Clubhouse Area Recreation Complex (CARC) Project Update RRMM Lukmire Architects has provided LOWA with the latest renderings of the requested features that the Board and community would like to see.

The features illustrated include: 1. A lap lane pool with six lanes- 3.6 to 6 feet deep (water basketball setup shown) 2. Modified zero-depth entry area at the top in the children’s play area, 0-1.6 feet deep 3. New 0-3 feet ramp inside the “fish’s mouth” leading to the “jaw” swim area of 3-3.6 feet (water volleyball setup shown) The Ad Hoc CARC Committee is working with LOWA Management to review financing options, which include exploring the use of reserve funding, bank financing and considering accepting donations via FLOW. Members are invited to the August 5 and 16 meetings to hear the latest updates on the project.

Notice: Annual Meeting of the Membership September 4, 2017; 10 AM; Community Center 110 Sweetbriar Park Road The purpose of this meeting is to vote on the election of two individuals to serve on the LOWA Board of Directors. The Annual Meeting also features the Annual Report of the General Manager and the presentation of awards certificates and honors by the Honor Awards Committee.

Board election proxy ballots were mailed to members in July.

In this year’s election, for the first time, members will have the option of submitting a proxy ballot electronically. This option was implemented by the Board at its February 4 meeting, with a goal of increasing member participation and lowering the expense of preparing and mailing ballots for an election or referendum.

Members are asked to vote for up to, but not more than, two candidates for the two vacancies. For those submitting proxy ballots, in order to be counted those ballots must be received prior to the announcement of the closure of voting at the conclusion of the Annual Meeting. All designated proxy holders must attend the meeting in person for the proxy ballots they are holding to be valid. President’s Letter

“Intelligence is the ability to adapt to change” (Stephen Hawking) There are only two more regular meetings for the current sitting Board.

How has the time gone by so quickly? JoAnn Zwickl leaves the Board after a very distinguished tenure. She has done wonderful work for the entire Lake with her accomplishments as Board Treasurer, liaison with the Finance Committee and before that, the Planning Committee. She has sat by my side at Board meetings throughout the year and kept me on track with the agenda and sometimes my temper. Thanks JoAnn, we will all miss you.

Also exiting the Board, but running for re-election, is Carl Clawson. I think Carl will always hold the record for running for the Board three times in one year. He has the process figured out now, and we all await the outcome of the coming election. Carl has definitely had an impact on the Board this year, but I do not want to say goodbye because he might be back!

I want to comment about the July 18 evening Board meeting. First, it was great to see a full house of residents in attendance. We’ve been accustomed to seeing between 10 and 25 members in attendance and to see such a large number filling the seats when we came out of Executive Session was a pleasure. Even with a full agenda and the large number of members speaking at the meeting, we still finished in just under two hours.

While I would like to say the larger-than-usual attendance was the result of members interested in the ditch reconstruction item or the boundary line adjustment on the agenda, the attendance was inspired by those wishing to speak on the Clubhouse Area Recreation Complex Project. The Board appreciated hearing from those in the audience who got up to speak and I believe we learned from the various presentations. I, for one, sincerely appreciated hearing from the various individuals. Speakers presented impassioned points both for and against either particular aspects of the complex, the cost of the project, the financing of the project, or even the need for the project.

It was fortuitous that Director Bob Hoh had made an earlier presentation on the Ad Hoc Financing Group that he chairs and the progress they are making. Director Hoh pointed out that no final project cost has been set, that options exist other than just one-time assessments, and various other forms of flexibility are being studied by that group. He also pointed out that the group is still in conversations with a couple of banks that will help to outline financing options.

I was also lucky enough, earlier in the meeting, to have addressed the long term nature of the project itself:  an ad hoc committee, chaired by Cliff Wilks, held over 14 open meetings to discuss the issues;  three public Town Hall Meetings were held to discuss the project with consultants;  articles in Lake Currents over the last year discussed the need, financing, and scheduling;  and finally, every Board meeting this past year has had, on its agenda, an item on the complex.

I mention those last two items in particular because one common theme through the dissenting presentations seemed to be, “I did not know or had not heard about this” and “we cannot afford a single assessment.” Many, as they got up to speak, indicated this was the first time they had ever been to a Board meeting. We want you to come back and continue to be a part of the process.

Again, the evening was worthwhile! We did sincerely listen to the comments made by the speakers. I think the Board may soon issue a one page document that lists the accurate facts about the project, not the inaccurate information circulating on social media. And, as the elected Board of Directors, we will continue to gather information, listen to members, and make decisions in the best overall interest of the Lake of the Woods.

One of the most valuable and important duties of a 50-year-old association like LOWA is covenants enforcement. Our covenants inspection system is both proactive and reactive. Inspectors proactively visit every street once a week while they reactively respond to complaints received from members.

The ECC and the Maintenance Department receive more complaints in the summer as activity on private lots reaches its highest levels. Members sending in complaints may not see changes right away. The major issue is the response time of lot owners whom LOWA gives due process and ample time to correct the violation. Some owners are quick to correct. Some need more time if the problem requires contractor work. Others are slow or never respond, and LOWA must then take more serious measures such as Boardauthorized lot cleanups at owner expense, or legal counsel involvement, after giving proper notice and opportunity to correct. We always regret when a lot owner misses a deadline for response.

Bottom line, if you are planning an improvement to the exterior of your home or to your lot, save yourself the “Oh No” by calling the ECC ahead of time at 540-972-2211.

5. ENVIRONMENTAL CONTROL COMMITTEE A. 3. REPORTS 3.1 Reports of Officers President Morlan reported that the Orange County Board of Supervisors issued a proclamation in honor of LOWA’s 50th Anniversary, which was delivered to the Board by District 5 Supervisor, Lee Frame.

The Vice President, Treasurer and Secretary had no report.

A. Committee Changes Motion by Cumming, passed unanimously, to approve the following Committee changes as presented on the Committee Change List dated July 18, 2017: (D-17-61)

The “Oh No” Scenario: A lot owner constructs a new porch on the back of the home. Another purchases a metal storage shed at a home improvement center and sets it in the side setback of the property.

Both receive letters from the Association’s Covenant and Site Inspector.

The exterior improvement and new structure needed prior approval from the Environmental Control Committee. These owners may be able to get permission after the fact, but they may also have to deconstruct the porch and return the shed. These are violations of the restrictive covenants.

The LOWA Declaration of Restrictions (the Restrictive Covenants) requires prior approval by the Environmental Control Committee for all exterior improvements. Declaration Section 5.A. (see text box) goes into great detail in describing the types of items needing approval: 1. All plans and specifications for any structure or improvement whatsoever (emphasis added) to be erected on or moved upon or to any lot, and the proposed location, 2. construction material, the roofs and exterior color schemes, 3. any later changes or additions after initial approval, and 4. any remodeling, reconstruction, alterations or additions Fortunately, the ECC meets twice a month on Thursdays at 8:30 a.m. at the Woods Center to review applications to give approval or disapproval.

3.2 Report of the General Manager, Phil Rodenberg.

A. Lakes Management Report The Environmental Resources Manager took samples from the Main Lake and Keaton’s Lake to test for heavy metals. Test results showed no reason for concern.

B. May Financial Statement In May, LOWA collected $887,692 in current year lot assessments. For FY2017-18, we collected $4,148,514, or 72% of lot assessments billed.

The Preliminary Unaudited Budget Summary currently shows a favorable variance of $101,855 as of May 31st. Staff continues to follow-up on delinquent accounts.

C. Clubhouse Area Recreational Complex Project (CARC) On July 7, Greg Lukmire led his architect/engineering team through a design-programming session to refine major elements of the CARC project plans. Mr. Lukmire will be submitting a summary report in the coming days.

Director Clawson said that underground utility locations need to be identified prior to starting the project.

D. Other Business Michael Barnett has been hired as the new Erosion and Sediment Inspector, replacing Fred Ripley who has retired. Dick Martin, a long-time employee on the Communications staff has also retired.

Starting last month, members can now purchase non-powered Watercraft Decals from staff at the Main Marina.

IT and staff from the Clubhouse and Fareways are meeting with our Jonas consultant to recommend changes to our Point of Sale layout and improve efficiency of the process. Staff are also working with our credit card encryption company to set up tablets at the Clubhouse and eventually also at Fareways.

Due to speeding and unauthorized entry issues, a speed bump has been installed at the back gate in an effort to minimize damage to the gate arm.

Multiple incidents of speeding and/or tailgating have resulted in several gate arms having to be replaced at considerable cost.

Kitchen gas service installation is scheduled to take place at Fareways Café July 26-27. Members are being advised that food service may not be available until the project is completed.

3.3 Committee Liaison Reports Finance Committee President Morlan said the Board has just received proposed amendments to the LOWA Procurement Policy from the Finance Committee. The Board will need some time to review them. He requested that in the meantime the General Manager coordinate a review of the recommendations with management and staff so the Board can discuss them in the fall.

The Finance Committee also passed an advisory vote on the Clubhouse Area Recreation Complex Project, recommending the Board send a letter to all lot owners detailing the CARC project scope, costs and community impact before seeking a loan agreement. President Morlan said the Board felt that there has been considerable outreach via media, public, and open committee meetings for members to become well informed on the project, and that a

letter to members is not being considered at this time.

3.4 Committee Reports A. Ad Hoc Committee on Financing for the Clubhouse Area Recreation Complex.

Chair Bob Hoh provided the Board with a brief status report on progress that has been made on addressing the 10 tasks on their Charter. Four that were given priority included assessment and prioritization of potential financial institutions, determination of flexible funding and payment options, an understanding of reserve funds, and legal implications of funding, financing and payment methods. Precise cost estimates have not been determined.

The Committee has met three times and received six responses from financial institutions. Two of these have been selected for final consideration and will be evaluated more closely in closed meetings scheduled for the week of July 24th. The Committee expects to make their final recommendation to the Board on August 5th. The next Committee meeting is scheduled for July 27 in the Community Center. Minutes of these meetings will be posted on the LOWA website.

B. Planning Committee Clubhouse Pool/Fitness Center: April 2017 Survey Results Chair Tom Sheridan summarized the results of the Planning Committee Survey which was launched on April 18 and closed June 3 in an effort to gather member input on financing for a new Clubhouse Pool and Recreation Complex. There were 571 responses, and details of the results were published in the July 7 issue of Lake Currents. The survey focused on the age demographic of responders, funding method(s), and assessment and/or loan period preferred by members. Committee member Allie Felder reported details of the frequency of pool and Fitness Center use, and support for a future covered pool.

C. Environmental Control Committee Chair Jack Walker reported that for the period May 1, 2016 through June 2017, the Committee approved the construction of 135 new homes and 144 upgrade requests (remodels, additions, etc.) Final inspections were done on over 150 projects. Of 324 requests to cut down trees, 284 were approved.

Project approvals resulted in $535,369 being added to the New Construction and Renovation Reserve from construction fees. One regulation re-write addressing above-ground pools was recommended by the Committee and approved by the Board. The Committee currently has a full complement of members, but two will be leaving in September and will be replaced.

4. PRESENTATION Annual Property and Liability Insurance Package Mr. Rodenberg introduced Bankers Insurance Company agents June Lewis and Steve Cooper, who commented briefly on the changes made this year. The renewed insurance package premium for the period August 1, 2017 through July 31, 2017 was quoted at $304,968, which is an increase of $12,105 or 4.1% over the prior year. The premium increase reflects the increase in LOWA’s asset evaluations and an increase in Workman’s Compensation coverage due to more part-time employees. The FY2017-18 budget included $305,434 for Commercial Insurance coverage, so there is no negative impact to our budget.

We had 11 juniors take part in our classes. Regan Morris won her prize in the first class. RJ Flanders and Matthew Spiggle tied in their competition. Everyone enjoyed learning how to hit the ball.

On Saturday, July 22, we held the Junior Club Championship and Junior Golf Tournament at LOWA. The weather was hot but so were the scores! For the first division - ages 7-10 - LOWA’s Club Champion was Jack Barnes, with a 19 for four holes from the family tees. The Junior Golf Tournament Championship for ages 7-10 went to Chad Maclin who shot a 23. For the next junior golfers - age 11-13 - the LOWA Club Championship went to Cohen Wildermuth who shot a 45 from the silver tees. The Junior Golf Tournament Championship - ages 11-13 - went to Brady Falk who shot a 46 from the silver tees.

Last October the LOWA Board of Directors established an overarching goal (board goal #5) of upgrading the functionality, user friendliness, and content of LOWA.org. Since that time, Communications Managers Melanie Parmelee, followed by Carolyn Brodeur, worked diligently to develop a design that would be modern and professional as well as easy to use and to navigate.

The website redesign has focused on incorporating site features requested via input from the Board, the Communications Committee and the LOWA community-at-large. The new site will be fully compatible with tablets and smartphones. It will have a fresh new design with new photographs, and easy access the LOWA calendar and social media feeds. The full Website Redesign Project is available on LOWA.org, agenda item 5.3 of the June 21 BoD meeting.

The most-requested feature for the website was an internal site-search engine. Many site-search options, both fee for service and free, were explored. However, due to the secure nature of our site, this feature is not currently available.

Jonas, the hosting platform company, has indicated that a site-search engine project is in the works and may be available in the future. To mitigate the absence of the site-search feature, the new site will feature a menu that is easy to navigate; some pages will also feature smaller menus with links to related content.

The Board decided on June 21 to stay with the Jonas hosting platform exclusively. This means that members will be impacted very little by the site upgrade, and that all of the features that members use most often will be easy to find.

The website launch timeline is as follows: ď‚ˇď€ August 1: Finalize Mock-Up (conceptual design) -Begin coding phase for new template.

-Establish test site for detail design. ď‚ˇď€ August 16: Present test site at Board meeting ď‚ˇď€ August 17-September 1: Finalize detail design. ď‚ˇď€ September 6: Launch New Website.

(Site will be temporarily down on this date during the transition process) The new site is scheduled to officially launch in September, but members may see earlier changes to the existing site. Pages may be updated, content may be added and menu options may be relocated as the site is prepared to migrate into the new template.

Members are welcome to give feedback about the existing site or input on features for the new site. Comments are being accepted through August 10, and may be submitted to Carolyn Brodeur, Communications Manager, CBRODEUR@LOWA.ORG or 972-2278.

The Lake of the Woods Square Dance Club elected new officers on June 9. The Club has been around for 45 years and has close to 50 members.

Club members and square dancers from other communities dance on Friday nights in the lower level of the Clubhouse, and square dance beginners’ classes will be starting up this fall. Plus, there are some free sessions coming up over the next few months as well. This is not the square dancing you might remember from grade school. Now called “Modern Western Square Dancing,” there are many benefits, both to your health and to your social life.

Some include: Physical Benefits: Square Dancing is low impact and not too strenuous.

We all know that we need to exercise more for our health (lowered blood pressure, weight loss, slower heart rate, etc.). Regular square dancing can help with these. Plus – no special dancing skills or abilities are required!

Mental Benefits: Following the instructions, coordinating with the other dancers in your square, listening attentively are all good for the brain!

When the caller prompts the steps to be taken, you must react quickly.

There’s no time to think about your worries and problems. Get those mental juices flowing, and reduce your stress levels! The caller takes it slow in the beginning, and before you know it, the steps become part of your “muscle memory.”

Make New Friends: Square dancing has been described as “Friendship set to music.” Since you dance in a square of eight, a lot of team work is involved and these eight dancers depend on each other to keep the dance moving along. You get to know the members of your “team” quite well.

Everyone is welcome – singles, couples, families.

Square Dancing is universal: The calls are standardized and are the same, literally, throughout the world! There are square dancing clubs everywhere. You can even take square dancing cruises. Welcome to the whole wide world of square dancers!

AARP Smart Driver Course for Seniors

Seniors, refresh your driving skills Friday, August 25, from 9 AM to 5 PM in Classroom 2 at the Community Center.

You will learn:  Defensive driving strategies  New traffic laws and rules of the road  Ways to handle highway traffic, rightof-ways, and blind spots on today’s roads  How to reduce your chance of having a crash or committing a traffic violation  Upon completion, you could receive a multi-year discount on your car liability insurance that is good for three years.

The one-day course includes a working lunch. Please bring a brown bag lunch and snack since there will be no time to go out to lunch. You must be present the entire class time to be credited with completion. The cost is $15 for national AARP members and $20 for non-members. Checks should be made payable to AARP. Lindsey Martin Pugliese, a nutritionist with Giant Foods, will present a program to inform and entertain AARP members at the LOWA Clubhouse on Monday, August 21. Like all AARP programs, the 10 AM meeting is open to everyone. We invite you to join us in the Great Room for this meeting. In fact, come at 9:30 AM for a pre-meeting round of delicious snacks and warm fellowship.

Pugliese has a B.S. in Dietetics from Radford University and an M.S. degree from Marshall University. She served a ten-month Li internship at Marshall. She professes a passion for n d s ey M ar finding healthy alternatives for favorite dishes and has tin P u g li e s e a special interest in weight loss and management for all age groups. She has been a Registered Dietitian for nine years and has been employed by Giant Foods since April.

She heads a new program with a mission of service to the community.

She will discuss steps to a healthier lifestyle, with an emphasis on foods that enrich the body. She always includes those foods we call “treats!”

David Roos will be the guest speaker at our August 11 meeting. His presentation will highlight ways to avoid polluting our lakes. Those who heard him speak at the National Garden Club Convention in Richmond assure us he is an entertaining speaker with a welcome sense of humor.

While the club didn’t meet in July, not all members took the month off. A July 4th bake sale at the point not only was a fund-raising success, but also good PR, and we were joined by two new members!

The Garden Club meets at 12:45 PM in the Clubhouse Great Hall.

The meeting starts at 1 PM, and refreshments and socialization follow the meeting, so remember to eat before you come (but leave ample room for the goodies). Visitors are welcome. If you miss a meeting, don’t forget you may check out our monthly newsletter on our LOWA website, under Clubs.

Remember that the Garden Club supports our local food bank, so bring along your donations. Cereal and canned vegetables are always welcome.

The Men’s Golf Association held its annual Member Plus (member/guest and member/member) golf tournament on the perfect weather days of July 15-16. Twenty two teams entered and were divided into three flights by total team handicap. Flight one winners were Dan Cronin and Matt Hibbs with a low gross score of 143, Low net was claimed by Earl Porter and Don Bailey with a score of 128. Second low net belonged to the team of Chuck Liddick and Mike Snelson with a score of 129. The second flight winners were Leo Maruschak and Bernie Hamilton at low gross of 149, George Brock and Jack Helms took low net with a score of 122 while second low net went to the team of Don Smith and Bob Hoh who scored 125. The third low net was Matt McKenna and Gene Mulholland at 127. In the third flight, Lark Ahn and Deo Hardman were the low gross winners at 157 and Steve Alvo and Ed Wacyda took low net with a score of 123. Pete Hruskoci and Chuck Marmor were second low net at 127. A great time was had by all participants.

Upcoming events include the Men’s and Senior Men’s Club Championship August 19 and 20. The Pappy Yokum Tournament will be on Wednesday, September 6 with a 9 AM shotgun start, so gents, git yer Daisy y Mae invited early.

The President’s Cup Tournament is under way. If you were unable to play last Tuesday, August 1, you can still participate on the 8th and 15th since the best two scores of the three days will determine the winners.

The next event for the LGA is the annual Member/Member Tournament on Tuesday, August 29. Now is the time to partner up with another LGA member. The deadline to sign up is August 22. The cost is $20 per person plus applicable greens fees. The format is Best Ball of the Twosome with prizes for low gross and low net. The teams will be flighted according to combined handicaps. There will be a social gathering on Monday, August 28 from 4 to 6 PM at the Woods Center. All LGA members are invited. However, if you are not participating in the tournament, the cost for the social is $5.

Look for the sign-up sheet and more details in the ladies’ lounge at the Woods Center. Make your checks out to LOW LGA and place them in the box in the ladies’ lounge.

The National Association of Retired Federal Employees (NARFE) Chapter 1885 is looking for former and new members. All meetings of the chapter are open to members, their guests and potential members. All individuals who are current or retired federal employees are eligible to join NARFE and our chapter. LOW Ladies ’n Friends is a senior ladies bowling league that meets at the AMF Bowling Center in Fredericksburg each Monday from 10 AM to noon. Teams of three ladies bowl three games each week, for 27 weeks.

The season ends by April 1. The 2017-2018 Season will begin on Monday September 18.

A planning meeting will take place Monday, September 11, at 10 AM at the lanes to confirm returning teams, review league rules, review weekly costs and meet any new members. Free bowling will be available for team members after the meeting, so bring your equipment or plan to rent shoes.

Selven Powell Memorial Golf Tournament

The Selven Powell Memorial Golf Tournament, hosted by the LOW Lions Club, will be held Friday, Sept. 15, at Lake of the Woods Golf Course. It’s time to sign up for the 4-person, co-ed scramble format. The tournament will have a shotgun start at 1 PM and a Putting Contest that begins at 11 AM. The cost for the tournament is $65 per player—same as last year.

This fee includes green and cart fees and dinner after the tournament. Prizes will be awarded to teams finishing in first, second, and third place, and for closest-tothe-pin and closest-to-the-line for both men and women. Put your own foursome together or sign up individually. Sign up using the registration form on the Lions website: lowlions.org, at the Pro Shop, or the Velona Building on Saturdays, or call Lion Lee at 443-417-0823.

Play golf with your friends, win prizes, and support your community. This annual Lions event supports grants and scholarships to local educational programs. This year the LOW Lions awarded grants to Orange County teachers as well as scholarships to Orange County High School seniors and Germanna Community College students. Help us continue to support our Orange teachers to enrich their educational programs and help the college students’ tuition needs. On Wednesday, August 23 the Susan Allen Republican Women’s Club will welcome Cathy Gillespie, wife of Ed Gillespie who is running for Governor of the Commonwealth of Virginia. The luncheon will be held in the Lake of the Woods Clubhouse with check-in and social at 11:30 AM. Lunch will be served at noon. Mrs. Gillespie will share her husband’s message of economic growth and more freedom for all Virginians.

This viewpoint is in response to the viewpoint submitted by in the July issue of the Lake Currents. I am not going to take issue with the comments.

Rather to explain why many members are ‘Revolting”. They are protesting is because the board has approved a major, very expensive project, and are not allowing any input on the decision from the members. Two Hundred and Forty years ago we fought a war with England on this same issue.

Market analysts, financial planners, and portfolio managers are warning that our unusually high US market is due for a course correction. Should the market tumble, LOW seniors with public sector pensions will be just fine. Not so for many seniors living on social security or dividends from investment portfolios, they will not fare well. The LOW Board is about to borrow millions of dollars that will impact disproportionately those LOW members least able to endure that financial burden.

Is this the time to replace an amenity that is perfectly serviceable? The fitness center can be moved to the community center for the cost of the move. The pool can stay where it is at no cost. Building a new pool and fitness center will place our most vulnerable citizens in financial jeopardy.

Michael P. Balzano I would like to address the lack of sidewalks in our community. I see a lot of people jogging and, during the school year, kids walking to/from the bus but they all have to do this along road due to not having sidewalks. I understand that LOW is very large and it would cost a considerable amount of time to put sidewalks throughout the community but I believe that it would be much safer for the individuals walking along the road and for the drivers who either have to drive around the pedestrian or slow to a crawling pace and hold up traffic. I don’t believe that I have been to any other community such as LOW that doesn’t have sidewalks at least along main roads and other areas that lead to bus stops.

I believe the members of our community would greatly benefit from having sidewalks throughout our community, especially for our school-aged children.

Jennifer Herbert Last Sunday I invited my grandsons over for an afternoon swim. When we got to the entrance we were told we were not permitted to use the pool.

Apparently, the ID I had used a couple of days earlier was now invalid and I had missed the deadline for getting an updated ID. Although I provided my Virginia Driver’s License (with photo), and my original LOW ID with the 2017/18 sticker, and promised to get my updated ID as soon as the Holcomb Building opened the next morning, we were not permitted to enter the pool area. The young people at the entrance were very pleasant and, I’m sure, just “following orders.”

I think a little flexibility in this situation was called for. The minor oversight of missing an arbitrary deadline should not have resulted in denial of use of the facilities by a resident in good standing.

At times, the overzealous desire to demand adherence to policies and procedures overrides common sense. I think that was the case in this instance.

Civic Club Honors LOWA Committee Members

The LOWA Board of Directors will join the Civic Club in honoring the more than 200 members who serve on Lake of the Woods committees. A reception recognizing our committee members will be held at the Clubhouse on Wednesday, August 9, from 5 to 6 PM. All Lake of the Woods residents are cordially invited to show their appreciation for our neighbors who spend a substantial amount of time and effort making Lake of the Woods such a great place to live.

Volunteers serve on 21 committees which meet at least once per month.

Most committees are comprised of seven voting members, plus alternates and advisors. The committees serve as advisors to the Board of Directors.

Since committees reconstitute next month, this is the perfect opportunity for the community to say “thank you” to those people who have represented us so well during the past year.

“Be Concerned, Be Informed, Be Involved” is the motto of the LOW Civic Club, which hosts monthly speakers and provides an open forum where homeowners can learn about issues that affect their lives, interests, and investment in the LOW community.

The reception to recognize LOWA committee members is open to all residents. We hope to see you at the Clubhouse, Wednesday, August 9!

I’ve been a resident here for forty years. Lake of the Woods remains a beautiful place but the dues are out of control. We have way too many employees and a ridiculous amount of equipment and vehicles. Every effort should be made to contract out the majority of jobs. By doing that we can easily afford the improvements to our amenities without added expense. I’m sure the members would love to see a print out of just the jobs available in LOWA and the attached salaries and benefits. It’s out of control! It should all be put out for competitive bid.

As we celebrate Lake of the Woods’ 50th Anniversary, let’s all get together and fill the Lions/Lioness Wilderness Food Pantry. The Lake of the Woods Lioness Club would like your help re-stocking the shelves in the Food Pantry. With your generous donations we will be able to help those in need.

The Lioness Club will be collecting food on Saturday, August 19 from 8 AM-1 PM in the parking area directly across from the Front Gate Security Office. Following is a list of possible donations that are needed in the Pantry: Instant mashed potatoes Boxed dinners and side items Gravy – prepared and mixes Canned vegetables Peanut butter Jelly Cereal Dry and canned beans Soup (please, not tomato) Pasta Spaghetti Sauce Apple sauce – small lunch size and large jars Fruit – small lunch size and larger cans Oatmeal Individual size bags of chips Granola bars Monetary Donations, either cash or checks made payable to the Lions Wilderness Food Pantry will be greatly appreciated.

The LOW Lions were pleased to host a picnic for Orange County foster families on June 25. Five foster families participated and the kids, parents, OCSS staff members, and Lions volunteers enjoyed a day of fun in the sun and on the water. At times it seemed that every family member was paddling around Marina Cove at LOW on a kayak, paddle board, pedal boat, or float while our fleet of pontoon boats provided rides around the lake.

OCSS provides financial support to enable the needs of these important children to be met. Medical and dental needs are met through Medicare.

Training classes take place four times per year. There is a class this fall that will be held at The LOW Church.

If you can provide loving support and a stable and nurturing home to meet the temporary needs of children who have been uprooted, please contact Vicky Tidman at 540-672-1155, ext 8101.

Vicky Tidman, Program Coordinator for the Foster Family Program of Orange County Social Services, needs foster family volunteers to support children who need a safe haven during difficult times. She reports, “We have about 50 children in care from Orange County. About half of those children are placed out of the county, largely due to a lack of foster families within our jurisdiction. Children who come into care range from 5 months to 21 years old and represent all genders and races. Across the USA there are about 422,000 children in foster care and the average length of stay in foster care in the US is 32 months. The first goal for every child is returning home. LOW Community

Members of the Lake of the Woods Visual Arts Council (LOWVAC) are hard at work planning for exciting changes to our annual showcase. Our plans include a new location and new, earlier time. For 34 years the annual event has taken place in the lower level of the Clubhouse and was held in October.

Familiar support systems for hanging paintings and layout of exhibits were modified, but similar all those years. Now that the location has changed to the Community Center, new systems and floor plans are required.

Pete Brown, oil painter and veteran of art shows in NC, and Patty Bell, watercolorist, who has organized art shows in her previous home, have developed plans for improved viewing of exhibits. Pete devised a cable system to use along two walls of the room and constructed free standing cloth covered racks. Patty has mapped out a plan suitable for a variety of exhibits.

Since the show is earlier, entry forms were out sooner, and entry deadline is September 9. Here is the opportunity for all LOW residents to show paintings, photography, needlework, wood work or any other art or craft creation. LOW has many talented folks! Don’t be shy, whether you are a beginning hobbyist, or professional, all are welcome. Entry forms, with complete information about the show are available in the foyer of the lower level Holcomb Building and the Community Center. Lions Service Includes Medical Equipment Residents May Borrow

On September 8, the Central Intelligence Agency Retirees of the VA Battlefields Chapter will welcome John Bennett to speak on The Militarization of CIA – Myth or Reality? Bennett retired from the CIA in 2013 after a 33-year career in the clandestine service. His assignments included serving as Director of the National Clandestine, Deputy of the NCS for Community Humint, Chief of Special Activities Division, and Deputy Chief of Africa Division. Bennett is currently serving on the editorial board of the intelligence community’s professional journal, Studies in Intelligence, and on the Board of Directors of the CIA Retirees Association.

Lunch will be served at the LOW Clubhouse with a choice of Herb Roasted Pork Loin or Tilapia Thermidor for $23 per meal. Your meal will also include salad, vegetables, tea/coffee, and dessert. Open bar will begin 11 AM, with lunch at noon, followed by Mr. Bennett’s talk.

For many of the 35 years that the LOW Lions Club has been serving the community, the club has provided needed medical equipment on loan to area residents – a classic example of how the club carries out the Lions mission “We Serve.”

During the past year, more than 560 residents of LOW have taken advantage of this service, an average of 47 per month, according to Lion David O’Hara, who chairs the committee that has provided an average of 52 hours of service a month.

Medical equipment available for loan includes wheelchairs, walkers, canes, toilet seats, shower stools, and many items used during recovery from surgery or illness. The equipment is stored in the Velona-Long Building in the compactor area, and items may be picked up or returned on Saturdays, from 9 AM to noon. David O’Hara or a fellow Lion will be there to answer questions then or at a pre-arranged time by calling 972-2125.

Quite a bit of this equipment has been donated over the years, supplemented by many items purchased through the LOW Lions Club budget. With a high volume of activity, O’Hara urges residents who have not returned borrowed items to check their closets, garages, and attics for unused medical equipment to donate or return.

Recently a company has expressed interest in establishing a solar farm in Orange County. This could involve several hundred acres of solar panels to provide megawatts of electrical power to be fed into the electrical grid passing through the county. As the Orange County ordinances now read, this can be done throughout the county under a Special Use Permit. There are other such installations being built in surrounding counties and the state is encouraging such solar farms by limiting the taxes that localities can impose on these installations. There are a wide variety of issues affecting such projects. In addition to the esthetics of large areas of solar panels in a rural area, there is a concern with the disposal of the installation after its approximate 25-year lifetime. If the solar farm is owned by some limited liability entity, there may be no recourse to the owner for cleanup costs, and the taxpayer could end up with the bill. The Supervisors discussed this at a recent work session and requested the Planning Commission to research the issue and develop a zoning ordinance that would address all the issues.

The Center for Regional Analysis at George Mason University developed a baseline of the economy for ten counties in our region. These numbers provide the metrics for the Growth and Opportunity Virginia (GO Virginia) evaluation, which is a state and regional initiative to help generate private sector growth and job creation. I thought that the information about Orange County would be of interest.

From the year 2000 to 2016, the Orange County population grew from 25,981 to 35,533 or at about a 2.3 percent per year average. However, since 2010, the growth rate has been significantly less at 1.0 percent. As a comparison, the national and Virginia populations have grown at 0.8 percent per year since 2010. Of the other counties in the region, only two have grown faster and three counties actually lost population.

Another interesting economic factor is the 2015 per capita income. In Orange County, the per capita income is $42,166. In Virginia it is $52,052 and nationally, $48,112. The ten county region per capita income is $52,038, skewed significantly by Albermarle and Fauquier Counties. Employment trends since 2010 show Orange County growing at 1.6 percent annually with the region, Virginia and national at 1.2 percent, 0.9 percent and 1.4 percent respectively. Commuting patterns are also of interest. Of the people working in Orange County, 38.3 percent live in the county and 61.7 percent live outside the county. Of the people living in Orange County, 26.4 percent work in the county and 73.6 percent work outside the county. Of the people working in Orange County there are 4,538 sole proprietorships making up 31.2 percent of the workforce.
