Honor Awards Committee Seeks Nominations! by Joyce Morlan, Chair, Honor and Awards Committee

LOW is fortunate to have so many capable volunteers; most serving without expectation of reward, but a community pat on the back is most welcome! When thinking of deserving nominees, think ecology, health services, social services, or other activities that enrich the lives of LOW members. Do you know someone who has contributed ideas, time, and effort to make Lake of the Woods a better community? Has your favorite organization benefitted from the actions of someone within the group? Do you know someone in LOW who could be recognized for service to Orange County? If you answered ‘yes’ to any of these questions, then the Honor Awards Committee wants to hear from you. We are looking for these special people too and we need your help! Our role as the Honor Awards Committee is to offer Lake of the Woods members a chance to bring public attention to members who volunteer and contribute to our community and Orange County. Clubs and organizations should receive a letter seeking nominations in May. After Thursday, June 29, the deadline for submission, the committee will meet to review and select honorees. If your club/organization does not receive a form, or if you personally want to submit a nomination, the forms are available at the Holcomb Building as well as online at: lowa.org, click Administration, Forms, Honor Awards Nomination Forms. You can learn more about the categories by reading the forms. (Note: Sometimes the committee may place a nomination in a different category after submission in order to recognize as many volunteers as possible.) The individuals selected for various honors/awards will be recognized at the LOWA Annual Member Meeting on Labor Day.

9.9 Leaf/Brush Area To Close for Grinding Operations Starting on or around July 6 through August 3, the 9.9 Leaf/Brush Area will be closed to members and contractors. Tub grinding operations will be in progress during this time and no dumping will be allowed. Due to safety concerns (in past years there have been a few near misses with people and cars in close proximity to the loader and tub grinder), LOWA Management has decided to close the area while the tub grinder is on-site. Members should notify their respective contractors of the restriction. An alternative drop-off site would be the Orange County Landfill located on Route 20. LOW Vets Memorial Day Ceremony

by Bill Derryberry, President, LOW Vets Club Over 100 people attended the Memorial Day Ceremony held in the Clubhouse Portico on Memorial Day. The program was opened by an Invocation by Rev. Jordan Medas, of LOW Church. The LOW Vets Flag Detail, led by Dan Greene, marched into the flagpole garden and raised the American flag. The National Anthem was then sung by Sherri Lasover. The names of Lake of the Woods veterans who passed away since last Memorial Day were read, grouped by service in which they served, and a ship’s bell was rung after each name. Audience members were then invited to stand and call out the name of any veteran they wished to remember and a number of them did so. The flag detail then lowered the American flag to halfstaff as taps was played by Coast Guard veteran Steve Calleja. The speaker for the Photo by Dan McFarland ceremony was retired Lt. Gen Tom Rhame, US Army, who was The LOW Vets Flag Detail completes the the commanding general of the flag raising at the LOWA Memorial Day commemoration. 1st Infantry Division (The Big Red One) in Operation Desert Storm. He also served two combat tours in Vietnam Tom and his wife, Linda, are part time residents of LOW and he is a member of the LOW Vets Club Tom recounted the sacrifices made throughout history by members of the U.S. military who paid the ultimate price in the defense of the United States of America. A wreath from the LOW Association was presented by LOWA President Larry Morlan. Sherri Lasover then led the audience in singing of America the Beautiful, followed by a Benediction by Rev. Medas. Many parents took this opportunity to bring their children to the ceremony and learn of the sacrifices made by members of the U.S. military throughout the conflicts engaged in by the United States.

“The most important single ingredient in the formula of success is knowing how to get along with people.” (Theodore Roosevelt) As I was sitting in my umpteenth committee meeting this past week, I began to fully realize all the wonderful work that is done by volunteers on each of these committees. The time and expertise of these individuals contributes to the overall well-being of the Lake. One example is the investment committee that is chaired by the Treasurer of the Board of Directors. This group follows the market and bond rate trends and invests the Association monies accordingly. They are unsung heroes, but important cogs in the successful workings of the Lake finances. What a thrilling day we had with the ribbon cutting for the new Sweetbriar Pool. The facility looks great and will provide a needed respite from the hot sun in the coming summer months. The Barracudas Swim Team assisted in the ribbon-cutting by taking the first laps in the new facility. While the water was somewhat chilly, the swimmers were excited about having the new pool to practice and compete in. (Yes, the rumors are true, yours truly tested the new slide and caused only a small tsunami when I hit the water.) On the official opening day, Saturday, May 27, it was gratifying to see the older and younger kids alike sharing in the joy of the new pool. I hope many of you were in the crowd at the initial “Concert on the Point” for this summer season on Friday, May 26. This begins the fourth season of the Concert on the Point series. The crowd estimate was between 800-1,000 people, if you counted the individuals on the 30 or so boats anchored to listen to the concert. The Reunion Band was in top form and helped us to utilize the new sound system on the Point. Comments about the sound system were positive, as were comments relative to the new walkways and mulched areas. I certainly enjoyed walking among the crowd during the evening and visiting about the concert, the weather, the Board, the dog park, the recreation complex being planned, and about anything else people wanted to visit about. The Concert on the Point has been a great addition to the Lake of the Woods scene and we certainly thank all of the sponsors who make this happen. Please be sure to check out the new concrete bench recently donated and installed by the Garden Club on the pathway below the dam along Lakeview Parkway. The setting looks marvelous and the new bench should get lots of use. Additional trees can be dedicated around this area in the future, but for now, WELL DONE Garden Club members. All early reports on our recent new hires: Ryan at the Clubhouse, Tree Removal Carolyn in Communications, Bridget Stump Grinding at the Equestrian Center, Chester as Mulching AGM, and Roy as Finance Director are very positive. They have fit right in, are Leaf Removal getting rave reviews from the various Yard Work volunteer committees they work Pruning with, and are having positive impacts Gutter Cleaning on their respective work areas. area’s crime index was rated against the state and national average crime index, and Lake of the Woods was ranked one of the safest areas in Virginia. In closing, I would like to commend the Planning Committee for the recent short survey they completed through Constant Contact relative to the getting a sense of the community feel for the finance options on the Recreational Complex being planned in the Clubhouse area and the feel of the community relative to a covered pool. The results of that survey have yet to be presented to the Board, but I look forward to that presentation. Besides the results from the survey itself, comments provided by members are certain to create numerous opportunities for discussion about the complex. Each comment will be carefully studied, discussed and analyzed in preparations for further discussions with the community. The Board is dedicated to presenting the survey results and the comments to the full Lake community for scrutiny. Thank you to the members of the Planning Committee for this endeavor and the information that it will provide to the Board.

REPORTS 3.1 Report from Orange County District 5 Supervisor: Supervisor Lee Frame reported that Mark Morris has been hired as the new Executive Director of Dogwood Village. Dogwood spent $800k to purchase eight acres of land adjacent to the current property to allow for future expansion. Thirty-two acres near the airport was sold to the town of Orange which will be used for a new emergency operations center and other municipal facilities in the future. Public hearings on the proposed water rate increases were held throughout the county but were sparsely attended and elicited no comments. An increase of about $3 in the minimum bill will take place in June. Tim Cummins has replaced Dudley Pattie as manager of the Rapidan Service Authority. 3.2 Report from Orange County Sheriff Mark Amos No report.

Have you been to Fareways Café at the Woods Center lately? It seems that many members have! A year after a major renovation, Fareways set a record high for total annual income of $361,455, outpacing the 2016-2017 projection of $306,685. Last year’s total income was $199,039. What made the difference? Much of the popularity is due to the new inviting design, bar seating with expanded drink offerings, and new events such as karaoke night and family bingo. Assistant GM Chester Guzek says Fareways is a casual, fun place to meet and hang out with consistently good food and friendly staff. Members love the all-day breakfast. Importantly, the open setting is conducive to large golf gatherings as well. Chester and Fareways Manager Carletta Johnson still have work to Fareways is a casual, do to get the expenses in line before fun place to meet Fareways can break even, a feat which and hang out with we think can happen in the next year consistently good food or two. New Clubhouse Manager Ryan Richardson rolled out a new seafood raw bar and fresh catch sandwiches in May, which he is continuing in June. He is also adding interesting new items including a bison burger and venison burger. I hope you get a chance to visit and enjoy both our restaurants this summer.

LOWA Photo ID Cards Q&A by Roy Mayberry, Director of Finance

As you may have heard, LOWA is issuing new Photo ID cards to all members, registered tenants and those residing in your household age 5 and up. Guests, grandchildren and cousins, etc. who do not reside in LOW are NOT eligible for a photo ID card. This process began on May 22 and to date we have issued over 1,000 cards and continue to issue more each and every day at Member Services in the Holcomb Building. There have been some questions, confusion and misinformation regarding these new cards and the Administration wants to provide answers. Below are some of the specifics and we hope this will provide you all of the additional information you need. We appreciate your patience during this transition to these new cards. Q: Do I need to get a new member card right now? A: If you are planning on using either of the pools or have a Fitness Membership then the answer is yes. The first phase of issuing these new photo ID cards is specifically for those that use the pools and the Fitness Center. You need to get your new card prior to July 10 if you will be using either of these categories. This is when staff at the pools will begin advising members that a new photo ID card with a barcode is required for entry. This is also when the card reader at the Fitness Center will be changed to a barcode reader from the old magnetic stripe reader that currently exists. Q: I don’t use the pools nor do I have a Fitness Membership. Do I need to get a card anyway? A: You will need to get a new card but it is not required at this time. We are phasing in the issuance of these cards over an extended period of time. We have over 4,000 properties here at LOWA and easily more than 10,000 cards issued. Right now this is an ongoing process and we are focusing on pools and fitness at this time. Q: Why do my kids need to have a card? They never had one before…and now including their birthdate on the cards? Why? A: LOWA is issuing photo ID cards to all residents of the community. Dependents 5 and over need to have a card so we can ensure that they are authorized to access the pools and, if required, have completed the swim test administered by lifeguards at both pools. As per Regulation XII.B.2.c “Children under the age of 12 must be accompanied by an adult or other responsible person 15 year of age or older.” and Regulation XII.C.2 “Unattended children 12 and older entering LOWA pool facilities without adult supervision must pass a current swim test administered by LOWA pool staff.” Q: I (or my family) can’t make it to Member Services between 8:30 AM and 5PM during the week and between 9AM – 1PM on Saturday… what am I supposed to do? A: The Administration understands that it may be difficult to get your family together to come to Member Services during business hours or early on Saturday. We are planning extended hours for 1-2 weekdays and 1-2 weekends to provide a better opportunity for our members to obtain these new ID cards in June. These extended hours will ONLY be for issuance of the new cards. No other business will be transacted at these times and we ask that all members respect this request. More information will be forthcoming on dates and times for these extended Member Services hours. If there are further questions, please do not hesitate to contact Member Services at (540) 972-2237

Board Amends Regulation on Use of the Swimming Pools The Board of Directors, at its June 3 meeting, adopted policy resolution 2017-10 amending regulation XII regarding the use of the swimming pools. WHAT WAS CHANGED: Regulation A.3 was modified, E.8 was added and Section E was relabeled to delete the lower case letters and replace them with numbers to match the style of other sections. The changes and additions to the regulation are shown in Bold Print. XII. USE OF THE SWIMMING POOLS A. GENERAL RULES 3. Certified lifeguards shall be on duty at all times that the pool(s) are open. Lifeguards have the authority to enforce all pool rules and regulations, whether posted or not. E. RULES OF CONDUCT 1. Water Safety Rules pertaining to the pool and pool areas, including but not limited to the following, will be posted and enforced at all times: *No pushing, running, dunking, wrestling or other actions that could result in injury; *No fireworks, sparklers or explosive devices; *No weapons of any type; *No spitting, lewd behavior, abusive or foul language; *No chewing gum or glass containers; *No alcohol, except for events with written approval of the General Manager; *No illicit or illegal drugs; *No smoking; *No throwing objects or playing on the pool deck; *No prolonged underwater swimming for time or distance. 2. Playing water games in the Pool is subject to lifeguard approval. 3. Only Type II or Type III Coast Guard approved personal flotation devices (PFD) may be worn by children with adult supervision. The following flotation devices are not permitted in the pools: rafts, arm water rings, water round rings, and swimsuits with flotation devices. Exceptions to the above-mentioned flotation devices may be used during instructor-led aquatic classes. 4. Kickboards may only be used in the lap lanes. 5. Noodles may be used in the shallow end of the pool, but not in the deep end or lap lanes. 6. Consumption of food and beverages will be limited to the designated table areas provided at the pool facilities. Members Members/tenants/ guests are responsible for cleaning up their area before departing. 7. Designated lanes are for lap swimmers only. 8. In addition to the rules herein, use of diving board and slides is also subject to any and all rules and regulations.

New Forward Tees for Golf

On May 31, LOWA unveiled our new forward tees for the golf course. These tees are closer to the hole and are designed to provide a more accommodating and fun golf experience for beginner golfers, juniors and for those with limited mobility. Lake Currents

Fifty years ago, Lake of the Woods held its official opening on Saturday June 17, 1967. Two years before, Jim Foote had selected the Flat Run site in June 1965. Tom Perine had given Jim Foote a sales target of 560 lots for the first year. By the end of April 1967, months before the official opening, 114 lots worth more than $1.5 million had already been sold at Lake of the Woods. In the next month, they sold another 165 lots. By the end of September, sales topped $10 million. The lot prices ranged from $3,195 to $12,000. They sold another million dollars the following month. After one year, over 1,650 lots had been sold for total revenue of over $16 million. Lake of the Woods was a huge financial success and “made the Perine company.” Jim Foote’s top salesman had an annual income of $6,000 before joining Jim, and made $85,000 in his first year of sales. Jim also had a salesman who was not satisfied with his income; he was arrested for robbing the bank in the town of Orange. It was reported in the Culpeper Star–Exponent, “The hayriders were having fun; so were the salesmen. And back down at the big circus tent where people were really getting down to the business with paper and pencils, buyers seemed to be having fun, too … We saw cars there from Maryland, West Virginia and New York, parked near ours. Maybe the people from far away had dream houses in their hearts, too." June also is the 44th anniversary of the Wilderness Bottle Club wake. The county was dry, thus a bottle club had been established in the lower level of the clubhouse. The state laws required that it had to be managed by the LOW members, totally separate from the developers. As written in The Wilderness Club Newsletter of June 1973: “Be sure to come to the authentic Irish wake for the Wilderness Club on June 30th. We will open at 3:00 PM on that day and close at midnight when both our liquor license and lease expire.” A member reported: “As bottles were emptied the pine box coffin that Sonny Weedon made was filled. Just before midnight, Dick Carter delivered the eulogy: Sistern & Brethren. The procession was from the club to the clubhouse dock where the box was thrown in & expected to sink. It was discovered the next morning, having floated down to Al Whittaker’s dock and Buzzy and Geri O’Toole were dispatched to fetch it out of the lake.”

Thereafter, the Association managed the Bottle Club as part of the Clubhouse until Orange County went from dry to liquor by the drink in 1975, hence not the need for a bottle club any longer. Forty years ago, June 1977, Julie Wilmot of Lake of the Woods and Gordon Gay of Falmouth (a LOWA member since 1968) were the big winners of that weekend in the Lake of the Woods Open water skiing tournament. The Open attracted 79 skiers from Maine to North Carolina. The Ski Show has been presented each summer at least since the fourth annual meeting. Lake of the Woods skiers competed in state competition at Petersburg, Virginia in 1970. The first Lake of the Woods ski tournament was held in September 1972. Approximately 200 spectators attended to see the 94 entrants. A trick skiing event in June 1981 attracted a field of 81 skiers, including three former champions. A decade later, the Ski Club membership had become one of the youngest in the nation with ages ranging from 5 to 20 and an average of just 10. I conclude this series of articles which started last June with a couple of quotes from the Fredericksburg Free-Lance-Star. “But if the last 20 years are any indication, Lake of the Woods will continue to take care of its problems on its own, without so much as a ripple.” (published November 1, 1986 and still true) “I don’t think we have problems that reasonable people can’t solve. Of course if the world was made up of only reasonable people, there wouldn’t be any need for lawyers.”– Gordon Gay, nationally ranked water skier, member of LOWA and a lawyer (published June 29, 1989)

Board Requests Member Input on Vision/Mission/Values Statements

The Board of Directors is preparing to adopt a modified set of documents to help guide the Association into the future, and would appreciate member input at this time. The Board has been working diligently on this project over several lengthy and intensive meetings, and they hope to adopt these revisions at the June 21 Board Meeting. Email comments by June 20 to Board@LOWA.org. The suggested revisions to the Vision, Mission, Values and Goals are below. Vision Statement A welcoming, diverse, recreational, gated community of single-family homes that supports the evolving needs of members and their families now and in the future. Mission Statement Enhance the community through sound governance, management and business practices that promote the quality of life for all members. Values Statement We are a gated community that values diversity, respect for all people and the environment, participation and open communication. Overarching Goals Statements Overreaching 1. The LOW Woodworkers Club, whose members have given their time and talents to numerous craftsman projects throughout Lake of the Woods over the years, has designed, fabricated and refurbished three glass display cases which now house LOWA’s 50 years of historic memorabilia and reminders. Though no longer having a woodworking center of their own; nine talented and ingenious LOW craftsmen/women, Hal Wood, Gil Churchill, Glynn Smith, Rich Rappoport, George Hedrick, Ed Hoffman, Mark Everhart, Lora Wood and Jim Davis worked throughout the winter months. Club member’s and friend’s garages and basement shops were “requisitioned” so as to design and construct the elegantly crafted lighted cases now found tastefully featured in the LOW Clubhouse’s President’s Room; and the refurbished antique display cabinet in the Holcomb Building’s Member Services area. The craftsmen/women often made time during their busy schedules to lend a hand in the construction and refurbishing of the display cases. One worker said, “The camaraderie and collaborative effort by everyone was really what made the project a pleasure to work on.” The idea, creation and orchestration of collecting 50 years of LOWA’s remembrances and displaying for all to enjoy was the work of LOW 50th Anniversary Committee Members, Ruthan O’Toole, Rusty and Jim Hutchinson, and Charles Brewer. This historical preservation project was funded in large measure by a monetary contribution from the Locust Grove Walmart store. Through the efforts of LOW members Margaret Johnson, and Ms. O’Toole, LOW’s history was first prominently displayed at the James Madison Museum in Orange from January through March before returning to the Lake for the remainder of the anniversary year. Plans are now being discussed as to the displays’ future when our anniversary year concludes in December. Free Children’s Tennis Clinics by Miff Devens, Chair, Tennis Committee

The Tennis Committee, in conjunction with LOW Community Center Activities, is pleased to announce free Youth Tennis Clinics. The stroke and drill sessions will be taught by Ms. Billie O’Neil, assisted by volunteers. There will be two sessions, with the first on June 19 and 20 for youth ages 6 to 10. The second will be on June 26 and 27 for children 10 and up. Each session is from 9-11 AM and is limited to 12 registrants. To all talented actors and actresses, it is not too late to try out for the fall Players production Back to Broadway. Auditions will be held on Sunday June 11 and June 25 starting at 2 PM at the Lake of the Woods Community Center in Marion Pronk Hall. Forms for the auditions can be found on The Players website: lowplayers.org. Once on the website scroll down to the area that states: Audition Form: Back to Broadway. Pick the desired format to read, download or print the necessary forms and to review the other information related to the production. You must select one of the listed songs for the audition. Once you have filled in the form and selected the song, email these to Michelle Ditzler at: Ditzlerva@gmail.com and request a copy of the song sheet. After that, just come to one of the auditions. We are looking forward to this production which is in conjunction with the 50th Anniversary celebration and to honor Marion Pronk.

What better place to begin the study of botany than with the native plants of Virginia? Shawn Appling from the Culpeper Virginia Extension Office will discuss planting native Virginia plants that will thrive in our hot, dry and humid environment here at the Lake of the Woods. The Garden Club meets on June 12 at 12:45 PM in the Clubhouse Great Hall. The meeting starts at 1 PM, and refreshments and socialization follow the meeting, so remember to eat before you come (but leave ample room for the goodies). Visitors are welcome. If you miss a meeting, don’t forget you may check out our monthly newsletter on the LOWA website under clubs. Before the meeting, all are welcome to attend the Ribbon Cutting Ceremony and Dedication of a Garden Bench. In honor of the LOWA 50th Anniversary, the LOW Garden Club has donated a bench for all to enjoy. The dedication will take place at 11:30 AM, along the Walking Path below the Main Dam. Remember that the Garden Club supports our local food bank, so bring along your donations. Cereal and canned vegetables are always welcome.

Childhelp Golf Tournament Succeeds

On May 26, Board member Jack Phend, and helpers, organized the Battle of the Wilderness Memorial Golf Tournament, which raised funds for the group’s ongoing educational projects. Also present were representatives of the LOW Vets and Friends of the Wilderness Battlefield. Forty golfers participated and there were also 40 sponsors whose signs were visible at holes along the course. Once again, “Union” teams bested “Confederate” teams. The following participants earned special awards: Nicky Buell Photo provided (2!); Nancy King; Joyce CWSG President Charles Brewer (R) Hartwick; Laurie Kerr; Stan presents scholarship check to teacher Fissel; and, Mark Lamboni. On May 30, Civil War Study Group President Charles Brewer presented a $1,000 scholarship to Prospects Heights Middle School teacher Rodney Hawkins to allow him to attend this year’s Civil War Trust Teacher Institute in Nashville, Tenn. This is the fourth year CWSG has made this award, and it will enable Hawkins to expand his understanding of the Civil War. He will address the Civil War Study Group at its August 25 meeting to describe his experience and its effect on his future teaching of the Civil War. Our June 23 meeting speaker, Carolyn Elstner, grew up at Ellwood Manor as the granddaughter of the second family to own the house prior to its sale to the National Park Service in 1977. She was a founding member and a moving force in the Friends of Wilderness Battlefield for over 17 years. This year she is president of the Fredericksburg Ladies Memorial Association. Her talk is titled: Burying the Dead - J. Horace Lacy and the founding of the Fredericksburg Confederate Cemetery. The meeting begins at 10:30 AM in the Clubhouse Lower Level. Anyone with an interest in Civil War history or historic preservation is invited to attend our presentations. Inclement weather did not dampen the spirits of our golfers and volunteers at our annual Alice C. Tyler Village Golf Tournament. Thanks to our organizer Don Roth and volunteer Auxiliary members, Joann Roth and Robbie Royce, among so many others, this event was a big success and fun was had by all. One hundred percent of our proceeds go directly to the Village, a residential facility, in Lignum, dedicated to the treatment for children of neglect and abuse. Our May monthly meeting, held at the Village, was a great experience. Chaplain Dave Henry shared a video of some of the Village highlights and gave a guided tour of the many wonderful projects to engage the children, thanks to the generosity of our community. Some of these projects include gardening, music, and animal therapy. One recently completed project was the calf-weaning program which enhanced children’s sense of responsibility and caring. Civil War Study Group and LOW Vets Support Families of the Wounded by Bill Derryberry, President, LOW Vets

The LOW Vets sold 50/50 tickets, mulligans and advance tees at this year’s CWSG Golf Tournament, with proceeds going to support the Families of the Wounded charity. This year the LOW Vets collected over $460 from CWSG golfers to contribute to the charity. The Families of the Wounded uses 100 percent of the funds to provide transportation, lodging and food costs for families to visit their wounded warriors at the Veterans Administration Hospital in Richmond. The McGuire VA Hospital in Richmond specializes in head trauma injuries. FotW has provided over $3,034,000 in 11 years to 526 families of the wounded warriors at McGuire. Hill gave an interesting and informative presentation on the history of photography and shared her extensive collection of ambrotypes, daguerreotypes, tintypes and carte de visites. She began her collection when she was involved in Civil War reenacting and wanted examples of the era’s fashions. Her collection grew to include images from the 1840s to 1860s. Highlights of her collection include images of Queen Victoria’s husband, Prince Albert, and Abraham Lincoln’s wife, Mary Todd Lincoln. Chapter members also brought in and shared photographs from their own family collections.

This year’s Independence Day Parade will be held on Saturday, July 1. The Lake of the Woods Veterans Club will again sponsor the parade. One highlight of the parade is the passing of the line of classic cars to include original, restored, street rods and other modified cars and trucks. If you have such a vehicle, you are invited to participate. There will be awards given for several categories of entries. Provide the following information on your entry: Year, Make, Model, Color, Owner, (Driver, if not the owner), and any unique details of the car, i.e., Original cost, if restored and year restored, previous famous owners (present one excepted), and other interesting facts. Submit your entry before Thursday, June 29. The cars will form on Wakefield Drive beginning at 8:15 AM with line up completed by 9:15 AM. We will be near the front of the parade to avoid stopping and idling as much as possible. The parade this year starts at 9:30 AM. Note: Cars entering the LOW main gate will not be allowed to turn right after 8:30 AM. Arrivals after 8:30 AM will need to turn left and take Lakeview Pkwy around to Wakefield Drive. There will be 10 spaces reserved on the upper level clubhouse parking lot for those who want to display their vehicles following the parade. The registration deadline to join the LOW Barracudas Swim Team is quickly approaching. The last day to register will be Monday, June 12. Remember, all registration this year is done online at lowswim.org. Morning practice will begin on Monday, June 12 as well. Advanced swimmers will begin practice at 7:45 AM, intermediates will start at 9, and beginners will practice at 10. Five- and six-year-olds will work with Coaches Sheila and Tanner at 11 AM. This year the Barracudas are giving every family who joins the opportunity to train for RSL official positions at the various training sessions around the area. Trained positions include Clerk of Course, Head Timer, Scorekeeper, Stroke and Turn Judge, Referee, and Starter. The last two training sessions will be Saturday, June 10 at Hampton Oaks Pool beginning at 9 AM and Thursday, June 15 at Hopyard Farms Pool beginning at 6 PM. The Barracudas Swim Team is not just the kids in the pool; our parents are an essential part of making the meets run smoothly. Some important dates to remember for the summer are: June 12 – Practice begins June 30 – Family Pool Party July 21 – Team Pictures July 26 – Lap-a-thon Please keep an eye out in Lake Currents for more information about when our meets will be and any other exciting planned events. There are few events more inviting than this festival of “eats and enjoyment.” Activities will begin at 11:30 AM at the Lion George Lewis Pavilion. Hamburgers, hot dogs, beverages, paper products and utensils will be provided. Members are asked to bring a dish to share. Clubhouse Manager Ryan Richardson Ryan Richardson, who lives nearby with his family in Wilderness Shores, recently joined LOWA as Clubhouse Manager, taking over the position left by Joey Welsh, who recently retired. Ryan was most recently Director of Food and Beverages at the Fredericksburg Expo Center. Assistant General Manager Chester Guzek Chester Guzek, who had been golf superintendent at Lake of the Woods golf course for IGM (International Golf Maintenance) in the mid to late 2000s, is now our Assistant General Manager. Chester’s responsibilities include golf operations, Fareways Café, and coordination with the Clubhouse. Equestrian Center Manager Bridget Hutchens Bridget comes to LOW from Hazelwild Farm Equestrian Center in Fredericksburg. Bridget was graduated from St. Andrews University with a BA in Equine Business Management. Bridget and her husband, Patrick, live in LOW. It’s the eighth annual Trashy Ribs and Blues Festival, Saturday, June 17, 5 to 10 PM in downtown Orange on Short Street next to the train station. Bring the family, friends, neighbors and anyone else who want to enjoy specialty ribs, home-cooked food, fantastic dance music, and craft beers. We’ll open the evening with music by The Unsuitables, a 6-piece Motown and R & B band from Culpeper that covers many of the Motown and Soul greats, such as Wilson Pickett, The Temptations, Sam & Dave, James Brown and Arthur Conley. The band’s makeup includes a solid rhythm section, keyboards and saxophone, and is fronted by the vocals, dance moves and antics of Mr. Bobby Hauge, famous for pulling the audience onto the dance floor and into the music. Our featured band, from Lynchburg, is the renowned Apple Butter Soul Band. Apple Butter Soul has been spreading jazz, funk and R&B from some of your favorite music artists such as Ray Charles, James Brown, Maceo Parker, Marvin Gaye and R. Kelly throughout Virginia for six years. Having played at Friday Cheers in Lynchburg, Rapture and Fellini’s in Charlottesville, and the Tobacco Company in Richmond, the band will now continue to spread some good ol’ Apple Butter Soul to the folks of Orange County! Along with the music and the craft beers will be food vendors, each presenting a sumptuous array of menu items. The Republican Women will hold a Potluck Picnic on Flag Day, Wednesday, June 14, at the Community Center from 5 to 8 PM. We will welcome Jordy DeBoer from the Lake of the Woods Adaptive Watersports Foundation. Jordy will tell us about the event they held recently for local Wounded Warriors. These heroes had an opportunity to ski with special equipment. He will also tell us about the other two events scheduled for later in the summer. One of them will use adaptive equipment for disabled children. Delegate Nick Freitas of the 30th District will be there. The Family Foundation gave Nick a 100 percent rating for his votes on family values in this last session. In addition, the governor has signed five of his bills from this session into law. He was ranked highest in the General Assembly by Americans for Prosperity—the first freshman to ever achieve this since AFP began ranking legislators. At the picnic we will hold a White Elephant drawing. Bring something that someone will think is a treasure for the drawing. Each attendee will get five tickets to distribute at the various treasures. Then near the close of the picnic we will draw a ticket at each treasure to select the lucky winner. If you find something you really love and want to increase your odds at winning, additional tickets will be on sale. Don’t forget to bring cash for the 50/50 raffle. April Financials In April, we collected $32,896 in current year lot assessments. For FY2016-17 we collected $5,594,849 or 98.1 percent of the lot assessments billed. As of April 30, the Preliminary Unaudited Budget Summary shows a favorable variance of $217,433, and LOWA is ending the fiscal year with a favorable CASH variance of $45,727. The delinquency rate finishes the year at 1.9 percent, meeting the annual goal of less than 2.0 percent for the third straight year. Mr. Rodenberg reviewed overall performance for the year by Department, noting eight Departments ended the year with a positive variance from that budgeted and six Departments showing a negative variance from that budgeted. B. Lakes Management Report Reconstruction has been completed on nearly 40 percent of all roadside ditches in the Lakes Management Improvement Plan. Spring water quality monitoring and monthly bacterial testing at the beaches show no reason for concern. C. Sweetbriar Pool Progress Report As of May 25, NVblu had substantially completed construction of the new Sweetbriar Pool with the exception of a few minor finishing items. A ribbon-cutting ceremony was held on May 24. D. Other Business More Member Services office hours have been added on June 14 and 28 (from 5 to 7 PM) and June 17 and 24 (from 1 to 5 PM) to accommodate members who need to obtain member photo ID cards. Over 1,000 photo ID cards have already been issued. Veteran’s Memorial Dam received a six-year operations certificate for the main dam from the Virginia Department of Conservation and Recreation Dam Safety Commission, which is effective until March 31, 2023. 3.8 Committee Reports A. Honor Awards Committee Chair Joyce Morlan reported the committee has seven members and one alternate. The committee organized in March, prepared a source contact list in April and mailed nomination forms in May. The deadline for responses is June 29 for awards on September 4.

3.3 Report from Allied-Universal Security Chief Scott Walker reported that Memorial Day weekend activities went smoothly. Staff has noticed that not all kayaks have been properly decaled. They would also like more people to use the new dwellingLIVE guest entry system. During May, staff responded to 170 calls for service and issued 93 summonses (9 boat summons). Of note, there were 6 reports of vandalism, 18 animal complaints, 10 motor vehicle accidents, 4 altercations, and 3 incidents of illegal dumping. 3.4 Report from LOW Volunteer Fire & Rescue, Inc Fire & Rescue Board member Ryan Harvey reported that in May there were 47 calls to the Rescue Squad and 42 calls to the Fire Department. A new EMT class started this week. 3.5 Report from Orange County School Board Representative Jim Hopkins reported that 375 seniors will graduate from the high school on June 10. The School Board has approved the budget for next year with no layoffs and a 1.3 percent increase in staff salaries. The 2017-18 school year will begin on August 28. 3.6 Reports of Officers President Morlan reported that the Garden Club sent a letter of appreciation for the assistance the LOWA Maintenance Department provided them installing plants and landscape improvements below the main dam. The Planning Committee survey is closed as of today; the Committee will be analyzing the survey results and will report their findings at the mid-June Board meeting. The Board met on three separate days last month to review the LOWA mission and vision statements, and results will be published in the next Lake Currents with action planned at the next Board meeting. A National Night Out event where law enforcement gets together with the community is being planned for Tuesday, August 1 at the Community Center pavilion. Vice President’s Report: None Treasurer’s Report: None Secretary Zukowski reported she has received several emails from members who are not in favor of replacing the Clubhouse Pool/ Fitness Center complex, but she emphasized the need to replace aging and deteriorating infrastructure proactively. A. Executive Session Actions: None. B. Committee Liaison Reports Director Hoh reported there was a ribbon-cutting for the new forward tees held recently. He also mentioned that the loud music from Karaoke night at Fareways is interfering with the more sober business of the LCC held across the hall on Wednesday nights and suggested moving the music event to a different night of the week. Management will look for a solution.

B. Lakes Committee Chair Bill Lukaczyk reported the committee is discussing creating a safe boating video for educational purposes. The Aquatic Invasive Species brochure was distributed to all boaters this year but could already benefit from some revision. He circulated a photo of a snakehead fish caught in Lake Anna recently as an example of the escalation of invasive species issues. 4. Member Comments on Business Agenda One member suggested management make sure new chairs purchased for Fareways be the right height for the arms to fit under the tables. Another member recommended a couple of parking spaces at the Clubhouse area be designated for loading/unloading activities for members using the picnic and beach areas. 5. UNFINISHED BUSINESS 5.1 Consideration of Publishing in Lake Currents Proposed Amendments to Regulation VI: Use of LOW Roads and Parking Lots, Regarding Parking Restrictions on Roadways. This item was removed from the final agenda prior to the meeting. 5.2 Consideration of Approving the 2017 LOWA Employee Manual. Motion by Zwickl, passed unanimously, that the Board approve the 2017 LOWA Employee Manual dated May 26, 2017. 5.3 Consideration of Adopting Amendments to Regulations V.J. and X.A.4.n. Regarding RV and Boat Storage Lot and Aquatic Invasive Species Control. Motion by Zukowski, passed unanimously, that the Board adopt Resolution 2017-8, a Policy Resolution, amending Regulations V. and X. regarding the RV and Boat Storage rules and Aquatic Invasive Species Control. (Note: Director Hoh suggested that LOWA administration next consider enforcement of RV and boat storage appearance issues on individual lots.) 5.4 Discussion of Clubhouse Area Recreation Complex Project. President Morlan reviewed the updated project scenario and timeline for the Clubhouse Area Recreation Complex project, noting that financing decisions will need to be made in the June-July 2017 time period. He recommended a special Ad Hoc Committee be appointed to execute this task. Motion by Clawson, passed unanimously, that the Board proceed with appointing an Ad Hoc Committee to review bank letters of interest and evaluate borrow/not borrow options for financing construction of a new Clubhouse Area Recreation Complex. 5.5 Consideration of Adopting Amendments to Regulation XII: Use of the Swimming Pools. Motion by Hoh, passed unanimously, that the Board adopt Resolution 2017-10, a Policy Resolution, amending Regulation XII: Use of the Swimming Pools. 6. NEW BUSINESS 6.1 Consideration of Accepting the Slate of Candidates for the 2017 Board of Directors Election as presented by the Nominating Committee Motion by Zukowski, that the Board accept the slate of candidates for

the 2017 Board of Directors election as follows: Carl D. Clawson, William J. Feterle and Clifton D. Wilks. Vote: Yea: Morlan, Zukowski, Zwickl and Hoh. Nay: None. Abstain: Clawson. Motion passed 4-0-1. 6.2 Consideration of Awarding a Contract to P. J. Williams Co., Inc. of Madison, Va. to Build the Equestrian Center Covered Ring for $153,756, Funds to Come from the Repair and Replacement Reserve and the New Asset and Replacement Reserve. Motion by Clawson, passed unanimously, that the Board award a contract to P. J. Williams Co., Inc. of Madison, Virginia to build the Equestrian Center Covered Ring in the amount of $153,756, funds to come from the Capital Reserves as follows: $120,000 from the Repair and Replacement Reserve; and $33,756 from the New Asset and Improvement Reserve. 6.3 Consideration of Purchasing Chairs and Bar Stools for the Fareways Café at the Woods Center in the Amount of $21,000, funds to come from the Repair and Replacement Reserve. Motion by Hoh, passed unanimously, that the Board adopt Resolution 2017-9, a General Resolution, regarding purchasing replacement chairs and bar stools for the Fareways Café at the Woods Center in the amount of $21,000, funds to come from the Repair and Replacement Reserve. 6.4 Discussion of Electronic Voting Policies and Procedures. Director Zukowski said there are now four members on the Elections Committee with Lisa McKinney as Chair. The General Manager asked the Board for feedback on the proposed voting rules and procedures. The Board agreed by consensus that all ballots will be mailed to members this year to include the option of electronic voting, and that Vote-Now will do the mailing and tally the votes as recommended by the Elections Committee. The Board reviewed the Elections Committee Charter and Standard Operating Procedures, with suggested changes duly noted by the Secretary and General Manager. The GM will send the proposed rules and procedures on to the LOWA attorney and Vote-Now for their review. 6.5 Consideration of Entering Lots for Maintenance. Motion by Clawson, passed unanimously, that the Board authorize entry of the lot in Case Number 17-061501 on or after June 3, 2017, and direct that the lot be cleared of debris and trash bags and that the property be billed for the cost related to such work in accordance with Paragraph 14 of the Restrictive Covenants. 6.6 Consideration of Adopting a Resolution to Rename Crystal Cove as Crystal Court and Adopt Resolution 2017-11, a Special Resolution. Motion by Clawson, passed unanimously, that the Board adopt Resolution 2017-11, a Special Resolution, to rename Crystal Cove as Crystal Court. 7. Member General Comments One member provided the Board with several suggestions for improving the appearance of the community and saving money. One member reported that 50 members have already joined the Dog Park Club, and another 120 signed the petition. 8. Director Comments None. 9. The Rapidan Service Authority (RSA) Board of Directors plans to approve rate increases for the water and sewer services provided by RSA in Orange County. In explaining this increase, it will be useful to describe how RSA operates. RSA consists of 10 separate water and sewer systems operating in three separate counties. There are three systems in Greene County, two systems in Madison County and five systems in Orange County. The five Orange County systems include the sewer system in Gordonsville, a water system along Route 15, a water system along Route 20 near the airport and a water system and separate sewer system (RSA East Water & RSA East Sewer) supplying the eastern end of the county, including Lake of the Woods. Each of these operating systems must be financially independent. Each system’s revenues must meet its own expenses and a proportionate share of overall administrative and engineering expenses. RSA is governed by a board of directors consisting of six members, two each appointed by the three counties. RSA staff consists of 37 people that operate the various water and sewer plants, conduct maintenance and construction work and perform administration, engineering and customer service for the three counties. RSA’s financial records are audited regularly and the auditors have been recommending that RSA initiate rate increases to remain financially healthy. Over the last few years, RSA has been eating into their reserves and this condition cannot continue. Also, RSA has not maintained a capital improvement program (CIP) and has made only the minimum repairs to keep the systems operating. Because of infrastructure issues across the country, the state oversight agencies are paying more attention to maintenance of infrastructure. There is a back log of needed major maintenance and upgrades. I have been working with RSA staff to develop a CIP and have identified needed projects for each of the five Orange County systems. The CIP projects extend over the next 10 years and the rates are adjusted to fund them. Virginia statutes require public hearings prior to any rate increases. The required public hearings have been conducted and two phase increases are approved for each of the five Orange County systems. There will be an increase this June and another equal increase in June 2020. RSA East Water will increase 20 percent, RSA East Sewer 10 percent, Gordonsville Sewer 25 percent, Route 15 Water 20 percent and Route 20 Water 20 percent. To put these increases in perspective, for RSA East, the last rate increase in RSA East Water was in 2001 and inflation has been 38 percent since then. RSA East Sewer has had two increases since then; one for Virginia Department of Environmental Quality required upgrades to the vacuum collection in LOW ($7 for LOW only) and a 55 percent increase to pay for a sewage treatment plant upgrade to meet the requirements of the Chesapeake Bay Act. For the LOW user, the minimum monthly bill for water and sewer (2,000 gallons) will go from $48.94 to $52.46 this June and $56.44 in June 2020. It is never easy for RSA to increase rates to our customers. It is done reluctantly and only when required to ensure that theses essential services are provided now and in the future.
