Updating Your Contact Information on the LOWA Website

Have you ever tried to find a phone number or email address for a new friend or neighbor at LOW? Wouldn’t it be helpful to have current information in a secure place online?

Actually, there is such a place! In the member-only Directory section of the LOWA website, registered members and tenants can enter contact information, including phone numbers (home and mobile), email address, and even a photo.

Just think how easy it will be to contact other residents if everyone entered this information in LOWA’s online Directory! The Communications Committee encourages everyone—members and tenants—to fill in their contact information in the online Directory at www.LOWA.org.

It’s easy: If you haven’t registered for the website, you will need to do so by clicking on “Login” in the upper right corner of the home page (www.LOWA.org). This takes you to the log in page where you can find an instruction video to guide you through the registration process.

Once you have registered or if you are already registered, click on “Edit My Profile,” which appears in a dropdown menu below your name in the upper right of the home page. Doing this takes you to the “Directory” where you will see your name and the name of any other owner or tenant.

To edit your profile, click on the pencil icon and “Edit” next to your name. You can enter as much or as little information as you want. If you want any of your information hidden, you can click on the “eye” icon and your information will not be available to other members or tenants. If you’d like, upload a photo by clicking on “Change Photo.”

Board of Director Goals 2017-18 Board Term The LOWA Board of Directors adopted its annual goals for the 2017-2018 term. These Goals were approved at the Oct. 7 board meeting. The adopted goals are as follows.

1. Lakes Management Plan  Determine an implementation plan for Flat Run to reduce sedimentation in the Main Lake.  Design 14th Fairway Project with input from Golf Committee, and competitively bid the construction.  Continue Aquatic Invasive Species prevention efforts.

2. Clubhouse Area Recreation Complex Project  Complete design, complete financing arrangements, competitively bid and begin construction of the new complex.

3. Electronic Voting and Notification  Build member acceptance and increase use of electronic voting in the 2018 Board election.  Increase use of electronic voting to a minimum of 1000 members.  Increase overall voter participation to a minimum of 2000 members.

4. Increase the Usage of All Amenities  Develop and initiate an amenity-wide loyalty program to increase member usage of all amenities.  Increase coordination between Clubhouse and Fareways.

5. Improve Income Stream  Consider sale of Germanna House and other surplus LOWA-owned properties and lots.

6. Tennis/Pickleball Committee  Appoint a Joint Tennis/Pickleball Ad Hoc Committee to update/modify or develop new Committee charters, as appropriate.  Determine fee structure for pickleball use of outdoor and Community Center courts.  Amend LOWA Regulations to include pickleball regulations.

7. Major Capital Projects  Determine the timing of major projects, including the Clubhouse Area Recreation Complex, Lakes Management Implementation Plan, Third Gate Construction, and Lakeview Parkway repaving through the Replacement Reserve Study and Five-Year Capital Plan processes. Extend the Five-year Capital Plan beyond five years.

8. Dog Park  Finalize agreements with the Happy Tails Dog Park Club, and then construct and operate the new dog park on the Life Estates property.

9. Create a Plan for Youth Activities  Create a comprehensive plan addressing activities for LOWA youth of all ages, beginning with amendments to the Community Youth Activities Charter.

President’s Letter “I am a slow walker, but I never walk back.” (attributed to A. Lincoln) Before addressing my main topic for this letter, I will comment on the Childhelp (a national, non-profit organization to fight child abuse) dinner and fund raiser held Oct. 14 at the Clubhouse. The dinner was a venture of the Childhelp Auxiliary with members from Fawn Lake and Lake of the Woods and was a sold out event. The Alice Tyler Village in Lignum, Virginia is currently working with 64 children through hands-on events and projects during the year. Deborah Kratzer is the Auxiliary president and led the successful evening of activities for the almost 200 guests. I plan on learning more about the organization myself, but wanted to recognize the group for the wonderful job they are doing in support of children.

For my main point, I want to speak about the Board of Directors, the support staff, and how, working together, we all support Lake of the Woods.

First, Lorri Trocchio, Administrative Assistant, provides the support for the Board in scheduling meetings, assembling Board notebooks, compiling our weekly BAIL (Board Action Item List) report, maintaining calendars, and many other activities required to keep us functioning. She does an outstanding job and we would be lost without her! Second, Linda Brooks, Board Recorder. Linda is at the table with us at every meeting compiling the minutes of what has taken place and serving as our “Rules of Order adviser”.

Linda has served the Board for a number of years and we rely on her expertise and knowledge. These two people are key to our operations.

The current Board of Directors has evolved into a family group working together. Vice President Leighton Cumming supplies HOA leadership experience and World Bank expertise; Bob Hoh brings HOA experience, years of living in Lake of the Woods, and a successful military career; Jennifer Zukowski brings her research career, but more importantly her compassion and desire to help others; Jeff Johnson brings an understanding of many difficult positions, his interactions throughout the community and his straight talk to all discussions; Carl Clawson brings not only his contracting background, but also his involvement with Lions, LowLinc and the LOW Church in helping others throughout the community; and, Cliff Wilks, our newest member, brings his knowledge of organizations, his personnel background and his straight thinking. All of these backgrounds assist the Board to have broad discussions on all topics that come before us. We respect each other’s opinions, we listen as each comments on issues, and then we make our decisions, knowing we will still be friends no matter the outcome on that particular issue.

It is a nice camaraderie; one that is so important to the on-going issues that face us. I am proud to be a part of this group of unique and dedicated professionals that feel like “family”.

Here are the Top Seven Essentials of Disclosure Packets.

1. It is up to you as the selling lot owner to order a disclosure packet and make it available to the purchaser. You can authorize an agent to order it for you.

2. The request form is available on our website under the Administration/ Governing Documents/Forms/Disclosures tab. Email the form to Janice Stafford at JStafford@Lowa.org.

3. After receipt of a written request from the seller or seller’s authorized agent, LOWA has 14 days to deliver a disclosure packet to the person you designate.

4. You can get it in paper form for $150 or electronic form for $125. An electronic packet can be delivered, according to instructions, to multiple people including the seller, seller’s agent and the buyer.

5. The Finance Department checks your lot’s financial records for any unpaid assessments or mandatory fees and adds that information into the Disclosure Statement.

6. The Covenants and Site Inspector Matilde Barone reviews the lot file for items such as variances, and then she walks the lot to see if there are any outstanding violations or other issues to be added to the Disclosure Statement. The Environmental Control Committee must confirm the continuation of a variance.

7. Some members mistakenly assume the packet contains only the governing documents (Declaration, Articles of Incorporation, Bylaws and Regulations) which are already available on the website. That is only a part of what is contained in the 21-item packet!

Motion by Zukowski, passed unanimously, to amend the motion on Item 4.1 of the minutes of the August 29, 2017 Special Board meeting to further clarify the source of funds for the tennis/pickleball project so it reads: Motion by Hoh, passed unanimously, that the Board award a contract to Rennolds Tennis Court Construction, Inc. of Tappahannock, Virginia for tennis/ pickleball court rebuild in the amount of $123,375, with $46, 175 of the cost to come from the Repair and Replacement Reserve Fund Balance, and $77,200 from the Repair and Replacement Reserve earmarked for the project in the Capital Spending Plan.

3. REPORTS 3.1 Report from Orange County Board of Supervisors Supervisor Lee Frame reported the Virginia Auditor of Public Accounts worked with the General Assembly last year to expand oversight of localities by looking at fiscal stress indicators and implement a monitoring process.

Although some counties showed signs of fiscal stress, Orange County fell in the upper half of the 96 counties studied in terms of fiscal health.

The Board of Supervisors has recently modified the dog tag ordinance to allow for a Lifetime dog tag, eliminating the need for annual renewal.

A section of Route 20 near Confederate Drive has been cleared, but no permit has been issued yet for any land use of that area.

The LOW real estate market is quite active these days. Just ask Assessment Coordinator Janice Stafford of the Finance Department. She prepares the LOWA disclosure packets (aka resale packets) for lot owners who are selling their properties. Last fiscal year ending April 30, 2017, Janice prepared 316 packets, and they have already prepared 187 packets half way through this fiscal year. I always strongly recommend a selling member order the disclosure packet before a sale to avoid unexpected trouble at the closing table or, perhaps worse, a lost sale.

So what is a disclosure packet? A disclosure packet is a set of LOWA and lot-specific documented items, most of which are required by the Virginia Property Owners’ Association Act. LOWA prepares a summary Disclosure Statement to accompany the packet.

The Board of Directors seeks input from members regarding proposed changes to LOWA Regulation VI The General Manager, Security Chief, Safety and Security Committee, Rules Committee and the LOWA attorney have reviewed this proposed change to Regulation VI., Use of LOW Roads and Parking Lots, and recommended changes have been incorporated into this version.

WHO PROPOSED IT? The Safety and Security Committee, in October of last year, sent a proposed amendment to this regulation to the Board for consideration.

WHAT IS THE PROPOSED AMENDMENT AND WHAT DOES IT CHANGE? The main purpose of this amendment is to clarify rules pertaining to prohibiting roadway parking, and to explain the few exceptions. Another key change to the rule concerns towing enforcement.

LOWA Regulations – VI. Use of LOW Roads and Parking Lots: Proposed Regulation

A. Except as otherwise noted in paragraph VI.A.1., the laws governing the use of its secondary roads in the Commonwealth of Virginia shall apply to the use of the streets and roads owned by LOWA. Secondary roads are defined as Roads and Highways owned and maintained by the Commonwealth of Virginia. This includes, but is not limited to, those laws applicable to pedestrians, title to vehicles, vehicle licenses and operator’s licenses as well as all laws required for bicycles, motorcycles, mini-bikes, mopeds or scooters. Further, for vehicles and operators not licensed in Virginia, the laws of Virginia with respect to reciprocity for out of state vehicles and operators shall apply as regulations at LOW. (8/4/07) 1. The noted exceptions are as follows: Association owned vehicles, golf carts (See Regulation 6.M) and utility trailers used for light transport and hauling of golf carts and boat trailers operated only within LOW are not required to be equipped with State or County licenses. (1/2005) 2. The following vehicles are not allowed on LOWA owned property owned by other residents: Any one, two, three, four or more wheeled gas or electric powered vehicle which is sold as “for off road use only” or cannot be licensed by a state department of motor vehicles (DMV) (1/2005); or cannot be licensed by a state Department of Motor Vehicles (DMV) other than mopeds driven by otherwise qualified operators (3/2005); cannot be operated on LOWA property. This includes roads, trails, parking lots, parks, golf course, mail stations lots, beaches, dams, clubhouse point, LOW Campgrounds, athletic fields, tennis courts, stables and related facilities, other LOWA owned property, or on property belonging to other residents.

D. 1.

No parking shall be permitted on roads or shoulders of roads, except for workmen’s vehicles during daylight hours when houses are under construction, and for social gatherings upon prior notice to LOWA Security. Any vehicle parked on the road or shoulder of the road shall be parked so that the vehicle’s right wheels are closest to the side of the road where the construction or social gathering is located. No parking is allowed on curves.

D.2. Parking and/or standing of motor vehicles within 50 feet of any intersection at any time is prohibited. (8/17/2011) (See new sections D.2.c.)

D.3. There shall be no parking of any vehicles at any time within fifteen (15) feet of a fire hydrant. Also, no shrubbery shall be planted within this distance of a fire hydrant. (8/17/2011) (See new sections D.2.e.)

VI. USE OF LOW ROADS AND PARKING D. Parking and Standing 1. Intent of Regulations: a. Safety –Roads in Lake of the Woods are intended to be driven at low speeds to give drivers ample time to exercise good judgment. Parked or Standing vehicles can block a traffic lane, interfere with driver sight distance, and be difficult to see in the dark. Parked or Standing vehicles can interfere with emergency responses and road operations, including snow removal. b. Aesthetics – Routine parking of vehicles on roadsides degrades the appearance of our community thus reducing property values. c. Reasonable Exceptions – LOWA will work with members and registered tenants to facilitate activities that cannot be conducted without exceptions to parking regulations. Examples are construction, social gatherings, open houses, and yard sales. Members and registered tenants are expected to notify LOWA Security prior to planned activities. d.

Definition - “Standing” as used in this regulation means to halt an occupied or unoccupied motor vehicle other than temporarily while receiving or discharging passengers.

2. Restrictions:

Failure to comply with this regulation could result in fines up to $50 for each infraction as shown in Regulation XIV. SCHEDULE OF PENALITES FOR VIOLATIONS. (1/2005) B. The operation of motor vehicles (other than golf carts) on LOWA property will be limited strictly to the roads and designated parking areas except upon special permission from the General Manager.

C. The maximum speed limit on all LOW roads is twenty-five (25) miles per hour except where lower speed limits are posted.

1. Passing of moving licensed motor vehicles on any roadway is not permitted. Vehicles should pull to the side at an appropriate location to allow emergency vehicles and fire and rescue responders with appropriate warning lights to proceed. Vehicles being operated well below the maximum speed limit should pull to the side at an appropriate location to allow normal traffic to proceed.

3.2 Report from the General Manager General Manager Phil Rodenberg reported that construction on the pickleball/tennis court renovations began on October 6, and the project is expected to take about four weeks to complete.

Schutzenfest is scheduled for this Saturday, October 21 at the Golf Course where German food and beer will be available, along with music by the Low-‘n-Brows from noon to 4:00 p.m. A Fright Night is planned for October 27 with golf, karoke and a costume contest at Fareways.

The collections process having run its course, four LOW properties will go to auction on November 11, 2017 at 11 a.m.

D. 1 .No parking shall be permitted on roads or shoulders of roads, except for workmen’s vehicles during daylight hours when houses are under construction, and for social gatherings upon prior notice to LOWA Security.

Any vehicle parked on the road or shoulder of the road shall be parked so that the vehicle’s right wheels are closest to the side of the road where the construction or social gathering is located. No parking is allowed on curves.

(8/17/2011) D.2. Parking and/or standing of motor vehicles within 50 feet of any intersection at any time is prohibited. (8/17/2011) D.3. There shall be no parking of any vehicles at any time within fifteen (15) feet of a fire hydrant. Also, no shrubbery shall be planted within this distance of a fire hydrant. (8/17/2011) E. Whenever loads may be judged by LOWA Security to be potentially damaging to the roads, trucks may not be admitted or may be required to enter at the construction gate, and as conditions require, off-loaded to smaller vehicles or broken into lighter loads or stored in the construction gate area until road conditions improve or the truck(s) may be escorted over routes deemed suitable. Any such authorized Parking shall be subject to all terms herein. b. Standing. Standing vehicles must pull as far to the right as possible, and engage four-way flashers or warning lights when driving conditions warrant. c. Intersections. Parking and/or Standing within 50 feet of a STOP or YIELD sign at an intersection is prohibited. When no regulatory sign is present, parking and/or Standing is prohibited within 50 feet of the intersecting roadway. d. Road Maintenance and Operations. Parking and/or Standing that interferes with road operations and maintenance is prohibited. This includes interference with snow removal, whether or not a snow emergency has been declared. e. Fire Hydrants. Parking is prohibited within 15 feet of fire hydrants. f.

Towing Enforcement. The General Manager, working through LOWA Security, is authorized to arrange for the towing of vehicles parked in the roadway when there is a direct threat to public safety or interference with public safety and road operations, including failure of a vehicle to be operated, parked, or used in compliance with the Rules and Regulations herein, policies adopted by the General Manager in accordance with these Rules and Regulations, or a prior approved authorization. Towing will be at owner’s expense. g. During an emergency ice/snow condition as declared by LOWA’s President, the following pertains: (1) During extremely hazardous ice or snow road conditions, members are strongly advised to restrict their vehicular travel on LOW roads to emergency travel only.

(2)Any resident parking or abandoning a vehicle on LOW roads, cul-desacs, shoulders or road right-of-ways (including ends of driveways forward of the front boundary of private lots) will be subject to a penalty as shown in Regulation XIV. SCHEDULE OF PENALTIES FOR VIOLATIONS and/or towing at the owner’s expense. h. Exceptions.

(1) Emergency vehicles; utility company vehicles; LOWA owned vehicles; and vehicles parked in accordance with authorizations issued through procedures established by the General Manager per part 3 below are exempt from these regulations.

(2) Vehicles transporting students to and from school bus must pull as far to the right as possible and adhere to the 50 feet requirements for intersections and stop/yield signs.

(3) Authorizations for Parking Otherwise Prohibited. (a) The General Manager, in coordination with LOWA Security and the Environmental Control Committee as necessary, may authorize parking and Standing otherwise prohibited, and will establish procedures for issuance of and compliance with such authorizations. (b) Requests for authorizations involving residential guests, social gatherings, open houses, real estate, and estate sales should be brought to Security in a timely manner. (See Regulation II. Admittance.) (c) Requests for authorizations involving construction (See regulation XVI.J. Access, for construction) and yard sales should be brought to the Environmental Control Committee Office in a timely manner. (d) All other requests as well as exceptions should be brought to the General Manager’s Office in a timely manner. (e) Members and registered tenants must comply with the terms of their

This was the seventh year for Schutzenfest! On Oct. 21, the day started with a 9-hole Scramble at 9 AM with two divisions -Front 9 and Back 9. This fundraising event for the LOW Swim Team made over $3,000. We had 92 golfers participate in golf prior to the festivities. After golf, Fareways CafĂŠ served delicious German food and draft beer. The Low-â&#x20AC;&#x2DC;n-Brows entertained the crowd with their music, and Horseshoe and Corn-Hole contests were held. The weather was super and everyone had a great time!

On Oct. 27, LOWA will be having â&#x20AC;&#x153;Fright Night.â&#x20AC;? Everyone can wear a costume. Each golfer will bring two golf clubs and a flashlight. The Pro Shop will give you a glowing golf ball to play with and keep. Distances are 160 yards and shorter. Last year this was a blast!

The Spooktacular 5k Race will be held on Oct. 28 at 8 AM. All golfers will tee off starting at 9:30 AM on the back nine.

On Saturday, Oct. 28, the LOW Waterski Club is hosting a 5K and 1-mile Fun Run on the LOWA Golf Course. From 8-10 AM, runners will be crossing roads at golf cart crossings. Board Approves Amendments to Regulation II, Admittance to Lake of the Woods and Related Regulation Amendments On Oct. 7, the Board approved the proposed amendment to Regulation II, Admittance to Lake of the Woods as well as amendments to related regulations.

The amendments clarify the terms of Regulation II to account for the security practices for screening visitors and contractors, ID cards issued by the Finance Department, and for new visitor management technology (dwellingLive).

Changes to Regulation II also affect Regulations XVI (Environmental Control and Construction Procedures), I (General), XV (Establishment of User Fees, Assessment Settlement, and Other Charges) which also required amendment.

Cause 4 Paws, a 501(c)(3) non-profit charitable organization supporting feline rescue operations, will be having a yard sale at 4219 Lakeview Parkway in Lake of the Woods Saturday, Oct. 28, from 9 AM to 3 PM and Sunday, Oct. 29, from 10 AM to 4 PM. Besides seeing some great items for sale, you will also be able to purchase raffle tickets and Cause 4 Paws t-shirts.

I would also like to say thank you to all who attended our Clubhouse Fundraiser Sunday, Oct. 15 and to apologize to those who came to the Clubhouse on Saturday, Oct. 14, because of the incorrect date.

Another LGA golf season is coming to an end. It seems like the summer flew by really fast this year.

I guess the old saying is true - time flies when you’re having fun.

The LGA Closing Day Scramble is scheduled for Tuesday, Oct. 31. If you haven’t signed up yet, the signup sheet is in the ladies’ lounge at the Woods Center. This is always a fun day when the 9- and 18-holers get to play together.

The Fall Luncheon will be held Friday, Nov. 3, at the Clubhouse.

Social hour begins at 11:15 AM with lunch at 12:15 PM, followed by a business meeting, installation of officers, awards, and prizes. A signup sheet with all information is posted in the ladies’ lounge. Plan to bring your dues check for $25, made out to LOW LGA, to the luncheon.

Also pick up a membership form in the ladies lounge. Fill out the form and hand in with your dues check.

If you are unable to attend the luncheon, drop your check with the form in the box in the lounge.

LOW Youth Serves Bugles Across America

Civil War Study Group November Speaker

Bugles Across America, NFP, was founded in 2000 by Tom Day, when Congress passed legislation stating that veterans have a right, at their funeral, to at least two uniformed military people to fold the flag and play Taps on a CD player. Bugles Across America was founded to take this a step further.

In recognition of the service these veterans have provided to their country, BAA felt that they each deserve a live rendition of Taps by a real bugler. Since 2000, BAA has performed at over 250,000 funeral missions.

Ben Corner, a junior at OCHS, recently was accepted by BAA as one of their volunteer buglers. After going to the funeral of a family friend and hearing a recording, and being told of stories where the CD skipped or the bugle player stood there, but a recording was being used, he set out to learn Taps and to be there for soldiers who deserve a live bugler at their funeral.

Since then, he has performed Photo provided Taps at several military funerals, Ben Corner including one for a Navy Commander who fought the Russians, Chinese and Germans during World War II. He has also taken part in flag raising ceremonies in Lake of the Woods and in Orange.

The new Gordon’s Flank Attack Battle Lines interpretive panel at the Sussex Mail Substation.

The Civil War Study Group will complete its program year Nov. 17 at 10:30 AM in the Clubhouse Lower Level. Our speaker will be Rebekah Oakes of the National Park Service. In addition to being the NPS Site Supervisor for Chatham Manor, Oates is a history doctoral candidate at West Virginia University. She will speak about the depression-era WPA project to record the recollections of remaining Civil War veterans from both the Union and the Confederacy. She will discuss how their observations contributed to our national understanding of the Civil War. By the end of October 2017, the LOWA Maintenance staff will have erected a new interpretive sign gifted to Lake of the Woods this summer by Civil War Study Group Inc. This sign explains the approximate positions of Union and Confederate battle lines just before and at the start of Gordon’s Flank Attack.

The sign will be erected at the Sussex Mail Substation (just beyond the Sussex Road intersection with Lakeview Parkway toward Lee Circle).

The Lake Authors Club was well represented Sept. 23, at the Second Annual Fredericksburg Independent Book Festival. As the sun rose over Riverfront Park, off the banks of the Rappahannock River, festival organizers were erecting tents and tables and hauling books for information tables and presentation tents. Lake Authors member Jean Young, and her husband, Jerry, were there bright and early, pitching a 10 x 10 tent and banner and setting up for over 10 authors from the club. Judy Hill, Melinda Crocker, Mari K Eder, and Allita Irby represented the Lake Authors membership and sold books for the club.

With temperatures in the 80s, the sun shown down on over 130 authors and literary vendors, one food truck, and 1,600 attendees. Volunteers handed out brown paper tote bags filled with bookmarks, coupons and business cards. It was just the thing for buying books and networking!

The organizers of the festival were: Amy Bayne, an 8th grade English teacher, writer for Front Porch Fredericksburg Magazine and publisher for Fredericksburg Literary & Art Review, James Noll, an author of horror/fiction, and Chris Jones, a graphic designer with marketing background.

The Lake of the Woods Lioness Club has officially changed its name and become chartered by Lions Club International as a fully-certified Lions Club, with the name Lake of the Woods Lioness Lions Club. LOW Lioness Club was founded by 70 women 30 years ago to fund raise and identify and support unmet needs in the community. After much discussion this year, our club voted to change our legal status and apply for a charter with Lions Club International.

We are honored to have become a member of the world’s largest service club organization with more than 45,000 clubs in 200 countries. Membership allows us to continue our service to the community, our support to over 20 charities and now to expand our support to international service efforts such as hurricane and earthquake relief. The Womenâ&#x20AC;&#x2122;s Guild of Lake of the Woods Church meets regularly on the first and third Thursday of each month from 10 AM to noon in Friendship Hall of LOW Church. Each meeting consists of a short devotion, prayer, and a featured speaker, plus a light meal and time to socialize. All women are welcome, so grab a friend and join us for worship, fellowship, and fun. Hereâ&#x20AC;&#x2122;s whatâ&#x20AC;&#x2122;s coming up: Nov. 2: Madeline Salustri will be the featured presenter. Madeline is a popular speaker, not only at Lake of the Woods Church, but also within the community. She always brings a sense of humor, thoughtful scholarship, and wisdom to her talks.

Nov. 16: Megan Hansen from Micah Ministry will talk about this organization, which provides services to the homeless in our area. A special donation will be taken that day to benefit their ministry.

Dec. 7 will be the only Guild meeting in December, but you wonâ&#x20AC;&#x2122;t want to miss it!

We will begin at 10 AM with brunch in Friendship Hall. Then we move to the Sanctuary for worship, Christmas music (including special music from harpist Marthellen Hoffman), and a talk about Christmas traditions around the world by Judy Thompson.

Special service projects include: Operation Christmas Child, the shoebox ministry sponsored by Samaritanâ&#x20AC;&#x2122;s Purse Dec. 14: Christmas caroling at Dogwood Village in Orange The Womenâ&#x20AC;&#x2122;s Guild is open to all women, regardless of church affiliation.

LOW Community

Once upon a time there was a nice village called Wonderland. Everyone was so nice and, trust me, you would want to be around them. But, in the deep, deep forest there was Frank, the ghost. Only no one called him Frank, they all called him Goofy the Ghost. They called him that because he was always doing pranks and he was quite scary.

One time, the princess Alice, the queenâ&#x20AC;&#x2122;s daughter, woke up and she thought she went blind. But then they discovered that it was just blind folds. You would think they would be used to him by now, but no!!!

One day Goofy got bored and thought everyone was his friend. So, he went to the diner and asked Joe, â&#x20AC;&#x153;Do you want to go to the driving range and hit a bucket of golf balls?â&#x20AC;? â&#x20AC;&#x153;No!â&#x20AC;? Joe screamed and ran away. Then everyone else at the diner stared and ran too. Uh thatâ&#x20AC;&#x2122;s odd, thought Goofy. Then he went to the cafĂŠ and saw Bob the Builder. â&#x20AC;&#x153;Hey, what house are you building?â&#x20AC;? he asked, hoping to start a conversation. He looked at him and ran downtown. There a girl bumped into him and said something like, â&#x20AC;&#x153;I have the ghost touchâ&#x20AC;?. At that point it was obvious no one liked Goofy. What have I done, he thought? They all went to CandyLand. What should I do, he wondered. Months later, and Iâ&#x20AC;&#x2122;m talking months later, Mayor Ruby Red got a message. The message said: Come one, come all, come see the amazing wonderland!

Then two weeks later, she got three messages. She thought, who would send me a message? Iâ&#x20AC;&#x2122;m the mayor of wonderland, and Iâ&#x20AC;&#x2122;ve got Goofy in it, she thought. Then she read the note. It said: Iâ&#x20AC;&#x2122;m the mayor of Monopoly, your amusement park is so much fun, wish I thought of it.

Then she read another message from Debra. It said: How did you think of it? I mean the circus reptile house and the free hot dogs, it is the best.

She wrote thanks without any idea of what they were talking about.

Then the last letter said: I know Iâ&#x20AC;&#x2122;m only in second grade, but you have the best gift shop in the amusement park.

Then the mayor finally said, â&#x20AC;&#x153;Thatâ&#x20AC;&#x2122;s itâ&#x20AC;?. Then they marched back and were amused by what they saw. But who did they see? â&#x20AC;&#x153;Goofy!â&#x20AC;? they all said, â&#x20AC;&#x153;why?â&#x20AC;?

He said, â&#x20AC;&#x153;Because no one was my friend.â&#x20AC;?

They all said, â&#x20AC;&#x153;Oh Goofy, we would love to be your friend, but no more pranks!â&#x20AC;?

He thought for a second and then he finally said, â&#x20AC;&#x153;OKâ&#x20AC;? and then they all lived happily ever after.

3.2 Report from Orange County Sheriff’s Office: None 3.3 Report from Allied-Universal Security Chief Scott Walker reported a relatively quiet September. Staff responded to 6 motor vehicle accidents, 10 animal complaints, 10 noise complaints, 4 vandalism incidents, 1 theft report and 1 incident of illegal dumping. Four arrests were made. There were 173 calls for service during the month and 93 traffic summonses issued.

Chief Walker reminded members that school is now in session and to adhere to the 50-foot parking rule at road intersection bus stops. Staff is looking at issues related to lake use before dawn and after dark. The small marina camera is now operational.

3.4 Report for LOW Volunteer Fire & Rescue, Inc.: None 3.5 Report from Orange County School Board Representative Jim Hopkins reported that as of September 13 all nine Orange County schools are accredited by the Virginia Department of Education. Of the 132 school divisions listed in the report, Orange County is only one of the 65 school divisions accredited. For 2017, Orange County had the highest on-time graduation rate at 94.4% when compared to nine other surrounding school districts, and the lowest drop-out rate at 3.1%.

3.7 Report from the General Manager A. August Financials In August LOWA collected $217,136 in current year lot assessments; for FY2017/18 we have collected $4,709,759, or 82% of lot assessments billed. The delinquency rate stands at 3.2% as of August 31. The Preliminary Unaudited Budget summary shows an unfavorable variance of $7,990 as of August 31, primarily due to unrecognized net expenses related to storm damage to the Clubhouse on April 6. But for that, the Association would be on budget through the first four months of the fiscal year. Management will be closely monitoring the areas of Clubhouse banquets, Fareways salaries and benefits, Equestrian camps and tenant fees, four key areas that have the potential to impact our financial position.

B. Lakes Management Plan Report: No report at this time. The semiannual report on the Plan will be presented at the October 18 Board meeting.

C. Other Business General consensus at the September 25 Golf Committee meeting was that member/guest play at the golf course has not been adversely affected since opening up the course to the public.

At the Equestrian Center, the covered ring has been completed and new metal siding and gutters are being installed on the lower barn.

Fareways will be hosting a Scaryoke event on October 27th. A Spooktacular 5k Run will be held at the Golf Course on October 28th.

3.8 Committee Reports Lakes Committee Chair William Lukaczyk reported the Committee is in the process of developing a multi-part educational video series to improve lake safety through education rather than adopt additional regulations. They are also studying issues related to night-time minimum boat speed, linking rented boat slip numbers to boat decal numbers, and requiring boat operators to carry proof of successful completion of the boat test. The Committee continues to be involved in progress on the 14th Fairway forebay project. Future capital projects being proposed include underwater Remote Operated Vehicles, Radio Frequency ID system for boats and trailers, and a high temperature boat decontamination station.

Happy Tails Dog Park Update Rich Kunka provided the Board with a summary of progress made this past year toward establishing a dog park on the Life Estate property and organizing the Happy Tails Dog Club. The Club has 83 members so far.

Rules for the park, revenue sources and several other matters still need to be worked out as progress continues.

4. MEMBER COMMENTS ON BUSINESS AGENDA Members commented on prioritizing board goals, allowing members to submit maintenance requests, and ways to reduce costs related to the CARC. 5. UNFINISHED BUSINESS 5.1 Consideration of Adopting Budget Guidelines for FY2018-2019. (D17- 95) Motion by Cumming that the Board adopt the Budget Guidelines for FY2018/19.

5.2 Consideration of Final Clubhouse Area Recreation Complex (CARC) Design Features. (D-17-96) Motion by Wilks, passed unanimously, that the Board restore the 1000 square foot multi-purpose room in the proposed Fitness Center to be competitively bid with the CARC project, which annuls the motion passed by the Board on September 13, 2017 eliminating the exercise room.

6.5A Discussion of Campground Electrical Seasonal Closing and Campground Rules.

Neighbors living close to the Campgrounds have complained to the Board and management about people living in the RVs in the Campground C area over the winter months, although Regulation VII.A.1 and A.4 state the Campgrounds are closed from December 1 through February 28/29.

The Board directed the General Manager to shut off electrical and water utilities for the prohibited months, and notify annual campers by October 10 of the action to be taken. Campground C will be for storage only during the winter months.

4. PRESENTATIONS 4.1 Lakes Management Implementation Plan Semi-annual Report Environmental Resources Manager Bobby Jones presented his report covering the status of structural projects, dredging, ditch reconstruction, water quality and aquatic plant management. Of ongoing concern is that both lakes consistently score poorer than EPA water quality standards for total nitrogen and total phosphorus. Consideration is being given to additional sediment and nutrient removal projects and public education on restricted use of nutrient fertilizers.

Board members offered suggestions on ways to regularly distributed educational material to residents on good lake management practices.

4.2 Clubhouse Point of Sale: Order and Pay at the Table Capability Director of Finance Roy Mayberry gave the Board an update on progress being made on adopting Point of Sale ordering and pay-at-the-table technology at the Clubhouse and Fareways.

IT Coordinator Patrick O’Loughlin shared a pilot screen on a sample tablet with Board members.

Progress on the project is about 95% complete for use at the Clubhouse, and 70-75% complete for adoption at Fareways. Target launch date is anticipated by Thanksgiving.

5. MEMBER COMMENTS ON BUSINESS AGENDA The Chair and Vice Chair of the Finance Committee commented on changes and revisions to the Procurement Policy. Another member commented on the depth specifications for the Clubhouse pool.

7.2 Discussion of Replacement Reserve Study Report for FY-2018.

The Replacement Reserve Report calls for a significant increase over the currently scheduled annual contribution to reserves. Management has recommended the Board have a preliminary discussion today in preparation for a Special Board meeting scheduled for October 23 at which the Board will have an opportunity to make any adjustments to the replacement schedule prior to going into the budget season. Management offered a list of suggested items the Board may want to consider delaying in order to mitigate any considerable jump in contributions to reserves for 2018. Facilities Director Jessica Graves provided detailed information on the Lakeview Parkway condition report from RDM International.

The Directors will continue to study the list of projects for potential deferment and cost savings prior to their October 23 Special meeting, and prepare for final adoption of the Replacement Reserve Report on November 4, 2017.

7.3 Discussion of Five-year Capital Plan.

Assistant General Manager Chester Guzek presented the Board with the priority list of New Asset & Improvement Projects in the 5-year Capital Plan prepared by the Planning Committee. The Board may ask the Finance Committee to report on project financing options as the Board and management work to finalize the Capital Plan prior to adopting the FY201819 budget.

Management requests Board members continue to review the plan to prepare for further discussion on November 4 prior to final acceptance at their November 15, 2017 meeting.

7.4 Discussion of Procurement Policy The Procurement Policy is in need of updating to reflect amendments to the Bylaws and to add refinements to current practices. Management provided the Board with a markup draft of proposed amendments to LOWA’s Procurement Policy as a basis for initial discussion. The amendments include many from the Finance Committee.

The General Manager will meet with Board members and Finance Committee to get their input and discuss changes. It is anticipated the revised Policy can be finalized in the next couple of months.

8. MEMBER GENERAL COMMENTS Two members commented on the need to include line-item bids and unit pricing for options in the RFP for the Clubhouse pool and Recreation center project.

Maybe you have seen the outdoor courts near the compactor or the indoor court in Marion Pronk Hall at the Community Center with many people playing at all hours of the day and it has piqued your interest. Could it be that you are already a part of the ever-increasing number of pickleball addicts? As any pickleball player will attest, once you’ve tried it, you’re hooked!

Pickleball is a fun and exciting sport that combines elements of badminton, tennis and ping-pong. It is played on a court the size of a badminton court (1/3 the size of a tennis court), with a low net similar to tennis and with what looks like an oversized ping-pong paddle and whiffle ball.

Pickleball is the fastest growing sport in the United States. Due to high demand in many areas, cities are reconfiguring tennis courts into pickleball courts. Here at Lake of the Woods, due to increasing numbers (over 100 players), our HOA decided to convert two tennis courts at Hollyfield Park into six pickleball courts. These courts will be state of the art courts with lights (already there) for night play. These courts should be operational sometime in late November.

Pickleball is not just growing here; it is expanding around the world. This paddle sport is picking up speed for a number of reasons. It is known for its ease of learning and appeal to all ages. Anyone can play this sport! Whether you are looking for a fun game, healthy exercise or intense competition, pickleball has the ability to fulfill all of these desires. Pickleball players are known for their strong communal focus. Very little equipment is needed to play the game. How many more reasons do you need?

I really enjoy Autumn– it’s my favorite time of year, especially the upcoming holidays. Here are some thoughts, and reasonably priced wine recommendations, crossing a wide spectrum of tastes. Hopefully, they will make your holidays pleasurable, and a little different.

For Thanksgiving and Christmas, when the bill of fare usually includes roast turkey, baked/roasted ham, or even goose (at our house), try these wines: Buttery Chardonnay – Butterfield ($10). Flavors of crisp apple, buttery, and mellow oak.

Riesling – Rockview, Columbia Valley, Washington State, Off-dry (slightly sweet) ($9). Aromatic, subtle flavors of honeysuckle, apricot, and lime.

Gewürztraminer – B Lovely, Washington State ($12.50). Fresh, with tropical fruit and honeysuckle flavors. Very clean taste.

Albarińo – Val Do Sosego, Rias Baixas, Galicia, Spain ($15). Flavors of peach, mineral with citrus aromas and flavors. Great acidity, yet not too bold.

Viognier – Oak Grove Reserve, California ($9). Rich and creamy, floral aromas, and lovely flavors of honey, melon, and subtle citrus.

Beaujolais Cru (the wine labels DO NOT include the word “Beaujolais) – Yes, a red from southern Burgundy, France ($12). Light, yet fruity, lovely red berry, dark cherry, and red cassis aromas and flavors. Beaujolais are not heavy with tannins. Fleurie (pronounced Flehr ee) and Moulin-á-Vent (pronounced moo lahn ah vahn) are rich in flavor. They are also some of the most expensive – about $20 a bottle.

Domaine Autrand Mosaique Vinsobres, Cȏtes du Rhone, France ($17). A lighter Rhone red, with loads of black cherry and dark plum fruit. Fresh, yet elegant, with a hint of pepper.

Bonari, Appassimento Salento, Bardolino, Apuglia, Italy ($15). Robust with abundant ripe red fruit, spice and light tobacco flavors.

Serving dessert? Try one of these: Pedro Ximenez, Alvear Pedro Ximenez de Anada Sherry, Spain ($25).

Smooth nutty flavors with hints of spice. Very creamy – serve in small glasses with pumpkin, sweet potato, or pecan pie, even fruit cake.

The Robert Wood Johnson Foundation, in conjunction with the University of Wisconsin, produces the County Health Rankings and Roadmaps for counties in the 50 states. I found the 2017 results for Orange County to be interesting. Of the 133 counties and cities in Virginia, Orange County ranks 53rd overall in terms of length and quality of life. Length of life is measured by the potential years of lost life before age 75. This is where Orange County does the worst, with about a third more lost years than the state average. Quality of life is broken down into four major areas: health behaviors, clinical care, physical environment and social/economic. Each of these areas has specific factors which are evaluated. Some of the more interesting factors include selfevaluation of health, adult smoking, uninsured, food insecurity, employment, and many more. Orange County is substantially better that state average in HIV prevalence, sexually-transmitted infections, preventable hospital stays, black/white residential segregation and violent crime. In violent crime, we are less than half the state average. In the following areas, Orange County does not do as well as the state average: injury deaths, motor vehicle deaths, drug overdose deaths and long commutes alone. Another factor which is way below the state average is the number of different types of health care providers. This is not surprising, since other than primary care physicians, most health care is provided in hospitals or facilities outside the county. The weaknesses identified in this ranking are already well known to county and social service officials and to the extent possible are being addressed.

Several months ago, I discussed the water and sewer rate increases for Rapidan Service Authority. Recently Draper Aden Associates, an engineering firm, provided the Annual Virginia Water and Wastewater Rate Report for 2016. I thought it might be of interest to see how RSA’s rates compare with others in the state. In the past, rates were compared at a residential usage of 5,000 gallons per month. Because residential usage has decreased throughout the state, rates are now also being compared at 4,000 gallons per month. Below are the water and sewer bill comparisons for the 4.000 gallon monthly usage at the eastern end of Orange County. Because of required upgrades to the LOW vacuum sewage collection system, LOW customers pay an additional $7 per month for sewer service.

Two-thirds of the systems have now made this shift. The recent RSA rate increase was initiated specifically to make this shift by implementing a capital improvement program.

Once a year, the Orange County Supervisors meet at Lake of the Woods. This year, the meeting will be at 6 PM Nov. 8 at the Clubhouse. I encourage people to attend this meeting to see some of the functioning of your local government.
