LOW will celebrate Independence Day on Saturday July 1.You will be able to enjoy a parade, flag raising, festival on Clubhouse Point with rides and treats for your wellbeing, and a Water Ski Club Show as well as fireworks from the top of Veterans Dam. Independence Day Parade

It’s official. The Lake of the Woods Independence Day Parade will be held on Saturday, July 1, 2017. The parade will begin at 9:30 AM with opening comments, our patriotic song and an invocation. It is very exciting for the LOW VETERANS to sponsor the LOW Association Independence Day Parade, especially this year, which is the 50th Anniversary of the Lake of the Woods. The parade will feature many groups including veterans of all eras, civic and youth groups, vintage vehicles, businesses within our community, and surrounding area, and other special programs that will add to the excitement, as, each year, we take pride in honoring the veterans of our community who have served our country. After the parade, please join us in the veterans flag-raising in the front of the Clubhouse, and then join us in the many festivities to be held behind the Clubhouse.

“Change is not a destination, just as hope is not a strategy” (R. Giuliani) As the summer days heat up, temperature wise, so does the rhetoric around various issues within the Lake. The Clubhouse Area Recreation Complex is no exception, just as any major spending project would be. I, however, like the issues being discussed to be factual and writers to be identified.

An example would be a recent letter to the editor published in the Orange County newspaper. While I would dispute a number of the statements as not factual, I do appreciate the fact the writer was willing to sign his name.

I have visited with the individual on a number of occasions and respect his background in government, though his letter misses a fundamental tenet, that being representative governance. The Board of Directors were elected in a fair and impartial process to make decisions and I recognize the right to disagree with decisions. I do question then advocating changing the method of operation because you disagree with a decision. Some of the author’s own books may require revision.

Here are some factual statements; 1. There has been substantial support for the project in question among members of the community. An ad hoc committee, with a representative slice of the membership of the community representing all the constituted committees with wide ranging views, first studied the issue and after 14 meetings made recommendations on moving ahead.

2. At least three Town Halls were held gathering further facts and information from the membership on the project. The issue now seems not to be whether to build the pool, but whether to build a covered pool.

3. This project is about more than just the pool. It also addresses the inadequate fitness center, handicapped parking issues, restrooms for the beach, access to a snack bar for the beach and a basketball court for the youth. To repair just the pool itself is estimated to cost $2.2 million and that does not address any of the issues of accessibility or use by children. We would still have a functionally obsolete 50-year-old pool.

4. Regarding assessments, it is true approximately 40 percent of residents currently choose to pay their annual assessment in installments rather than in a one-time payment. That is the American way on options for payments. Much like when buying a car most people choose a monthly, quarterly, or semi-annual payment option. It is anticipated multiyear payment options will be available for this recreational complex as well.

5. There have not been 40, 80, or 100 percent project cost overruns of late. That is just not true. The capital project summary for years of late has shown total costs for all projects combined to have come in under the budgeted dollars for the projects costs.

The current Board has worked hard to hold down the assessment and to manage costs in the best interests of the members. The Board has a fiduciary responsibility for both now and in the future. WE TAKE OUR POSITION AS DIRECTORS VERY SERIOUSLY. The Board is accountable to the members. Last year four new directors were elected to the Board by the members of the Association and this year there are two positions open.

That is how representative governance works.

To the author of the letter I say, I always appreciate your dialogue, but in this case we are in opposite corners. I disagree with your approach and with the petition drive. And I would disagree even if I were not on the Board.

One final comment on a different subject, hats off to the personnel in Holcomb handling all the work on getting the first phase of the new photo ID’s done. The lines have been long, but these women have stuck to the task. Thank you to Caroline Montague, Linda Towery, Marlene Wareham, Janice Stafford and Barbara Wagner.

With the 2016-2017 fiscal year behind us, we enter the new fiscal year with a strong Operating and Reserve Cash position. This is the second year our independent auditor, PB Mares, will be conducting the audit, and its primary fieldwork will be completed in mid-June. A final report will be presented to the Board of Directors (BOD) at the second Board meeting in August. The objective of the audit is for PB Mares to express an opinion on our financial statements, and to ensure that they are presented in accordance with Generally Accepted Accounting Principles, more commonly referred to as GAAP. Generally Accepted Accounting Principles are promulgated by the accounting profession and all companies who have an audit by an Independent Certified Public Accountant must present their financials in accordance with these principles so informed readers of financial statements will have a base from which to judge the strength of the organization. This way we have the assurance that our statements are presented in accordance with GAAP for homeowner associations.

Cash Position In June 2015, the Board approved a new policy, “Unrestricted Operating Cash Policy,” setting a standard for the minimum amount of operating cash we should have on hand at the end of each fiscal year. When the Director of Finance made the computation as outlined in the policy at April 30, 2015, our operating cash was well short of the amount required by the policy, so the Board adopted a 5-year plan to bring the balance up to the policy standard.

The preliminary financial statements as of April 30, 2017, indicate that the shortage has continued to be reduced since that initial calculation. We now meet the cash required to fund all expenses for this fiscal year, and the Board will be discussing transferring the additional funds required to meet our “cushion” so that we always have sufficient cash for each fiscal year end.

This transfer, if approved, will come out of New Construction and Renovation Fees (NCRF) collected this year. Therefore, I believe that our operating cash position is very strong as we enter the 2017-2018 fiscal year. In addition, our Reserve Cash Balance at year end is in excess of $1,875,000, which, combined with the Contribution to Reserves for FY 2017-2018 of $1,526,972, makes our Reserve Cash position for the new fiscal year very strong.

Accounts Receivable and Delinquencies In the last three years our delinquencies have stabilized to between 1.7 and 1.9 percent at the end of each fiscal year. The Community Associations Institute (CAI) literature says that one sign of strong financial performance for a homeowners association is having delinquencies of less than 5 percent. I attribute that performance to the Collections Policy approved by the Board in the recent past as well as our Finance staff’s firm but fair application of the provisions of that policy. This policy follows HOA industry standards as well as requirements of the Virginia Property Owners Association Act, which requires legal action within the fiscal year a payment is due. Owners with past due balances are strongly encouraged to contact the Finance Department as early as possible to work out payment arrangements that can meet your budget.

Pets are greatly loved and often an integral part of a family, and thus pets are an important part of a vibrant community association like ours. What do our governing documents say about animals in LOW? Here are six important facts to know.

1. Limited to Usual Household Pets. Back in 1967 when our community was formed, our Declarations of Restrictions (aka the Covenants) were written by the developer (Virginia Wildlife Clubs, Inc.) with a set of general prohibitions and requirements. Among those requirements is subsection (f) regarding animals: “No animals or livestock of any description, except the usual household pets, shall be kept on any lot.” This exception for “usual household pets” is very strict, especially for rural Orange County. I note that Section 16 members on the five-acre lots on Rapidan Road have a slightly broader version that adds “saddle horses” to the exception. From time to time we get calls about animals that do not fit the description such as chickens, ducks, or goats and we have to say no. What’s a usual household pet? I tend to say those you can find at an animal shelter or pet store.

2. On Leash and Under Control. Our LOWA Regulations have a whole section on Animal Control under Regulation IV, Individual Behavior. Paramount is that the pet owner is responsible for animal activity, especially on other private lots and on LOWA common areas like parks, beaches, roadways, walking trails and the dams. Animal Control Rule #1 is the requirement to keep a pet both on a leash AND under IMMEDIATE control (emphasis added): “No dogs or other pets shall be permitted to run at large within LOW or be allowed on any public beach. All animals must be kept leashed and under the handler’s immediate control when on the Common Areas or other Lots.” This rule is vitally important since members can be uncomfortable around off-leash pets.

They may be afraid of getting bit or jumped on. Thank you for considering others when you walk your pet. LOWA has a small off-leash area at a dog run near the Ferris Building on Shoosmith Road. The Board of Directors has designated the Life Estates Property in the 1400 Block of Lakeview Parkway in Section 9 as the site of a future 1.5-acre Dog Park. A Dog Park Club is the early stages of forming and fundraising. Watch for announcements for the June 28 Club “Town Hall” on the proposed Dog Park.

3. Don’t Be “The Poo-petrator”. Did you know dog waste is the most contaminated of any animal? It has huge quantities of bacteria. To combat stinky, messy problems, we have 14 pet waste bag stations throughout the common areas to assist members in cleaning up after their pets. Animal Control Rule #8 covers this: “Pet owners shall be responsible for the removal of their pet’s droppings from LOWA grounds, road rights-of-way and also for removal of any pet droppings on their own lot which may accumulate and thereby cause an offensive odor or unsanitary condition.” What about the pet that roams onto another lot to poop? As with any member-to-member interaction, it is best when members can work this out between themselves.

However, we have Security follow up with the lot owner when this occurs, to try to stop this from happening. Everyone appreciates a responsible pet owner who picks up after pets! Thanks to all of you conscientious folks!

4. Leave Wild Things Alone. Animal Rules #2-5 deal with wild animals. #4 specifies: “The feeding of wild or stray animals on LOWA property is prohibited.” We tend to think of applying that rule more to raccoons, possums, and bears that roam, and less to wild birds, squirrels and chipmunks that show up at feeders. If you’ve lived in LOW for very long you know we will likely have a black bear make its way from the Wilderness Battlefield through the community from time to time. When this happens, LOWA recommends members take down bird feeders and bring in pet food bowls that tend to attract the bear into the yard.

5. At Your Service. LOWA recognizes the importance of service animals and welcomes service dogs in our community, including the beaches. Animal Control Rule #11 covers this: “A person with a disability

shall have the right to be accompanied within the Association by a dog trained and in service as a service animal. A service dog shall not be considered a pet.” Two important things to note about service animals: (1) They sometimes wear vests, but are not required to. (2) They are not considered pets. How to treat assistance animals and comfort animals in a community association is an emerging issue, and LOWA will do its best to follow federal rules and guidelines for such animals.

6. Limits to the Love. What do we do when an animal becomes a nuisance, annoying or becomes downright dangerous or vicious? Animal control Rules 9 and 10 make it clear LOWA can require such animals to be removed from the community. LOWA has and will continue to enforce this rule. For example, we check the Orange County Dangerous Dog Registry to ensure no such dog lives here.

Rule #9 says (in part): “No pet may be kept within the Association which causes a nuisance, results in any annoyance, or is obnoxious to the members of the Association or other residents in the vicinity or is in violation of the rules and regulations regarding pets.” Rule #10 says: “No Owner may keep or maintain on any Lot a “Dangerous Dog” or “Vicious Dog” as defined in the Code of Virginia or Orange County Code, as both may be amended from time to time. If a dog is classified as “dangerous” or “vicious” by Orange County or other governmental authority, such dog must be removed from the property within thirty (30) days of such classification, or such shorter period of time as the Legal and Compliance Committee or the Board of Directors may determine. Each Owner shall be absolutely liable to each and all other Owners, their families, guests, permittees and invitees, and to the Association, for any and all damage to person or property caused by any such pet brought upon or kept on the Properties by such Owner or by his family, guests, permittees, or invitees.”

There is always more we can say about pets. Sometimes there are limits to what LOWA can do, and we look to the Orange County Sheriff and Animal Control to take the lead. Board Amends Boat/RV Storage Lot Rules: Adds Rules on Aquatic Invasive Species Control

The Board of Directors voted June 3 to amend Regulation V to address the condition and appearance of vehicles in the storage lot and Regulation V and X to address member responsibilities for Aquatic Invasive Species Control, effective immediately.

WHO WANTED THE CHANGE AND WHY? The General Manager was concerned existing Boat/RV Lot Storage Regulations in Regulation V and the LOWA storage lot agreement with members/registered tenants do not address inoperable vehicles, and the good appearance of vehicles as already required in the Campground regulations and agreement. The Lakes Committee was concerned there are no regulations pertaining to precautions against the spread of aquatic invasive species from other bodies of water.

WHAT IS THE EFFECT? Boat/RV Storage lot users are now required to keep all stored vehicles in highway-ready condition, with current state inspection and license plates, as well as maintain a clean, fit good appearance, with all covers, other than manufacturersâ&#x20AC;&#x2122; covers or winter shrink-wrap, in muted colors of dark green, brown or khaki. All members and registered tenants who own watercraft must also sign a statement acknowledging receipt of the LOW pamphlet on aquatic invasive species, and take preventative measures.

V. USE OF PROPERTY--INDIVIDUALLY OWNED AND LOWA OWNED PROPERTY J. BOAT/RV LOT STORAGE 10. Members or registered tenants must keep their vehicles, RVs, campers, and trailers in a highway ready condition. All vehicles must display current state inspection stickers, and current license plates.

11. Members or registered tenants must maintain their vehicles, boats, RVs, campers, and trailers in clean, fit, and good appearance. Covers, other than manufacturerâ&#x20AC;&#x2122;s boat covers or winterizing shrink wraps, must be in muted tones of dark green, browns, khaki, and must be maintained in a neat and orderly condition.

12. Members or registered tenants must conform to provisions of Section X 4. n. pertaining to the spread of aquatic invasive species to the Lakes.

X. USE OF THE LAKES A. WATERCRAFT OPERATIONS AND USAGE. 4. WATERCRAFT RESTRICTIONS n. Aquatic Invasive Species Control. A member or registered tenant who owns a watercraft must obtain from Lake of the Woods its approved pamphlet on aquatic invasive species and sign a statement acknowledging that he or she has read the pamphlet and agrees to take measures to ensure aquatic invasive species do not enter the Lakes, and are thoroughly removed from watercraft, trailers, and related equipment and gear each time such watercraft, trailers, and related equipment and gear are immersed in waters outside LOW. Releasing alien fish, live bait, aquarium fish or plants and any non-native species into the Lakes or indirectly into its watershed is expressly forbidden.

This prohibition does not apply to official Lakes Management operations of LOWA and its agents.

LOWA PGA Junior Golfers are practicing and playing their matches at Lake of the Woods and surrounding golf courses.

We have five matches scheduled for this summer. Everyone is having a great time and enjoying playing the game of golf!

LOWA vs. Leeâ&#x20AC;&#x2122;s Hill at Leeâ&#x20AC;&#x2122;s Hill, June 3, (LOWA 4 ½, Leeâ&#x20AC;&#x2122;s Hill 7 ½) LOWA vs. Gauntlet at LOWA, June 10 LOWA vs. Leeâ&#x20AC;&#x2122;s Hill at LOWA, June 17 LOWA vs. Gauntlet at Gauntlet, June 24 LOWA vs. Fredericksburg at LOWA, July 1 On June 7, the LGA held their Member-Guest Golf Tournament. They had 56 players in three flights. The format was Ryder Cup Holes 1-6, Captainâ&#x20AC;&#x2122;s Choice; Holes 7-12, Alternate shot; Holes 13-18, One Best Ball Net of the Twosome.

The Overall Low Net Team was Nancy King and Debbie Morey, with a 75.

First Place in the First Flight went to Jeanne Woodward and Becki Davis, with a 76.

First Place in the Second Flight went to Louise Hoh and Shirley Henry, with a 79.

First place in the Third Flight went to Pat Shrader and Margie Stratford, with an 81.

On June 3, the MGA held their Fisher House Foundation Golf Tournament. The Menâ&#x20AC;&#x2122;s Golf Association raised over $12,000 to support wounded and ill service members, reservists, retirees and their families. They had 100 players participate in the tournament. Much thanks goes to MGA President, Don Smith for organizing and running the event!

On Saturday, June 10 we held the 50th Anniversary Golf Tournament at Lake of the Woods. We had 26 foursomes participate. We had two flights of 13 teams each. For prizes we gave out gift certificates $100, $75, $50 per person in each flight.

First place in the first flight went to Paul Hibbs Jr., Bill Holt, Matt Hibbs and Paul Hibbs III. They shot a 28Contributed photo 26=54. First Place in the 2nd Flight Karen Cakouros mans the 17th went to Gayle Buresh, Jim Buresh, hole â&#x20AC;&#x153;win the pontoon boatâ&#x20AC;? table Bryan Nical, and Traci Nical. They at the LOWA 50th Anniversary Golf shot a 33-35=68.

We had sponsors for the 50th Anniversary Golf Tournament. Ed Connor from Connorâ&#x20AC;&#x2122;s Pest Control provided a welcome gift, provided our awards dinner on the point, and music and drinks during the evening. IGM sponsored the players lunch after play.

LOW Marine and Service Plaza provided a pontoon boat for a hole-in-one on hole #17. Tom Sheridan was the Closest to the Pin on #17 at 4â&#x20AC;&#x2DC;4â&#x20AC;?. The weather was super and everyone really enjoy the day!

9.9 Leaf/Brush Area To Close for Grinding Operations Starting on or around July 6 through August 3, the 9.9 Leaf/Brush Area will be closed to members and contractors Monday through Saturday. The area will be open Sundays only to members.

Tub grinding operations will be in progress during this time and no dumping will be allowed except on Sundays. Due to safety concerns (in past years there have been a few near misses with people and cars in close proximity to the loader and tub grinder), LOWA Management has decided to close the area while the tub grinder is on-site. Members should notify their respective contractors of the restriction.

by Melissa Zukowski, RN, Equestrian Operations Assistant Manager Juneâ&#x20AC;&#x2122;s Equestrian Center horse of the month is our favorite spotted wonder, Prescott. At 15.2 hands tall and 16 years old, Prescott is the perfect transition horse for a young rider who has outgrown the ponies.

Visitors often remark on Prescottâ&#x20AC;&#x2122;s unique markings, kind face, and gentle attitude. He is our big teddybear, a loveable goof who tries his heart out for the riders he knows and loves. A first ride on Prescott is often interesting, as he enjoys â&#x20AC;&#x153;testingâ&#x20AC;? new people. His favorite game is to speed up his trot for five or six steps before slowing back down, always hoping his rider will pull him to a stop so he can take a break. Any person who can relax through the few faster strides soon has Prescottâ&#x20AC;&#x2122;s number and has earned his respect. Prescott seems to bond quickly with riders, recognizing them and nickering to them as they arrive at the barn. A genuinely affectionate gentleman, Prescott loves getting hugs from visitors. Prescott came to live with us in August of 2011 and did not know much about the show ring. Assistant Manager Melissa Zukowski introduced him to the show ring the following show season and he earned a fourth place

Celebrating 50 Years of Community

by Donna Blackistone, Member, 50th Anniversary Ad Hoc Committee Edwin and Dorothy Harn, born in 1917 and 1921 respectively, have lived here in Lake of the Woods since 1975. They both had grown up in Baltimore, but World War II opened up new locations for them, living first in Alexandria, and finally settling in Fairfax City where they raised their children. Thanks to the GI Bill, Edwin obtained both an engineering degree and a law degree, but chose engineering as his career path. He was Chief of Airport Engineering for the FAA, helping to design Dulles Airport when then-President Eisenhower declared the new airport should be Edwin & Dorothy Harn located in Chantilly, Virginia.

“What inspired you to consider living in Lake of the Woods so many years ago?” “The idea of a community on a lake with all sorts of fun things to do.”

The Harns built their house on Pleasant Grove Road and moved in on April 1, 1975. They were never weekenders. When they built, they moved!

They chose their lot because of the hardwood trees and the protected cove.

The crushed stone roadbed became the foundation for eventual paved roads in the community. Shopping was done at the A&P in Orange where they would load the car with supplies.

Harn served as President of the LOWA Board of Directors in 1979. One particular controversy under his tenure involved the assessment. Those with undeveloped lots were petitioning to pay less than those who had a house already on their property. No go! The ruling was that everyone must pay the uniform assessment, regardless of the development of their property.

Another challenge during his tenure: The suggestion was made to open the golf course to the public on Thursdays, thereby increasing the use and revenue of the facility. No go! The golf course remained private every day of the week.

In 1979, there was a particularly hard freeze, and Harn decided to validate the thickness of the ice. With the help of his electric drill and a particularly long bit, he determined that the ice was 9 inches thick. People were actually walking across the Lake! A group of golfers came to the Harn’s house, teed off on the ice and saw their balls skim to the other side of the lake!

The Clubhouse Fire: This will always be a seminal moment for the residents of LOW at that time. Harn remembered that several suggestions were afloat after the fire: 1) Move the Clubhouse to the golf course; 2) Design an outdoor dining area; 3) Create a dance floor under the main building of the Clubhouse. (So glad to see that the outdoor dining became a reality.)

Another memory: Harn watched as three teenaged boys ended up in a capsized boat on the other side of the lake. Two of the boys swam safely to shore. The third clung to the boat, and, watching, Harn thought, “Good safety move. Stay with the boat until you can be rescued.” Sadly, the young man decided to swim to shore and did not make it. His body was not recovered for several days. Divers eventually found the lad caught in an old tree on the bottom of the lake.

Honor Awards Committee Seeks Nominees

April 30, 2016 Preliminary Financial Statements: I have included the Preliminary Unaudited internally generated financial statements in this issue of Lake Currents. Please take time to review these financials, and if you have questions, the Finance Staff and I will be happy to respond to you. A quick review of the financials indicate that New Construction and Renovation (NCR) Fees exceeded budget by $375,000. That unbudgeted revenue has been set aside in the Restricted Cash Reserves on the Balance Sheet and is available for the Board to direct to community needs such as high priority capital projects, which may include the Clubhouse Recreation Area Complex and lakes management projects. I also want to point out that during the year, our Tenant Fee Revenue fell short of budget by about $77,000 due to the changes we are seeing within our community with more owner occupied homes.

Although we like the trend of fewer tenant properties, it does have negative budget implications. We continue to monitor this change and have adjusted the expected revenues accordingly in the approved FY 2017-2018 Budget. Security also continues to monitor visitor lane entries to ensure all tenants are registered.

We also have a shortfall in Clubhouse Revenue this year, primarily driven by the major capital project of updating our fire suppression system throughout the building and the time needed to complete that project. However, Clubhouse still ended the year with sales over $1Million, and expenses were under budget.

Even with these items, we ended the fiscal year with a positive budget variance of $217,433. Therefore, management operated well within the bounds of the approved budget. Maintenance Operation Centers had a strong performance again this year and are positive to budget by about $100,000 primarily due to continuing efficiencies throughout the departments. We hope to see improvement in the Golf operations this year with the new business plan. Fareways is already exceeding our expectations as it has become a popular gathering spot for many members with evening hours and activities. As always, copies of the unaudited financial statements are available in the Reading Room at the Holcomb Building during business hours for member review. Also, Members are invited to attend the monthly Treasurerâ&#x20AC;&#x2122;s meeting. Please check the committee calendar for date and time. Thank you all for your interest.

The July Tennis Social will be held on Saturday, July 8 at the Hollyfield Park courts. Play begins at 9 AM and lasts until about 11 AM, with serious socializing to follow. This is a social event, not a competitive event, so all are welcome. Players at all levels will be attending and playing.

This is a round robin format - everyone gets to play. We change partners every 20-25 minutes. Thus, you will play with a variety of players during the 2 hours â&#x20AC;&#x201C; a great way to get to meet other tennis players and neighbors.

As in previous years, we ask each player (or couple) to bring a brunch item to share. Weâ&#x20AC;&#x2122;ll furnish the drinks and tennis balls. The cost is only $2 per player.

Please call Sharon or Ken at 972-2616 to reserve a spot, so we know how many players to expect to set up initial pairings. (If you donâ&#x20AC;&#x2122;t know until the last minute, come anyway, weâ&#x20AC;&#x2122;ll fit you in.) Need a racquet â&#x20AC;&#x201C; someone there will likely have a spare to borrow.

Interested in Hearing More About the Dog Park?

Congratulations to Sheran Marks and her committee for another fabulous LGA Member/Guest Tournament.

The theme, The Roaring Twenties, was highlighted throughout all of the activities. On Tuesday, the ladies and their guests gathered at Debbie Mayâ&#x20AC;&#x2122;s beautiful home for some delicious food and fun games around the Seventh green. Many showed up in cute flapper outfits. On Wednesday, continental breakfast was served while pictures of each team were taken with our pro, Rea Hargraves, dressed as a 1920â&#x20AC;&#x2122;s gangster. The weather cooperated until the rains came down on the last two holes played.

Stock Photo After drying off, the golfers convened at the clubhouse for lunch and awarding of prizes. The whole two day event went off like clockwork. It takes tons of work and coordination to put this premier event on each year. Be sure to thank Sheran and her team when you see them.

The LGA PALS (Playing, Laughing, and Learning Simultaneously) group will begin for 2017 on Wednesday, June 28. This group was formed to encourage new golfers to come out and play with experienced golfers, build confidence, and become familiar with the course. The Sadie Hawkins Tournament will take place Tuesday, July 11. Each LGA member is encouraged to invite a male golfer (not her spouse), to be her partner. This is always one of our most popular and well-attended events. That is thanks to Loretta Yurkus, original and still chair of the S H Tournament. The sign-up sheet with details is posted in the ladiesâ&#x20AC;&#x2122; lounge at the Woods Center. The entry fee is $35 per couple (team) plus any applicable cart and greens fees. Make checks payable to LOW LGA and note for Sadie Hawkins. Place checks in the box in the ladiesâ&#x20AC;&#x2122; lounge. Audrey Laverne (McCort) Weeder, 99, 9, formerly of Lake of the Woods, passed away on Wednesday, June 7, 2017 in Charlottesville. Audrey y was the daughter of Andrew and Louisa (Yau) McCort, rt, t,, born on March 8, 1918 in Needmore, PA. She married ed ed Horace Leonard Weeder on April 14, 1940, and he preceded her in death on November 19, 2010.

Audrey was a proud member of the Washington-Lewis Chapter of the Daughters of the American Revolution, Fredericksburg.

Survivors include: her son, Carl G. Weeder (Amy); daughter Linda A. Calderone (Lou); four granddaughters and seven great grandchildren.

Funeral Services will be held on Monday June 12, Audrey Laverne (McCort) Weeder 2017 at Laurel Hill Funeral Home, at 11 a.m., with h March 8, 1918 - June 7, 2017 family receiving friends one hour before. On Thursday, June 8, the LOW Lioness Club awarded its Bridge Scholarship to Kaitlyn Flecker, a Lake of the Woods graduating high school senior. The Bridge Scholarship is generated by funds paid to Lioness Jan Lemieux for bridge lessons.

Kaitlyn was introduced to the membership with a short presentation of her outstanding academic and community service accomplishments.

Growing up here at the Lake, Kaitlyn participated in most of the youth activities including the LYF Super Sitter course and working as a lifeguard. Kaitlyn has a passion for working with youth and is active in church activities. She has been active in Student Council Association, Kaitlyn Flecker National Honor Society, Church Youth Group, Relay for Life, swim team and a member of the Governor’s School. She will graduate with a GPA of 4.3. In the fall she will attend Virginia Tech and take courses related to health and science such as nutrition and exercise science.

Her goal is to continue with graduate education to pursue a Doctor of Physical Therapy degree. Since a check will be sent directly to Virginia Tech, she was presented with a certificate. Kaitlyn addressed the membership to express her appreciation for the recognition of her achievements.

by Madeline Salustri, Member AARP Chapter 5239 Don’t miss this informative presentation! At the July 17 meeting, LOW AARP Chapter 5239 will welcome guest speaker Dr. Travis Stoner. Stoner is a practitioner of Fusion Physical Therapy. He opened a Fusion Therapy facility as an operator in Woodbridge in 2012. Since February 2017, he has been owner of an outpatient facility located in Spotsylvania, VA. It will be “family time” because Dr. Stoner is son of Gail and Greg Stoner, AARP members and residents of Lake of the Woods.

Stoner will discuss vertigo, a topic of great interest to many seniors.

His presentation will highlight the definition of vertigo, a discussion of the anatomy of the vestibular system, common causes of vertigo and selftreatment of the most common types of vertigo.

Stoner holds a B.S. in Kinesiology and a Doctorate of Physical Therapy from Shenandoah University and is a Certified Orthopedic Manual Therapist.

He is currently a fellow-in-training in Orthopedic Manual Therapy. He has 12 years of outpatient physical therapy experience and has worked in home health, inpatient hospital and rehabilitation settings.

Lions Award Scholarships to Area Youth

The LOW Lions Club has a number of programs for youth in our area.

Among them are scholarships presented for many years to students at Orange County High School. A total of eight $1,000 scholarships were awarded at the Lions’ dinner meeting last month along with two $1,000 scholarships for students at Germanna Community College.

The program goes back many years, starting with five $1,000 scholarships in the previous years. The current requirements for applicants are a 2.5 grade point average, community service, and need. The Lions Scholarship Committee receives at least 65 applications each year from a counselor at the high school. Students do not have to attend college; those planning to attend a trade school may also apply.

Applicants submit their transcripts and advise if they have applied for financial aid.

The eight scholarship recipients from Orange County High School, honored with their parents on May 16, were Christian Jones, Graham Gordon, Lucy Hay, Taylor Rollins, Joe Shawn Jones, Kaitlyn Flecker, Haley Lucas, and Madalyn O’Neill-Brown.

Also receiving $1,000 scholarships were Germanna students Jenna Helme and Jennifer L. Dodson, selected from among the 25 applicants.

Information on the students is submitted by the financial aid department of the community college.

Lions serving on this year’s committee were Lois Griffin Powell, chairperson; Su Bielmeier, Carol Curry, Jane Gullickson and Joe Sauro.

The Lions Club also awards scholarships to selected students who are members of the LEO Clubs, sponsored by the LOW Lions at Locust Grove Middle School and Orange County High School. LEO scholarships were presented last month to Gage Whited and Alyssa Ratcliff.

The Lake of the Woods Adaptive "We made many new Watersports Foundation hosted friends, and waterskied many 42 veterans and their families at participants who had never the third annual Veterans Adaptive skied before. Our hearts are Event on Saturday, June 10. By full from the smiles that were every measure, it was a great made on Saturday!â&#x20AC;? success. Over 260 people either -Thomas Prine attended or volunteered in the myriad of activities offered. Adaptive waterskiing, tubing, pontoon rides, kayaking, paddle boarding, fishing, land games, volleyball and basketball were all part of the fun of the day. Special thanks go out to Chief Walker and the entire Security force for keeping everyone safe and to the â&#x20AC;&#x153;Ladies of Orange Countyâ&#x20AC;? for providing snacks and refreshments throughout the day. The Wounded Warriors Project and Mission BBQ of Stafford provided a wonderful lunch for all. Thomas Prine, an army veteran and a member of the Adaptive Watersports Foundation board, said, â&#x20AC;&#x153;The event went very well. We made many new friends, and waterskied many participants who had never skied before. Our hearts are full from the smiles that were made on Saturday!â&#x20AC;?

On May 27, a cool, calm day on the lake produced some good fishing for most anglers. Team Bush Wackerâ&#x20AC;&#x2122;s took first place with 14.32 pounds, and also the big fish prize with a post spawn 3.69 pound fish. Team Bush Wackers Kevin Dickerson received some significant assistance from Cousin and Junior State Champion (Virginia High School Fishing Series) Cale Carr (13yrs old). This is the second tournament of this year in which a team of new comers has placed first in the event. Outstanding!

The next tournaments will be held on June 24 and July 15 at 6 AM; registration closes at 5:45 AM. The LOW Anglers Fishing Club welcomes members all year round; tournaments are held once a month from March through September, with an end-of-year â&#x20AC;&#x153;Classicâ&#x20AC;? tournament in October.

All fish were released safely back in the lake after weigh-in. The May results points are added to each teamâ&#x20AC;&#x2122;s current points. The points totals are used to determine the top five teams at the end of the year. The top five teams at the end of September gain entry into the LOW Classic Tournament in October.

LOWLINC Speaker Series: Driver Safety

Driving a car is important to most of us--seniors included. We may wonder how long we can safely keep driving. LOWLINCâ&#x20AC;&#x2122;s next speaker, Virginia GrandDriver Coordinator Nancy Lo, will discuss the effects of aging and the ability to drive, including warning signs to be aware of while driving; safety tips to remain mobile; the CarFit program and the licensing law that passed in 2016. Nancy explains that the Virginia GrandDriver program is a public awareness campaign designed to help seniors stay mobile as they age.

Her presentation includes a brief history of the creation of the web-based GrandDriver portal that includes a wealth of information for seniors who have questions about driving. Her presentation will also provide information about the DMV Medical Review process.

Lo has been employed as the Virginia GrandDriver Coordinator with the Department for Aging and Rehabilitative Services since 2007. In this capacity, she is responsible for overall program management of the Virginia GrandDriver initiative LOWLINC is pleased to offer this free program to all Lake of the Woods residents as part of its Speaker Series. The Fourth Annual Support Our Warriors Golf Tournament on June 3 was hosted by the Men’s Golf Association to benefit the The Fisher House Foundation.

The weather was ideal and the event was considered an overwhelming success by all participants. Through the generosity of our sponsors and players, over $12,000 was raised to benefit this organization. An outstanding cadre of volunteers added to the success of the event by providing a continental breakfast and oncourse assistance to the 98 golfers who participated.

We would like to extend our sincerest appreciation to the golf courses that donated complimentary golf rounds at their courses, the businesses who contributed gift certificates as prizes, the business/corporate sponsors who contributed $100 or more and the 21 individual sponsors who contributed $100 or more. The sale of “mulligans” and the 50/50 drawing contributed to the total as well.

Special recognition to our “Gold Sponsors,” BB&T, Caliber Collision, Chancellor Internal Medicine, Conner’s Pest Control, University of Virginia Physicians Group, and Tom and Melinda Wertz.

Participating in the event were veterans from WWII, Korea, Vietnam, Iraqi Freedom and Enduring Freedom. Other notable participants included 20 members of the Knights of Pythias, Fredericksburg Lodge #22.

The tournament was completed in about 4 hours, 30 minutes. The winning team of Gary Leitch, Richard Crickenberger, Charlotte Leitch and Debbie Crickenberger posted a 60 score. The second place team of Bob Mackes, Keith Himmelberger, Steve Cain, and George Brock had 61. Third place went to Gary Reese, Denise Reese, Don Roth, and Joann Roth, in at 62. Fourth was claimed by the team of Gene Mulholland, Matt McKenna, Dave Lloyd and Chester Guzek at 62.

This event, as well as all LOW Golf Club events, would not be possible without the tireless efforts of our PGA Professional Rea Hargraves and the Woods Center staff. We extend a sincere “Thank You” to all of you.

The outstanding planning and execution of the event was the result of a super job by Tournament Director Don Smith.

The Lake of the Woods Pickleball Club (LOWPC) held its annual social pot-luck picnic at the Sweetbriar Pavilion on Wednesday, May 31. The LOWPC Social Committee, comprised of Nancy Lentine, Toni Keating, Shar Thompson, Judy Carter and Karen Rush, did a tremendous job of planning and organizing this wonderful event. The tables and light fixtures were decorated with pickleball-themed items. Members played several different fun games, and door prizes were won by lucky ticket holders.

Pickleball is a sport designed for all ages and is a game anybody can pick up, no matter their skill level. Integrating aspects of tennis, badminton and ping pong, pickleball is played with a paddle and a wiffle ball on a court a third the size of a tennis court. Nationwide, over 90 percent of the game is played with a partner (doubles) and, basically, play here at LOW is 100 percent doubles. It is a time to have fun with friends, and have a good workout and exercise. Pickleball was created with one thing in mind - FUN. It was designed to be easy to learn and play, no matter your age.

If you would like to learn this game that is growing rapidly in Lake of the Woods and around the world, there is a beginners’ class held each Thursday in the Marion Pronk Hall at the Community Center from noon to 1:30 PM. Instruction is free and all equipment is provided. All you need to bring is a good pair of white-soled athletic shoes. Come on out and meet some fantastic people playing a fun filled game. At the beginning of the next fiscal year, two more staff positions are added to the Department of Social Services. One will deal with eligibility for federal and state benefits such as Medicaid and Supplemental Nutrition Assistance Program (food stamps). The growth in the number of people qualifying for these benefits and the requirement for re-verification of eligibility has significantly increased the workload in this area.

The second position will deal with the foster care system. In the last year, 31 Orange County children were placed into foster care. Of these, 18 were emergency removals and 13 were ordered by the court. Neglect was involved in 16 removals and substance abuse was involved in 13 removals. Other reasons for removal included domestic violence, inadequate housing, child behavior, and abandonment. In addition there were 53 children involved in 25 child protection orders. Six of these children were removed from the home and safety plans were worked out with the remaining families to keep the children at home.

The increase in needed services for children has required additional funding of about $1.3 million beyond the current fiscal year’s budget. The county will have to cover $650,000 of this overage. To put this amount in perspective, it represents about 1.7 cents on the real estate tax rate.

Fortunately, increases in real estate construction and retail sales above budget have helped to cover much of this increase with contingency funds covering the rest. These problems are not unique to Orange County, but reflect a national trend that imposes significant financial costs on local, state and federal governments. Nationally, the foster care program has been significantly stressed due to the ongoing opioid crisis.

Next Thursday, June 29, at 6:30 PM, we will be presenting the status of the Germanna Wilderness Area Plan at a town hall type meeting at the Locust Grove Middle School. This will be similar to the town hall held two years ago. This meeting will present the GWAP Committee’s work which has been completed or is in-progress. The presentation will include work done by staff and consultants in the areas of economic development, historical and cultural assets, utility plans (water and wastewater), preliminary transportation plans and zoning. I encourage you to attend and find out what has been done so far and to provide inputs on what you see.

The county has been in negotiations to purchase land for the planned new Emergency Operations Center (EOC), E911 Dispatch Center, sheriff’s office and IT facilities. The existing E911 Dispatch Center is barely adequate for current operations and certainly will not meet near future needs. Currently, dispatch, EOC and the IT servers are located in the lower level of the county office building (Gordon Building) which is below grade and subject to potential flooding under severe weather conditions. A purchase contract has been signed for land near the airport and Booster Park. The land is on the left as you turn into Bloomsbury Road to go to the airport and Booster Park.

This location has ready access to Route 20 near the center of the county for the sheriff’s office. Now that a location has been identified, the architects will start the detailed design of this building. Funding for this facility is included in the $26 million bond issue for public safety and communications.
