One Good Thing

by Jennifer Zukowski, LOWA Board Secretary This year we have an opportunity to do one good thing -- not just the Board -- all of us. This one good thing is the opportunity to make a positive difference in Lake of the Woods that extends far beyond this year to 30, 40, perhaps even another 50 years.

It is easy to overlook the importance of Association-owned property, which we call the common area, in favor of our own personal property. Fortunately, or unfortunately, the condition of the common area affects the value of our homes, either positively or negatively. Our homes will sell if the common area is in good condition, even if our homes are in poor condition. If the Association neglects the common area, however, no matter how nice the condition of our individual homes, our property values decline.

For some of us, our only asset is our home. If a time comes when we need to sell our home, we want the greatest value we can get for our property, whether the money goes to our children or grandchildren, "It is easy to overlook the to help with assisted living importance of Associationcosts, or just to make a profit.

Various members have approached the Board with ideas for how we might be able help these

individuals. We are open to your ideas.

The CARC project gives our community 25 ADA-compliant parking spaces for the Clubhouse, beach, fitness center and pool. Our old beach bathrooms will be replaced and moved closer to the beach. The fifty-year old bathhouse/fitness center building will be replaced with new infrastructure that will better meet the needs of our members.

The swimming pool will be replaced with a multigenerational/multipurpose pool that will meet the needs of all ages, from toddlers to seniors, as well as the needs of our physically challenged members. The old snack bar for the pool will be replaced by a new snack bar serving all members using the Clubhouse beach area, not just pool users. A new basketball court will be built for our youth to replace the old court.

Approximately five million dollars is a lot of money. But for all we will get, and for how long it will last, it is a worthwhile investment for the long-term benefit of our community.

TV18 Community Programming‌ About You, Made By You

Lake of the Woods Communications is always seeking new opportunities for giving our members the chance to access the communications platforms that we offer. We are pleased to announce that we are piloting a new community programming option for TV18.

Our hope is that local organizations and members will take the time to create quality programming that entertains, informs and educates. We envision a channel that is filled with programming that targets a wide range of demographics. Programming such children’s reading shows, tech guides for teens, local event or news highlight reels, or safety tips for seniors.

Program Contributors will film, edit and produce all of their own video content.

Programs must meet the content and quality guidelines which are outlined in our TV18 Community Programming guide; the Communications Manager reserves the right to decline any program that does not meet those standards or the regulations and/or rules that are set forth by the FCC or YouTube. Shows will air on Comcast Channel 18 and on our TV18 YouTube Channel.

TV18 will begin accepting programming starting on January 29. Program submission deadlines and air dates will follow the same schedule as Lake Currents.

President’s Letter

“Hope smiles from the threshold of the year to come, whispering, ‘it will be happier.’” (Alfred Lord Tennyson) HAPPY NEW YEAR It will be hard to duplicate the just-completed 50th Anniversary celebration at Lake of the Woods, but I believe 2018 will also be a banner year for members. But let’s look back for a moment at 2017:  the 50th Anniversary Committee did an outstanding job planning and carrying out a plethora of events during the year  the Garden Club did an outstanding job decorating the Clubhouse and the front gate for the holidays  the Maintenance and Grounds crews did an outstanding job keeping the Lake in showcase condition throughout the year  the new operations managers in the Clubhouse and the Equestrian Center were outstanding additions, along with the new Communications Director and new Assistant General Manager  the Youth Activities Committee provided outstanding events for the youth at the Lake with more to come in 2018  the Lions, the Vets, the Players, LOWLINC, the AARP, the Civil War Study Group, the Woodworkers, etc., provided outstanding service to the Lake  the Independence Day parade was outstanding, as was music on the Point  the Security and Fire and Rescue personnel did an outstanding job all year  the Woods Center activities and participation at Fareways was far beyond expectations  the Community Center continued its outstanding service of activities and meetings  the new Sweetbriar Pool was well received by both the Barracudas and family swimmers There are so many more, but these illustrate what an outstanding year we have had.

In closing, I want to thank Randy Schwabenbauer for stepping up to assume the role of Neighborhood Watch Coordinator. I ended my tenure with the close of 2017, after following in the footsteps of Jim Hutchison and Margaret Darby. It is in good hands with Randy.

Happy New Year! January is a good time to look back to the year just completed and look ahead to the year before us. In recent years I’ve led the management staff in a training exercise in January based on the Roman God Janus - the mythical god of beginnings. The “Janus Exercise” causes you to reflect on your activities with three key questions:  What should I stop doing?  What should I start doing?  What should I continue doing?

I believe 2017 will be most remembered for five key events. Each of these is worth thinking about what we want to stop/start/continue doing in 2018.

1. LOWA celebrates our 50th Anniversary with several events highlighted by the Proclamation Dinner in April and a blowout Independence Day Celebration in July.

2. We cut the ribbon on Sweetbriar Pool in May providing a new, modern zero entry swim lane pool available for swimmers of all ages.

3. LOWA surpasses the total of 3,800 homes built on the 4,256 private lots in April. Completed homes count stands at 3,833 today.

4. We cut the ribbon on the Equestrian Covered Ring, signaling a new era of horseback riding out of the rain and snow and under the lights at the stables.

5. LOWA begins new annual traditions as a result of the 50th Anniversary including a Wine Festival in October and a Christmas Tree Lighting Ceremony in December.

In 2018, there is one thing I think we should all pledge to continue doing or start doing: Being civil to one another. Civility is a dress-up word for being nice and polite to one another. Our LOWA Regulation I.G speaks to observing “proper decorum” for any activities in the common areas. Decorum is a dress-up word for polite behavior or good taste in conduct. Bottom line, civility and decorum are good characteristics for anyone participating in Association matters.

I mention civility and decorum because from time to time we see members turn to personal attacks instead of discussing positions on issues.

As I saw at the Annual Holiday Reception in early December, the lion’s share of LOWA members are positive people. It is no surprise, however, our volunteer Board of Directors gets critical emails and letters, and some of these get personal. Some writers are just members who want to be heard, and are being a bit rude to other members. Others – very few – go way past the civility/decorum line and become real and personal threats. These are handed over to Orange County Sheriff Mark Amos. We take civility and decorum seriously at LOWA, and we hope you will too.

Let’s strive to take the best from 2017, and make 2018 a year of positive interactions when discussing our ideas and issues.

Happy New Year!

Once again, I am holding indoor golf classes in the Community Center on Jan. 22-26 and Feb. 5-9. Classes will be five days for a half hour each for $50. The first class will cover grip, stance and posture. Each student will then find four other areas that they want to work on, and we will cover those points. As of today, each class has only one spot open. Please stop by the Pro Shop.

Lake of the Woods Golf Course is looking for additional Golf Tournaments to host from outside groups in 2018.

The cost to host a golf tournament is $25 per person. Most golf venues charge between $60 and $75 per player to play in a tournament. We are keeping our cost low so the significant portion on every dollar you raise goes directly to support your organization. If you have a group interested in holding a golf tournament or have a golfing league interested in holding weekly events at our golf course, please call Rea Hargraves at 972-2230.

Fitness Center Relocation to Lower Level Clubhouse, May 2018

The construction of the Clubhouse Area Recreation Complex is slated to begin in May of 2018. The Clubhouse, pool, fitness center and beach bathrooms will all be affected by this schedule. Neither the pool nor the fitness center will be impacted until sometime in May. Prior to the demolition of the existing Fitness Center, the majority of equipment from both the aerobic and weight rooms will be moved to, and set up in, the lower level of the Clubhouse. Estimates are that it will take less than a week to make the transition. Restrooms are available for use in the Clubhouse lower level. There will be a Security Access system at the lower level entrance door. Handicap parking is available near the entrance, and the lower level of the Clubhouse is ADA accessible. This area was chosen because it has the floor space to accommodate all of our equipment.

All new and existing Fitness Center memberships will be valid through the construction of the new facility. Take advantage our low annual Fitness Center membership fee, just $100/family and you’ll still have access to our full range of fitness equipment.

The Board of Directors seeks input from the members regarding the proposed changes. The Environmental Control Committee has recommended the changes and they have been reviewed by the GM, Rules Committee and the LOWA Attorney. Members are asked to review the proposed changes and are welcome to submit written comments to the board on the proposal by Jan. 26, 2018.

What is the amendment proposed and why? The amendment raises the maximum diameter and height of fire pits and allows them behind the home with a twenty five (25’) foot setback from the rear of the property within the planes of the house on any private lot.

Who Proposed it? The ECC revised it with input from the Rules Committee.

Should We Delay the CARC Project?

As most of you know, the Clubhouse Area Recreation Complex (CARC) will be a very significant investment for our community. The communications to the board of directors on this subject, both pro and con, seem almost endless. One of the many questions we have received is “Why not delay CARC a few years and put money into a building fund for it?” There are many reasons to pursue CARC, but I will limit this discussion to financial considerations only, specifically the effect of inflation on the CARC project. Here are some inflation-relevant numbers from government and construction industry sources: Consumer Price Index for our area: 2.2%1 (Nov 2016-Nov 2017) Residential Construction Cost Index: 4.0%2 (12 months ending Dec 2016) Non-residential Construction Cost Index: 4.8%3 (12 months ending Sep 2017)

Let’s say this year the Association obtains a $5,000,000 loan at 4.0% fixed interest rate for a term of seven years (current interest rates are approximately 3.5%). Using mortgage amortization tables, this would result in a payment of $192.70 per year per lot plus a modest service charge. With a fixed rate loan there will be no inflation adjustments to the payments over the term of the loan.

With inflation here is what happens. The non-residential construction cost index has increased every year since 2010. Economists expect this trend to continue due to the strong economy and extra high demand due to extensive repairs and construction after recent natural disasters. At a modest estimated construction inflation rate of 4.5% (economists expect this to be higher), this is what happens to $5,000,000 over five years.

So how much must we save each year to pay for CARC after postponing construction for five years? To have $6,230,909 in the bank we would need to raise the annual assessment $292.80 per lot each year for the five years ($6,230,909 divided by 4256 lots divided by 5 years). We would not have the new amenities to enjoy for this period and would still be paying for repairs to the current aging facilities on top of our savings plan.

Although these projections may not be exact, from a financial perspective I would choose $192 rather than $292. It would not pay to delay the CARC project.

President Morlan reported that the Germanna House property purchased

3.2 Report from the General Manager A. October Financials In October, we collected $261,394 in current year lot assessments. For FY2017-18 we have collected $5,089,169, or 88% of lot assessments billed.

Our current delinquency rate is 3.5% but continues to trend downward toward a rate of 2.0% or lower by the end of the year. The Preliminary Unaudited Budget Summary shows an unfavorable variance of $13,832 as of October 31.

Mr. Rodenberg selected highlights from the Operating Budget Summary and the Operations Center Income Statement Comparative to Budget to provide additional information on the reasons for variances to budget projections.

B. Lakes Management Report The Maintenance Department is examining and repairing our dredge equipment prior to redeployment to the Main Lake for the next two years.

C. Clubhouse Area Recreation Complex Project Update The General Manager provided the Board with an updated “critical path” timeline for the tasks required between October, 2017 and May, 2018 to prepare for the initial phase of construction next summer. A final cost estimate is due by February 13 for use before budget adoption. We hope to bid the project in April for the Board to award a contract by May 5, 2018.

On Monday, Jan. 15, the Locust Grove chapter of AARP presents its first program of the new year. Dr. Anne Truong, a physiatrist who specializes in pain treatment without using opioids or surgeries, will speak about alternative treatments for common ailments. She will discuss treatments for arthritis, knee and hip pain using the healing power of your own blood. Truong is president of the Truong Rehabilitation Center located at 10340 Spotsylvania Avenue in Fredericksburg. She has been a physician practicing pain management and rehabilitation for o n g 20 years.

Dr. A n n e T r u The Women’s Entrepreneurship Organization has appointed Truong ambassador representing the state of Virginia beginning in January. The group’s mission is to empower women to own their own businesses. This is another opportunity to learn about health care opportunities for AARP members and their neighbors. At our annual Christmas/Holiday luncheon, Past President Judy Mayfield, on behalf of Childhelp founders Sara O’Meara and Yvonne Fedderson, presented three founders of our LOW Auxiliary with a Childhelp charm.

These ladies, Nancy Horch, Karen Kovarik and Mary Lou McFarland, remain very active to this day. In 1993 when the Village was established, Sara and Yvonne called for volunteers from the local community to assist the staff.

Nancy, Karen and Mary Lou answered the call and later developed programs to further enhance treatment and rehabilitation while providing a surrogate grandparent figure. From reading buddy and special friends, the programs expanded to special events, birthday baskets/backpacks, seasonal parties, Star Outings, and personalized pillowcases and blankets on arriving and personalized duffel bags when leaving the Village. These ladies continue to inspire us all.

The Lake of the Woods Sailing Club honored its best at the clubâ&#x20AC;&#x2122;s awards banquet Dec. 16.

Commodore Jimmy Lee took ďŹ rst place honors in both the Spring and Fall Race Series, with Jean Westholt in second and Richard Chitty third.

Gary Close won the Round Turtle Island Challenge endurance race, with Lee as his crew. David Florence and Dan Kilgore ďŹ nished second, while Jean Westholt took third place.

Close was voted most improved sailor of the year by fellow club members.

Westholt won the Club Championship trophy.

Lee won the Wilderness Cup for amassing the best racing record in both local and away racing.

Club members selected Bill Wemmerus to receive the Bob Scatchard Sportsmanship Award for 2017.

Next yearâ&#x20AC;&#x2122;s Spring Series races will begin Saturday, April 21 with three races starting at 11 AM. The following Saturday, April 28, the Club will host its 37th Annual Invitational Regatta.

If so, youâ&#x20AC;&#x2122;re halfway there, as pickleball is somewhat similar. But if you havenâ&#x20AC;&#x2122;t played any of these sports, donâ&#x20AC;&#x2122;t be worried, as many of our players havenâ&#x20AC;&#x2122;t either.

Pickleball play can be soft, rapid-fire, or a combination. Games are played as doubles here at LOW, with paddles that resemble oversized table tennis paddles. Players hit a perforated ball that looks like a whiffle ball over a net, which is 36 inches high on the ends and 34 inches in the middle. In regular play, the winner is the first to score 11 points and to win by two points.

Pickleball is popular because itâ&#x20AC;&#x2122;s fairly easy to learn, without too many rules, and the equipment is reasonably priced. The biggest reasons for the gameâ&#x20AC;&#x2122;s popularity are that it is so much fun to play and it is an extremely social sport. Itâ&#x20AC;&#x2122;s very good exercise, but because the court is about one-third the size of a tennis court, play is easier on the joints and muscles. Play it a few times and youâ&#x20AC;&#x2122;ll be hooked, too!

Wonderful news about the proposed Dog Park! At the Nov. 14 LOWA Board meeting, the Board approved moving $30,000 to the New Asset and Improvement Reserve Fund specifically earmarked for construction of the dog park!

Only dog owners who are members of the Happy Tails Dog Club will be able to take their registered dogs to the dog park. You will be added to the Club Roster and will begin to receive emails concerning the dog park, dog club and other related announcements.

The specific duties of the officers are set forth in the draft Bylaws (which will be emailed to you when you join). It was discovered that the expansion joint failed at the Clubhouse pool, resulting in complete draining. Management authorized a repair at a cost of $3,025 from the Pools Budget.

Menu ordering capability at the Clubhouse is active, while pay-at-the table capability is expected to be available by the end of December. Following an updated menu restructuring, ordering at the table at Fareways should be available by the end of December, and pay-at-the-table capability sometime in January.

Progress continues at various stages for the new tennis and pickleball courts at Hollyfield Park. Further work will be weather dependent, and may not be completed until spring.

Daniel Smith has been appointed as our new Buildings Foreman, replacing Darryl Hale who moved out of the area. Fareways shift manager Genevieve Bailey resigned. In light of adequate staffing there, management will keep the position vacant for now to help improve the negative budget variance.

Assistant GM Chester Guzek will host a pre-bid tour of the Clubhouse deck replacement project on December 14th. Six contractors have expressed interest in the project and tour. Current plans are for the project to be completed by March/early April.

Several members have requested that the 9.9 leaf drop area be open again on Wednesdays; however, equipment operators need at least one day a week to work without interruption, and the current schedule has resulted in better management of the site. Members still have 6 days a week to use the facility.

3.3 Committee Liaison Reports: None.

3.4 Committee Reports Legal & Compliance Committee Chair Gary Reese reported there are currently 7 voting members and 3 alternates on the committee. They have processed 512 citations since their last report to the Board this past summer. Mr. Reese explained new meeting procedures they are using to create a calm environment for considering violations and interacting with members receiving citations. He requested input from the Board to help resolve Committee voting issues unique to the final verdict determination and associated fine schedule the Committee is now using.

4. PRESENTATIONS 4.1 FY 2018-2019 Budget Overview – Phil Rodenberg, General Manager General Manager Phil Rodenberg provided the Board with an early overview of the budget being formulated for FY2018-19. He provided preliminary estimated figures for the projected basic assessment due May 1, and for the additional one-time assessment per lot to pay for the proposed new Clubhouse Area Recreation Project (CARC). Several payment options for the CARC assessment will be made available to members to mitigate financial burden. He suggested several sources and strategies that could be employed to reduce the current estimated CARC assessment prior to any final assessment determination.

Mr. Rodenberg briefly reviewed a few of the capital projects in next year’s budget, and the next steps in the projected timeline for the new budget which is scheduled for final approval by the Board on February 21.

5. MEMBER COMMENTS ON BUSINESS AGENDA: NONE. 6. UNFINISHED BUSINESS 6.1 Consideration of Adopting Amendments to the LOWA Procurement Policy. Lions Sponsor Bland Music Contest for Youth

As part of its comprehensive mission to support Orange County’s youth, the Lake of the Woods Lions Club annually presents the Bland Music Contest for vocalists and instrumentalists. Thanks to the cooperation of Orange County High School, the LOW Lions Club will sponsor this year’s event Feb. 4 at the high school auditorium between 3-5 PM. The finest young musicians and vocalists from grades 8 through 12 will perform in a wide range of categories including classical, country & western, bluegrass and spiritual. All families. friends and area residents are invited to come and support our talented young musicians at the OCHS auditorium.

Refreshments will be provided.

A panel of experienced musical judges will award prizes to the first and second place winners in each category. Winners will subsequently compete in the Bland Music Zone Contest and possibly continue to the Virginia State Lions convention where they may compete for scholarships ranging from $1,500 to $2,500 each.

Lions Clubs of Virginia established the Annual James A. Bland Music Scholarship program in 1948 to assist and promote educational opportunities for talented youth in Virginia. Bland is known for composing more than 700 songs, including Carry Me Back to Old Virginny.

This is another example of how to the LOW Lions Club serves our community and our youth.

by Heather Kuzma, LGA Publicity Chair The LGA Christmas Luncheon was a big success thanks to the hospitality committee: Denise Reese, Lori Barnes, Sharon Carmical, and Debbie May. It was held at the Community Center this year. All LGA members in attendance were treated to a very festive party. It was especially nice to see so many of our Golden Girls there. Lisa Halpin does a great job of keeping in touch with these long time members. We managed to collect $900 to donate to three families for Christmas. Thank you to the MGA for their generous contribution of $150.

Dottie Lohr thanks the LGA members for their generous donations to the food pantry this year. In addition to all the food, $1,240 was donated to the food pantry. If you would like to continue your donations during the winter, drop them off in the LGA closet at the Woods Center. Dottie will pick them up and deliver to the pantry.

The calendar for the 2018 golf functions is set. For those of you who like to plan ahead, here are the dates for some of our main events: March 21, Spring Luncheon April 3, Opening Day Scramble June 5-6, Member Guest Tournament July 10, Sadie Hawkins Tournament Aug. 27-28, Member-Member Tournament

Ever tried your hand at acting? Or maybe you’re just curious as to what acting and the theater is all about. The Lake of the Woods Players are offering three theater workshops to our neighbors. The workshops will concentrate on acting, and will be given by noted Riverside Theater director Steve Thompson. The workshops are: Theater 101: Introduction to Theater – Monday Jan. 22, 7 PM Provides a basic understanding of the organization and vernacular of a typical theatrical production environment.

Theater 102: Working with a Director – Monday, Jan. 28, 7 PM Demonstrates the process by which a director envisions the production, how style choices are made, and how actors can facilitate lively and effective rehearsals.

Theater 103: Optimal Performing – Wednesday, Feb. 7, 7 PM A walk-through of character development, rehearsal practicum, and sustained performance.

Each workshop is 1 to 2 hours long and will be held in the Community Center. The cost is $15 per workshop. Space is limited. Wondering what The Players will pick to perform this spring? It’s a comedy. Play On is the hilarious story of a theatre group trying desperately to put on a play in spite of maddening interference from the haughty author.

Auditions will be held Feb. 4 and 11, from 2 to 4 PM at the Community Center. Play dates are April 20, 21, 22 (matinee), 28 and 29 (matinee).

There are 10 characters, seven women and three men, although a couple of the female characters could be played by men. LOW Community

At a recent meeting, the Supervisors approved a Special Use Permit for a solar energy generation facility, named by its developer as the Madison Solar Farm. This solar farm will be located on Route 20 just west of the Locust Grove Elementary School.

The solar array will cover about 400 acres of the 639-acre parcels and is expected to generate 62.5 megawatts of renewable energy. The electrical power will be delivered to the Dominion Power Grid and should be enough electricity to supply about 10,000 homes.

As with any SUP there are a number of conditions to protect the county and its citizens. These include buffering requirements to protect the viewsheds, protection of wetlands and a prohibition on tree cutting not directly needed for the solar installation. There is to be no signage, internal electrical lines must be under ground and lighting must be dark sky compliant. To ensure that the county is not saddled with cleanup costs once the solar farm reaches the end of its expected life, there will be a bond requirement to cover those cleanup costs.

The estimated cost to install this solar farm is over $80 million, but because Virginia wants to encourage renewable energy and has classified solar farms as Pollution Control Equipment, they have exempted 80 percent of the Machinery and Tools tax that would apply to this project and prescribed a 25year depreciation schedule. Even with that limit the solar farm should produce about $120,000 a year in new tax revenue during the first year and as a result of taking some of the land out of Land Use Taxation (a program that reduces taxes on land actively used for agricultural or forestry production), should increase land taxes by $10,000 a year. Once the solar farm installation is complete, there should be little demand for county services and the solar farm should be an overall financial benefit to the county.

In addition to county permits, there are a number of state permits and hurdles that must be managed, so construction will probably not begin until late 2018 or early 2019.

Citizens of Orange County provided several truckloads of supplies to the victims of Hurricane Harvey in the Houston area. Supplies were also sent to Orange County, Texas, that was also seriously impacted by the hurricane.

Mark Amos received a letter from the Sheriff of that county, expressing his and his staff’s heartfelt gratitude for the truckload of supplies that helped them to recover. He commented that law enforcement personnel are usually the ones giving to others in need and are not used to being on the receiving end. He further said that the supplies will help many get their homes back in order so that they can move into them. Those who supported this effort can feel good that their contributions have let others know that they are not alone when disaster hits.
