Labor Day Car Cavalcade

by Amber Hubbell, Community Operations Lead Ryan Doolittle has worked with the LOW Fitness Center since its grand re-opening in June of 2019 and has lived in LOW with his family for more than 20 years.

Ryan is a certified personal trainer, bodybuilding specialist, and boxing for fitness coach. He has over 10 years of experience in the fitness industry, training clients and working as manager for multiple supplement stores. As a father of three and a huge fan of combat sports and basketball, he loves children and connecting with new clients. School Starts August 24: Bus Stop Safety Tips Source: National Highway Traffic Safety Administration

The greatest risk to your child is not riding a bus, but approaching or leaving one.

Before your child goes back to school or starts school for the first time, it’s important for you and your child to know traffic safety rules. Teach your child to follow these practices to make school bus transportation safer.

Not all Labor Day weekend festivities have been canceled. There will be another Car Cavalcade.

Any antique/classic/unique car or motorcycle is welcome to participate. Year, make, or model doesn’t matter. Join the fun.

We will assemble in the Clubhouse Lower Level parking lot beginning at 11:45 AM, Sept. 5. The Cavalcade will depart the parking lot at 12:15 PM, go past the main entrance and around Lakeview Parkway, returning to the CHLL parking lot at about 1 PM. Residents and visitors will be able to view from all along Lakeview Parkway.

After completing the run around Lakeview Parkway, the Cavalcade participants are welcome to park their cars or motorcycles for viewing. We will park with one empty parking space between each car or motorcycle to comply with social distancing rules. Length of time for cars to remain is up to the individual driver, as it may be hot.

AGENDA Fiftieth Annual Membership Meeting September 7, 2020, 10 AM Community Center, via Zoom

If I were writing the history of LOWA today, I would call this year LOWA in the Year of the Pandemic.

COVID-19 and the restrictions it brought have thwarted substantial progress on Board goals and impacted financial progress of our Clubhouse, Fareways, and other amenities. Fortunately for us, Charlie Maneval, our Director of Finance, jumped on the chance to apply for funds through the Paycheck Protection Program. The application was approved, and funds received. These funds have helped defray some of our losses. Members have stepped forward to help each other during this crisis. The many charitable organizations such as, but not limited to, Lions (Wilderness Food Pantry), Lionesses, LOW Church, AARP, and LOWLINC have increased their already sizeable efforts during this crisis.

I believe it is accurate to say that we all hoped that by now the crisis would be in its end stages. However, news reports seem to belie that hope as the number of reported cases in zip code 22508 stands at 97, and we have had three employees positively identified as having COVID-19. It is important for all of us to be safe and keep our families safe. If you must go out and be around people, wear a mask, if you have children out with you, have them wear a mask also, wash your hands and exercise caution. Collectively, we will get through this crisis.

We made significant progress on our established goals.

The Flat Run Forebay project was complete and operational as of June.

The Patrick Henry Court to Small Marina Stormwater Management project is in progress. The Stormwater Inspector completed easement acquisition with lot owners in Phase 1. A. Morton Thomas, our engineering firm, can now complete the 90% plan and review it with the new Board in September or October.

We evaluated some 2018 stormwater hotspots. We voted to send the Monroe Street Culvert Assessment and 10th Fairway Assessment into the Five-Year Capital Plan process for evaluation.

As far as improving financial controls and risk management are concerned, we have made significant progress. The Ad Hoc Audit Committee term was extended until October 21, 2020. Director of Finance quarterly reporting is now a standard operating procedure and we were updated at the Aug. 19 Board Meeting. The Director of Finance and the GM continue to review and revise internal control Quality Management System documents.

QMS procedures have been updated and approved for cash handling, payroll, vendor onboarding, bank reconciliation and accounts payable.

Under improving the golf amenity, we postponed the proposal to bring golf maintenance in-house until October. It is in progress and the new Board will develop the inhouse “should cost” in the September/October timeframe. The new Board will look at convening an RFP work group in September aimed at issuing an RFP to qualified contractors in October for a Board decision on inhouse versus contract in February 2021.

The golf business plan was approved at the July 14 Board meeting, and was given to the new golf professional, Mike Harvey, for his implementation when he comes on board.

Voting is encouraged leading up to Oct. 27 Membership Meeting. There are currently 2,107 ballots submitted toward the goal of 2,600 to close the referendum and count the votes. Election Committee and Board outreach efforts were delayed because of COVID-19.

We approved and implemented telephone voting, and, at last count, some 16 Members have voted with that option. At last count, 790 Members have cast their ballots in the uncontested Board election. We need a minimum of 800 for a quorum; it would be best if we had 850 ballots, because some usually cannot be counted for technical reasons. If you have not voted, but are going to, please refrain from identifying a proxy since that proxy must come to the meeting for your vote to count.

The goal of registering short-term rental properties is in progress. The General Manager reviewed survey results from 560 respondents with

by Phil Rodenberg, General Manager, CMCA ®, AMS ®, PCAM ® Just when I thought I had seen everything here at LOWA, a contractor wearing safety yellow and orange walks up to the Holcomb Building on Aug. 18 and says Douglas Explosives will do drilling and blasting of some stubborn rocks on Twin Lakes development, a mile west of LOW on Route 3.

And could we let everyone know?! The contractor added the blasting could go on for one month. Communications Manager Carolyn Brodeur got the word out the next day on our website and social media. (See Page 6 for related story.)

Getting the news about the upcoming use of explosives at Twin Lakes development was a good reminder for staff to look over our Veterans Dam and Keaton’s Dam Emergency Action Plans (EAPs).

We have a new Orange County Administrator, Ted Voorhees, and a new 911 Communications Director, Chris Cord.

I immediately reached out to Ted Voorhees as well as Orange Fire & Emergency Medical Service Chief Nathan Mort to make sure that they knew about the upcoming blasting. Chief Mort reached out to the State Fire Marshal‘s Office who issued the permit to Twin Lakes. Chief Mort assured me that the SFMO knew that LOWA has two Ch earthen dams. I also reached out to Don Rissmeyer, our es t er G u ze k dam engineer, with A. Morton Thomas Associates. Don’s advice was to request and look over the Blasting Plan before the contractor got started, which we did. Douglas Explosives has been very cooperative with the County and LOWA. Don coordinated with our Environmental Resources Manager Bobby Jones, who is the LOWA Dam Operator, about monitoring the piezometers on the dams. Piezometers measure internal water levels to know if water is shifting up and down. A lot of water movement after a blast would mean there is an issue. Meanwhile, Bobby coordinated with Orange County 911 Communications Director Chris Cord, in case we need to activate the EAP and call residents in the downstream dam inundation zones.

All these conversations help our readiness for a dam emergency from manmade or natural disasters. Each year LOWA hosts a dam training exercise to make sure we have contact information for all the key players from county and state agencies, and to make sure everyone knows his or her role in a dam emergency. This week we say happy trails to our Assistant GM Chester Guzek.

Chester is headed to Cutalong at Lake Anna, where he will be the Golf Superintendent. Chester has served as LOWA’s AGM for the last 3 1/2 years and we wish him all the best. He also was superintendent with International Golf Maintenance here from 2005 to 2010. I will always appreciate Chester‘s work to make the golf course the best it can be, including turf grass improvement and Billy Bunker construction. He also did a lot to improve the Fareways Café offerings, including introducing the dart league, karaoke, trivia night and open mic night. And do not forget Chester managed the construction of LOWA’s Pickleball Courts in Hollyfield Park. I always brag on Chester’s party trick of being able to name a tree by its Latin name –example, Metasequoia Glyptostroboides (Dawn Redwood). Executive Assistant Lorri Trocchio and I will miss Chester’s uncanny ability to recall ‘80s Rock lyrics and movie lines.

At the risk of sounding like a Facebook post, a lot has happened on the LOWA financial front since the May 22 Lake Currents article on LOWA’s finances. We have the results from fiscal year 2019/2020 which ended on April 30, including the report from LOWA’s auditors, as well as results for the first three months of our current fiscal year First, some information about how LOWA is doing financially in the current fiscal year. We are aggressively controlling spending and taking steps to minimize the negative impact of COVD-19 on our budget. This has included creative management of LOWA amenities to minimize the negative financial effect of restrictions on amenity operations. Some heartening news is that members have paid their annual assessments at roughly the same rate as last year, despite the challenges of the pandemic. The financial picture for this fiscal year has stabilized to the point where LOWA decided it was prudent to make a $100,000 additional principal payment to reduce interest costs and shorten the term of the CARC loan with Mutual of Omaha.

Second, we have results for the fiscal year ending April 30, 2020. As was reported at the July 14 Board meeting, LOWA had an operating cash deficit of approximately $380,000, primarily due to huge insurance premium increases last year and the negative impact of COVID-19 on the financial performance of our amenities. This resulted in an unrestricted operating cash deficit of $199,251. On Aug. 1, the Board voted to transfer $199,251 from current and future New Construction and Renovation Fee Reserve funds to fund the 2019/20 unrestricted operating cash deficit.

At the Aug. 19 Board meeting, LOWA’s auditors presented the audit for Fiscal Year 2019/2020. LOWA received a “clean” audit of its financial statements for the fiscal year as representing “…fairly, in all material respects, the financial position of Lake of the Woods Association, as of April 30, 2020.” A copy of the final audit report has been posted to the website.

In our article in the May 22 Lake Currents, I reported that LOWA had received a Paycheck Protection Program loan in the amount of $782,100, which carries a 1% interest rate and is potentially forgivable in whole or in part. The PPP is intended to provide funds for small businesses and other organizations to help them continue to retain and pay their employees during a time where these organizations, including LOWA, have had their operations disrupted by government-required restrictions related to the COVID-19

pandemic. To be forgivable, loan proceeds must have been used primarily to maintain employee staffing levels and to cover utility bills and mortgage interest payments to some degree. We anticipate that well over $500,000 of LOWA’s loan may be forgivable. Any actual repayments will depend on the exact amount forgiven, as well as the Board’s later decision on whether some, or all, of the unforgiven portion of the loan should be repaid early.

Thanks to all LOWA staff and volunteers for going the extra mile in getting us this far under trying circumstances. And thanks to all LOWA members for paying their annual assessments and supporting LOWA amenities to the extent they are able. We truly live in “interesting times.”

the Board on March 18. The Finance Director wrote to short term rental properties on registration/payment and adherence to regulations on July 7. Finance, ECC and Security staff continue to search for new short-term rental properties. This will probably be discussed at the upcoming September Board Retreat. However, significant restrictions on short-term rental provisions will require a referendum to alter the Restrictive Covenants.

Our goal of preventing amenity use by uninvited guests is complete and ongoing. We approved a Registered Tenant Regulation Amendment to tighten up the tenant close-out process at the June 10 Board Meeting. The General Manager implemented a 30-minute rule for outside compactor users and Lions Club sale attendees using TEK Control. Maintenance posted an additional sign on Lake of the Woods Parkway to that effect. Security is using orange violation stickers at Clubhouse and beach parking lots when a pass is not visible. Member Services and Security are to inform Annual Family Guest Pass holders to display barcodes and dash tags always. Security will hand out new Annual Family Guest Pass placards beginning in mid-August.

As always, there is plenty of work for the new Board to do and I wish them well. Next year’s elections for Directors will be upon the community before you might realize it. I encourage interested and responsible individuals who wish to serve the collective membership to step forward at that time.

I do not plan to fill the AGM position just now. Also, I have appointed Clubhouse Manager Ryan Richardson to oversee Fareways Café, as well as the Clubhouse. With this move, all food and beverage operations will be consolidated under one manager. Ryan has already met with Shift Supervisors Carletta Johnson and Sandy Stanley to plan for the coming weeks.

Walk and Bike Safely in LOW Safety and Security Committee

Walk and bike defensively on LOW roadways.

Walkers: Keep to the left.

• Face traffic to see oncoming vehicles, allowing you to take any evasive action needed.

• Walk single file, especially when vehicles are passing.

• Carry a flashlight when walking in the dark and/or wear shoes and clothing with strips of iridescent material so you are visible well ahead of a driver approaching you.

• Make sure drivers entering the road at intersections and driveways see you. (Make eye contact if possible.)

Bike Riders: Keep to the right.

• Go with traffic and ride single file.

• Use a bicycle helmet that meets Consumer Products Safety Commission requirements. Follow the manufacturer’s instructions regarding the proper fitting and wearing of the helmet. (On stickers inside the helmet per CPSC requirements).

• Wear light-/bright-colored clothing.

• Use reflectors and lights.

• Keep your bike in safe mechanical condition.

• Obey traffic rules.

When walking and biking, the risk of being hit by a car is a function of traffic. The more traffic there is, the higher the risk. Therefore, when walking and biking for exercise rather than to get somewhere, try to avoid our busiest streets - Lakeview Pkwy, Mt. Pleasant, and Yorktown. FOR PARENTS LOWA Bus Stop Guidelines Parents parking at the bus stops should observe the white lines set back 50 feet from the intersection, designating the parking area. This line is designed as a visual reference for parents, so motorists are not forced to navigate the congested intersections. Consider carpooling to avoid multiple vehicles parked along the shoulder waiting for the bus. Parents should always park in the direction facing the intersection and safely on the shoulder when possible. Never park along both sides of the roadway. This creates a safety hazard for motorists and children navigating the area. Never block a driveway. Stay clear of fire hydrants.

Safety Starts at the Bus Stop Your child should arrive at the bus stop at least five minutes before the bus is scheduled to arrive. Visit the bus stop and show your child where to wait for the bus: at least three giant steps (six feet) away from the curb.

Remind your child that the bus stop is not a place to run or play.

Get On and Off Safely When the school bus arrives, your child should wait until the bus comes to a complete stop, the door opens, and the driver says it’s okay before approaching the bus door. Your child should use the handrails to avoid falling.

Use Caution Around the Bus Your child should never walk behind a school bus. If your child must cross the street in front of the bus, tell them to walk on a sidewalk or along the side of the street to a place at least five giant steps (10 feet) in front of the bus before crossing. Your child should also make eye contact with the bus driver before crossing to make sure the driver can see them. If your child drops something near the school bus, like a ball or book, the safest thing is for your child to tell the bus driver right away. Your child should not try to pick up the item, because the driver might not be able to see what is happening.

The Board of Directors is seeking member comments regarding proposed amendments to LOWA Regulation IV.H.1, adding a prohibition of wheeled device use at the Clubhouse Pool/Fitness Center Sidewalks and Entryway.

Members who wish to provide comment or feedback should email the Board at Board@LOWA.org by 5 PM, Friday, Sept. 11.

This proposed amendment is being republished for Member comments as the previously published version mistakenly included bicycles in the list of prohibited wheeled devices. That was not the intent of the original amendment. However, bicycles were inadvertently added to the list. Sharp-eyed members noticed and commented immediately. Therefore, the correct wording of the proposed rules amendment is now being republished here for further comment.

What is proposed? The amendment will clarify locations where wheeled devices are permitted and where they are restricted.

Where skateboarders CAN skate nearby: • From Clubhouse Beach zone area past the Clubhouse Pool to Lakeview Parkway and across Lakeview Parkway around the Front Entrance Pond trail.

FOR DRIVERS Make school bus transportation safer for everyone by following these practices: • When backing out of a driveway or leaving a garage, watch out for children walking or bicycling to school.

• When driving in neighborhoods with school zones, watch out for young people who may be thinking about getting to school, but may not be thinking of getting there safely.

• Slow down. Watch for children walking in the street, especially if there are no sidewalks in the neighborhood.

• Watch for children playing and congregating near bus stops.

• Be alert. Children arriving late for the bus may dart into the street without looking for traffic.

• Learn and obey the school bus laws in your state, as well as the flashing signal light system that school bus drivers use to alert motorists of pending actions: o Yellow flashing lights indicate the bus is preparing to stop to load or unload children. Motorists should slow down and prepare to stop their vehicles. o Red flashing lights and extended stop arms indicate the bus has stopped and children are getting on or off. Motorists must stop their cars and wait until the red lights stop flashing, the extended stop-arm is withdrawn, and the bus begins moving before starting to drive again.

Who proposed it? Fitness Center staff has observed skateboarders on the Clubhouse Pool/Fitness Center entryway and sidewalks. The GM recommended the change. The Rules Committee and LOWA attorney have reviewed the amendment and their recommendations have been incorporated into the amendment.

Why? Skateboarders are using the Clubhouse Pool/Fitness Center sidewalks and entryway.

What is the effect? Adding these to the prohibition list will help deter skateboarders in areas where members are walking and will allow Security to enforce the rule.

Board Amends Regulation 1.G on Proper Decorum in Common Areas The following amendment to LOWA Regulation 1.G regarding proper decorum in common areas of the Association was adopted by the Board of Directors at their Aug. 19 meeting.

What is the effect?

The amendment allows for expanded penalties for persons causing disturbances or annoyances on common property to include reasonable suspension of use of the amenity, as determined by the General Manager or his designee.

Proper decorum must be observed by all persons for any activity in or on the common areas or common facilities of the community. Members may be assessed a charge for violations of the Restrictive Covenants and Rules and Regulations committed by themselves, their families, guests, and tenants, as well as guests of their tenant and/or their contractors and the contractors of their tenants while the contractors are within LOWA. Any person who engages in conduct that either (i) violates the Restrictive Covenants or Rules and Regulations for use of the common area or common facilities of the community, or (ii) is physically or verbally abusive, threatening or belligerent toward any other person in, on or around the common areas or common facilities of the community, or (iii) causes or creates a disturbance, nuisance, inconvenience, annoyance, or alarm or apprehension to any other person in, on or around the common areas or common facilities of the community, or (iv) endangers the person or property of any other person or LOWA in, on or around the common areas or common facilities of the community, or (v) compromises the health and safety of any other person in, on or around the common areas or common facilities of the community, is subject to sanctions by the General Manager or the General Manager’s designee including but not limited to citation, suspension of use that is reasonable under the circumstances (provided that any such suspension for more than one (1) month shall require the prior approval from the Board of Directors), and any other legal remedy available to the Board and/ or the Association under the Restrictive Covenants, Articles of Incorporation, Bylaws, Rules and Regulations and applicable laws.

The Board of Directors, at its September 16 meeting, will vote to allow mixed alcoholic beverages purchased at Fareways to be taken on the golf course. Our current Virginia ABC license for Fareways already permits this. The mixed beverages will be sold to adults 21 years and older from the Fareways bar. Email Board@LOWA.org

On Wednesday, Aug. 12, AARP, along with LOW Players and the Lion/ Lioness Clubs, held a food drive for the Wilderness Food Bank. We set up in the Lower Level Clubhouse Parking Lot from 10 AM until 3 PM. The weather was sunny and hot, but the LOW F&R loaned us their tent and we set up in front of the kiosk where we were able to rig a fan for air circulation. We collected roughly 1,300 pounds of food and about $350 in cash.

I want to thank Garry and Pam Archer, Al Rico, Doug Pope, Larry Eiben, and Pierre Payette for helping man the station during the day and taking the food to the Food Bank distribution center on Route 20. Rick Rappoport of the Lions also stopped over in the morning and took a load of food to the center.

by Barbara Robinson, Member, LOW Childhelp Auxiliary It’s been 25 years since the LOW Auxiliary began. In early 1995, Mary Lou McFarland joined the LOW Lionesses, who helped with Christmas gifts at the Village. The Director of the Village asked Mary Lou, a retired reading specialist, to consider volunteering at the Village as a reading teacher, which she did that fall. The following spring, at the request of the Northern Virginia Chapter of Childhelp, Mary Lou held the first Auxiliary meeting at her home.

In addition to Mary Lou, who served as the first president, there were 7 other founding members: Dee Flood, Peggy Grella, Nancy Horch, Karen Kovarik, Sibyle Jenks, and Karen O’Donnell. Each of the members took turns as president and most served as “special friends” to the children at the village.

Beyond reading and “special friends” one of the first expansions of the Auxiliary was to organize a bike rally at the request of the principal of the Village because he was worried about the children riding their bikes into the roads at the Village. The bike rally, which goes on today, was born. Over time, the bike rally has also provided an opportunity to introduce the children to a friendly experience with police and law enforcement leaders.

Along with the bike rally, the Auxiliary introduced birthday baskets when it was discovered that so many children had never received a birthday card.

Today, known as the birthday backpacks, each of the children receives a backpack on their birthday filled with several small gifts and one larger gift.

Twenty-five years later, though we are much larger in membership and our activities much expanded in scope (and fun!), our mission has not changed: to support the Village and enrich the lives of the children who reside there. Like the National motto says — for the love of a child.

JoAnne Speiden, secretary of the Orange County Electoral Board, will be guest speaker at an online meeting of the Lake of the Woods Democratic Club at 1 PM, Sept. 9. She will update members on the steps the board and the staff of the County Office of Voter Registration and Elections are taking to implement Virginia’s new election laws -- particularly those allowing absentee voting without excuse, and a 15-day period of early in-person voting.

With the election season now in full swing, club members are actively engaged in supporting the campaigns of the Democratic presidential JoAnne Speiden ticket of Joe Biden and Kamala Harris, and the re-election of Sen. Mark Warner and U.S. Rep. Abigail Spanberger.

Club activities during the pandemic shutdown, including active campaigning, have continued through the Zoom meeting app and other electronic means. The club held watch parties on Facebook during key events of the Democratic National Convention Aug. 17-20.

Many thanks to County Supervisor Lee Frame for providing our club members with a comprehensive update on variety of county issues at our Zoom meeting on Wednesday, Aug. 12. Members were particularly interested in hearing about the Orange County response to the pandemic.

Frame explained how CARES Act monies have been allocated to provide, among other things, family assistance, support for county businesses and community organizations, election preparations, COVID testing, and school reopening needs. Beyond that, he provided a wealth of information on broadband expansion and local economic development projects.

The LGA officers, tournament chairs, and committees have worked very hard to maintain as many of our events as possible under the Covid circumstances. Without the help of Kim Moorefield in the pro shop, these tasks would have been much more difficult. We are very sad to see Kim leave the golf shop and wish her all the best in her new career. We will all miss her helpful attitude and warm, friendly smile. Good luck, Kim. The Match Play Tournament is down to the final four players. The semifinal matches will be completed by Sept. 4.

The LGA has a new banner designed by Jeanne Woodward. The banner will be displayed to welcome our guests for special events. With the approval of the LOWA Board of Directors, the official LOWA logo has been incorporated in the banner design.

Our annual fundraising event to benefit St. Jude Children’s Research Hospital will be virtual and held at the Community Center on Tuesday, Sept.

The LOW Garden Club will hold its first meeting in six months at 10 AM at the Sweetbriar Pavilion on Monday, Sept. 14. While this is not our usual September picnic meeting, the appearance of Barbara Fakoury, the Butterfly Lady, promises to be a grand reopening. The subject is timely as we, too, come out of our cocoons.

Because of the need for social distancing, this is a members-only event. Nor can we safely serve refreshments; please plan to bring your own beverage and snacks you like.

Barbara’s subject is the Monarch Butterfly, and she will bring eggs and newborn caterpillars to explore their life cycle and tell us how to raise them.

Let’s grow NATIVE! Many groups are working to protect pollinators and their habitats, and you can do your part by planting native plants in your garden. Plants native to our region are species that evolved here and are adapted to its climate and soils, occur in the wild and were not brought in from an outside area. Native plants have advantages over nonnatives.

Because they are adapted to regional conditions, they are typically hardier and require less care. They tend to be more drought-resistant, require less fertilizer, and ward off pests and diseases well. Native plants also provide important food sources for many species of birds, amphibians, and butterflies and other insects essential to plant pollination. Pollinators often visit nonnative flowers searching for pollen, nectar, or places to lay eggs; however, many of those plants do not have the food resources pollinators need. Some can even be toxic to native pollinators. Some native wildflowers may also be unappetizing to deer. Landscaping your yard with native plants helps to maintain ecological balance in the region. You do not need to “go native” all at once. Getting started with native plant landscaping can be as simple as planting a small garden area with a mix of colorful native wildflowers or incorporating natives into your existing garden. 4. PRESENTATION – Independent Financial Audit Report for Year-end 2020 from Adams, Jenkins and Cheatham, CPAs. Audit Senior Manager Steve Bernhardt reported his staff has completed an audit of LOWA financial statements, including balance sheets as of April 30, 2020 and 2019, and related statements of revenue and expenses, changes in members’ equity, cash flows and related notes to the financial statements. The audit resulted in an overall grade of “unqualified opinion”, the highest opinion available, which provides reasonable assurance the financial statements are free from any material misstatement. All Board members were provided a copy of the written report, dated August 14, 2020, prior to today’s meeting.

It is with sadness that we announce that the 37th Annual Art Show and Sale scheduled for Sept. 26 and 27 has been postponed to 2021. However, all is not lost for those who want to see what’s new from our Lake artists! Like many groups, LOW Arts has moved online for meetings, and now we will be looking to share our art with you through “virtual studio tours.” These short video tours will introduce you to our artists and their artwork from their home studios. More details will follow soon!

In the meantime, artists and art lovers are welcome to join us for our monthly meetings. Our next Zoom meeting, at 2 PM on Wednesday, Sept. 2, will feature painter and multi-media artist Suzanne Scherr in the artist spotlight, but she won’t be painting.

Suzanne will be facilitating a discussion of creative recovery, focusing on ways to overcome barriers to producing your art. When I am out walking in the few places there are to walk in LOW I am amazed at the number of adults who do not wear masks and who make every effort to walk or run as close to me and other people as possible. Some people do wear masks and try to keep their distance but they are in the minority.

I have a niece and a granddaughter who are nurses. They both say the same thing. When you make the decision to be out and about, unless you have been tested and received your results that morning [impossible], then act as if you have COVID. Do the right thing, make an effort to protect the people around you. You may be protecting yourself.

Viewpoints

The proposed rule to suspend a members’ access to common areas creates more problems than its worth. There is no time limit to the jail term.

There are no apprehension, conviction, adjudicating, appeals or penalty enforcement procedures. They could stop you from buying a boat sticker, golf or fitness membership or using the bar code lane which penalizes all persons in your home. It can be used to suppress free speech. Think about the heated debates on the fitness center. Some of the debate could have been deemed by anyone to be “belligerent” thus getting you barred for life from returning to the community center. You would never be able to defend yourself because you would be barred from entering a LOWA building. The legal and civil rights basis is questionable. I suggest that the board stay in its lane, not change rule I.G and stick to the state allowed citations.

I note the column in Lake Currents regarding illegal flying by Phil Rodenberg concerning safety. The odds are much higher that those who do not stop while turning on highway 3 exiting LOW will be killed or injured than anything that pilot is doing. If safety really is your real concern, put someone with a flag the intersection, if breaking rules really is your concern, put a cop there, and issue tickets. The pilot’s maneuvers are routine and safe. I have 6,300 hours of flying time in the US Air Force. I would feel much safer in the cockpit of that airplane than driving to town on Highway 3.

Preparing for Hurricanes During the COVID-19 Pandemic

Lake of the Woods Volunteer Fire & Rescue Company Press Release As we reflect on the past few months, planning for hurricane season and other potential extreme weather disasters may not be something that you, or your loved ones, have given much thought to.

But we ask that you take a few minutes to consider disaster preparedness, because this year the 2020 hurricane season comes during the COVID-19 pandemic. Time spent now reviewing some simple preparedness measures will be time well spent for you and your loved ones should you have to evacuate and shelter for severe storms, while protecting yourself and others from COVID-19.

Here are some tips that your volunteers have compiled to help you and your family stay safe during hurricane season this year.

Prepare for hurricane season • Understand that your planning may be different this year because of the need to protect yourself and others from COVID-19.

• If you are injured or ill, contact your medical provider for treatment recommendations. People with preexisting mental health conditions should consult with their medical professional.

One element of the LOW Veterans Club mission is to educate members and non-affiliated veterans about benefits available to them. A newly passed, veteran-related, law is now in effect.

On Saturday, Aug. 8, President Trump signed into law the Veteran Treatment Court Coordination Act of 2019. This law requires the Department of Veterans Affairs and the Justice Department to establish a federal Veterans Treatment Courts (VTC) Program which will provide $30 million in grants and technical assistance to state, local, and tribal governments to develop and maintain such courts.

The Veterans Treatment Courts will specifically address problems that veterans face, similar to the way drug or mental health victims are provided treatment rather than criminal punishment. A recent study by the National Institutes of Health concluded that this concept works. The one-year recidivism rate for veteran court participants was nearly half that of other offenders.

Veterans appearing before the VTC who are charged with misdemeanors and non-violent crimes suffering from substance abuse, depression, PostTraumatic Stress Disorder, or other forms of mental health problems as a result of their military service will be recommended for treatment. Those veterans that do not successfully complete the rehabilitation program will be required to complete their full sentences in jail.

The Lake of the Woods Republican Club will hold its first meeting since March 13 (because of the COVID-19 pandemic) on Monday, Sept. 14, at 7 PM at the Community Center.

Our agenda is full of information and action requirements, as well as representatives from the Trump, Gade, and Freitas campaigns.

Much has transpired since March. We have a new Chairman of the Republican Party of Virginia, Richard “Rich” Anderson, replacing former Chairman Jack Wilson. Rich is a dynamic individual who is highly motivated to create major changes within the Virginia Republican Party.

Our own club is growing, and we are currently helping with the formation of the Young Republicans of Orange County. The group will bring the high degree of energy and motivation unique to young people, ages 15 to 40. The group currently consists mostly of high school and college level students.

We have two new candidates to get behind and support: Daniel Gade, candidate for U.S. Senate against incumbent Senator Mark Warner, won the Virginia primary with the largest plurality since Senator John Warner; and VA Delegate Nick Freitas, who is the 7th Congressional District candidate for U.S. House of Representatives. He was selected over five candidates at the 7th Congressional District Convention held on July 18.

We have new Club Bylaws to approve, and need to make preparations for the Nov. 3 election, including signing up Poll Workers, and the set-up of four polling locations: the Clubhouse, the Community Center, the Locust Grove Middle School and the Locust Grove Elementary School. We have new tent shelters, tables, and chairs to set-up and numerous signs to post - all reflect the pride of being a Republican. A petition dated July 21, 2020 was submitted to LOWA management by residents of Monroe Street requesting the speed limit be reduced from 25 mph to 15 mph for safety reasons.

Following discussion, the Board agreed by consensus to publish a notice to all members in the August 28 Lake Currents notifying them of the request, and providing members with a two-week comment period before the Board considers the matter further.

7.4 Discussion of Selling Mixed Drinks on the Golf Course.

Virginia ABC has now loosened its requirements to allow consumption of off-premises mixed alcoholic beverages. Management requested guidance from the Board on whether to allow the sale of mixed drinks at our Golf Course, and if so, what limitations to service they would recommend.

With consensus of the Board, the President requested the General Manager draft a notice to members for approval by the Board prior to publication in the August 28 issue of Lake Currents for member comment.

7.5 Consideration of Member Request to Amend Regulation XVI: Environmental Control and Construction Procedures. No motion was made.

Administration is also trying to modify event plans by identifying safer logistics, so some fall events do not have to be cancelled outright.

Halloween Treats on the Point will be cancelled, possibly replaced with other activities. Oktoberfest may have to be limited to a golf event only.

B. Internal Control Quarterly Report – Finance Director Charles Maneval updated the Board on the plan and progress toward achieving the Board’s 2019/2020 goal of improving internal controls and risk management. He covered the topics of progress made in the areas of improving process controls, procedure documentation, internal audits, staff training, risk management and information security.

He provided the Board written details on cash bank account reconciliations, cash monitoring and reporting procedures that are now in place. He will update the Board again in three months.

C. Board Goals Final Report The General Manager updated the Board on progress made toward meeting their board goals since his last report on July 14th. Briefly, another Internal Controls report was completed. The Golf Business Plan has also been completed and given to the new golf pro. Use of electronic voting has increased since last year. A final written report was issued to the Board.

D. Other Business Michael Harvey has been hired as our new Golf Pro/Golf Operations Manager and will start work on August 31.

Assistant GM Chester Guzek has taken a position as Golf Superintendent with Cutalong in Lake Anna. Management is not recruiting to fill the position at this time. Clubhouse Manager Ryan Richardson will oversee all food and beverage service at Fareways Café.

The contract for producing and mailing Lake Currents was recompeted, resulting in our current vendor lowering their price for an estimated savings of $2000 to $3500. This should help offset the new expense incurred from GMR for royalties associated with our music programs.

Hundreds of past Fitness Center members have not rejoined this year. The Finance Department will be sending an e-mail survey to Fitness Center members who have not yet rejoined to get feedback from them.

The Twin Lakes development west of LOW on Route 3 has contracted with Douglas Explosives, Inc. to do drilling and blasting on a project there. This will begin August 20 and may last for a month.

5.3 Committee Liaison Reports A. Maintenance and Ecology – The Committee has studied the needs associated with ditch repair and maintenance and made several recommendations to the Board for future projects to improve current practices and provide a budget line for leaf removal. The 100 Monroe Street Stormwater Downstream Study has been completed and placed in the Five-year Plan, but the Committee recommended further study to include full project implications.

B. Lakes Committee – The Lakes Committee has sent a Resolution to the Board to consider ordering trash cans at the South Marina be replaced, and that trash cans at the beaches not be removed in winter unless picnic tables are also removed. The Committee also asked the Board to consider approving the construction of a gated fence at the Small Marina, estimated cost $8,000, to improve security and deter illegal dumping of household trash.

5.4 Committee Reports A. Elections Committee Director P. Brown read a written report from Chair Lisa McKinney.

More Committee members are needed to maintain a quorum at meetings.

As of this week, the Director election has received 594 ballots, 578 electronic and 16 by phone; 800 are needed to confirm a quorum. In the Referendum, 2107 ballots have been cast, 1425 electronic and 682 paper ballots. The ballot count has not changed since July 10th.

B. Environmental Control Committee The Committee forwarded a memo to the Board to report that on August 6 they voted unanimously against a proposal by a LOWA member to amend LOWA Regulation XVI to require contractors to provide a limited-time warranty to remove dead trees on the property of new home construction at builder expense within the warranty period.

Flu season is approaching, and usually extends from October through May. When flu season hits, it hits hard. Considering the symptoms and potential flu-related complications, a flu vaccine is a wise choice for prevention of illness. The Centers for Disease Control and Prevention recommend that everyone 6 months of age and older get vaccinated every flu season. The CDC states that an annual flu vaccination during the fall season is the single best way to prevent a flu outbreak. While getting a flu shot does not protect against the coronavirus, this year it is particularly important, as the U.S. needs to increase its flu vaccination rate substantially to mitigate a convergence of both flu and COVID-19.

How can one get the flu vaccine without increasing the risk of exposure to the virus that causes COVID-19? LOWLINC is hosting a drive-through Flu Vaccination Clinic at LOW on Saturday, Oct. 3, from 10 AM to 2 PM. You and your family members can get the vaccine without getting out of your car.

LOWLINC has arranged the drive-through clinic with CVS pharmacy and will host the clinic at the lower level parking area of the Clubhouse.

CVS staff will administer the vaccine and be responsible for verifying that prospective recipients are eligible for the vaccination. Individuals who are 9 years of age and older are candidates to receive the vaccine through CVS. Both the senior dose (FLUAD, an FDA approved flu vaccine for patients over 65 years old) and the adult/child dose will be available at the drive-through.

The Supervisors approved a resolution to support applications for road improvement projects under the Virginia Department of Transportation Smart Scale Project. The proposed projects include a roundabout in the Town of Gordonsville, a roundabout at the intersection of Routes 20 and 522 and intersection improvements at the intersection of Route 3 and 20. The Route 3/20 intersection has been recommended as a Continuous Green-T which provides for Route 3 westbound traffic to move through the intersection without requiring a stop. The details of how this works can be viewed on the county website under the July 28 agenda. These projects must compete on a statewide basis and the status of funding and timing has yet to be determined.

The Orange County Board of Supervisors has been conducting board meetings using Zoom as a means of maintaining social distancing during the COVID-19 pandemic. This offers an opportunity for citizens to view these meetings without having to travel to the county offices in the Town of Orange.

The Supervisor meetings conducted on Zoom are simultaneously broadcast on YouTube since all these meetings must be open to the public. Supervisor meetings are held at 5 PM on the second and fourth Tuesdays of the month.

During the week prior to the meetings the agendas are published on the county website so you can determine if there are items of interest to you. The agendas also include the documents provided to the Supervisors so you can see in more detail what will be covered at the meetings. The agenda will include the links to the YouTube channel to observe the meeting. If there is a public hearing at the meeting, it will be opened but not closed until the next meeting so that you can provide comments via mail on the public hearing subject.

A Rapidan Service Authority water and sewer service rate increase was scheduled for June 1. The RSA Board members voted to delay those increases due to ongoing COVID-19 pandemic. That increase was previously approved as part of a two-phased increase in 2017 and 2020. The increase would have been about $4 per month for a minimum user and about $10 per month for an average user. The RSA Board also deferred any service disconnect due to inability to pay the water and sewer bills. RSA will revisit these deferrals at the next Board meeting.

The Supervisors recently held a retreat to discuss future challenges and opportunities for Orange County. The Board of Supervisors Vision, originally established in 2012, was reviewed and accepted as still valid and appropriate and will continue in effect. That Vision Statement can be viewed on the Orange County website under the Board of Supervisors. The Supervisors decided to not take on any new major initiatives since the efforts on existing projects such as broadband coverage throughout the county, major proposals for the Germanna Wilderness Area, completion of and moving into the new Public Safety Center and the major upgrades to the public safety radio system would be a sufficient challenge If you have questions about county government or want to let me know your feelings on specific issues, you can contact me at leeframe@orangecountyva.gov.
