Be Prepared for Winter Storms As we approach the winter storm season, you may wish to consider the preparations needed to ensure a safe and reliable winter for your family.

In the event of inclement weather, for the safety and well-being of our staff and members, the GM reserves the right to close LOWA offices and facilities.

Barring extreme situations such as power outages that limit communications, then closures will be announced through three key media outlets:  Constant Contact (to sign up visit www.lowa.org/emails)  The LOWA Facebook Page (www.facebook.com/ LOWAssociation)  LOWA.org on the homepage newsfeed Orange County’s new Rave Alert emergency notification system is a free service the county provides to keep residents and travelers informed of potentially hazardous situations, including weather, major traffic events, and other public safety-related issues. Before encountering snowstorms and extreme cold this winter, consider following FEMA recommendations to:  Make a Family Communications Plan (https://www.ready.gov/make-a-plan) to know how to contact one another, and get back together in case of emergency.  Make an Emergency Kit (http://www.ready.gov/kit) for at least three days of self-sufficiency.

During Snowstorms and Extreme Cold, FEMA recommends the following:  Drive only if absolutely necessary. If you must drive, travel in daytime, don’t travel alone, and keep others informed of your schedule and route.  Walk carefully on snowy, icy walkways  Avoid overexertion when shoveling snow. Take breaks, push the snow instead of lifting it, and lift lighter loads.  Keep dry.  If going outside, wear several layers of loose-fitting, lightweight, warm clothing, rather than one heavy layer.  Wear mittens, which are warmer than gloves  Wear a hat and cover your mouth with a scarf to reduce heat loss.

LOW Fire & Rescue Santa Visit

Santa will be visiting our neighborhood atop Engine 29 from the LOW Volunteer Fire and Rescue Company on Dec. 15, 16 and 17. Since this is a large vehicle to maneuver, Santa will be staying on the main roads, no cul-de- sacs. A brush truck will lead the procession one block ahead. This will allow residents to safely make it to their door to see Santa. Additionally, you may follow Santa each night that he is in Locust Grove on the GPS located on the LOW Fire and Rescue webpage, lowfr29.com/ This schedule is tentative and may change, based on weather or calls for service;  Friday, Dec. 15, starting about 5 PM, the procession will be from the Front Gate to Confederate Drive on the marina side of the Lake; then to the Sheetz, Food Lion and Walmart parking lots.  Saturday, Dec. 16, starting about 5 PM from Confederate Circle to the Front Gate on the golf course side; then to the Sheetz, Food Lion and Walmart parking lots.  Sunday, Dec. 17, one trip around Lakeview Pkwy, then to Rapidan Drive, Wilderness Shores and Somerset subdivisions, then to the Sheetz, Food Lion and Walmart parking lots.

Each night Santa will make at least one trip around Lakeview Pkwy, whether it’s early in the trip or late in the evening.

President’s Letter “If a team is to reach its potential, each individual must be willing to subordinate his personal goals to the good of the team.” (Bud Wilkinson) “Alone we can do so little, together we can do so much.”

(Helen Keller) The social media commentators have struck again. Using fake news and incomplete information, they have taken the Chicken Little, “The sky is falling, the sky is falling” approach. Truth is, many community committees, including Planning, Pools, Clubhouse, and Community and Youth have voted in favor of the CARC project. At this point, the cost numbers on the CARC project are still preliminary. Also, CARC assessment payments may be spread over a seven year period. Annual assessment costs will vary with each individual’s choice, with the highest number being only for those who select a one-time payment.

On Nov. 17, the General Manager transmitted the Lake of the Woods proposed budget for FY 2018-2019 to the Board of Directors. The proposal was a balanced budget, representing $14,516,396 in total authorized spending. This proposal allows the Association to effectively carry out its obligations to maintain the common areas, lakes and dams; operate amenities; enforce Association covenants and regulations; and provide adequate gate access and common area security.

The budget was built after reviewing actual revenues and expenditures from three previous years; reviewing stated Board of Director goals; considering Board budget guidelines; contacting utility providers; consulting operating center managers; reviewing vendor pricing; and considering the local economy. The proposed budget carries forward the Board’s vision: A welcoming, diverse, residential, gated community of single-family homes and recreational amenities that supports the evolving needs of members and their families now and in the future.

On Dec. 5, 6, and 7, 2017, a three day review of the proposed budget was conducted by the Joint Finance-Planning Committee. Staff is reviewing those three days and making appropriate revisions where applicable. Final approval of the Budget is set for the Board Meeting on Feb. 21, 2018.

Thanks to all who have brought us to this stage of the yearly budget process: the General Manager and his staff, the operating center managers and their staffs, the Finance and Planning Committee members and to any others that have been involved. They have all done a marvelous job in this important effort that affects each and every one of us.

On a brighter note, I highlight the following holiday activities which have, or are going to have, occurred:  The seventh annual Christkindlmarkt was held in the Community Center on Saturday, Dec. 2. A good crowd was in attendance and had a large selection of wares from local crafters and artisans to choose from for their Christmas shopping.  A Christmas tree lighting event was held near the Clubhouse on Dec. 2.

Members engaged in caroling and eating cookies and drinking cocoa prior to the lighting of the tree. This event was inaugurated by the 50th Anniversary Committee under the leadership of Jon and Bren Anderson.  Sunday, Dec. 3, saw the annual Member Holiday Party held in the Clubhouse. The event is hosted by the LOWA Board of Directors and the Clubhouse Committee. With so many members in attendance, it provided a great opportunity to visit with members and to wish everyone Happy Holidays.  Members should be aware of the opportunity to have dinner with Santa on Dec. 10, in the Clubhouse from 5:30 PM until 8:30 PM. Call the Clubhouse for reservations.  Santa will also be visiting the Community Center on Dec. 16, from 2 PM until 5 PM. Call the Community Center for reservations.  And Santa will be visiting the Lake on an LOW fire truck. Watch for him on the nights of Dec. 15, 16 and 17.

I would be remiss if I did not thank the Garden Club Decorations Committee, under the guidance of Nancy King, for the outstanding holiday decorations at both the Clubhouse and Fareways. You should stop by and see the work they have done, because it is excellent. I personally really liked the tea cup tree in the ballroom of the Clubhouse.

In closing, as this is the last Lake Currents issue until the New Year, I wish you all a Merry Christmas and a Happy New Year.

On Nov. 29, LOWA’s nine-year saga with the property at 3409 Germanna Highway came closer to an end when the LOWA Board of Directors voted to sell the property to the highest bidder at a live auction. The Board determined the property, located outside of the community, was no longer needed for Association purposes.

When this real estate deal goes to closing and the deed is recorded, LOWA will have “net to the seller” amount of $137,000. These proceeds from the sale of an asset are useful and timely to apply to LOWA’s capital asset needs. I will recommend the Board direct the funds to the Repair and Replacement Reserve, to be earmarked for the Clubhouse Area Recreation Complex Project. The $137,000 amount translates to $32 per lot savings on any assessment related to the CARC Project.

In 2008, the LOWA Board at that time was faced with tough choices regarding the future of the Veterans Dam. Pending new Commonwealth of Virginia dam modification requirements led the Board to purchase the property at 3409 Germanna Highway, which was located in the dam’s flood inundation zone, to prevent having to spend millions on modifying our dam. Ultimately another, non-construction, solution was reached with state regulators. LOWA has operated the dam under a state permit ever since. Since then, LOWA has used the Germanna Highway property to generate rental income, but we have also been obligated to repair and maintain the house.

The Board and Finance and Planning Committees are busy this week reviewing the General Manager’s draft budget for the new fiscal year that begins May 1, 2018. The CARC Project will figure prominently in the budget, and I encourage members to read more about it. A copy of the 2018-19 Draft budget is available for member review on our website at www.LOWA.org/ FY1819. You will need to log in as a member in order to view the content.

The Board asked the General Manager to include the estimated cost of the Clubhouse Area Recreation Complex (CARC) in the upcoming budget.

We ask that you please read the General Manager’s Budget Transmittal Letter to better understand the breakdown of the assessment, which in brief, is as follows: Operations, Maintenance and Capital Replacement Portion - $1,398 CARC Portion - $1,175 Total Assessment - $2,573 Payment options are available to members for the CARC portion, including the option of paying approximately $200/year over a period of seven years. The total cost could be less, depending on the final actual cost of the project.

The CARC costs can be reduced by use of funds from other sources: 1. The Board voted to earmark $301,865 for the CARC Project in the Repair & Replacement Reserve.

2. Proceeds from the sale of LOWA-owned property no longer needed for Association purposes, which could provide at least $100,000, will help lower the amount borrowed.

3. LOWA is able to receive monetary gifts to apply to the project. Gifts given through a charitable organization like Friends of Lake of the Woods are tax deductible.

Maintenance Response to Winter Storms: Snow Removal Policies and Procedures

the previous shift’s work. This takes place at the Maintenance Department.

During this change-over time, there is no need to call and report that trucks are not on the road. The Maintenance Department requests that residents stay off the roads during a weather emergency and please refrain from “joy riding” in four-wheel drive vehicles.

The snow removal crew follows an established set of priorities for plowing, salting and sanding. They are as follows: 1. Entrance and exit at main gate.

2. Fire and Rescue entrances.

3. Lakeview Parkway, rear entrance and Equestrian Center.

4. Secondary (feeder) roads, with emphasis on hills, curves, and intersections. During periods of heavy accumulations of snow, these roads may be kept plowed to a one lane width.

5. Except for an emergency, all other roads, cul-de-sacs, and dead-ends will be plowed when the accumulation of snow terminates. Removal will then be done systematically, section by section, until all roads are open.

6. Mailbox stations and trash compactor site.

7. Parking lots. (Parking lots for Association offices and facilities will be cleared prior to opening for business.)

All streets will be cleared at least one plow width during the storm. Cul-desacs will be plowed in and out, but no cleaning until the storm is over. Deadend streets are not plowed during the hours of darkness unless an emergency exists. This is due to the hazard of backing the plows down the road with multiple driveways at the end; leaving the driver with no place to push the snow.

Once the storm is over, the efforts shift to widening the plowed roads, mail stations, intersections, cul-de-sacs, dead-ends, and Clubhouse entrance.

During last season’s storms, temperatures were well below freezing. At these temperatures, salt does not melt the snow. Except in a few places, our department chose not to use salt on the roads due to temperature impact. Also, we wanted to use salt only when absolutely necessary to protect the environment within LOW. The less salt applied, the less damaging runoff into the lakes.

Member Responsibilities: Consider waiting to shovel your driveway until the storm is over. There is no way to plow the roads without pushing the snow and ice into members’ driveways.

When shoveling your driveway, push the snow at the street edge to the right side of your driveway when facing the street. This will insure minimal throwback from the plow onto the driveway. During the previous year’s snowfall, removal efforts were hindered by a group of four-wheelers out on the roads within LOW. Please stay off the roads except for emergencies. Also, please remember not to park your vehicles on the side of the road. Do not park close to the edge of the road. Parking behind the culvert pipe in your driveway is a good rule of thumb.

LOWA is not responsible for reporting or repairing power, telephone, cable, or water/sewer outages. Members will need to contact the appropriate utility company for help with these issues. The LOWA Maintenance Department wants all members to understand the procedures the crews use to respond to winter storms in an efficient and effective manner. We have already stockpiled salt and readied trucks and equipment. The snow plowing priority list may be of interest to members.

LOWA’s Program of Work: The objective of the snow and ice removal effort is to provide reasonably clear road conditions before, during, and after a winter storm. Above all, motorists should drive responsibly, and understand that LOWA personnel are working around-the-clock to improve road conditions. The Maintenance Department uses four trucks at night and six trucks during the day shift. The Director of Facilities places staff on a “12 on 12 off” schedule even before the storm arrives and becomes severe. These shifts are 7 AM-7 PM (day crew) and 7 PM-7 AM (night crew). The shift changeover takes about an hour for refueling, equipment checks and briefing the new crew on the status of

On Dec. 13, the Board of Directors will consider a change in Environmental Control Committee fees pertaining to improvements on private lots, including the New Construction and Renovation (NCR) Fee. LOWA is publishing the following table for member comments. Members are invited to submit comments by Monday, Dec. 11. You may write the Board at board@LOWA. org. If enacted, the proposed new rates would take effect on Jan. 1, 2018.

We are one of 351,000 homeowner associations (HOAs) in the United States, up from 10,000 in 1970. In 1967, a gated community with a golf course, not to mention two lakes, was the ultimate homeowner’s paradise. How do we know this? As Board members of our HOA, we are also members of an organization called the Community Associations Institute (CAI) serving HOAs across the nation.

CAI’s website provides resources and data for HOA Boards and Management.

CAI also publishes a bimonthly periodical called Common Ground.

Common Ground provides information on how HOAs are evolving to meet member needs, and we would like to share information from a couple of these articles with you. Our association fits into what is called, “the old gates-and-golf model”, according to the article, What’s In, What’s Out. The article, printed in the 2015 March/April edition of Common Ground, notes that a 2013 home builders association survey of homebuyers found that only 3 percent of all respondents said buying a home in a golf course community was essential. We learn from another article that golf courses are expensive, so newer associations use nearby courses or lease golf courses instead.

What’s in and out? Of a list of 25 amenities, the top three amenities buyers chose were walking, jogging and biking paths, parks, and outdoor swimming pools. HOAs are also investing in amenities that require low capital investment, such as pickleball courts and dog parks.

The November/December 2017 edition of Common Ground features an article titled Youth Movement. The article focuses on millennials, the biggest generational group in the housing market. “For the past four years, buyers 36 years and younger have made up the largest share of homebuyers at 34 percent,” according to the National Association of Realtors. The article goes on to say, “A study from the Urban Land Institute found that 70 percent of millennials expect to be homeowners by 2020.” The article advises board members and managers to begin preparing for this new group of home buyers.

A third of millennial-aged Americans buying their first homes wanted space for their dogs. Dogs “influenced their decision to buy,” according to a recent Harris Poll, “topping marriage by 25 percent and the expected birth of a child by 19 percent.” Since many millennials have children, or plan to have children, they also want amenities that appeal to families with children.

The July/August 2017 article, Home is Where the Amenities Are, notes that, “Homebuyers are demanding opportunities to live in places where health, fitness, recreation, and cultural opportunities are at their fingertips, and developers are responding.”

One of the challenges facing our Board is maintaining our original amenities while replacing and upgrading our aging infrastructure. If golf has declined over the years, we must find ways to increase golf revenue. If the focus is on fitness, it is in our best interest to provide fitness opportunities at as reasonable a cost as possible. If multipurpose, multigenerational pools are in, we can take advantage of the cost savings of making two replacement/ repairs at once to our aging, 50-year-old infrastructure.

It is in our best interest for LOWA to evolve to protect the Association’s property values. Businesses that do not evolve in a changing business environment risk going into a decline which can be difficult to reverse. We cannot afford to take that risk.

Members of the Garden Club (81 strong!) participate in the annual Christmas decorating of the Clubhouse.

AARP members and guests will celebrate an eventful 2017 while sharing a potluck luncheon. The year has been a busy and productive one, with interesting, informative and even fun programs. It has been a serviceoriented year, including working with the food pantry and donating to many charitable organizations. At the luncheon, we will also welcome our new slate of officers and have full reports on the 2017 activities and excursions.

The real fun of the event occurs at the luncheon tables. Members are requested to bring a dish to share. If you have a favorite potluck dish, bring it.

On Saturday, Nov. 25, a field of 66 individuals participated in the Seventh Annual Lake of the Woods Turkey Trot. The course for the Thanksgiving holiday event covered just under two and one half miles on the LOWA golf course front nine. Many participants donated non-perishable goods to be delivered to the Wilderness Food Pantry. The first 50 individuals who registered for the Turkey Trot received a free LOWA pilsner glass.

After completing the Turkey Trot, the “Trotters” were offered a 20 percent breakfast discount in the Fareways Café.

These autumn days for the children at Alice C. Tyler Village have been successfully packed with wonderful events, thanks to the generosity of LOW and Fawn Lake communities.

Who’s Awake at Night, scheduled by Special Events Co-Chairs Karen Kovarik and Marion Rood. The audience was thrilled to see cute and cuddly opossum babies.

The VA Wildlife Sanctuary showed a wounded barn owl, which will remain a permanent resident after it heals. Also cute, from a distance in broad daylight, was the wide-awake raccoon.

Upcoming events include Christmas gift wrapping, Wednesday, Dec. 20, in the barn training room at 9 AM. Please bring your scissors and tape. The Christmas spirit is found here each and every year. This is a reminder for the delivery elves to meet with Chief Elf Wade on Christmas Eve at 8:30 PM in the barn training room.

For those unfamiliar with the area, Childhelp’s ACT Village, in Lignum, five miles west of Lake of the Woods, is a residential treatment facility for court-referred, severely neglected and abused children. It is a safe place to call home for approximately 60 children, with a staff of 250 dedicated employees providing therapy, love, education, medical attention and guidance, all important to the healing process.

Through the support of the LOW Lions Club’s Teacher Innovative Grants program, Orange County educators are able to conduct projects for their students that otherwise wouldn’t happen.

Awards were made in the competitive program for teachers at the LOW Lions meeting last month by Renee Honaker, coordinator of Secondary Education for Orange County Public Schools.

The award winners were selected by the Lions committee made up of Madeline Salustri, chair, Carol Curry, Jane Gullickson, Su Bielmeier, and Gordon Rowe, all former educators.

Judges Choice Grants were awarded to Kristen Boudreau, Prospect Heights Middle School (project: read about science), Rhonda Persinger and Rose Devaney, Locust Grove Elementary (environmental club), Anna Burkett and Andrew Dhal, Orange County High School (raspberry probes and trout), and Sharon Mohrmann, Orange Elementary (Peter Rabbit in the garden).

Grade school cluster grants were awarded to Cheri Norris, Locust Grove Elementary (early childhood connection program), Melina Downs, Locust Grove Elementary (economics where’s my wallet), Bridget Morris, Orange Elementary (Montpelier and you), Caroline DeMarkis, Locust Grove Elementary (equine therapy), Joshua Nicholson, Locust Grove Middle School (weather balloon), Susan Midland, Locust Grove Middle School (computer printers), Jennifer Connelly, Prospect Heights Middle School (exploring local history), Jessica Rave, Locust Grove Middle School (quality reading for gifted students), Kim Lytle, Orange County High School (animation software), Melissa Clore-Taylor, Orange County High School (adaptation artistry).

LOW Lions provided funding for the teacher projects.

This is another example of how the Lions Club has served our community for the past 35 years.

LOWLINC will kick off its 2018 Speaker Series Jan. 9 with a presentation by Attorney Katherine Charapich who will give a 90-minute discussion of medical power of attorney and advance medical directives. Even though most of us have these documents, itâ&#x20AC;&#x2122;s prudent to have a periodic review of exactly what they cover and what they empower us to do. Our speaker will review the various elements of each document, how they differ and when they come into play. Lioness Amore Dinner Dance

Lake Currents December 8, 2017

The Lake of the Woods Lioness Club is planning Amore, a festive dinner dance, Feb. 17, 2018 at the Clubhouse. Cocktail hour will begin at 6 PM, followed by a sit-down dinner at 7 PM. Dinner will feature a choice of three entrees, including flank steak with mushroom gravy, salmon with lemon-dill sauce, or eggplant parmesan, plus a special chocolate/strawberry dessert. The Reunion Band will play from 8 to 11 PM for dancing and listening enjoyment.

There will be a silent auction and a 50/50 raffle to raise money for the Lioness Benevolence Fund, which supports local causes including the Wilderness Food Pantry, Orange County Animal Shelter, Orange County Free Health Clinic, Piedmont Dental Clinic, LOW Fire and Rescue, SAFE House, and scholarships to local students, as well as the Lions Hearing Foundation, Sight Foundation, Lions of Virginia Foundation Disaster Relief, and others.

6.3 Consideration of Accepting the Mid-year Status Report on Capital Projects. (D-17-120) Facilities Director Jessica Graves provided the Board with some highlights from the report.

In FY2016-17, LOWA had 82 capital projects in the capital spending plan, including carry-overs from previous years. Of those, 43 are complete, 30 are in progress and 9 are on hold. The total amount budgeted for completed projects was $2,037,245. Of these, projects that came in over budget totaled $60,089, while projects that came in under budget totaled $71,333, for an overall favorable difference of $11,244 under budget.

Motion by Wilks, passed unanimously, that the Board accept the Mid-year Status Report on Capital Projects dated November 7, 2017.

6.4 Discussion of Fitness Center Interim Operations Location.

The General Manager led the Board in a discussion and initial review of four options for relocating the Fitness Center during the 10 months of 2018-19 that the Clubhouse area is undergoing construction for a new pool and Fitness Center. The list of options was researched and prepared by Activities Director Sylvia Zelinsky. The Board agreed with management’s recommendation that moving the Fitness Center to the entire lower level of the Clubhouse would be the best location at nominal cost. Management will work with the groups and Committees who regularly use the lower level Clubhouse space to make arrangements for temporary meeting space while the new Fitness Center is undergoing construction.

6.5 Discussion of Clubhouse Deck Project Bid Alternate Options and Tree Removal. (D-17-121) General Manager Phil Rodenberg and Assistant General Manager Chester Guzek provided the Board with background information on the project, which included consideration of bid options for expansion of the deck, ADA access ramp, removal of the trees, fire pits and new furniture.

Motion by Cumming, passed unanimously, that the Board authorize the removal of the trees and constructing the deck replacement. The expanded east and westside decks, addition of firepits, furniture and ADA chair lift should be bid as alternates.

7. Member General Comments Two Clubhouse Committee members spoke in support of the Board’s decision to proceed with the Clubhouse deck renovation and expansion project.

8. Director Comments President Morlan thanked Director Cumming for planning and hosting the Committee Chair Orientation program this year. Director Johnson reminded members that the Board is very conscientious when it comes to keeping project costs down. Director Cumming encouraged more members to participate in the Treats on the Point event; there were 450 children at the event at Clubhouse point this year and more community participation is needed.

The Clubhouse is now able to offer patrons the convenience of ordering at the table using new Point-of-Sale tablets. Management hopes to be able to offer customers the ability to pay at the table in the next 4-6 weeks once we change vendors.

The new Tennis/Pickleball courts at Hollyfield park are under construction.

Rennolds Tennis Court Construction company expects to have the project completed by December 15.

Deteriorated concrete sections of the Main Marina boat ramp were replaced with a fresh concrete pour and a sidewalk ramp added for wheeled access to the boat slip docks. Additional stabilization and safety features on the boat ramp slope, such as metal railings, are being studied for possible inclusion in the 2018 Capital Spending Plan if it is deemed advisable.

3.3 Committee Liaison Reports Director Johnson reported that the Youth Activities Committee has elected a new President. Plans are to increase community involvement with their events. A flag football game is scheduled for December 2 from 2:00-4:00 p.m.

3.4 Committee Reports Fitness Committee Chair Donna Price reported that for the period September through November the Committee continued to publish their monthly newsletter “Fitness For You” and submit articles for Lake Currents.

They also monitored the condition of our walking trails and provided trail maps to future buyers at the Real Estate Open House. Goals are to continue to work with the Board and management on the CARC project and hold an Open House at the Fitness Center to attract new users.

4. Member Comments on Business Agenda Golf Committee Chair Earl Porter spoke in favor of the Board continuing the non-member access and play program at Fareways and the Golf course.

5. UNFINISHED BUSINESS 5.1 Consideration of Adopting the FY-2018-22 Five-year Capital Plan for Planning Purposes.

(D-17-116) Motion by Clawson, passed unanimously, that the Board adopt the FY2018-22 Five-year Capital Plan for planning purposes.

5.2 Discussion on Amending the Procurement Policy. (Resolution 2017-22) President Morlan said the Board needed more time to collect relevant documents, information, obtain legal advice and review all materials prior to considering amendments to the Procurement Policy. He expected the Board to be ready to discuss this at their December 13th meeting.

5.3 Consideration of Sending to the Rules Committee the Revised Proposed Amendments to Regulation XV: Environmental Control and Construction Procedures, Regarding Fire Pits. (D-17-117) Motion by Wilks, passed unanimously, that the Board send to the Rules Committee the revised proposed amendments to Regulation XVI: Environmental Control and Construction Procedures, regarding fire pits.

6. NEW BUSINESS 6.1 Consideration of Authorizing Non-member Play and Access to Lake of the Woods Golf Course and Fareways Café. (D-17-118) Motion by Hoh, passed unanimously, that the Board affirm and approve continuing the fees, conditions and limitations in the current Administrative Resolution 2019-7 and Administrative Resolution 2016-9 for non-member golfing patrons for 2018.

6.2 Consideration of Transferring New Construction and Renovation Reserve (NCR) Funds into the Repair and Replacement Reserve (R&R), New Asset and Improvement Reserve (NAI), and Contingency Reserve. Saturday, Dec. 9 (7:30 PM) Second Chorus (Paramount, 1940) In this jazzy musical comedy, Fred Astaire stars with Burgess Meredith as Danny O’Neill and Hank Taylor, a pair of friendly-enemy musicians whose careers have dead-ended after spending seven years in a college band. They sweet-talk pretty Ellen Miller (Paulette Goddard) into being their manager to help them get an audition with Big Band leader Artie Shaw, all the while competing for her affections. Among the highlights are Astaire and Goddard’s dance to (I Ain’t Hep to That Step but I’ll) Dig It.’ Choreographer and frequent Fred Astaire collaborator Hermes Pan was on board to work out the dance numbers, and also has a small role as a clarinetist in the film. Second Chorus received Oscar nominations for Best Music Score for Artie Shaw and for Best Original Song for Love of My Life, lyrics by Johnny Mercer and music by Artie Shaw.

Saturday, Dec. 9 (2 PM) Double Feature: 1930s Westerns Forlorn River (Paramount, 1937) Based on the book by Zane Grey, Forlorn River stars Larry “Buster” Crabbe as a young cowboy named Nevada who takes a job on a ranch rounding up horses. He runs afoul of a former bank robber, posing as a powerful cattleman, who frames Nevada as a horse thief. Crabbe, a two-time Olympic swimmer before breaking into acting, is best known for playing Tarzan, Flash Gordon and Buck Rogers in serials and features. After his first two books were adapted to the screen, Grey formed his own motion picture company, which he later sold to Paramount Pictures. Between 1911 and 1996, 112 films were adapted from the novels and stories of Zane Grey.

The Painted Desert (RKO-Pathe, 1931) Clark Gable made his talking film debut in a supporting role in this Western about conflict and romance between the adopted son and daughter of two long-feuding Westerners. William Boyd (in his pre-Hopalong Cassidy days) and Helen Twelvetrees are the stars, as is the superior cinematography of the Arizona desert by Edward Snyder. Gable’s notable performance as an unrepentant former criminal opened the door for him to become “The King of Hollywood” during the 1930s.

Thursday, Dec. 14 (7:30 PM) Double Feature: 1930s Leading Ladies – Ginger Rogers and Claudette Colbert The Thirteenth Guest (Monogram, 1932) Ginger Rogers stars as Marie Morgan, one of the guests who are reassembled from dinner party that took place 13 years earlier - at which the host fell dead - in order to solve the mystery of an unnamed 13th guest to whom the deceased bequeathed his estate. This comedy/mystery chiller, directed by Albert Ray, also stars Lyle Talbot and J. Farrell MacDonald. Although Rogers had made more than a dozen films prior to this one, she was still a year away from her breakthrough role in Flying Down to Rio with Fred Astaire.

I Cover the Waterfront (United Artists, 1933) In this frank Pre-code drama, San Diego newspaper reporter H. Joseph Miller (Ben Lyon) investigates fisherman Eli Kirk (Ernest Torrence in his final screen appearance), certain that he is smuggling illegal Chinese immigrants into the country. Miller romances Kirk’s free-spirited daughter Julie (Claudette Colbert) while trying to find proof of the crime. Born in France, Colbert became a Broadway star before breaking into films with the advent of talking pictures. By 1933, she had already appeared in 20 films and would win an Oscar the following year for her work in Frank Capra’s It Happened One Night.

Friday, Dec. 15 (7:30 PM) Double Feature: 1930s Romance Love Affair (RKO Radio, 1939) Leo McCarey directed this shipboard romance classic about two strangers who meet aboard an ocean liner and fall in love despite the fact that they are both engaged to marry other people.

As a test of their relationship, the couple agrees to meet in six months at the top of the Empire State Building, after they have sorted out their lives. With Charles Boyer as the French playboy Michael Marnet and Irene Dunne as the American former nightclub singer Terry McKay, the lovers reunite on Christmas Eve. Though perhaps less well known than McCarey’s 1957 color and CinemaScope remake, An Affair to Remember, starring Cary Grant and Deborah Kerr, this original version received six Oscar nominations to Affair’s three, including Best Picture, Best Actress for Dunne, and Best Supporting Actress for Maria Ouspenskaya who plays Boyer’s mother.

Romance and Riches (aka The Amazing Adventure) (Grand National, 1936) Cary Grant stars as Ernest Bliss, a bored millionaire who wagers his doctor that he can support himself at a working class job for one year without touching his inheritance. The first picture Grant made as a freelance actor, this brisk and endearing romantic comedy is perfectly paced and a rare treat to see. Based on a novel by E. Phillips Oppenheim, the film was directed by Alfred Zeisler and costars Mary Brian as Grant’s love interest.

Saturday, Dec. 16 (7:30 PM) Swing High, Swing Low (Paramount, 1937) Fred MacMurray and Carole Lombard star in this second film adaptation of the prestigious Broadway hit Burlesque. (The first being 1929’s Dance of Life, which played at the Packard Campus Theater on Dec. 2.) This time, MacMurray’s character, Skid, is a trumpet player instead of a dancer, with Lombard as Maggie, his long-suffering girlfriend. Though Maggie helps to bolster his career, Skip’s degenerate ways ultimately lead to his downfall. As directed by the stylish and meticulous Mitchell Leisen, Swing High, Swing Low showcases Lombard and MacMurray’s natural chemistry in this, the third of four films they made together. Swing High, Swing Low was one of Paramount’s most profitable entries for 1937.

When it looks like Potter has finally beaten him, George wishes he’d never been born and an apprentice angel (Henry Travers) grants George’s wish by showing him the bleak parallel universe that might have been. by Nick Freitas, VA Delegate Over the last few months there has been a great deal of discussion concerning the development of a new pool and fitness center project in Lake of the Woods. I have seen some letters published and received some emails which have led me to believe that it would be appropriate for me to write to you directly on the matter.

Many concerned citizens contacted my office concerning this project and the assessments that would be associated with it. As with every issue that is brought to my attention, my staff and I research the issue to determine if it is appropriate for my office to be involved. As the concern had to do with property rights, I decided it would be best to contact members of the Board in order to gather a better understanding of the project. After meeting with the board and hearing about the details of the project and how the money would be raised, I asked if they would be willing to sit down with representatives of the people who had contacted my office to determine if an equitable solution could be reached. Both parties agreed and the date for the meeting was set.

During that meeting several issues were discussed concerning the specifics of the project, public awareness and the way assessments are determined and levied toward such projects by the board. In Lake of the Woods, the Board has very broad legal authority to determine which projects shall be constructed, and to determine the levies necessary to finance them. My concern has been that a person could theoretically be priced out of their home due to assessments for infrastructure projects by a vote of the Board. While I do not believe that anyone on the current board would intentionally do this, I suggested that additional safeguards, such as requiring a referendum at a certain spending threshold, might be an equitable way to address the concerns of citizens while still providing the board with the authority they need to make improvements to the community when needed and desired. It was agreed at that meeting that members of the Board would look at the existing charter and subsequent bylaws to determine if any adjustments should be considered. At no time did I state my approval or disapproval of the project or the proposed way to finance it. That is not my decision to make.

Ultimately, I believe that the residents of Lake of the Woods are the most qualified and appropriate people to make this determination through the election of Board members and the petition process. I will continue to ensure that I am available to hear any concerns from my constituents.

One of my assignments as Orange County Supervisor is to serve as the county’s representative on and as vice chairman of the Health Center Commission. The Health Center Commission is appointed by the Board of Supervisors and has responsibility for Dogwood Village’s Health and Rehabilitation Center. It has 164 state-authorized beds and normally serves between 150 and 160 patients. The Center provides both short-term rehabilitation care and longterm residential care. The Center’s building was built in 1969 by Orange County, with additions in 1975 and 1985. The building is still owned by the county, but leased at a nominal fee to the Commission. The Commission is responsible for all operating and maintenance costs, including such maintenance as a $500,000 roof replacement. The annual budget is about $14 million. The county provides no continuing financial support. All revenues come from charges for rooms and services for the patients. The primary payers are Medicare, Medicaid and health insurance. The Center has almost 300 full-time, part-time and on-call employees to ensure that patients are well taken care of.

In addition to the Health and Rehabilitation Center, Dogwood Village also has a Senior Living facility. This facility provides for independent living and various level of assisted living. Senior Living serves between 65 and 70 residents. The facility is about 10 years old, and was built by - and is owned by - the Senior Living Board of Directors. It was funded in part by a generous private donation and funds from a bond issued by Orange County.

The county included building funds in its bond issue to get a more favorable interest rate. The Senior Living Board of Directors is responsible for paying the bond servicing costs, so there is no cost to the county or its taxpayers.

The annual budget is about $4.5 million and all revenues come from the residents. About 70 employees serve the residents of Senior Living.

Another entity of Dogwood Village is the Foundation. The Dogwood Foundation holds the remainder of the original donation for Senior Living and, as a 501.c.3 corporation, is able to accept tax-deductible donations.

It often funds facility upgrades and enhancements for Dogwood. I am a member of this Board of Directors and although not a member of the Senior Living Board, I participate in their discussions as well. All three entities have common issues and all meetings are conducted sequentially once a month.

Dogwood Village plays a significant part in Orange County’s service to county citizens as well as being a major source of jobs in the county.

It has an excellent reputation for caring service to residents and patients, and the staff members obviously take pride in their professions. The level of care is substantially enhanced by the support to patients given by volunteers, including many from Lake of the Woods. The biggest challenge for Commission and Board members is ensuring the financial viability of these facilities so that they can continue to serve our citizens. Because of Dogwood’s importance to the citizens of the county, in December we annually brief the Orange County Board of Supervisors on activities and plans.
