Meet the LOWA Board Candidates

The annual election is right around the corner and this year there are two board member seats to fill. There are three candidates to choose from; and the two candidates that are selected will serve on the board for a three year term.

The ballot closing will be at the Annual Meeting of the Membership on Labor Day September 4. No proxies or ballots may be presented following the close of the elections, announced by the President of the Board of Directors. The winning directors will be announced on Tuesday September 5.

For your convenience, candidates’ bios are printed in this issue of Lake Currents (pages 5-7). The bios will also be included with the ballots when they are mailed the end of July.

President’s Letter

“Plant a seed of friendship; reap a bouquet of happiness” (Lois Kaufman) As I was reflecting on meetings and conversations, I thought of many individuals who have influenced my short time at Lake of the Woods. They say to do this is risky because you always leave someone out, but there are some definite folks who deserve a shout out for what they have done for me in the Lake. Maybe each of us will think of our own list, and in this 50th year, perhaps we can come up with the list of influential people in our lives in our history of Lake of the Woods. Let me know your list as I share this little slice of my history with you.

Planning Committee Survey on Clubhouse Area Recreation Complex Project The results of the LOWA Planning Committee’s survey regarding aspects of the planned Clubhouse Area Recreation Complex (CARC) project now are available for membership review and comment. The survey’s primary objectives, developed by the Committee with LOWA Board Director’s direction, were to gather member input on alternative project financing options and interest in covering a pool in the future. The survey was launched April 18 and was closed by the Board on June 3. The survey was announced to the membership through a variety of means, including an April 14 Lake Currents article and in the letter to all members that accompanied the 2017 assessment billing.

Constant Contact emailed 2049 surveys to members of which 1777 were delivered and 272 bounced back due to email address issues. Members opened 1050 of the Constant Contact emails and returned 546 completed surveys. An additional 25 paper surveys were picked up at the Holcomb Building, completed and returned for a total of 571 member survey responses. Respondents wrote over 300 additional comments for the Board’s consideration.

The responses to the survey questions are provided in the charts that accompany this article. Upon your review it will be quickly apparent that members are nearly evenly split between shorter-term special assessments and longer-term loans. This is also the case in consideration for a future covered pool as well as positive versus negative comments.

The Planning Committee will formally present these results to the Board of Directors at its July 18 meeting. Members are encouraged to send to the Board their reactions to and questions about the survey results (board@ LOWA.org) and to attend the July 18 meeting as well.

Association News

Moving Lake of the Woods Forward: Opportunity and Challenge The Board of Directors (BoD) has a very important fiduciary duty to the members of the Lake of the Woods Association. This duty includes loyalty to members and reasonable care of our community assets, and presents both opportunity and challenge. Although not explicitly stated, this duty flows from the Virginia Property Owners’ Association Act, the Virginia Nonstock Corporation Act, LOWA Articles of Incorporation, the LOWA Restrictive Covenants and our Bylaws.

For example, the Bylaws charge board members to “plan for future replacement, expansion, acquisition, use and disposal of land, facilities, and equipment owned by the Association.” This includes services and recreational amenities.

LOWA services include security; fire and rescue; management, financial, and administrative support; roads, grounds, and buildings maintenance; Lake Currents, Channel 18, and website communications. All members benefit from these services.

On the recreation side, depending on how you count them, we have well over 20 amenities at the Lake, ranging from baseball fields, to the Community Center, to walking trails. LOWA membership gives each of us the right to join and/or use all of these amenities. Very few, if any, members use all these amenities; some members use none. In fact, other than the lakes, no amenity is patronized by a majority of our members.

All LOWA members have the responsibility to fund these services and amenities whether we choose to use them or not. All of our amenities require regular maintenance, periodic updates or in some cases replacement. All compete for limited capital improvement funds.

The Clubhouse Area Recreational Complex (CARC) is a good example of both an opportunity and a challenge. This complex must serve patrons of multiple amenities: the Clubhouse, Clubhouse Beach, Clubhouse Playground, Clubhouse Point, Clubhouse Pool, Fitness Center and Basketball Court(s). This CARC plan has evolved for at least 30 years, and is based on input from multiple Town Hall meetings, community surveys, ad hoc committees, expert consultant advice, many committee recommendations and numerous boards of director discussions.

One component of the CARC, an updated pool facility, has been discussed since at least 1987 when the Pool/Fitness Center buildings were 20 years old.

The decision then was to defer and maintain. This defer-and-maintain approach for the CARC continued for the next 30 years. Maintenance and repair costs continue to increase. Construction inflation averages approximately twice the consumer price index. Deferring this project further would only add increasing maintenance and inflation costs in the ensuing years.

Why not just clone the pool and fitness center with facilities of the same size and design? How many of us replaced our large console TVs with the same technology when flat screens became widely available? According to current user surveys, a majority of us rely on mobile phones, and 80 percent of these are smart phones. Also, fitness is becoming more important to a growing number of families. The point is, not only does technology change, but tastes and expectations change over time. Those who will be buying our homes in the coming years will be used to, will expect, and often demand, modern facilities and amenities, so we must consider the future as well as the present.

The BoD has identified $5 million as the maximum cost for the complex, more than $2 million less than the 2016 ad hoc committee’s estimated cost of $7.1 million. Each of the individual components of the complex will come with a cost, but none will be a majority of the overall cost. The BoD is working to reduce costs even more.

Funding is always a challenge, so how will we pay for this project? Why not from our reserve funds? That would be an ideal situation. Unfortunately, in early LOWA years insufficient reserve funds were set aside or funds were transferred to other accounts, which kept the annual assessments artificially low. In recent years we have been more prudent in funding our reserves, but not enough to make up the shortfall for major projects. Some funding has already been set aside, so a portion will come from reserves.

There are several other potential funding options including a one-time assessment, a longer term loan, donations, some combination of these, and maybe others. The BoD has chartered an ad hoc Clubhouse Area Recreation Complex Financing Committee to evaluate all options and make a recommendation to the Board. The committee is comprised of members from the Finance Committee, Planning Committee, General Manager, LOWA financial staff, and BoD. To summarize, the Clubhouse Area Recreation Complex is both an opportunity and a challenge. The BoD is exercising its fiduciary responsibility to current and future LOWA members by pursuing an affordable solution to modernizing our amenities while managing costs for all members. The time for action has come to ensure that our key amenities can serve members now and well into the future. We hope that everyone will support this worthwhile endeavor.

Cause for Paws What personal strengths do you think you bring to the Board of Directors?

I am a detail and goal oriented person who believes that meetings are for the purpose of conducting business. To that end, when I was Chair of the Rules Committee and the Ad Hoc Pool Fitness Center Committee, I prepared agendas and ensured that they were properly posted for the members. When conducting the meetings, the agenda was the blueprint for getting work done. I am an honest person with a strong sense of fair play. My work experience involved working with people striving to achieve win-win solutions when possible.

What do you think is the most urgent issue facing LOWA? The most pressing issue facing the association is the pool/fitness center complex. Decisions need to be made to bring down the cost of the complex to $5 million, funding the construction of the pool and fitness center, and the impact of that funding on members.

If elected, what do you see as the most important short and long term goals for the LOWA community?

The most important short term goal is the completion of the pool/fitness center complex. Long-term projects should be approached using the 5-year plan and replacement guide in the Miller Dodson reports, updating the report and plan as necessary. I support a dog park if the details can be finalized and funds can be raised for its construction. I believe the Association needs to strike a balance between maintaining and/or enhancing amenities and the financial stresses of ever-increasing assessments on middle income members (including those on fixed incomes). We can do so by encouraging our boards to spend money wisely. In the end, if we do not sustain our aging infrastructure while selectively enhancing some of our amenities, our common area value and existence as a closed community is questionable.

What personal strengths do you bring to the Board of Directors?

I wish to continue serving on the board to help with the coordination between Members, Committees and Management. I believe that my background running a construction company for over 40 years and my participation as a coordinator of various projects over the years more than qualify me for the board.

What are the most pressing problems facing the Association now and in the future?

We are about to spend millions of dollars on projects in the Lake that will affect the membership financially. If elected I will look at the requirements for these projects along with the cost and how these projects will be paid for. I will keep the cost at a minimum while trying to get the highest quality of product available.

As we face the pressing problems now and in the future, we must learn from past mistakes over the years and apply that knowledge to any decision made now. History should not repeat itself.

The problems that I believe are pressing now are the money being spent on studies from outside sources on projects that never come to pass. An example, the Equestrian Center that was to be built behind 9.9. As for the future, if not handled correctly, the third gate, the Woods Center renovations and possibly the Pool and Fitness Center project will be over budget, thus a raise in the amenity fee. We must work within our budget.

If elected, what do you see as the most important short and/or long term goals for the LOWA community?

The three most descriptive words to answer this question are: MAINTENANCE … MAINTENANCE .. and MAINTENANCE! Adequate reserve funding is imperative to ensure our ability to maintain facilities/ amenities for all members’ enjoyment.

My view of the future and organization needs Lake of the Woods offers a variety of amenities. A forward-looking attitude should be maintained to project appeal, maintain property values, safety, and a friendly environment for all members.

My opinion of the most pressing problems now and in the future The most pressing issue is the repair, replacement and maintenance of association buildings, facilities and equipment. While tending to these needs, funding costs are critical to maintain a fiduciarily adequate reserve fund.

We had teams from Fredericksburg, Fawn lake, Fauquier Springs, Culpeper, Montclair, Greene Hills, Lee’s Hill and Lake of the Woods participating. LOWA won their match against Greene Hills 10 to 8. Way to go, ladies!

On Monday evening the LOW L.E.G.S. are playing from the Green tees every Monday afternoon at 5 PM. If you want to play with this fun group, please call the Pro Shop at 972-2230 between 4-4:30 PM on Monday evening. The Golf Professional will arrange our shotgun start at 5 PM. The LOW MGA will hold its annual member-guest/member-member on July 15 and 16. The format will be better ball net (score minus handicap) of each two man team. If there are sufficient teams signing up, the tournament will be flighted. Players must have a current USGA handicap or submit five current score cards to the Golf Pro. Entrance fee is $20 per player to be paid on Saturday prior to the start of the tournament. Sign-up sheet is posted in the Pro Shop.

The Pools Committee is an active and fun group of volunteers who generously give some of their time to work closely with pool and LOWA management to ensure our pool facilities are safe and remain a benefit to LOW community members.

This committee advises LOWA management on pool operations including, but not limited to:  Evaluating long-term pool needs  Recommending budget items for long and short-term pool-related purchases  Observing pool use and listening to member comments  Planning fun pool activities for members of all ages  Reviewing the state of the pools, safety rules, and pool procedures  Submitting annual recommendations for new capital and replacement capital expenditures for the pools and immediate surroundings.

The committee is comprised of seven voting members. The term is three years. Not only are we seeking new voting members, but also alternates who will attend meetings, provide input and vote when needed to form a quorum.

The alternates are just as important as the voting members.

New members are always welcome! The committee meets the second Tuesday of each month from 7 PM to NLT 9 PM at the Community Center.

Please note LOWA will continue to offer traditional paper proxy ballots to members that prefer paper.

How electronic voting will work: 1. On or about August 1, members will receive a letter from Vote-Now. com containing the Board elections proxy ballot, instructions, and candidate bios of the three candidates.

2. Printed on the proxy ballot will be a unique, random, computergenerated code for you to use to access the voting website. Members can vote by mail, online or by hand delivery.

3. Accessing the Vote-Now.com website can be done from a smartphone or a computer. Vote-Now.com will have a help desk phone available if you need help.

4. Online voters will have an option to indicate if you would like to receive electronic proxy ballots for LOWA elections by email in the future, rather than by paper proxy ballot. If so, you will enter your email address. You can always change your mind later.

5. The election comes to a close at the Annual Meeting of the Membership on September 4. By then all proxy ballots - both paper and electronic - as well as ballots filled out by members at the meeting will be loaded onto the Vote-Now.com database. The Elections Committee and Board Secretary will review and certify the final results.

The Board of Directors desires to see high Member participation in Board elections. We believe voter participation will increase with the convenience of electronic voting. It makes good budget sense, too. Over time as more members opt for electronic voting, we save the cost of paper and postage.

Vote-Now.com offers a secure and convenient way to participate in LOWAâ&#x20AC;&#x2122;s decision making. I hope you will consider the electronic voting option when you receive your proxy ballot in the mail. How fitting in our associationâ&#x20AC;&#x2122;s 50th year we would look to a new way of handling our annual voting.

Gavett Inducted as Lions President

Reg Reggie Gavett, an active Lions member for f only four years, was inducted as president of th the Lake of the Woods Lions Club for the coming 35th year of the club’s service to the community. He succeeds Dick Gullickson as president.

The induction of the new board of directors by Lions Council Chair and Pa Past District Governor Ken Quantock was held on June 15 at the LOW Clubhouse.

Rick Rappoport is the new first vice president M and Mike Tait is second vice president.

Other L Lions inducted to the board were: Candice Hovanetz, secretary; Dave LeMay, treasurer; Pat Unkle, Lion tamer; Jay Madeson, tail twister; Charlie Ostlund, membership; Carol Curry and Dave Francis for one-year board terms, and Lalli Omar and Jim Zavrel for two-year terms.

Annual awards were also presented at the dinner meeting. Stan Lasover received the Melvin Jones Award, the highest award a Lion can receive. Jeff Flynn received the distinguished humanitarian award; Reggie Gavett, the Lion of the year award; Cynthia Quattlebaum, the distinguished service award; and David and Michelle Senft, the non-Lion community service award for running the home delivery program for the Wilderness Food Pantry.

What Would We Do Without Volunteer Drivers?

by Ginny Biggs, County Resource Specialist, Aging Together Our community runs as smoothly as it does because of a lot of people who are in the limelight – our elected officials, business owners, front-line staff workers, and many more. But behind the scenes, there are hundreds of volunteers who contribute thousands of hours to making our region a better place to live. These selfless individuals often prefer going about their business quietly and without fanfare.

One group that makes a huge difference is volunteer drivers. Many senior citizens, those with disabilities, and some veterans have no transportation for doctor’s appointments, trips to the VA, or other important rides. Volunteer drivers are able to fulfill those important needs, either using their own vehicles or a wheelchair-accessible van (“Care-A-Van”) owned

by Rappahannock Rapidan Community Services. In 2016, the Care-A-Van program alone transported 410 individuals to important destinations.

Dale Simpson of Culpeper, who has been a volunteer Care-A-Van driver since January, said, “Helping people by giving them a ride to medical appointments is so rewarding. It’s such a small thing on my part, but if it weren’t for our program, these folks wouldn’t be able to get the treatments they need. I’m retired, so I have some flexibility in my schedule, but I can drive around my other commitments, where and when I am comfortable.”

Dale encourages other retirees and those with some weekday time on their hands to consider volunteering.

Something New With LOWVAC

For 34 years the Lake of the Woods Visual Arts Council has held its annual Art Show and Sale in the LOWA Clubhouse. This year there will be a change; one that excites the Council.

The LOW Visual Arts Council will occupy a new venue for the Art Show and Sale this year. The annual event will take place on September 16 and 17 at the LOWA Community Center. The Art Council members are excited about the new venue for several reasons. Access to the Sweetbriar location is easier because the parking area is closer and on more level ground. The exhibit area itself is larger and therefore will accommodate the works of more artists.

Exhibitors will have more room and visitors will move about more easily.

Here is an opportunity for new exhibitors to share this new space with our veteran exhibitors. The Council welcomes all art from the talented residents of LOW. Entry forms will be available on July 15. So come, both old and new time friends; come to display, and sell if you wish, your paintings, drawings, sculpture, photographs and crafts. All profits are used to support the art teachers of Orange County schools.

Cause 4 Paws Plans Fundraiser

Cause 4 Paws, a 501c(3) non-profit charitable organization supporting feline rescue operations, will be having a fundraiser on Sunday, July 16 at Lake of the Woods Clubhouse. Have a meal at the Clubhouse between 5 and 8 PM and present your server with a donation ticket (clip it here or obtain a ticket before the event from any Cause 4 Paws member), and Cause 4 Paws will receive 15 percent of the sale excluding drinks, tax or tips.

We will be selling raffle tickets with the grand prize being a beautiful queen-size quilt made especially for Cause 4 Paws and donated by Mr. & Mrs. Don Mongeon of Rhoadesville, Virginia and many more additional prizes. Tickets are $2 for one, $5 for three, and $10 for eight. The raffle drawing will be held December 7, at the Cause 4 Paws regular monthly meeting in the Cardinal Room at the Fareways Building on the LOW Golf Course. You need not be present to win, but we would love to see you there.

We will also be selling Cause 4 Paws T-shirts and other items to benefit the group. Members will be present to accept donations, cat food or monetary, and to provide information. We continue to need volunteers.

Square Dance Club Celebrates 45th Anniversary

by Geraldine Amaral, Square Dance Club Member The Lake of the Woods Square Dance Club held a special dance May 13 to mark its 45th anniversary. The Square Dancers meet regularly for dances and classes with local callers leading the dances. But this event was so noteworthy that a nationally-known caller, Jack Lewis, came from Florida to lead the festivities. He kept the dancers entertained with his energetic enthusiasm, calling both â&#x20AC;&#x153;patterâ&#x20AC;? calls and singing calls (what a great voice!). The evening was well-attended with close to 100 people dancing. Participants came from Lake of the Woods and surrounding Virginia areas, plus Maryland, New Jersey, North Carolina and even as far away as Michigan and Florida.

The Square Dance club had its roots in 1971 when Boise Cascade, early developers of Lake of the Woods, authorized Dick Bayless to hold square dance classes in the foyer of what was then called the Lake of the Woods Country Club, and the Square Dance Club was officially established a year later. Since that time, many residents and those in neighboring towns have enjoyed the many benefits associated with Square Dancing. The Club currently has close to 50 members.

I admit, when I first heard about the lessons a couple of years ago, I thought: â&#x20AC;&#x153;Square dancing? Isnâ&#x20AC;&#x2122;t that for, well... â&#x20AC;&#x2DC;SQUARES?â&#x20AC;&#x2122;â&#x20AC;? But, who knew? Itâ&#x20AC;&#x2122;s now called Modern Western Square Dancing and it can provide many benefits: such as not-too-strenuous exercise, improving mental sharpness (listening to the calls requires attention), and is a great way to make new friends and be part of an inclusive community. Everyone is welcome â&#x20AC;&#x201C; no special dancing skills are required! Also, Square Dancing is universal â&#x20AC;&#x201C; the calls are standardized and are the same, literally, throughout the world. You can even take square dancing cruises. Welcome to the wide world of modern western square dancers!

Maybe you square-danced in grade school and recall calls like â&#x20AC;&#x153;Allemande Leftâ&#x20AC;&#x153; and â&#x20AC;&#x153;Do-Si-Do.â&#x20AC;&#x153; There are many other calls that include such names as â&#x20AC;&#x153;Load the Boat,â&#x20AC;&#x153; â&#x20AC;&#x153;Relay the Duecey,â&#x20AC;&#x153; â&#x20AC;&#x153;Slip the Clutch,â&#x20AC;&#x153; and â&#x20AC;&#x153;Shoot the Star.â&#x20AC;&#x153; Who comes up with these moves and names anyhow? New classes will be starting this fall, with a free introductory class. LYF was formed in 2005 by Lake of the Woods residents interested in helping to support our youth – the future of our community. LYF is a nonprofit 501(c)(3) corporation dedicated to funding programs that promote the values of citizenship, community service and creative exploration to create a lasting, positive change in the lives of our youth.

Every organization is made stronger by the input of new ideas and the energy of new members – LYF is no exception. We have a great schedule of events in place – we just need more volunteers to help us carry them out.

The Lioness Club was pleased to induct new members Miriam Rood, Arlene Rich, Sharon Webb and Shelley Gravel at a recent orientation session with their sponsors and Membership Directors Julie Phend and Joyce Morlan.

The club is comprised of more than100 women celebrating 30 years of service to Orange County. The Lioness Club recently awarded scholarships to three single parents at Germanna Community College and a talented senior at Orange County High School.

Recently we hosted a luncheon with a combo and dancing at the Germanna Apartments for low income seniors. We also hosted the June Concert on the Point and always come out in force for the Independence Day Parade. LOWâ&#x20AC;&#x2122;s Lady Hawks hosted their annual team match on June 22. The teams participating included Fredericksburg CC, Fauquier Springs CC, Fawn Lake CC, Montclair CC, Leeâ&#x20AC;&#x2122;s Hill GC, Culpeper CC, and Greene Hills CC. LOW competed with Greene Hills. The Lady Hawks team would like to thank the volunteers who helped out with the breakfast, with spotting on the course, and loading the visitorsâ&#x20AC;&#x2122; golf bags onto the carts. This is a big event for the team and they couldnâ&#x20AC;&#x2122;t do it without the help of these volunteers.

Each LGA member is encouraged to invite a male golfer, not her spouse, to be her partner. If you havenâ&#x20AC;&#x2122;t played in this event before, you wonâ&#x20AC;&#x2122;t want to miss it. Mid-August School Start in 2018-2019 In the Orange County School Board meeting on June 26, the Calendar Committee presented a draft school calendar for the 2018-2019 school years. It was presented a year in advance because the first day of school is proposed to be Monday August 13, 2018. Please be aware this recommendation does not affect the upcoming school year. The first day of school this fall will be on Monday August 28, 2017.

Starting public schools in early or mid-August has been a growing trend in Virginia for the last ten years. Five years ago, the school board discussed opening the school year in early August but at that time the school board decided to maintain our current schedule.

In the 2018-2019 school year, both Culpeper and Spotsylvania County school systems will be starting in early or mid-August. Most of our other adjacent counties are currently starting the school year earlier than Orange County.

The decision by our adjacent counties does affect Orange because we interact with these school systems. The most obvious interaction would be our high school sports program. Orange County has only one high school, therefore our sport competitions are with high schools in surrounding counties. If the school systems have similar school calendars, it enhances our ability to schedule these activities.

Interaction between counties also affects our academic program. The Orange County School System participates in several regional programs that involve surrounding counties. The Piedmont Regional Education Program is a public regional program designed to meet the needs of special education students. The Blue Ridge Virtual Governorâ&#x20AC;&#x2122;s School is a program for academically advanced students in high school. Both these programs involve schools in other counties and if the participating schools have similar calendars, it is advantageous for the teachers and students.

The school board is scheduled to vote on the proposed 2018-2019 school calendar at its regular scheduled school board meeting on August 10, 2017.

At my request, the school board agreed to delay final action on this matter until the August meeting so the public would have ample time to consider and speak out regarding the proposed change.

For the reasons stated above, I am inclined to support the draft calendar for the 2018-2019 school year. If you would like to address the school calendar with the school board, there will be â&#x20AC;&#x153;public commentâ&#x20AC;? opportunities at the school board meetings on July 10 and August 7. These school board meetings take place at 6 PM in the Taylor Education Administration Complex, 200 Dailey Drive in the town of Orange.

The upgrades will improve the 911 addressing system and enhance public safety response for the sheriff, fire and rescue. Upgrades also provide better management of address and parcel information for the Commissioner of Revenue reassessment process and for the Planning and Zoning Department daily efforts in managing citizen requests for changes.

Additional data requested by county staff that may be included in the future could provide better information for taxation, location of utility lines for expansion planning, information to better schedule school bus routes and advance emergency planning for hazards.

Currently the county GIS provides significant information for use by the citizens. You can go to the county website and on the front page click on County Maps (GIS). That takes you to GIS where you can look at a map of the entire county and zoom in on any part of the county. You can see who owns any particular parcel, what its assessed value is, how many rooms there are, square footage, and other information about that parcel. Using the layers function on the map, you can find zoning, dam inundation areas, schools, fire stations, contours and other information about the county. I encourage you to try looking at GIS and see what you can glean from this tool for your own knowledge.

In my last article, I mentioned that the county had arranged to buy property for a new public safety center for the sheriff, 911 Center, Emergency Operations Center and IT facilities. At our last Supervisor meeting, we were briefed on the contract for the center’s design and its schedule. The Supervisors should be briefed on the design in August and authorize construction bidding in December. Plans are for construction to begin next February and it should take about 20 months.

In 2012, the Rapidan Service Authority (RSA) completed an upgrade to the sewer plant when the Virginia Department of Environmental Quality (DEQ) reduced the nutrient (nitrogen and phosphorous) allowance for discharge into the Rapidan River. That reduction was necessary to meet the requirements for reduced nutrients discharge into the Chesapeake Bay. That upgrade led to increased sewer rates for the residents at the eastern end of the Orange County. More recent technology would allow even further reductions in nutrient discharge and I have been concerned that DEQ would reduce RSA’s nutrient allowance even further requiring additional sewer plant upgrades. I recently attended a Virginia Association of Counties regional legislative meeting where Russ Baxter, the Deputy Secretary of Natural Resources for the Chesapeake Bay, was briefing on the status of Chesapeake Bay nutrient levels and discharges. I specifically asked Mr. Baxter about sewer plant nutrient allowances and was told that he felt that the states sewer plants had done their part in helping the bay and were not likely to be directed to further reduce nutrients. That was reassuring.
