LOWA Town Hall Meeting on Clubhouse Pool/Fitness Center/ Outdoor Recreation Project Wednesday, April 19 7 PM, Community Center

With a last-minute agenda change in response to numerous member requests, the Board of Directors will consider at its Saturday meeting a proposed change to LOWA Regulation X A.4.e (Use of the Lakes), to allow seaplane landings on the main lake three days a week. The change is being made to allow live Maine lobster to be delivered to the Clubhouse. The deliveries will be made using a DeHavilland DHC-6 Twin Otter floatplane operated by MaineAir. Lake users will be advised to remain clear of the Clubhouse Dock area from 4 to 6 PM on Tuesdays, Thursdays and Saturdays between Memorial Day and Labor Day to allow the seaplane access to make the deliveries. Presidents Letter

“It is through cooperation, rather than conflict, that your greatest successes will be derived” (Ralph Charell) Murphy’s Law struck the “live streaming” of the board meeting on March 14. The Communications Department eventually worked out the streaming problem, but we were about an hour into the meeting. We will take another shot at the meeting on April 1. (Yes, we are really going to have a meeting on April Fool’s Day.) For those of you who missed the LOW Players’ presentation of “Always...

Patsy Cline,” it was an outstanding performance. Sheri Hayden sounded more like Patsy than Patsy, Michelle Ditzler was great as the story-teller, and The Wil Gravatt Band was wonderful.

A presentation was made at the March 14 board meeting on the fire suppression system work recently completed at the Clubhouse. Along the way several related issues were resolved by Maintenance. Forty-four electrical box covers were installed to cover exposed live wires; heavy chandeliers were secured to the ceiling grid instead of resting on ceiling tiles; 70 can lights were given proper support; improperly-installed old ceiling insulation was removed and ceiling support beams that had been cut in previous projects were repaired, to name just a few items corrected during the course of the project.

Thanks to Cavalier and our own crews for a job well done.

Speaking of the Clubhouse, Joey Welsh announced her retirement as clubhouse manager effective the end of April. She has done an outstanding job as manager and has continually moved the Clubhouse forward in its operations. We will miss her and we wish her well. In the first week after her announcement, over 50 applications were received for the position.

The Planning Committee is seeking suggestions for questions on a two-tier approach they are taking to their regular survey.

1. The first, shorter, survey will focus on the Pool/Fitness Clubhouse Point Complex. If you have suggested questions relative to this project, forward those questions to the Planning Committee.

2. The second, more comprehensive, survey about LOWA, should also have questions forwarded to Planning. The two-tier approach accommodates the short time frame for the Pool/Fitness project.

The board is also going to be engaging in setting Mission and Vision Statements along with Goals and Strategies for the lake. This helps set the direction for board decisions. The end point in this process will be presenting the work product to the community.

I would remind members of the good work that LOWLINC is providing to LOWA members in need of assistance. They are always on the lookout for volunteers. If interested, contact Jeff Flynn.

In closing this letter, this is the list of “Must Haves” for the Pool/Fitness Clubhouse Point Complex that was forwarded by the board to the architects: Maximum Cost: $5 Million Completion Date: 2019 Swim Season 25 handicapped parking spaces One Pool Configuration: Zero entry; 4-6 lap lanes for fitness swimmers; a child’s pool with some fun amenities; a tots splash area; an aerobics workout area One building to support pool and fitness Snack bar, accessible from pool and beach; restrooms for fitness and pool; showers for pool; office and lifeguard area; beach shower Fitness Center of 4400 square feet Relocate basketball court Other givens: retain flood wall; do geo-technical survey; construction to be let to general bid; and, design for possible future covered pool The $5 million was a maximum, while the other must haves provided options that the architect could choose from to stay within the $5 million.

We appreciate member support and patience in this time of major decisions on the future of Lake of the Woods.

Eight Things That Might Surprise You About LOWA’s Reserve Studies

Additional study will be needed. Environmental Resources Manager Bobby Jones will give the Board an update at the next mid-month Board meeting.

B. Sweetbriar Pool Progress Report Demolition was done and the project is now 53% complete. Both main and wading pool shells are formed and in place. The project is on schedule for completion in May. 1. IT’S IN THERE! We have 739 items in our 30-year component inventory with a one-time replacement value of $23,445,104. Carpets, bulkheads, docks, dump trucks, heat pumps, horses, golf mowers, roof systems, stoves, on and on. Our study’s contents are like Prego Spaghetti Sauce: It’s in there.

Some items are replaced only once, some several times in 30 years.

2. IT’S NOT IN THERE. Long life exclusions like buildings and low value exclusions like flag poles are not in the study. Neither are utility lines, maintenance and repair items, and privately-owned items.

3. IT’S THE LAW. Virginia law requires a reserve study every five years “to determine the necessity and amount of reserves required to repair, replace and restore the capital components”. It also requires LOWA to say the extent to which we funded our reserve obligations. We fund 100% as a rule.

4. IT’S A BEST MANAGEMENT PRACTICE. LOWA and other large scale HOAs use reserve studies to stay organized and plan for future replacement costs.

5. FIVE YEARS = TOO LONG. Our experience shows waiting five years for the next study is too long, mainly because of the number of components we have to maintain. We have a lot of moving parts! Board and Management conduct an annual review and update each fall as a workup for the annual budget in the spring. The Finance and Planning Committees weigh in. Our last comprehensive study is from 2013.

6. IF IT BREAKS…If something like a pump or mower breaks and cannot be economically repaired, we replace it from the Repair and Replacement (R&R) Reserve fund balance, which exist for this very purpose. The R&R Reserve fund balance is over $1 million.

7. CASH FLOW METHOD IS PREFERRED. The Cash Flow Method is best for LOWA. It calculates the amount needed in the current year plus 4% of the one-time replacement value of all components. Cash Flow Method calculates the minimum annual funding of replacement reserves and prevents the Repair and Replacement Reserve from dropping below a minimum recommended balance. The other method, the Component Method, is a very conservative funding model that would be a much more expensive way of setting aside funds. Component Method treats each projected replacement as a separate account, and LOWA would save a percent towards that project each year until its year of replacement.

8. DEFERRED REPLACEMENT CAN BE DETRIMENTAL. The cost of NOT keeping our Association property well maintained is high. Deferring a project is sometimes prudent, and it may help balance the budget in a tight year. However, if we make it a habit to defer replacement, it could cost more and hurt property values. Sticking to the reserve plan pays dividends for a well-managed community!

Happy Spring! How does LOWA know what to do next when it comes to capital projects? We constantly use and update our replacement reserve study. LOWA is actively competing the contract for a reserve specialist firm to perform the new replacement reserve study this summer of all assets that LOWA owns valued over $3,500. The firm we hire in April will send a professional engineer (PE) with training, HOA experience, and “Reserve Specialist” designation to inspect and write a condition assessment report on every component of the assets we own. That PE will then arrange assets in approximate years of their remaining useful life over the span of 30 years.

The reserve firm will also prepare a financial report on the minimum annual funding for the plan. Here are some key points about the reserve study.

The LOWA Assessment- A Critical View

Recent Finance Committee analysis has revealed a 63 percent increase in the LOWA annual assessment since FY 2005-2006. During the same 12 years, inflation, measured by the Consumer Price Index, has been around 25 percent. Social Security benefits, pensions, and wages have increased even less than that.

Why does this matter?

Such a rapid rate of increase is unsustainable. In time it will outgrow the ability of owners to pay it. If the rate of growth continues the assessment by 2029 will be over $2200. Ever higher assessments limit our capacity to respond to unanticipated or emergency situations.

Why has the assessment increased so dramatically?

1. Higher payroll costs. We have more employees and pay them more.

The cost of benefits, especially health insurance adds to these personnel expenses.

2. Decline in amenity revenues. Because of either lower demand or Board action we have experienced a decrease in golf, swimming, and tennis revenue. Lower revenues with higher amenity costs have to be offset by increased subsidies paid for by higher assessments.

3. Security costs. The management and the Board expanded patrol hours and complied with new legal requirements related to armed security guards.

4. Lakes improvement. Renewed efforts to protect the health of our lakes have been focused on a lakes management plan that costs hundreds of thousands of dollars.

5. Maintenance costs. LOWA’s infrastructure requires more than $1.3 million annually just to replace things that have worn out. There are also high costs for maintaining all our assets.

What can be done to slow the rate of increase?

1. A systematic approach to cutting costs. “How can we do the same or more with fewer resources?� is a question that should be asked regularly by our management and Board. Cutting costs does not have to mean cutting services.

2. Adherence to best practices in procurement. Competitive bidding in an open process is the way to guarantee best value.

3. Look before we leap. We need to know the total cost of building and operating new facilities. Once we build something new we have to staff it, heat, cool it, clean it, repair it, and eventually replace many of its components.

The Finance Committee acknowledges the efforts of the current Board to contain the growth of the assessment for 2017-18 by cutting the increase from 3.6 percent to 1.2 percent.

The heat pump at the Holcomb Building was failing and had to be replaced at a cost of $6,100.

Clubhouse Manager Joey Welsh plans to retire on April 30. Management is in the process of reviewing applications for a new Clubhouse manager.

At their April 1 meeting, the GM would like the Board to discuss possible allocation of existing NCR funds, as well as transfer of $80k into the Operating Money Market account prior to April 30 to improve our cash flow position (and as per the UOCP Policy).

3.3 Committee Liaison Reports President Morlan reviewed the status of Committee correspondence and recommendations made to the Board as follows: A. Maintenance & Ecology A request to update Regulation IV.G.4 to specifically include “cycling” as an activity not allowed on the dams was discussed. The Board felt that this is already covered under our current regulations that state “vehicular or other activity which may lead to turf damage” are prohibited. Security has the authority to enforce compliance.

A suggestion to move Security Parking to the other side of Lake of the Woods Drive was referred to the Chief of Security for his review.

B. Community &Youth Activities A pending request to make a few changes to the Charter was postponed until Board liaison Jeff Johnson is available to participate in the discussion.

Director Cumming will contact the Committee and get more information on the changes being requested and address concerns they have relative to funds budgeted for youth activities.

C. Nominating – Recommended changes to LOWA Bylaw Article VI. A few wording changes were recommended by the Nominating Committee Chair to Bylaw Article VI, Section 3: Nomination by Petition, to improve accuracy of the text.

Motion by Cumming, passed unanimously, to send the proposed revised text to the Rules Committee for their review.

D. Rules Committee A recommendation to establish an Ad Hoc Working Group to review the LOWA Regulations was sent to the Board. The Board is in favor of the review, and is in the process of formulating an approach to establishing such a Working group to update the Regulations.

E. Golf Committee Director Hoh said that the Golf Committee had a meeting yesterday to discuss the Golf and Fareways marketing plans.

3.4 Committee Reports A. Communications Committee: No report available.

4. PRESENTATION Summary of Clubhouse Fire Suppression System Capital Project.

Following a request from the Board for a summary of the project tasks and cost, Facilities Director Jessica Graves and Cavalier Project Manager Richard Schmidt provided a slide presentation covering the course of the 6-week project to replace the fire suppression system at the Clubhouse. Cost savings were realized by having the Buildings Department staff participate by assisting with prep work, finishing tasks and cleanup. A number of unsafe conditions and/or code violations were identified and corrected, as well as air leaks in the duct work. The total cost of the project was $228,689, which was $1,752 under budget.

Motion by Clawson, passed unanimously, that the Board authorize publication in Lake Currents of the General Manager’s draft version of proposed amendments to Regulation XVI.K.8: Environmental Control and Construction Procedures; and Regulation V.F.: Use of Property—Individuallyowned and LOWA-owned Property, regarding above-ground swimming pools.

7. NEW BUSINESS 7.1 Mid-Year Update on 2016-2017 Board Goals General Manager Phil Rodenberg briefly reviewed progress on the FY2016-17 Board Goals. Of the 10 goals originally set, one has been completed (Goal #8: final plan and location of a Dog Park), and the other 9 are in progress and/or ongoing as follows: 1. Lakes Management Implementation Plan continues. The Keatons Run Eastover Park project is complete; Flat Run Forebay design is on hold due to site constraints. Aquatic Invasive Species education has been started.

2. Replacement of Sweetbriar Pool: Project is underway and on schedule for completion in May, 2017.

3. Clubhouse Pool/Fitness Center/Outdoor Recreation Complex: The Board submitted a list of required features to RRM Lukmire for preliminary design work. Maximum cost set by the Board was $5 million.

4. Working with VoteNow, electronic voting capability will be tested by staff before being used this year for the Board election.

5. LOWA’s website is being redesigned and upgraded; a mock-up of the new site is expected to be ready for viewing at the April 19 Board meeting.

6. LOWA’s 50th Anniversary events continue to be planned throughout the year.

7. Complete review of LOWA’s mission and vision statements will be reviewed in the April/May timeframe.

9. Management is pursuing sale of LOWA-owned lots not needed for Association purposes; more guidance from the Board is needed to identify other income streams.

10. Plans to expand Teen activities are being developed by the Community and Youth Activities Committee, Activities Director and Management. FLOW is assisting with raising funds for a few specific projects that will benefit this group.

7.2 Discussion of Fareways Marketing Plan Assistant General Manager Chester Guzek provided an overview of the latest marketing plan to improve income at Fareways. Topics included goals, strategies for driving revenue, golf relations, possible kitchen upgrades, use of media and estimates of future income if the marketing plan is followed.

The Board of Directors at its March 14 meeting approved for publication in Lake Currents and now requests comments from members by April 14, 2017 on proposed Regulation changes regarding pools.

ISSUE: Shall LOWA prohibit lot owners from constructing above ground pools? How shall LOWA address portable children’s wading pools?

WHO and WHY: The GM recommended and was developed after considering the approach taken by other large scale associations, the ECC and Rules Committees, and in consultation with the LOWA Attorney.

WHAT IS THE EFFECT: Requires all pools hot tubs, and spas in the back yard, behind and within the side planes of the house. Requires pools to meet state and local standards, which the Orange County Building Inspector will enforce, including installation of a fence or cover. Allows portable children’s wading pools anywhere as long as they are removed from street view when not in use.

WHY: The new language is more positive and inclusive to hot tubs and spas.

4) Plans must specify pressure treated lumber and rust resistant hardware.

5) Pier height must be a minimum of eighteen (18) inches and a maximum of twenty-four (24) inches above the mean normal waterline (MNW) of three hundred seventeen and a half (317.5) feet evaluation.

6) Any benches, storage lockers, pump enclosures or other vertical structures to be attached to the Pier may not be more than thirty (30) inches in height except for PWC Lifts, or Lights which cannot exceed seven (7) feet. Lifts, which are mounted to a pier and can swing over the pier, will not be included in the pier size. All of the previous items must be approved prior to installation. (10/2007) 7) ECC will review plans and if approved, will issue a revocable permit and will assign a tag number. The tag must be displayed, after the final inspection by ECC, on the water side of the Pier so that it can be seen when boats are moored in their usual berths. d. General Requirements: 1) The Pier must be at least eight (8) feet from the property lines extended into the Lakes.

2) The maximum length of a pier from the bulkhead may not be more than: (a) Twenty-eight (28) feet on the Main Lake. (b) Fifteen (15) feet on the Fishing Lake.

3) Maximum Pier size allowed on the: (a) Main Lake is six hundred (600) square feet. A Pier that is larger than six hundred (600) square feet and was approved prior to May 4, 1991 may remain in place. (b) Fishing Lake is ninety (90) square feet. (c) When “U” shaped Piers are used, the entire area occupied by the Pier and slip area is considered in determining maximum size. (d) Irregularly shape Piers: Normally, the size will include that area captured by the Pier and the shoreline. However, conditions may dictate dealing with these type Piers on a case-by-case basis.

4) Pier sizes may be limited in areas deep in coves where a Pier could create a hazard for other Lake users. A minimum twenty-five (25) foot channel must be maintained between Piers on both Lakes. Piers shall not extend closer than thirteen (13) feet to the center line of any cove/inlet.

5) Only one (1) Pier is permitted per lot. “U” shaped or finger Piers are allowed as long as they form a single structure at the bulkhead.

6) The ECC conducts an annual inspection of Piers with respect to appearance and compliance with ECC/LOWA requirements. Piers must be maintained in good repair or the revocable permit will be withdrawn.

7) A watercraft lift may stand alone in the absence of a pier or may be placed in conjunction with a pier. All structures placed in the Lakes must occupy a contiguous water area that does NOT exceed six hundred (600) square feet measured from the shoreline onto the Main Lake and ninety (90) square feet on the small lake. The contiguous area may not extend farther into the main Lake that twenty eight (28) feet and fifteen (15) feet on the small lake. The area may not be closer to the lot sidelines extended eight (8) feet. This excludes lifts previously approved prior to October 6, 2007. (10/2007) 4. Boat Shelters: a. Construction of a Boat Shelter must have the approval of the ECC. b. The application must include the following: 1) Name of the applicant; 2) Section and lot numbers; 3) Street address; 4) Home telephone number; 5) A drawing, to scale, showing changes and/or modifications to the existing, approved, Pier; 6) A drawing, to scale, illustrating construction/assembly method; 7) A statement that the proposed shelter will adhere to the Criteria for Boat Shelters as delineated below. c. ECC criteria on Boat shelters: 1) The Boat Shelter must be an open-ended, portable structure affixed to an ECC-approved pier. The shelter framework shall be no higher

XVI. ENVIRONMENTAL CONTROL AND CONSTRUCTION PROCEDURES K. OTHER CONSTRUCTION 1. Dog Pens (4/2002) a. The ECC may approve a revocable permit for a Dog Pen, for the purpose of confinement and/or safekeeping, the sizing and height of which is to be determined by the ECC after considering the circumstances, aesthetics, and the impact on the neighborhood. The Pen CANNOT extend more than ten (10) feet from the dwelling and CANNOT exceed two hundred (200) square feet. b. The Dog Pen must be contiguous to the dwelling and NOT be visible from the street, Lakes, OR Golf Course. The Pen will be wood, vinyl, or wire screening. Screening with shrubs may be required, predicated upon the size, height, and location of the enclosure. “V” channel metal posts are NOT acceptable for construction of a Pen. c. Trolley, tether or similar type restraints are NOT allowable. d. The location for the Dog Pen is in the rear of the residential lot.

However, because of the location of the primary dwelling on the lot, an alternate location may be approved by the ECC. The Dog Pen as configured on the residential lot must meet the setback restrictions as prescribed by the Orange County Zoning Ordinances and the LOW Restrictive Covenants (Section 6.E). On certain lots because of the setback requirements, a lot owner may have to obtain a variance from ECC & Orange County. (1/2004) e. Electronic fencing is acceptable, so long as it meets all setback requirements and is ECC approved.

2. Private Boat Slips: A Private Boat slip is a waterway cut into the shore of the Lake with depth, width and length sufficient to float one (1) or more boats. a. Boat slips may be allowed on lakeshore lots on the Main Lake where: 1) Converging lot lines or narrow coves preclude approval of a pier, AND 2) The contour of the land is amenable to the construction of such a facility, AND 3) The excavation thereof will not interfere in any manner with the main sewer lines installed around the Lakes. b. Waivers of easement must be obtained from: 1) Rapidan Service Authority 2) Verizon 3) Rappahannock Electric Cooperative c. Boat Slip revetments must be reinforced concrete, timber retaining walls or rock-filled cribs. d. The top elevation of Boat Slip revetments must be no more than two (2) feet above mean normal water (MNW) level of three hundred seventeen and a half (317.5) feet. e. Covered Slips will NOT be permitted and no vertical structure is permitted. f. The length of a Boat Slip may not be more than twenty-five (25) feet from the shore as delineated by mean normal water (MNW) levels of the Lakes. g. Revetments may not extend into the Lake beyond the shoreline as established by the mean normal water (MNW) level of the Lakes h. Construction of the Boat Slip may not alter the general shoreline of the Lakes as delineated by the mean normal water (MNW) level. i. Excavated material may NOT be dumped in the Lakes. If disposed of as fill within the confines of the owner’s lot, such fill may NOT adversely affect the general contour or drainage pattern of adjacent property. j. Permits for Boat Slips must be obtained from the ECC and will not be revocable. Property owners must maintain them to prevent erosion of the shoreline or pollution of the Lake.

3. Piers: Property owners must secure approval from ECC and a Building Permit from the Orange County Building Department prior to commencement of construction. a. Filing fees to LOWA must accompany the application. b. Application must be made on the form which is obtainable from the ECC. c. The application package must consist of two (2) sets of the following: 1) Three (3) copies of the Plans and Specifications, drawn to scale.

Indicate all materials and colors to be used.

2) Three (3) copies of the ECC Pier Application.

3) Three (3) Copies of the Certified Land Surveyor’s latest plat plan

If you are reading this before Saturday, April 1, our apologies. Otherwise, APRIL FOOL from your Lake Currents staff. Current LOWA regulation X.A.4.e still clearly states “Seaplanes shall NOT land or take off from any LOW lake” and no modification is planned.

The Lake of the Woods Barracudas are looking forward to the 2017 summer swim season with a brand-new pool at Sweetbriar.

With all construction on track, we are excited about the changes ahead and about starting our season on time. We invite residents of Lake of the Woods with children or grandchildren between the ages of 5 and 18 to join us for our first meeting of the new season. There are exciting changes this season so, whether you are a new family or returning, be there on May 1 at 7 PM in the lower level of the Clubhouse.

Come to meet our new board members and learn about online registration.

Swimmers will have an opportunity to try on and purchase uniforms as well as other team items. Our board members will be happy to discuss with you any questions about the various volunteer positions that are needed to run an effective swim meet as well as any other questions that you may have.

As we look forward to summer, we think of warm weather and water.

What better way for your kids and grandkids to get a good dose of sun, exercise, and water than by joining the Barracudas? With Coach Sheila Wimble and her Assistant Coach Tanner Kelson returning, the Barracudas can proudly say they have one of the most experienced coaching staffs in the entire RSL. And, in the opinion of the swimmers on the team, the best coaching staff in all of Virginia (if not the world). The Lake of the Woods Barracudas team is a member of the Rappahannock Swim League which incorporates teams from Stafford, Orange, Spotsylvania, and Stafford Counties. It is a summer swim league, with practices beginning in June and the Championships on August 5, this year. Practices will be held every Monday, Tuesday, Wednesday, and Friday morning, with meets on Wednesday evenings.

LOWA’s 50th Anniversary Lake Youth Foundation Egg Hunt

Check-in the day of the event will begin at 12:30 PM. Please do not arrive prior to this time.

The Easter Bunny will arrive at 12:30 PM and will be available for pictures before and after the hunt. Don’t forget Photo by Katie Yarrow to bring your camera and a Tilly Barr enjoys her visit with the Easter BASKET for each child. Dan Bunny at last year’s LYF Easter egg hunt.

Reams Photography will be there to capture the magic of the event.

Refreshments, a cake walk and games will be available.

Please join the Lake Youth Foundation in celebrating LOWA’s 50th Anniversary by registering your child for our Easter egg hunt that will be held Saturday, April 15 at Sweetbriar Park.

The egg hunts will be divided into the following age groups and start times: 2 and under 1 PM 3 – 5 years 1:10 PM 6 – 8 years 1:20 PM 9 – 12 years 1:30 PM

For the past three years, several Orange County schools, along with local businesses, have gone BLUE for Autism Awareness.

Project: Turn Orange Blue was started by Ben Corner after watching his brother being bullied at school because he was different, and meeting a parent who was embarrassed by the behaviors of her autistic child. Ben’s goal is that by the time he graduates from Orange County High School in 2019, all Orange County schools will have an Autism Awareness Day, and homes and businesses will also turn blue for the month of April.

The first year, Locust Grove Middle School participated, along with The Herb n Oil Shop, Wilderness Pharmacy and Clearwater Grill. This year, there are over a dozen local businesses participating, as well as eight schools in Orange County and the Child Care Center at Lake of the Woods Church.

Doughlicious Donuts will be selling blue donuts, with proceeds going to Autism Speaks. True Value Hardware and Faulconer Hardware both have stocked up on blue lights and will be accepting donations.

On April 4, everyone is encouraged to wear blue, and to have blue lights on their home.

Schools are encouraging students to wear blue on that day. Students will learn about autism and be taught Ben’s message-”They can’t change who they are, so we need to change how we treat them.”

Anyone participating is encouraged to share pictures. They can be posted on Ben’s Facebook page: Projectturnorangeblue or emailed to bencrnr@ gmail.com.

The Stage Alive Community Concert Association has been presenting internationally-acclaimed artists to the community since 1970. We are an allvolunteer, non-profit organization committed to enriching the cultural life of our community through live performances.

Tenoré (three tenors) closes out our current season Saturday, April 8 at 7.30 PM in the Culpeper County High School. New subscribers purchasing season tickets for our 2017-18 season between now and April 8 will be able to attend the Tenoré concert for free. The three tenors have glorious voices and a repertoire that ranges from lyrical sweetness to dramatic strength.

Tenoré are known for powerhouse vocals, rock star charisma, and even invitations to sing along.

Stage Alive’s new season opens September 23 with the first of three Saturday night concerts, the Washington Balalaika Society. The rest of the season consists of Two on Tap, Eric Lu: An Evening of Chopin, the American Boychoir, Three Red Neck Tenors, and the Side Street Strutters to complete the roster. What an unbeatable combination of talent and variety of concerts!

Freitas to Address Civic Club

The next meeting of the LOW Vision Support Group will be Tuesday, April 4, at 10 AM in the Community Center. The group is intended for community members with impaired vision. It offers the opportunity to discuss common problems and solutions related to vision issues. Our last meeting on March 7 featured Melanie Hughes, a mobility specialist with the Virginia Photo by Dick Gullickson Department for the Blind and Melanie Hughes, right, demonstrates Visually Impaired (DBVI), guiding techniques for the visually impaired demonstrating mobility tools to the LOW Vision Support Group. (e.g. canes and guides) and techniques. The group was founded by Gail Sauro and Lion Sue Simmons, who directs LOW Lions Vision Screening Programs. Lion Marilee Kenlon, Virginia DBVI, a certified vision rehabilitation specialist, serves as an advisor to our group. There is no cost to participate. Nick Freitas, our Virginia State Delegate, will be the featured speaker at the Wednesday, April 12, Civic Club meeting. Held in the lower level Clubhouse, the meeting will begin at 7 PM. Delegate Freitas, who has lived in Culpeper since 2010, represents the 30th District and serves on the Science and Technology Committee and the House Finance Committee. The 30th District is comprised of Orange County, Madison County, and the southern half of Culpeper County. He ran unopposed in both the primary and general elections following the retirement of Ed Scott. as Freitas moved to Culpeper County after leaving military r e it N ic k F service. He served in the US Army from 1998 to 2009, and is an Iraq War veteran. Originally from Chico, California, Freitas was graduated from Henley-Putnam University. He and his wife Tina are the proud parents of three children, Lillyana, Luke and Alexandria. Both Nick and Tina have worked on behalf of the Republican Party since high school.

There will be plenty of time for questions at the conclusion of Delegate Freitas’ program. Please join us on Wednesday, April 12. We look forward to seeing you there!

With a new season of golf just four days away, it’s a good idea to review some simple steps to get ready for play with the LOW LGA. Before the game: Please sign up before 8 AM Monday, April 3. The sign-up sheets are posted in the women’s lounge of the Woods Center. Our first day is an 18Hole Scramble, so you will be paying for an 18-hole game. You will also be paying $3 into the “sweeps” kitty this time and every time you play with the league. Tee time during the month of April is 9 AM. Please arrive at least 30 minutes before tee time. Go into the Pro Shop and pay the greens fee and pay the sweeps fee. Get a score card, find the foursomes list (on special game days a printed score card will be prepared) and copy the names of your group in the exact order as listed, adding each player’s handicap next to her name. Note which hole your team will start on and mark it on your score card. Know what the game of the day is and how it is to be scored. This information will be posted. Mark your golf balls with a ball marker or Sharpie pen so you can identify your ball on the course. Keep an extra ball and a tee in your pocket and a ball mark repair tool handy. Take some time to warm up and stretch, and maybe do some practice putting and chipping. After a few announcements from the pro, proceed to your starting hole.

During the game: Double check that you are putting the scores in the column for the matching hole. Make sure to write in the scores on the tee box of the next hole to save time. And have a great time!

After the game: When the game is finished, you and your team-mates must total the scores for all players and “attest” that the added scores are correct. Your team will turn in two score cards. Each card must be dated and signed by two members of the team. If anyone had a chip-in or birdie, make sure it is noted on the front of the score card with the player’s name and the hole number where the chip-in or birdie occurred (except when the game is a scramble). Turn in your score cards as soon as you’re back in the Woods Center. Enter your score into the computer, unless it’s a scramble score, which is for the team rather than an individual. Don’t forget to sign up for next week’s game and always remember…HAVE FUN! More reminders: Review LOW’s Local Golf Rules and the USGA’s 33rd edition of the Rules of Golf, effective January 2016. The Lake of the Woods Church (LOWC) is focused on supporting missions, both in our community and around the world, and will celebrate these missions by hosting Missions Week April 22-30. Under the leadership of the Reverend Adam Colson, Pastor for Community Missions, our missions include feeding the homeless, and serving the schools, including youth Bible study, youth sports, foster care training, health care, financial support, home helps, special needs adults, and mission training.

Missions Week will start on Saturday, April 22 with a 5k race at the LOWA Golf Course for the benefit of Youth Missions. During the following week, missionaries will visit various small groups at the Church. Wednesday there will be a movie night showing â&#x20AC;&#x153;The End of the Spear,â&#x20AC;? a movie based on the book by Steve Saint. Steveâ&#x20AC;&#x2122;s father, Nate Saint was one of five missionaries martyred in Ecuador in 1956.

The week will conclude on Mission Sunday. Worship services at 8:30, 9:45 and 11 AM will feature guest speaker Jamie Saint and a procession of flags and banners from supported missions. The day will also include a pancake breakfast and tables for mission groups to discuss their programs.

V. USE OF PROPERTY--INDIVIDUALLY OWNED AND LOWA OWNED PROPERTY F. LOT MAINTENANCE (1/2012) 1. Improved and unimproved property will be maintained in a neat and orderly condition. a. Dead trees (whether standing, leaning or lying on the ground),tree cuttings, piles of underbrush, unstacked rotting or decayed logs, or any debris or items other than natural growth, must be removed. b. All uprooted tree stumps, logs and brush piles must be removed from the lot. Firewood shall be neatly stacked in fireplace lengths of twenty-four (24) inches or less, and shall be limited to two (2) cords per lot at any one time stacked no higher than five (5) feet unless ECC approves otherwise. Firewood may be placed anywhere on a lot so long as it is neatly stacked and any covering must be in accordance with Section V.K. ( 2/7/2015) c. All lots, open decks, porches, docks and carports shall be maintained in a neat and orderly condition (e.g., no debris, rubbish, appliances or interior furnishings). d. Play equipment, including swings, sandboxes, playhouses, climbing structures, trampolines, etc., shall not be placed in the setback area.

All equipment and location must be maintained in a neat and orderly condition. e. Pet runs, dog runs and animal shelters require approval (refer to VI.K.1 for guidelines on size and placement). They must be placed in the rear yard, not in the setback area of the ownerâ&#x20AC;&#x2122;s property, and maintained in a neat and orderly condition. f. Portable childrenâ&#x20AC;&#x2122;s wading pools are permitted, but must be removed on a daily basis from the view from the street when not in use.

2. House Numbers. All house numbers shall be displayed on a post or similar structure at the street property line using reflective numbers of contrasting colors at least three inches high. The numbers must be placed so that they may be read from either direction. The numbers must be displayed so that they are readable from the street at night when illuminated with vehicle headlights.

3. Tree Cutting and Preservation: a. Removal of trees six inches or greater in diameter (measured no higher than 12 inches above the ground) from any lot or parcel of land without the written approval by ECC is prohibited. b. When tree stumps are not removed from the property, they shall not be left higher than 12 inches above the ground.

4. Bulk Storage of Gasoline. There shall be no bulk storage of gasoline above or below ground on any residential lot.

5. Snow Removal. Snow removal from private driveways is the responsibility of individual residents. During snow or ice conditions, no vehicle shall park in a private driveway forward of the lotâ&#x20AC;&#x2122;s front boundary.

Violators are subject to penalties and/or towing at the ownerâ&#x20AC;&#x2122;s expense.

6. Outdoor Lighting. Outdoor lighting by individual lot owners or tenants will be shielded downward so as to avoid interference with the vision of motorists or the invasion of the privacy of the residents. This will apply to lighting on LOWA properties such as roads, parking areas, and exterior building lighting.

2) Wood frames to support tarpaulins are NOT acceptable. Frames must be galvanized/stainless steel, aluminum or plastic tubing.

Rectangular frames of metal or plastic pipe will NOT be approved.

3) Tarpaulins, used to cover the frame, must be in muted woodland tones of dark green, browns, khaki, etc. NOT permitted are bright colors, e.g., red, blue, bright yellows, international orange, white, multicolors (except camouflage). Tarpaulins may not be extended beyond nor higher than the shelterâ&#x20AC;&#x2122;s framework.

4) All permits for Boat Shelters are revocable.

5) Permits will be revoked if tarpaulins used are torn, tagged or otherwise unsightly.

5. CB Radio transmitting-receiving antenna installation: LOWA/ECC required conditions for construction and use are as follows: (5/2008) a. Application must be made to LOWA. Upon approval, antenna construction must be approved by ECC. b. CB and Marine radio base stations must use vertically polarized single element antennas installed in a location, such as a tree, so as to be as inconspicuously as possible. Towers or â&#x20AC;&#x153;telephoneâ&#x20AC;? poles are not permitted. c. Amateur service antennas may be either horizontally or vertically polarized type; however, they man NOT be mounted on or with towers or poles and shall be constructed and installed as inconspicuously as possible. d. Owners and operators of transmitting equipment must install and operate their equipment within the basic interests of the LOWA community and must be cooperative with their neighbors in attempting to solve potential interference problems. Also, the owner/ operator must be willing to avoid setting up any objectionable exterior antenna system. (5/2008) 6. Satellite Dish Antennas: Satellite Dish Antennas cannot be placed on LOWA property except to meet LOWA requirements. It is preferred that the Satellite Dish Antennas not be visible from the street. Natural screening may be required in some cases. (3/2005) 7. Portable Temporary Covered Storage (e.g., â&#x20AC;&#x153;PODSâ&#x20AC;? â&#x20AC;&#x153;SMARTBOXESâ&#x20AC;?, or equivalent) a. The ECC may allow the placement on the lot of portable covered containers for the purpose of temporary outdoor storage of household possessions, or associated with moving into or out of a dwelling that has been approved by Orange County. b. Such storage shall not exceed (30) days. c. The storage containers shall be located on the lot so as to avoid encroachment into established setbacks and easements, unless otherwise approved by the organization that has the easement rightof-way and the ECC. d. Stacking of temporary storage containers is prohibited. e. The placement of any such storage containers on a residential lot will require address, point of contact numbers of containers, location on the property and placement/removal dates. (5/06) 8. Only an in-ground swimming pool is permitted. All pools, hot tubs, and spas are restricted to the area behind and within the side planes of the house, and shall comply with all laws, ordinances, and regulations of the Commonwealth of Virginia and Orange County.

Adaptive Watersports Foundation

This is the first Wine Talk for 2017. Speaking of years, in my case vintage years, the information below will provide some insight into what to expect in recent red (and some white) wine vintages from around the world.

France, Bordeaux Region. Get ready for excellent back-to-back vintages for 2015 and 2016. Even though rain and cool weather came early each year, the next three months were without rain. That’s a good thing for both Cabernet Sauvignon and Merlot-based wines! Lighter rain fell in September, with warm weather in October and November. Be ready for great reds and whites from this region!

France, Burgundy Region. Both 2015 and 2016 produced low yields of Pinot Noir grapes. With scarce grapes, the quality was still good. White wines vary – 2014 was very good, 2015 not so much.

France, Northern and Southern Rhone Region. In the southern Rhone warm, dry days produced great wines for both 2015 and 2016 vintages! In the northern Rhone, a wet spring, followed by excessive heat during the summer, allowed the regulated grapes (Syrah only) to ripen well. Be ready for great wines from both vintages! Try the 2015 whites - very good!

USA, Napa Valley, California. The 2016 vintage continued a great run of exceptional vintages, starting in 2012. Cabernet Sauvignon loves hot weather, but grape yields were lower. What a great time to be drinking these great “Cabs”!

Merlot prefers cooler weather and didn’t do nearly as well – be selective. The last three vintages in Napa have been outstanding for white wines!

USA, California. Red Zinfandel, grown in many places in California, has done quite well since the 2012 vintage. These highly fruity, yet peppery and spicy, wines are a real bargain, given they are not known as well as other varietals.

USA, Sonoma Valley, California. Focus on the red and white wines from the 2012, 2013, 2014, and 2016 (especially) vintages. The 2016 weather conditions were uneventful, providing good growing conditions. Good value can be found with Red Zinfandel, Merlot, and some Cabs. White wines have also been very good to excellent for the last three vintages!

Spain, Rioja, Ribera del Duero, and Priorat Regions. Be careful what you buy. Focus on Ribera del Duero red wines as the 2011and 2012 were very good. They are still available.

When selecting these wines, talk to your wine merchant first! White wines are certainly ones to try.

Italy, Tuscany Region. This region contains many different types of wines. Great red wines have been produced in the Chianti, Bolgheri and Maremma regions for the last seven years! Great buys can be found here! Try the robust wines from Morellino di Scanscano, especially.

Everyone here at Lake of the Woods Adaptive Watersports Foundation would like to say thank you to Wilderness Run Vineyard for hosting our most recent fundraiser March 11. It was a great night with good company, amazing wine, and superb food by Gourmeltz food truck.

For those of you who don’t know us, our organization is a 501(c) (3) nonprofit that is dedicated to bringing watersports to differently-abled people of all walks of life, including children and veterans. To ensure that we can host the best events at absolutely no cost to our participants, we accept donated boats, pontoons and jet skis, fix them up and sell them. We, as a team, work with our youth volunteers to rebuild and replace engines, redo interiors, buff and clean hulls, and replace various other parts. We hope to teach our next generation accountability, technical skills and experience. Once the watercraft are ready, we then sell them to the next grateful owner.

Please stop by our workshop in the Dominion warehouse at the intersection of Rt. 20 and Flat Run Road to see all the boats and water toys that we have been working on this winter as we approach boating season.

Please consider donating boats, jet skis and especially pontoons to the foundation. Remember, we are a charitable organization so it’s a tax write-off for you. That also applies if you would like to make a cash donation.

Having knowledge of the basics will have you seeing and thinking like an artist.

Oh... and that drawing a straight line thing? You’ll do that, too!!

Orange County Administrator Bryan David presented his budget for the next fiscal year (2017-2018) to the Board of Supervisors March 7. In his budget, the County Administrator slashed the School Board’s budget request in order to fund increased spending by other departments. Obviously the School Board is not pleased with Mr. David’s decision, but he may have found himself in a box. His directive from the Board of Supervisors was to prepare a budget without a tax increase. When there is not enough money to go around, drastic cuts have to be made.

Mr. David’s decision may have been based on the fact that last year the School Board ended the fiscal year with three percent of its budget unspent.

For that reason, he may have concluded the school system did not require any additional funding. The School Board rejects this rationale and sees no reason to reduce their budget request just because the School Board was frugal with tax payers’ dollars. The “spend it or lose it” mentality is not an acceptable management policy for Orange County.

That said, the School Board does have some urgent financial needs that must be addressed by the Board of Supervisors as they make adjustments to next year’s budget. Orange County’s starting salary for first year teachers is the lowest, compared to our surrounding counties. Also, the School Board is facing a nine percent increase in health insurance premiums and an 11 percent increase in retirement fund contributions. The mandatory 11 percent increase is the employer’s cost, which is paid to the Virginia Retirement System.

One of the largest percentage increases in the administrator’s budget is to fund the county’s share of the regional jail. Withholding funds from the school system to pay for an increased jail population does not bode well for the future of Orange County. Hopefully the Board of Supervisors will make the needed adjustments and restore the slash to the School Board’s requested budget.

Orange County Rabies Clinic

In December, the Board of Directors of the Rapidan Service Authority (RSA), of which I am a member, approved the budget for 2017 which included no rate increases. This budget only covers the routine day-to-day operations of the RSA water and sewer systems. There have been no water rate increases at LOW since 2001 and only two increases in the sewer rates to cover the Virginia Department of Environmental Quality requirement to correct LOW sewer overflows and the required upgrades to the sewage treatment plant to meet the Chesapeake Bay Act discharge standards. This budgeting approach has minimized rates for the last 15 years, but has not provided funding for major capital projects.

Like concerns for infrastructure maintenance across the country, (i.e. Flint water problems), the RSA water and sewer systems are aging and in need of major preservation and upgrades to ensure quality water and sewer service to customers. Also, the Virginia regulatory agencies are beginning to pay attention to the condition of water and sewer infrastructure. I have recently reviewed a number of water and sewer projects throughout Orange County that should be done in the next five to ten years. The projects affecting LOW water and sewer systems total over $3.4 million. To put this in perspective, the annual RSA budget for these same systems is $3.3 million. In the next few weeks, I will be reviewing a proposed RSA Capital Improvement Program that will prioritize and schedule these projects. Obviously, rate increases will be needed to fund them. Utility rate increases require public hearings which must be scheduled prior to any increase. At such a hearing, the details of required projects and funding plans will be provided. I will keep you informed of the schedule for these hearings.

At the last state inspection of the Orange County Animal Shelter, the inspector identified areas of paint and flooring deterioration that had to be corrected. A comprehensive repair would have required removing internal caging, removing all paint and flooring and recoating all surfaces. The price tag was $220,000. This was pretty steep for a fix that had not been budgeted or planned. As a result, the supervisors decided on a temporary fix costing about $10,000 that would last only about a year. Because of the significant expense of operating the shelter, some of the supervisors asked for clarification of what Virginia statutes actually require the county to provide. The Virginia Code requires the county to maintain a shelter for dogs running loose or without a license. Dogs are required to be held five days if they are found without a license, or ten days if they have one, and attempts must be made to identify the owner. After the five or ten days, the dog can be released to the Humane Society or other shelter, adopted out or euthanized.

There is no state requirement to take cats or other animals. The Orange County Animal Shelter operates well beyond these requirements. The shelter has tried to maintain a no-kill operation with substantial support from a large cadre of dedicated volunteers and financial support from individuals and other organizations. The volunteers support the adoption efforts and help with day-to-day operations at the shelter. However the shelter is still a significant county budget item.

A committee has been established to honor WW II Veterans in Orange County. The tentative date (and most likely the final date) is December 9, 2017 at Orange County High School. Still tentative but most likely to be firmed up relatively soon, location will be the OCHS Auditorium. This will be a daytime affair. It is planned to have active participation from the High School JROTC, and veterans from other time periods of service.

There will be patriotic music of the WW II time–frame performed by a live band. Box lunches are planned to be available free for all attendees. WW II Veterans will be introduced with the MC relating a short history of the vets’ involvement in the years from 1941 through 1946.

We need to identify all OC veterans from the time span noted above and this article is mainly a call to WW II Vets to identify themselves by calling or emailing Committee Member Dick Bradie. The plan at this time is for each veteran to be escorted by a member of the OC JROTC as the MC identifies the vet with a short history of his/her activities and the escort will be identified by name and rank. CLUBHOUSE Full-Time salaried Clubhouse Manager. The successful candidate will oversee, coordinate and provide the planning, organizing and leadership necessary to ensure highest guest service satisfaction.

Fiscal responsibilities include development of the Clubhouse operating budget by projecting annual revenue and expenditures. The manager ensures food quality and all safety, sanitation, and food handling standards are consistently met; along with ensuring all State laws pertaining to alcoholic beverages are strictly adhered to including staff training and certification. Must have a minimum of 5-8 years progressive experience; be knowledgeable with respect to food/beverage hospitality trends and innovations. College degree preferred. Supervisory experience essential.

CLUBHOUSE Part-Time Line Cook. Flexible hours working with a great team. Must be able to prepare, portion and cook food products with competency in other areas of food preparation. Looking for team players.

FAREWAYS CAFÉ Part-Time Bartenders needed to assist with Café operations at the Woods Center. Must be 21 years old and willing to work flexible hours and weekends. Great customer service skills and team player spirit. Previous experience desirable.
