Finance Director Cole to Retire

Larry Cole, Lake of the Woods Association’s finance director since 2010, plans to retire Feb. 28, leaving behind a legacy of more than six years guiding and shaping association financial operations.

Cole, who resides here with his wife Nancy, took the LOWA job following several years of consulting work in the Richmond area. Proximity, he said, was the deciding factor in his decision to work here.

“A three and one half mile drive,” he said, “seemed better than a sixty to seventy mile one-way commute.”

“I will probably never really retire,” he explained. “I’ll do something to keep my mind active. The last thing I ever want to do is go home and spend time in front of the idiot box every day, watching Oprah and soap operas. There’s none of that in my future.”

He cites his proudest accomplishments on the job as building a highly-qualified staff in his department, making major strides in how LOWA uses its financial software, and tremendously upgrading the monthly reporting package, making it a great deal more useful to the board, committees and association members.

Known for his good-natured work-ethic, Cole has kept a favorite motto, “Git ‘er done!” on a whiteboard in plain view from his desk.

One pre-retirement decision he still has to make, he says, is “who to leave my Snickers bar to.” The candy bar has been waiting patiently on one side of his desk for his six years in that office.

The Clubhouse is Open!

by Joey Welsh, Clubhouse Manager It’s great to be back and have the Clubhouse open again!

Our usual two-week close-down and refurbish turned into seven weeks with the installation of a new fire safety sprinkler system throughout the entire building.

Whew, it was quite a job, and while you may not notice it a whole lot, look up and you can see the ceiling tiles have been replaced. Oh and of course the new sprinklers!

Thanks to Jessie and our maintenance staff for taking on the brunt of the workload after the system was installed. Great job by everyone!

Thank you also to my staff who hung in there. While we did lose a couple of people, most were able to stick it out and return to work this week.

We open with some changes to our menu, with more variety and fresh fish being featured each night. Come on in, check it out and say hi to all your friends once again here at the Clubhouse.

We are well into 2017 at this point and we hope everyone’s year is off to a good start. Let’s all remember to be kind to one another and live a full and happy life. See you soon!

All boat decals need to be on boats by May 1 to avoid a potential summons. We recommend that after buying the decal, you apply it immediately to your boat.

President’s Letter

I never said most of the things I said. (Yogi Berra) The opening quote brings Facebook items right to mind, because most Facebook quotes relating to the board fall outside of fact and more into the fiction category. I am always amazed at how inaccurately actions taken by the board are reported. Hopefully, by moving toward having Board meetings “live streaming” on the LOWA website we can help correct that. Final action on a proposal to do this might come as early as the Feb. 15 Board meeting.

Budget amendments and the golf maintenance and pool management contracts were the highlights of a long (5 hour) but productive Feb. 4 board meeting. Board members submitted 24 budget amendments, the most that anyone can remember, and all were debated before taking any final action.

Of those, 13 were approved, three failed, six were withdrawn, one was tabled, and one failed for the lack of a second. Those actions resulted in a tentative assessment figure of $1358 or an increase of $18 over last year. Final action on the budget and the final assessment will take place at the Feb. 15 meeting.

Assessment letters are mailed to members the last of March.

IGM (the current contract holder) was approved as the winner of the Golf Maintenance contract over three other companies. This was perhaps the most detailed RFP (request for proposal) process in the history of the lake. Many members participated in the development of the RFP and then a number of others were a part of the interview, evaluation, and recommendation process.

This working group unanimously recommended IGM as the winning bidder.

The board also considered an in-house proposal on the contract, but opted to stay with IGM. The in-house numbers did not provide significant savings and also carried a higher risk in maintaining the overall quality of our course.

Winkler Pools was approved as the winner of the pool management contract. Their bid enables us to maintain our current cost level and also gain some significant extras-like two more weekends in September. You will remember we opted to change companies after the failure we had at Sweetbriar Pool at the end of last season.

As this Lake Currents comes out, the Clubhouse should be reopened after the extensive work installing a new fire suppression system. Oh, the stories that could be told of what all was found when doing this project: chandeliers not secured properly in the ceilings; old heavy metal duct work to be removed; and, so on and so forth. (I will let Jessie and Joey tell those stories.) But kudos to Cavalier and our people, who were doing the finish work, on the project. It will be brighter in the Clubhouse because of painting and new ceiling tiles, but this is also one of those projects you might say, “I do not see any difference from before” because the work was done above the ceilings. But it is different and safer.

Hopefully, with the Clubhouse closed many of you got to experience Fareways as an alternative place to dine. I did notice more people and new faces in the crowd at Fareways and I appreciated how all pulled together to provide this positive experience for members.

Another piece of good news last week was when the contractor for Sweetbriar Pool reported that with good weather and no significant problems, the pool would be ready in May 2017.

While attending a dinner show at Riverside Dinner Theater this month, I met some relatively new residents of LOW at the table next to ours. Pam was telling us about a newly-formed group called “the Ladies of Orange County” that get together here in the Lake for socializing and raising funds for various activities. It was a conversation to be continued.

At the January treasurer’s meeting, it was reported that our Unrestricted Operating Cash Position (UOCP): (cash used for day-to-day expenses and not for Capital Projects) will be at 100 percent of the payables value in cash

by April 2017 (enough cash from the current year to meet our obligations for Accounts Payable and Accrued Expenses) assuming the Board transfers $80,000 from New Construction and Renovation Reserve per the Reserve Policy. This meets the first milestone of the UOCP policy adopted by the Board in June 2015. It is projected that we will reach the second target of the policy, a cushion of 33-1/3 percent, by April 2018. This is ahead of schedule and speaks to the financial stability of LOWA.

Finally, I have to tell you about this wonderful newspaper article, with picture, from a 1947 Iowa newspaper about the Essex High Trojans basketball team. Why so special you say? Well the picture shows one of the high school players putting coal into a potbelly stove to heat up the practice area. That practice area was in the city hall building because the team had no gym and the ceiling was only 12 feet high. My, how times have changed. The player pictured is our one and only Ken Tillman. Thanks Ken!

Even in winter there is constant activity around LOW. As I look around the lake I see items of interest to report to you. Larry Cole, our Finance Director since 2010, is retiring in February. I have thoroughly enjoyed working with Larry over the years. Larry can look back with pride knowing he has done a large part to keep our finances sound, as evidenced by our clean financial audits each year. Larry worked with members during hard times with pay plans to keep their accounts current. He helped the Board and Finance Committee to update and refine our cash reserve policies. The first big project I associated with Larry was untangling our phone bill to get rid of unnecessary charges.

He saved LOWA on its monthly bills by documenting all the phone lines we stopped using over the decades. Larry also helped negotiate with Comcast the new fiber optic voice over Internet protocol (VOIP) system we use now.

We will miss Larry and his Cole-isms like “git ‘er dun” and “the bottom line is...” Larry and his wife Nancy live at LOW, so he’s not going too far. Stop by the Holcomb Building before February 28 to say goodbye.

Down in Section 13 near Keatons Lake (aka the Fishing Lake) there is a new Corps of Engineers approved wetlands structure known as the Eastover Park Water Quality Retrofit. I was present the day in January when our contractor, EQR, opened up its meandering ditches designed to trap sediment and pollutants during rain events as runoff leaves the Wilderness Battlefield and before it reaches the lake. In case you are wondering, it is supposed to look full of water at all times. EQR will add wetland plantings in the spring. We will soon see and report the measurable results as our Environmental Resources Manager Bobby Jones examines the turbidity and clarity test statistics. After working on these projects since 2012, it is exciting to see this wetland project on line.

The Clubhouse reopens for business Feb. 15 after being closed since Jan. 1 for the complete replacement of the fire suppression sprinkler system.

It was no small task. We had hoped for a partial opening of the Members Lounge on Jan. 26, but as the date approached, we decided the building condition was not what clubhouse patrons would accept. We waited until our contractor, Cavalier, was completely finished. You cannot really see all that piping up in the ceiling, but please know that our clubhouse is a much safer place to dine and work. I hope you will come in and see Manager Joey Welsh and her staff. In the meantime, members have been dining at Fareways Café at the Woods Center. We recently hosted a fun karaoke night and have another planned for March 31.

After weeks of design and permitting, we were all happy to see the demolition of the old Sweetbriar Pool begin Feb. 8. NVblu is on track to complete the pool in time to open on Memorial Day weekend. On Feb. 4, the board awarded a contract to Winkler Pool of Springfield, Virginia to provide lifeguards and manage the Sweetbriar and Clubhouse Pools for two summers. Lake Currents

The Board of Directors approved Resolution 2017-4, a policy resolution to allow electronic meeting notification and electronic election balloting, as well as to clarify use of member voting by secret ballot at its February 4, 2017 meeting. The resolution is effective immediately.

The changes allow the way toward implementing a choice of electronic voting in this fall’s board election. This supports one of the current board goals. Electronic voting has the promise of increasing member participation and lowering the expense of preparing and mailing an election or referendum.

ARTICLE IV. MEETING OF MEMBERS Section 1. Annual Meetings. The Annual Meeting of the Members of the Association shall be held at ten o’clock in the morning on Labor Day (the first Monday in September) of each year at a place specified by the Board and stated in the notice of that meeting. Failure to hold the annual meeting at the designated time shall not be considered a waiver of the Association’s rights to conduct business nor be considered forfeiture of the charter or dissolution of the Association.

Section 2. Special Meetings. A Special Meeting of the Members of the Association may be called at any time by the President, or the Board of Directors, or upon written request of eight hundred (800) of all the Voting Members of the Association who are eligible to vote. A Special Meeting shall also be called to close referendum voting on amendments of the Articles of Incorporation and Declarations.

Section 3. Notice of Meetings. Written notice stating date, time, and place of each Annual and Special Members’ Meeting shall be given by the Secretary of the Association or the person who is designated by the President of the Board to call the meeting, by mailing a copy of such notice not more than fifty (50) nor less than fourteen (14) days before such meeting to each Member entitled to vote, mailed to the Members’ address last appearing on the books of the Association or supplied by such Members to the Association for the purpose of notice. Notice of a Special Meeting shall state the purpose or purposes for which the meeting is called and shall be mailed, as stated above, not more than fifty (50) nor less than seven (7) days before the date of such meeting.

Members who consent to receiving notices of meetings of the Association and any other communication from the Association by electronic transmission in lieu of mailed or hand-delivered notices shall receive such electronic notice of annual and special meetings of Members and any other communication from the Association upon providing their consent in writing. The consent submitted to the Association shall include the following: a. A verified email address or fax number at which the Member shall receive notices; and b. A dated signature of the Member; and c. A statement that the Member agrees to accept the communication and notices by electronic transmission and that said transmission shall substitute fully for mailed or hand-delivered notices.

A Member may revoke his or her consent to electronic notice and any other electronic communication from the Association if the Member provides written notice of revocation to the Association. It is solely the responsibility of the Member who has given consent to receive electronic notices and electronic communication to ensure that the Association is furnished with any changes to the email address or fax number to which notices are delivered.

Unless and until the Member furnishes a revocation or amendment regarding said address or number, the Association shall be deemed to have complied with its notice requirement by delivering electronic notice of the last known address or number on file with the Association.

Section 6. Methods of Voting. At any meeting at which a vote of the membership is to be taken, the members in good standing may vote by

last few months to put together a responsible budget for the community, and the BOD thanks all of them greatly. The next budget cycle will begin in September after the new Board Members are elected.

Copies of the unaudited financial statements through Jan. 31 are available in the Reading Room at the Holcomb Building for review during normal business hours by members at their convenience. The next Treasurer’s meeting will be on Monday, Feb. 27 at 1 PM in the Community Center classroom, and all members are welcome to attend.

As usual, there is a lot going on at Lake of the Woods at this time of year. Fortunately the weather has, for the most part, been a positive this winter. Let’s hope it stays that way till the flowers and trees come to life. Some of the increased activity is related to LOWA’s 50th Anniversary Year celebrations during 2017. Check the schedule and try to attend at least some of these activities organized by the 50th Anniversary Steering Committee.

Speaking of positives, demolition of the old Sweetbriar Pool has begun and construction of the new pool will be underway in the very near future by our contractor NVblu. The expectation at this point is for an opening by Memorial Day weekend so we hope the mild weather holds through the spring so we can achieve our objective and open on time. I know the swim team will appreciate all the expanded features of the new pool.

Once again this year, our cash “Our collections continue position is strong. Please take a moment to review the Year-To-Date Financial Statements included in this issue of Lake Currents and pay special attention to the Key Measures schedules as they provide a quick overview of where we stand in some very important statistics.

It’s also time for a new Reserve Study. At its Feb. 4 meeting, the Board of Directors (BOD) approved the release of an RFP for a new Reserve Study to be conducted in the summer of 2017. The Virginia Property Owners Association Act Section 55-514.1.A.1 requires that we “Conduct at least once every five years a study to determine the necessity and amount of reserves required to repair, replace and restore the capital components.” The last study was conducted in the summer of 2013 and we have updated it every year since to ensure it remains current.

The Reserve Study is a huge undertaking and we contract with a Reserve Specialist who is a professional engineer to conduct the study. It also involves many Operation Center Managers, Staff, Committee Members, and Board members. We will review the age and condition of almost 800 Assets to estimate the remaining useful life of the assets and the period of time when repair or replacement is required. The Board is committed to funding the entire amount of the recommended Contribution to Reserves annually through the budget to ensure adequate funds are always available to maintain the assets of the community in a responsible way.

In addition to the projects discussed above, we are also heavily into the budget process and are now down to the wire. The General Manager (GM), Staff, Operation Center Managers and Committee members have been immersed in the budget since early October and now the BOD gets its shot at reviewing and approving the GM’s proposed budget. It was published in the Jan. 20 edition of Lake Currents and the GM made a presentation to the community on Jan. 28. The BOD has already weighed in on some elements of the budget as they considered some amendments to the budget at the Feb. 4 meeting. We anticipate there will be further discussion on Wednesday, Feb. 15 before the vote to approve the budget for the upcoming fiscal year which begins on May 1, 2017. I will be attending the USGA/VSGA Rules of Golf Workshop Saturday, Feb. 25 at Farmington Country Club in Charlottesville. Each year I try to attend one of these classes.

I will be conducting a class covering the basic Rules of Golf and our local Rules for the Ladies Golf Association in the trophy room at the Woods Center, March 14 from 9-11 AM. Everyone is welcome to attend and participate.

This will be our third year for the Lake of the Woods PGA Junior League. We are looking for children ages 7 to 13 to add to our team. This league is designed for beginner golfers.

A few items of note: (1) dwellingLIVE allows for passcode setup to verify a user requesting a guest to enter LOW. This is not required but the Association highly recommends this feature to ensure your account is safe and secure. (2) All guest information did not transfer to the new system.

This information will need to be entered into dwellingLIVE. (3) dwellingLIVE is driven by property, not user. This allows a property owner to setup and manage individuals authorized to use the system, including tenants.

Celebrating 50 Years of Community

Jeff Flynn grew up in Covington, Kentucky, but it was a trip to DC for his brother’s wedding that changed his life forever. Yes, a beautiful young redhead was filling in as a bridesmaid at this wedding and Jeff took note. He and Judy were married eight months later and lived for 16 years in Maryland.

In 1967, they joined their Maryland neighbors for a weekend at this new community in Virginia - Lake of the Woods.

Photo provided (The neighbors were interested in the free picnic table that was being offered Judy and Jeff Flynn as a promotional gimmick for visiting the property.) Somehow the dirt/mud roads and the promise of a lake-to-be did not dissuade them from making Locust Grove their weekend destination for the next nine years. They camped in the campground, joining the tight-knit community that was formed among that group of early investors in LOW. They built their first house here on their corn field lot with not a single tree on the property, moving permanently to LOW in 1976.

The developer had first built a coffer dam across the lake about half a mile south of the current dam. The hope was that this smaller hole-in-the-ground would fill up quicker with the Flat Run River feed and rain, making the property even more appealing to potential buyers. Good plan. The idea worked. The smaller lake indeed filled, allowing people to begin using their motor boats long before they actually had homes here. (Hurricane Agnes in 1972 is credited with the final filling of the Lake, washing over the coffer dam and extending the lake to the current earthen dam.)

In addition to the lake was the golf course. While not the easiest course to play, it belonged to the community and they took pride in it. One of the activities of the original landowners was to gather together on a Saturday morning and help clear the rocks from the 16th hole. “All for one and one for all.”

Jeff and Judy raised their two children here. Their son, Daryl, still lives in Lake of the Woods with his family on Edgemont Circle.

This pioneer community enjoyed many traditions which they forged in their time together. One favorite was the Labor Day Variety Show - a talent show which highlighted anyone who had a talent to share…or not. The Ski Club show was another family favorite.

Jeff and Judy mentioned several people whom they believed were very important in creating the community we have today: George Dodson – A dedicated servant who started the Fire and Rescue team and was the security chief for many years.

The O’Toole family – Some of the earliest residents who embraced newcomers as part of the LOW family.

Gordon Gay – Was instrumental in the early water ski shows; an attorney who still has a practice in Fredericksburg and has competed internationally in water skiing for over 50 years.

Borgny Ostby – One of the founders of Lake of the Woods Church.

Evelyn Wilshire – Secretary to Jim Foote, the developer.

Jeff and Judy have subsequently built two more homes here in the Lake, now residing on Madison Circle.

LOWA’s Proclamation Celebrations April 21-22

Former LOWA member Carolyn Nowakoski wrote in her memoir, “Just inside the front doors (of the Clubhouse) were two large display cases which held relics from the Civil War, found when the roads, etc., were put in. The Clubhouse was rather small with a Great Hall and small dining room, and two offices. Downstairs, an independent “bottle club” was established early on.”

Boise Cascade was eager to set up a bar at the Clubhouse, as an enhancement for the sale of lots. Orange County was a dry county at the time, and selling liquor by the drink was illegal. An obvious solution was to form a bottle club. They set up the facility in the lower level of the Clubhouse, furnished it and accepted John R. Henry’s offer to take on the job at Lake of the Woods on a voluntary basis. Thus, the Wilderness Bottle Club was the first of the many major volunteer organizations. In order to get a liquor license, a non-profit company was chartered Nov. 7, 1968, with a governing board that excluded Boise Cascade The president of the club, James Stewart, and the treasurer, John R. Henry, would later be members of the first all-volunteer Board of Directors of Lake of the Woods. The Bottle Club became the social center of the community. Many of the social activities at the Lake have their roots in the Wilderness Bottle Club.

When Boise left, the LOWA Board immediately shut down the Wilderness Bottle Club and managed the operation as part of the Clubhouse until Orange County went from dry to liquor-by-the-drink in 1975, hence no longer needing a bottle club.

Lake Currents

The Dedication and Plat of Lake of the Woods Subdivision was recorded in the Orange County Deed Book 216 on Feb. 3, 1967. Each section, 1 through 13, was recorded separately. While today there is no distinction in restrictive covenants among the sections, that has not always been true. Sections 14 and 16 were added later.

The consulting landscape architect for the project was the prominent Edward Durrell Stone, Jr., of Ft. Lauderdale, Florida. His drawing board Photo provided turned out the design for the 145-foot John Henry. Circa 1968. clubhouse, the community entrance and surrounding landscaping. Cost was budgeted at about $500,000. The complex was nearly complete by the end of 1967, with tennis courts, a pool with attached bath building, a clubhouse with patios, and a white shady beach toward which the water was slowly rising.

The following February, 1968, a grand party was hosted by Jim and Shirley Foote. Anna Townsend Willis attended and wrote her impressions in the Culpeper newspaper. “Mrs. Shirley Foote (Jim Foote’s wife) did the planning and supervision of the decor of the Lodge (Clubhouse), saying ‘What I really want is for it to look intimate and homelike.’ It was her idea, since it is real country with woods all around, to bring the outdoor look inside, using autumn shades of brown, yellow, and green. The wide chimney breast adds to the country look, also, and on the crisp, winter night of the party, huge logs from “the Spotswood woods” burned in the big fireplace. Food and drink, music and firelight and people, it had all of the ingredients of a good party. And, last but by no means least, was Barney Duggan, the Ambassador of Good Will for the town-by-the-lake! Resplendent in white brocade, buckles and bows and silver wig, Barney stood near the framed portrait of the colonial governor, Alexander Spotswood, whom he was impersonating for the evening. The framed portrait of the colonial governor was made by the Goad Studio of Culpeper, from a small black and white copy of a portrait found in the belongings of the late Mrs. Lelia Spotswood Willis of Culpeper (the last Spotswood to live at today’s Spotswood Park). The picture, which is of much interest to historians, and Virginians in particular, was mounted on the Clubhouse wall above a glass-topped case housing a collection of memorabilia found around the grounds of Orange Grove.”

Overview of LOWA Restricted Cash Reserve Accounts

The Board of Directors has just approved the operating and capital budgets for next fiscal year which starts May 1, 2017. The primary role of the Finance Committee is to review the proposed budgets and present its opinion to the Board of Directors. We, the members of the Finance Committee feel it is timely to give you, the members, a brief overview of the current status of each of the Cash Reserve Balances and how they are being utilized.

LOWA maintains four separate Cash Reserve Funds with clearly defined policies and procedures for each Fund. The Board funds these accounts each year from the annual assessment collected. All Reserve Funds are board-restricted and cannot be used for operations without specific board approval. The Reserves are: Repair and Replacement Reserve (R&R).

LOWA is required by its governing documents and the Virginia Property Owners’ Association Act (POAA) to set aside monies on an annual basis to fund the Repair and Replacement Reserve Account. The level of funding is recommended by an outside engineering firm that specializes in reserve study analysis, and is approved by the board. The last comprehensive study was done in 2013 and the next one is scheduled for June 2017. This fund is to be used only for repair and replacement of existing assets that are listed on the association’s accounting records. This fund covers the cost of replacing equipment, repairing buildings, grounds, roads, dams, and the lakes. The balance as of 12/31/16 was $2,586,424.

New Asset and Improvement Reserve (NAIR).

The purpose of this fund is to set aside monies to acquire new assets that are not included in the formal Reserve Study Analysis, or reflected in the accounting records of LOWA, or to improve existing assets. These monies can also be used to cover the cost of significant additions to existing buildings. The balance as of 12/31/16 was $97,217. Funding is done annually at the discretion of the board.

Contingency Reserve (CR) The purpose of this fund is to set aside monies to be used for unforeseen spending requirements that are not anticipated when the budget is developed. The balance as of 12/31/16 was $100,776. Funding is done annually at the discretion of the board; however, as a goal, the fund balance should be $100,000 at the start of each fiscal year.

New Construction and Renovation Fee Reserve (NCRF) LOWA receives fees annually from contractors and members who engage in new construction and additions to properties within Lake of the Woods.

All fees received during the year, net any adjustments, is used to fund this account. These monies are restricted to capital spending programs that improve common areas. The balance as of 12/31/16 was $223,098.

LOWA Regular Board Meeting Saturday, March 4, 10 AM, CC

If living a healthier lifestyle and getting fit is one of your New Year’s resolutions you may want to check out the Water Fitness Program at Wilderness Presidential Resort. Water fitness exercises are a great way to add strength and flexibility without putting a great deal of stress on your joints and, most importantly, they are Fun! Wilderness Presidential Resort is located on Route 3, just six miles east of the entrance to Lake of the Woods. Classes are held Mondays, Wednesdays and Fridays at 10 AM and 11:15 AM. Pick the class that works best for your schedule. There is also a Thursday evening class at 6:30 PM. Each class costs just $5 and you will pay right at the pool.

Classes are an hour long. They begin with a warm-up, followed by stretching, a 20-25 minute cardio segment, and finish with strengthening movements and a relaxing cooldown. Exercises are choreographed to a variety of music and, yes, all are encouraged to sing along. All equipment is provided by the resort.

You need not register ahead of time. Simply check-in at the Security Gate, and you will be directed to the indoor pool. There is a one-time registration form to be completed on your first visit.

Dealing specifically with the Lake of the Woods assessment, James R. Foote, the man who developed Lake of the Woods, when speaking to the LOW AARP chapter in 2010, estimated that if his company was still operating LOW, the annual assessment would be nearly $2,500 per year for each member, based on the amenities provided here.

Member questions that seem to come up regularly, particularly during the annual Board of Directors election season are: Why does our assessment keep increasing? Why is it so high? Isn’t that TOO HIGH? With an understanding that answers to those questions may be based on individual circumstances, and shaped by each individual’s viewpoint, Lake Currents performed an informal comparative market analysis to determine how Lake of the Woods stacks up against other local homeowners associations and national comparables in terms of what the member gets versus what they must pay.

First, a few basic concepts regarding homeowners’ association fees in general.

Since precise numbers on actual national average HOA fees are not readily available, this information was gleaned from Investopedia.com, a national investment advice and education provider.

“What is a Homeowners Association Fee?” An amount of money that must be paid monthly by owners of certain types of residential properties. HOAs collect these fees to assist with maintaining and improving properties in the association.

For condominium owners, HOA fees typically cover the costs of maintaining the building’s common areas, such as lobbies, patios, landscaping, swimming pools and elevators. The association may also levy special assessments from time to time if its reserve funds are not sufficient to cover a major repair. HOA fees can also apply to single family houses in certain neighborhoods, particularly if there are common amenities such as tennis courts, a community clubhouse or neighborhood parks to maintain.

“How much are HOA Fees?”

HOA fees vary drastically, but some estimates claim these fees are between $100 and $700, with roughly $200 as an average. However, fees vary based on what the HOA provides. Generally, the more services and amenities, the higher the fees.(Editor’s note: Since these estimates are for monthly assessments, LOWA’s proposed assessment of $1,358 per year, or approximately $113 per month, is clearly on the lower end of the national scale, even without factoring in the level of amenities provided) In considering strictly condominium HOA’s, Investopedia.com says: HOA fees often range from $200 to $400 per month. The more upscale the building and the more amenities it has, the higher the homeowners association fees are likely to be. In addition to monthly fees, if a major expense such as a new roof or a new elevator comes up and there aren’t enough funds in the HOA’s reserves to pay for it, the association may charge an extra assessment that can run into thousands of dollars. Regardless of whether the HOA governs a building, such as a condo or townhome structure, or a neighborhood of individual houses, HOA fees help maintain the quality of life for the community’s residents and protect property values for all owners. Keep in mind that you will have to pay for recreational facilities whether you use them or not. Don’t expect your fees to be reduced based on services you don’t use. Even if you never take a swim in the pool or work out in the gym, you’re expected to pitch in to maintain them.

Rapidan Service Authority: Look Out for Water Leaks!

Here’s a handy way to tell if your toilet has a “silent” leak.

Put 12 drops of food coloring into the tank. Wait 15 minutes. If any dye appears in the toilet bowl, water is leaking from the tank. Your toilet needs repair!

To reduce the amount of water used per flush, you can install a plastic jug full of water in the tank. Be sure installation doesn’t interfere with operating parts. Do NOT use a brick – it may disintegrate and cause problems.

Check Your Water System for Leaks 1. Locate your water meter. The meter is usually located at your property line near the road.

2. Read meter twice. First at night, after the days water use has ended; again in the morning, before any water is used.

3. Find the difference. Subtract the first from the second reading, to tell you how much water (if any) leaked out overnight.

4. If you suspect a leak, find it by checking pipes, connections, etc. Have it repaired quickly.

Remember, the customer is responsible for the maintenance of the service line from the meter to the house. Repair leaks quickly!

Inside or Outside Water Leak?

1. Make sure that no one is using water.

2. Then check your water meter to see if the leak detector is turning. The leak detector is located on the face of the meter and is usually a small red triangle. If the leak detector is turning, water is going somewhere.

3. Next, turn off the main shut-off valve to your home. This valve is usually located where the water line enters the home.

4. Go back and check the meter again. If the detector on the meter is not turning then you’ve determined that the source of your leak is inside the home. If the detector continues to turn, then the leak is in the outside line.

Starring Sherri Hayden as Patsy Cline and Michelle Ditzler as her fan, Louise Seger, Always Patsy Cline is a tribute to the legendary country singer who died in a plane crash at the age of 30.

The story line is based on a friendship that Patsy developed with a fan from Houston, housewife Louise Seger. Seger befriended Patsy in a Houston honky-tonk Photo by Josh Smith and from that came the friendship that lasted until Patsy’s death. What began as Sherri Hayden fan worship evolved into mutual respect.

Over coffee the two chatted about their common concerns. When Patsy left for her next job the two exchanged addresses and telephone numbers. Seger really did not expect to hear from Patsy, but soon after she left, Seger received the first of many letters and phone calls. The name of the show comes from the ending of the letter to Seger “Love ALWAYS, Patsy Cline.�

The play focuses on the evening at Houston’s Esquire ballroom when Seger hears of Patsy’s death. Segar tells the story while Patsy sings the tunes that made her famous. Including such memorable songs as Crazy, I Fall to Pieces, Sweet Dreams, and Walking After Midnight. This show combines humor, sadness and reality. Older fans can remember Patsy as she was, newer fans can get a glimpse of what she was like and why her older fans liked her.

Performance dates are March 10, 11, and 18 at 7:30 PM and matinees on March 12 and 19 at 2 PM. Tickets prices are $29 for adults and $24 for students. Tickets can be ordered on line at lowplayers.org or by calling Sandie Frame at 972-6385.

The Susannah Chandler Chapter of the DAR hosted retired Air Force Staff Sergeant and meteorologist, Jack Wolf at its Jan. 14 meeting. Wolf served in the Air Force for four years, including service in Korea from 1951-53. He spoke on his experiences in the Korean War, and gave a wonderful presentation of living history. DAR members attending were: Kerry Gryczynski, Chaplain; Emily Slunt, Recording and Corresponding Secretary; Flo Clarke, Public Relations; and Marie Johnson, Historian and Services to Veterans.

Wolf received his orders months after he enlisted and was sent to the wrong boot camp several times. He had an interesting time in boot camp and, as a math whiz, wound up in meteorological school. The Air Force needed weathermen, so off to Korea he went. He described his experiences in South Korea, stationed near a medevac field, as being reminiscent of the TV show MASH. Jack was able to barter with other military units to get the things they needed. They finally had a wonderful mess hall, until cleaners tried to clean up the kitchen using gasoline and the whole thing burned to the ground.

Jack’s beautiful word pictures and his many black and white photographs from those times helped us remember that all wars are bad, but the members of our armed forces make the best of every situation and hopefully return safely. Wolf is a member of the LOW Veterans Club.

During the past few months, the Lake of the Woods Pickleball Club (LOWPBC) has introduced the sport of pickleball to many residents of LOW. Pictured are some of the newest beginner players. Welcome to our team!

Pickleball is more than a game. It’s a way of life. It inspires us. It creates lasting memories. It brings us together. At LOWPBC we believe these shared experiences transform us from individual players to members of a growing and vibrant community.

Pickleball is easy to learn and you don’t have to be terribly athletic. Most players do it for exercise, fun and sociability. It is great to see something flourish and grow quickly. Pickleball has seen explosive growth around the world and in LOW. Playing pickleball is a great time to have fun and meet new people.

Every Thursday in the Marion Pronk Hall at the LOW Community Center there is a beginner’s class starting at noon and running until 2:30 PM. Lessons are free and equipment is provided. All you need is a good pair of tennis/court shoes. Walking and cross trainer shoes are acceptable. If you want to progress from the beginners, we also have intermediate and advanced levels.

The Stage Alive! Community Concert Association has been presenting internationally acclaimed artists to the community since 1970. We are an allvolunteer, non-profit organization committed to enriching the cultural life of our community through live performances.

FLOW Seeks Teen Safe Donations

Friends of Lake of the Woods (FLOW) is accepting tax-deductible donations for the early phases of the LOW Teen Safe Project.

FLOW is an independent nonprofit 501(c)(3) corporation dedicated to promoting and supporting the Lake of the Woods community. FLOW is not a sponsor of this project; however, it is a conduit for donor funds.

The project is being spearheaded by Leslie LaVenuta. According to her and Allied Universal Security Chief Scott Walker, this effort will serve LOW’s 12 to 18-year-old population of 600 to 800 teenagers. Walker notes that such facilities are proven to reduce teen crime and vandalism.

CAUSE AN EFFECT

According to Ms. LaVenuta, the first phase of the project will involve improvement to one of the current basketball courts. Sturdy professional grade backboards will be installed along with vinyl fencing to make the existing court more usable. Next, a modular skateboard park will be purchased and stored in a trailer and deployed for skateboard events. Ms. LaVenuta notes that future project features will include a WIFI accessible pavilion and an area camera security system.

Free tax help is available in the greater Fredericksburg area through the AARP Tax-Aide program. AARP counselors are IRS-certified to help lowto-middle-income taxpayers with an emphasis on those who are 50 years and older. However, most taxpayers will be provided assistance whenever possible. Friends of Wilderness Battlefield Volunteer Opportunities Friends of Wilderness Battlefield (FoWB) is seeking new volunteers at Ellwood Manor for the 2017 Season.

At the only Civil War-era structure remaining on the Wilderness Battlefield, volunteers may choose to become an interpreter, providing guided tours in the house, or to become a member of the Ground Force at Ellwood, maintaining the beautiful grounds surrounding the manor.

FoWB, in conjunction with the National Park Service, will provide a training session for new volunteers who are interested in becoming interpreters. That session will be held on Saturday, Feb. 25, at Ellwood Manor. New LOW Church Pastor for Young Families

Jordan is a former Director of Orchestras and music teacher at Chancellor High School and Chancellor Middle School. He holds a Bachelor of Music degree from James Madison University as well as a Master of Theological Studies from Liberty University.

Medas grew up in the Lake of the Woods Church. He was married at Photo provided LOWC, and all of his children were Pastor for Young Families baptized here.

Jordan and his wife Lisa have been married for 14 years and have four children: Jonah, 11, Abigail, 9, Jessica, 8, and Molly, 5.

Jordan explains, “We love this community and have lived here for 10 years. When we started a family, we knew this is where we wanted to live.”

The Lake of the Woods W Lions Club will present the 2017 Con Bland Musical Contest for Vocalists and Instrumentalists.

This event will fe feature Orange County’s finest young musicians and vocalists v who will compete for prizes Feb. 2 26 at Orange County High School.

Stu Students in grades 9-12 are invited to apply to b be contestants and to bring their family and friends to listen to them at this convenient location.

Winners from the local contest will ssubsequently compete in the Bland Musical Zone Contest against competitors from across Lions’ Zone 24. If successful there, they may continue to the Bland Musical State Contest to compete for scholarships that range up to $2,500.

Revocation must be in writing, signed by the member, stating that the proxy is revoked, and received by the President (or presiding officer) prior to the announcement of the closure of the meeting by the presiding officer at the meeting at which the vote is taken. e. Any proxy shall terminate automatically upon the conveyance by a Member of the property to which the vote pertains. f. All proxies not otherwise terminated or revoked shall expire eleven (11) months after the adjournment of the meeting to which the proxies pertain.

ARTICLE VII MEETINGS OF THE BOARD Section 1. Regular Meetings. Meetings of the Board of Directors may be scheduled at regular intervals or called at any time by the President or by a majority of the Board of Directors. The President or Vice President shall preside over the meetings. In the event that both offices are vacant, then the remaining Directors shall appoint a member of the Board to preside over the meeting.

Section 2. Executive Sessions. The Board may convene in executive session for a period during any meeting to consider those matters authorized for executive session in the VPOAA. No vote taken in executive session shall become effective unless the Board, following the executive session, reconvenes in open meeting and affirms such vote.

Section 3. Special Meetings. Special Meetings of the Board of Directors shall be held when called by the President of the Association, or by any two Directors.

Section 4. Annual Meeting. The New Board shall, and shall have authority to, hold an Annual Meeting of the Board of Directors within seven (7) days after the Annual Membership Meeting for the purpose of seating the new Directors, acknowledging the efforts of the departing Directors, organizing, electing new Officers and considering any other business that properly may come before the Board. (Amended February 6, 2016) Section 5. Quorum. A majority of the number of Directors shall constitute a quorum for the transaction of business. All seven (7) members of the Board may cast their vote on matters that require a vote. Every act or decision done or made by a majority of the Directors present at a duly held meeting at which a quorum is present shall be regarded as the act of the Board.

Section 6. Notice of Meetings. Notice of the place, date and time of each regular meeting shall be posted where it is reasonably calculated to be available to a majority of the Members, at the same time that it is provided to the Directors. For purposes of this section, notice shall be given to each Director at least three (3) days in advance of such meeting unless all Directors sign a waiver of such notice. In the event of an emergency, as determined by the Board, Notice of a Board Meeting shall be given at a time and in a manner that is reasonable, if possible, under the circumstances.

Directors may also receive notice of regular or special meetings of the Board by electronic transmission upon providing their consent in writing to receive such notice.

Only voting for elections of Directors pursuant to Article VI of these Bylaws, and voting to amend the Declaration of Restrictions pursuant to Paragraph 2 thereof, shall be by secret ballot or secret proxy ballot, which shall be kept from view of others, subject to the right, obligation and/or authority of LOWA Officers, Directors, Elections Committee members, employees, agents or other authorized personnel to inspect, validate, and/or count the same in accordance with these Bylaws, the Rules, Regulations, Policies, Charters and Resolutions of LOWA, and/ or Virginia law. Cumulative voting is not permitted. The Board of Directors is hereby authorized to adopt rules and procedures to permit submission of proxy ballots (including such procedures for compliance with the requirements for proxy ballots, below) by electronic transmission. Such rules and procedures shall provide that proxy ballots may be submitted by electronic transmission, provided that any such electronic transmission shall either set forth or be submitted with information from which it can be determined that the electronic transmission was authorized by the Member.

Proxy Ballots. a. To be valid, all proxy ballots shall (1) designate and appoint another Association member or the Secretary of the Association or other officer as the Proxy Holder to cast votes as directed in the proxy ballot; (2) be in writing and signed and dated by the member entitled to cast the vote; and (3) be received by the Association Secretary prior to the announcement of the closure of the meeting by the presiding officer at the meeting at which the vote is taken. All designated proxy holders must attend the meeting in person for the proxy ballot they are holding to be valid. b. Proxy ballots shall be used for establishing quorum for meetings of the Association membership. c. In the event of multiple proxies received for one lot, the proxy with the latest date shall be considered the only valid proxy. d. All proxies shall be revocable up until the voting is closed by the President (or other presiding officer) at the meeting at which the voting takes

In my last letter, I mentioned concerns about some bills in the Virginia General Assembly that could severely restrict the county’s ability to provide broadband service throughout the county. Both the Orange County Board of Supervisors and the Lake of the Woods Board of Directors passed resolutions opposing the more restrictive of these bills (House Bill 2108). Supervisor Crozier, County Administrator Bryan David and I attended the House Commerce and Labor Committee hearing where HB 2108 was addressed. Mr. David presented remarks against HB 2108 during this hearing. HB 2108 in its original configuration was 15 pages. On the day of the hearing, it had been reduced to one page and we had limited time to formulate our opposition remarks. However, there was still a poison pill in HB 2108 that would impact our ability to work with private service providers to get broadband service to our citizens. HB 2108 was opposed by a number of local governments and supported by representatives of the telecommunications industry including the Cable Television Association. HB 2108 passed in the committee by a vote of 11 to 9.

HB 2108 still has to pass the entire House of Delegates where our delegate Nicholas Freitas has indicated that he will not support it. The bill will then go to the Senate where the chairman of the Senate Commerce and Labor Committee has indicated that he will not support it. The Governor has also indicated that he would not support it. The Virginia Association of Counties (VACo) is following this issue closely and we will continue to engage the General Assembly as appropriate. Given the lead time on this letter, things may change drastically by the time this is published so I will provide an update in my next article.

While in Richmond, we became aware of a bill submitted by our senator, Bryce Reeves, that would require the county to register as a lobbyist and prohibit the use of public funds to support lobbying on behalf of the citizens of the county. LOW residents understand the necessity of lobbying since that was necessary to get laws changed that would otherwise have required the Association to spend $6 million on an unnecessary dam upgrade. Given that businesses such the cable television industry can lobby on bills that could negatively affect our citizens, it would tie the county’s hands in opposing such bills. This bill was defeated in the Senate Rules Committee by a vote of 7 to 6. I am very concerned about a bill like this so I have sent an email to Senator Reeves asking him for his rationale in submitting this bill.

Orange County 911 calls for service continue to climb. In calendar year 2016, there were 19,252 service calls representing a 4.8 percent increase from 2015 and a 17.2 percent increase over the last five years. These calls include police and fire as well as rescue. During my rescue duty days, I am more and more often seeing times when all of the county ambulances are on calls including the volunteer ambulances from the LOW Rescue Squad.

Depending on funding, the county will be considering expanding the number of ambulances that are staffed on a regular basis.
