LOWA Announces Tentative Pool Reopening Schedule

Swim tests will be administered by LOWA pool staff to swimmers under age 12 who wish to use the diving board*, or to swim in deeper water; or to children 12 or older who wish to enter the pool areas without adult supervision. *Sweetbriar’s slide will remain closed during Phase II The following regulations will be in place:  All Members will have to answer the three pre-screening questions upon entry.  Check-in will be one person/family at a time.  Social distancing between members not of the same household/family.  No pool flotation devices or toys, such as noodles, will be allowed. Only exception is Coast Guard approved life vest and water aerobics items.  Two-hour time limit requested.  Sweetbriar Pool will have separate entry and exit points.  Lifeguards will be wearing masks when not on stand.  Indoor showers will be closed for use.

All special events are cancelled until further notice.

While we know these uncertain times can be concerning for all, LOWA will continue to follow guidelines put in place by Governor Northam and will update the community with any changes as applicable.

Board Seeks Member Input on Amending Bylaws Article IV. Meeting of Members Regarding Telephone Voting The Board of Directors is seeking member comment regarding proposed amendments to Bylaws Article IV. Meeting of Members Regarding Telephone Voting. Members who wish to provide comment or feedback should email the Board at Board@LOWA.org by 5 PM, Friday, June 19.

What is proposed? Why? Simply put, the amendment adds telephone voting as another acceptable way to vote in Board Elections and Referendums This allows members an alternative to voting online.

Who proposed it? President Wilks drafted a Bylaws amendment that went to the LOWA attorney, who modified the amendment. Dec. 11, 2019, the Board referred the amendment to Rules Committee who met May 19 to consider the amendment.

What is the effect? The amendment would add telephone voting as a means for members to vote by proxy.

The proposed amendments to the bylaws are highlighted in bold and read as follows: LOWA Bylaws Article IV. Meeting of Members Section 6. Methods of Voting. At any meeting at which a vote of the membership is to be taken, the members in good standing may vote by being present in person or by proxy. Only voting for Elections of Directors pursuant to Article VI of these Bylaws, and voting to amend the Declaration of Restrictions pursuant to Paragraph 2 thereof, shall be by secret ballot or secret proxy ballot, which shall be kept from view of others, subject to the right, obligation and/or authority of LOWA Officers, Directors, Elections Committee members, employees, agents or other authorized personnel to inspect, validate, and/or count the same in accordance with these Bylaws, the Rules, Regulations, Policies, Charters and Resolutions of LOWA, and/or Virginia law. Cumulative voting is not permitted. The Board of Directors is hereby authorized to adopt rules, regulations, policies and procedures to authorize permit transmission submission of proxy ballots (including such procedures for compliance with the requirements for proxy ballots, below) by electronic means (including but not limited to by computer transmission or by telephone). Such rules and procedures shall provide that proxy ballots may be transmitted submitted by electronic means transmission(including by computer or by telephone), provided that any such electronic transmission shall either set forth or be transmitted submitted with information from which it can be determined that the electronic transmission was authorized by the Member and from which a record can be created that may be retained, retrieved and reviewed by the recipient of such communication or transmission. (Amended February 4, 2017) a. Proxy Ballots. In addition to any rules, regulations, policies and procedures adopted by the Board to authorize the transmission of proxy ballots by electronic means, as described in this Section 6, all proxy ballots shall also comply with the following: 1a. Association member or the Secretary of the Association or other officer as the Proxy Holder to cast votes as directed in the proxy ballot; (2) be in writing and signed and dated by the member entitled to cast the vote or, if transmitted by electronic means, either set forth or be transmitted with information from which it can be determined that the transmission was authorized by the Member and from which a record can be created that may be retained, retrieved and reviewed by the recipient of such communication or transmission, and containing an “electronic signature” as more specifically required in any rules, regulations, policies and procedures adopted by the Board to authorize the transmission of proxy ballots by electronic means; and (3) be received by the Association Secretary prior to the announcement of the closure of the voting meeting by the presiding officer at the meeting at which the vote is taken. 3c. In the event of multiple proxy ballots proxies received for one lot, the proxy ballot with the latest date shall be considered the only valid proxy ballot.

4d. All proxies shall be revocable up until the voting is closed by the President (or other presiding officer) at the meeting at which the voting takes place. Revocation must be in writing, signed by the member, stating that the proxy is revoked, and received by the President (or presiding officer) prior to the announcement of the closure of the meeting by the presiding officer at the meeting at which the vote is taken.

5e. Any proxy shall terminate automatically upon the conveyance by a Member of the property to which the vote pertains.

6f. All proxies not otherwise terminated or revoked shall expire eleven (11) months after the adjournment of the meeting to which the proxies pertain.

Any child over the age of 5 must have an ID card with their picture on it, along with the “GREEN” dot. If you did not receive a dot for their card or your child needs a card, please complete a “Dependent” form and return to Member Services either by mail, email, or via the Holcomb Building Member Services lobby drop off slot. For anyone over 17 please make sure you have updated and submitted the “Blood Relative” form. Forms are available at www.LOWA.org/Forms or in the Holcomb Building Member Services lobby.

If a member, child, or blood relative needs a photo ID, please take a head shot picture of the member, child, or blood relative and send it as an email attachment (in jpeg format) to FrontDesk@LOWA.org. Be sure to attach all required forms and include your member number and contact information. As we complete each card, we will call you and you can come to the Holcomb Building and pick the card up.

We will not be taking pictures in the Holcomb Building at this time for cards, so please don’t wait until the last minute and miss out on the fun.

It says June on the calendar, but without the pools open it does not quite feel like summertime! We plan to open the pools on June 11. Meanwhile, did you read in the Free Lance-Star that Lake of the Woods Golf Course was voted Best Golf Course in the region in the Best of the Burg poll?!

Wow! We’ve got some bragging rights now! And there are lots of people to say “THANK YOU” to including:  The Pro Shop staff: Golf Pro Chris Brode, Kim Morefield, Eric Barnes, and Garrett Guzek.  The Bag & Cart staff: Matt McKenna, John MacDonald, Lem Forrest, Ian Tiblin, Charles Johnson, and Steve Donohoe.  Fareways staff: Carletta Johnson, Sandy Stanley, Tanitia Powell, Jordan Kinder, Alycia Payne, Alexis Crowley, Max Yetter, Tina Amador, Grant Guzek, Maddie Winkler, Karen DeRoma, Alice Long, Eric Rodriguez, Autumn McDonald, and Francesca LaBlonde.  The IMG golf maintenance staff headed by Superintendent Mike Kuhn, and AGM Chester Guzek.  The Board, Golf Committee and our LOW golfers who provide terrific feedback that helps make our course better and better.

If you never played our course or haven’t played in a while, you owe it to yourself to get a tee time and play a round to see what all the buzz is about!

Last week, we wished happy trails to Golf Pro Chris Brode who is relocating to the Atlanta area. Chris was with us almost one year. Chris is first and foremost a masterful instructor who helped numerous members improve their golf games and helped the youth through the PGA Junior League. We are advertising in PGA of America for a PGA Golf Professional.

Best of the Burg also recognized our Clubhouse as Second Place Best Restaurant in Orange County and Runner Up Best Wedding Planner. Congrats to Clubhouse Manager Ryan Richardson and staff! The Clubhouse just finished its third week of deck opening at 50 percent capacity. I’m glad to see we have live music again. Dave Goodrich played to a sold-out crowd of 100 patrons last Saturday night. Clubhouse will have live music every Friday night. Bob Lyle and Sheri Hayden play this Friday. Ryan Richardson is looking forward to a Phase 3 opening with a brand-new Clubhouse menu. Details about a deck grand reopening to follow in a future Lake Currents.

Keaton’s Lake (aka the Fishing Lake) offers scenic, peaceful boating. LOWA is replacing the Keaton’s Lake Boat Ramp off Eastover Parkway. The contractor built a coffer dam, then pumped the area dry, exposing the old boat ramp. The old boat ramp was demolished and removed. The ramp shape was formed (same size as original boat ramp), and concrete was poured. The boat ramp can be opened this Friday to our members. Enjoy your weekend and be safe!

Better Billy Bunker has a 5-step process:

LOWA Renovates Golf Course Billy Bunkers

1. Cut the edge back to the original bunker size and clean out the bunker and install drains.

2. Fill the entire bunker with a minimum of 2 inches of pea gravel.

3. A Certified Installer will spray the patented polymer over the gravel.

4. Polymer is cured for 24 hours and inspected.

5. 6 inches of sand is installed and compacted to 4 inches.

Billy Bunker construction has begun! The old material has been removed, drains have been installed and gravel has been added.

The Number 1 bunker on the LOWA Golf Course is shown in the prepolymer state. After the polymer is sprayed and allowed to dry, the sand will be added.

An integral part of any golf course are the bunkers or sand traps. From the teeing area the bunkers can line the fairways and give target lines for one’s tee shot. Bunkers can also surround a green giving a picturesque visual experience. For a golfer bunkers can swallow a golf ball and ruin a nice round if you do not know how to play out of a bunker. At the LOW golf course, the bunkers have been the main item that needed fixing. The greens are always good, the fairways are nice, but the bunkers were not.

The traps have rocks, debris and sand that was not up to “par”. The decision was made to reconstruct the bunkers to Better Billy Bunkers. Conventional bunker construction would only last about 10 years if properly maintained.

Better Billy last 20 years or more. Sand moves and washes out due to water mixing with the sand. What Better Billy does is take each bunker and turn them into one large drain.

Problem: While the way you mow your lawn can obviously affect how your yard looks, it can also affect the amount of fertilizer you buy and the amount of pollution that gets into our lakes.

Solution: The goal is to have a healthy, beautiful yard, but at the same time reduce the nutrients that come from our lawns. The following practices will help achieve these goals:

D. Referendum Update Secretary P. Brown reported that to date 2093 ballots have been cast, 1411 electronic and 682 paper ballots.

4.2 Report from the General Manager A. Coronavirus and LOWA Community Activities and Business Operations. (Deferred to Item 7.1 on the Agenda) B. Internal Financial Control Quarterly Report – Board Goal #3: Improving Financial Internal Controls and Risk Management.

Finance Director Charles Maneval briefed the Board on the current LOWA internal control environment and its related processes, procedures and systems. He provided details on the process and procedure documentation reviews and changes that are ongoing as the organization evolves. Internal and external training of staff on upgrades to the Jonas System was conducted for impacted employees.

A review of adequate insurance coverages was done as part of our risk management initiatives. A summary of Finance Department plans for the next three months was provided.

C. Personnel Changes: Barbara Riley was promoted from Accounting Manager to Controller. Jane Greenhalgh was promoted to Lead Receptionist.

D. Other Business: All eight porta-potties on LOWA common grounds have been replaced with models that include wash sinks.

Set mower height to 3”. Cut to this height before the grass becomes oneand one-half times as tall as the cutting height of the mower. In other words, if the height of cut is 3 inches, mow the lawn when the grass is 4 ½ inches tall.

Cutting low contributes to runoff. Leaving the grass a little taller contributes to a healthier turf because it provides more photosynthesis, deeper rooting, and more competition for weeds.

Leave your lawn still taller next to the lake or streams. The longer grass will act better as a filter strip. Perhaps you can work two heights of lawn into your landscape plan. Do not direct clippings into our lakes or ditches and remove any clippings that are blown onto hard surfaces like driveways, streets, and sidewalks.

DO NOT remove clippings from the lawn. Allow them to recycle nutrients and build up the organic material in the soil. Nitrogen fertilizer can be reduced, or even eliminated, if clippings are not removed. If clumping occurs, wait until the grass is dry before finishing the yard and re-mow the clumps.

Wilderness Food Pantry Serves Neighbors in Time of Crisis

All watercraft shall be registered with LOWA. Members can purchase a watercraft decal at the Holcomb Building (all watercraft) and at the Main Marina (non-motorized).

At this critical time when most of us are separated, we are drawn together by the needs of our neighbors. The Lake of the Woods Lions have many community service programs to help our neighbors during normal times, but especially during periods of crisis.

The LOW Lions and LOW Lioness Lions Clubs jointly maintain and operate the Wilderness Food Pantry to provide Photo provided necessities for low-income residents. We now feature curbside delivery to patrons’ cars and have stepped up our home delivery service for those without transportation.

WFP Director Lion Stan Lasover is committed to serving our community.

He comments, “Our Lions Club will never allow any man, woman or child go hungry; that is why our motto is ‘We Serve.’� A small, dedicated team serves the food pantry, volunteering many hours to ensure each family is fed.

The WFP operates entirely on food donations and financial support provided by generous businesses and individuals in the community. Last year the Wilderness Food Pantry served approximately 300 households. More than 70 community volunteers distributed almost 100 tons of free food to qualified persons in need. Our clients are so appreciative of the support provided by the pantry that many have served as volunteers and staff members.

The Lions are fortunate to have strong community partners to provide this badly needed service including the Lioness Lions, the Lake of the Woods Church, the LOW Democratic Club, and local grocery stores and businesses.

Our fundraising activities, including our weekly yard sale, Selven Powell Memorial Golf Tournament, and White Cane event, make this essential community service possible.

We welcome your support through donations of money and food. Please send your check made out to “LOW Lions� with “Wilderness Food Pantry� in the comment line to LOW Lions, PO Box 605, Locust Grove, VA, 22508. Food donations can be dropped off at the LOW Clubhouse.

Motion by Clawson, passed unanimously, to amend the motion to affirm there will be no further cost of the Referendum to the membership or LOW in general, with the exception of staff time, without prior approval from the Board.

Motion by Wilks, passed unanimously, to further amend the motion to allow an additional expense exception of up to $500 for legal review of the ballot and meeting notices that may occur because of the process of the Referendum.

Vote on the original motion as amended passed unanimously.

Call to Order President Wilks called the meeting to order at 2:03 p.m. in the Community Center for the purpose of recessing and continuing the June 3, 2020 Special Meeting of the Membership on the Referendum due to the Coronavirus pandemic.

1. OPEN SESSION 1.1 Pledge of Allegiance Roll Call: Present in person: President Wilks and General Manager Phil Rodenberg. Present via Zoom: Vice President Zukowski, Treasurer Diercks, Secretary P. Brown, and Directors Clawson, H. Brown and Forrest.

1.2 Meeting Notice and Quorum Confirmation Secretary P. Brown confirmed that a quorum is present and proper notice was posted on the LOWA.org website, TV Channel 18 and at the Holcomb Building.

1.3 Approval of Agenda Motion by H. Brown, passed unanimously, to approve the Agenda.

President Wilks explained the need for this Special Board meeting to address postponing the Membership Meeting scheduled for June 3, 2020 to a later time when it is anticipated collective assembly will be safe for members to attend. He explained the guidelines for the meeting using Zoom Teleconferencing Platform capabilities and how Board and member participation is being accommodated.

3. NEW BUSINESS 3.1 Consideration of Recessing and Continuing the Special Meeting of the Membership on the Referendum currently scheduled for June 3, 2020 at 6:00 p.m., due to the coronavirus pandemic.

Motion by P. Brown, that the Board further postpone, recess and continue the Special Meeting of the Membership that had previously been continued and recessed to June 3, 2020, to October 27, 2020 at 6:00 p.m. in the Community Center, 110 Sweetbriar Park Road, Locust Grove, VA, because of the Coronavirus/COVID-19 Pandemic and current Executive Orders and Guidelines of the Governor of Virginia, including but not limited to those limiting social distancing and prohibiting gatherings of 10 or more individuals. Let the minutes reflect that the Board takes this action to also ensure the Membership is not disenfranchised from the Referendum process because LOWA cannot safely convene the Membership.

It is with a heavy heart that I write this to let you know that the Summer 2020 season of the Lake of the Woods Barracudas has been cancelled.

For a variety of reasons, our parent league, the Rappahannock Swim League, determined that it was just not going to be feasible. Coach Sheila has asked that we send a shout out to all her little fish and let you all know that she misses you terribly and cannot wait to see you next year.

While the wording has not been decided, and the vote has not been taken, the RSL will be working on a rule change that should allow all those Barracudas who were going to be swimming in their last eligible year to join us for one more season. Keep your fingers crossed and be on the lookout for updates.

Please practice social distancing and stay healthy and safe until next time we can all be together pool side!

Yes, we are still on schedule for our Harvest Moon Dinner Dance and Silent Auction to be held Oct. 17 at Fawn Lake Country Club. New this year will be an online silent auction catalog available 30-days before the event. Water Fitness 2020 - It’s a Go!

The 2020 Water Fitness program at LOWA will be held under the guidelines of Governor Northam and the LOWA Administration with some modifications. There will not be a Drop-In daily option and each participant will be assigned equipment that they will bring back and forth throughout the season. Participants may want to purchase their own equipment and may do so by contacting Carol Greeney at rcgreeney@comcast.net.

This program is an energetic one-hour workout that begins with warm-up movements, followed by stretching, 20-25 minutes of cardio and ends with a soothing and calming cool-down. The advantage of water workouts is that everyone can work at their own pace and there is no stress on one’s joints.

All routines are choreographed to a variety of music and, yes, it is okay to sing along!

Classes will begin on June 15 and end on Sept. 4, Mondays, Wednesdays, and Fridays at 9 AM and 10 AM. The cost of the mandatory Season Pass is $140. You may obtain a registration form by contacting Vicky Shew at vshew42549@yahoo.com. Checks should be made out to Carol Greeney, with Water Fitness on the memo line, and mailed to Carol at 222 Monument Road. Forms will also be available at the first day of class.

Mike Phillips, a Lake of the Woods Church member and community volunteer, is an avid cyclist who was the 2019 overall male champion of the 24-hour Time Trial Championship of the World Ultra Cycling Association. He has a strong record of success in other long-distance cycling competitions.

The 2020 summer bike racing season will go virtual this year because of the coronavirus pandemic. On June 16, Mike will kick off a grueling fourday ride with his bike connected to a computer interface which will simulate racing from Oceanside, California to Durango, Colorado, 925 miles. The simulation creates a virtual on-the-road race by factoring elevation changes into cycling difficulty, location, and distance traveled. This will be the toughest challenge of Mike’s life. Based on previous road racing experiences, he expects to be cycling for 20 hours a day, while catching quick catnaps to restore his energy.

This year Mike will dedicate his racing skills as a fundraiser to help his community. In response to Mike’s offer to help, the church will use his cycling event to support the church’s outreach ministries along the Route 20 corridor. These include the Living Water Community and Dental Clinics, the RISE ministry for developmentally challenged adults, recovery ministries, the “Outside the Box” feeding program, Thanksgiving food baskets, foster family programs, and school supplies for kids.

A live feed on the LOWC web page will allow donors and fans to contact Mike before and during the event to offer encouragement and pledge contributions. Your support is needed and welcome. The Stage Alive! 2020-2021 concert season will open on Sept. 10 with a performance by perennial favorite Richmond Symphony, followed on Oct. 25 by Sweet Dreams, a tribute to Patsy Cline, by Mandy Barnett. There will be two concerts in November – on Nov. 11 Broadway Bound, featuring the extremelyy popular 3 Redneck Tenors, (rescheduled d as a result of the cancelation of their April concert oncert this year due to the coronavirus pandemic) and eight days later, on Nov. 19, Ilya Yakushev and Thomas Mesa, two world-class soloists combining as a duo on piano and cello. The second half of the season opens on Feb. 5 with the Peacherine Ragtime Society Orchestra playing hits from the era of Scott Joplin and silent movies. On March 13 Hits and Grins, a trio of Grammy and CMA winners who have written for the top names in country music – a change of pace indeed! – followed on April 28 with The Everly Set, performing the all-time favorite songs of the Everly Brothers. 4.3 Committee Liaison Reports President Wilks reported that the Rules Committee met yesterday. Their review of the proposed Amendments to Bylaw Article IV.6 to allow voting by telephone received their unanimous approval.

4.4 Committee Reports Pickleball/Tennis Advisory Committee: Co-Chair Tena Marangi provided an Annual Report covering the period from May 2019 through April 2020.

Major issues this past year included reviewing procedures for collection of daily and guest court fees and signing liability waivers, repair of cracks in court surfaces, and the need for shade structures. Sufficient funds were raised thru FLOW to build a pavilion at Hollyfield Park. New park entrance and emergency signs were requested and approved. A 2019 fall pickleball tournament raised $700. A planned Senior Tournament for April was cancelled, along with regular play and Committee meetings due to the COVID-19 pandemic. Goals are to continue to grow the club membership, provide shade structures next to the courts, install a fresh water source near the courts, and support the building of a pavilion at Hollyfield Park.

5. PRESENTATION 5.1 Storm Drainage Hot Spot Studies and Preliminary Cost Estimates (D-20-52) A. Monroe Street at Lakeview Parkway Culvert Assessment Stormwater Inspector Nick Blankenship updated the Board on preliminary studies done by LOWA and Stantec Consulting Services to analyze the cause of flooding on personal property at 100 Monroe Street at the Lakeview Parkway culvert crossover and recommend remediation options. Three improvement options with rough costs have been initially proposed, but an additional survey on impacts to upstream plans in progress and the downstream channel needs to be conducted before any remediation option is pursued further.

B 10th Fairway/Stormwater Management Redesign Assessment The #10 Fairway is a stormwater flooding hotspot adversely affecting four houses on Birdie Road and the #10 Fairway with rapid water flow events and poor drainage. Assistant GM Chester Guzek summarized feedback received from Tom Clark, Golf Architect, who evaluated the causes and provided redesign recommendations and a rough estimate of possible costs. GreenCor, LLC also provided a very early cost estimate.

Motion by Zukowski, passed unanimously, that the Board direct the General Manager to prepare New Asset & Improvement forms and submit them to the Planning Committee for the Monroe Street at Lakeview Parkway Culvert Assessment and the 10th Fairway Redesign for inclusion in the Five-year Capital Planning process.

7. NEW BUSINESS 7.1 Consideration of Actions Related to COVID-19 LOWA Community Activities and Business Operations.

The Board was provided a report detailing the status of amenity and business operations as of May 8. Reopening dates of each amenity is forecast to occur in three phases based on a 3-week per phase scenario and subject to change based on guidance from the Virginia Governorâ&#x20AC;&#x2122;s office. We are currently in Phase 1 which is expected to extend to June 4 where specific amenities are either closed or open with restrictions.

He announced a few actions taken just this morning to minimally ease restrictions at our beaches, the Pickleball/Tennis courts and Equestrian Center. The pools will open June 11 and the May and June Concerts on the Point are postponed to Phase 3. The July 3 Independence Day parade and fireworks had been previously rescheduled for Labor Day. 7.2 Consideration of Approving a Friends of Lake of the Woods (FLOW) Project to Raise Funds for a Shade Structure at the Clubhouse Pool Snack Bar. (D-20-55) Motion by Forrest, passed unanimously, that the Board approve a Friends of Lake of the Woods project to raise funds for a shade structure at the Clubhouse Pool Snack Bar. (The LOWA Facilities Director will work with FLOW to find a suitable commercial quality shade structure.)

7.3 Consideration of Approving the 2020 LOWA Employee Manual.

Motion by Zukowski that the Board approve the 2020 LOWA Employee Manual.

6. UNFINISHED BUSINESS 6.1 Consideration of Approving the Golf Business Plan. (D-20-53) Motion by H. Brown, passed unanimously, that the Board send the Golf Business Plan to the Golf Committee, and ask that the Committee return its comments by June 15.

6.2 Discussion of Boat Maintenance at Marinas and Marina Parking Lots.

In March, President Wilks asked the General Manager to research answers to several questions to provide a framework for Board discussion on the topic of allowing or continuing to prohibit boat maintenance and repairs at LOWA marinas and marina parking lots. Establishing a Marina Boat Maintenance Program was also considered as an option. Issues discussed included environmental risk to lakes and LOWA property, insurance liability, costs of setting up a formal program, enforcement and vetting licensed contractors, among others. The general consensus was that it would be too administratively demanding, environmentally risky and costly to the Association to justify allowing boat maintenance activity at the marinas. No action was taken.

6.3 Consideration of Publishing in Lake Currents for Member Comment Proposed Amendments to Bylaws Article IV.6: Meeting of Members, Regarding Voting by Telephone. (D-20-54) Motion by P. Brown, passed unanimously, that the Board approve publication in Lake Currents for member comment the proposed amendments to Bylaws Article IV.6: Meeting of Members, regarding voting by telephone.

That Sunday nationwide ly observance is part of officially k. declared National Flag Week. ss The Continental Congress replaced the British Grand Union flag with a new American Flag on June 14, 1777. It was not until August 1949 that President Harry Truman signed legislation proclaiming June 14 as Flag Day. ted The official flag of the United States represents freedom and sacrifices of and for its citizens. The events provide an opportunity for Americans to remember their loyalty to the nation and reaffirm their belief in liberty and justice.

The Veterans Club wants to provide information about the proper care of your American Flag. It is time to wash your flag if it is beginning to look dirty or dingy.

The Flag Code does not prohibit washing. However, hand washing is preferred with a mild laundry detergent. Some dry cleaners offer free flag cleaning services.

According to the Flag Code, any American Flag that is worn, damaged or tattered should be retired in a respectful and dignified manner. For LOW residents, there is a locked collection box, provided by the Boy Scouts, located in the lower level vestibule of the Holcomb Building.

The Veterans Club conducted a modified Memorial Day event on May 25 at the Clubhouse. This annual ceremony is conducted by the club to honor those Armed Service men and women who made the ultimate sacrifice for their country.

On behalf of the Lake of the Woods Association, Major Richard Harrell and Sergeant Tabatha Henslee placed a wreath remembering and honoring our veterans deceased since last Memorial Day. Other participants assisting the Veterans Club were bugler Ben Corner and Star-Spangled Banner singer Nancy King.

The Complaint is denied and dismissed for the following reasons, none of which are mutually exclusive of the others: a. The Complaint Form is intended for violations of the Virginia Property Owners’ Association Act (“Act”), the Common Interest Community Board Regulations (“Regulations”), and any other applicable common interest community law or regulation, none of which were violated by the Association’s advertisement of special events, particularly the Independence Day event and the Summer Concert Series event. b. The Complaint alleges violation of Governor Northam’s Executive Orders 53 and 55, which are not common interest community laws or regulations, and as a result the allegations are not appropriate for a CICB Complaint. Mark your calendars. A cavalcade of antique and classic cars to honor First Responders, medical personnel, care givers, food pantry workers, LOWA employees and others is planned for Sunday, June 7, starting at 1 PM at the Clubhouse lower level parking lot. The rain date is 1 PM, Sunday, June 14.

The vehicles will assemble in the Clubhouse lower level parking lot at 12:30 PM. The cavalcade will start by circling the LOW Firehouse and then proceed past the main entrance, around Lakeview Parkway and back to, once again, circle the LOW Firehouse. The vehicles will then proceed to the Clubhouse lower level parking lot and park with two parking spaces between vehicles. This will allow those who want to view the vehicles to do so while maintaining safe social distancing.

Residents are encouraged to line up along Lakeview Parkway between 1-1:30 PM, maintaining social distancing, to view the vehicles as they pass. The local Good Time Cruisers Car Club has been invited to participate in this event.

Last year, the Supervisors authorized a market analysis and retail recruitment study to assist the Economic Development Office in recruiting retailers for the planned development in the Germanna-Wilderness Area. The study results indicate that there is a lot of information about people out there for analysis and commercial use. The analysis and study centered on the corner of Routes 3 and 20 as the focal point for driving times to determine what people might shop in this area. They looked at 15, 20, and 25 minute driving times and provided information on population, workplace population, number of households, average household income and recent and projected growth rates for population and households. As the example for the 25 minute drive, the population was 77,906, workplace population 22,287, number of households 27,019 and average household income $109,244. There are also maps that show the distribution of this information.

This information seems rather straightforward, but in addition to this, the study identified types of households within these drive times. The system used to characterize these households is interesting. There are the Boomers and Boomerangs with teenagers and adult children living at home, the Fast Track Couples who are active upper middle-class suburban couples living upwardly mobile lifestyles, and the Aging in Place middle-class seniors living comfortable suburban lifestyles. Each of these classifications comes with age ranges, number and ages of children, household income, home ownership, technology adoption and more. There are many more classifications, but these were the ones that stood out in the vicinity around the GermannaWilderness Area. Major retailers use this information to decide where to locate, and our Economic Development Office can use this as they market the Germanna-Wilderness Area.

Virginia statutes require that each county, working with the Virginia Department of Transportation, conduct a biannual review of the county’s secondary road six-year plan. Routes 3, 20 and 522 do not fall within the category of secondary roads. Orange County has over 358 miles of secondary roads with 304 miles of those roads paved. Of the 54 miles that are unpaved, 39 miles meet the 50 vehicles per day criteria to qualify for hard surfacing. At the biannual review, Supervisors provide their input on which of these roads or road segments will be considered for inclusion in the six-year plan. There are several VDOT programs for funding the paving of secondary roads, but they total only about $300,000 to $400,000 per year for Orange County. VDOT has separate road maintenance funding and funding for other improvement programs, such as those addressing serious safety issues and significant corridors, but they are based on state criteria. Since it requires about $300,000 to pave one mile of road, the six-year secondary road plan only covers 7.85 miles. On May 12, the Supervisors held a public hearing on the six-year plan, but because the hearing was held via Zoom, we had to wait for public input via regular mail or email before deciding. The six-year plan was approved on May 26. Lake of the Woods roads do not qualify for public funding since they are not public roads.

In March, Governor Northam issued an executive order closing our school buildings, sent school staff, students, and their families, scrambling to transition to virtual learning.

Now that the school year has ended, people are asking: “Will schools open in August, as they did a year ago, or will there be dramatic changes?”

To answer this question, the Governor has appointed a blue-ribbon educational workgroup to advise him on the reopening of schools. It appears the workgroup will be looking at three basic options: starting the new school year with virtual learning, reopening the school buildings with social distancing, or reopening the school buildings without social distancing.

Over the last two months, we have learned that virtual learning works well for some but is inadequate for many students for a variety of reasons. The reason most cited was the lack of Internet access, but there were also other factors. If a student is motivated and has Internet access, virtual leaning works well, but if the student is not motivated, virtual learning tends to be far from a workable solution.

The reopening of school buildings with social distancing may sound appealing, but how could that be accomplished? Classrooms and their connecting hallways, along with school buses, were not designed to support social distancing. A school building with a standard capacity of 600 students would only be able to accommodate 300 students with social distancing. This would force the school system into teaching in double shifts. Teaching students in shifts is a scheduling nightmare for school staff, students, and their families.

Not to mention that the student’s time in school with their teacher is usually greatly diminished. Therefore, teaching in shifts is far from an ideal situation.

With all due respect to our Governor and those in Richmond, the opening and closing of the schools should be a decision of your locally elected school board. Based on the options available and what we have learned over the last two months, in my opinion, the best option for Orange County Public Schools is to open the new school year normally as scheduled on August 10.

The Pro/Manager will ensure efficient operation and coordination of the pro shop, cart service and all other Golf Operations services. The primary focus of this position is to provide guest satisfaction, train and supervise golf staff, merchandising, golf instruction, and implementation and coordination of all golf programs. Fiscal responsibilities include managing operations by meeting revenue targets and controlling expenditures. Attendance at Golf Committee meetings required along with interaction with other Managers and especially community members. Successful candidate must have minimum 5-years management experience in golf and/or hospitality industry, must possess proficiency with computer software including Microsoft Office suite, point of sale systems, handicap software and golf tournament management systems. Must possess PGA Level A1 certification or higher or able to become certified within first year of employment. Associates or college degree preferred. Position requires evening and weekend hours. Must be able to work in a standing position for long periods and to work outdoor events in the heat or cold. Budget experience necessary.

MAINTENANCE – Full Time Grounds Foreman (Salaried). Oversees maintenance of 200 acres of common areas including trash removal, beach care, building entrances and walkways, turf and plant management, park equipment, site furnishings, tree care/removal, dam maintenance, weed control and leaf removal programs. Min. HS diploma + 10 years exp in grounds maintenance industry. Operational knowledge of equipment including backhoe, trencher, tractor, commercial mowers, etc. VA Chemical applications license with category attachments of 3A-ornamental control, 3B-turf pest control, 5A aquatic pest control-general and 6-right of way pest control. Comprehensive knowledge of turf management, safety procedures, soils and amendments, insect/disease control, plant nutrition, pruning methods, grounds care chemicals and standard industry practices.

Botany, landscape architecture and irrigation engineering experience. Management experience required.

MAINTENANCE – Full-Time position, Groundskeeper. The qualified applicant will be responsible for performing general landscaping maintenance tasks for routine and special events. Must have experience in the operation of grounds care equipment. Position requires heavy lifting and working in all weather conditions.
