LOW 50th Anniversary Tree Lighting

by Jon Anderson, Chair, LOW 50th Anniversary Ad Hoc Committee As LOW’s 50th Anniversary celebration year nears its conclusion, the 50th Anniversary Committee announces a first-ever event for Lake of the Woods residents; a special holiday tree-lighting ceremony, involving one of the community’s oft-overlooked but beautiful trees, has been set for Saturday, Dec. 2.

Planted by members of the LOW Garden Club several years ago, the 40 foot-tall blue spruce, adjacent to the Clubhouse Pool complex, and visible from Lakeview Parkway, has been selected to become a highlight of the upcoming holiday season’s festivities.

Under the leadership of 50th Anniversary project co-chairs Jan Davis and Vicki Greenan, the next-tofinal 50th anniversary event will be a special Cocoa, Cookies, and Caroling Tree-lighting Ceremony, to be held at the featured spruce tree from 5-6:30 PM. It’s rumored there may be a stop-by visit from a jolly man in a red suit.

Major sponsorship of what is hoped to become an annual event has been provided by the Rappahannock Electric Cooperative, thereby allowing the evening’s activities to be free to all LOW residents. So please plan to join your friends and neighbors in welcoming the 2017 holiday season on Dec. 2.

President’s Letter “Criticism is easy, achievement is more difficult” (W. Churchill) I will focus on two aspects of the Clubhouse Area Recreation Complex (CARC) project in today’s letter. Part I will comment on recent social media remarks concerning a meeting with Delegate Nick Freitas; Part II will provide a broad overview of actions still to come relative to the project.

Part I. A meeting was held at the Clubhouse on Oct. 11 with Delegate Freitas, his legislative aid, the General Manager, two members identified in the social media, the Board’s attorneys, and me. I made the following closing statements at the meeting: 1) the only thing that the attendees agreed on was that Delegate Freitas was doing a great job in Richmond; 2) safeguards are already in place for property owners within the Lake of the Woods Bylaws and the Virginia Property Owners Association Act. They are, and will be, fully complied with by Lake of the Woods; and 3) the Board of Directors had considered and decided not to use a referendum on CARC and that would be reconfirmed.

Delegate Freitas commented that he was not taking this issue to Richmond and if the Association had complied with the appropriate safeguards, such as open meetings, town halls and petitions (all of which were discussed and explained during the meeting, including financing options) that we could/should proceed with the project. Delegate Freitas also said he had received complete cooperation from the Lake of the Woods President of the Board and the General Manager in answering any and all questions/concerns raised by his office.

Board attorneys commented that the Board of Directors could not delegate their responsibilities, as outlined in the law, to others; had complied with all requirements of the law on notifications, open meetings, member input (some conversation took place on the available petition process, how this had been used successfully in the past and was currently being used); and, that recent Board elections had voted project supporters onto the Board. The attorneys also commented that every year there was action in Richmond about HOA’s, and they felt comfortable in representing our HOA in Richmond on this.

Thanks to Delegate Freitas for his statesmanlike approach to the meeting and his not wanting to become involved in an internal matter.

Part II. Overview of things yet to occur: 1) Our consultant (in accordance with our contract with him) is putting together construction documents based on the last iteration of the proposal, i.e. a six-lane, 6 foot deep zero entry pool; a fitness area to include an exercise room; and a 10 foot dividing hallway; 2) Some specific unit prices( snack bar, storage rooms, office areas) will be included and a new pricing estimate will be provided; 3) A review of the construction documents will occur allowing final adjustments before going to bid; 4) In December, permit requests will be submitted to the county; 5) The project will be let to bid in late January; 6) Awarding of the contract might be expected in late February or early March with a final opportunity to do value engineering prior to the award; and, 7) We will have a “Clerk of the Work” (an official who inspects the standard of construction to ensure that the quality of both materials and workmanship are in accordance with the design) on the project at all times; a “Project Manager” will be available a majority of the time; and our consultant will be making periodic inspections of the work as it proceeds.

The financial package details will most likely be developed in the December/January time period as numbers become more readily available.

Periodic announcements will be made throughout the process to keep members well informed.

Amidst all the varied dialogue, I continue to feel that once done, the Clubhouse Area Recreation Complex will be a valuable amenity in our Lake for members, their families and guests—one that we will be proud of, and that will remain an asset for many, many years.

Airbnb Properties Owe the Tenant Fee Too

Airbnb has become a popular choice for overnight accommodation around the world, and right here in your own neighborhood.

According to the Airbnb website (airbnb.com), there are at least six properties in LOWA available for someone to rent on a short term basis. It is understandable that a lake community such as ours would be an attractive getaway for a weekend or a summer week. The Association would like to remind property owners that if you use your property for Airbnb or other types of short term rentals, you owe a prorated portion of the LOWA Tenant Fee. Regulation III.A.4., Registered Tenants, states: “Members must also pay Tenant fees prorated by the month for ShortTerm Tenants (registered for thirty (30) days or less), especially when money is paid to the homeowner or agent. If the period of occupancy encompasses parts of two (2) months, a two (2) month Tenant Fee is required.”

Here are some other key points about short-term rentals: 1. There is nothing in the LOWA Governing Documents that prohibits Airbnb use; however state law allows the Association to know the names of those persons staying as tenants in a property.

2. We ask members to remind their short term tenants that they are coming into a neighborhood of year round residents, and not a street full of weekenders like a resort community. Excessive noise late at night, for example, may result in a visit by a Security Officer to remind the guests to be mindful of being a nuisance to neighbors. In the past I have followed up by calling the lot owners after a rowdy weekend about noise and trash on a property.

3. There are a few members who are quite good about registering their guests and paying the prorated Tenant Fee with Member Services. Such registration allows us to issue a dash tag for entry and to give access to our amenities. We are counting on members to register short-term tenants in accordance with Regulation III. 4. If you believe there is a short-term tenant in a property in your neighborhood that has not been registered, please write the Finance Director Roy Mayberry at Rmayberry@LOWA.org and we will contact the property owner.

5. According to Orange County Administrator R. Bryan David, the county is not taking any steps at this time to address the use of private residences through Airbnb or other similar web platforms. However, any property being used as a rental property may owe the Transient Occupancy Tax. We encourage such owners to contact the Orange County Commissioner of the Revenue at 540-672-4441 to understand your obligations.

4. NEW BUSINESS 4.1 Discussion of the Annual Update of the Reserve Study Prepared by Miller Dodson Associates. (D-17-107) General Manager Phil Rodenberg reviewed meeting goals and provided background information on the annual Miller Dodson Reserve report, which calls for a significant increase in FY-2018 over the FY-2017 contribution to reserves (CTR). The purpose of the meeting today was to give the Board an opportunity to make adjustments to the repair and replacement schedule to reduce the forecast CTR, and thus reduce a jump in the proposed LOWA assessment before going into the Budget season. Management will ask the Board to adopt the Replacement Reserve Report for planning and budget purposes at their November 4 Board meeting.

Facilities Director Jessica Graves led the Board through a discussion of items on the 2018 replacement inventory to identify items that could be delayed and moved into later years (2023 and beyond) and thus reduce the increase in the

As a courtesy to our members these are the most common violations that the LOWA Covenant Site Inspector sees in the subdivision. 8. Illegal Signs: Restrictive Covenant, 8.A.g: All signs, billboards, or advertising structures of any kind are prohibited except upon application to and written permission from the ( E n v i r o n m e n t a l C o n t r o l ) Committee.

Political signs: Only one political sign per candidate, no larger than 4 square feet may be displayed on any residential lot. Political signs may be displayed no earlier than six weeks prior to an election and must be removed the day after the election.

Architect Greg Lukmire and his team are proceeding with the construction documents (architectural, mechanical, electrical, plumbing and structural, etc. drawings) and plan to complete them in January to prepare for project bidding.

In November, Lukmire will meet on site to confirm the design with LOWA. He will then submit the construction documents to the professional cost estimator (Downey & Scott) for a cost update by the end of November.

Lukmire will be submitting plans for county and state permits in late December/early January. A. Mortan Thomas Engineer Don Rissmeyer is working on the site plan which should be submitted to Orange County in the coming weeks. The review period is about three to four months, according to Don. Competitive bidding should take place in February, and construction could start in the March/April 2018 timeframe.

The Lukmire team will continue in a design oversight and inspection role during construction. LOWA will hire a construction manager to be on site for the Association. Assuming a 12-month construction period, the project/pool should be open for the 2019 summer season.

FY-2018 assessment currently forecast by the Replacement Reserve Report.

Replacement inventory for years 2019 through 2022 were also reviewed.

Motion by Zukowski, passed unanimously, to move four projects out to later years as proposed by the General Manager in his memo dated October 13, 2017, namely: 1) Culp’s Cove stream restoration; 2) 15th Fairway stream daylighting; 3) Golf cart path repairs; and 4) Greens and bunker restoration work.

Motion by Hoh, passed unanimously, to move Item #723, 15th Fairway planning/design costs, to year 2025.

Motion by Hoh, passed unanimously, to move Item #726, Battlefield culvert, in the FY-2019 replacement list out to year 2025.

By consensus, the Board agreed to rename and relocate Community Activities Item #165 from the Clubhouse area to Sweetbriar Park as follows: “Multi-Purpose/ Basketball court, new CH paving” to “Sweetbriar Basketball half-court paving.”

No additional items were identified when reviewing years 2020 through 2022.

Finance Director Roy Mayberry explained an additional option of resetting the minimum balance in the Reserve funds to the historical average.

Motion by Wilks, passed unanimously, to reset the minimum reserve fund balance to $971,082.

5. MEMBER GENERAL COMMENTS The General Manager responded to questions from the Finance Committee Chair. A member requested the Reserve Study be posted on the LOWA website before the November 4th Board meeting.

Top Ten Violations in LOW

by Bill Derryberry, President, LOW Vets Club The LOW Vets Club will hold the Veterans Day Ceremony in the Community Center at 11 AM on Nov.11.

Veteran’s Day, Nov. 11 each year, is a federal and state holiday in the U.S., honoring those who have served in the U.S. military. Nov. 11 was the day that the major combat in World War I ended. In 1919, President Woodrow Wilson named that date Armistice Day. In 1938, it became a legal holiday with the name Armistice Day. The first national holiday to celebrate Veterans Day was held in 1947. In 1954, Armistice Day legally became Veterans Day. Originally it honored those who died in World War I, but when it was amended to Veteran’s Day, it was changed to honor all the veterans who have served in the U.S. military.

Veterans Day is sometimes confused with Memorial Day. However, Memorial Day honors those who died while serving in the military while Veterans Day honors all those who have served in the U.S. military, alive and deceased.

There are approximately 24 million veterans living today. In 2011 it was estimated that approximately 8.1 percent of veterans in the United States are women. Approximately 35 percent of the veterans living today served in the United States military in the Vietnam War. It has been said that all who put on our nation’s uniform make a commitment and, in fact, sign a blank check payable to our country for an amount up to and including their very lives. That blank check includes the sacrifices willingly made by the families of veterans as their loved ones serve. Such unwavering dedication calls for equal dedication on the part of our nation to ensure that those who have sacrificed, and were willing to sacrifice so much, are also the recipients of our nation’s gratitude.

Join us on Saturday morning at 11 AM, Nov. 11 to pay tribute to all who have served in the U.S. military, those that are alive and those who paid with their lives.

Have you ever attended an event or party, met some LOW residents you’d like to get to know better, but only remember the name of their dog or where they went to school, but not their names? Have you experienced one of those awkward moments when you want to introduce someone at an event, but draw a blank on their name? Just think, if we all wore LOW name badges, we’d be able to easily remember or recall the names of people we meet at events and gatherings.

The LOWA Communications Committee has collaborated with the Communications Department to offer LOW residents the option to purchase name badges for wear at LOW events. The 3” X 1 ¼” white badges will feature the LOWA logo in blue, your name and the word “Resident” in black so there will be no confusion with Board members and others who represent LOW in an official capacity. These badges will be similar to those used by the Garden Club and several other clubs and organizations. The badges are magnetic; no more punching holes in your best silk blouse or shirt, but you also have the option to order a pin badge, especially for those with pacemakers.

Log in and click on Directory where you will find a link to the order form b. or look under Administration/Governing Documents/Forms – Name Badge Form 2.) Fill out the order form at Member Services in the Holcomb Building.

(LOWA ID required.)

Once your badge is made, usually within several weeks, Davis Designs will notify you of the pick-up date options. Pick-up will be at designated times at the Holcomb Building, payment will be by cash or check only.

Name badges are for social networking only and will not be considered a substitute for the LOWA ID by Security or LOWA Staff.

Please note that there is no markup in the cost of the badges and the Association does not profit from sales. The name badges are offered at cost as a way for all of us to stay in touch and help remember names of our fellow community members, not just the names of our dogs.

How to Dispose of Hot Ashes

Hot ashes are extremely dangerous. Many people assume the risk of fire disappears as the flames die down, but even after several days since your last fire, the wood ashes retain enough heat to ignite a forest fire, house fire, or other combustible materials in your trash can if improperly disposed of. Special steps need to be taken after the fire has burned out in order to protect your family and the community. DO NOT take hot ashes to 9.9 leaf/brush drop off.

Follow these steps to keep everyone safe: 1. Carefully empty the hot ashes into a metal container that can be closed tightly with a metal lid; 2. Douse the ashes with water and cover the lid securely; 3. Store the covered container in a safe place outside of your house and away from wind and other ignitable or combustible items. Do not dispose of hot ashes in plastic, paper, or cardboard; 4. Leave ashes in the container for several days to cool completely; 5. Once the ashes have cooled completely, you can dispose of them at the Orange County Landfill. Do not dispose at 9.9 leaf drop off or the County Compactor sites.

If these steps are not followed, you may be putting your family and community at risk. Houses have burned, garbage trucks have caught on fire, and people have been seriously hurt. If you are not positive that ashes are completely cool, just wait longer - it might save a life.

The Maintenance and Ecology Committee, one of the original four LOWA committees, is in need of additional volunteers. We are currently at six members, but struggle to establish a quorum each month. The Maintenance Department has overall responsibility for the maintenance and repair of all buildings, grounds, roads, paved surfaces, lakes, and other real property facilities, including installed equipment. Maintenance also maintains and repairs vehicles, engineer construction equipment, rights-of-way and walking/ biking trails.

Serving on this committee would be your opportunity to provide insight and recommendations on everything from budgeting, our pool complex, the Flat Run forebay, and 9.9 dumping to the health of our lakes. LOWA’s Maintenance Department contracts on a wide variety of projects that require a range of skill sets; as such, the committee also welcomes members of diverse backgrounds so long as we can all share a common interest in helping LOWA succeed. The Maintenance and Ecology Committee charter and a committee application are available on LOWA.org. We meet every third Wednesday at 7 PM in the maintenance building. LOWLINC Speaker Series: 18th Century Fort Germanna Archaeology

The annual LGA Christmas party will be held Friday, Dec. 1, in the large room at the Community Center. The fun begins at 11 AM. This party and luncheon is free to all LGA members. There will be a 50/50 raffle, some surprise activities, and lots of door prizes. Once again, we will be collecting donations to give to some needy families at Christmas.

If you are a lady golfer new to LOW, this gathering is a great way to meet some of the very friendly LGA members. We love to welcome new members.

The LGA year runs from Nov.1 through Oct. 31. There is a sign-up sheet in the ladies’ lounge at the Woods Center. Please sign up if you plan to attend so the committee will have an accurate head count.

Membership dues are being collected now. Pick up a membership form in the ladies’ lounge at the Woods Center. Fill out the form and hand it in with your dues check for $25, made out to LOW LGA. You can turn it in at the Christmas party or drop it in the box in the ladies’ lounge at the Woods Center. The deadline to register and pay dues is Dec. 31 if you want to be listed in the LGA booklet.

For those of you who are new to the lake and not familiar with the LGA, here are some of the things the club has to offer: • Christmas party in December • 9 Hole and 18 Hole option for Tuesday play • Golf every Tuesday morning from April 1 through Oct. 31 with a tournament game of the day. There is a $3 fee to play that goes toward prize money. Many of the ladies stay for lunch at Fareways Café after golf.

Would you like to know more about early 18th-century history in our own back yard? The first German immigrants in Virginia arrived in 1714 and were settled by Lt. Gov. Alexander Spotswood at Fort Germanna, off present day Route 3, across from the Germanna Visitors Center.

Spotswood built a mansion, “The Enchanted Castle,” in the area for himself in the 1720s.

E ric have searched for evidence of the wooden palisade walls of the 1714 Fort that Governor Spotswood built on Virginia’s colonial frontier. November’s LOWLINC speaker, Dr. Eric Larsen, Germanna Foundation archaeologist, will present an update on the search.

Larsen brings more than 25 years of archaeological experience to his position as archaeologist for the Germanna Foundation. He has worked with the National Park Service at Harpers Ferry National Historical Park and for the University of Maryland on sites in Annapolis. He directed fieldwork at the Freedmen’s and Contraband Cemetery for the City of Alexandria, and most recently assisted with excavations at George Washington’s boyhood home, Ferry Farm, near Fredericksburg for the George Washington Foundation.

Civic Club Meeting Topic: Living Easier with Less

Stage Alive! hosts an Evening with Chopin

At the Civic Club meeting Wednesday, Nov. 15, 7:30 PM, in the Clubhouse lower level, three guest speakers will address the art of organizing and decluttering our homes and methods for removal of the items in order to accomplish an easier way of life. Even if one’s home is the perfect fit, there still may be items that can be “released” for simpler living. For many people, the stress comes from not knowing how to take the first step of thinking through what should stay or go, and others may not know how to sell or where to donate items no longer needed or wanted.

Linda Clevenger, professional organizer and owner of Organization Direct, will be our first speaker. Linda has been helping homeowners downsize, right-size, purge, and eliminate items from their homes for over 11 years. She helps clients walk through the process of making decisions regarding the need to keep items and how it will impact life both now and in the future. As the spouse of a disabled veteran, she is passionate about helping other veterans and those who struggle with the day to day task of living a clutter-free life.

Cathy France, owner of CopperStone Auctions and Estates, and Craig Jensen of Craig Jensen Services, often work in tandem. They will provide options for the sale of items no longer wanted or needed. This year, Stage Alive! celebrates its 47th season bringing musical entertainment to Culpeper and surrounding counties.

Pianist Eric Lu will perform an all-Frederic Chopin concert for Stage Alive! at 7:30 PM, on Saturday, Nov. 18 in the Culpeper County High School auditorium. At the age of 15, Eric entered the Curtis Institute of Music in Philadelphia. A native of the Boston area, Eric has already, at 19, built an international reputation as a pianist with enormous promise and a distinctive musical style.

In October of 2015 Eric was awarded fourth prize at the 17th International Fryderyk Chopin Competition in Warsaw, becoming one of the youngest laureates in the history of the competition. With a concert life that is fresh and new, he has already received compelling responses from audiences worldwide to the unique beauty and intensity of the music he plays.

His performances have included recitals or concerto appearances at the Auditorio Nacional in Madrid, the Warsaw Philharmonic Hall, the Boston Jordan Hall, the Nohant Chopin Festival, the Krakow Music Festival, the Seoul Arts Center, Sapporo Concert Hall, and Tokyo Metropolitan Theatre, among others.

Stage Alive! is an all-volunteer, non-profit community organization and the only community concert association in central Virginia! Both season tickets and single tickets will be available at the door. Culpeper County High School offers ample free parking and the auditorium is handicapped accessible. A Birthday Gift for a Man Who Gave Much to Others Tom Walker struggled with poor eyesight all his life. That played a part in his developing a vision of how he and other members of the LOW Lions Club could best work to alleviate others’ sight problems. Walker, who died in 2014 after serving in a string of leadership positions in the club, including its presidency in 2005-’06, was a driving force behind its eyeglass recycling program and sight/hearing testing of youngsters in Orange County schools.

Dozens of Lions gathered on Oct. 29 to dedicate the Lions’ eyeglass recycling center in the Ferris Building to him. A Tom Walker Eyeglass Recycling Center sign had been installed at the driveway leading to the building. Walker’s widow Ann told the gathering that it was his birthday. (He would have turned 89 that day). “What a fine birthday gift!” she said.

Jerry Davis recalled that when the LOW Lions first got into eyeglass recycling, Walker would lead him and other Lions to a center in Roanoke to clean and screen glasses for distribution to the needy. Later, a recycling center opened in Falls Church, and they went there. In either case, they spent more time on the road than working.

Walker proposed and won approval for establishing a recycling center here. At first, it was located in a building above the main marina. Renovation was needed, and Walker led that effort. Then, when the Association wanted the building for other uses, Walker obtained approval to move to the Ferris Building. A former private home that LOWA had bought, it had been standing idle and was badly in need of repairs. Again, renovation was needed, and, again Walker led the effort.

Today, tens of thousands of eyeglasses recycled yearly in the building wind up with impoverished people who, like Tom Walker, have poor eyesight.

Primarily abroad, they might not have gotten the help they needed without the local efforts of Walker and other Lions.

The LOW Square Dance Club celebrated Halloween in style. Members, guests and our caller danced (and called) in costume while enjoying spooky snacks and fun surprises.

Best Ladies’ and Men’s Costume winners were Jennifer Christie and Jeff Widor. Face-painting for Jeff was done by his daughter, Grace.

Other outstanding costumes included Hattie Brinsfield, the penguin; Kevin and Janet Burrows, the farmers; Steve Joesphson as Johnny Appleseed; Bob and Nancy Tuttle as Mary Poppins and Bert; Roy Stein and Garnet Brannan, the spooky skeletons; Geraldine and James Hodson, the 50’s greasers; Bob Erickson the Viking; Susan and William Thomas, the cat and mouse; Carol McMasters, the garden fairy; Marty and Ruth Poch as the Blues Brothers and many, many more.

Childhelp Auxiliary members Linda Noggle, a long-time Reading Buddy, and Pat Almany, a newbie, have developed a Reading Buddies Handbook.

As you may imagine, children arriving at the Village who have had adverse life experiences are below their grade level in almost every area. Regular individual reading sessions with a volunteer have proven successful in improving reading ability as well as general positive social development. The Christmas trees for silent auction are decorated and donated by local groups and charitable organizations to support the important mission of the Clinic - providing quality medical care at no cost to neighbors without medical insurance or the means to pay.

Silent auction items include a diamond pendant necklace, a week’s trip to Williamsburg, a custom quilt made especially for the Clinic Gala, an autographed Tebow helmet, dance lessons and other exciting options. Our Medical Director, Dr. Tom Reynolds, will be one of the speakers.

The trees will be on display from 5 to 9 PM. The evening will start at 5 PM with a reception to allow time to view the trees and make your bids. Dinner will begin at 6:15 PM. Silent auction winners will be announced between 8:30 and 9 PM. Tickets are $50 per person, and all proceeds will directly benefit the Living Water Community Clinic. Dress: Black tie optional (tux or suit for men, and dressy attire for women). Seats are limited.

A Successful Year for Bluebirds in LOW

This year marked the first that the LOW golf course bluebird trail was included as part of the Virginia Bluebird Society network of trails. And what a year it was! Our trail of 17 boxes fledged 115 bluebirds, an increase of 64 percent over last year. Eastern Bluebirds are known to fledge up to three broods when conditions are right. Last year only one LOW box fledged three broods. This year, seven boxes had three broods, slightly more than half of the 13 boxes that fledged bluebirds. These outstanding results are directly related to the new boxes and predator guards installed last year.

The good news doesn’t stop there, however. Recently, the trail was renovated with the replacement of the seven remaining older boxes, the relocation of a box that had not been used for two years, and the trimming of plants infringing on the boxes This project was made possible by the continued financial support of the Ladies Golf Association. The boxes were again built by the Woodworker’s Club, and the field installations and maintenance were completed by Bev and Jim Arnold, Dan Greene and Diane Smith. We also have to mention the many golfers who have been so courteous and friendly to us, many of whom have shared their own bluebird stories. Finally, we couldn’t do any of this without the support of the golf course management, PGA Golf Professional Rea Hargraves.

To those LOW residents with bluebird and house wren boxes in their yards, now is the time to clean your boxes and winterize them. The bluebirds that use these boxes for winter shelter will thank you. In a recent article I mentioned how Virginia’s assessment of Orange County government’s fiscal health rated us in the upper half of Virginia counties. I recently came across another measure that addressed the overall community economic well-being of Orange County. The well-being was scaled on the economic distress of each county as compared to the other counties in the United States. The Economics Innovation Group, a bipartisan research and advocacy organization, created the Distressed Communities Index (DCI). The DCI incorporates seven metrics including high school graduation rate, housing vacancy rate, adults not working, poverty rate, income as compared to the state income and the change in the number of jobs and businesses in from 2011 to 2015. The inputs come from the Census Bureau and Business Patterns data. The scale ranges from 1 to 100 with the higher numbers representing higher levels of distress. Orange County as a whole was rated as 28.5 indicating a low level of economic distress as compared to the other US counties. The DCI was also available on a zip code basis which showed a wide variation throughout the county. Because of the significant differences in each zip code area, this detailed level of breakdown is probably less meaningful.

One of Orange County’s well known businesses is Skydive Orange which offers skydiving for first time jumpers as well as experienced skydivers. At a recent meeting, the operators of Skydive Orange briefed the Supervisors on their operations and their contribution to the economy of the county.

Their first jump as a club was conducted in 1977, and in 1986 they were incorporated. In 2001 Skydive Orange conducted less than 5,000 jumps per year. So far this year they have conducted over 28,000 jumps - a 20 percent increase over 2016. They have four aircraft, and each year consume about 50,000 gallons of fuel, purchased from the county’s fueling operation. In addition to civilian clients, Skydive Orange now supports military clients with a 30 percent increase over last year. Those clients now make up 35 percent of their revenue. They train about 3,000 students per year and conduct major events that bring upwards of 350 skydivers and thousands of visitors to the county all of which take advantage of local hotels, B&B’s and restaurants. We were also briefed on future plans for more facilities and equipment. Skydive Orange has a website that explains all of their offerings, including tandem jumps for first timers and the opportunity for extended freefall from almost three miles up.

MAINTENANCE: Full-Time Groundskeeper. This position is responsible for performing general landscaping maintenance tasks for routine and special events. Must have experience in the operation of grounds’ care equipment such as residential and commercial mowers, basic chain saw operation and weed eaters.

Heavy lifting and working in all weather conditions and on rough terrain is part of this job. HS Diploma – two years minimum experience with yard equipment required.

CLUBHOUSE. Part-Time Host/Hostess. The successful candidate will welcome and manage timely seating of guests and possess excellent customer service and communication skills along with a hospitable disposition and a positive and enthusiastic attitude. Some computer skills required. Work schedule includes the hours of 4-10 PM Wednesday through Sunday along with some holidays. Applicants must be at least 18 years of age.
