An Open Letter to Members on Increases to Boat Fees February 24, 2017

The Rave-On’s band leader, Todd Meredith, sent a note following two successful LOW concerts. Hello good folks at the Lake of the Woods, I wanted to extend a personal thank you on behalf of the Rave-Ons for your amazing hospitality the past few days. Never have we felt so welcome and appreciated by a community that we have performed for. All the volunteers did an amazing job putting the event together and we really appreciate all their help. On Feb. 15, the Board of Directors finalized and approved the FY 2017-2018 LOWA Budget. The final budget calls for an individual lot assessment of $1356 (increase of $16 over the past assessment). The Board also approved a new boat registration fee schedule showing increases of from $2 to $52 and establishing an ascending fee schedule in 50 horsepower increments for power boats. “Why were boat registration fees increased?” 1. The boat registration fee schedule had not been addressed in the last five years and was up for review. During this same period of time lot assessments have grown by 14 percent. Boat registration fees allowed the board an opportunity to relieve a little pressure on the overall assessment, which was driven in part by capital investment in the coming replacement of the clubhouse dock. 2. The boat registration fee goes to support operational parts of our Lake Management Implementation Plan (LMIP) in our Environmental Resources budget including, but not limited to, water quality testing, fish stocking, algae treatment, and additional fish habitat structures in both lakes. 3. Growth in the number and size of boats on the lake are perceived by some as contributing factors to shoreline and dock damage, a problem the Lakes Committee has been discussing for years. The Lakes Committee will be looking at avenues to address these specific concerns in the near future. The final approved rates were the fourth iteration considered by the board and were developed in discussions between board members and representatives from the Lakes Committee. This decision was not taken lightly as the board heard from many boat owners and several board members have boats affected by the increases. The final decision was a compromise between much higher proposed rates and the final rate adjustment. We hope all members understand this change was a part of addressing maintenance needs of our lakes. Board Approves Budget The LOWA Board of Directors met Feb. 15 and voted to approve the Association Budget for the Fiscal Year beginning May 1. The Board approved the operating and capital budgets and set the annual assessment rate at $1,356. The Finance Department mails the assessment letters to lot owners on March 31, with a payment due date of May 1. Lot owners may choose to pay the entire amount or pay in either semi-annual or quarterly installments. See related FY2017 Budget-in-Brief inside on pages 5-6, and 19-20.

“Almost everything will work again if you unplug it for a few minutes” (Lamott) WOW! What a great concert by the Rave-Ons on Feb. 14-15 at the Community Center as a part of the 50th Anniversary celebration. Todd Meredith, the leader of the Rave-Ons, and his group gave outstanding performances; both nights were sold out and both nights had special guest performers: Sherri Hayden (soon to perform as Patsy Cline) on the first night and three members (Elvis, Johnny Cash and Elvis’s girlfriend) from the cast of the Million Dollar Quartet from the Riverside Theater on the second night. Many thanks to Jon and Bren Anderson of the 50th Anniversary Committee, who were instrumental in booking the Rave-Ons. Also, thank you to the many volunteers who assisted in making this such a special night. The board approved the 2017-2018 LOWA Budget at our Feb. 15 meeting. Final assessment figure is $1356 per lot. This represents a $16 increase (1.2 percent) over last year’s assessment. This compares to a 2.6 percent rise in the Consumer Price Index for the Southern Region of which we are a part. A special thank you to the operating center managers for preparing the initial requests, finance and planning committees for their review of the requests and providing questions for the board, administrative staff (especially Larry Cole in his final budget) and GM Phil for all their hard work, and, finally thanks to my fellow directors for all of their hours of dedication and work. The board also approved going to “live-streaming” of future board meetings. That means you can go to the Lake of the Woods website, log-in, and watch the board meeting in progress. We just have to purchase some minor pieces of equipment and then off we go. Hopefully very soon. So what do we do now? Our plate remains full as we begin to tackle other important items on our agenda. The board will soon take on such issues as: a review of the vision and mission statement for LOW; a review of the charter and even the name of the Community Youth Activities Committee; the issue of the pool and fitness center on the point; the location of a proposed dog park; bidding of the reserve study contract: and, the possibility of a quality management system for assessing operations within the lake, among others. The Clubhouse is reopened and operating at full steam. With a new menu and spruced-up digs, it is time to make a visit to the Clubhouse. The board is planning on having a presentation at its second March meeting on all the work that was done, surprises found and overall costs related to the Clubhouse project. I toured the project a couple of times while the work was underway, but am looking forward to this final report. Thanks to Cavalier for their work and to our own crews for bringing this job in on time. Sweetbriar Pool work is also under way at this time. Workers have been busy tearing out the old structure and hauling away the debris. All indications are that everything will be done in time for the start of the next swim season. Last, but far from least, as he heads into retirement, a great big thank you to Larry Cole for his dedication and tireless work on behalf of every member of the association. He brought many positive changes to the financial structure of the lake over his tenure and worked positively with each and every board member. He leaves some very big shoes to fill.

Before you remove any tree larger than 6 inches in diameter, please be aware of our Restrictive Covenant 8.q which states the following: “No tree over six inches in diameter shall be removed from any lot in the Section or Subdivision without the written consent of the Environmental Control Committee” We appreciate your cooperation and are available to answer any questions you might have at 972-2211. Momentum into Spring by Phil Rodenberg

This unseasonably warm late February and early March helps LOWA build momentum going into spring. At the Sweetbriar Pool I am pleased to see NVblu smartly form up, reinforce, and pour concrete at the main pool and wading pool. For the last few weeks we watched earthmoving equipment and heavy trucks at the site. (Kids at the park love them.) It is nice to see all our plans coming to fruition. The project is well on track for a Memorial Day Weekend opening. Meanwhile at the Front Entrance off Route 3, VDOT is milling and paving the new turn lanes. If good weather prevails, the VDOT project manager is targeting March 17 for completion, which is two months earlier than first estimated. That project provides angled turn lanes and a flashing yellow light option for motorists to make a left turn into LOW, which should help clear the intersection and alleviate some of the traffic congestion. How about that freak hail storm last Saturday? Thanks to LOWA’s Roads and Grounds crews, we got roadways, parks, and parking lots open after trees fell from high winds. The worst damage to LOWA property was two sections of the front privacy fence broken from falling trees and the Sailboat Beach boat rack heavily damaged by high winds. The Building crew will repair the fence in the coming days, and the Environmental Resources Manager is working to replace the rack as soon as possible. Warm weather has allowed the Roads crew to move ahead on leaf removal from roadway ditches and the Grounds crew to spruce up landscape areas, including installing a flagstone crossing near the Security office where there once was just gravel. Enjoy these 70 degree days!

The 9.9 Maintenance Area leaf and brush drop-off located off Seven Pines Drive in Section 11 new hours of operation for members and contractors, beginning March 15, are 7 AM-7 PM, six days a week, CLOSED Wednesdays. Additionally, 9.9 will be CLOSED while the tub grinder is onsite in the April-May timeframe. Members are advised to inform their respective contractors of this change. LOWA will be informing locally-known contractors as well. Items accepted at 9.9 are leaves and brush less than two-inches in diameter. There is a locked gate during off hours.

Call to Order. President Morlan called the meeting to order at 1 PM in the Community Center. 1. Mr. Cole moved to LOW in 1999, and joined the staff in 2010 as Director of Finance. 3.2 Report from the General Manager A. Lakes Management Report The entrance gate on the Eastover Park Water Quality Retrofit was completed by the Environmental Resources Manager, Dredge operator and Grounds operator. B. Sweetbriar Pool Progress Report Contractor NVblu has started demolition of the old pool shell. C. Live Streaming of Board Meetings The Communications Department has determined that live streaming of Board meetings on LOWA.org is possible with the purchase of a video encoder and an HDMI cable. The cost is estimated to be about $350. Motion by Zwickl, passed unanimously, to authorize the purchase of a video encoder and HDMI cable, approximate cost $350, using funds to come from the Communications budget. D. Other Business Following replacement of the sprinkler system at the Clubhouse, LOWA has just received final inspection approval of the project from Orange County. The Clubhouse will reopen for business this evening. Karaoke night at Fareways on February 3 was very successful; the next one is scheduled for March 31. Mr. Rodenberg showed Board members a sample of the new citation delivery envelopes that will be used by Security to deliver windshield citations for parking violations.

Board Seeks Member Input on Proposed Regulation X Change to Include Flyboarding The Board of Directors at its Feb. 15 meeting approved for publication in Lake Currents and now requests comments from members by March 17, 2017 on the addition of the last paragraph of Chapter X. WHO: The Lakes Committee suggested an amendment to LOW Reg. Chapter X (Use of Lakes) to deal with flyboarding. Following input from the Lakes and Rules Committees, the Board of Directors proposes to amend the regulation by adding paragraph o, as shown. WHAT IS THE EFFECT: The proposed change limits jetpack activity on Lake of the Woods to flyboarding only, and only within a specific safety area in the ski jump/clubhouse dock area, and only with specific written approval of the General Manager, for demonstration or exhibition purposes only. WHY: The amendment is intended to define precisely what jetpack activity is allowed within the lake, and what specific restrictions apply. X. 1.

USE OF THE LAKES C. WATER SPORTS ACTIVITIES. WATER SKIING/TUBING. a. Skiers or other towed persons shall NOT be permitted to take off from or land on any beach or pier. b. During High Traffic times (see A. 5.c.) no person shall operate a towing watercraft to pull any person(s) on water skis, tube(s) or similar devices unless there is in/on the watercraft (in addition to the operator) a person actually observing the progress of the person(s) being towed. This observer must be at least 12 years of age. In the case of PWCs, the observer must be seated backward. At other times towing is permitted without an observer if the watercraft is equipped with a rear view mirror. c. Ski flag. All watercraft towing skiers or riders on a towable device shall have a Ski Flag readily available. This flag shall be a red or orange flag measuring no less than 12 inches on each side in the shape of a square or rectangle secured to a pole or shaft at least two feet long. (1) During High Traffic times the ski flag shall be mounted or displayed in such a manner as to be visible from every direction when: (a) A skier is down or a rider has fallen off his/her towable device; or
(b) A skier is in the water and preparing to ski. (2) The ski flag shall not be displayed at any other time. (3) The use of this flag will not be construed as conferring any rights or privileges on its users. Operators of watercraft in the vicinity will, however, exercise precaution commensurate with conditions indicated. d. All watercraft operators who tow skiers and floatable devices shall know and ensure their spotters and skiers/riders understand and use a set of hand signals to communicate between the watercraft and the skiers. Passengers shall remain seated when a watercraft is towing a skier or people on other devices. e. Skiing and towed activities at greater than No Wake Speed shall be prohibited within one hundred (100) feet of shorelines or in areas marked with “No Wake” buoys and will be confined to the area of the wake zone. f. At High Traffic Times when two or more skiers/tubers are being towed by one watercraft and one of the skiers fall, the other skier(s) shall drop his or her towline immediately. g. All persons being towed by watercraft shall wear a U.S. Coast Guardapproved (Type I, II or III) flotation device or a Type V flotation device designed for the activity such as a ski vest. Inflatable vests shall not be used for skiing or tubing. The use of flotation belts alone shall only be permitted when using “trick skis” while an observer is in the watercraft and it is traveling less than nineteen (19) mph. “Trick and Jump skis” are considered as skis less than forty-four (44) inches in length with no fin. h. When any towed person falls, the driver shall slow speed to navigate to return to the skier while not entering the path of other watercraft in the immediate area. At High Traffic Times the towing watercraft shall display the skier-down flag. The use of this flag will not be construed as conferring any rights or privileges on its users. Operators of watercraft in the vicinity will, however, exercise precaution commensurate with conditions indicated. Fallen skiers shall, as soon as possible, raise and hold the tip of one of their skis out of the water to an elevated position above their head. i. No person(s) shall use the Water Ski Jump at LOW unless that person is a member of the LOW Ski Club or under that organization’s instruction and is wearing a helmet approved by USA Water Ski. Only one watercraft shall use the Slalom Course at any one time. Only jump skis and trick skis shall be used over the jump. j. No person shall operate or manipulate any watercraft, tow rope, or other device by which the direction or locations of water skis, tube, or similar device may be affected or controlled in such a way as to cause the participants to come into contact with any object or person(s). The provisions of this rule shall not apply to contact between two or more persons behind the same watercraft or to contact with the top of the Ski Jump, buoys, or similar objects as normally used in competitive or recreational boating or water skiing. k. When towing more than one skier or tube, it shall be the responsibility of the driver of the watercraft to ensure the towlines for each skier/tuber is of equal length to all skiers/tubers being towed. l. Kite tubing and kite boarding are prohibited. m. Subparts a,c,e,f,g,h, and k above do not apply to boat operators and skiers participating in USA Water Ski sanctioned ski club practices, competitions, or exhibitions. n. Wake surfing is allowable behind boats propelled by inboard motors. o. No jetpack vessel activity shall be allowed at LOW, except for flyboarding which is restricted to the Main Lake within a 200-foot safety zone near the ski jump or the Clubhouse dock and only with the prior express written permission of the General Manager and only for demonstration and exhibition purposes.

by Tony Manigross, Equestrian Committee The LOWA Equestrian Center is proud to announce that we have a new Equestrian Center Operations Manager and her name is Bridget E. Hutchens. Bridget comes to the LOWA Equestrian Center highly qualified. The Assistant Operations Manager Melissa Zukowski remains at the center and continues to offer wonderful lessons and customer service. Our horses continue to be available for trail rides, pony and horse rides and lessons. Just call to make an appointment at 972-2238. Great News! Be sure to mark your calendar, May 6, for the LOWA Equestrian Center Open Barn as part of the LOWA 50th Anniversary. We will have lots of horse-related demonstrations, as well as horse and pony rides and games for children. The day will be full of fun activities as well as food and beverage. We will be sharing more information on this special day in the near future. We are locking in the dates for Summer Pony Camp. As the Association celebrates its 50th Anniversary, I am transmitting the Adopted Operating Budget, Contribution to Reserves (CTR), and Capital Budget for Fiscal Year 2017-2018, which begins May 1, 2017. This is a balanced budget representing $9,394,393 in total Phil Rodenberg authorized spending, and requires an annual lot assessment of $1,356. Please refer to Budget Summary. The Board of Directors adopted the budget on Feb. 15 after receiving member and committee comments and suggestions. Through the budget, the Lake of the Woods Association is able to effectively carry out its obligations to maintain the common areas, lakes and dams; operate the amenities; enforce Association regulations; and provide adequate gate access and common area security. The budget is the means to implement stated Board Goals including the Lakes Management Improvement Plan (LMIP) to improve the health of our lakes. Operating Budget Highlights Revenue. After counting amenity and administrative revenues, the budget requires slightly less than $5.8 million for cash break even. This translates to an annual lot assessment of $1,356, which is $16 (1.2 percent) above the current level. Compare the increase to the Consumer Price Index (CPI) which as of October 2016 was 1.6 percent. Capital expenses account for $9 of the $16 increase. But for capital, the assessment increase would be $7 or less than 1 percent. The operating budget increase is largely attributable to LOWA strictly using its New Construction and Renovation (NCR) Fee revenues for capital, and to a decline in expected Tenant Fee revenue reflecting a decline in tenant properties. The Board made changes to the Fee Schedule as follows: ď‚ˇď€ Tenant Fee: $1,351 ($5 less than assessment). ď‚ˇď€ Boat Registration: Increases from $2 to $52, with ascending fee in 50 horsepower increments. ď‚ˇď€ RV/Boat Storage: New temporary parking fees of $10/ daily and $45/weekly – same as campground temporary parking. ď‚ˇď€ Golf Club: $10 Single cart fee with golf play rates adjusted after 11 AM by $1 to $3. Golf handicapping is $32 Expenditures. The Adopted Operating Budget totals $7,983,939, which is $104,133 more than the current year. Operating expenses are as flat as possible while including expenditures that are necessary to care for the common areas and to carry out the work of the Association. Notable changes are attributed to conversion of one Roads Laborer to full time, salary increases, enhanced soccer field maintenance, cost of goods, and 50th Anniversary. Excellent customer service depends on a dedicated workforce. The budget includes two percent employee raises (one percent Cost of Living Adjustment and one percent Merit) effective the first pay period in May. Retaining our dedicated and skilled employees avoids recruitment and retraining costs. The 306 Community Activities budget funds events to celebrate LOWA’s 50th Anniversary including an enhanced Independence Day fireworks display and amusement rides as well as several Community and Youth Activities Committee activities. The 502 Roads budget includes funding for one

additional full time Roads Laborer (conversion from part time) to better support roadway maintenance including paving, ditch maintenance, leaf and snow removal. The 503 Grounds operating budget includes enhanced Sweetbriar Park soccer field care. Cost Reduction/Energy Conservation. Many operation center budgets benefit from reduced electrical costs of eight percent due to staff measures such as LED lighting in facilities. We anticipate food costs will be kept in check with efficient operations, and thus incorporated a three percent food cost reduction in the 401 Clubhouse budget and a two percent food cost reduction in the 402 Fareways budget. Capital Budget Highlights Total Contribution to Reserve (CTR) is $1,496,972. ď‚ˇď€ $1,411,972 for Repair and Replacement Reserve (R&R) which fully funds the 2017-2018 Miller Dodson Reserve Study Update adopted by the Board for planning purposes on November 5 and revised February 4. ď‚ˇď€ $70,000 for New Asset and Improvement Reserve (NAIR) to fund 75 percent of three projects approved by the Board for planning purposes on November 15 and revised February 4. ď‚ˇď€ $15,000 for Contingency Reserve to return to the $100,000 target funding mark after funding the 50th Anniversary. Capital Spending totals $1,410,454 for all projects. The Capital Spending Plan funds all R&R projects in the Boardadopted 2017-2018 Miller-Dodson Update. Four notable R&R Reserve projects: ď‚ˇď€ Clubhouse Main Dock restructuring and resurfacing with PVC deck boards ($188,646), ď‚ˇď€ Clubhouse Deck restructuring (main deck) and resurfacing with PVC deck boards (main and lounge) and with new post lights ($102,125), ď‚ˇď€ Equestrian Small Ring Renovations – lighted, covered ring ($120,000), and ď‚ˇď€ Tennis Court refurbishing (Courts 1-4), and resurfacing (Courts 5-6) ($77,220). We will convert Tennis Courts 1-2 to four to six Pickleball Courts, thus providing the first lighted Pickleball courts in the community. The Plan has three new capital asset projects: Equestrian Small Ring Renovations additional funds ($30,000), Clubhouse Pool/Fitness Center/Outdoor Recreation design costs ($50,000), and Golf Cart/Walking Path Root Pruner ($13,000). See Capital Spending Plan/CTR Summary. Assumptions and Guidance The budget was built after reviewing actual revenue and expenditures from three previous years and the current year. The stated Board Goals was a significant factor as was Board Budget Guidance. We considered federal, state and local government requirements, and contacted utility providers. We reviewed the Five Year Capital Plan to consider new initiatives. Likewise, we determined if any spending could be reduced or eliminated. We reviewed prices and service quality of current vendors. We considered the local economy which we believe will hold steady and possibly grow now that national elections are settled. Conclusion and Acknowledgements The budget is a responsible spending plan. It carries the Lake of the Woods Association forward toward the Board’s Vision to promote a friendly, healthy, safe, and aesthetically pleasing community and to provide a high quality of life. The budget document represents many hours of preparation by the Operations Center Managers in consultation with the committees. Finance Director Larry Cole, Controller Roy Mayberry, Facilities Director Jessie Graves, and Assistant General Manager Chester Guzek and their staffs were instrumental in completing this work. Special thanks to Administrative Assistant Lorri Trocchio for assembling the documents. Finally, thank you to the Board of Directors for your careful and timely actions to approve the budget. Roy Mayberry, who has served as controller for the Lake of the Woods Association for three years, is now the association’s Director of Finance. Mayberry assumed the new responsibility March 1, following the retirement of previous finance director Larry Cole. He sees one of his main responsibilities in the new job as continuing the path that Cole set over the past six years, and looks forward to continuing some of the efficiencies that have been added to the finance department. “We are a small staff,” he explained, “which means there is a lot of responsibility spread across

a few talented people.” He hopes to optimize that talent and those responsibilities in his new role. Although he will still be dealing with the budget and monthly financial reports, he expects more involvement in management activities, and more interaction with members. “The idea,” he said, “is to bring in someone new to my role, who will focus more on the day-to-day activity and the monthly reporting, while more of the analytical side will be on my side of the table.” Of the things he is looking forward to in the new job, he suggests, with a grin, that “having a door” may top the list. Mayberry lives in southern Stafford with his wife, three daughters and a son, ranging in age from 19 to 13. After commuting to the Tysons area for three years in his previous job as accounting manager of a home security company, and spending 15 hours each day on the road or in the office, he said he was “hoping to find something closer to home” and a job that gave him “the ability to be home for dinner.” He holds a bachelor’s degree in accounting and business administration. He expects to continue many of the policies, conversations and handling of situations in the same style as his predecessor. Any changes he implements, he explained, are unlikely to be visible to the membership, but rather to be behind the scenes, providing enhancement and more efficiency. “I hope everyone understands that this is not a drastic change, simply a transition of the individual in the Director of Finance role,” he said.
Spring is just around the corner! We will have a meeting for LOW PGA Junior Golfers and Parents on March 11 from 9 to 10 AM. This is the third year for PGA Junior Golf League at Lake of the Woods. We are always looking for new junior golfers between 7 and 13 years old for the league. The meeting will cover cost, practice times, equipment needed and making the 2017 season the best year so far! We look forward to seeing you there! I will be holding a Local Rule of Golf Class for the Ladies Golf Association on March 14 from 9 to 11AM. Items covered will be: Lake of the Woods Local Rules, dropping from a water hazard, relief from a cart path, and any questions from the group. Please sign-up in the ladies locker room before March 10 to attend.

Lake Currents
One way to evaluate the appropriateness of the LOWA assessment is via a comparison with what other similar homeowners’ associations in the area are charging. To do so meaningfully, though, it is necessary to remember that as a general rule, the more amenities, and the greater the quality of such amenities that a facility offers, the greater the assessment that will be needed to support it. To make such a comparison easier, Lake Currents conducted an informal comparative market analysis between LOW and three other area homeowners’ associations offering a lake as an amenity: Lake Montclair in Prince William County; Lake Monticello in Fluvanna County; and nearby Fawn Lake in Spotsylvania County. The Lake Montclair Property Owners Association (MPOA), located about 20 miles north on Route 95, in the Dale City area, includes 3,900 units and a 108 acre lake in its membership area. Like Lake of the Woods, Lake Montclair uses triploid carp to manage aquatic growth in its lake. Unlike LOW, it does not allow gasoline powered boats on the lake, but does require a registration sticker on any boats used there. Its amenities include three beaches, five parks, basketball and volleyball courts, a covered pavilion with picnic tables, a playground, a fishing pier, a boat ramp, an amphitheater overlooking the lake, and boat storage racks, available for a fee. The association does not operate a swimming pool, although it indicates that there are four pools, operated by other entities, in the nearby area. It is not gated and does not offer a golf course or clubhouse with food service of any kind. The Lake Montclair assessment is currently $530 per year, if paid in advance, or $55 per month on a ten month extended payment plan. Within the MPOA, there are eight sub-associations, and owners are required to pay assessments to both the Jim Foote - “You guys MPOA and the sub-association. Those subare getting by with a real association assessments vary between $300 and $600 per year. steal here!� That association’s board of directors met in October to discuss how to handle and fund a state-mandated reconstruction of their dam and spillway. General Manager Justin Field indicated that the current plan for funding the estimated $900,000 project was to utilize “creative financing� by borrowing funds from the group’s approximately $1.7 million reserves. Field said he “does not see this increasing their current assessment.� Lake Monticello is located some 40 miles southeast of Lake of the Woods, south of Route I-64, near the Fluvanna/Albemarle County line. The Lake Monticello Owners Association encompasses 4,636 households and includes a 350 acre lake. It provides five beaches, a marina, boat and trailer
The Lake of the Woods Equestrian Center has a new manager. Bridget Hutchens, who got her first horse when she was in the second grade, and has been involved in equestrian activities ever since, took over as manager Feb. 6. Melissa Zukowski, acting manager since the departure of Cara Potter last year, continues as the amenity’s assistant manager. Hutchens, who lives in Section 16 with her husband Patrick, comes to the job from a previous position as barn manager for Hazelwild Bridget E. Hutchens Farm in Fredericksburg. The Lake of the Woods job, she said, represented a much better opportunity for her. “At Hazelwild,� she explained, “I was taking care of between 60 and 80 horses at a time. It was great, and I loved working with the horses, but my heart is really with a smaller program.� Hutchens holds a bachelor’s degree in Equine Business Management from St. Andrews University in Laurinberg, North Carolina. She has already formed strong positive impressions of the LOW stables. “I love the kids,� she said. “Melissa is amazing and fantastic in every way. She has been really supportive and helpful.� She hopes to maintain an environment where “everyone who comes out here will have a really nice experience and want to come back. And for lessons to be full – as full as we can have them.� She is most looking forward to the LOW horse shows and pony camp. “I worked at a summer camp in Harrisonburg for three years,� she said. “I love summer camp. I love it. It gets the kids started, and maybe gets them hooked.� She says she is also looking forward to meeting members and potential riders. “I’d love to meet anyone I can. If any kids, or anyone else, have an interest in riding, or just want to meet a horse, or spend time with a horse, please don’t be shy. We are very open door here.�

Civic Club Hosts 50th Anniversary Speakers

In commemoration of LOWA’s 50th Anniversary, the Civic Club has such a treat for you! At our March 8 meeting at 7 PM in the Clubhouse lower level, several speakers will share stories about “old LOW.” Warren Middlebrook, Ruthan O’Toole, and Jeff and Judy Flynn will be reminiscing about their experiences living here in the early days, and I’m sure they have quite a few stories to tell! Additionally, a few pieces from the Orange County Museum exhibit will be on display. Middlebrook sold lots and put over 100 Cardinal homes in our community. He was also a pilot who took aerial photos of our community in the 1960s. Some of his aerial shots will be on display at the meeting. O’Toole will be bringing panels and a few artifacts from LOWA’s 50th Anniversary exhibit currently on display at the James Madison Museum in Orange. Ruthan, along with resident design artist Charles Brewer, was instrumental in compiling the exhibit. Jeff and Judy Flynn have lived in LOW since 1976. They raised a family here when residents traveled on all tar and chip roads within the community, and the Equestrian Center was “the place to be” for family activities. Our Covenants Established March 1967
LOWA 50th Anniversary Series – Part 9 by Pete Rainey, Member, LOWA 50th Anniversary AdHoc Committee Virginia Wildlife Clubs Inc., established policies and procedures that have served our community well and set the standard for similar communities. The Restrictive Covenants were recorded in Orange County Deed book on March 1, 1967 with additions in June 8, 1967. Jim Foote said he put together the covenants along with Jack Keating, President of VWCI. They decided on the wording based on their experience. He stated they neither used a standard format nor a previously approved community model. Many of the restrictions on lot owners in Lake of the Woods have remained essentially unchanged. These include the general prohibitions of having trailers and tents, signs of any kind, junk cars, or exposed fuel tanks on a lot; parking on any street, overnight parking of trucks, and the infamous “no tree over six inches in diameter shall be removed without written consent of the ECC.” By the end of March 1967, over $600,000 in lots had been sold; the clubhouse was expected to be completed later that spring, and a temporary coffer dam had backed up 150 acres of water while earthmovers were building a 60 foot high dam.
Earthmovers March 1967 The initial restrictive covenants had a restriction that no change could be made up to 1980 without approval of two-thirds of the lot owners. In the fall of 1978, the Board proposed a referendum to change to a two-tier assessment whereby unimproved lots would have a lower assessment than improved lots. On March 10, 1979, the Board reported the proposal received a majority of yes votes but had insufficient total votes to meet the Restrictive Covenant requirements. This effectively eliminated any effort to change any restriction until after 1980 when “only” a majority of lot owners was necessary. Given the extent of non-resident ownership, getting even a majority of lot owners to respond was difficult until several years later. The Declaration of Restrictions of 1967 included section 12 that stated, “no person shall acquire such title (to any lot in the Subdivision) until he has been approved for membership in the association nor shall the owner of a lot… convey the title to any person who has not been approved in writing for membership in the Association.” This covenant enforced the concept of a “private association.” The Board of Directors on Nov. 4, 1989, approved a list of proposed changes to the restrictive covenants. A referendum was held and the votes counted on April 2, 1990. There were several pages of changes and deletions, many minor such as adding “unlicensed” vehicles to the prohibitions for open parking, and defining trucks as “titled/licensed as a truck.” The major change was a revision of section 12. No longer would the BOD have authority to prohibit title transfer to persons who have not been approved for membership. Henceforth, “every person who acquires title… to any lot… shall become a member of the Lake of the Woods Association. There are today other lake communities, in other states, which were established by U.S. Land, Inc., the parent company of VWCI, that continue to require Board of Director approval for membership.

The United States Golf Association (USGA) has a handicap system which allows golfers with a variety of skill levels to play together on a level playing field. In order to establish a golf handicap, all you have to do is play a minimum of five documented rounds of golf and enter those scores into the computer at the pro shop at the Woods Center. The computer is connected with the GHIN or Golf Handicap and Information Network system provided by the USGA. There is even a GHIN app for your smart phone that accepts your scores from any course that utilizes the GHIN scoring system! In order to play in the LGA 9-hole or 18-hole Tuesday leagues, all members are asked to establish a handicap by the beginning of the golf season in April in order to compete for prizes each week. According to the LOW Handicap Committee, anyone playing in a Lake of the Woods Golf Tournament should possess a valid golf handicap. This is only fair as the handicap allows all golfers to compete on a level playing field.
The annual LOW Lioness Indoor Spring Flea Market and Craft Sale will be held Saturday, April 1, from 8:30 AM to 1 PM at the Locust Grove Middle School, 6368 Flat Run Road. Congratulations to the LOWA 50th Anniversary Committee who brought the Rave-Ons to Lake of the Woods for two performances. It was a fun way to help celebrate Valentine’s Day and the day after. I think everyone who attended will say that it was a terrific show. They presented a wide variety of song styles; some for listening and many for dancing. For those not up dancing, I saw a lot of toe tapping and bouncing in their chairs. If you were not able to attend that celebration, keep your eyes open for other offerings in the community over the coming months. There are many clubs and groups planning different events in celebration of the lake’s 50th anniversary. Very soon, the upcoming LOW Players’ production of Always Patsy Cline will be on stage. The story of Patsy, told by her fan Louise Seger (played by Michelle Ditzler), starts after Seger hears of Patsy’s death in a plane crash. Patsy (played by Sherri Hayden) was 30 when she died at the top of her career. Patsy drifts on and off stage, singing the songs she made famous. The story has some sadness and some humor. Legacy of the Wilderness The Bloody Road to Peace with Lee and Grant

Did you know that living in Lake of the Woods means that you are living on “Hallowed Groundâ€? and that a great deal of history has taken place right in our own back yard? The area has seen a lot of history, including the establishment of Germanna in the early 1700’s, right down the road from us. In 1863, The Battle of Chancellorsville happened about six miles from us, and, in May of 1864, the Battle of the Wilderness occurred right here, on and around the very land we live on today. If you would like to gain a better perspective on the importance of this event in our LOW history, on Wednesday, March 29, the Friends of the Wilderness Battlefield (FoWB) and the LOW Civil War Study Group (CWSG) will co-host an evening of fine dining and a presentation on the battle and its legacy. Frank O’Reilly, lead historian for the Fredericksburg and Spotsylvania National Military Park battlefields, will be the guest speaker. The event will be at the Lake of the Woods Clubhouse; doors open at 6 PM for social time with a cash bar. Dinner will be served at 6:30 PM. O’Reilly will follow with his presentation entitled: Legacy of the Wilderness: The Bloody Road to Peace with Lee and Grant; followed by a question and answer session. O’Reilly will describe how this battle, one of the bloodiest of the Civil War, exploded with an intensity and relentlessness that devastated the Wilderness and the land we live on today. He will discuss what this monumental battle meant to the opposing armies and their leaders and how it ultimately affected the final outcome of the war. The cost for the evening is $25 per person. Teen Safe Fundraiser for Basketball Court! by Leslie LaVenuta, Member; and Security Chief Scott Walker
The Teen Safe Project was developed to provide a safe and engaging environment for the youth of Lake of the Woods. The project wants to accommodate a rapidly growing teen population; current estimate is more than 600 teenagers live in the lake. The plan is to transform the basketball court area near the Fitness Center, which is currently an unsafe hangout area for teens. This area is used by idle youth and has had numerous illegal drug activities, alcohol, and tobacco incidents. Play ball! The LOW AARP Chapter is again sponsoring a bus trip to a Washington Nationals baseball game at Nationals Park. The date is Wednesday, June 14, and the opponent is the arch-rival Atlanta Braves. The game starts at 4:05 PM, and participants need to be on the bus in the Clubhouse lower level parking lot by 1:15 PM. The trip is open to the entire LOW community; $75 per person covers the bus ride and a game ticket. You may include as many other people in your order as you wish as long as space is available. Your reservations cannot be made until we have received payment (check made out to: AARP Chapter 5239). Seats will not be held without payment. Our seats will be near where the bus will unload. They are on the lower/ field level down the first base line. An elevator is available for folks who choose not to climb the long staircase up to the stadium. The LOW Lions Club operates a medical equipment loan program as one of our many community services. The club loans medical equipment at no charge to LOW and Orange County residents who have a need. The club offers wheelchairs, transport chairs, walkers, crutches, canes, rollators, potty chairs and shower/bath stools. Motorized equipment such as chairs, scooters or beds is not available, but the Lions can provide referral information to other organizations that may be able to accommodate the need. The LOW Lions Club lends their medical equipment at no charge. The medical equipment center is physically located in the Velona Building on Shoosmith Road (the compactor/recycling center). The Velona building is open Saturday mornings from 8:30 AM-noon, although if a client has an immediate need, the club can arrange other times. The Lions Club also accepts donations of used equipment in good condition because maintaining sufficient inventory can be challenging. Sometimes their equipment loans are for short periods (a week or two for a visiting family member) and sometimes for very long periods for home bound clients with long term support needs. For example, transport chairs and rollators are always in demand. The Club is very grateful for financial donations to support the repair/replacement of this equipment (LOW Lions Foundation is a 501(c) (3) charity). The net effect of these changes would increase total budgeted income from Boat Registration Fees by $7,014 over the amendment approved at the February 4, 2017 Board meeting. Motion by Zwickl, passed unanimously, that the General Manager include the cost of Pickleball fences for this project when the project is ready for bid, amount and source of funds to be determined at that time. Amendment #22 – 9.9 Maintenance Area Surveillance Cameras Motion by Zwickl, passed unanimously, that the Board authorize a 9.9 Maintenance Area Surveillance Camera project in the amount of $15,200; and that the Board authorize the transfer of $15,200 from the New Construction and Renovation Reserve to the New Asset and Improvement Reserve for the project. (Adoption of this motion has no effect on the budget.) Vote on the original motion as amended, passed unanimously, to approve Resolution 2017-5, a General Resolution, adopt the FY2017-18 Budget and set the Assessment Fee at $1,356 for fiscal year May 1, 2017 through April 30, 2018.

3.3 Committee Liaison Reports Speaking on behalf of the Board, President Morlan acknowledged receipt of a memo from the Communications Committee voicing their support for a full publication schedule for Lake Currents in the new budget. There will be a meeting for the Board to review the Community and Youth Activities Committee request to change their name and make changes to their Charter. At a separate meeting, the Board will review the Resolution and 2016 Land Use Study forwarded by the Planning Committee. The LOWA Vision and Mission statements will also be reviewed in the next couple of months. Director Johnson reported that the Youth Activities Committee would like to have more members attend meetings and get involved by contributing new ideas and solutions. Director Clawson reported he made a personal visit to the Equestrian Center to observe the condition of the grounds and the status of repairs to the ditch and barn. 3.4 Committee Reports Lakes Committee Chair William Lukaczyk reported the Committee is focusing on sediment control projects. Other projects include relocating fish habitat structures and working with Security to possibly create more parking at the Harper’s Ferry beach location to accommodate increased use by kayakers. 4. Member Comments on Business Agenda One member asked the Board to pick a site for the proposed Dog Park. 5. UNFINISHED BUSINESS 5.1 Consideration of Adopting the FY2017-18 Budget. (General Resolution 2017-5) Motion by Zwickl that the Board approve Resolution 2017-5, a General Resolution, authorizing budgeted funds for Fiscal Year 2017-18 beginning May 1, 2017 with an annual assessment per lot of $1,358, as summarized in the resolution authorizing funds for the fiscal year beginning May 1, 2017 through April 30, 2018. Board members offered additional amendments to the Budget as follows: Amendment #10 – Boat Registration Fees Motion by Hoh, passed unanimously, to amend the Boat Registration Fee structure from the previously approved and amended levels adopted February 4, 2017 to the following:
5.2 Consideration of Publishing in Lake Currents Proposed Amendments to Regulation X: Use of Lakes, Regarding Jet Packs and Flyboarding. Motion by Zwickl, passed unanimously, that the Board authorize publishing in Lake Currents the following proposed amendment to Regulation C: Use of Lakes, regarding jet packs and flyboarding: “No jetpack vessel activity shall be allowed at LOW except for flyboarding, which is restricted to the Main Lake within a 200-foot safety zone near the ski jump or the Clubhouse dock and only with the prior express written permission of the General Manager, and only for demonstration and exhibition purposes.” 6. NEW BUSINESS 6.1 Discussion of Golf Marketing Plan Assistant General Manager Chester Guzek provided the Board with a summary report on the LOW Golf Course Marketing Plan for 2017-18. Goals included driving revenue via increased rounds for adults, Pro Shop sales, expanding the Junior golf program, establishing a women’s golf league, adopting marketing strategies to attract non-member golfers, and making the course more “player friendly” by installing more forward tees. Weekday and weekend/ holiday guest rates need to be re-evaluated for possible adjustment. Measurable goals will be followed closely to monitor results. 6.2 Consideration of Setting GolfNow Rates for the FY2017-18 Season. Motion by Hoh, passed unanimously, that the Board set the GolfNow rates for the 2017-18 season as follows: Daylight Savings Time Change through October: Monday through Thursday at $38; Friday through Sunday at $42. November through Daylight Savings Time Change: Monday through Thursday at $26; Friday through Sunday at $31. 6.3 Consideration of Approving a New Lease for Club Car Golf Carts. Motion by Hoh, passed unanimously, that the Board authorize the lease of 40 new Club Car golf carts on a 48-month lease (i.e., four years), beginning May 1, 2017 for $3,274 a month for a grand total of $157,152 over the life of the lease. 7. Member General Comments Members offered comments on the following topics: streaming Board meetings in real time on LOWA.org, enforcing dumping regulations at 9.9, the proposed increase in boat registration fees, the operating cash deficit, and the new cover for the Equestrian Center ring. Jon Anderson, Chair of the 50th LOWA Anniversary Committee, asked the Board to let him know what additional information the Board needs in order to fund the Clubhouse point speaker system. 8. Director Comments Director Clawson asked the General Manager to provide the Board with a summary of the costs associated with the installation of the sprinkler system at the Clubhouse when the information becomes available. 9. Support LOW 50th Anniversary Through FLOW
March is Irish-American Heritage Month

Friends of Lake of the Woods (FLOW) has added the LOWA 50th Anniversary Celebration to its list of current projects. This means that LOW residents, and others, can now make tax-deductible contributions to FLOW and have those funds defray costs for the celebration. Several donations have already been received. As the primary sponsor for the celebration, LOWA is providing funds to the 50th Anniversary Ad Hoc Steering Committee to partially cover expenses. Think of it as a line of credit. Many of the special activities (concerts and dinner dances, for example) will be self-supporting through ticket sales. Others, like 5K Run T-Shirts and enhanced Independence Day activities and fireworks on July 1, will not be. The same is true of the museum exhibit and permanent display cabinets. Those able to escape famine arrived in North America, primarily the United States. They were poor, illiterate, mostly Catholic, and not welcome in many cities. Across our nation, aide societies formed to provide welfare benefits, jobs, and opportunity. One was the Ancient Order of Hibernians in America, founded in 1836. The AOH helped the Irish assimilate, learn the English language, get jobs and ultimately fight heroically for their adopted nation during our Civil War. The Irish are now inextricably linked to the development of America in fields ranging from literature, education, science and politics, to Congressional Medal of Honor recipients. Today, more than 40 million Americans claim Irish ancestry. The General Thomas Francis Meagher Division represents AOH in our area and this year it is celebrating its 30th Anniversary. Under the motto “Friendship, Unity, and Christian Charity,” used in Ireland for 300 years, the division has donated more than $70,000 to local charities and scholarships in recent years. Funding derives from community support for the annual Trip for Two to Ireland Raffle and Shamrock Charity Golf Classic. The theme for Irish-American Heritage Month 2017 is “Irish Saints and Scholars.” Displays and docents will be available to chat on topics ranging from this year’s theme to more wide-ranging topics relating to Irish/IrishAmerican history. They will be present at the: Central Rappahannock Regional Library (March 7-9 from noon-6PM) England Run Library (March 14-16 from 3-7PM) Salem Church Library (March 28-30 from noon-6PM) Wilderness Library (March 1-31 display only) The Fifteenth Annual St. Patrick’s Day Parade will kick-off at noon, March 18, and will be followed by a traditional Irish festival at the Adventure-South Brewing Company, 3300 Dill Smith Drive, Fredericksburg. I mentioned in my last letter House Bill 2108, a piece of legislation in the Virginia General Assembly that would seriously impact the county’s ability to provide broadband internet connectivity to Orange County citizens. At my last reporting, the bill had passed in the House Committee. It subsequently passed the entire House of Delegates after assurances by the bill’s sponsor that the poison pill phrase would be removed when submitted to the Senate. At this point, the bill has passed the Senate Commerce and Labor Committee with the poison pill phrase removed and it should not pose a problem for the county’s broadband effort. At the November Supervisor meeting, Zann Nelson presented work she has done in support of the Germanna-Wilderness Area Plan (GWAP). She has identified the historical and cultural assets of this area and developed an inventory matrix of these assets such that we can access available information on them from the Virginia Department of Historical Resources (DHR). There are two purposes for this information. First is to prevent inadvertent impact on these assets as development progresses in the GWAP area. We want to make a conscious decision on what should or should not be preserved. Second, we want to identify which of these assets can be included as part of any historical tourism efforts we undertake. Many of the assets are on Park Service, Germanna Foundation or Lake of the Woods land and would be protected by those organizations. If you go to the county website and look under the Germanna-Wilderness Area Plan (GWAP), you can access that matrix and look at specific sites for DHR information. Tourism is an important part of Orange County’s economy. Tourism expenditures in 2015 totaled over $45 million and supported 568 jobs. Local tax revenues were over $1.3 million last year showing a 3.5 percent growth from 2014. The Tourism Department has recently updated the county’s tourism website visitorangevirginia.com, which can be reached by clicking Visiting Orange on the county’s website. I recommend that you visit it to see what we are doing to attract visitors. The website is great and the accompanying video is spectacular. The county is also building on the award-winning Virginia tourism slogan “Virginia is for Lovers.” This slogan, inaugurated in 1969, is the basis for the “LOVEworks” signs being displayed all over the state. The “LOVEworks” were designed by various artists out of materials related to the local area where the sign is placed. The goal is to have the signs as backdrops as visitors take their photo in front of the letters L-O-V-E. The “LOVEworks” sign for Orange County can be seen on the Visiting Orange page of the county website under Landmarks on the Attractions page. The Virginia Department of Transportation (VDOT) performed a full review of the posted speeds and signs along Flat Run, Route 601, between Routes 3 and 20. Based on this review, there are no changes in speed limits, but they are implementing new sign installations, upgrades and relocations. Signs will indicate safe speeds on the sharp curves. storage and boat slips for a fee, an 18-hole semi-private golf course with a driving range, a swimming pool and a clubhouse (currently being renovated). The LMOA Board of Directors is prohibited from increasing the assessment by more than three percent annually without a vote of the membership. Their current assessment is $811 per year, plus a $160 improved property fee. This was an increase over last year’s $788 assessment – a 2.9 percent increase. In 2015, to fund a $7.2 million repair and renovation project that included their clubhouse, the homeowners’ association held a membership vote to increase the assessment from $693 to $788, a 14 percent annual increase. Their membership passed that proposed increase by a 60 percent/40 percent voting margin. Fawn Lake is located some three miles southeast of Lake of the Woods, off the Orange Plank Road. The Fawn Lake Community Association has a membership of 1,107 (including rooftops plus unimproved lots), and the lake covers 288 acres. Community Association members enjoy amenities including a clubhouse and pool complex, a fitness room in the lower clubhouse level, tennis, basketball and volleyball courts, soccer and ball fields, three parks, three trails totaling some 8.4 miles, docks, boat slips and boat storage, for a fee. The Fawn Lake Golf Course, as well as food service at the clubhouse, is only available to Community Association members for their use once per quarter. To enjoy unlimited use of these facilities, membership in the Fawn Lake Country Club is required. Various country club membership packages are available, at different price levels A Social membership, allowing dining at the Harbor Club, along with limited (eight times per year) golf privileges, will cost an initiation fee of $1,500, plus $82 per month in dues and capital reserve fees. A full Golf membership, including unlimited use of the course with no greens fees (and including all the privileges of the Sports, Tennis and Social membership levels), would require a $17,000 initiation fee ($14,500 if paid all at once, up front) plus a monthly charge of $420 ($355 dues, plus a capital reserve fee of $65). The current annual assessment for basic Fawn Lake Community Association members is $2,585. Coincidentally, this is approximately the same amount that Lake of the Woods developer Jim Foote (in 2010) told members of the LOW AARP chapter that his company would be assessing Lake of the Woods residents if they were still operating LOW with its existing amenities. Noting that many residents do not realize the level of spending required to maintain roads and other amenities, Foote added,”I don’t know how you get by with that (sic) inexpensive dues. You guys are getting by with a real steal here!”
