It is not too early to think about running for the Board of Directors. This year there will be two vacancies to fill, that of Carl Clawson and me. Both of our terms are up in September. As Board Members, we receive a magazine called Common Ground and the January-February 2019 issue had an article titled Simply the Best by Kelly G. Richardson, Esquire. For those Members who may decide to run, here are some highlighted suggestions from that article.  Attend at least four board meetings.

In addition to Board meetings you should go to every committee’s meeting at least once. Note: LOWA has 22 Committees including one Ad Hoc Committee, so attending every meeting can be a daunting task, but one meeting of each should be manageable. If you are elected, you will be the Liaison to three or more Committees.  Talk to the community Manager (General Manager, LOWA)  Read the Budget and Reserve Study  Avoid a predetermined agenda (avoid making promises before you learn whether you are right) If you are elected and when you attend a Board meeting: 



Read the Agenda packet (you will receive the packet in advance of the meeting) If you have factual questions, try to get answers from the General Manager’s office before the meeting.

Stay on topic (do not move on to a different topic before the current one is concluded) Talk to your colleagues on the Board and not to the audience.

Grandstanding by speaking to the audience disrespects your colleagues and encourages raucous meetings. The exception at LOWA is that Board Members may address issues raised by Members or other appropriate subjects in the Directors Comments portion of the meeting.

Ask the General Manager for input on most motions as he is the most frequent protector under the business judgement rule.

Do not comment on every motion; if other Board members have already said it, there is no need to say it again. Make your comment count and what counts is your vote.

Respect your Board colleagues, Directors may disagree on one motion and agree on the next. Disagreement is not disrespect. It should not be personal.

It is also crucial that you study the Covenants and Bylaws. The Covenants provide the Board’s highest authority and framework for operating. The Bylaws contain sections setting forth the duties of a Director and Officer. If you are elected, your constituency consists of 4260 lot owners. It is my desire to inspire continuous improvement of our beloved Association in 2020 so that we can be the best large-scale community association in Virginia. If you have ideas, please write me at GMOffice@Lowa.Org. Ready for snowy weather? We had enough snowfall last week for the Maintenance Department to plow the roads and parking lots. The snow removal crews follow an established set of priorities for plowing, salting and sanding, beginning with the Main Gate entrance and exit, then the Fire & Rescue entrances, then Lakeview Parkway, and then the other priorities. I encourage you to review the entire priority list in the article on Snow Removal Policies by Facilities Director Jessie Graves on Page 4 of this edition.

The Clubhouse reopened Jan. 15 after the annual two-week closure to allow staff to deep clean the carpets, strip and wax the floors, touch up paint, and make minor repairs. Consider coming in soon to enjoy items on the winter menu which features a savory meatloaf, among other delicious dishes.

Playground Specialists, our playground contractor, will be installing the new playground equipment at Spotswood Park in LOWA Section 14 during the week of Jan. 20. We expect the work to be completed and “kid ready” before the end of January. This play set is made for children 5 to 12 years old. The old play set was 23 years old and at the end of its useful life.

The Board of Directors is reviewing construction bids for the Flat Run Forebay Project and, at this writing, was set to consider an award of contract at the Jan. 14 Board meeting. Flat Run, which enters LOWA at the Back Gate area, is the number one source of pollutants and sediment in the Main Lake. Building the forebay’s gabion wall in the lake will trap sediment and provide dredging efficiencies. The contractor will likely start construction in February, which means we will close the lake access area across from the Back Gate for several months to use it as a staging area. We will reopen it at the end of construction, likely in April. Read more about the project on the LOWA website at www.LOWA.org/CapitalProjects.

3. REPORTS 3.1 Report from Orange County Board of Supervisors Supervisor Lee Frame reported the Board reconstituted this week and Jim Crozier is now Chairman and Mark Johnson is Vice Chairman. The new Public Safety Building is under construction and may open in the fall of this year. County Administrator Bryan David is leaving and the Board will be seeking a replacement.

Board Seeks Member Input on Amending Regulation X, Use of Lakes, Regarding Watercraft Liability Insurance The Board of Directors is seeking member comment regarding proposed amendments to Regulation X, Use of Lakes, regarding Watercraft Liability Insurance. Members who wish to provide comment or feedback should email the Board at Board@LOWA.org by 5 PM, Friday, January 31.

What is proposed? Why? LOWA’s Insurance Agent, Bankers Insurance, has suggested the private owner watercraft liability insurance requirement for watercraft with over 25 horsepower engines is too low and should be raised to $500,000.

Who proposed it? The GM supports the amendment and the Rules Committee and LOWA Attorney have reviewed the amendment.

What is the effect? Many members may need to increase liability insurance policy limits for their watercraft. Umbrella coverage over both the homeowner’s policies and boatowners policies may also help achieve/ exceed the recommended limits of liability. The increase to members insurance policy fees will likely be less than $100 a year.

The proposed amendment to Regulation X.B.2.d is highlighted in bold as follows:

USE OF THE LAKES (Regulation stays the same) WATERCRAFT REGISTRATION AND RENTAL REQUIREMENTS.

1. DECALS. All watercraft shall be registered with LOWA. Each fiscal year, LOWA registration decals shall be purchased. Two decals will be issued and shall be attached on the port and starboard sides of the hull at the forward end of the watercraft so that the decal is clearly visible. The decals must be placed within six (6) inches from the Commonwealth assigned watercraft number, if displayed. Decals must be affixed to watercraft in the water, on canoes and kayaks on LOWA racks or in the designated Dry Sail Parking area by 11:59pm on May 1 each year.

2. REGISTRATION REQUIREMENTS. Watercraft registrants shall present the following documentation at the time of initial registration: a. Current LOWA membership or registered tenant ID. b. Evidence of ownership of watercraft or lease agreement. c. Evidence of the horsepower of the motor and length of watercraft. d. Registrants of motorized watercraft of over 25 horsepower shall carry watercraft liability of no less than $500,000 per accident or show proof of homeowner or renter personal liability insurance of no less than $500,000 per accident. So long as Registrants show written proof of watercraft liability coverage satisfactory to the Board, umbrella insurance policies may be used by Registrants towards meeting the $500,000 requirement. Registrants shall certify that the required limits of insurance will be maintained and in effect for the entire fiscal year. e. Registrants of non-motorized watercraft and motorized watercraft of 25 horsepower or less shall carry homeowner or renter personal liability insurance of at least $100,000 per accident. Registrants shall certify that the required limits of insurance will be maintained and in effect for the entire fiscal year. f. For subsequent annual registrations of the same watercraft, the owner shall bring a current LOWA membership or registered tenant ID, and shall execute an affidavit that none of the specific information about the watercraft has changed from the prior registration, and that the required limits of insurance will be maintained and in effect for the entire fiscal year. If there are any changes, the registration process must be completed in accordance with Subsection 2. g. Watercraft registered in accordance with above Regulations shall not be subleased or rented for use at LOW. h. An individual sale of a watercraft does not transfer a vested right of operation for that watercraft on LOW water. i. Prior to initial registration or watercraft testing, every prospective registrant shall certify that he/she has read and agrees to abide by all the Lake Regulations set forth herein, and to any other Regulations as may be adopted by the LOWA Board of Directors.

j. Hovercraft, airboats, stand up/kneeling-type jet skis, hydroplanes or any other nonconventional watercraft are prohibited on any LOWA Lake. k. If in the opinion of the LOWA Board of Directors or the General Manager the preceding paragraphs include or exclude a watercraft or water sport activity of questionable nature, then the Board of Directors or General Manager may request a demonstration in order to make a determination of inclusion or exclusion.

l. No watercraft shall be placed or operated on the lakes unless it displays current LOWA registration decals. Invited guests participating in a Sailing Regatta sponsored by the LOW Sailing Club are exempt from this requirement. m. The Commonwealth of Virginia and LOWA shall have the right to stop and cite watercraft operators and owners for infractions of their respective Regulations.

Maintenance Response to Winter Storms: Snow Removal Policies and Procedures

The LOWA Maintenance Department wants all members to understand the procedures the crews use to respond to winter storms in an efficient and effective manner. We have already stockpiled salt and readied trucks and equipment. The snow plowing priority list may be of interest to members.

LOWA’s Program of Work: The objective of the snow and ice removal effort is to provide reasonably clear road conditions before, during, and after a winter storm. Above all, motorists should drive responsibly, and understand that LOWA personnel are working around-the-clock to improve road conditions. The Maintenance Department uses four trucks at night and six trucks during the day shift. The Director of Facilities places staff on a “12 on 12 off” schedule even before the storm arrives and becomes severe. These shifts are 7 AM-7 PM (day crew) and 7 PM-7 AM (night crew). The shift changeover takes about an hour for refueling, equipment checks and briefing the new crew on the status of the previous shift’s work. This takes place at the Maintenance Department. During this change-over time, there is no need to call and report that trucks are not on the road. The Maintenance Department requests that residents stay off the roads during a weather emergency and please refrain from “joy riding” in four-wheel drive vehicles.

The snow removal crew follows an established set of priorities for plowing, salting and sanding. They are as follows: 1.

Entrance and exit at main gate.

2.

Fire and Rescue entrances.

3.

Lakeview Parkway, rear entrance and Equestrian Center.

4.

Secondary (feeder) roads, with emphasis on hills, curves, and intersections. During periods of heavy accumulations of snow, these roads may be kept plowed to a one lane width.

5.

Except for an emergency, all other roads, cul-de-sacs, and dead-ends will be plowed when the accumulation of snow terminates.

Removal will then be done systematically, section by section, until all roads are open.

6.

Mailbox stations and trash compactor site.

7.

Parking lots. (Parking lots for Association offices and facilities will be cleared prior to opening for business.)

All streets will be cleared at least one plow width during the storm. Cul-desacs will be plowed in and out, but no cleaning until the storm is over. Deadend streets are not plowed during the hours of darkness unless an emergency exists. This is due to the hazard of backing the plows down the road with multiple driveways at the end; leaving the driver with no place to push the snow.

Once the storm is over, the efforts shift to widening the plowed roads, mail stations, intersections, cul-de-sacs, dead-ends, and Clubhouse entrance.

During last season’s storms, temperatures were well below freezing. At these temperatures, salt does not melt the snow. Except in a few places, our department chose not to use salt on the roads due to temperature impact. Also, we wanted to use salt only when absolutely necessary to protect the environment within LOW. The less salt applied, the less damaging runoff into the lakes.

Member Responsibilities: Consider waiting to shovel the end of your driveway until the storm is over. There is no way to plow the roads without pushing the snow and ice into members’ driveways. When shoveling your driveway, push the snow at the street edge to the right side of your driveway when facing the street.

This will insure minimal throwback from the plow onto the driveway. During the previous year’s snowfall, removal efforts were hindered by a group of four-wheelers out on the roads within LOW. Please stay off the roads except for emergencies. Also, please remember not to park your vehicles on the side of the road. Do not park close to the edge of the road. Parking behind the culvert pipe in your driveway is a good rule of thumb.

LOWA is not responsible for reporting or repairing power, telephone, cable, or water/sewer outages. Members will need to contact the appropriate utility company for help with these issues. Under severe winter conditions, they do a tremendous job.

The Board of Directors is seeking member comment regarding proposed amendments to Regulation X, Use of Lakes, regarding Wake Surfing.

Members who wish to provide comment or feedback should email the Board at Board@LOWA.org by 5 PM, Friday, Jan. 31.

What is proposed? Why? The amendment will restrict wake surfing to more than 300 feet from shore and prohibit it south of the line between Buoys 17 and 28. The change in the regulation is intended to help protect nonpowered watercraft, bulkheads and docks from damaging waves.

Who proposed it? The Lakes Committee proposed the amendment and the General Manager supports the proposal. The proposed amendment has been reviewed by the GM, Rules Committee and the LOWA Attorney.

Security Chief Walker has also provided input.

What is the effect? Members wake surfing will need to ensure that they stay more than 300 feet from shore and must remain north of a line between Buoys 17 (off Manassas Point area of Section 7) and 28 (off 200 block of Madison Circle of Section 4).

The proposed amendments to Regulation X are highlighted in bold and read as follows: X. USE OF THE LAKES A. WATERCRAFT OPERATIONS AND USAGE.

e. “Non-Motorized Watercraft” includes all watercraft powered by paddle including canoes, kayaks, paddle boats, row boats, and shells/sculls, and are capable of carrying one or more persons. f. “Other Recreational Water Equipment” includes all items that are powered by users standing, sitting, kneeling or lying on the equipment such as, but not limited to, water slides, platforms, trampolines, inflatable rafts, hydro/ aqua-bikes and stand up paddleboards (SUPs). g. “Main Lake” means the body of water bounded by Veterans’ Dam to Flat Run and includes all coves. h. “No Wake Zone” means the areas of water from the shoreline to designated “No Wake” buoys and includes all coves. The remainder of the Main Lake is considered a “Wake Zone”. i. “No Wake Speed” means the slowest possible speed required for maintaining or achieving steerage and headway. j. Small Lake” (aka, Keatons Lake or Fishing Lake) means the body of water bounded by Keatons Dam and Keatons Run located in Section 13. This entire lake is considered a No Wake Zone. k. “Cove” means a body of water extending from the Main Lake more than 100 feet from the No Wake buoy towards the shoreline. l. “Beach” means the space so designated by LOWA and includes the bulkheads, sand and grass areas. m. “Starboard” means the right side of the watercraft when standing inside looking toward the bow. n. “Port” means the left side of the watercraft when standing inside looking toward the bow. o. “Certified Operator” shall mean a person who has passed the Lake of the Woods Boat Operator’s Safety Course. p. “Skiers “or “Tubers” are persons being towed behind a watercraft on a device or apparatus which has no capability for self-propulsion, such as water skis, tubes or other similar devices. This includes wake surfers. q. “High Traffic Time” is defined as weekends (Saturday and Sundays) and holidays from Memorial Day Saturday through Labor Day Monday between 9:00 a.m. and sunset. r. “Wakesurfing” is a water sport in which a rider trails behind a motorized watercraft, riding the watercraft’s wake without being directly pulled by the watercraft.

Sections A2 – A12, and B, remain the same.

WATER SPORTS ACTIVITIES.

1.

WATER SKIING/TUBING.

a. Skiers or other towed persons shall NOT be permitted to take off from or land on any beach or pier. b. During High Traffic times (see A. 5.c.) no person shall operate a towing watercraft to pull any person(s) on water skis, tube(s) or similar devices unless there is in/on the watercraft (in addition to the operator) a person actually observing the progress of the person(s) being towed. This observer must be at least 12 years of age. In the case of PWCs, the observer must be seated backward. At other times towing is permitted without an observer if the watercraft is equipped with a rear-view mirror. c. Ski flag. All watercraft towing skiers or riders on a towable device shall have a Ski Flag readily available. This flag shall be a red or orange flag measuring no less than 12 inches on each side in the shape of a square or rectangle secured to a pole or shaft at least two feet long.

(1) During High Traffic times the ski flag shall be mounted or displayed in such a manner as to be visible from every direction when: (a) A skier is down or a rider has fallen off his/her towable device; or (b) A skier is in the water and preparing to ski.

(2) The ski flag shall not be displayed at any other time.

(3) The use of this flag will not be construed as conferring any rights or privileges on its users. Operators of watercraft in the vicinity will, however, exercise precaution commensurate with conditions indicated. d. All watercraft operators who tow skiers and floatable devices shall know and ensure their spotters and skiers/riders understand and use a set of hand signals to communicate between the watercraft and the skiers.

Passengers shall remain seated when a watercraft is towing a skier or people on other devices. e. Skiing and towed activities at greater than No Wake Speed shall be prohibited within one hundred (100) feet of shorelines or in areas marked with “No Wake” buoys and will be confined to the area of the wake zone. f. At High Traffic Times when two or more skiers/tubers are being towed by one watercraft and one of the skiers fall, the other skier(s) shall drop his or her towline immediately. g. All persons being towed by watercraft shall wear a U.S. Coast Guardapproved (Type I, II or III) flotation device or a Type V flotation device designed for the activity such as a ski vest. Inflatable vests shall not be used for skiing or tubing. The use of flotation belts alone shall only be permitted when using “trick skis” while an observer is in the watercraft and it is traveling less than nineteen (19) mph. “Trick and Jump skis” are considered as skis less than forty-four (44) inches in length with no fin. h. When any towed person falls, the driver shall slow speed to navigate to return to the skier while not entering the path of other watercraft in the immediate area. At High Traffic Times the towing watercraft shall display the skier-down flag. The use of this flag will not be construed as conferring any rights or privileges on its users. Operators of watercraft in the vicinity will, however, exercise precaution commensurate with conditions indicated.

Fallen skiers shall, as soon as possible, raise and hold the tip of one of their skis out of the water to an elevated position above their head. i. No person(s) shall use the Water Ski Jump at LOW unless that person is a member of the LOW Ski Club or under that organization’s instruction and is wearing a helmet approved by USA Water Ski. Only one watercraft shall use the Slalom Course at any one time. Only jump skis and trick skis shall be used over the jump. j. No person shall operate or manipulate any watercraft, tow rope, or other device by which the direction or locations of water skis, tube, or similar device may be affected or controlled in such a way as to cause the participants to come into contact with any object or person(s). The provisions of this rule shall not apply to contact between two or more persons behind the same watercraft or to contact with the top of the Ski Jump, buoys, or similar objects as normally used in competitive or recreational boating or water skiing. k. When towing more than one skier or tube, it shall be the responsibility of the driver of the watercraft to ensure the towlines for each skier/tuber is of equal length to all skiers/tubers being towed. l. Kite tubing and kite boarding are prohibited. m. Subparts a,c,e,f,g,h, and k above do not apply to boat operators and skiers participating in USA Water Ski sanctioned ski club practices, competitions, or exhibitions. n. Wake Surfing (1) Wake surfing is allowable behind boats propelled by inboard motors.

(2) Wake Surfing is prohibited within 300 feet of shore.

(3) Wake surfing is prohibited south of a line between Buoys 17 and 28. o. No jetpack vessel activity shall be allowed at LOW, except for flyboarding which is restricted to the Main Lake within a 200-foot safety zone near the ski jump or the Clubhouse dock and only with the prior express written permission of the General Manager and only for demonstration and exhibition purposes. 1. For the purpose of this Regulation the following terms and definitions apply: a. “Watercraft” includes “motorized”, “personal”, “sail” and “non-motorized” means of water transportation capable of carrying one or more passengers. b. “Motorized Watercraft” includes all gasoline or electric, inboard, outboard, inboard-outboard motorboats, pontoon boats, sailboats (when motorized), fibertoon or deck boats capable of carrying one or more persons. c. Personal Watercraft” (PWC) includes watercraft that are powered by jet pumps, the persons kneel, or sit on, rather than inside the watercraft. PWCs are operated by one person, and often have seating space for others. Some models have seating for up to four riders (including the operator). d. “Sail Watercraft” includes all watercraft powered by wind such as sailboats, sunfish and windsurfers capable of carrying one or more passengers.

Board Seeks Member Input on Amending Regulation V, Regarding No Trespassing Signs on Private Lots The Board of Directors is seeking member comment regarding proposed amendments Regulation V, Regarding No Trespassing Signs on Private Lots. Members who wish to provide comment or feedback should email the Board at Board@LOWA.org by 5 PM, Friday, January 31.

What is proposed? Why? The LOWA Board is considering whether to adopt a regulation to allow private lot owners to post prescribed NO TRESPASSING signs to prevent uninvited persons from entering their lots.

Who proposed it? The General Manager and the Environmental Control Committee proposed the new language for the regulation. The final proposed amendment includes revisions from the ECC, Rules Committee and LOWA Attorney What is the effect? Members may apply to the ECC for permission to post no trespassing signs on their lot. Members would need to order the signs directly from the sign company, estimated price $19.50.

The proposed amendment to Regulation V is highlighted in bold and reads as follows: V. USE OF PROPERTY--INDIVIDUALLY OWNED AND LOWA OWNED PROPERTY

H. SIGNS (1/2012) 1. Signs on LOWA Property: The placing of any sign on LOWA property is prohibited except in designated areas on the day of an election or with the written permission of the General Manager.

2. For Sale Signs: Must be a painted (tan is suggested) wooden stake, approximately two inches by four inches, five and a half feet high, driven approximately two feet into the ground, with the lot number and contact phone number displayed. Sellers are also permitted to place one black and white electronically readable barcode or tag on each side of the signpost, not exceeding 3 1/4 by 3 1/4 inches in size, solely for the purpose of providing electronic access to real estate information regarding sale of the property. The stake should be driven within the lot line but not in the ditch between the pavement line of the street and the lot line. Stakes are available from the LOWA Maintenance Department by application. For sale signs on LOWA property are prohibited.

3. Political Signs: Only one political sign per issue or candidate, no larger than 4 square feet may be displayed on any residential lot. Political signs may be displayed no earlier than six weeks prior to an election and must be removed the day after the election. Political signs on Association property are not allowed except for two exceptions. The first exception is on Election Day. The second exception is on the day of a political event at which the candidates will appear. For both of these exceptions, the signs must be in an area designated by the General Manager.

4. Yard Sale Signs: Only one sign, no larger than 2 feet by 2 feet on any residential lot on the day(s) of the yard sale. Signs are limited to two consecutive days, three times per year per lot. Yard sale signs on LOWA property are prohibited.

5. Nonprofit, Fund Raising, Informational, Organizational Signs: These signs may be temporarily placed in designated areas with written permission from the General Manager.

6. Business Signs: All business signs are prohibited.

7. No Trespassing Signs: a. Applicability All lot owners may submit an application to the Environmental Control Committee for approval to post No Trespassing Signs. b. Location 1. For a residential lot abutting the golf course or another LOWA parkland recreational area, a sign reading NO TRESPASSING may be installed in accordance with the following criteria: Up to two signs per lot may be installed along a rear or side property line that abuts the golf course or a LOWA parkland recreational area, which includes but is not limited to a marina, beach, lake access area, park, pickleball/tennis court, swimming pool, campground and dog park.

An application for No Trespassing Signs on such a lot shall require written approval by the ECC Chair as to form and substance. Such application shall be deemed approved by the ECC, in accordance with Section 8 (g) of the Declaration, so long as it fully meets the aforementioned conditions and criteria.

2. For any other residential lot, the lot owner may apply for approval of up to two signs per lot installed along a rear or

side property line from the ECC according to Section 8 (g) of the Declaration to be decided by the ECC on the justification provided by the lot owner. c. Design Standard Size: 16” x 9” Material: Non-corrosive metal (aluminum) or coroplast Color: Black background, gold lettering Lettering style: Times New Roman, 3 inch letters Wording: NO TRESPASSING d. Installation Specifications: Signs are to be installed such that the top of the sign will be approximately 12 inches above the ground, with the bottom of the sign 3 to 5 inches above the ground. Coroplast signs are to be supported by a noncorrosive metal H stake; aluminum signs are to be supported by a metal T stake. The stakes are to be firmly driven into the ground to a depth sufficient enough to ensure long-term stability. The lot owner will ensure signs and support stakes are maintained in a good condition.

Sections I – M remain the same.

Types of LOW Internet Consumers

The population of LOW is diverse. It shows in how we view TV and use the Internet. We may view TV through cable or satellite company TV packages and set top boxes, or, lately and growing in number, through direct streaming from other sources. We need to predict how we will obtain video programming in the future to know how to improve the LOW Internet utility system.

Some of us use set-top-boxes that deliver our shows at the same time.

This service mostly requires one-way data traffic. If we were all this type, there would be no need for fiber optic internet to the home. Some people that use set-top-boxes have started to use more streaming TV, but they pay more for their monthly TV with additional streaming TV charges.

Many of us have broken out, cancelled our TV contracts and returned those set-top-boxes. In the industry this is called “Cable Cutting.” Streaming TV services can save us money, allow us to watch when we want and decide on what devices we watch. But cable cutting needs a strong Internet connection to make it work. Cable cutting is growing and will be dominant in the future, but places huge demands on the Internet. This is half the reason we need to invest in new Internet utilities.

There are also “Never Cablers.” They have never paid for cable TV or internet (using their parent’s service now) and will not pay for cable TV in the future. Never Cablers mostly get their news and entertainment from You Tube, Facebook and other social medias. They use a lot of on-line gaming and seem to be looking at a smart phone all the time.

As younger families begin buying homes, a for-sale home’s Internet service type will be important to them. This growing population will demand the fastest Internet available. The success of many future LOW home sales will depend on fiber optics to the home!

Board Amends LOWA Regulation VII, Use of Campgrounds Regarding Check-In/Check-Out The Board of Directors, at its Dec. 11 meeting, approved Policy Resolution 2019-28, amending LOWA Regulation VII, Use of Campgrounds.

The amendments revise the campgrounds check in/check out procedures to reflect the current operating procedures. In May 2018, the Community Operations Manager and staff revised the procedures for campgrounds check in/check out, which has been more efficient and effective. The department prepares check in packets ahead of time, monitors the campgrounds, and prompts key returns.

The Board opted to suspend Regulation 1.K, the procedure for rulemaking, for making this amendment. The Board has used suspension of the rules to make minor adjustments to the regulations where member rights are not affected. The Board bypassed the regular process which would normally have required referral to the Rules Committee and LOWA Attorney and then publication for member comment.

The amended regulation is as follows: VII. USE OF THE CAMPGROUNDS B. PROCEDURES 1. Completed applications must be submitted and appropriate user fees, determined by LOWA, must be paid at the Community Operations Office at the Community Center before entering the campgrounds. Check-in may occur any time after 2:00 p.m. Check-out must occur by 11:00 a.m. The Community Operations Manager will provide keys for campgrounds use. On the day of departure, those keys must be returned to the Community Center or as instructed by the Community Operations Manager. Failure to return keys may result in a key replacement fee charged to the member/registered tenant.

Election Committee Needs Members

The Rules Committee need Members.

Currently there are two vacant slots for voting members and no alternates. This committee serves a vital purpose, pursuant to Section 1 (K) of the Rules and Regulations and Article 16 of the Bylaws. Both contain the procedures for amending Rules, Regulations, and Bylaws. The Rules Committee reports to the Board of Directors; its primary focus is to recommend and assist the Board concerning proposed changes to the Bylaws and Regulations. The committee also assists the Board and General Manager in implementing approved changes. The committee needs volunteers who have experience and/or education in rule making and enforcement. Legal training is helpful, but not required.

The Board decides whether proposed changes have merit and, if so, sends them to the Rules Committee for review.

The committee then reviews the proposed changes for necessity, reasonability, redundancy, conflicts with existing governing documents or other regulations and/or laws, completeness, clarity, and enforceability. The Rules Committee recommends wording to eliminate and/or correct deficiencies if it finds that the proposal, including any subparts, contains redundancies, conflicts, potentially unenforceable language, or is incomplete, and/or unclear. Otherwise, the Rules Committee prepares a resolution using appropriate language in congruence with the governing documents and submits the same to the Board.

Winter Lake Ice Safety LOWA Management strongly advises all members to refrain from ice activities, or from walking on ice on the lake. The temperatures in our region and in the lake fluctuate and the ice may be too thin for walking, ice fishing or ice skating. Members should especially supervise children and pets when near frozen areas on the lake.

According to LOWA Regulation 4.c, Other Water Restrictions: Sitting, standing, walking, running, skating or similar activities on the surface of any portion of the lakes that is frozen is strictly prohibited.

• More than 150 people in the U.S. die every year from accidental non-fire related carbon monoxide poisoning. Source: National Fire Academy Carbon monoxide, or CO as it is commonly known, is a colorless and odorless gas. CO poisoning can occur when a fuel-burning appliance, such as a furnace, heater or generator, is not working or not vented properly. Breathing CO at high levels can be fatal.

What can you do to protect your family from the dangers of CO? • Install and maintain CO alarms inside your home to provide early warning.

• Install CO alarms in a central location outside each separate sleeping area and on every level of your home.

• Use portable generators outdoors in well-ventilated areas, away from all doors, windows and vents.

• Make sure vents for the dryer, furnace, stove and fireplace are clear of snow and other debris.

Wade Hardman is the Alice C. Tyler Village staff liaison to our Auxiliary. If we can claim any success in our efforts for the children, a great measure of the credit goes to him. He is at the heart of our chapter with his tireless efforts coordinating the children’s needs and our abilities. His contagious enthusiasm is inspiring to us all.

At our last meeting, Debbie Risseeuw suggested, and we approved, treating children (onstage-level behavior) to a Harlem Globetrotters show. We are grateful for the generosity of our community, providing for events such as these.

As part of the Auxiliary’s Birthday Book for Children Program, we are Photo by Chaplain Dave Henry sponsoring an art contest for the children to design bookmarks. Each Santa confers with Wade Hardman, Director of Volunteer and participant will have his/her artwork Community Services. There were no placed in a bookmark plastic sleeve as a reward for participation. A panel naughty, only nice, children lining up for one-on-one with Santa at this will select the best submissions and have them professionally printed/ year’s Holiday Party. laminated and available for a child to select along with a birthday book. The back of the bookmark will recognize the Childhelp LOW Auxiliary for donating the books to children.

Civil War Genealogy Explained

LOW Church Partners with Lions Wilderness Food Pantry

Lake of the Woods Square Dance Club members put on their finest seasonal outfits and brought an abundance of delicious dishes to the annual Holiday Dance party on Friday evening, Dec. 13. The event began with a potluck dinner at the Community Center where we shared everyone’s favorite recipes and sat at tables beautifully decorated with festive tablecloths and ornaments. After William Thomas led us in the blessing, we shared a wonderful meal until it was time for a raffle and lots of dancing. Nancy Tuttle did a great job organizing the raffle, to which over 30 items had been donated. The dancing was lively with Gene Chamberlain calling many holiday tips for both new dancers and more experienced club members.

The evening was made even more exciting when our president, Dick Unser, drew winning raffle tickets between tips. A special thanks goes out to all who contributed to the party’s success by planning the evening, helping to decorate, preparing the many delicious dishes, and helping to tidy up the Community Center after the dance.

The Lake of the Woods Church was pleased to partner with the LOW Lions, area churches, and grocery stores to provide Thanksgiving dinner for the less fortunate. Through the generous donations of our members and area Photo Provided stores we were LOW Church volunteers prepare Thanksgiving able to increase dinner bags for needy neighbors. the number of turkeys with all the trimmings provided to needy neighbors more than fivefold from last year, resulting in 200 large shopping bags stuffed with turkeys, potatoes, green beans, cranberry sauce, gravy packets, pies, and rolls.

George Schneider, LOWC member, advised our several dozen volunteers to drag the overstuffed and heavy bags across the floor to their destination staging areas so that the handles wouldn’t fall off (as he unintentionally demonstrated early in the process). We provided turkey and trimmings bags to the patrons of the Wilderness Food Pantry, the Living Water Community Clinic, the Beauty for Ashes home for single mothers in recovery, and the Thurman Brisben Center for the homeless in Fredericksburg.

LOWC Elder Bill Fetzer comments that he especially appreciates the generous donations this year, the hard work of our volunteers, and the partnerships throughout the community, to feed those in need. He thanks Lion Stan Lasover, who directs the LOW Lions/Lionesses Wilderness Food Pantry, for his partnership in providing a memorable Thanksgiving to those with limited resources.

As the New Year begins, we especially appreciate your donations and welcome volunteers to help LOWC support our neighbors. The Living Water Community Clinic and the Wilderness Food Pantry also need your contributions and your time. We are launching a matching grants program with the LOW Lions for a new x-ray machine for the new dental clinic. Your contributions (up to a maximum of $3,000) will be matched by the LOW Lions to enable this new way of serving our neighbors. LOW Veterans Club

by Fred Pulis, Member, LOW Veterans Club The LOW Veterans Club will hold its first meeting of the decade on Thursday, Jan. 23, at the Clubhouse lower level at 7 PM. Featured speaker will be Joya Colucci Lord, who will discuss her research on Korean POWs. Her research included obtaining the names of those who died and interviewing those that returned.

Any unclaimed military photos from the Christmas tree or Christmas Party can be picked up at the January or February meeting.

The LOW Veterans Club had quite a year in 2019. Events included conducting a Memorial Day ceremony, an Independence Day ceremony, a Veterans Day ceremony, and honoring all veterans at our club Christmas party.

The club sponsored the visit of the World War I and World War II Commemorative Commission’s WW I and WW II Mobile Museum. Also, the club traveled to the Marine Corps Museum in Quantico, as well as participating in the Wreaths Across the Nation at Quantico National Cemetery. Monetarily the club donated $1,000 to the Families of the Wounded Foundation.

In addition, the Veterans Club performed Final Salute tributes to deceased LOW veterans at their respective funeral services. On a sad note, the club lost one of our few World War II veterans when Alex Salustri passed away on Christmas Day. Guest speakers for the year included various service veterans who provided entertaining and informative presentations. Topics of discussion and information included Virginia Department of Veterans Affairs services, burial benefits for veterans, medical and dental benefits for veterans, and other veteran relevant information.

The LOW Veterans Club is open for membership to any LOW resident who served honorably in any of this nation’s armed forces. In addition to the activities described above, the Club presents an opportunity for member comradery and promotes patriotism and citizenship.

Currently the Veterans Club has 134 members, 51 lifetime members and includes four World War II veterans. Annual dues of $5 are due this month and can be paid at our regular meeting or mailed to Treasurer Gil Churchill at 110 Cumberland Circle, Locust Grove, VA.

Happy New Year! What a Year Susannah Chandler Chapter has had!

We have enjoyed serving our community in many ways, from awarding Good Citizenship Medals to students at Locust Grove Middle School, sharing the Hello Girls documentary as a public event and hosting a booth at the LOW Independence Day celebration giving out flags, the Declaration of Independence and sharing DAR with our neighbors.

We held a public genealogy workshop, hosted a National Defense Luncheon, and collected over $2,000 worth of items for women veterans.

We’ve had interesting programs and welcomed new members, as well as prospective members.

I am so proud of our chapter’s accomplishments this past year and cannot wait to see what 2020 brings!  Next meeting is Saturday, Feb. 8, 1 PM, at the Community Center o Program: The Spy Wore Red, White & Blue-Redcoats, Turncoats & True Blue Patriots presented by Johanna Cathleen Myers o Open to all - family, friends & neighbors!! Board Minutes

January 4 Board Minutes from p. 3 The Orange County Broadband Authority met on December 17th.

Broadband access plans are progressing with leased space from Equinix for our servers. A tie-in via lease agreement with REC lines is also part of the plan creating a redundant loop in case of a break in the line. Costs vs. budget are being tracked and some grant money may be available. No decision has yet been made on a maintenance/support provider.

A lodging feasibility study was completed to gauge need and best location to provide an estimated 60-65 hotel bedrooms to meet demand within the County.

Mr. Frame responded to questions relating to the most recent real estate reassessment notices sent to residents.

3.2 Report from Orange County Sheriff Mark Amos: No report available.

3.3 Report from Allied-Universal Security Chief Scott Walker reported a relatively slow December. There were 9 motor vehicle accidents, 2 thefts reported, 1 incident of vandalism, 10 animal complaints, 11 noise complaints but no drug activity reported. Stolen property was recovered from a house. Gate entry data was not available.

Staff responded to 189 calls for service and issued 104 traffic summonses.

The TekControl visitor entry system continues to be improved; information on speed limits inside LOW now appears on the visitor passes.

3.4 Report from LOW Volunteer Fire & Rescue, Inc. President Jeff Liebold reported that in December the Fire Department responded to 33 calls, 13 inside LOW and 20 outside, bringing the end-ofyear total to 425. The Rescue Squad responded to 39 calls, 26 inside LOW and 13 outside for a total of 474 for the calendar year. The Community Risk Reduction program for this month will focus on carbon monoxide safety tips.

Outreach efforts continue to expand safety messaging by networking with other local organizations and LOWA management.

3.5 Report from Orange County School Board Representative Jim Hopkins reported the School Board will meet on January 6 for their annual reorganization of the Board. This year, all junior high and high school students will be supplied with ChromeBooks to use all day and take home, and not just for specific class times as has been the custom.

3.6 Reports from Officers: The President, Vice President, Secretary and Treasurer had no report.

A. Executive Session Actions Motion by Forrest, passed unanimously, that the Board authorize the LOWA Attorney to issue a Demand Letter to the lot owner in Case Number 19-1211-1 demanding that the lot violations be corrected in the next 14 days or LOWA will take such action as it deems necessary and appropriate, including filing a lawsuit in Orange County Court, to bring the lot into compliance.

B. Committee Liaison Reports Director Clawson reported that the New Year’s Eve party at the Clubhouse went well. He reminded members the Clubhouse will be closed until January 14, but noted Fareways will be holding more evening events and extend operating hours during this time.

President Wilks said that the Rules Committee needs more members.

D. Referendum Update Secretary P. Brown reported that to date a total of 1722 votes have been cast in the Referendum, 1039 electronic and 683 via paper ballot.

The Elections Committee will meet this week to discuss ways to improve ballot return numbers as 2600 votes are needed. A Special Meeting of the Membership on the Referendum is scheduled for March 3, 2020.

3.7 Report from the General Manager, Phil Rodenberg A. November Financials In November we collected $237,526 in current year lot assessments for a total of $6,072,315, or 87.3% of FY2019-20 lot assessments billed. As of November 30, the Unaudited Income Statement Budget-toActual Comparison Summary showed a favorable balance of $173,716.

Operations are performing well against budgeted amounts for the year; however, the impact of increased insurance costs and lower than expected Clubhouse revenues and tenant fees are taking a toll on expected financial results. The delinquency rate at the end of November was 6.6%, which is higher than at the end of October due to payment delays by some members on payment plans. Reminder letters have been sent and collection efforts continue.

B. Lakes Management Report On December 19, LOWA received two bids for Flat Run Forebay construction services, one from FinishLine Environmental and one from Docks of the Bay. The bids are being reviewed to determine the best value to LOWA. Staff will make their final recommendation to the Board on January 14th for a construction award contract.

C. Budget Update The GM and management staff will meet with the Finance Committee on January 6 to review committee input to the draft budget.

D. Other Business Nick Blankenship has been hired as our new Stormwater Inspector to replace Michael Barnett who resigned in September. Our IT Coordinator, Patrick O’Loughlin, is leaving and management will be looking for a replacement for him.

The Equestrian Center has a new boarding horse, Gunner, privately owned by Skylar Ruggeri. Gunner will be used lightly by the lesson/trail program.

Radio marketing to promote our golf course on 95.9 WGRQ and 104.5 WGRX was a big success. All 100 certificates were purchased and some have already been used with golfers bringing paying guests with them.

4. PRESENTATION – Loyalty Program Update Director of Finance Charles Maneval provided a slide presentation updating the Board on performance of the program since its launch in September of 2018. Revenues at our amenities have steadily increased over the past three years, and membership participation rate has increased from 38% to 59%. The total Loyalty dollars earned has risen, but redemption rates have gone down to about 10% year-to-date. Although the program is being used and appears to have some positive effect on amenity revenues, it is uncertain whether it is actually attracting the “amenity non-user� sector of our membership it was originally targeting. Plans are to increase member awareness of the program through regular reminders and consider other changes and incentives designed to promote use.

A heart wrenching scene at a rural farmhouse inspires a young newspaper reporter’s photograph; one that he believes will be the springboard to a successful journalistic career. Sold on a Monday, by Kristina McMorris, is the book chosen by LOW Book Club for discussion at its Feb. 12 meeting.

Set in 1931 during the Great Depression, this fictional tale describes the discovery by reporter Ellis Reed of two children sitting on a porch under a sign that reads “2 Children for Sale.” Behind them stands their weeping mother. The photo that Ellis takes is shown to his editor at a New York City newspaper, and is the beginning of an unforeseen consequence and complex personal and professional events that follow.

The book is available, in multiple formats, from all three local library systems (Orange County, Culpeper County and Central Rappahannock Regional).

The club’s December meeting, with each member retelling a favorite Christmas short story, was a great success. Selections ranged from traditional tales to contemporary Hallmark-type stories.

The LOW Book Club meets at 1 PM on the second Wednesday of the month in the meeting room of the Wilderness Library. All are welcome, and no prior notification or attendance commitment is necessary.

The book chosen for discussion at the March 11 meeting is The Only Woman in the Room, by Marie Benedict.

Thanks to our members, donors and our wonderful audiences for making 2019 a memorable year for the LOW Players. We performed two wonderful plays: our Spring mystery, The Mousetrap, and our Fall musical, Joseph and the Amazing Technicolor Dreamcoat, two of our most well-attended shows ever. A first for us was our summer musical cabaret, Full Circle, featuring Michelle Ditzler.

We expect 2020 to be a great theater year in Lake of the Woods. Our new manager, David Schubert, has been performing in many of our shows for several years. He was last seen in Joseph and the Amazing Technicolor Dreamcoat as Potiphar. He also directed A Nice Family Christmas in 2018.

Dave has also performed at Riverside Center and at Fredericksburg Theatre Ensemble. We are thrilled to have him as our new manager.

Dave will be directing our spring comedy, Four Weddings and an Elvis. It takes place in a quickie Las Vegas wedding chapel, with couples all getting married for less than ideal reasons. We are looking for Lake of the Woods residents who want to be in the cast. There are an angry bride and groom, marrying to spite their exes; an aging show biz couple marrying for publicity; a mild-mannered Postal worker and his tough ex-con fiancée. They are overseen by the sadder-but-wiser, thrice-divorced proprietress of the chapel and by chaplains including an aging Elvis impersonator. Auditions will take place on Sunday Jan. 26 at 2 PM and Monday, Jan. 27 at 7 PM at the Community Center. Further information is on our website, www.lowplayers.org.

Our Fall musical this year will be Scrooge, a musical adaptation of the classic Charles Dickens tale, A Christmas Carol.

New Republican Club

The first meeting will be held in the Lower Level of the Clubhouse on Wednesday, Jan. 15, at 1 PM. The purpose of the meeting is to introduce people to the LOW Republican Club and to form an interim management team to activate the “first steps.” All who share Republican values are invited.

Lake Currents January 17, 2020

The Supervisors recently recommended five citizens be appointed to the Board of Equalization. This board is appointed by the Circuit Court and considers appeals from property owners of real estate assessments effective for the 2020 tax year. The purpose of the reassessment is to ensure fair distribution of the tax burden, based on the fair market value of real estate in the county. They receive training on their duties from the Virginia Department of Taxation. John Licata from Lake of the Woods will be serving as the District 5 representative of the five-member Board. With his experience in real estate in LOW, he should be able to evaluate any appeals fairly. If you don’t agree with the reassessed value of your property, I encourage you to make your case before this board. Shortly after moving to LOW, I took advantage of this process and ending up saving a considerable amount in taxes.

The Equalization Board schedule for appeals has not been announced, but will be distributed widely once it is established.

The Orange County Economic Development Department contracted for a Lodging Feasibility Study to determine the potential for some form of lodging in the Locust Grove and Town of Orange areas. The study identified 17 area/ regional attractions and many events that occur in the county over a year to gauge potential demand. They also interviewed representatives of 20 or so businesses, attractions and other organizations that require lodging for visitors. Lake of the Woods contributed to this study in identifying a need for housing guests for weddings conducted at the clubhouse.

The study indicated that there was a need for a 65 to 75 guest room upper midscale franchised hotel located in Locust Grove. The upper midscale category would necessarily include complimentary breakfast and Wi-Fi with less requirements for meeting rooms, pool/fitness center and dining/bar. Such a hotel would employ 25-35 people, depending on the season. The study indicated that the Town of Orange would support a 35 to 45 guest room boutique hotel. The Economic Development Department will use this information to market the county to various hotel chains and to help developers attract such hotels to their projects.

Recently, the Supervisors approved a change to the Orange County ordinance dealing with violations of the Zoning Ordinance. Previously, there was only one option for enforcing compliance and that was the use of criminal penalties. The Virginia Code permits counties to use civil penalties for most violations while still permitting criminal penalties for ongoing uncorrected violations or particularly egregious violations. The revised ordinance makes the process for dealing with violations much more efficient and enables achieving violation corrections without the stigma of a criminal conviction. When a violation is discovered, the first step is correspondence to the property owner advising them of the violation and what is needed to correct it. If the violation is not corrected, the Zoning Administrator can issue a summons, similar to a traffic ticket. The property owner can then correct the violation, waive the trial and pay the fine prior to the court date. The property owner can otherwise go to court and can plead his or her case before the general district court. Fines can run from $200 for an initial summons up to $5,000 for an ongoing series of violations. After the $5,000 limit, the violation may be prosecuted as a criminal misdemeanor.
