Horse of the Month: Shady Lady

by Melissa Zukowski, Assistant Manager, Equestrian Center As Lake of the Woods marks its 50th anniversary, the 50th Anniversary Ad Hoc Committee has put together a year-long schedule of events to commemorate the occasion. The Proclamation Day Dinner Dance April 21 at the Clubhouse, Dancing through the Decades, April 22 at Fareways Café and the 60s Retro Rave April 22 at the Community Center will give members ample opportunity to take part in the fun.

Seeking Candidates for the Board of Directors

by Ken Tillman, Chair, Nominating Committee The LOWA community is fortunate to have a wealth of talent and skills among its members. Perhaps you are already serving on one of our committees and giving us the advantage of your experience and expertise in this way. You are encouraged to consider extending your involvement by becoming a candidate for the LOWA Board of Directors. You will enjoy the satisfaction of addressing and solving the issues and challenges that exist in a community as large and diverse as Lake of the Woods.

We have two 3-year terms to fill this year, so we are seeking a minimum of three candidates to run for the two vacancies.

The deadline for submitting applications is 4 PM on May 1. The official application can be downloaded from our website, LOWA.org, or obtained as a hard copy at the Members Services in the lower level of the Holcomb Building. Completed applications should be submitted in hard copy to the General Manager’s office.

Those interested in seeking a seat on the Board by petition will need to use the standard LOWA petition which is available on the LOWA website or in hard copy from the Members Services in the lower level of the Holcomb Building.

This petition, signed by at least 250 voting members who are eligible to vote in the election (one signature per lot) must be submitted to the General Manager’s office together with the application by 4 PM on May 15.

The nominating committee is available to answer questions from applicants.

Candidates will be interviewed by the Nominating Committee during May and the committee will give a list of the candidates to the board no later than May 31.

The board will announce the names of the nominees at the June 3 board meeting.

Shady Meet Shady. She has been with the barn since approximately 2010.

Shady is a quarter-horse cross, about 20 years old now. Shady Lady was her show name before she came to LOW. She regularly competes in the local hunter circuit, has competed in novice jumpers, and is an all-around star. I call her my “backup instructor” because she will always reinforce any instructions I give a rider. Don’t sit up to a fence? She’s going to take it BIG and make you remember.

Get too rough with the bit? She’s going to jerk the reins out of your hands to remind you to be respectful. Don’t apply enough leg? She’s not moving.

She takes great care of her riders and I always see advancement in rider abilities after a few lessons with her. She teaches the rider to actively ride.

Over fences, she can easily handle a two foot six inch course. She can turn on a dime and would gladly jump the moon. She is happiest over fences. She needs a strong rider to remind her that flat work can be fun, too. Out of the ring, she loves her naps. You can regularly see her lying down in a pile of hay in the paddock or curled up in her stall.

On May 6 from 10 AM to 2 PM the Equestrian Center will be celebrating LOWA’s 50th Anniversary. This is a great opportunity to meet the horses, play games and see live demonstrations.

Pony Camp reservations can be made by completing the application. The application is found at the LOWA.org Equestrian Center webpage or by picking up one at the center during the week.

As always, pony rides, trail rides and lessons are available by calling the center at 972-2238.

President’s Letter

“Quality is not an act, it is a habit” (Aristotle) My wife, Joyce, and I recently had the privilege of attending the Lake of the Woods Volunteer Fire and Rescue Company Annual Gala at the clubhouse. The officers for the Company, Rescue, and Fire were installed. Simon Gray is again president of the Company. A couple of highlights of the evening were when the Orange County Supervisors named March 4 as Jack Kelley Day in honor of his 25 years of service as an EMT, and when Rick Hooper was given the outstanding leadership award by the Fire and Rescue Board. All in all it was a great evening and a chance to say thank you for all the fine work these men and women do.

March 4 was a first for the Board of Directors during our regular scheduled meeting. The meeting was “streamed live” on the web. This was the initial test for the new equipment and for our operators. By all indications from Melanie Parmelee, our communications coordinator, the test went very well and we are ready to go prime time. Information will have been distributed by the time you read this and the March 14 Board meeting will have been streamed live to you. Since that meeting is a night meeting, “streaming live” should provide good late night entertainment.

I would like to thank Christian Jones, a local Governor’s High School student, for the work he did on his project dealing with pedestrian safety. Chief Walker and Safety and Security Committee Chair John Bell met with Christian to review his findings. The chief told me that four main suggestions were discussed and that the Safety Committee would be taking these up in later discussions. The findings were: • clear brush, etc. at major intersections for a better sight-line for walkers • provide better signage for walking paths and for school bus stops • provide better lighting at major intersections • provide dedicated bike and walk paths At the March 4 board meeting, the board established the location of the planned dog park to be at the LOWA-owned Life Estates parcel in the 1400 block of Lakeview Parkway, Section 9. Research indicated that to have placed the location at the proposed campgrounds area would likely have required a referendum. The project was also approved by the board to be a sanctioned project for the Friends of Lake of the Woods Corporation (FLOW) to receive donations upon their board also signing off on the project. The project was placed in the Five Year Capital Plan for FY 2018 for future planning and budgeting purposes.

The board is moving ahead with the various aspects of the Pool/Fitness Project at the Clubhouse complex, approving funds to complete the conceptual design study and preliminary site work. At this time, we are planning a Town Hall meeting for April 19 to receive feedback from members on the project plans as of that date. While planning continues for the Clubhouse complex project, the Sweetbriar Pool replacement project is ahead of schedule. Groundwater turned out to be a non-issue as no live stream/creek or natural spring has been discovered under or around the pool. By this publication, concrete is curing at the site. On time opening is still being predicted.

I am sure by now that most people have seen the 50th Anniversary sign at the front gate. It has been receiving positive reviews from a majority of residents who have commented to me, though there are some residents who would like to have retained the uncluttered (their words) entrance way.

I started out thinking I was going to write this letter about the volunteer committee structure at work within Lake of the Woods, but somehow never quite got there. That I will save for another day, but suffice it to say the committees, their members and their chairs play significant and important roles in the life of the community. Until my full article, thanks to each and every one of you for all that you do for the lake.

Election Committee Volunteers In September, LOWA will be seating two new directors. The process for electing new directors is an exciting one, and members of the Elections Committee are involved every step of the way. This year the Elections Committee will be offering “electronic voting” in addition to the paper version of the LOWA Proxy Ballot.

If you are interested in joining the Elections Committee, please complete an application and return it to the General Manager’s office. Applications are on LOWA.org under Administration tab and on the Forms page or at the Holcomb building. The committee plays an important role in supporting LOWA as a self-governing organization.

2. SWEETBRIAR POOL IS ON TRACK Chug, chug, chug. NVblu continues to chug along. With the main pool and wading pool concrete floors poured and gunnite sprayed on the walls, the contractors demolished the old concrete deck and laid the foundation for the new mechanical/storage building last week. Director of Facilities Jessie Graves reports we are on track for Memorial Day Weekend opening.

3. FITNESS CENTER SURVEILLANCE CAMERAS GUARD THE DOORS Thanks to IT Coordinator Patrick O’Loughlin and Security Chief Scott Walker, the two interior cameras and one outside the front door are online to keep tabs on who enters, which helps control use by Fitness Center members only.

4. EASTOVER PARK WETLAND IS PROTECTING KEATONS LAKE Sediment and pollutant (nitrogen and phosphorus) runoff from the Wilderness Battlefield carried in Keatons Run gets settled out in the new meandering wetland. Our contractor installed native trees and shrubbery on March 2. The last step is the Roads Crew will install split rail fencing inside the park area.

5. GOLF COURSE FORWARD TEES READY FOR NOVICE AND SENIOR PLAY East Coast Athletics wrapped up its work on 10 tee boxes on nine holes, and IGM sodded the tees. Forward tees will be marked as green colored tees approximately 200-250 yards from the greens.

6. FLAT RUN FOREBAY PROJECT ON HOLD It is bad news and back to the drawing board after LOWA and Stantec determined the area for catching sediment and pollutants from Flat Run has too many underground utility lines to install an effective forebay. LOWA will work with the Culpeper Soil and Water Conservation District to develop an upstream Plan B to better protect the Main Lake.

Route 3 at LOW Way Left Turn/Flashing Yellow Arrow Project Nearing Completion VDOT Project Manager Anthony W. Hurlock reported to the LOWA General Manager that VDOT is trying to determine an installation/activation date for the flashing yellow and emergency detection used by Fire and Rescue. He said implementation of the “flashing yellow” will not catch us off guard. VDOT plans public notification which will include media resources along with variable message boards on-site. Expect notification 7 to 10 days prior to implementation.

1. JOEY WELSH RETIRING FROM CLUBHOUSE After 10 years, our Clubhouse Manager is retiring on April 30. We are sad to see her leave the LOWA Team, but we rejoice knowing she will have more time for family, friends and fun. Joey has been uncompromising on her terms to establish a quality dining experience for members and guests. We have made so many strides forward during her years here. Revenue broke through the $1 Million sales barrier in 2015 and averages $1.2 Million for the last two years.

Food costs from fresh food preparation have dropped four percent this year and are projected to continue. Meanwhile, the assessment subsidy for the Clubhouse has dropped from $125 per lot in 2007 to $32 per lot in the new 2017 budget.

She is a valued colleague to all and we will miss her! We are recruiting an energetic, personable, successful manager to build on Joey’s successes.

EXECUTIVE SESSION Motion by Hoh, passed unanimously, to enter into Executive Session at 9:02 AM for the purpose of addressing contracts, matters involving violations of the Declaration of Restrictions and Regulations for which a member, his family members, tenants, guests or other invitees are responsible.

Motion by Zwickl, passed unanimously, to exit Executive Session at 10:02 AM. 2. OPEN SESSION Motion by Clawson, passed unanimously, to enter into Open Session at 10:05 AM, and to affirm that the Board met earlier today in Executive Session for the purpose of addressing matters involving violations of the Declaration of Restrictions and Regulations for which a member, his family members, tenants, guests or other invitees are responsible.

3. REPORTS 3.1 Report from Orange County Board of Supervisors Supervisor Lee Frame said the Board’s main focus at this time is the budget. Although the Board of Education, the jail and animal shelter are requesting increased funding, the Supervisors have asked the County administrator for no tax rate increase. Residents may, however, see an increase in their RSA water bill rates. A public hearing on the budget is scheduled for April 4, prior to final adoption by the Supervisors on April 11.

On March 28 there will be a public hearing on the emergency ordinance issued to eliminate the Rescue Squad in the far western end of the County, which gets very few calls. This leaves the County with four squads, but will not adversely affect county residents or pose an undue burden on the remaining County squads.

3.2 Report from Orange County Sheriff’s Office: Major LaCasse reported that in February the County received 2295 calls for service, 48 of those from LOW. There were 33 warrants issued, 88 civil papers served in LOW, 269 summons issued and 61 transports (year-todate). There were 8 calls from Walmart, and 51 traffic tickets written on Route 3. Drug charges were levied against five people.

The department now has three new officers who just graduated from Police Academy.

Board Seeks Member Input on Proposed Boat/RV Lot Storage and Aquatic Invasive Species At the Board of Directors meeting March 4, the Board approved publishing these proposed amendments in Lake Currents for members’ comments to be submitted by March 31, 2017, to the Board.

Issue: Current regulation and agreement for Boat/RV Storage do not address inoperable vehicles and the appearance of vehicles. Additionally, there are no regulations pertaining to precautions against the spread of aquatic invasive species from other bodies of water.

Who/What: The General Manager proposed changes based on input from the Rules Committee that members and registered tenants keep vehicles in road-worthy condition with current state inspection stickers and licensed. The General Manager, with input from the Lakes Committee, recommends any member or registered tenant who owns a watercraft must obtain a LOWA-approved pamphlet on aquatic invasive species (AIS) and sign a statement acknowledging measures will be taken for prevention of spreading such species.

Effect: Requires members to keep vehicles operable and in good appearance. Requires members to read and follow the pamphlet for prevention of AIS. The pamphlet is on the Lakes and Marinas page of LOWA.org.

Ladies Beginner Golf Classes start April 7, Friday afternoons from 5 to 5:45 PM and 6 to 6:45 PM. Classes are limited to six players. We will cover: grip, stance, posture, irons, woods, sand play, learning proper etiquette and touching on the Rules of the Game. Sign-up begins March 24 in the Pro Shop.

Lake Currents

Shawn Cotton remembers riding his bike on Lakeview Parkway all the way to the other side of the lake and maybe - encountering one automobile.

He and the other kids went to Unionville Elementary School, catching the bus on Lakeview Parkway.

Shawn was born in 1973 in Washington, DC, where he then lived with his parents. His father worked for the federal government.

In 1974, Shawn’s grandparents received a card in the mail, advertising a vacation community about 50 miles south of DC. Shawn’s dad, Chamberlain, was determined that he did not want to n o t C ot raise his kids in DC and was thus motivated to check out this Shawn new area with the rest of the family.

It did not take much convincing for the Cottons to buy their first lot at Lake of the Woods and begin the weekend camping experience that marked the beginnings of the community at the lake.

The Cottons moved permanently to the lake in 1976 and Shawn’s dad commuted to DC. (Chamberlain actually owned a van pool and provided transportation for other commuters. They were on the Memorial Bridge, leaving DC, the night that the plane hit that bridge and plunged into the frigid Potomac. A night they will never forget…as with most of us.)

Grocery shopping? Shawn’s mother drove to the Giant on Route 1, next to Mary Washington University. She would fill the car with big coolers and buy as much as possible because there was not much opportunity for foodstuff close by.

Shawn remembers very distinctly the night when the Clubhouse burned.

This was a major setback for the community because the Clubhouse was where everyone socialized. It indeed was the meeting place: The “Bottle Club” was one of the most popular activities. It met on Friday nights. People rented little lockers in the basement of the Clubhouse and stored their private cache of alcohol. If you wanted a mixed drink, you used your own libation.

Shawn took to the water sports very early in his childhood because his family had a house on the water. As a matter of fact, Shawn became the self-proclaimed champion of the Stand-up Jet Ski competition. He loved that stand-up jet ski. But that spelled trouble, right here in Lake of the Woods!

Many residents wanted to ban jet skis because they were a nuisance - too noisy. And so a compromise was reached: Jet skis could continue on the lake but stand-up jet skis would no more be allowed.

(Interesting…Some things never change. Seems like controversies are simply a part of life when many different people try to live together in community.)

3.7 Report of the General Manager A. January Financials In January we collected $117,724 in current year lot assessments. For FY2016-17 we collected $5,376,525, or 94% of the current fiscal year lot assessments billed. The Preliminary Unaudited Budget Summary shows a favorable variance of $263,389 as of January 31. The current delinquency rate is 2.6%, and is expected to drop below 2% by the end of the fiscal year.

Delinquent accounts continue to be monitored and appropriate action taken.

Income from tenant fees is 15% lower than expected due to increased sales of rental properties. However, new construction/renovation fee income is up 650% over what was budgeted due to more new homes being constructed than anticipated.

B. Lakes Management Report Environmental Quality Resources will complete the final task of installing plants at the Eastover Park location in March.

C. Sweetbriar Pool Progress Report This project is on schedule and well underway with demolition, pool forming, plumbing and steel reinforcement. Groundwater continues to be a non-issue; no live stream or natural spring has been discovered under or around the pool structure.

D. Other Business Management has signed an agreement with GolfNow to help fill our afternoon tee times, and is now listed on the GolfNow.com website for booking tee times. East Coast Athletics will begin forward tee construction on February 27. Since October 19, 2016, there have been 182 VSGA VIP card golf rounds logged.

The GM has signed agreements with Friends of LOW (FLOW) so the Association can now accept donations from FLOW for several improvement projects.

March 4 Minutes from p. 3 3.3 Report from Allied-Universal Security: Chief Scott Walker reported that in February staff responded to 165 calls for service, and issued 95 traffic summonses. There was considerable tree damage and debris resulting from two violent storms during the month; road cleanup was handled well by Maintenance staff with Security assisting. One theft, two vandalism incidents and 16 animal complaints were reported.

Surveillance cameras are being installed at the Fitness Center. The frontgate turn lane project is nearing completion.

3.4 Report from LOW Volunteer Fire & Rescue, Inc.: None.

3.5 Report from Orange County Schools Representative Jim Hopkins reviewed the process used to create the annual schools budget, which the School Board will be working on in March and April. No details are available yet, although they are requesting an increase in funding. He mentioned that SOL test scores have been gradually improving over the past few years, and discipline referrals are very low.

3.6 Reports of Officers The President, Vice President, Treasurer and Secretary had no reports at this time.

The survey will address issues currently before the Board of Directors such as design and funding options for the proposed Clubhouse pool complex, as well as gauging community interest in future conversion of one of the pools to a year-round (covered) pool. The results of the survey will help to inform the board as they make these important decisions. The email survey will be distributed and can be completed easily online using LOWA’s Constant Contact, or a paper version will be available at the Holcomb building.

On April 7, the Central Intelligence Agency Retirees of the VA Battlefields Chapter will welcome David Hoffman, winner of the 2010 Pulitzer Prize and author of The Oligarchs, The Dead Hand, and The Billion Dollar Spy. Hoffman is a contributing editor at the Washington Post and a correspondent for PBS’s flagship investigative series, FRONTLINE. His presentation will be about Adolf Tolkachev, a Soviet radar expert who spied for the C.I.A. The story played out over several years, almost entirely on the streets of Moscow, in a twilit chess game that pitted American intelligence officers against their Soviet counterparts. Each side knew exactly what the other was trying to do and was determined to thwart it.

Lunch will be served at the LOWA Clubhouse with a choice of Grilled Chicken Penne or Roasted Atlantic Cod for $23 per meal. The meal will include salad, vegetables, tea/coffee, and dessert. Open bar will begin at 11 AM, with lunch at noon, followed by Hoffman’s talk.

Teen Safe Fundraiser for Basketball Court!

Pickleball is a fun and exciting (and addictive) sport which differs from tennis by utilizing a court which is about two thirds the size of a tennis court. It is primarily played as a doubles sport which means each person only has to cover about ten feet of court side-to-side. The rules are few and simple and the game utilizes an underhand serve, a perforated plastic (wiffle) ball and a “no volley zone,� which is seven feet in front of the net which allows for an easy-to-learn sport.

A pickleball court has the same dimensions as a badminton court (44 feet x 20 feet) with a net that is two inches lower than a tennis net. The sport is played with paddles, not racquets, that are about twice the size of a ping pong paddle.

Beginner classes are held every Thursday from noon to 2:30 PM in the Marion Pronk Hall at the Community Center. Lessons are free and paddles are provided. Please wear tennis, walking or cross training shoes. Civil War Study Group March Program

Celebrate LOWA 50th Anniversary and LOWVAC 35th Anniversary

The Civil War Study Group is scheduled to meet March 24 at 10:30 AM in the lower level of the Clubhouse. Our speaker will be Eugene D. Betit, docent at Belle Grove Plantation, NPS volunteer at Cedar Creek Battlefield Park, and author of the book War’s Cost: The Hites’ Civil War. Betit will speak about the descendants of Isaac Hite, Jr., an officer in the Continental Army and founder of Belle Grove Plantation, south of Winchester. By the time of the Civil War, ed Isaac had forty grandsons; four of whom (plus d i ov Pr two great grandsons) gave their lives for the to ho Confederacy, some enlisting as young as fourteen.

P etit Several did not reach their fifteenth birthday, while two died D. B E ug en e in the last year of the war. Betit will discuss why only one out of 102 Virginia Hites was commissioned, and will also examine the conditions under which they fought and the reasons for their commitment.

Lake of the Woods Visual Arts Council (LOWVAC) will be celebrating the 35th year of art shows here.

In reviewing documents from the earliest shows, we discovered that there was a “LOW Coloring Book,” sold to benefit Fire and Rescue at the first shows! So far we have not found a copy of that book, now 35 years old! We assume it was a book for children.

Since adult coloring books are now popular, LOWVAC plans to produce a coloring book to celebrate LOW’s 50th anniversary. Details are not final, but we plan to request pen and ink drawings of scenes of Lake of the Woods from residents.

LOWVAC committee members will select final drawings for the book. Start drawing and stay tuned for details about when and where to submit. The coloring book will be sold at the art show.

For 2017, there will be changes to the annual art show, both location and time.

The show dates are Sept. 16 and 17 and the location will be the Community Center.

Childhelp Activities

Our Stage 4 children will have the opportunity to see the children’s production of The Peanut Man, the story of George Washington Carver, at the Riverside Theatre at 1 PM Saturday, April 1. March 23 is the deadline to sign up for the March 31 Spring Luncheon, which will start at 11:30 AM at the Clubhouse. The cost is $20, payable by check made out to “LOW LGA,” with “Spring Luncheon” noted on the memo line. The sign-up sheet and lockbox are located in the lounge at the Woods Center.

Our 2017 season starts with an 18-Hole Scramble on Tuesday, April 4.

This fun event combines 9-hole and 18-hole players in a foursome, providing an opportunity to meet new members and play with golfers of different skill levels. Check-in time is 8:30 AM, with a shotgun start at 9 AM. Plan on arriving early, so you have time to catch up with old friends, make some new ones and maybe have time for a bit of practice on the putting green.

Here are a few reminders to get us ready for league play. Members must sign up for Tuesday golf no later than noon on the Monday prior to play. Volunteers are needed for collecting sweeps money during the check-in process and for collecting score cards to determine the day’s winners and allot the sweeps money. Start time in April is 9 AM. Players are asked to arrive 30 minutes prior to play.

The first Tuesday of the month is food bank collection day, when members are asked to bring donations of non-perishable foods to Dottie and Jim Lohr’s van in the Woods Center parking lot.

The Orange County Board of Supervisors surprised former LOW Rescue Squad Chief Jack Kelley by recognizing him for his service at their Feb. 28 meeting in Orange. They declared March 4 would be “Jack Kelley Day� to honor Jack for 25 years of service and over 15,000 volunteer hours in providing emergency medical support to LOW and Orange County residents.

Kelley is an advanced emergency medical technician and a former Rescue Squad Chief. Board of Supervisors member and former chairman Lee Frame made the presentation. Frame recalled that Jack has served for so long that he was often first responder on the scene to traffic accidents at the intersection of Routes 3 and 20 before that traffic light was installed and when Jack had his office located near the intersection.

Jack is well known for his ability to bring comfort to stressed patients with his calm, caring, gentle, and Ja light-hearted approach. Jack is a former football player ck K ell (offensive line) at William and Mary, high school history teacher ey and football coach, and businessman. Now he devotes much of his time to serving his neighbors in Orange County through his volunteer work as an emergency medical technician and crew leader. Jack is blessed to have his large and loving family located close by here in LOW and to have many of them involved in providing quality and caring medical care to their neighbors.

Calling all animal lovers! Cause 4 Paws, a 501c(3) non-profit feline rescue organization, is kicking off our fundraising season Saturday, April 1 at the Lioness Flea Market. We will be at the Locust Grove Middle School located at 6368 Flat Run Road off Route 20 from 8:30 AM to 1 PM. We will have t-shirts, animal-themed jewelry, dog and cat items and lots of yard sale stuff.

Proceeds help us to continue our mission of providing veterinary care to homeless felines and placing them in their forever homes.

Also available for your perusing pleasure will be crocheted hats and afghans, as well as unique jewelry by Mary Kay’s Crafts and Kathryn’s Creations.

As always at all of our events, we will be accepting cat food (dry kitten chow is always needed) and monetary donations. We are also in need of volunteers to foster homeless cats and kittens, help at adoption events at PetSmart art and help at craft events.

The Lakers return for their 19th annual Lake of the Woods Church (LOWC) Concert on Saturday, March 25 at 7 PM. Their musical crew will feature Irene Robinson on piano, Charlie Bocook on drums and Jordan Medas on bass guitar.

Medas spent about nine years traveling the country as a professional musician, and recently joined LOWC as our pastor for Young Families.

The Lakers have been singing their own style of the oldies, both gospel Photo provided and pop, since 1998. They have been The Lakers representing LOWC as they attempt to spread the Light of Jesus all over central Virginia. They have made over 600 appearances in the area from Washington to Richmond and Charlottesville to King George. They have sung for state conventions, charity events, fairs, antique car shows, churches, civic associations, senior citizen groups, assisted living homes, personal parties and celebrations. They enjoy making people smile as they share their corny humor and sing their good-news songs. About half the songs the group will sing are new for this concert. They will ask you to sing along with them on a few songs as well, and they just may have a surprise in store for you.

There will be a Cookie Concerto reception and a chance to meet with The Lakers following the performance. The concert is free, and any voluntary donations will support the LOW Church Worship Arts Program. Please call The LOW Church at 972-9060 for questions and directions.

Terry A. Anderson, retired Associated Press correspondent who was taken hostage in 1985 by Shiite Hezbollah militants and held hostage in Lebanon for six years, will speak March 19 at a special Sunday meeting of the Lake of the Woods Democratic Club.

The event, which will begin at 1:30 PM in the lower level of the LOWA Clubhouse, is open to the public without regard to political affiliation. Hors d’oeuvres and beverages will be served.

Anderson, 68, is a former Marine and Vietnam veteran. He is author of the bestselling book Den of Lions, recounting the years A nd he was held hostage er so in Lebanon. n He is a former foreign correspondent in Asia, Africa and the Middle East. He served as chief Middle East correspondent for the Associated Press, as well as working as a newspaper editor, television and radio reporter and documentary producer.

Anderson spent 12 years as a journalism professor at Syracuse University, Ohio University, the Columbia University School of Journalism and the University of Florida.

He is honorary chairman of the Committee to Protect Journalists, which works on behalf of journalists under threat around the world, and is co-chair of the Vietnam Children’s Fund, which has built more than 50 schools in Vietnam.

He ran unsuccessfully in 2004 for the state senate in his native Ohio.

3.8 Committee Reports A. Community and Youth Activities Chair Denise Shoemaker reported that the Committee needs new members to help plan events for the Community. They are reviewing their Charter, and have planned several fun events, including the March Madness, all-ages basketball competition on March 24 and the 1960’s Retro-themed dance, also for all ages, on April 22.

B. Maintenance & Ecology Chair Michael Tait reported the Committee now has 7 voting members, 2 alternates and a variety of advisors. Issues they are addressing include congestion at the front gate Security parking area, bicycle-riding on the main dam, and the feedback process for reporting completion of maintenance tasks.

C. Nominating Committee Ken Tillman reported that there will be two openings on the Board this year, so three or more candidates will be needed to fill Director seats. More details will be published in the next issue of Lake Currents.

4. Member Comments on Business Agenda FLOW member Nancy King briefly outlined the purpose for creating Friends of Lake of the Woods (FLOW), and how they operate to help pay for community projects.

5. UNFINISHED BUSINESS 5.1 Consideration of Publishing in Lake Currents Proposed Amendments to Regulation V.J. and X.A.4.n. Regarding RV and Boat Storage.

Motion by Cumming that the Board authorize the publication in Lake Currents of proposed amendments to Regulation V.J. and X.A.4.n., and further move to send Regulation X.A.4.n. to the Lakes Committee regarding RV and boat storage.

Motion by Zwickl, to retain Item #12 in the new Section V.J. which pertains to the responsibility of boat-owners relative to aquatic invasive species, as proposed in the original draft and recommended by the Rules Committee. Yea: Zukowski, Zwickl, Johnson, Hoh, Clawson and Morlan, Nay: Cumming. Motion passed 6 to 1.

Vote on original motion as amended passed unanimously.

Motion by Zukowski that the Board approve the inclusion of the Dog Park in the Five-year Capital Plan for FY-2018 for future planning and budgeting purposes.

Motion by Hoh, passed unanimously, to amend the motion to state that the budgeted amount in the Five-year Capital Plan not exceed $30,000.

Motion by Cumming, passed unanimously, that the Board send to the Rules Committee and the LOWA Attorney proposed amendments to LOWA Regulation XII: Use of the Swimming Pools.

7. Member General Comments Members commented on: 1) the need for a 6-lane pool at the Clubhouse to accommodate swimnastics classes; 2) the need for a permanent water supply at the Dog Park for the grass; 3) the need to consider regulations to address bicycling and use of walking sticks/ski poles on the main dam; 4) suggestions on how to handle redundancy of rules in the published regulations.

8. Director Comments: Secretary Zukowski said the Elections Committee could use new members.

President Morlan reminded members to take advantage of the Meet the Management and Coffee and Conversation events held each month for their benefit, and join Secretary Zukowski at Fareways on Monday morning from 9-10 a.m. to share their thoughts.

The club has grown continuously and has about 60 skiers each season.

We are an affiliated club with USA Water Ski Association, focusing on skier development primarily for our shows. The county administrator recently presented his budget for the next fiscal year. There were some serious challenges to meet the supervisors’ desire for a budget that did not include any tax increase. As a point of reference for evaluating the challenges, $380,000 in increased revenue requires a one cent increase in the real estate tax rate. Even without a tax rate increase there were revenue increases of about $1.6 million resulting from new construction, newer and more vehicles and new machinery. Another big increase was in sales taxes.

Most of the increases in expenditures are in the areas of public safety and health and welfare. One of the bigger public safety challenges was the about $790,000 increase in the required contributions to the regional jail and juvenile detention center. The jail has offset increases in the past by using reserves and funds for federal prisoners. Those funds no longer are available and Orange County’s prisoners make up a larger portion of the overall jail population requiring us to cover a larger share of the cost. The other major public safety increase was for staffing to increase the number of ambulance teams from four to five. This is needed to handle the continuing increases in the number of calls for medical service.

Health and welfare increases result from families that continue to struggle in Orange County. Staffing for the Department of Social Services was increased as was funding for the Children’s Services Act. As I have mentioned in the past, this act is a program to help at-risk youth and is a significant factor in the county’s budget. The caseload continues to increase with 124 youth/families receiving services this year as compared to 108 last year at this time. Also the difficulty of these cases is significantly more challenging. Even during the current fiscal year we are exceeding the budget by about $591,000 with $343,000 being the county’s share. Funding for mental health services is also increased in next year’s budget.

The School Board requested about $1.65 million more than the supervisors appropriated for last year. Since the school system has not spent all of those funds for the last several years, the administrator’s budget provides a 2.67 percent increase in the amount estimated to be spent during the current fiscal year, which is about the rate of increases seen in the last several years. This amount is actually less than appropriated last year and substantially less than requested this year.

For the next month or so, the supervisors will be reviewing the budget.

There will be a Public Hearing on the budget and proposed tax rate April 4 at 7 PM. The administrator’s budget presentation will be available on the county’s website and citizens can provide comments to me at the email address below.

At a recent meeting, I had the pleasure of presenting a Board of Supervisors resolution recognizing Jack Kelley for his 25 years of volunteer service with the LOW Rescue Squad. Rescue Squad officers managed to get Mr. Kelley to the supervisor meeting without his knowing that he would be recognized and he was surprised when I called him up before the board.

It is this kind of selfless service to our fellow citizens that make Lake of the Woods and Orange County a great place to live.

The energetic, personable and successful candidate will oversee, coordinate and provide the planning, organizing and leadership necessary to ensure highest guest service satisfaction. Fiscal responsibilities include development of the Clubhouse operating budget by projecting annual revenue and expenditures. The manager ensures food quality and all safety, sanitation, and food handling standards are consistently met; along with ensuring all State laws pertaining to alcoholic beverages are strictly adhered to including staff training and certification.

The successful candidate must have a minimum of 5-8 years progressive experience; be knowledgeable with respect to food/beverage hospitality trends and innovations. College degree preferred. Supervisory experience essential.

CLUBHOUSE Part-Time Line Cook. Flexible hours working with a great team. Must be able to prepare, portion and cook food products with competency in other areas of food preparation. Looking for team players.

FAREWAYS CAFÉ Part-Time Bartenders needed to assist with Café operations at the Woods Center. Must be 21 years old and willing to work flexible hours and weekends. Great customer service skills and team player spirit. Previous experience desirable.

MAINTENANCE/ROADS. Full-Time hourly Laborer. Ability to lift 50 lbs., and have ability to operate a variety of hand tools such as weed trimmers, chainsaws and vehicles. Work includes a variety of duties such as weedeating and seasonal snow removal.
