LOW Realtor’s Open House

The LOW Realtor’s Open House hosted by LOWA will be Sunday, May 7 from noon to 4 PM. Visitors may tour houses for sale by informing security that they have come for the Open House.

Invite family and friends to stop at the Clubhouse and pick up a map showing houses for sale, locations and selling prices. Houses participating in the Open House will be posted on “the wall.” Clubhouse committee volunteers will assist with any questions.

This recreational community has a lot to offer. LOW members are the best referrals because “We Love Where We Live!” It is not just beautiful houses, and activities galore. It is the spirit of community that is not discovered until you live here.

Welcome back to all our snowbirds! Or at least I think they are all back now.

You missed a beautiful winter here in Virginia; we are glad you are back!

Did you see that first seaplane land on the lake delivering the seafood to the Clubhouse? I will not list any names of those who were hooked by that April Fools story and wrote and called to ask what in the world were we thinking. But I can tell you there were more than a few. Great idea Lake Currents!

Speaking of Lake Currents, I am sure everyone is aware that our Communications Coordinator, Melanie Parmelee, is leaving Lake of the Woods after 16 years on the job. What a run for Melanie, and the stories she can tell about the changes in communications as well as about the top stories in the Lake during that time. She is going to Montana to enjoy that beautiful country and to experience some job opportunities in the Big Sky country. We wish her the best in all that she does.

I hope people have had the opportunity to meet Ryan Richardson, who will be stepping into Joey’s shoes as Clubhouse Manager at the end of this month. He has been shadowing Joey for the past couple of weeks and trying to meet as many of the members as he can. He is not Joey—no one can be—but I think you will be impressed as he establishes his own style of managing. (We were all happy when, after the first day of being with us, he returned for the second day.)

There are a couple of housekeeping items I need to mention. Number one, and especially with Melanie leaving us, always be sure to put your lot and section number on emails to the board or letters to Lake Currents.

Leaving it off can cause delays in getting a response or miss the deadline for being in the paper. Number two, the Planning Committee survey relative to the Pool/Fitness Complex at the Clubhouse area and the financing thereof is out. It is on Constant Contact or a paper copy can be picked up at Holcomb.

As a board, we are very anxious to see the results of this survey. We thank the Planning Committee for taking a little different approach this time in doing a split survey in order to get the results on the complex in a timely manner.

Please fill out the survey and return it, or complete it online.

Speaking of committees, I want to thank all committee members for the time and effort that they put into their participation. Committee chairs deserve special thanks for their efforts in being sure their committee is functioning properly. This work is important to the overall health of our community, for

A BIG thank you to members who took advantage of early boat registration resulting in 1,300 boats registered for the new season. We typically register 2,000 or more a year, and so the Members Services staff at the Holcomb Building is available to assist 8:30 AM to 5 PM Monday through Friday, and Saturdays from 9 AM to 1 PM. Boaters, please remember to place your decals on boats in the water, parked at the dry sail lot and stored on boat racks

by May 1. Chief Scott Walker and Lake Patrol will be checking for decals beginning May 2. As the saying goes: boat decals - stick it or ticket!

“It’s been a good ride and like all rides, it had to end,” she wrote. Melanie Parmelee, our intrepid Communications Manager of 16 years, is departing LOWA for the wild west of Montana. We will miss her smile, wit and insight.

She has been a trusted advisor to me and previous GMs and to Board members on all communications matters. Melanie has edited our outstanding Lake Currents newsletter (which is more like a newsPAPER), and helped usher in the social media age at LOWA. Well done, Melanie! We will miss you!

Call to Order. President Morlan called the meeting to order at 9:04 a.m. in the Community Center.

1. EXECUTIVE SESSION Motion by Clawson, passed unanimously, to enter into Executive Session at 9:05 AM for the purpose of addressing matters involving violations of the Declaration of Restrictions and Regulations for which a member, his family members, tenants, guests or other invitees are responsible; and to discuss and consider contracts.

Motion by Zukowski, passed unanimously, to exit Executive Session at 9:53 AM. 2. OPEN SESSION Motion by Johnson, passed unanimously, to enter into Open Session at 10 AM, and to affirm that the Board met earlier today in Executive Session for the purpose of addressing matters involving violations of the Declaration of Restrictions and Regulations for which a member, his family members, tenants, guests or other invitees are responsible; and to discuss and consider contracts.

3. REPORTS 3.1 Report from Orange County District 5: Supervisor Lee Frame reported that a review of the financial report for the last quarter of 2016 shows that revenues are up across the board, while law enforcement expenses down due to lower fuel costs. Fire & Rescue costs are up due to an increase in staff. Mr. Frame explained how the County uses tax growth to pay for day-to-day operations to avoid tax increases, and there will be no tax increase this year. The Orange County Volunteer Rescue Squad is dissolving as an organization, and the county will continued to be covered adequately by County services.

3.2 Report from Orange County Sheriff, Mark Amos: No report available.

3.3 Report from Allied-Universal Security: Shift Supervisor Captain Bowles reported that in March staff responded to 164 calls for service, issued 93 traffic summonses and made 3 arrests.

Cameras will be installed soon at the 9.9 leaf drop area. Otherwise, it was a fairly quiet month.

3.4 Report from LOW Volunteer Fire & Rescue, Inc.: President Simon Gray reported that in March there were 44 calls to the Fire Department and 54 calls to the Rescue Squad. The annual banquet was held in March and new officers were sworn in at that time. Five students have graduated from the recent Firefighters class.

3.5 Report from Orange County Schools: Representative Jim Hopkins introduced School Board member Bette Winter who plans to run again for a seat on the School Board. Mrs. Winter represents District 4, part of which includes Lake of the Woods residents.

It was a wild weather day! A routine Thursday on April 6 turned into an “all hands” cleanup operation for LOWA Maintenance. Nine minutes of high winds caused widespread damage and blew over numerous trees on LOWA common areas and member properties. One of the most dramatic instances was a mighty Oak on the Clubhouse Point fell into another equally mighty Oak, and then onto the back deck and roof of the Clubhouse. The second tree absorbed the impact and spared the Clubhouse catastrophic damage. Facilities Director Jessie Graves quickly made arrangements with a tree removal company with a crane, and both damaged trees were removed by midday Friday. Another contractor quickly repaired a small hole in the roof and the Buildings crew replaced missing shingles. The Clubhouse hosted an event for 70 people at 11 AM Friday! We love it when a plan comes together! The Maintenance Department – Roads, Grounds, and Buildings – worked diligently to return the roads and common areas to service. The Grounds crew taped off dangerous trees and cut up/cleaned up fallen branches around buildings. The Roads crew cleared trees from roadways, and later followed behind REC line workers to clear the trees that had fallen across the power lines. The Maintenance crews deserve and get high praise for their recovery and repair work! See photo on p. 12.

President's Letter from p. 2 it is this input that helps guide the board through the myriad of issues that come before us. Board members are residents of the lake just as you are and we really need and appreciate all the study and work put in by each of the committees.

It is interesting to me to watch the spotlight move from one to another committee. We watch as first Planning and Finance help us deal with the budget; then Lakes and Maintenance and Ecology look at crucial issues around the lake; Golf, Equestrian, Tennis, Pools, Clubhouse, and Fitness keep us informed relative to the amenities; Nominations and Elections work hard to get candidates and hold the elections that are required; Legal and Compliance and Environmental Control assist members in complying with the rules and regulations; Rules reviews all proposed rules and regulations; Community and Youth Activities works on youth and activities for all; Honor Awards works year-round on recognition of member achievements; and External Affairs works diligently with issues outside the lake. All of these are equally important in the overall wellbeing of Lake of the Woods.

I encourage members to volunteer in an area in which they are interested. You can pick up a committee application form at the Holcomb Building. You can watch the Lake Currents as various committees will list ads saying they are looking for members. Get involved! It is fun and rewarding!

Now that the board meetings are “live streaming,” I have heard from members that they have enjoyed having that option available to them to observe the board. Of course, the video is still available on Channel 18 for those who like that option. I continue to encourage members to come and be live at board meetings. It always helps us to see members in the audience and know that you care. We can be a fun group and want you to come share with us.

Pool/Fitness Center Survey Coming Next Week!

The Planning Committee’s membership survey regarding the Clubhouse Pool/Fitness Center will be launched next week via Constant Contact.

Members signed up for Constant Contact will receive the survey via email and can complete it easily online. If you don’t have access to the Internet, you can pick up a paper copy of the survey at the Holcomb Building, complete it, and return your survey to the same place. Members must be signed up for Constant Contact by Sunday, April 16 to receive the email survey. Sign up by logging in to LOWA.org and clicking the Member Central tab on the navigation bar. When the Member Central page opens, click on the redlettered link “Sign up here for Constant Contact emails from LOWA” and complete the simple registration form. For assistance, call 972-2278.

The survey will ask member preferences for funding the proposed Clubhouse pool complex, as well as gauge community interest in future conversion of one of the pools to a year-round (covered) pool. The survey also provides an opportunity to comment on any aspect of the proposed project. The results of the survey will help to inform the board as they make these important decisions, so take a few minutes to let your voice be heard!

Assessment History Since Inception

As LOWA celebrates its 50 year anniversary, the members of the Finance Committee feel it is timely to put the assessment in historical perspective.

The chart below shows that the assessment stayed very low for the first 14 years. The first major financial challenge was to rebuild the clubhouse after fire destroyed it in 1980. The next decade was a period of rapid growth of new home construction followed by a flood of new members. The LOW community was transformed from a tranquil community mostly for weekenders to a full blown year-round dwelling place with stability in overall home ownership. This brings us into the 90s when inflation exploded and the association was faced with rebuilding an aging infrastructure while trying to meet the needs of a fast growing community.

For instance, looking back over the assessment history, it is relevant to point out why the assessment increased from $550 per lot in 2000 to $1356 per lot in 2017. During this period, major investments were made to improve the overall assets of LOW, such as its infrastructure, buildings, roads and aging amenities. Listed below is some of what the board and management have accomplished while keeping the assessment at a reasonable level.

• Built a community center. This has become a necessity.

• Modified, and refurbished the clubhouse. Added a new member’s lounge which is welcomed by many.

• Built a new pro-shop and expanded Fareways. This was in response to members needs.

• Replaced the golf course sprinkler system with state-of-the-art equipment.

• Constructed a new front and back gate which is much more aesthetically pleasing.

• Put in place a restoration plan to improve the health of the lakes.

• Replaced/upgraded association trucks and equipment needed to keep the grounds, parks, roads well-maintained.

• Hired experts to maintain the golf course. This is more cost effective than doing it in-house.

• Hired a highly qualified security team to protect the community and its members.

• Hired highly qualified employees to manage the day-to-day activity of a dynamic community.

• Built up the reserve funds to about 10 percent of the operating budget.

This is necessary for future repairs and replacement needs.

Although the Treasurer and the General Manager have explained in publications numerous times how your assessment has been utilized, the Finance Committee hopes this article will give you further insight on how far we have come in the growth and development of LOW.

With music, rides, games, food and lots more, we are sure to have something for everyone. Would you or your club like to be a part of the Lake of the Woods 50th Anniversary Independence Day celebration and like to help make it a day to remember?

Spring is here and many of us will be turning to yard work and tree removal. We just want to remind you that before you remove any tree larger than 6 inches in diameter YOU MUST HAVE AN APPROVAL FROM THE ECC. Please be aware of our Restrictive Covenant 8.q which states: “No tree over six inches in diameter shall be removed from any lot in the Section or Subdivision without the written consent of the Environmental Control Committee” We appreciate your cooperation and are available to answer any questions you might have at 972-2211. We are here to help you comply with Tree Removal Regulations.

Lake Currents

Members, be aware of the new Access Control System at the back gate on both entrance and exit lanes. Both the entrance and exit lanes have been replaced with a faster 1.3 second open/closer arm. The former system was 3.0 seconds. This faster operator allows for a more controlled access system.

In August 2016, the back gate entry lane was replaced with the faster 1.3 second gate opener. Since then the gate opener has been hit five times because of tailgaters and distracted drivers. All of the incidents have been caught by the camera system. These members and unauthorized users have been issued summons. In some cases, insurance claims were filed with their insurance companies for damages as well as civil charges for leaving the scene of an accident. The camera system can read most license plates and have caught hit and run incidents, where the driver leaves the scene after hitting the gate arm.

Due to major damage to the gate system in January by a distracted driver, the system warranty was no longer valid; therefore the entry lane was replaced again on March 23 along with the exit lane.

Causing damage to the gate can be expensive; upwards of $6,000 as well as summons and civil charges for leaving the scene of an accident. This offense, with no injuries involved, according to VA Code 46.2-896, is a Class 1 Misdemeanor. Class 1 Misdemeanors are the most serious misdemeanors in Virginia. A Class 1 Misdemeanor is punishable by up to 12 months in jail, and a fine of up to $2,500.

And lastly, I am proud of the numbers. We managed to bring in $10,130,325 (that’s 10 million!) in sales since we took over. We were able to lower the Clubhouse assessment budget to $36 per household. That’s $3 a month per household!

So now it’s someone else’s turn to lead the charge. We are very happy to introduce Ryan Richardson as our new General Manager of the Clubhouse.

Ryan is a great person, very outgoing and friendly and has a wealth of experience. I know he will do a great job moving forward. Please welcome him warmly.

I love you all. Please remember that we live in a very special community and if you take away the amenities, we are all just living in a house in the woods. Let’s all work towards the greater good of the community and please, let’s all unite as neighbors, be nice to one another and enjoy living at the Lake.

When my husband Doug and I took over the Clubhouse 10 plus years ago, I had no idea the road ahead of us. It all started when we were introduced to Doug Rogers at a Fourth of July event in 2006 as “restaurant people.” He promptly marched us over to the Holcomb building to a meeting with the GM and said “the Clubhouse needs to be fixed.” And I think we did just that.

The most rewarding part of my tenure here was getting to know so many wonderful people, their families and their friends. I think that is what kept me going the most, being able to provide them with a place they could rely on being well-run and hospitable and welcoming to them always.

I am so proud of my staff during these years. Many have come and gone, but they have always worked hard to provide the service I required of them. I have seen some of these kids grow up right before my eyes and I hope they learned some useful life lessons while working here.

I am proud of the members who stepped up to fight the nay-sayers along the way and gave us the support we needed to get the Clubhouse to where we wanted it. These people truly care about their community and understand what an asset it is to have such a great amenity as the Clubhouse here at LOW. I am proud to have worked alongside the general managers during my time, and my very supportive assistant managers and staff, and many board members who helped guide us to our success. While we are all thankful for the board that approved the Members Lounge (what a great addition!) we also need to remember past boards who got us the furniture, kitchen equipment and facility upgrades we needed to grow.

LOWA members paid assessments and fees to three separate entities, LOWA, LOW G&CC and LOWSC. It was chaos!

Ernest Holcomb, our first president, recognized that, “The lot values without the recreation amenities would be worthless.” The solution to achieving some order was for the board to assimilate all the various Boise assets by both gift and purchase. James H. Stewart, our second president, penned a letter to the members on August 31, 1972 informing them that the board and Boise Cascade had reached an agreement to the transfer of the $2.5 million recreational amenities and other properties. The result, after stiff negotiation, was the amenities were transferred November 30, 1972 under a Deed of Gift and the Association paid Boise $212,000 for land, buildings and equipment. A one-time capital assessment of $100 was levied.

From November of 1972 until today the structure of the Lake of the Woods Association has remained the same, self-managed, with each lot owner a member, and an elected board of seven members. Likewise, the sewer and water service has remained a separate entity with fees set independent of LOWA. It went through many gyrations until the Rapidan Service Authority (RSA) took over in 1987. LOWA President Pierce worked with the State Water Control Board (SWCB) and the county supervisors and talked them into having the RSA take over from a California company. RSA issued bonds to finance the $2 million construction of a water treatment plant and replacement of the sewer plant. Fortunately, the bond liability applied to all of RSA, not just the LOW portion.

Lake of the Woods Association was incorporated in Virginia on April 21, 1967.

The initial board had three directors, all officers of the developer, who were to hold office until April 21, 1972. Thereafter the members, lot owners, would elect their directors. Until then, a group of seven members would be appointed officers of the corporation but could neither set fees nor the budget. Our first president was Ernest Holcomb. He pointed out that the Articles of Incorporation required the president to be on the board. In addition to Holcomb, the developer appointed another of its officials to create a five member board.

Holcomb resigned as president in February 1971, but remained on the board. Boise selected James H. Stewart to be president and added him to the board. They also added another Boise official to create a seventh director, the same as today. At the annual meeting in September 1971, the members elected the first slate of seven association members to be directors. In addition to Stewart and Holcomb were William A. Newman, Arnold E. Chase, Richard C. Wilbur, Mrs. Ruth F. Dugan and John R. Henry.

They did not have to wait until April 21, 1972 as the four Boise officials resigned in January 1972.

The first Board of Directors of Lake of the Woods that included only lot owners showed great initiative and steadfastness in their negotiation of the turnover from the developer. The histories of the negotiations were written by past presidents Ernest Holcomb, Arnold Chase and Jack Eckel.

Before 1972, there existed a compounding of jurisdictional problems with the various semi-autonomous entities: Lake of the Woods Association, the lot owners, were responsible for roads, parks and security.

Lake of the Woods Service Company, responsible for water and sewer, was headquartered at Utilities, Inc., of Kenilworth, Illinois Lake of the Woods Golf and Country Club - a separate membership, the manager for all amenities reported to a Boise vice-president at Palo Alto, California.

Sales Division, Boise-Cascade Home and Land Corporation, aka Lake of the Woods, the sales manager reported to a Boise vice president in Chicago, Illinois.

Project Manager, Virginia Wildlife Clubs, Inc. - the construction manager, reported to another Chicago Boise vice president.

Prince William Construction - the contractor for sewer construction and maintenance.

Lake Currents

As each week of pony camp begins, a troupe of eager, nervous children file into the barn. One by one, each child is paired with a horse and partner. Helmets are next, and we play a Goldilocks game to find the fit that’s just right for each rider. Next, each pair of young riders works with an instructor to properly groom and saddle their horse. Then one will ride, while the other participates in Pony campers learn basics Equine Theory. of Equine Theory.

In Equine Theory our riders learn the parts of the horse, parts of the saddle, how bridles and bits work, basic equine care, nutrition, and much more! We also devote time to crafts and games, all horse-centered. After a snack break, the pairs switch places and the fun continues.

In the ring, campers learn to properly mount, adjust their equipment safely, and steer their horses through obstacle courses, all with a focus on basic hunter equitation. It’s not all hard work, though. We play fun riding games like Egg and Spoon races, Ride-A-Buck, and Red light-Green light.

The campers especially love Trail Day where we take a break from ring work and ride our horses on the Wilderness Battlefield trails located directly behind the barn. At the end of each week, every child participates in our Camp Fun Show- a demonstration of skills learned over the week that is open for all friends and family to watch.

Pony Camp begins this summer on June 12 and runs through the end of July. Applications are available online, at Member Services, and at the Equestrian Center. Limited spaces are available so be sure to reserve your camper’s spot soon!

Lake of the Woods Equestrian Center will also be hosting an Open Barn 50th Anniversary Celebration on May 6. We are looking for volunteers to help announce demonstrators, man our raffle table, and assist in children’s games. Why Run for the LOWA Board?

As part of the year-long celebration of our superb community, the 50th Anniversary Ad Hoc Committee will sponsor a 5K Run/Walk on Saturday, May 6. The approximately 3 mile course will start and finish at the Woods Center. Final registration on Saturday begins at 7:15 AM. The run/walk starts on the first hole of the golf course at 8 AM, follows the golf course through 10 holes, and finishes next to the practice putting green.

This is a great opportunity for all LOWA community members to see our beautiful golf course and to experience firsthand this lovely amenity without ever having to play a round of golf.

For a nominal registration fee of $5, participants will receive a race packet and refreshments after the race (the first 100 registrations will receive an “Anniversary” t-shirt). Entry forms can be found at the Holcomb Building, the Golf Pro Shop at the Woods Center and at the Community Center.

Awards will be presented to first and second place male and female finishers in the following age groups: 15 and under, 16 to 25, 26 to 40, and 41 and over.

Please come out on May 6 and help our LOW community celebrate 50 years of superb amenities and family activities at Lake of the Woods!

Former Board President Mike Rugless commented for this article “It (board service) is a great way to serve your community.” He further noted that serving on the board is a great way to learn about the people of our community and their concerns, to learn about the way LOWA governance and management operate and to grasp the context in which LOWA operates. Aspects of this include Orange County government, the Commonwealth of Virginia and the Federal government and all the laws that govern property owners associations.

Three former directors who helped in creating this article took note of the appreciation they felt from the community. Former Board President Louisa Rucker continued this theme of the value of service “Serving on the Board of Directors has been the most rewarding experience in 17 years at the lake,” she said.

Former Board Vice-President Jon Anderson added “I most appreciated being a conduit for members’ thoughts and opinions to the folks who so effectively manage and maintain our assets and amenities.”

The Nominating Committee continues to solicit candidates. The deadline for submitting applications is Monday, May 1. If you are interested in running for the LOWA Board of Directors, use the official LOWA Board Application which can be downloaded from our website or picked up as a hard copy at the Member’s Services area in the lower level of the Holcomb Building. Return the completed application to the attention of the Chair of the Nominating Committee. The petition process can also be used. The deadline for petitions is May 15.

Our Childhelp LOW Auxiliary marked the annual Day of Hope with an exquisite luncheon at Fawn Lake Country Club. The featured guest speaker was Jennifer Gorman, art therapist at Childhelp’s Alice C. Tyler Village, Lignum, VA. Day of Hope is a national day of recognition to raise awareness of child neglect and abuse. A.C.T. Village is a residential facility for the treatment and recovery where families and state systems have failed. To learn more about Childhelp or the Village check out the website, childhelp. org or join us at a monthly meeting held on the first Wednesday of each month at Lake of the Woods Church at 10 AM. Lucky Charms Take Tournament

Sailing Club Celebrates LOWA 50th

NASCAR has Jimmy Johnson, baseball has the Yankees, football has the Patriots, and the Lake of the Woods Fishing Club has Lucky Charms - who continue their winning ways.

After taking the titles of anglers of the year as well as classic champions for the 2016 season, the team of “Big Mike” Fanning and Richard Stanton started out this year’s fishing season with an impressive victory at the Lake of the Woods opening tournament Saturday, March 25. Lucky Charms ended the tournament with a whopping 18.6 pounds!

The fishing started out good for most teams in the early hours, Photo by Mark Nowacki but the bite quickly faded as the Lucky Charms team members Richard temperature rose to a spring high Stanton (left) and Big Mike Fanning 76, and the early afternoon wore on. Richard Stanton, of the winning duo, weighed-in the tournament’s big fish at 4.4 pounds. Many of the anglers echoed the same sentiments; you either did really well or you really struggled; there did not seem to be much of a middle ground on the lake.

The Lake of the Woods Sailing Club will celebrate the 50th Anniversary of the Lake of the Woods Association by sponsoring the 50th Anniversary Invitational Regatta Saturday, April 29.

Club founder and first commodore John Beery will return to act as Primary Race Photo by Scott McFarland Officer for the regatta, Flying Scot and Sunfish sailboats compete in which will host both last year’s Sailing Club 35th Invitational Regatta. local boats and invited Inset – Primary Race Officer John Beery outside competitors. prepares his racing marks before the regatta.

The regatta is scheduled to consist of three races, with the first starting at 11 AM on the Main Lake (if the wind allows).

Although almost any class of sailboat may compete, based on past experience most of the racing will feature the Flying Scot (a 19-foot long centerboard sloop using two sails, plus, at times, a spinnaker, which is a large, sometimes colorful, sail raised to the front of the boat for downwind sailing), and the Sunfish, (a smaller, nearly 14-foot long single-handed boat using a single triangular sail).

The course layout and length of the races will be determined by the race committee based on the direction and strength of the winds, but should be largely visible from Clubhouse Point.

Don’t wait until the summer gets here and the kids are bored to find a great summer activity that will encourage teamwork, provide nearly daily exercise, and give your child the opportunity to make life-long friends. The Lake of the Woods Barracudas are starting off the 2017 season with a brandnew way to register for the swim team. Beginning April 17, children and grandchildren of Lake of the Woods residents will register online at lowswim. org. Payments can be made with a credit card online or forwarded to any board member. Participants must be between the ages of 5 and 18 on June 1, 2017. Costs and detailed information about participation can be found by clicking the On Line Registration button on our website lowswim.org.

After you have registered your child, or if you have any questions about the team, please join us at the first meeting of the season on May 1, in the lower level of the Clubhouse. At this meeting, board members will be available to answer any questions and help with the fitting and ordering of swim suits. Returning swimmers who have outgrown last year’s uniform can do some fitting as well. Apparel and other Barracudas merchandise offerings will be available to peruse. Head Coach Sheila Wimble will be there to welcome back our returning swimmers and rally us all to an amazing season.

This meeting allows parents and grandparents an opportunity to discuss the volunteer positions available at each of our meets.

Rainey’s presentation will tell the story of three Yankee civilians on the battlefield: a gold miner who lived here, an artist and his correspondent companion who recorded events. This is a most unusual story of a young soldier, wounded in action at Fredericksburg, who became the journalist who worked for both a New York newspaper and President Lincoln!

The officers and directors of Stage Alive! Community Concert Association are pleased to announce that the winner of their academic music scholarship for 2017 is John Maxwell (Max) Yarrow, a senior at Orange County High School. The scholarship is worth $1,000.

Max lives in Lake of the Woods and has been a very active musician for the last few years. He plays the tuba and wants to pursue a career in music therapy, expanding it from therapy for the elderly with various forms of dementia to the younger generation and troubled teens. He has decided to stay in Virginia for his university education and will decide between the University of Mary Washington and Virginia Commonwealth University, both institutions having offered him a place in the fall this year.

His musical credentials include performances with Tony Bennett and Kristin Chenoweth and he has performed at both Carnegie Hall and the Kennedy Center. He has been the principal tubist with the Interlochen World Youth Wind Symphony, UMW Philharmonic, Rappahannock Youth Symphony and tubist for Greater Richmond Youth Wind Ensemble, Rappahannock Pops Orchestra – including as a soloist, Orange Community Band, Mid-Atlantic Wind Symphony and many more. His commitment to a career in music is not just fantasy, he has started already!

B. Lakes Management Report In March, the LOWA Grounds Department performed soil restoration and erosion repair to the crest of the Veterans Memorial Dam. Erosion and Sediment Inspector Fred Ripley reported that installation of culvert piping at the Equestrian Center parking lot, and restorative actions to correct erosion issues at the lower paddock are complete. Culvert replacement along Tally Ho Lane should also be completed early this month. The semi-annual LMIP report and Lakes Committee recommendations for goose control will be presented to the Board April 19th.

C. Sweetbriar Pool Progress Report Pool contractor NVblu reported progress on the new pool is about 65% complete.

D. Other Business Annual assessment bills are being mailed. Eight hundred boats have already been registered via the early registration process.

Ryan Richardson has been hired as our new Clubhouse Manager and will start work on May 1.

Due to lack of attendance by potential contractors at the on-site, pre-bid meeting for the covered ring at the Equestrian Center, the RFP deadline has been extended to April 25 in an effort to attract competitive bids. This will move any anticipated start date for the project to August 1 or later.

LOWA received proposals from four reserve specialist companies to perform the Replacement Reserve Study. A review group will be reviewing and rating the proposals and holding interviews in early April in preparation for a contract award at the April 19 Board meeting.

3.8 Committee Reports A. Golf Committee Chair Earl Porter reported that the Committee continues to work on tree trimming and removal around the golf course to improve playability. Additional funds are being requested to complete the project. They are also discussing ways to make the use of sweeps more flexible. Committee member Nancy King has been appointed liaison to the Clubhouse. The Committee would also like more communication from management on administrative matters affecting golfers.

4. Member Comments on Business Agenda Planning Committee Secretary, Neil Buttimer, requested the Board refer the consideration of cameras and the license reader to the Planning Committee before

For FY2016-17 we collected $5,488,767, or 96.2% of lot assessments billed.

The Preliminary Unaudited Budget Summary shows a favorable variance of $247,720 as of February 28. The current delinquency rate is 3.1%, which is expected to drop below 2% over the next two months. He reviewed issues affecting the performance of several operation centers.

He said the AIS brochure is a good start in efforts to educate boaters. He advised that management will work to improve communications with the MGA and Golf Committee.

Gather your fishing gear and bait buckets for the Lake Youth Foundation’s 21st Annual Children’s Fishing Tournament which will be held Saturday, May 13 from 9-11 AM. The event will be held at the front entrance pond for children ages 5 to 14.

Registration begins April 14 and ends May 10. There is limited space available, so please register early. Last year, Emergency Medical Technicians in Orange County responded to 39 cardiac arrest calls where it was appropriate to attempt resuscitation. In 17 of those calls, the patient achieved a return of spontaneous circulation; that is the heart started beating again on its own. A success rate of 44 percent is actually very good. One of the most important factors in recovery from cardiac arrest is how rapidly cardiopulmonary resuscitation (CPR) is administered after collapse. When EMTs arrived on the scene of these 39 calls, 21 had CPR initiated by people who happened to be on the scene. In another seven cases, law enforcement personnel were administering CPR, although these started sometime after collapse. It is encouraging to see that there are more situations where people are administering CPR prior to EMT arrival. CPR can double the survival times if initiated quickly. It is vitally important to initiate CPR quickly after collapse, since the survival rate drops rapidly in four to six minutes. In Orange County last year, in only about 20 percent of the cases did EMTs arrive that soon. The response standard time for EMTs in rural counties is 20 minutes, which Orange County achieves 93 percent of the time. Given these times, it is essential to initiate CPR prior to EMT arrival to ensure the best chance of survival from cardiac arrest. There are many courses and videos available online to learn this lifesaving procedure and I encourage everyone to learn it.

The financial report for the last quarter of calendar year 2016 shows improvements in the economy of Orange County. Property taxes increased 1.75 percent over the same quarter the previous year which reflects new buildings and new cars. Sales taxes increased 23 percent. Recordation taxes reflecting property transfers increased 10.6 percent and building permit revenue increased 9 percent. Revenue at the Land Fill also increased reflecting increased dumping of construction debris. Utility taxes increased 6.2 percent. Meals tax increased only 1.3 percent, so we need to eat out more often (IN ORANGE COUNTY).

At a recent meeting, the supervisors approved an agreement for Orange County participation in the Piedmont Workforce Network (PWN). The PWN is responsible for oversight and monitoring the federal Workforce Innovation and Opportunity Act funding. This act provides federal funds for training lowincome adults, dislocated workers and youth with barriers to employment or education. Its purpose is to develop self-sufficiency by providing job search assistance, occupational skills training, on-the-job training and other career counseling services. The PWN comprises 10 counties, including Orange, and the City of Charlottesville. The PWN is overseen by a council of elected officials, of which I am Orange County’s representative. There are Workforce Centers that provide the services for this program in Charlottesville, Culpeper and Orange.
