LOWA pooches had a dog-gone good time at the third annual Soggy Doggie Swim.

The Clubhouse Pool officially closed on Labor Day; however, Sept. 9 was reserved for our water-loving dogs to have their day before the end-of-summer pool cleaning.

Lake of the Woods Equestrian Center is proud to announce that our covered arena will be completed no later than October 14. The past week of gorgeous September weather has allowed the project to run smoothly and we look forward to completion within the next few weeks. The addition of a cover to our small schooling ring will allow riding lessons to continue in the event of rain, snow, or other inclement weather. The shade provided promises some cooler riding temperatures in the summer, as well. Come by and have a look!

Other upgrades to the facility at this time include updating our lower barn siding. The crews, overseen by Rusty Robertson, have been doing an amazing job and have been wonderful guests during this period of construction. Lake of the Woods Equestrian Center would like to personally thank Rusty and his men for their conscientiousness, work ethic, and professionalism.

Upcoming events at the Lake of the Woods Equestrian Center include our final BHSA/VHSA horse show, Saturday, Oct. 14. Our year-end awards ceremony will happen throughout that day. We look forward to awarding prizes to many of our students as well as visiting competitors. Lake of the Woods riders are currently in first place for High Point Trainer and High Point Horse with Year End Champion in multiple divisions.

Our 50th Anniversary Open Barn will be held Saturday, Oct. 28 from 10 AM to noon. We will host demonstrators in various equine disciplines such as show jumping, natural horsemanship, and mounted archery. We will also offer $5 pony rides in our upper arena throughout the morning. Other activities include a raffle table where participants can win a Buy One Get One Free half-hour trail ride, one free 15-minute pony ride, or one free introductory riding lesson with Melissa.

Games and entertainment for children will also be happening throughout the grounds. In our upper barn, we will display our Pony Wall of Fame with photos of Lake of the Woods ponies who have touched the lives and hearts of our students over the years. We look forward to seeing you there!

To quote Arnold Schwarzenegger’s well known line, “I’m ba-a-c-k!� I am proud and appreciative to have this opportunity to serve as president of the Board of Directors for another year. Thank you, fellow Board members, for electing me to another term as your president. It is an honor and I will work hard to be worthy of this position.

Filling out the other Board officer positions, thanks to Leighton for agreeing to serve another term as vice-president, and to Jennifer for agreeing to serve a second term as secretary of the Board. Both did an outstanding job this past year and I look forward to the same in the coming year. Thanks to Bob Hoh for agreeing to step forward and serve as the treasurer. Replacing JoAnn will be difficult, but I know Bob is up to the task.

Welcome to Cliff Wilks as he joins the Board as a new director. His vast professional work experiences combined with his reservoir of volunteer experiences within Lake of the Woods will all be put to good use during his term on the Board of Directors. And welcome back, Carl, who was re-elected to the Board.

I believe this group of individuals is well suited to face the myriad issues ahead for this Board. They are all good thinkers, good listeners, and compassionate people. I look forward with great enthusiasm to serving with them.

The Board has begun to formulate its goals for the year and will have a finished version by the time you read this column. Final action will be taken in the October Board meeting to officially establish the goals. Some of the goals are to be expected: continuation of the Lakes Management Plan and the Clubhouse Area Recreation Complex project. Other goals of common interest will involve increasing the use of the electronic voting system, improving and identifying income streams, and establishing a plan for addressing youth concerns. Some familiar, yet perhaps new, emphasis points for goals will encompass Clubhouse and Fareways coordination, tennis and pickleball coordination, addressing the dog park issue, and reviewing and updating our Quality Management System. And finally, two new and equally exciting and important issues will be brought to the table, addressing the possible establishment of an Amenity Loyalty Program and the development of a calendar for addressing other important capital projects (such as a possible third gate, repaving of Lakeview Parkway, a review of the 5-year capital plan process, etc).

Throw those items in with the yearly budget activities, bylaw changes, and other daily business of the Board and it will be a full year of activities and drama. I cannot wait to get started. Once again, thank you for this opportunity and I look forward to our interaction throughout the year.

Electronic Voting at LOWA

Voting at LOWA has entered the electronic age. LOWA offered the option of electronic voting for the recent Board of Directors election through our trusted agent Vote-Now. com, and 346 members took advantage of the opportunity. Of those, 242 submitted proper authorization to vote electronically in the next election. That is a good start, but only 26.5 percent of the 1,304 ballots we received from members were in electronic form.

LOWA has a long way to go to have community-wide acceptance of voting by way of a website versus good old paper proxy ballots. The Board and the Elections Committee will be looking for ways to encourage more participation for next year’s vote. We will likely always offer paper ballots.

However, the use of electronic ballots has the promise of higher voter participation and ease of use for the voter. A voter can follow the web link to the voting site and be finished in a matter of minutes. Every electronic ballot used saves LOWA $1.25 in printing and postage. The Board is considering a goal for the 2018 election of 1,000 electronic votes and 2,000 overall members voting. In the coming days the Finance 'HSDUWPHQW will offer a form to allow members to designate receiving proxy ballots, annual assessment letter, and financial statements electronically.

I encourage members to sign up for electronic voting and notices from the Finance Department. Convert away from paper, if that makes sense for your family. It will certainly help your association save on paper and postage.

Call to Order: President Morlan called the meeting to order at 9:00 a.m. in the Community Center.

Secretary Zukowski confirmed the presence of a quorum and that proper notice was made to all members of record.

President’s Remarks: President Morlan reviewed Board accomplishments from the previous year and challenges that lay ahead in the coming year.

General Manager’s Remarks: General Manager Phil Rodenberg led the Directors in a discussion of 19 major issues which will need to be addressed by the Board in the coming year.

Directors Comments: Directors provided comments on the list of major issues prepared by President Morlan and the General Manager.

Community Association Essentials: (Board Member Tool Kit) General Manager Phil Rodenberg used a slide presentation to facilitate discussion and review of Community Association Essentials with the Board.

Topics covered included how the Association is organized, governing documents, roles and responsibilities of the Board, management, committees and members. It also included Association financial management topics such as reserves, budgets and risk management.

Director of Facilities Jessica Graves gave a slide presentation to facilitate discussion and review of facilities management, including roads, grounds, buildings and lakes.

Operations and management of the Clubhouse, Golf Course, Communications, Community Activities, Equestrian Center and Woods Center were reviewed by the General Manager and Assistant General Manager.

Member Comments: None.

Recess: President Morlan declared the meeting to be in recess at 12:15 p.m.; the Board reconvened at 1:02 p.m.

Goal-Setting and Major Issues: President Morlan led the Board in a discussion of 2017-18 Board Goals and major issues.

Call to Order: President Morlan announced the time of recess has expired and called the meeting to order and into Executive Session at 9:00 a.m.

Executive Session: Motion by Hoh, passed unanimously, to enter into Executive Session at 9:01 a.m. for the purpose of receiving the annual legal briefing from LOWA legal counsel.

Motion by Zukowski, passed unanimously, to exit Executive Session at 12:35 p.m.

Recess: President Morlan declared the meeting to be in recess at 12:36 p.m. and will reconvene at 1:00 p.m.

Open Session: Motion by Cumming, passed unanimously, to enter into Open Session at 1:05 p.m.

1. Discussion of Board Goals and Major Issues  The Directors and General Manager continued their discussion of major issues and Board Goals and drafted a list of goals for FY2017-18.  Motion by Wilks that the Board request the General Manager get an appraisal of the Goodwin-Leach property, currently zoned as A-1. Vote: Yea: Wilks, Hoh, Cumming and Clawson. Nay: Morlan and Zukowski.

Motion passed 4 to 2. (D-17-88)  President Morlan declared a brief recess at 2:45 p.m.; and reconvened the meeting at 3:00 p.m.

2. Loan Application Discussion  The Director of Finance presented a copy of the Loan Application to the Board for their consideration. The Board agreed by consensus to postpone approval until more information is received from the LOWA attorney.

3. Consideration of Ways to Reduce the Cost Estimate for the Clubhouse Area Recreation Complex (CARC) Project by $400,000. (D-17-89)  Director of Facilities Jessica Graves presented a list of potential CARC project cost savings from RRMM Lukmire for the Board’s consideration.  Motion by Morlan, passed unanimously, to keep 25 ADA parking spaces, basketball court and six lanes for the pool.  Motion by Wilks to reduce the size of the Fitness Center by 1000 sf, and ask RRMM Lukmire to reconfigure the layout.  Motion by Zukowski, passed unanimously, to amend the motion to reduce the size of the Fitness Center by eliminating the exercise room at this time, but leave space to add it in the future. Vote on the original motion as amended passed unanimously.  Motion by Cumming, passed unanimously, to eliminate site lighting.  Motion by Zukowski, passed unanimously, to reduce the size of the pool deck by 500 sf.  Motion by Zukowski, passed unanimously, to eliminate ceiling in the Fitness Center.  Motion by Cumming, passed unanimously, to reduce the electrical cost by $5/sf.

 Motion by Clawson to eliminate the hallway between the Fitness Center and pool area.  Motion by Hoh to amend the motion to determine the cost savings of eliminating the hallway between the Fitness Center and the pool area. Vote: Yea: Clawson, Hoh, Morlan and Wilks. Nay: Cumming and Zukowski. Motion passed 4 to 2.

Member Comments: Comments were heard from four members regarding CARC, the pool, the size of the Fitness Center and Board Goals.

Scheduled Meetings:  Planning Committee Town Hall on 5-Year Plan: Tuesday, September 19, 2017 at 6:30 p.m. in the Clubhouse.  Regular Board of Directors Meeting: Wednesday, September 20, 2017 at 2:00 p.m. in the Community Center.

The Treasurer and Secretary had no report.

A. Review of Draft of Proposed Board Goals for 2017-18.

Director Zukowski suggested adding to the draft as goal #11 the following: “Create a comprehensive plan addressing activities for LOWA youth of all ages, beginning with amendments to the Community Youth Activities Charter.” This was accepted by the Board without objection.

President Morlan led the Board in a line-item review of the list of goals; the Directors proposed several changes which were accepted by consensus.

President Morlan will update the list for further consideration of the Board at their October 7, 2017 meeting.

On Sept. 12, we held the LGA Meeting and Employee Appreciation Picnic. Fifty members of the LGA attended the meeting. IGA and the Pro Shop staff also attend the picnic. The meal was Great!

On Sept. 15, the LOW Lions Club held the Selven Powell Memorial Golf Tournament. Sixty four golfers played in the event. The weather was super.

The tournament generated $8,000 for charity. Our winning team consisted of Billy Buhl, Dave Morgan, Charlie Ostlund and Ryan Ostlund.

This year, the tournament was renamed in honor of Past Lions President Selven Powell, who was one of the founders of the golf tournament and our LOW Lions Youth programs.

On Oct. 11, we will have the FUN Committee Golf Scramble starting at 10 AM. I will set up the teams and we will play a scramble format. Each committee can send someone to play in this FUN format. You can sign-up in the Pro Shop.

Oct. 21, this is the seventh year for the Schutzenfest! We will start the day playing a 9-hole Scramble starting at 9 AM. Cost will be $35 per person.

You can sign-up as a foursome or we will make up a team of individuals.

Sign-up sheets are now in the Pro Shop. After golf, Fareways Café will be serving delicious German food and draft beer. The Low-n-Brows will be playing from noon until 4 PM. We will also have horseshoe and Corn-Hole contests. This is a great way to start the season.

On Oct. 27, LOWA will be having Fright Night. This is night Golf. Everyone can wear a costume. We will have a sign-up sheet posted in the Pro Shop.

Cost will be $10 per person. Please bring two golf clubs and a flashlight. We will give you a glowing golf ball to play with and keep. Distances are 160 yards and shorter. Last year this was a blast! Please sign-up in the Pro Shop.

A. July Financials In July we collected $258,517 in current year lot assessments. For FY2017/18 we have collected $4,501,957, or 78% of lot assessments billed.

We currently have a favorable budget variance of $49,443 as of July 31, as shown on the Preliminary Unaudited Budget Summary.

B. Lakes Management Report The Environmental Resources Manager released a Request for Proposal (RFP) on September 11 to 14 firms for design and planning work on the 14thhole Pond retrofit with forebay water quality improvement project.

C. Other Business The above-ground storage tank at the Main Marina is scheduled to be replaced in late October. The LOWA Buildings crew will remove and replace the cracked planks at the Small Marina Dock sometime in the late September/early October timeframe. Steps and hand railings were installed at Skyline Beach.

The Clubhouse has updated their menus, and the Point of Sale system is expected to be up and running by the end of September which will include tableside ordering and tablets.

7.2 Consideration of Entering Lots for Maintenance. (D-17-92) Motion by Zukowski, passed unanimously, that the Board authorize entry of the lot in case number 17-0920-01 on or after September 20, 2017 and direct the lot be mowed and cleared of debris and the dead tree be cut, removed, and the property billed for the cost related to such work in accordance with Paragraph 14 of the Restrictive Covenants.

3.3 Committee Reports Pools Committee Chair Rich Kunka reported that Winkler Pools management went well this summer. Total combined attendance for both pools was 22,351 which included all daily entries, pool group activities and Barracudas swim sessions. For general admission, the Clubhouse pool logged 7,289 visitors compared to 8,046 at Sweetbriar. Tracking attendance was made easier once the new ID requirement was adopted. Sales of soda and ice cream totaled $8,358.

Three planned special events were well attended: a Wine & Cheese social, a teen pool/pizza party and the “Soggy Doggy� swim in September.

The Committee worked this year on revising the lap swim guidelines and establishing rules for use of the slide and diving board at Sweetbriar. For children age 12 and under, staff adopted a required swim test and provided pool safety instruction to those using the diving board.

4. PRESENTATION 4.1 Employee Health Insurance Plan Renewal Ginny Slack and Heather Marr, Account Managers with BB&T Insurance Services presented a summary of their review and recommendations for renewal the LOWA Employee Health Insurance Plan for the period November 1, 2017 through October 31, 2018. Optima Health (medical plan), Ameritas (dental plan) and Mutual of Omaha (Life, Long-Term Disability and Accidental Death & Dismemberment) continued to offer the best plan and plan options for the cost when compared to other competitive providers.

5. MEMBER COMMENTS ON BUSINESS AGENDA A member commented on Budget Guidelines (Item 7.4).

7.3 Consideration of Accepting All Committee Annual Reports. (D-17-93) Motion by Cumming, passed unanimously, that the Board accept all Committee Annual Reports as submitted.

7.4 Discussion of Budget Guidelines as Recommended by the Finance Committee.

President Morlan led the Board in a discussion of the eight FY2018/19 Budget Guidelines recommended by the Finance Committee in their memo dated September 14, 2017, to be used by the General Manager in preparing the proposed budget. It was generally agreed that #8 could be omitted, and possibly #5. President Morlan asked Board members to continue to study the list for further discussion at the next Board meeting. No final action was taken at this time.

8. MEMBER GENERAL COMMENTS Member comments included making the Happy Tails Dog Club a fee amenity within the Association in order to enforce rules; that the proposed new Clubhouse Pool complex will be unaffordable for some families; the need to insure new Clubhouse pool specifications meet requirements to serve as a backup for the Barracudas swim team; a recommendation that members take advantage of all the many communication methods and resources LOWA provides to educate themselves on Association business.

9. DIRECTOR COMMENTS: Director Johnson assured members present that the Board is working hard to keep all assessment and amenity costs down. Director Hoh reported that the Wine Festival held this past Sunday attracted 415 attendees, twice the number expected.

TV 18 Gets a New Addition

Have you watched Channel 18 lately? If not, you should give it a try. It’s still the place to go for information about the association, community events and local organizations, but now there’s a big difference.

Thanks to Norm Allen of American Lifestyle Media and his TV18 Life Around the Lake, viewers can enjoy original programming featuring local people and topics. Examples include interviews on Meet Your Neighbor and the cooking show Makin’ It With Lisa. Also, there is the entertaining Fishin’ With Louie along with The Out of the Norm Show. And, if you missed the annual Independence Day Parade, it’s there for your viewing, too.

Programs can be viewed on your TV (see Lake Currents for times) or at your leisure on the LOWA website. Go to www.lowa.org, select Amenities, select TV18 Life Around the Lake on the drop down menu. Then click the menu logo in the left corner of the video to select different shows.

The TV18 Project business plan calls for support of local citizens and regional businesses to make it work. Donations to Friends of Lake of the Woods are being used to fund the project through its initial period. To date, September and October expenses have been covered but continued community support is needed.

In this regard, Red, White, Bleu and Brew, located in the Lake of the Woods Plaza, is hosting a FLOW fundraiser on Mon, Oct. 2, from 5 to 8 PM. Ten percent of all purchases made between those hours will go to FLOW and will then be split evenly with the TV18 Project to support their respective programs.

Not pictured was Ryan Ostlund The LOW Lions would like to thank our players, sponsors, and many community partners for a successful tournament on a beautiful September afternoon at the LOW Golf Course. We would especially like to thank Woods Center Manager Rea Hargraves and his entire LOW Golf Course team for outstanding support. Our winning team consisted of Billy Buhl, Dave Morgan, Charlie Ostlund and Ryan Ostlund. With strong support from the players, hole sponsors, and prize donors, the Lions Club raised money to fund many community projects including: sight and hearing programs, Wilderness Food Pantry, Teacher Grants, Orange High School scholarships, and the medical equipment loan program.

This year, the tournament was renamed in honor of Past Lions President Selven Powell, who was one of the founders of the golf tournament and our LOW Lions Youth programs. Special tributes for Selven were given by Selvenâ&#x20AC;&#x2122;s widow, Past President Lois Powell, and by Dr. Mike Zollicoffer, Selvenâ&#x20AC;&#x2122;s friend and fellow member of the Brotherhood Golf Association.

The LGA annual meeting and election of officers took place Sept. 12.

The following ladies were elected to the LGA board for the 2017/2018 golf year beginning Nov. 1: Kathy Smith-President, Sheran Marks-1st Vice President, Dorothea Barnes-2nd Vice President, Karen Woods-Secretary, Barbara Francis-Treasurer, Loretta Yurkus-18 Hole Tournament Chair, Karen Cakouros-9 Hole Tournament Chair. Congratulations to all and thank you for your willingness to serve on our board, many of you for a second year.

Following the meeting, members and the golf course staff were treated by the LGA to a delicious picnic lunch. Pat Shrader and her committee did a great job setting everything up for the picnic.

The Member/Member tournament was also a big success. Chairs Lori Barnes and Sharon Carmical deserve kudos for making a few changes for this annual event that were very well received. A social was held at the Woods Center the evening before the tournament, and all who attended enjoyed it very much. A 50/50 raffle brought in $82, which the LGA donated to the food bank.

The winners of the tournament were: 18-Holers Flight A- First Place Sharon Debnam and Anne Smith, Second Place Debbie May and Denise Reese, Third Place Loretta Yurkus and Janice Mincey. Flight B- First Place Joann Roth and Dottie Lohr, Second Place Lori Barnes and Sue Richards, Third Place Sheran Marks and Melinda Wertz, Flight C- First Place Lisa Halpin and Louise Hoh, Second Place Pat Shrader and Elaine Shirkey, Third Place Phyllis Sakole and Nicki Buell.

For the 9 Holers, Flight A- First Place Dorothea Barnes and Mary Ann Hamilton, Second Place Natalie Logan and Jo Stewart, Third Place (Tie) Karen Cakouros and Kathy Walters; Joyce Hartwick and Barbara Francis. A welldeserved tribute was presented by Loretta Yurkus to Joan Burnett who, for many years, was the main driving force behind the Member/Member Tournament.

RISE Adult Special Needs Group Meeting

The Lake of the Woods Church RISE program for special needs adults will resume weekly meetings on Thursday, Sept. 28 from 6 to 7:30 PM in the RISE center located behind the Living Water Community Clinic at the Locust Grove Shopping Center on Route 20. RISE is a special place and time for adults with special needs. It features religious instruction, life skills training, games, fellowship, music, Photo provided and food. RISE members will enjoy Senior Associate Pastor Adam field trips, outings, baseball games, Colson (R) enjoys working with and social functions.

RISE is also a national program established in 1987 for the purpose of moving individuals living in institutions into family settings. Since that time, services have grown to support children, adults, and families with a variety of needs across the nation. Our LOW Church Rise program is not connected to the national program but has related goals and target populations.

RISE is a special passion for Senior Associate Pastor Adam Colson and his wife Johanna. Johanna is a behavioral specialist with extensive experience in special education. Pastor Colson considers his work on behalf of the disabled as a tribute to his father and mother. His father, a retired pastor, especially enjoyed working with special-needs children and adults.

His example gave Adam his passion for caring for this special group.

Pastor Colson echoes a comment from Joni Eareckson Tada, who founded a Christian ministry for the disabled around the world: â&#x20AC;&#x153;My lifeâ&#x20AC;&#x2122;s goal is to see the worldâ&#x20AC;&#x2122;s people with disabilities embraced and encouraged by the church.â&#x20AC;? Pastor Colson especially wants our special-needs adults to feel welcome and to be encouraged to be an active part of our church community.

Our initial History in Our Backyard article described how the Wilderness became â&#x20AC;&#x153;The Wilderness.â&#x20AC;? Now we will delve into the early years. All things Wilderness were synonymous with Alexander Spotswood, the colonyâ&#x20AC;&#x2122;s lieutenant governor in the early 1700â&#x20AC;&#x2122;s. He planned the areaâ&#x20AC;&#x2122;s economy by establishing Fort Germanna, its German immigrants, and an iron industry. One source states that â&#x20AC;&#x153;thirty miles from the last outlying farms, the Germans set to work, clearing a site on the riverbank and building a fortified town,â&#x20AC;? being supplied by packtrains of mules and horses.

In 1716, Spotswood sent a band of adventure-seeking explorers west into the mountains. He later awarded each of the participants a golden horseshoe pin See footnote thereby identifying them as the â&#x20AC;&#x153;Knights of the Golden Horseshoeâ&#x20AC;? for eternity.

By 1722, Lt Gov. Spotswood had firmly established his presence in the area. Through a somewhat devious plan, he accumulated over 80,000 acres of land. Records show that he never sold a single acre, choosing instead to lease lots, mostly in 50 acre parcels with a few 500 acre parcels. English law dictated that the settlers build a home and plant an orchard on their leased property within three years. They also had to clear and plant a minimum oneacre garden and/or crop land. Initially, many chose to plant tobacco, which in those cash-strapped early years became the medium of exchange among the settlers for most commercial transactions.

A 1724 inventory of Spotswoodâ&#x20AC;&#x2122;s properties shows that he owned his fort, his large home, dozens of farm animals and the basis of the iron works, namely the Tubal Iron Works site about 12 miles east of his residence. He established the first county seat of Spotsylvania at Germanna, and held court in his home.

The court instantly created its own hustle and bustle with merchants arriving and businesses springing up as travelers arrived for appearances before the justices.

County courts developed â&#x20AC;&#x153;Order Booksâ&#x20AC;? in those days. Both the Spotsylvania and later Orange (after 1734) books contain references to Orders issued to Spotswood, primarily dictating that he organize work crews to maintain the road to Germanna and the bridge over Wilderness Run, near the present day intersection of State Routes 3 and 20. Local residents provided the labor, usually their slaves, for the crews. Spotswood did maintain the ferry that ran across the Rapid Anne River, todayâ&#x20AC;&#x2122;s Rapidan. He also maintained his own road from Germanna to Tubal Iron Works.

Eventually, small enterprises dotted the landscape throughout the area along the Germanna Road in addition to those at the fort. Retail stores, grain mills, saw mills, post offices, wagon and leatherworks all found their place.

Physicians took up residence and church spires began to appear in the local scenery. By 1725 there were seven plantations between Germanna and the Tubal Iron Works site. The new Wilderness society was taking shape!

On Sept. 1 and 2, from noon to 2 PM, AARP members filled up two huge vans of needed supplies for victims of Hurricane Harvey that devastated Texas. Sheriff Mark Amos provided us with the van and stayed to help. The outpouring from the LOW community was exceptional, even though it was overcast and drizzling rain!

There were last minute decisions with many phone calls to a lot of organizations to get the word out. Special thanks to Larry Eiben, John Trach, Barbara Ehlen, Kathie Martin, members of LOW F&R and other valuable volunteers, who helped on Friday to arrange the packing of the van.

Just goes to show what can happen when a call for help is put out! Again, a huge THANKS to all who came out to support this project.

You can also support local worthy causes by purchasing a tasty AARP Election Day chicken dinner.

The cost will again be $9 per meal, which includes one half chicken, coleslaw, baked beans, and a homemade brownie. The event is held in the Clubhouse lower level, Nov. 7 from 11 AM to 6 PM. You may choose to eat in the Clubhouse lower rchased level, or pick up and carry out. All tickets must be purchased in advance! Those who elect to eat in will have their choice of lemonade, iced tea or coffee.

The Lioness L one Li n ss Club C will be selling the 2017 Wh Whi te House Hou Christmas Ornament White for $2 $21 each. (Same price as last yearr Perfect for every tree, this year!) yyear’s official ornament honors ye F Franklin D. Roosevelt, our 32nd p president, who served four t terms from 1933 to 1945.

The ornament was designed using elements unique to the life and legacy of President Roosevelt. The eagle cartouche emblazoned on the speaker’s stand at President Roosevelt’s first inauguration is the inspiration for the main element of this ornament.

The two flags below have 48 ea stars each, representing the number of states in the union during Roosevelt’s four terms. The shape of the ornament is reminiscent of the silhouette of a tabletop radio, similar to those many Americans had in their homes to listen to the president’s reassuring Fireside Chats. Roosevelt’s beloved Fala is pictured on the back of the ornament, sitting next to a festive Christmas tree and presents. A white leaf motif accenting the ornament edges is based on exterior stone molding that adorns the White House north entrance. Four stars toward the top of the ornament represent Roosevelt’s historic four terms as president and the chevron border recalls the design of a card case he carried while serving in office. The ornament is crafted from shiny brass plated with nickel and 24-karat gold.

The Civil War Study Group Annual Dinner Oct. 27 at the Lake of the Woods Clubhouse will feature John Hennessy, chief historian of Fredericksburg-Spotsylvania National Military Park.

John’s talk, titled Home Disrupted: A Community Amidst War, will center on the daily lives of the local populace during the Civil War: Just how did they survive all the violence of war going on around them?

Guy Gardner, a resident of Lake of the Woods, will take AARP members and guests into space at the Oct. 16 LOW AARP chapter 5239 meeting.

Gardner began his career as an Air Force fighter and test pilot. As a NASA astronaut, he worked in many areas of space shuttle and space station development and support. His two flights in space were as pilot of Space Shuttle missions STS-27, launching a DOD payload, and STS-35, carrying the ASTRO-1 astronomy laboratory.

Since leaving government service, Guy has served as a high school mathematics and physics r n e teacher, a consultant in risk management and space ar d G u y G flight development, a research manager and teacher at Purdue University and as head of Riverside Military Academy, a boys collegeprep school in Gainesville, Georgia. He recently retired as president of the Williamson College of the Trades, a junior-college trade school in Media, Pennsylvania. Williamson is known for instilling good character and work ethic along with trade skills in young men from lower income families.

Linda Gardner, also an active member of the LOW community, is Guy’s wife of over 45 years, and has served as an elementary school teacher and art teacher. They have three adult children and three grandchildren.

Guy’s volunteer activities include membership on various advisory boards, speaker to school and civic groups, youth group leader, adult and youth Sunday school teacher, and Explorer Post leader.

Guy shares his remarkable videos of life in space at many civic, educational and social venues. Join AARP at 9:30 AM on Monday, Oct. 16 in the Great Room of the Clubhouse for fellowship and morning treats. You will also have the opportunity to become a member of our club, or, if you are not yet fifty years old, an associate member. Guy’s exciting trip begins at 10 AM. We’ll have a campfire for roasting hotdogs and marshmallows and lots of other goodies supplied by our members. We’re also planning to have a pizza house party around Halloween, which should be a hoot. If you’re single and would like to give us a try, please join us for one of the events listed below. We’d like to meet you.

The Lake Authors Club has produced its first-ever anthology. Called Holiday Musings, the book is a collection of stories, poems, and memoir pieces with holiday themes. A joint project of the club, the anthology contains works by thirteen lake authors: Madalin Bickel, Bronwen Chisolm, Mari K Eder, J. Allen Hill, Chuck Hillig, Allita Irby, Elaine Lewis, Julie Phend, C.A. Rowland, Suzi Weinert, W. Rosser Wilson, jd young, and Carolyn Zacheis. The book’s cover features a photo by Lake of the Woods photographer Dan Reams.

Inside, you’ll find stories and poems related to holidays in every season, from St. Patrick’s Day and Easter to the Fourth of July, Halloween, Thanksgiving and Christmas. Many stories are set right here in Lake of the Woods, including Suzi Weinert’s Miracles, jd young’s The Bride of Chucky Suite, Julie Phend’s A Halloween Visitor, and Mari K. Eder’s Bensen’s Christmas Letter. The book is arranged by season, with original art by club member Elaine Lewis.

The Lake Authors Club is a group of published and serious writers who live in or near Lake of the Woods. The club’s goal is to support members in their writing efforts and to explore publishing opportunities as a shared endeavor. Too Poor to Afford Eyeglasses

Rebecca Salustri, 23, of Hartford, Conn., was in Uganda last month volunteering with a group fighting river blindness, a disease afflicting subSahara Africa. Both in Kampala, the capital, and smaller population centers, she noticed another eyesight-related activity.

Used eyeglasses, recycled by American Lions, were being distributed free to impoverished Ugandans. People with vision problems that kept them from reading, perhaps, or from clearly seeing faces or scenery or signs, were being given normal sight, many for the first time in their lives.

Rebecca knew that the Lake of the Woods Lions Club is a leading contributor of glasses that go to the needy, primarily in Third World countries including Uganda. As she reported to club members after returning to the States, she jokingly told one grateful Ugandan: “My grandfather sent you those.”

A platoon of LOW Lions--Alex Salustri, 91, is one of them-- gather weekly in the Ferris Building to screen donated glasses, discarding any with scratched lenses or defective frames. Members of the LOW Lioness Club, an Aquia Lions club, and the AARP help on different days. Glasses that pass muster are washed and put in lensometers, machines that read their prescriptions. Then, individually packed with prescriptions noted, they are taken to a regional eyeglass recycling center in Arlington. There they are shipped to groups that take them where they are needed.

Each month, the regional center furnishes the Lions here with more glasses, many of them donated by Wal-Mart. Another source: Lions collection boxes scattered around Orange County.

The eyeglass recycling program began 19 years ago. LOW Lion Ron Moffa, who has been running it here for 10 of those years, reports that the number of pairs of glasses shipped from LOW to help people who otherwise would never have clear sight, has been averaging roughly 50,000 annually.

Soon, he says, it will reach a million.

This is another in a special series on the many ways the LOW Lions Club has served for the last 35 years.

For those of you who do not know me, my name is Matthew Greene and I am the District General Manager for AmeriGas Propane in Fredericksburg. I would first like to take the opportunity to thank you for allowing us to be your propane provider and look forward to servicing your needs in the future.

Just like last year the Lake of The Woods Facilities Managers do not negotiate the pricing for the community. This price is set by AmeriGas based on numerous factors in the community as well as the usage by the community.

Pricing for this year is currently set at $2.799 per gallon as of Sept. 18, 2017.

This rate can and will change based on market conditions. The industry as a whole has increased exports to other countries which does affect the supply for use in the US. This has had a negative impact on pricing over the past spring/ summer due to a slow propane supply build for the winter.

The LOW Pickleball Club continues to grow. Pickleball is for anyone who likes to have fun, get some exercise, meet some great people and learn a sport that is growing worldwide by leaps and bounces!

What is pickleball? Pickleball is a paddle sport using a very lightweight paddle and a perforated plastic ball about the size of a baseball. The sport is played like a big game of ping pong, but on a miniature tennis court (1/3 the size of a tennis court) and it is easy to play. So, let us put a paddle in your hand and let the magic and fun begin!

LOWVAC Celebrates Success in a New Venue

A Flexible Mind Is All You Need for Yoga

Members of Lake of the Woods Visual Arts Council presented its 35th show and sale at the Community Center this year. Their consensus is that the move was a success. The challenge of moving equipment was met under the leadership of Pete Brown, who constructed cables for wall hangings and built four freestanding exhibit panels for hanging paintings.

The resulting space accommodated 31 exhibitors, including four new participants.

In addition to the current talented LOW visual artists, Ellie Baughman and Hugh Norton, who were participants in the 1984 LOWVAC show, exhibited their works.

During the two-day event, some 630 visitors enjoyed both the art exhibits and the published book offerings of seven Photos by Bob Gibson members of the Lake Authors Club.

At the end of the second day, four happy visitors won handcrafted items that were raffled off. The antique jewelry piece created by Toni Ruther was won by Ellen Raguette; the wooden bowl crafted by Don Larsen was won by Nancy Strain; the hand-painted fish wall-hanging by Linda Sutphin was won

by Chaz Kilby and Peter Brown’s three hour private painting session was won by Jonnie Feterle. Congratulations!

The new venue was pleasantly enriched with background accordion melodies by LOW musician Ralph Scheuermann. LOWVAC extends warm thanks to all who came to visit, browse, and buy, because our mission is to support art education in Orange County.

A common statement from many would-be yoga practitioners is that they’re not flexible enough for yoga. This myth is spurred on by images in the media of people bending into nearly impossible/nearcontortionist shapes. That level of flexibility in general-population classes is rare and is not indicative of whether a person is doing yoga or mere gymnastics.

Yoga means yoke or union, which can refer to union with a higher power or union of mind, body, and spirit. The physical postures are designed to keep the body healthy, toning the muscles and promoting blood flow. On the mental level, emphasis on breathing Photo provided and meditation help quiet and Local LOW residents practice yoga. clarify the mind. With the mind and body in balance, attention to the spirit is that much more natural. In a world where people often feel rushed and overwhelmed, mindful movement and breathing can help calm the mind and deeply connect people to their bodies, their spirits, and others.

Although some choose to practice challenging postures to improve flexibility, strength, and balance, most people can make strides in these areas with a very basic and accessible practice. One can start with just a few poses and 10 minutes a day. For those with certain injuries or chronic conditions, chair yoga may be the way to go. Those with concerns about balance can safely attempt standing poses near the support of a wall until they feel steadier. Experienced teachers can advise students on how to modify poses to fit their bodies comfortably.

As more evidence-based research is published on the health benefits of yoga, and more doctors recommend it as a complementary tool to help manage high blood pressure, back pain, or other chronic conditions, there are more avenues through which to explore it. Beginners just need to find the format that works for them, whether at home with a video or in a studio or gym for group instruction. A rule of thumb for new yoga practitioners is to ignore negative self-talk about where they “should be” in a pose. People should approach yoga exactly where they are, with self-compassion and nonjudgment. For this reason, yoga is for anyone of any age and ability.

“White Heat” (Warner Bros., 1949) This pulsating gangster film was directed by Raoul Walsh and stars James Cagney as a mother-obsessed, psychopathic gangster exiting the world with the legendary “Made it, Ma. Top of the world” ending. One of the toughest and most brilliant crime films ever made, “White Heat” marked a breakthrough in the explicitly psychological depiction of screen bad guys.

First broadcast on May 25, 1943 on “Suspense” starring Agnes Moorehead, it proved so popular that the series restaged it seven times through to 1960. “Dead Men Don’t Wear Plaid” (Universal, 1982 - Rated PG) Director Carl Reiner and Steve Martin collaborated on this film noir parody with Martin playing Private Detective Rigby Reardon, who is trying to solve the murder of a scientist while falling in love with the victim’s daughter (Rachel Ward). The likes of Barbara Stanwyck, Ray Milland, Lana Turner, Robert Taylor, Ava Gardner and Humphrey Bogart interact with the detective via black-and-white footage shot by Reiner and cinematographer Michael Chapman, matched to vintage clips from 1940s movies. Eight-time Academy Award-winner Edith Head in her final film credit designed the costumes (Head was the costume designer for six of the films featured within the picture), while Miklos Rozsa, in his role as musical composer, also added to the authenticity of the production. A film veteran, he had composed scores for four of the films used in “Dead Men.” Seven of the eighteen classic detective/film noir thrillers featured in the movie will be shown at the Packard Campus Theater the first two weeks of October, bookended by screenings of “Dead Men Don’t Wear Plaid.” Free, at the Library of Congress Packard Campus Theater located at 19053 Mt. Jim and Margaret Johnston were driving to Richmond one day in 1967 and couldn’t help but notice the many signs along I-95 advertising “Lake of the Wood’s Lots for Sale.” Jim commented: “I have always wanted to have a get-away place. Why don’t we stop on our way back and see what Lake of the Woods looks like?” And so they did It was an amazing experience. There were many salesmen at the entrance that day and the Johnstons were assigned a particular one. He had a two-way radio in his Ma car and in a dramatic voice told whomever was rg a ret Jo managing the sales people not to send anyone to this h n sto n lot as he had some people interested in the property. You could hear other salesmen reporting the same, creating a very urgent sense of hot properties being sold by the minute. They actually only looked at one lot on Liberty Drive…and bought it.

Shortly after buying their lot, Jim and Margaret drove to the Lake, staying in the Sheraton Hotel at the Route 3 exit off of I-95. (This patch of heaven would eventually become Central Park.) They enjoyed a delicious meal and when they asked for their bill, the waiter explained that the gentleman across the room had picked up their check! And then they realized that this kind man was the salesman who had sold them their property at Lake of the Woods.

What a pleasant surprise!

Soon after, the Johnstons joined the weekend campers in the Campground. They had a large sleeping tent (big enough to house seven people) and a tent for their picnic table. The Clubhouse swimming pool was the big draw for their family. Their friends, too, loved to come to the lake and spend the day with them here. (Yes, that same swimming pool, dressing rooms and building are still here!)

Eventually Margaret inherited furniture from her mother’s estate and knew that this was a good time to build their second home. In response to an ad in a magazine, Margaret found a builder in Culpeper. Mr. Burke called to say that he had three houses already built and he wanted to show them to the Johnstons. In December 1971, they bought their little house on Riverdale Lane where Margaret still lives. Over the years, she and her husband purchased the lots on either side of their initial home and added wonderful living space to their abode.

All five of the Johnston’s children learned to ride at the Equestrian Center, to swim at the LOW pool and their 12 grandchildren have followed in their footsteps.

This past July 4th, there were seven grandchildren and their parents all enjoying the festivities of Lake of the Woods…the tradition lives on!

It’s only two weeks from the first night of the LOW Players’ fall production, Back to Broadway. This musical offers a salute to the 50th Anniversary of LOW with a special tribute to our long time director, actor and manager, Marion Pronk. See how many of the songs you can remember and identify from which Broadway show. This musical follows Louise Fletcher’s years on Broadway, from her youth to her retirement, done through song and dance.

by Jim Hopkins, School Board Member On Sept. 13, the Virginia Department of Education released its accreditation report on public schools in Virginia. I am pleased to report that all of Orange County’s nine public schools are fully accredited. Of the 132 school divisions in Virginia, Orange County is one of only 65 that have all of their schools accredited. Four of our adjacent counties, Albemarle, Culpeper, Madison, and Spotsylvania, were not listed as having all schools accredited.

Last year, Gordon-Barbour Elementary School was accredited with a warning in English writing, and Prospect Heights Middle School was partially accredited, again falling short in writing skills. At that time, our Superintendent of Schools, Dr. Brenda Tanner, implemented a plan to emphasize writing skills throughout the school system. It seems to have addressed the problem, because this year all our schools are again accredited.

I want to congratulate Dr. Tanner, the administration, teachers, children and their parents for this accomplishment. We have a truly dedicated staff of professional educators working with our students.

Our school system’s accomplishments are even more impressive when you realize that Orange’s per-pupil spending is less than that same spending in any of our adjacent counties.

Teacher salaries are one major component affecting per-pupil spending.

Orange County has lower starting teacher salaries than any of our adjacent counties. If we want to continue to attract first class teachers, this is an issue that needs to be addressed by the School Board and the Board of Supervisors.

Wine Talk

by Joe Szadvari, Sommelier Many wines, nowadays, can be outstanding without breaking the bank.

We are living in the golden age of high quality wines, happily, with great and reasonable prices to match. The wines in this issue of Wine Talk definitely fall within that category.

Bougrier, Sauvignon Blanc, Loire Valley, France, Vintage 2016 – What a lovely white wine, and from a very good vintage! Very easy drinking, with lovely aromas and flavors of minerals, especially flint, and (believe it or not), lime. Serve it chilled (not cold!), and forget about any annoying acidity - this wine is very smooth with only a hint of grapefruit. Believe it or not, Sauvignon Blanc pairs very well with asparagus! Try it also with steamed mussels, baked cod, or other white fish. Price: About $11.50 a bottle.

Domaine Mousset, Les Garrigues, Cȏte du Rhone Villages (pronounced Vee-lazh), France, Vintage 2015 – The 2015 vintage, far surpassing the 2014, is incredible, all across the Cȏte du Rhone (i.e., southern Rhone Valley). What does “Villages” mean? Basically, the grapes used in this wine are surplus from village-specific places that produce higher quality wines.

The 2015 vintage winemakers have produced very ripe, rich wines, with the traditional earthy, peppery, and spicy finish. What a great bottle! An hour of aeration is required, as the tannins in this wine are quite big. It’s a great bottle to pair with your favorite steak, lamb, grilled and dry-rubbed meats, and medium-to-hard cheeses. Price: About $20 a bottle.

King’s Pass, Chardonnay, Napa Valley, California, Vintage 2016 – What a nice wine, with aromas of pear and a hint of citrus. I really liked the flavors of ripe apple and pear, with a hint of vanilla. The mouth-feel is creamy, which makes this wine seem quite elegant. Pair this wine with shellfish, especially sautéed shrimp or baked crab cakes. Light cheeses, such as Brie, Camembert, Gruyere, or Jarlsberg would pair well with this lovely wine.

Price: about $17 a bottle.

Davey Family, Aficionado, cion Shiraz, McLaren Vale, South Australia (state), Australia, Vintag Vintage 2015 – This red wine is very aromatic and intense with flavors of strawberry and blackberry. It also demonstrates the spicy and peppery flavors so characteristic of the Shiraz grape. The There are also subtle flavors of American and o French oak.

This is a great bottle to pair with grilled meats (especially beef and lamb) and medium-toheavy cheeses. Price: About $14 a bottle.

Some of you may have read that some cities or towns have gotten into serious financial difficulty. Virginia statutes define “fiscal stress” as various administrative and financial shortcomings that threaten the provision and sustainability of public services.

To address that issue in Virginia, last year the Virginia Auditor of Public Accounts (APA) worked with the General Assembly to expand oversight of localities by looking at fiscal stress indicators, and to implement a monitoring process. The APA conducts its initial screening by a review of the locality’s Comprehensive Annual Financial Report (CAFR). The Orange County CAFR is prepared by our Finance Department and reviewed by an independent auditor for compliance with accounting standards. The audited CAFR is used to calculate ten ratios for inclusion in an overall Financial Assessment Model (FAM) score. These ratios address ability to pay current and total liabilities, ability to make up revenue shortfalls, how well the locality is paying bills, sufficiency of reserves, and several others. The overall FAM score is a percentile standing comparing counties against each other. There are a few counties whose FAM score indicates a need for follow-up action. However the Orange County financial score puts us in the upper half of the 96 Virginia counties in terms of fiscal health.

The Culpeper Soil and Water Conservation District (SWCD) is a political subdivision in Virginia. It includes Orange County and four other counties.

This organization promotes stewardship of soil and water and conservation of our natural resources with particular focus on the Chesapeake Bay. The Culpeper SWCD is managed by a board of directors with representatives from each county. The operating funds are provided by the member counties.

Orange County provided about $57,000 last year.

Culpeper SWCD locally administers the Virginia Agricultural Best Management Practices (BMP). BMPs are designed to prevent soil erosion, to minimize the introduction of nutrients, sediments and toxins into water bodies and to enhance management opportunities. Land owners can sign up for various BMP programs that are funded on a cost-share basis with state and federal funds. Fencing off streams is one of the BMPs designed to keep livestock out of these streams. Orange County landowners have received over $383,000 in cost sharing funds and another $10,000 in tax credits for BMP projects during the last fiscal year. Another area where the Culpeper SWCD supports cleaning up streams is in cost-sharing programs for residential septic systems. Over $60,000 has been provided to Orange County residents for septic repair and replacement.

When builders or developers want to undertake projects that involve soil disturbance of more than one acre, state law requires certain minimum protective standards and guidelines to be followed. The Culpeper SWCD assists the county in reviewing these projects for their plans to implement erosion and sediment control and storm water management. The SWCD also provides technical assistance to the contractors and developers in the planning and design for their land disturbing activity.
