal LOW festivities on that date because of the impact of the Coronavirus; however, the significance of this historic event should not be forgotten.

Instead, time should be set aside to reflect on the meaning and significance of the words contained in the Declaration of Independence. The Veterans Club encourages everyone to solemnly do so.

The official Lake of the Woods Independence Day celebration is now scheduled for Saturday, Sept. 5. Activities include the parade, events at the point, water ski show, and, of course, fireworks.

Lioness Lions Club Presents Scholarships

LOWLINC Speaker Series: Deputy Kesner to Talk about Scams

The Lake of the Woods Lioness Lions Club presented three Germanna Community College students, who are single parents in pursuit uit ip of an education, with a $1,500 scholarship each. Applicants must be enrolled at least half-time and have a 2.5 GPA minimum.

Scholarships went to Natalie Joan Baxter, who currently holds a Bachelor’s Degree in Business, but is pursuing an additional degree in Nursing; Jessica Gentry, who is pursuing g an Associate’s Degree in Applied Science e in Nursing; and Nadia Rizvi, who is working ng toward an Allied Health Certificate and plans ans to apply to the Doctors of Physical Therapy Program.

The Lioness Club also presented $1,500 scholarships to three graduating high school seniors. The purpose of these scholarships is to help students pay for higher education. They must reside in Lake of the Woods and have volunteered their time and talents to better their community.

Recipients of this award were Emily Johnson, who will pursue a degree in Early Childhood Education at Germanna Community College, and later the University of Mary Washington; Lindsay Latham plans to pursue a degree in Biomedical Engineering at the Virginia Commonwealth University; and Erin Slagle will major in Elementary Education with a minor in Special Education at the University of Mary Washington. .

The mission statement of the Lioness Lions Club is to serve the needs of the local community and wider world while enjoying fun and friendship.

It seems like scams become more sophisticated and viler every day, as con artists prey upon people’s emotions and vulnerabilities during times of crisis and uncertainty.

We get phone calls that appear to come from numbers we recognize, instructions to “click on the link” to get something of value, false appeals seemingly from companies we do business with, requests to provide confidential information… the variety of ways thieves can come up with to perpetrate fraud upon us is endless.

Orange County Sheriff’s Deputy Ron Kesner says there are common themes that all De scams exhibit. In his presentation to the LOWLINC pu ty Speaker Series, Kesner will discuss “What are the R on bones of a scam,” and will give tips on how to spot scams K e s n er before they can do harm. He will give us information about some of the scams that are currently going on in our local area and speak about scams happening at the national level as well. There aren’t many of us who have not fallen victim or come very close to being caught up in a scam.

Kesner will provide information and tools to help avoid it happening to you.

Ron Kesner retired as a Master Police Officer from the Albemarle County Police Department, and is now a sworn deputy working as the Orange County Sheriff’s Office TRIAD Coordinator. He has 38 years of law enforcement experience and has been a firearms instructor, driver training instructor, bike patrol officer and marine unit officer. He has been a true force in the community since coming on board to lead the TRIAD program.

The Rappahannock-Rapidan Regional Commission is conducting a regional housing study to better understand housing needs and identify opportunities for meeting those needs. The RRRC involves the counties of Fauquier, Culpeper, Madison, Rappahannock, and Orange, and the towns in each county. As part of this study, they have created a baseline demographic, economic, and housing supply analysis. I thought that some of the information on Orange County would be of interest.

Orange County’s population has grown to 35,612 in 2018. That represents a 27.4% growth since 2003. However, since 2013 it has grown only 4.9%. It is interesting to note that the towns in Orange County have grown at significantly lower rates than the county. The population density of Orange County is 108.5 people per square mile. As a comparison, Culpeper is 138.8 and Madison is 43.2. The 2019 median age in the county is 44.5 years with the 65+ age group growing 3.4% since 2010. All other age groups in the county have decreased.

Obviously, this aging population will have an impact on future housing needs in the county. In 2019 there are 14,069 households in the county, and it is estimated that it will grow about 1% a year over the next five years.

The median household income in Orange County is $69,866, significantly less than the $78,414 of the whole region. That was driven by Fauquier where the median household income was $102,168. The income level in Orange County’s towns was about $50,000. The breakdown of household income is (<$25K-14.8%), ($25K-$50K-16.9%), ($50K-$75K-21.6%), ($75K-$100K-15.8%), ($100K-$150K-21.2%), ($150K-$200K-6.2%) and (>$200K-3.6%). When you look at this distribution between owners and renters, the renters are significantly more represented in the lower household income categories.

The number of Orange County residents who work within the county has dropped from 34.8% in 2002 to 24.7% in 2017. Of the people who work in Orange County in 2017, only 37.5% live in the county, a number that has dropped 12% from 2002. In the last ten years, Orange County has seen a job growth from 10,577 to 11,899 or 12.5%, which is substantially greater than any other county in the region. The 2019 average wages were $45,132.

Obviously, this was all before COVID-19. In Orange County, the major job categories are education, medical, local government, agriculture, restaurants, and aerospace/part manufacture.

The housing stock in Orange County consists of 15,061 units. Of these, 69.4% are owner occupied, 20% renter occupied, 3.6% seasonally vacant and 7.1% vacant. Of the housing units, 83.7% are detached units, 9.9% are various levels of attached units and 6.4% are mobile homes. The median age of the homes is 32 years, with 5.3% less than ten years old and 21.6% over 50 years old. There are about 1,200 homes that are over 80 years old. A major consideration of housing affordability is whether a resident pays more than 30% of their income on housing. In Orange County, 46.9% of renters exceed this amount, 29.6% of owners with a mortgage exceed this and 15.3% of owners without a mortgage exceed this amount. One of the major priorities of the housing study will be to find strategies to alleviate the cost burden.

The Orange County Library is proud to present the 2020 Summer Reading Program Imagine Your Story! for kids ages 18 months to rising 12th graders, June 8 to Aug. 1.

Participation is easy! Visit your local library branch and pick up a Bingo activity sheet from the outside kiosk. Track the minutes you read, and the activities you do, and mark your Bingo’s too! Turn in your completed Bingo activity sheet via the book drop by Aug. 8 to be entered in the grand prize drawing for one of the Amazon gift cards to be awarded at the end of the program.

Fun activities are always a big part of the Summer Reading Program.

Beginning on June 15, the library will be offering a limited number of weekly activity packs for kids to pick up and make at home. Activity packs are available on a first-come, first-serve basis, feature a different activity or craft each week, and can be requested for curbside pickup by calling the library.

Library sponsored professional performers will be presented virtually this summer via a link posted on the library website.

Entertainers include Jonathan Austin, magician, Science Tellers, Hampstead Stage Company, and The Story Ship!

PRO SHOP/GOLF OPERATIONS – Full-Time Salaried Position, Golf Professional/Pro Shop Manager. The ideal candidate reports to the AGM and will oversee golf operations by managing the daily operations and assist promoting LOWA’s golf amenity through marketing endeavors. The Pro/ Manager will ensure efficient operation and coordination of the pro shop, cart service and all other Golf Operations services. The primary focus of this position is to provide guest satisfaction, train and supervise golf staff, merchandising, golf instruction, and implementation and coordination of all golf programs. Fiscal responsibilities include managing operations by meeting revenue targets and controlling expenditures. Attendance at Golf Committee meetings required along with interaction with other Managers and especially community members. Successful candidate must have minimum 5-years management experience in golf and/or hospitality industry, must possess proficiency with computer software including Microsoft Office Suite, point of sale systems, handicap software and golf tournament management systems. Must possess PGA Level A1 certification or higher or able to become certified within first year of employment. Associates or college degree preferred. Position requires evening and weekend hours. Must be able to work in a standing position for long periods and to work outdoor events in the heat or cold. Budget experience necessary.

MAINTENANCE – Full-Time Salaried Position - Director of Facilities. This position reports to the General Manager and has responsibility for planning, organizing, scheduling, supervising 32 full-time employees, participating, and maintaining administrative oversight of the Buildings, Grounds, Roads and Environmental Services Departments. Responsibilities include providing: Leadership, Project Management, oversight of the Stormwater Management Program and Lakes Management Implementation Plan, including the two dams and serving as Emergency Program Manager for the LOW Emergency Action Plan. The Director of Facilities is expected to provide staff support to the Maintenance and Ecology Committee and attend Board meetings and other relevant committee meetings and community-wide events as requested.

The ideal candidate must have a bachelor’s degree in project management, facility management, engineering, architecture, planning or a field related to the core duties and position responsibilities and considerable progressively more responsible experience in facilities and operations management, some of which must have been in a supervisory and managerial role or any equivalent combination of education and experience that would provide noted knowledge, skill and ability. Must be knowledgeable in capital projects, procurement of operational materials, financial management and reserve studies and be familiar with OSHA general industry safety standards. Progressive experience of emergency management procedures highly desirable. Excellent communication and people skills are essential. Must demonstrate proficiency in Microsoft Office Suite, especially Excel. Proficiency in project management software highly desirable. The salary for this position is negotiable based on qualifications and experience.

MAINTENANCE – Full-Time Grounds Foreman (Salaried). Oversees maintenance of 200 acres of common areas including trash removal, beach care, building entrances and walkways, turf and plant management, park equipment, site furnishings, tree care/removal, dam maintenance, weed control and leaf removal programs. Min. HS diploma + 10 years exp in grounds maintenance industry. Operational knowledge of equipment including backhoe, trencher, tractor, commercial mowers, etc. VA Chemical applications license with category attachments of 3A-ornamental control, 3B-turf pest control, 5A aquatic pest control-general and 6-right of way pest control. Comprehensive knowledge of turf management, safety procedures, soils and amendments, insect/disease control, plant nutrition, pruning methods, grounds care chemicals and standard industry practices. Botany, landscape architecture and irrigation engineering experience. Management experience required.
