All Photos by Dick Durphy WARREN J LODGE AWARD The Warren J Lodge Award for Excellence is granted to an individual who has distinguished him or herself in service as a representative of Lake of the Woods to all of Orange County. This year’s recipient, Doug Rogers, has done much to promote and enhance a positive image of our Lake in the Commonwealth and our surrounding communities—and he has done so through many diverse venues.

A long-time member of the External Affairs Committee, Doug tracks and influences outside proposals and actions that might affect the Lake.

He has served as liaison to the Orange County Broadband Authority and leads an effort to market the Lake of the Woods to potential homebuyers.

President’s Letter

“I do the very best I know how - the very best I can; and I mean to keep on doing so until the end” (A. Lincoln) A new Board is now constituted and, as this letter is due before that actually happens, I am not really sure what to write or even if I am the one to be writing! By now, new Board officers will have been elected, the calendar of Board Meetings will have been set, and it is even possible that the goals for the new Board for the year will have been decided in the Board retreat scheduled for Sept. 12 and 13.

I do know that I can give a hearty “Well Done” and “Congrats” to all the volunteer award winners announced at the All Member Meeting on Sept.

4. Those 32 winners represent the tip of the iceberg on the number of volunteers that help to make Lake of the Woods such a special place. What an honor to see each of them receive recognition for their contributions.

When you see them (all listed in this Lake Currents), stop them, tell them thank you, and then join them and work for the good of all. Thank you to the Honor Awards Committee for all the hard work in bringing the recognition ceremony together so that these volunteers could be honored I would point out two of the winners for being such special contributors.

First, the Warren J. Lodge Award, in recognition of outstanding service representing LOW within Orange County, was given to Doug Rogers.

He currently is serving as the Chair of the Orange County Chamber of Commerce and Chair of the LOW External Affairs Committee, but that does not begin to list all of the organizations, boards, councils, authorities, and groups to which he belongs. Doug is the consummate volunteer dedicating his many leadership and business skills in service to this community, making Lake of the Woods, both inside and outside the gate, a better place to live.

Secondly, the President’s Award for Individual Excellence toward serving the Community, awarded to Jon Anderson, for his leadership efforts for the 50th Anniversary of Lake of the Woods. While Jon is always quick to say “It wasn’t me,” all are in agreement that it was him. Jon stepped in to lead a complex and far reaching yearlong effort. His passion, motivation to others, positive attitude and confidence have taken us all on a wild and wonderful celebration of the 50th Anniversary of Lake of the Woods.

As I stated before, it has been an honor and a privilege to serve on the Board of Directors and to be your President this past year. I am looking forward to serving again in this coming year.

3. PRESENTATION Independent Financial Audit Report from PB Mares, Certified Public Accountants Dan Haynes, Partner and Andrew Basile, Senior Accountant provided a brief summary of their audit of LOWA financial records for the fiscal year ending April 30, 2017. There were no new accounting procedures or post-audit adjustments recommended and no significant issues identified.

Review of the financial statements, balance sheet and revenue/expense reports showed no debt and overall a very strong financial position. LOWA received a rating of “unmodified” with a clean opinion, the highest audit rating available, which is the same as last year.

Mr. Haynes responded to questions from the Board.

4. UNFINISHED BUSINESS 4.1 Consideration of awarding a contract to Rennolds Tennis Court Construction, Inc., of Tappahannock, Virginia for tennis/pickleball court rebuild in the amount of $123,375, funds to come from the Repair and Replacement Reserve.

1. Call to Order President Morlan called the meeting to order at 9:00 a.m. in the Community Center.

2. Pledge of Allegiance 3. Meeting Notice and Quorum Confirmation Secretary Zukowski confirmed that a quorum is present and proper notice made to all members of record.

4. Approval of Agenda Motion by Cumming, passed unanimously, to approve the Agenda.

5. Certification of Election Results Motion by Zukowski, passed unanimously, to accept the results of the 2017 Board of Directors election as certified by the Elections Committee Chair and Board Secretary. (D-17-85) The ballot results were as follows: Total Valid Ballots Cast: 1304 Number of Votes cast for each candidate: Carl D. Clawson: 1008; Clifton D. Wilks: 717; William J. Feterle: 698.

Carl D. Clawson and Clifton D. Wilks were elected to the LOWA Board of Directors to serve three-year terms.

6. Seating of New Directors President Morlan excused the outgoing Board members and invited the new Board members to be seated.

7. Election of Officers Election of President: President Morlan asked for nominations for President of the Board.

Director Cumming nominated Larry Morlan. There being no other nominations, nominations were closed. Larry Morlan was unanimously elected President of the Board.

Election of Vice President: President Morlan then asked for nominations for Vice President. Director Zukowski nominated Leighton Cumming. There being no other nominations, nominations were closed. Director Cumming was unanimously elected Vice President of the Board.

Election of Treasurer: President Morlan then asked for nominations for Treasurer. Director Cumming nominated Bob Hoh. There being no other nominations, nominations were closed. Director Hoh was unanimously elected Treasurer of the Board.

Election of Secretary: President Morlan then asked for nominations for Secretary. Director Hoh nominated Jennifer Zukowski. There being no other nominations, nominations were closed. Director Zukowski was unanimously elected Secretary of the Board.

LOW Realtor’s Open House

by Brenda Rogers, Open House Coordinator The LOW Realtor’s Open House will be Sunday, Oct. 1 from noon to 4 PM. YOU are the best referral. Invite friends, coworkers and relatives to come early for the wonderful Clubhouse Brunch beginning at 10 AM. Pick up the tour map and highlight houses you want to see; the map includes address, location and selling price of properties on tour. All of the properties on tour will have a flyer displayed in the President’s Room at the clubhouse. Realtors may put out traditional signs that day making it easier to locate open houses.

Visitors should inform Security that they are coming for the Open House.

They should proceed straight ahead to the Clubhouse President’s Room where they will receive the tour map and be greeted by LOW Ambassadors.

They answer questions about Lake of the Woods and assist them with finding houses on the tour map. This Open House attracts visitors from a vast area who have never been inside Lake of the Woods, they will soon discover our best kept secret and why “we love where we live”.

After their tour, visitors are invited to return to the Clubhouse restaurant to enjoy that million dollar view.

LOW’s First Wine Festival This Weekend!

Summer may be wrapping up, but LOW’s 50th Anniversary fun continues Sunday, Sept.17, at our community’s first-ever wine-tasting festival. Plan to join us at the Sweetbriar Pavilion, noon to 4 PM, where several local wineries, new gourmet shop Red White Bleu & Brew, and food truck Zobirds will showcase their wine and food offerings. You’ll be able to sample wines by the taste or purchase a glass or bottle of your favorite vintage from these expected participants: Chateau MerrillAnne, part Hammerstone Cellars, Honah Lee, Le La Grange, Mountain Run and Prince Michel.

Gourmet shop Red White Bleu Ble & Brew will offer cheeses for tasting and purchase. And if you’re you hungry, Randy Cooper’s Zobird food truck will wow you with salads and sandwiches featuring local ingredients of the season. Minutes of the Forty-seventh Annual Meeting of the Membership September 4, 2017 10 AM, Community Center CALL TO ORDER President Morlan called the Forty-seventh Annual Meeting of the Membership to order at 10:09 a.m. in the Community Center.

President’s Remarks and Recognition President Morlan welcomed members to the Annual Meeting in this 50th Anniversary year of the Lake of the Woods Association On behalf of the Association, President Morlan presented a check for $42,000 to LOW Volunteer Fire & Rescue, Inc. President Simon Gray in appreciation of the important services Fire & Rescue provides to LOW and local county area residents. Mr. Gray provided a short report on noteworthy activities of Fire & Rescue this past year.

President Morlan recognized and thanked all past Board presidents and Directors, LOWA Officers Committee Chairs and Committee members for their valuable contributions to the work of the Association. Special thanks was given to our General Manager, Phil Rodenberg for his exceptional administrative skills managing the day-to-business of the Association and guiding the Board toward achieving their goals.

President Morlan reviewed some of the progress LOWA made this year, which included the 50th Anniversary celebration activities, completion of a new Sweetbriar pool, adoption of electronic voting, launching of dwellingLIVE visitor entry software, live streaming of Board meetings on the LOWA website, redesign of our website, and selection of a location for a Dog Park, among other accomplishments.

Annual Report of the General Manager General Manager Phil Rodenberg provided a summary report on the current state of the Association and accomplishments this past year.

An outside audit of our FY2016-17 financials received a clean report of “unmodified opinion” from PB Mares, CPA’s, the highest level auditors give.

PRESIDENT’S AWARD

He is a member of the LOW Civic Club, and has served on the LOWA Board of Directors, including a year as President, and as a member of the Planning and Finance Committees. Outside the Lake, he serves on the Germanna Community College Board, the James Madison Museum Board, the Orange County Education Foundation, the Orange County Economic Development Authority, and the Orange County Economic Development Partnership. He is the current president of the Orange County Chamber of Commerce.

He has dedicated his leadership and business skills to this community through hours of steadfast service. In doing so, Doug has demonstrated his commitment to make Lake of the Woods—both inside and outside the gate —a better place to live.

Since 2012, a “President’s Award” has been presented to recognize the outstanding leadership of one individual from the past year.

This year’s recipient, Jon Anderson, stepped in to fill a complex and far-reaching need in the Lake of the Woods—the celebration of our 50th anniversary.

He recruited a talented group of “Type A” volunteers for his steering committee and channeled their talents and energy to achieve incredible results.

He excelled in every facet of leadership, from Jo n A n d e rs o n motivating, to organizing, to cajoling, to communicating.

His positive attitude, integrity and searing passion ensured that every activity was carried out successfully.

His confidence that this celebration would be wildly successful never wavered as he empowered his committee members to make this complex and far-reaching 50th Anniversary celebration the most successful volunteer endeavor in the history of Lake of the Woods.

OUTGOING BOARD MEMBER JoAnn Zwickl is completing her 3-year term as a member and treasurer of Lake of the Woods Board of Directors. Prior to serving on the Board, JoAnn served on the Planning and Clubhouse Committees. All that after having already spent 25 years as a property manager for a number of homeowners’ associations!

JoAnn will be missed because of her many accomplishment as a Board member.

We recently adjusted some funding so that, two years ahead of schedule, we are in full compliance with our cash operating policy. JoAnn has run an efficient and effective Investment Committee l c k and Treasurers Meeting throughout her tenure. Working Z wi J o A n n previously with Larry Cole and now with Roy Mayberry, financial directors for the Association, JoAnn exerted great influence on policy changes and helped to spearhead clean audits for all three years! Her soft spoken confidence and demeanor rubbed off, helping all of us to be more patient and more thoughtful.

DISTINGUISHED SERVICE Dick and Kathleen Bradie have individually and jointly represented Lake of the Woods in Orange County as well as in Lake committees and clubs. They regularly work at the Orange County Visitors Bureau and have done so for several years. They have been active in the Orange County TRIAD for 11 years. For four years they worked with Guardian Alert 911 (an alert system to summon first responders) and were involved in the File of Life, Yellow Dot, and Kathleen and Dick Bradie Emergency Lights programs.

Together Dick and Kathleen worked with Orange County investigators to develop the Citizens Police Academy, and both of them participated in “Active Shooter” scenarios in the test phase.

They have volunteered at the VA Medical Center in Richmond, providing guidance and information to veterans and visitors of hospitalized veterans.

Dick is a member of the Commission to honor, plan, and develop activities for Orange County World War II Veterans, a past member of the Safety and Security Committee, and past president of our AARP Chapter, the LOW Veterans Club, the CIRA, and a member of the LOW Veterans Final Salute Honor Squad. Kathleen works monthly for the Lions Club Eyeglass Recycling Program.

PRESIDENT’S AWARD A new “Presidents Club Award” is being given this year to honor a special club that has been a particularly active participant in this 50th Anniversary Year.

Two Woodworker’s Club members, Glynn Smith and Hal Wood, were specifically nominated as being highly responsible for this club’s contributions in this anniversary year—and well as in past years—with woodworking projects that have benefited ALL of Lake of the Woods.

Glynn Smith and Hal Wood The Woodworker’s Club was asked to consider designing and building a display case for the 50th Anniversary celebration. Not only did the club agree to take on this project—they built two! Both outstanding display cases are now in use in the President’s Room at the Clubhouse.

Glynn Smith volunteered to manage this project. He also led the renovation and refinishing of the 50th Anniversary display cabinet, now located in the Member Services area of the Holcomb Building.

Hal Wood donated his private woodworking space and equipment for these projects, as well as other projects taken on by the Woodworkers Club. As president of the Woodworkers for three years, Hal has facilitated many contributions to the Lake: building a handicap bridge at the Memorial Garden, refurbishing chairs moved from the Clubhouse Grill to the Fareways Café, building movable steps for the Lake of the Woods Players, refurbishing benches on the Clubhouse front porch, p , and more.

DISTINGUISHED SERVICE Pat Shrader has made many contributions to clubs and organizations here at Lake of the Woods. An active member of the Child-Help Auxiliary, she assisted the duffel bag project for eight years, was a member of Garden Club and has been endorsed by the Virginia Federation of Garden Clubs as a Flower Show Judge.

She has been a member of the Lake of the Woods Church, volunteering as usher or reader during services. She volunteers with LOWLINC, and as treasurer of the Ladies ‘n Friends Bowling League.

Pat has given 12 years of consistent volunteering to r the Ladies Golf Association. From 2005 to the present, she ade P at S h r has been active, assuming almost every office and chair position in that organization. A year ago, she chaired two tournaments, the Member / Member Tournament and the LGA’s Tournament for St. Jude Cancer.

When Irene Robinson moved to the Lake of the Woods 23 years ago and began volunteering her musical talent, her friends and colleagues said, “You’re just the person we’ve been looking for!� Word spread quickly of her musical gift and soon she was best known as the pianist for the Lakers singing group. In that capacity, Irene supported the group’s over 600 appearances throughout Fredericksburg, all of Orange County, Culpeper, Richmond, Charlottesville, and more. She and the ‘Lakers’ were wonderful and talented good-will ambassadors for our Lake.

Even now, she continues to play the piano at many n s o community occasions, including the Lake of the Woods n i b o Players, soloists in concert, weddings, funerals, various fundIr e n e R raising events, etc. At 91 years young, Irene continues to give of much of her time to enhance the beauty of life in Lake of the Woods. To any words of praise, she says, simply: “It’s what I do.�

Stan Lasover has been chair of the Veteran’s-sponsored Independence Day Parade for four years. Each year presented new challenges, but our 2017 parade presented unique issues that Stan effectively managed. This parade celebrated the 50th Anniversary of the Lake of the Woods. It was the largest and longest parade in the history of Lake of the Woods.

Stan has been president of the Lions Club and was instrumental in starting many programs for both Orange County High School and for people with needs in Orange County.

Recently, he was awarded the Melvin Jones Fellowship Award for dedicated humanitarian service by the Lions Club International Foundation.

Terri Smith was one of the members of the Orange County Humane Society to propose, implement, and operate a Trap/Neuter/Return Program to humanely control the Orange County feral and stray cat populations.

She researched and ordered the necessary humane traps, talked to local veterinarians to negotiate reduced costs to spay and neuter the cats, solicited grants and donations, educated (and sometimes cajoled) people into working with her on this project.

Terri has now expanded the program by organizing a low-cost spay/neuter program for pet owners in Orange County who cannot afford regular ith T erri S m veterinary care.

Norm Bielmeier has been a leader in the Lake of the Woods Lions Club supporting community programs to help those in need. He supports Habitat for Humanity and Catholic Charities by providing furniture at no cost. He encourages members of the Lake to donate unwanted furniture and is personally involved in the furniture pickups.

Norm can be found every Saturday morning assisting customers at the Lions Yard Sale.

As a member of the Finance Committee, Norm has been involved in every budget preparation activity since 2012. He was a key player in assisting the proposed golf maintenance contract in support of the Planning Committee and is r eie currently the AARP Driver Safety Management Information m l e i System Data manager for Virginia with responsibility for N or m B facilitating the AARP driver-training program.

Mary Jane Atwater was the first administrator for a group that wanted to serve or assist the elderly or physically disadvantaged residents living in the Lake of the Woods. Through her initial efforts, a new volunteer organization, LOWLINC, evolved and has grown to reach and impact our community in amazing ways.

While many recognized the need for a service like this, few envisioned how quickly a person or family could see a positive change in their quality of life because of it. Its impact on our community has been huge, and because of her vision, LOWLINC has become a star of its own.

OUTSTANDING SERVICE For a number of years, Don Jackson has worked tirelessly on numerous volunteer projects around the Lake of the Woods.

He helped organize, and then directed the Warden Program, pre-curser to our current Neighborhood Watch.

Most recently, Don dedicated his time and effort to a project to improve the safety and security of our residents. He sought private support and developed an “Individual Worker Kit” that can be borrowed by any charitable group or individual in the Lake D on willing undertake the “Roadside House Numbers” Project.

J a ck s o n This project provides posts, with house numbers, for placement at houses, or for replacing ones that are no longer visible. The posts allow Security or Fire and Rescue to arrive at a home more quickly, should an emergency arise.

Adam Colson has been the inspiration and motivating force behind the Living Water Community Clinic at the Locust Grove Town Center, providing free primary health care, as well as free counseling, to persons without insurance or the means to afford care.

The original clinic in Orange had clientele from Lake of the Woods, but they had to drive more than 20 miles to receive care. This new clinic is closer, and more convenient for residents who need care in eastern Orange County.

Beginning as a vision, the clinic has become not only a life-affirming asset to those it serves, but a source of pride and unity for the whole community.

OUTSTANDING SERVICE Ken Burnett has been a volunteer videographer & editor for Channel 18 for 11 years. He has recorded the Lake of the Woods Board of Directors meeting every third month as part of a rotating group, has videotaped the Independence Day Parade for the past five years, and headed the editing process to produce Channel 18 Holiday events. When needed, Ken has filled in to tape other presentations, including AARP, Civic Club, and LOW Veterans Club.

On a weekly basis, he records and edits the “Tips From the Pro” Channel 18 golf series with our PGA Pro, K en Rea Hargraves. He handles Channel 18 “INFOmercials” B u r n ett featuring clips about “What’s new and what to buy” at the Clubhouse, Fitness Center, and Fareways Café.

Ken previously served a full 3-year term on the Board of Directors and on several LOWA committees.

As a volunteer, Ken provides truly valuable and consistent unpaid administrative-level service for Channel 18’s communication outreach to Lake of the Woods community members.

OUTSTANDING SERVICE

Greg Stoner has shared and spread his love of one of the country’s most popular and fastest growing sports, Pickleball, to members of Lake of the Woods. Greg recruits, teaches, and mentors anyone interested in the sport, volunteers his time weekly to offer lessons and teach “Newbies” how to play correctly. He encourages, praises, and supports players as they advance in the game.

Between 100 and 125 community members have joined in this sport, stayed active, and progressed to upward levels of play. Greg watches them like a “proud father”.

Carol Greeney is a great leader with a can-do attitude and an infectious smile. She has been an active member of the Pools and Clubhouse Committees and speaks out on behalf of both.

Carol has been a Lioness for 14 years, serving as President, holding positions on their board, and chairing many of their fund-raising committees. She works as a Food Pantry volunteer and for many years choreographed the Grandstand Show of the Lioness’s who marched in the Fourth of July parade.

Gil Churchill has a wide variety of interests and talents, and seems to be ever present in community events, always willing to lend his talents.

Gil helped build bluebird houses that were installed on the golf course, helped build and strike many sets for the LOW Players, and is an active member in AARP. He held many leadership roles in the Friends of the Wilderness Battlefield, including as a member of its Board of Directors. Gil led in refurbishing the “Brooder” barn where all the equipment and supplies are stored for Ellwood House, and participated in other ill projects at Ellwood such as the complete re-construction of h u r c the railing on the front porch to exactly replicate the original one G il C h and the repair of the wood flooring on the front porch. He is a regular member of the “ground crew” at Ellwood.

On top of all this—he does a great ‘Do-Si-Do’ in the Square Dance club!

Ethan Ewing, mowing a neighbor’s yard, spotted a $50 bill. It didn’t fall out of his pocket— so it must belong to the homeowners. But they only carry $20 bills, so it wasn’t theirs! Because of his honesty, they told him to keep the money— plus, they paid him for mowing.

Other areas of Ethan’s life reinforce his leadership, responsibility, and courtesy. A member of the Governor’s School at Orange County High School, he has taken sailing classes at Lake of the Woods, and is now one of g the counselors that helps train new young sailors. He loves w i n computer classes, has taught himself to play the guitar, and, E n a Eth volunteered with his grandmother with the Bridges Organization.

Ethan’s efforts and services are a credit to our community. He reflects the spirit of caring, and sets a great example.

Madeline Salustri is the kind of volunteer any organization covets. She has a limited vocabulary when asked to do something: She says, “Okay, I can do that!� - then she does with enthusiasm, punctuality, and excellence.

Madeline’s background as a teacher, librarian, and public speaker has prepared her to provide inspiring and “just plain fun� programs to AARP, local libraries, churches, and other groups.

She has a repertoire of talks she has researched and ri created, and often narrates holiday programs at the t s l u Lake of the Woods Church or provides a Sunday message S a for residents of the Germanna apartments. e n i l Made Her skill as a writer has been displayed in articles promoting the Lake of the Woods Visual Arts Council and AARP. She serves on the Friends of the Library Board and is an active member of the Lions Club.

COMMUNITY SERVICE ORGANIZATION GROUP The Lake of the Woods Visual Arts Council has been in existence here for 35 years. It has focused on being a strong community partner with Orange County, the Orange County Schools, as well as Lake of the Woods.

To these partners, it has offered art demonstrations, classes and workshops, shows and sales. School projects in Orange County Schools, the Art Center in Orange, and the LOW Players have been enhanced by their monetary donations. Over the past 11 years, the group has donated $11,650 in support of these J an M o o re programs, as well as donating their time and talents to the LOW Players by painting scenery and backdrops for their stage productions.

Nicki Buell has been involved in many clubs and activities in Lake of the Woods since moving here in 2013. She started out in the Lioness Club, working in many capacities: assisting folks in need at the Germanna Heights Apartments, helping organize the 2015 Lioness Golf Tournament , and setting up the “Link to Feed� computer and check-in system for the Wilderness Lions and Lioness Food Pantry. Her efforts enable the registration and distribution process to move more efficiently.

Nicki is active in the Ladies Golf Association, a member of the Lake of the Woods Questers Club, and a devoted daughter to her parents who live here at the Lake, She works as a preschool teacher in Northern Virginia and is a Registered Nurse. (Not pictured)

COMMUNITY SERVICE ORGANIZATION GROUP The Civil War Study Group, organized in 2011, has no dues, no membership roster, no requirements to attend meetings or volunteer services. Its only mission is to tell the story of the Battle of the Wilderness of May 1864, as well as other tales of the Civil War. To that end, this group of volunteers has developed projects, raised the money to pay for them, and donated their time and resources to contribute: ď‚ˇď€ Three historical panels (Spotswood Park, the Woods Center, and Cornwallis Beach). er ď‚ˇď€ A Monument to the Fallen at the edge of the Lake of re w B s the Woods Church parking lot.

C h a rl e ď‚ˇď€ Two stone posts with brass plate markers identifying the historic Apperson and Spotswood family cemeteries ď‚ˇď€ Two interpretive panels (Spotswood Cemetery, and the Apperson Family) ď‚ˇď€ A self-guided driving tour of the historical areas in Lake of the Woods, ď‚ˇď€ A large lending library of books associated with the Civil War.

OUTSTANDING SERVICE Russ Ambroziak combines science, aesthetics and technique to communicate spatial information effectively. He is a cartographer. He makes maps—maps important enough to our community that they are embraced by Lake of the Woods Fire and Rescue, Allied Universal Security, and the Lake of the Woods administration.

He provides maps that affect individual members of the community, annually updated and printed, by section, in the Lake of the Woods Directory---to help keep all of us from getting lost! Separate maps are prepared for Ru Neighborhood Watch, the Realtors Open House, the Lioness ss Amb Holiday Home Tour and the Garden Club Open House. r o zi a k Russ accepts each task cheerfully, although he does threaten to increase his fee from “naught� to “double naught�! He is a devoted volunteer, and provides a service extremely beneficial to our community.

Barbara has been heavily involved in scheduling speakers and coordinating these venues for our community. Viewpoints Lake Currents September 15, 2017

Lowa has hit the bigtime. We now have our own speed trap. When I moved here over 30 years ago, all streets except Lakeview were 15 miles an hour. It was about 25 years ago that the members finally were able to have the speed limit increased to 25 mph. so, here we have birdie drive at 25 mph. turn onto tallwood dr. that is 15mph, and is only one tenth of a mile long, then you turn onto eastover which is 25 mph. Security is stopping for speeding at 25mph on Tallqwood. To me this is a classic speed trap. That speed limit on tallwood should be set at 25mph. That would keep every thing equal’ Albert J. My husband, David Kovarik benefited from that kindness in his final days. EMS made four trips within 24 hours before David would voluntarily go to the hospital, yet the volunteers were uniformly polite and gentle in their manner.

His service at the Lake of the Woods Church included a deeply moving tribute by the Lake of the Woods Vets, and the reception which followed was beautifully hosted by the ladies of the church and the Garden Club. A police escort from the church through the intersection with route 3 was a final courtesy. The family and I have been blessed with many expressions of sympathy. I consider myself fortunate to have chosen Lake of the Woods for my retirement years.

Karen Kovarik The August 18 Lake Currents article on the proposed Clubhouse Area Recreation Complex provided a thorough and detailed overview of the background of the project and the extensive communication of all decisions over the last several years. Options have been extensively evaluated; numerous opportunities for input from residents have been provided; and alternative funding methods have been identified. It is time to move ahead to replace the current functionally obsolete facility.

Eldon Rucker As we celebrate the 50th anniversary of Lake of the Woods, it’s time to build a new swimming pool complex. My husband and I were Lake of the Woods pioneers. We were the seventh people to buy a lot here at Lake of the Woods. We camped at the campground when we did not have a home yet, and we sat regularly around the Club House swimming pool.

We and our children and eventually grandchildren spent the day at the swimming pool. It was one of the first amenities that owners and guests saw upon arrival. The building at the other end of the pool (which is still there) housed a snack bar. A day at the pool was great and we were proud of Lake of the Woods.

That was 50 years ago. It is time to build a new swimming pool. For the future of our community, we must support the Clubhouse Area Recreation Project (CARC). It is the wise thing to do.

Orange County will host a Household Hazardous Waste Collection event Saturday, Sept. 30, from 8 AM to noon. The collection will be held at the Orange County Landfill located at 11530 Porter Road, Orange.

This event provides an opportunity for citizens to properly dispose of household hazardous wastes at the Orange County Landfill. No business waste or unknown substances can be accepted!

Common Items accepted: acids, aerosols, aluminum paint, antifreeze, cleaners, fertilizer, flammable liquids and solids, liquid and solid herbicides, household batteries, mercury toxic, oil, paint, pesticides, and camp propane cylinders.

Items Not Accepted: explosives, appliances, medical waste, yard waste, tires, garbage, pesticide cylinders, unknown cylinders, unknown materials, unlabeled materials, asbestos, and business waste.

NARFE Potluck Luncheon and Meeting

This general membership meeting will be held in the lower level of the Clubhouse at noon. The chapter will provide fried chicken, and we ask all who attend to bring a side dish or desert. Dave (Nigel) Anderson, our Program Chair has obtained the Country Troubadours to entertain us. It should be a great time for fun and fellowship.

In addition, there will be voting, by chapter members, for chapter officers for the following two years.

We welcome all individuals who wish to attend our meetings. There are several options for joining our chapter. If you are a current or retired Federal employee you may join NARFE as a National member and as a Chapter member. Benefits offered to members include the voice of our NARFE Headquarters in Congress to assure that their salaries, annuities and health plans are not compromised. Come to the meeting and join if you are eligible.

If not, then you could also join as a Social member. If you are already a NARFE member of another Chapter, you may also join ours as an Associate member. All are welcome.

by Bill McClellan, MGA Communications The MGA’s Pappy Yokum Tournament scheduled for Sept. 6 was canceled due to the forecast of rain. The tournament has been rescheduled to Wednesday, Sept.27.

The season long MGA Lamborgini Match Play Tournament concluded on Friday, Aug. 25 with Jim Hoffmann and Bill McClellan defeating Bob Hoh and Gary Reese, 3 and 1 for the championship. Third place went to the team of Mike Dearring and Gene Mulholland. Fourth place was taken by Lem Forrester and Don Roth. Winners will be recognized at the MGA Annual Meeting Sept. 21.

The MGA Annual Meeting will be held Thursday, Sept. 21 at 2 PM in the Woods Center Trophy Room following the senior league “Shamble.” The purpose of the meeting is to conduct such business as necessary and the election officers for the 2017/18 year. Officers to be elected are: President, 1st Vice President, 2nd Vice President, Secretary, and Treasurer. Annual dues in the amount of $20 are due beginning Oct. 1. If you plan to attend the Christmas luncheon, an additional $10 is to be paid. You may bring your check to the meeting if desired.

The fall Two-Person Golf Tournament will be held Sept. 23 and 24, signup sheets are posted in the Pro Shop.

We invited the golf course, pro shop, and Fareways Café staff to thank them for all they do for us during the year. We will publish the election results in a subsequent Lake Currents.

Remember, the St Jude Children’s Research Hospital Tournament will be held next Tuesday, Sept. 19. Chair Lisa Halpin and her dedicated committee have been working tirelessly to make this a tournament that is fun for all who participate.

Where can you go to exercise your brain, have a low-impact physical work-out, make new friends, have fun, and feel part of an inclusive community? The Lake of the Woods Square Dance Club began beginner level square dance lessons on Sept. 11, but we will be repeating the first class on Monday, Sept. 18 at 7:30 PM. This will be a FREE lesson as well as a chance to sign-up for the entire series. So yes, you can still learn to square dance in our fall beginner-level series which runs Mondays, from Sept. 11 to Dec. 18 (with certain Mondays off for various holidays). The caller for this series is Dale Chase, and it promises to be an enjoyable series. Lessons are held in the lower level of the Clubhouse. The cost for the entire series is $75.

The LOW Square Dance Club has been around for over 45 years.

Members (and dancers from other communities) hold regular dances on Friday nights. This is not the square dancing you might remember from grade school. Now called “Modern Western Square Dancing,” it offers many benefits to your health and to your social life. It is a great way to exercise both your brain and your body. It provides a not-too-strenuous form of exercise and no special dancing skills or abilities are required! The brain exercise comes from following the instructions and coordinating with the other dancers in your square. It is a great way to get those mental juices flowing, and to reduce stress levels! This is an extremely friendly group and newcomers feel instantly welcome. In fact, square dancing has been described as “Friendship set to music.”

Childhelp Holds Summer Luau

Summer may be over, but the children at Childhelp’s Alice C. Tyler Village in Lignum have wonderful memories.

Most recently the annual Summer Luau, complete with water slide, luau dress up, golf and toss games, Jell-O drop, ice cream sundaes, and crafts.

On Sept.11 we held a bike rodeo in which the children rode through an obstacle course and had bike safety instruction from Culpeper police. Of course, there were awards and ice cream treats provided by LOW Lioness.

Other activities we’ve initiated this past year, thanks to the generosity of the LOW community and beyond, include online education programs; pediatric thermometers; oximeters and Photo by Wade Hardman audiometers; greenhouse with water play Kids at Alice C. Tyler Village enjoy feature; a calf weaning project; music the waterslide at Childhelp’s annual therapy instruments; field trips to local Summer Luau. museums and educational programs; reading-buddy programs (one-on-one with the children); saddles for equestrian therapy; personalized blankets, pillowcases and duffel bags; birthday backpacks; ice cream truck visits; and holiday parties; among other events.

New club member Gary Close scored a win in this year’s Lake of the Woods Sailing Club Round Turtle Island Challenge race.

Mostly steady northeasterly winds averaging 3-4 knots down the length of the lake on Aug. 26 made for close racing in the club’s annual endurance race. All five competitors were closely bunched for Photo by Dan McFarland the first half of the (L-R) Gary Close and crew Jimmy Lee sail to course, with the turn a victory in the Sailing Club Round Turtle Island around Turtle Island Challenge endurance race Aug. 26. providing some separation prior to the final leg to the finish line.

Because of normally unreliable winds in the Turtle Island Cove area, the rules for this unique contest allow competitors to use paddles and other nonmotorized means of propulsion to round Turtle Island, then revert to purely wind-powered progress once they return to the main body of the lake for the second long leg up the lake to the finish line.

Close, with veteran crew Jimmy Lee, completed the race in his Flying Scot in one hour and 23 minutes. The Flying Scot of David Florence and Dan Kilgore finished a mere two minutes later. The remaining racers, all aboard Sunfish, were Jean Westholt, John Rush and Bill Wemmerus.

The Sailing Club fall racing series will begin Saturday, Sept. 9 with an 11 AM start for the first of three races that day. The series will include further Saturday race days through Oct. 14. Farnsworth, professor of political science and international affairs and director of the Center for Leadership and Media Studies at the University of Mary Washington, will speak on The State of Virginia Politics at the Lake of the Woods Clubhouse on Sunday, Sept. 24.

Farnsworth is this year’s recipient of the Outstanding s r n Faculty Award from the State Council of Higher Education a . Lake Currents September 15, 2017

The Lake of the Woods Church was pleased to send our team of 13 teens and 12 adults for a week in July to help the Navajo community at Smith Lake in the northwestern corner of New Mexico.

The Smith Lake Navajo nation community of 38,000 acres is in a beautiful and remote area of New Mexico on the broad spine of the continental divide.

Water there has to be trucked in from 50 miles away to meet the needs of the 951 residents. The lake water has been tainted by the tailings from uranium mining. The community features both a veterans and a senior citizens center.

Our team helped construct a home for a Navajo family and conducted Bible studies and sports camps with soccer, kickball, and basketball for the Navajo youth. Team members alternated between supporting the sports camps and construction activities so that everyone would experience each method of service. They also hosted the community for a free dinner complete with s’mores. The team also enjoyed the Spartan living conditions in the old mission school that has been renovated to serve as a community center.

The team was led by Senior Associate Pastor Adam Colson, who commented that he was “delighted and a little surprised to see how well such an intergenerational group (ages ranging from 13 to over 70) worked together and had fun while serving this important community.”

Pastor Adam and the team were very impressed with the Navajo culture, which stresses living in harmony with mother earth and exhibiting love for the land and wide-open spaces.

Pastor Adam and the LOW Church team are looking for volunteers for next year. He stresses that “it is important to approach the Navajo with respect and listen to them tell you of their needs instead of assuming that we already know what those needs are.”

This year we welcome many of our veteran exhibitors. We are doubly excited to greet new participants to this annual event.

The Women’s Guild of Lake of the Woods Church will hold its fall kick-off meeting Sept. 21, from 10 AM to noon. Karen Howe, wife of senior pastor John Howe, will speak on Deborah—prophet, warrior, and poet—Using your gifts and talents in God’s service. The recently-retired men’s choral group, The Lakers, will make a special appearance. The meeting will conclude with a lunch of fried chicken, salads, and sides. All women are welcome, so grab a friend and join us for worship, fellowship, and fun.

MOPS and MOMSNEXT

Our new curriculum is our way of opening up and offering our minds a chance to grow as moms and women. Meetings are open to all moms, and are held at the Lake of the Woods Church. MOPS meets Wednesdays from 9:15 to11:15 AM on the first and third Wednesdays of every month. Going Deeper with God is on the second and fourth Wednesdays. MOPS is open to expectant moms thru moms of kindergartners. Our MOPSKids, nursery thru preschool and up to the age of 10 for home schoolers, are cared for by our loving child care staff.

MOMSNEXT is for mothers of kindergarteners thru high school-age kids.

We also meet on Wednesdays, from 6:30 to 8 PM. All meetings are open to moms and meetings are held at the Lake of the Woods Church. A children’s program and the Youth Group meet at the same time. Our Children’s Ministry will be providing kindergartners thru fifth graders with bible skills and drills as we explore our Free Indeed attitudes. Our Youth Group, ranging from sixth thru 12th grade, will be enjoying worship, games and God’s word while we release burdens and gain inspiration.

Orange County has an ordinance that provides for a partial tax exemption on homes for residents who are totally disabled or over the age of 65. The exemption applies to owner-occupied homes, although residents who are in a nursing home may still qualify if the home is not being used by someone else. Eligible residents with a total income of less than $40,000 per year and total net worth of less than $90,000 qualify for the exemption. The value of the occupied home is not included in the determination of total financial worth. The tax exemption ranges from 90 percent down to 10 percent of the tax levy with percentages dropping as income approaches $40,000 and financial worth approaches $90,000. A table in the ordinance shows how much exemption exists for different levels of income and total financial worth. The ordinance, which can be found on the county’s website, also provides other details of the exemption. Application forms, which must be filed by March 1 of the tax year, are available in the Commissioner of Revenue office.

I have mentioned over the years the changes in the effect of the 1998 Virginia Personal Property Tax Relief Act on the amount of taxes you pay on your personal vehicles. Although the personal property tax (car tax) is a local tax, the state was reimbursing up to 70 percent of that tax through a payment to the localities. Because of the ever -increasing costs of this reimbursement, in 2005 the state held the amount paid to the localities at a fixed value. In Orange County’s case it is $2,763,073. Because of the increased number and value of vehicles in the county, this fixed dollar amount covers an ever smaller percentage of the individual tax on each vehicle. Starting at 70 percent in 2005, the reimbursement steadily dropped to 33.98 percent last year. Since last year, the number of vehicles has increased from 34,145 to 35,382 and their average value has increased from $8,066 to $8, 217.

As a result, the percentage reimbursement has dropped to 32.08 percent.

Each year the county finance department calculates this percentage and the Supervisors approve this tax change by resolution.

The Orange County Budget for Fiscal Year 2018 (July 2017 – June 2018) has just been published. The budget was adopted by the Supervisors in April and the final published document is now available on the county website. This year’s document is substantially changed from previous years.

It includes much more information on many aspects of county governing.

It covers the Supervisors vision and priorities, the budgeting process, the financial policies by which the budget and taxes are determined. It also includes many more details on specific funds, departments and major capital projects. There is a good description of the 28 boards, commissions and authorities that are involved in governing; many of which include citizen members. There is 15 page Revenue Analysis section that describes all of the various taxes you pay and the funds that come from the state and federal governments. Although this document is 289 pages long, you can gain a good understanding of how your county works in the first 60 or 70 pages. You can then delve more deeply into specific topics that interest you.

I encourage you to look at the budget so that you will better understand how Orange County government is affecting your lives.

Lions Conduct Vision Screenings For Orange County Students It’s that time of year when children are back in school and the LOW Lions Club Vision Committee conducts screenings for Head Start, kindergarten and middle school students throughout Orange County. Expectations are that last year’s total of 1,220 students receiving sight screenings will be exceeded.

Head Start children, 3, 4 and 5 year-olds, had their vision checked on September 5 through 7, and those in kindergarten September 11 through 14, using a Spot camera that helps identify those who should be referred to an eye doctor for further examination.

The LOW Lions will screen third graders October 16 through 19 and seventh graders October 23 through 28, for vision and hearing using the Lions Mobile Sight and Hearing Unit.

Screenings will be conducted at Locust Grove Primary, Locust Grove, Unionville, Lightfoot, Orange, and GordonBarbour Elementary Schools as well as Locust Grove and Prospect Heights Middle Schools.

Lion Sue Simmons coordinates the screening program, which also provides financial assistance for those parents unable to afford eye exams and glasses. That function is coordinated by Lion Ron Moffat.

The LOW Lions also check vision and hearing for adults at the Orange County Free Clinic, Shady Grove Baptist Church in Orange, the Wellness Expo at Front Royal High School, and at the annual Remote Area Medical Visit for the needy in Wise, Va. This is another in a series of articles describing how the LOW Lions Club has served the community and Orange County for the past 35 years.
