14th Pond Project Detours

by Chester Guzek, Assistant General Manager The golf course 14th pond project starts Feb. 1, weather permitting. Golfers will be required to bypass the 14th hole. The following detours will be in place for golfers:  After Golfers have completed Hole 13 they will proceed to Tallwood Trail.  Golfers will turn left onto Tallwood Trail and follow the signs to Birdie Road.  Golfers will turn right onto Birdie Road and follow the sign to Westover Parkway.  Golfers will turn right onto Westover Parkway and follow the signs to Hole 15 tees.  Golfers will turn left onto the cart path leading to Hole 15 tees. Stay tuned for a future article about the benefits of the 14th hole project.

Fellow Members: The holidays are behind us now and I hope that each of you had the best season possible. We are beginning the New Year, 2019, and continuing our budget process. Up next is a budget update on Jan. 5, the General Manager and Senior Staff address the Finance Committee’s concerns regarding the budget proposal on Jan. 7, the General Manager requests Director comments on Jan. 15, the budget proposal is published on Jan. 25 and is presented to the Membership on Jan. 30. Directors identify possible budget amendments on Feb. 2. The Board of Directors considers any final changes and approves the operating and capital budgets, including the Fiscal Year 2019 assessment, fee schedule, contribution to reserves, and payment options. We had a Special Meeting of the Board of Directors for the purpose of providing Members the opportunity to ask questions of Christopher Haney, Managing Director of the Forensus Group, about the investigation conducted into our financial irregularities. The meeting was well attended and those Members wishing to ask questions of Mr. Haney did so and he answered them. Regarding the financial irregularities, we will continue to work on internal control procedures. Thus far we have put in place revised procedures on credit card charge processing, bank reconciliations, bank transfers and an ACH(electronic funds transfer) block on our accounts at Union Bank. The ACH block prohibits the initiation of ACH transactions by any entity not on the authorized list. At the Jan. 5 Board meeting we approved the formation of an ad hoc committee to further help with internal controls. Board Treasurer Hoh presented his proposal and details about the potential ad hoc committee at the meeting. We anticipate getting an update from our insurance carrier on the status of our claim concerning the misappropriated money later this month. Our engagement with Forensus was concluded and the final invoice paid, the total for the entire investigation was $43,055.75. This was money well spent. The Board will continue to work on assessing stormwater management needs of the community. We hope that the Patrick Henry Court study will provide a blueprint for stormwater management solutions in various trouble areas of the community.

Project Progress Design: 100 percent complete Bidding: Complete. Board awarded construction contract to Wack General Contractor (Thos. J. Wack Company) May 16. Contract executed June 8. Permitting: Complete Construction: Schedule June 2018-June 2019 Completed  Placement of exterior wall insulation (New)  Pressure test on drains and skimmers piping found no issues. (New)  Prep slab for concrete (New)  Total to date: $1,041,080.57; Payment # 5 in process. Upcoming  Pour slab on grade for buildings (New)  Electrical rough-in under the pool deck. (New)  Finish pool piping towards pump room. (New) Communication: April 30 Information Session was a success with 109 members participating.

Happy 2019! LOWA is considering whether to extend the Allied Universal Security Services contract for one additional year. The current contract expires April 30. I believe Chief Scott Walker and his officers have done a good job with protecting LOWA assets, gate access control, road patrol, lake patrol, coordination with Orange County Sheriff’s Officer and other important duties. AUS has earned the one year extension, in my opinion. There is always room for improvement, and we are reviewing all the security responsibilities. What do you think? Should AUS be renewed for one additional year? Write me at GMOffice@LOWA.Org. The Board of Directors will consider the contract in February. We will likely conduct a full-blown competition for the contract in fall of 2019 for the following three years. Clubhouse Complex. The Clubhouse Area Recreation Complex is officially “out of the ground”, which means unforeseen subsurface issues should be behind us. Members can see the structural steel beams from Lakeview Parkway as they pass the Clubhouse. Recent mild weather days have helped Wack General Contractor get the project back to the substantial completion date of May 23, 2019. Constant rain had caused a projected delay to June 6, but now we are back to the original estimate. Please see the aerial photo on Page 2, where you can see the contractors have already poured the pool shell. Fire-Damaged Home Update. LOWA has two (unrelated) fire-damaged homes in the community. Demolition of the home that burned May 1 in the 700 block of Lakeview Parkway is delayed as heirs try to resolve outstanding issues in court. LOWA Declaration of Restrictions Section 8 (p) allows six months to replace a dwelling destroyed by fire, windstorm, etc. after that time, the Board of Directors can vote to enter the property to demolish the dwelling and bill the lot owner’s account. However, since the lot owner died in the fire, the Board wants to give the heirs an opportunity to resolve issues themselves. This will likely take until April. Demolition of the home that burned November 22, in the 4500 block of Lakeview Parkway should be handled by the lot owners in the near future. The owners have already reviewed their options with the Environmental Control Committee staff. LOWA, through the ECC staff, works with lot owners to resolve demolition and reconstruction matters as quickly as possible. Independence Day Planning. Please get out that brand new calendar of yours and mark Saturday, July 6, 2019 for LOWA’s Independence Day fireworks. We have already made arrangements with American Fireworks for another outstanding fireworks display.

Now that the potlucks, cookie exchanges and holiday dinners are over, we all realize that we have put on a few holiday pounds. Many of us will resolve to get healthier in the New Year. We all know that getting healthy is easier said than done, but not impossible. Getting healthy and fit not only improves your appearance; it improves sleeping habits, helps control stress, lessens joint pain, results in a better mood and we become more productive. Other benefits include lowering the risk of diabetes and lowering our resting heart rate. These are only a few of the benefits of eating healthy and exercising. If you are looking for somewhere to go to begin your exercise routine, the LOW Fitness Center is a great place to go. The Fitness Center has been relocated to the Lower Level Clubhouse and is open seven days a week from 5 AM to 10 PM. During construction of the CARC project that will include a brand new, healthier and larger Fitness Center, you can join right now and start working out at an affordable, prorated fee, so please see the wonderful staff at the Holcomb Building for more information or call Tracie Hayes, Community Operations Manager at 540-972-9680. Call to Order President Wilks called the meeting to order at 7:03 p.m. in the Community Center for the purpose of hosting a Town Hall meeting to respond to questions from members on the Forensus Group Report of their investigative findings on the FY2017-18 financial audit. 1.1 Pledge of Allegiance 1.2 Approval of Agenda Motion by Wilks, passed unanimously, to approve the Agenda. 1.3 Town Hall Presentation and Discussion Christopher Haney, Managing Director with the Forensus Group summarized the financial irregularities pertaining to the FY2017-18 audit. He responded to questions from members. 2. Member General Comments One member made a comment. 3. Adjournment Motion by Wilks, passed unanimously, to adjourn the meeting at 7:46 p.m.

A new year may bring changes that can be challenging. Everyone has questions about changes, and some of the more important ones are the ones that keep you committed for a year with no options to change. Since there are so many options, I often hear my own words echoing that I want to do something different, but it does not matter if I do not have the right information to help me get there. Let’s face it, we are getting older and we are expected to adapt to information changes regardless of whether we agree or disagree. In 2019, the Knowledge Club is very committed and focused on giving you quality resources that will help you keep up with the changes and stay informed. The Knowledge Club meets at the LOWA Community Center. On Jan. 15 at 10 AM, we will have our Estate Planning Attorney return for a daytime presentation. 3.2 Report of the General Manager, Phil Rodenberg A. October Financials In October we collected $295,670 in current year lot assessments. For FY2018-19, we have collected $5,811,950, or 86% of the FY2018-19 lot assessments billed. As of October 31, the Preliminary Unaudited Budget Summary shows a favorable variance of $135,965. Recent delinquency notices resulted in reducing the number of delinquent accounts considerably, but there are still about 30 cases outstanding that need to be brought current. B. Lakes Management Report (see Item 7.1) C. Clubhouse Area Recreation Complex Project Update Due to near record rainfall this year causing numerous construction delays, a new “substantial complete” date of June 5, 2019 has been assigned. D. Other Business The LOWA Boat Test has been removed from its own website to our LOWA. org website for an annual savings of $200-$300 in hosting fees. The boat test results for 3200 boat operators were also transferred to the new database. FinishLine Environmental and our maintenance crews continue to make progress on stormwater run-off remediation projects that have been negatively impacting private lots. The new Maintenance Building has passed final inspection and a temporary Certificate of Occupancy has been issued. Staff will be moving in this week. The Clubhouse served 451 Thanksgiving meals, 135 more than last year. The Christmas Tree lighting ceremony, Annual LOWA Holiday party, Christkindlmarkt and Dinner with Santa were all well attended. 3.3 Committee Liaison Reports Director Philip Brown reported that Safety & Security has two resolutions they are forwarding to the Board for their consideration. One would require unaccompanied visitors to pass through the front gate so they can be properly accounted for. In keeping with good business practices, the second is a recommendation that LOWA solicit bids for our security services contract, since we have been with Allied-Universal for 5 years now. 3.4 Committee Reports Legal & Compliance Committee Committee Chair Mike Cianci reported the Committee has adopted some procedural changes for hearing sessions. Plea options have been reduced from three to two, and LOWA patrol officers are now sworn in en masse, rather than individually for each case. The Committee voted in favor of recent Board action that considers passing a stopped school bus a more serious violation that should be remanded to Orange County law enforcement. The Committee has also formed a working group to identify ECC violations that might be referred to Legal & Compliance. 4. PRESENTATIONS 4.1 Stormwater Management Overview Don Rissmeyer, P.E., Associate with A. Morton Thomas & Associates, Inc. provided an overview of both water quality and quantity issues currently being addressed by LOWA. A year of near record rainfall has revealed several watershed areas in need of evaluation for future stormwater runoff mitigation projects. The flooding issues on Patrick Henry Court are being used for a pilot study to formulate cost-effective solution options to recommend to lot owners and administration. Mr. Rissmeyer responded to questions from the Board and other members. 4.2 FY2019-20 Budget Overview General Manager Phil Rodenberg presented the Board with an overview of the proposed budget and review process. Currently, the proposal calls for $10.089M in authorized spending.

Motion by Diercks, passed unanimously, that the Board approve the minutes of the November 13, 2018 Regular Board of Directors meeting. 2.5 Excellence in Service Award - Third Quarter 2018 President Wilks joined General Manager Phil Rodenberg and Human Resources Administrator Karin Mollard in presenting an Excellence in Service Award for the 3rd Quarter 2018 to Fareways Café Team members Carletta Johnson and Douglas Semerling. Each recipient will receive one day off with pay and a $50 gift certificate. 3. REPORTS 3.1 Reports of Officers President Wilks reported that he is sending an initial draft around to various committees for their input on an ECC Referendum. He said the Board is working very hard on the proposed budget for FY2019-20 in an effort to keep any assessment increase as low as possible. The Vice President and Secretary had no report. Treasurer Bob Hoh reported that the Finance and Planning Committees held joint hearings last week as they continued their work on developing the next budget. A. Executive Session Actions: None. B. He provided highlights of the Proposed Budget Summary and explained the factors driving up costs for each Department relative to operations and maintenance, including energy conservation projects, fee schedules and staffing needs. He requested the Board provide any changes they would like to make by January 15th. Plans are to present the budget to the Membership on January 30 prior to final Board adoption on February 20th. 5. Member Comments on Business Agenda Members commented on the Budget approval schedule, an option to reduce the cost of replacement picnic tables, and gratitude to the Board for their quick response on addressing stormwater management issues. 6. UNFINISHED BUSINESS: None. 7. NEW BUSINESS 7.1 Consideration of Awarding a Contract for 14th Pond Retrofit with Forebay Project and Authorizing the President to Sign. (D-18-128) Motion by Hoh, passed unanimously, that the Board award and authorize the President to sign a construction contract with FinishLine Environmental of Fredericksburg for the 14th Pond Retrofit with Forebay Project in the amount of $287,086.90, with funds to come from the Repair and Replacement Reserve as follows: From the Capital Spending Plan: Reserve Projects 715-719 $202,938 Reserve Project 690 $ 34,000 From the R&R Fund Balance: $ 50,148 7.2 Discussion of the FY2018-19 Mid-year Capital Plan Report. Facilities Director Jessica Graves reported that LOWA has 85 capital projects in the FY2018-19 Capital Spending Plan, including carryovers from previous years. Of those, 40 are complete, 44 are in progress and 1 is on hold status. As of November 30th, the total amount budgeted for completed projects was $1,401,575. For those projects that came in over budget, the total overage was $44,094; for those projects that came in under budget, the savings totaled $78,975, for a net savings of $34,881. Total spent on completed projects was $1,336,694. Carryover projects from previous years FY2012-2017 were reviewed and a limited number of selected items from the long FY2018-19 list of capital items were mentioned. 7.3 Consideration of Entering a Lot for Maintenance. (Postponed until the January 5, 2019 Board meeting.) 7.4 Discussion of Communications Plan 2018-19 To assist the Board in fulfilling their goal to expand information-sharing between the Association and members, Communications Manager Carolyn Brodeur presented an updated Plan to the Board for their review and guidance. Emphasis was given to specific goals, including developing marketing strategies to encourage increased use of amenities, promotion of LOWA communications services to increase awareness of various media outlets, and expansion of Channel 18 programming to increase viewership and solicit content contributors. An expanded search feature is currently being added to the LOWA website to increase ease of searching and accessing information. 8. Member General Comments: None. 9. Director Comments: None.

The Lake of the Woods Sailing Club honored its top performers of the year at an awards luncheon Dec. 15 at the Clubhouse. David Florence provided musical entertainment. The program’s speaker was Club Vice Commodore Dwight Westholt, who related his many years racing sailboats, his lessons learned and recollections of nationally wellknown sailors he competed with and against. Award winners honored included Wilderness Cup winner Jean Westholt, Club Champion Richard Chitty, Most Improved Sailor Gary Close, and Scatchard Sportsmanship Award electee Dan Kilgore, who also scored a win in the 2018 Round Turtle Island Challenge distance race. Commodore Gary Close offered a memorial toast to early club member and past commodore Dick Smith, who passed away earlier this year. The club’s Spring Racing Series will begin Saturday, April 20 with the first race scheduled to start at 11 AM. The 37th Annual Invitational Regatta will be held the following week, Saturday, April 27. The Lake of the Woods Pickleball Club will be offering free pickleball classes on several Saturdays for those interested in learning how to play the fastest growing sport in the country. These classes will be held from 11 AM to 1 PM in the Marion Pronk Hall at the Community Center. The dates are: Jan. 19, Feb.16, March 9 and April 20. All equipment is provided. All you have to do is wear a good pair of athletic shoes (not running shoes). The LOWPBC also offers free beginners classes every Thursday at the Community Center from 11:30 AM to 1 PM. Pickleball is about competition, great exercise, building social communities and, most of all, having fun. LOWA Director of Facilities to Address Civic Club Please plan to join the Civic Club in the Clubhouse Great Hall on Wednesday, Jan. 16, at 7 PM. Jessie Graves, LOWA Director of Facilities, will be filling us in on what’s happening within the LOWA Maintenance Department. Jessie will provide information on the department’s organization and structure, lakes management, road maintenance, and the general maintenance program of work slated for 2019. She will also be happy to answer questions regarding the CARC project. Jessie has been with the Maintenance Department for ten years. She has served as the Director of Facilities since 2014. She started her career ve s at LOWA as the Erosion and Sediment Inspector in 2008, a r having gotten to know many members during the process of Je s sie G mapping the water flow on all LOW properties. In December 2012, she took over as the Environmental Resources Manager (aka Lakes Manager). Jessie earned her B.S. in Biology from Virginia Commonwealth University and began her working career monitoring ground water runoff from solid waste facilities. Growing up on a farm, she was introduced to construction through her father’s excavation business. Her interest in construction and environmental sciences was a natural choice. Jessie manages with a results-oriented style, working with her staff to ensure the desired results are realized. She is proud of the spirit of cooperation among the Maintenance employees. There will be time allotted for questions, so please bring yours! We look forward to seeing you on Jan. 16 in the Clubhouse Great Hall at 7 PM.

Orange County K-9 handler Ryan Brown joins Locust Grove AARP Chapter 5239 on Jan. 21 to discuss his career as a law enforcement officer. He will discuss his current experiences as a K-9 handler. Brown works out of the Orange County Sheriff’s office. He worked seven years as a law enforcement officer, then specialized as an investigator for one year, before devoting the last three years to specializing in K-9 handling. His most informative presentation includes facts about the man-trailing bloodhound and how the bloodhound is utilized by law enforcement. More than $12,500 was raised at the Rave-Ones’ Christmas concerts on Dec. 10 and 11. This included concert proceeds, funds from a raffle, cash donations and an anonymous pledge. It will all be used to buy exercise equipment for the new Fitness Center. The concerts were sponsored by Friends of Lake of the Woods. Ticket sales and logistics support were provided by the LOW Players. Volunteers from these organizations, the Fitness Committee and Fitness Center members sold refreshments and did the heavy lifting of set up and take down. Pictured are raffle winners Rick and Bev McInnes. They won a beautiful Christmas-themed wall hanging that was donated to FLOW by Pam Schubert, who spent more than 3 years completing the intricate needlework.

The LOW Veterans Club will hold its first meeting of the year on Thursday Jan. 24, featuring World War II veterans as speakers. Both Army veterans Linc Landis and Alex Salustri will share their memories and experiences at the 7 PM meeting at the Community Center. The annual Veterans Club Christmas Dinner featured eight living World War II veteran attendees who all reside in Lake of the Woods. Also, any unclaimed military photos from the Christmas tree can be picked up at our January meeting. The LOW Veterans Club had quite a year in 2018. Events included: celebration of 10 year anniversary of club; conducting Memorial Day Ceremony, Independence Day Parade participation, conducting Veterans Day Ceremony, and honoring all veterans at our Christmas Party. The Club sponsored the visit of the World War I and World War II Commemoration Commission’s WW I and WW II Mobile Museum. In addition, the LOW Veterans Club performs a “Final Salute” tribute to deceased LOW veterans at their respective funeral services. Assisting in proper disposal of the American Flag is performed when needed. Monetarily the club annually donates $1,000 to the Families of the Wounded foundation. Guest speakers included male and female retired military enlisted and officer personnel, former State Department employees, a battlefield photographer, and the Orange County Sheriff. Their entertaining and informative presentations were overwhelmingly welcomed by the membership. Miscellaneous topics of discussion and information included: Virginia Department of Veterans Affairs services; burial benefits for veterans, medical and dental benefits for veterans, and other veteran relevant information. The LOW Veterans Club is open for membership to any LOW resident who served honorably in any of this nation’s armed forces. The club provides a place for member camaraderie, and also a place to promote patriotism and citizenship. The club’s current paidup membership is 101, including 40 lifetime members and six World War II veterans.

As with most businesses, C County Waste strives to be a lleading provider of solid waste and recycling services for our industry. We invest into top of the l line equipment, materials, and personnel, striving to be the best of the best. The solid waste industry is unique, constantly growing and changing all of the time. Across the past year, China banned the majority of recyclable materials from coming into their country. This change led to significant challenges throughout the world for the processing and unloading of recyclable materials. Residential single-stream recyclables are amongst the most problematic due to contamination levels. With China no longer accepting material(s), the price of commodities plummeting due to other third party outlets drying up quickly and present contamination limits requiring a 0.5% contamination or less (per ton), our Company has had no choice but to evaluate current routes and pass through cost increases as necessary for the collection of recyclable materials. While a large majority of our customers have received increases for their recycling collection, we did evaluate and keep such an increase from being passed through to the residents of Lake of the Woods, at the present time. However, we recognize there was a large majority of residents who received this communication in error and ask that you please disregard this notification, as it was not intended for the residents of Lake of the Woods. We sincerely apologize for any confusion this has caused. We will continue to monitor and evaluate recycling trends as we head into 2019. Should recycling markets continue to erode; our team will be in touch with the Lake of the Woods community to discuss any potential future increases this may cause. Thank you for your continued patronage and we assure you we will continue to work hard to control our costs and minimize future price adjustments to your community.

The Wednesday Ladies Bridge group meets for Christmas. The Wednesday Ladies Bridge group celebrated Christmas at the Community Center on Dec. 19. The group has temporarily played rubber bridge there Wednesdays at 9:30 AM for the last six months. The Ladies Bridge group returns to the Woods Center on Wednesday, Jan. 2. The Susan Allen Republican Women’s Club (SARWC) slid into the spirit of Christmas with snow falling outside our beautifully decorated Clubhouse. Ugly sweaters, Christmas carols, prizes and a delicious lunch made it a festive occasion. SARWC was proud to make a donation to the LOW Adaptive Watersports Foundation. The foundation helps children and veterans who could not typically be involved in water sports. LOW members are trained to support skiers and tubing. SARWC members volunteer when we welcome wounded warriors and their families. SARWC also made a donation to LOW Fire and Rescue in appreciation of their commitment to Lake of the Woods residents and the surrounding area. Jenny Mundy, Technology Director for National Federation of Republican Women and Communications Chair for Virginia Federation of Republican Women, officiated at the installation of our 2019 officers. They are: Brenda Rogers, President; Cheryl Brown, 1st VP; Lois Northam, 2nd VP; Alison Merrell, Treasurer; Dianne Condon, Recording Secretary and Joan Schulle, Corresponding Secretary. Established in 1996, the SARWC joins women across the U.S. to promote a more informed public through political education and activities, to recruit and support Republican women for elective offices on the local, state and national levels and to support Republican candidates for office. We invite women and men to attend our meetings. Check us out: A Winter High Tea ($15) on Sunday, Jan. 27 from 4 to 6 PM at the Clubhouse (Snow date Wednesday, Jan. 30). Lake of the Woods Church Welcomes New Mothers of Preschoolers

The LOW Church sponsors a group for mothers of preschoolers (MOPS). Kristen Ulrey is the MOPS coordinator, and Rev Jordan Medas, the Associate Pastor for Youth and Families, is our MOPS proponent and advisor. Kristen points out how important MOPS has been for her and her family. It provides the opportunity for moms of all faiths to join together to share problems and solutions, to support one another, and to have fun while doing so. LOW Church provides mentors and free childcare during MOPS meetings. Rev. Jordan Medas is a strong advocate for MOPS. Jordan comments “There is immense value in spending time with those who are in the same stage of life as you are. At MOPS, our moms get to have that time to share, learn, laugh and sometimes cry together; but also support each other and know they’re not alone. Our moms have the opportunity to encourage each other and have their mentor moms comfort them and guide them through this sometimes challenging, but tremendously fulfilling, time in their lives. MOPs is a vital ministry in our community.” MOPS is an international organization which began in 1973 and now has 4,000 chapters in 60 countries. It is faith-based and multidenominational and open to all regardless of their religious beliefs. Our chapter currently has 25 members and several dedicated mentors who support our weekly meetings alternating between discussion and support meetings the first and third Wednesday of each month, and Bible studies on the second and fourth Wednesday (currently studying the Book of James). We accept mothers of children ranging from infants to kindergarteners and mothers can transition to Moms Next as their children get older. Show up at the Lake of the Woods Church any Wednesday morning at 9:15 AM with your preschooler, and you will be greeted with open arms and hearts. by Lee Frame, District 5 Supervisor There are 902 miles of roads in Orange County. Of these, 189 miles are primary roads and 713 miles are secondary roads. All the roads in the county except those in the towns are the responsibility of the Virginia Department Transportation. There is no county responsibility for road maintenance or construction. Orange County does approve a six-year road plan which guides VDOT on construction priorities. Each month, the VDOT Resident Engineer provides a report on county VDOT activities. The most recent report shows that there is a lot of VDOT activity in the county. There are 15 separate projects listed in this month’s report. These projects include paving gravel roads, modifying intersections and a bridge replacement. There are two projects that would interest LOW residents First is the modification of the Route 3/20 intersection. This involves offsetting the left turn lanes and providing flashing left turn arrows in a manner similar to the entrance to LOW. This also includes installing an Opticon capability so that emergency vehicles approaching the intersection with emergency lights on will change the lights to provide a green light for these vehicles. LOW fire trucks and ambulances have the equipment installed to activate this feature. The intersection is scheduled for completion in the summer of 2019. The second project of interest is the straightening of a low speed curve on Flat Run Road (Route 601) which is planned for completion in the summer of 2022. In addition to the construction projects, VDOT has resurfaced about 90 miles of roads in the county at a cost of $3.7 million. That compares to about 26 miles last year when only $1.5 million was available. There were a number of safety studies done in the last year. Unmarked roads in the state have a speed limit of 55 miles per hour, but the Board of Supervisors can request a speed study on various segments of roads. Usually this occurs at the request of residents in the vicinity of the road who want a slower speed. If the study recommends a slower speed, VDOT will install the appropriate speed limit signs. A variety of studies have been done in Orange County recently including about nine speed studies, six of which resulted in reduced speeds. Other studies resulted in warning signs, stop bars on the roads at intersections and sign relocations. You might have noticed the result of one study that led to the installation of the advance signal light for the eastbound Route 3 traffic at the intersection of Route 3/708. The VDOT Resident Engineer also mentioned that the state was planning to provide rumble strips at the intersections on all primary roads in the state. These rumble strips can reduce accidents at these intersections by upwards of 90 percent by alerting drivers who might otherwise be distracted. On Oct. 9, 2018, the Board of Supervisors adopted Section 58-256 of the Orange County Code of Ordinances to establish a Registry for ShortTerm Rentals. A short-term rental is defined as a room or space suitable for sleeping or lodging for less than 30 consecutive days for compensation. What does this mean if you are currently operating a short-term rental? All owners/operators of short-term lodging facilities are required by County code to collect and pay a Transient Occupancy Tax. The amount of the tax shall be two percent of the amount of charge for the occupancy of the room or space occupied. This Transient Occupancy Tax is remitted to the County Treasurer on a quarterly basis. The tax imposed shall not apply to rooms or spaces rented for continuous occupancy by the same individual or group for 30 or more days in hotels, motels, boardinghouses, and/or travel campgrounds. Effective Nov. 1, 2018, as an owner/operator, you are required to register your short-term rental property with the County. As part of the ordinance, there is no fee to register a short-term rental. How do you register your short-term rental property? The registration form is available on the Orange County website: orangecountyva.gov/shorttermrentals. There you will find a link to download the registration form. The form can also be obtained from the Commissioner of the Revenue’s Office (112 W. Main Street, Orange, Virginia). Completed forms should be submitted to the Commissioner’s Office via mail, email, or in-person. Once a registration form is submitted, the Commissioner will register the property and provide directions on how to submit quarterly Transient Occupancy Tax payments to the Treasurer’s Office. If an owner/operator required to register under this ordinance fails to do so, and offers such property for rent, or rents such property, he/she shall be subject to a fine of $500.
