The next meeting of LOW Arts on Wednesday, Feb. 3, will feature a pottery demonstration “on the wheel” by our fellow LOW artist Joe Freeland. The meeting will be held at 7 PM (instead of usual 2 PM) on Zoom so that those who work fulltime or have other daytime obligations are able to attend. Joe and his wife and fellow potter Elaine are well-known to those who have attended LOWVAC art shows in the past, where they have displayed a delightful collection of ceramic items both decorative and utilitarian. We look forward to seeing Joe at work!

Through this budget, the Lake of the Woods Association is able to effectively carry out its obligations to maintain the common areas, lakes and dams; operate the amenities; enforce Association covenants and regulations; and provide adequate gate access and common area security. The budget is a means of implementing many of the stated Board Goals including the Lakes Management Plan to improve the health of our lakes and stormwater management initiatives.

The budget will likely be modified along the way to Board adoption on Feb. 17, 2021 as we receive updates and consider Board, committee, and member input.

We built the budget based on a most probable scenario in the current COVID-19 environment. I am cautiously optimistic for next year. We may have a COVID-19 vaccine available in spring 2021. Still, we have also considered contingency plans for best case and worst case. We plan to re-evaluate our financial situation after the First Quarter ending July 31, 2021 and implement contingency plans then and going forward as warranted.

Operating Budget Highlights The annual lot assessment necessary to accomplish the ongoing operations and maintenance and capital replacement and fund the fourth budget year of the Clubhouse Area Recreational Complex (CARC) Project is $1,739 for the 4,259 billable lots. Together the amounts total the annual lot assessment. The increase is $49 (2.9% above the current level). This complies with Board Goal #1 to “avoid an assessment increase of more than 3%.” Compare this increase to the Consumer Price Index (CPI) of 1.2% in October 2020. Capital replacement expenses are $8 less. Operating expenses are $57 more.

Revenue – Ongoing Operations & Maintenance and Capital Replacement After counting amenity and administrative revenues, the budget requires $6,594,317 for cash break even. This translates to $1,548. To mitigate a further assessment increase during this unprecedented time of Coronavirus Pandemic, we propose two non-assessment sources of revenue: • $250,000 in New Construction & Renovation Reserve (NCR) funds, to be collected from private lot development and renovation projects during the new fiscal year, and • $300,000 in the expected Operating Cash Surplus from the current fiscal year.

These amounts depend on continued budget performance at current level which we rate as good against expected performance during COVID-19.

Expected Clubhouse revenue is down $371,367 (29.1%), expected Fareways revenue is down $137,260 (30%), and expected Tenant Fee revenue is down $76,740 (20%), compared to the current budget.

The Fee Schedule has a number of changes, including annual family guest pass, boat decals (manpowered), golf, pools guest pass, equestrian, campgrounds. The Tenant Fee is $1,543 ($5 less than the ongoing operations and maintenance and capital replacement portion of the assessment).

Revenue – Clubhouse Area Recreation Complex (CARC) Project. On June 22, 2019, LOWA cut the ribbon on the new Clubhouse Pool, Fitness Center, Beach Bathrooms, 25-space ADA parking lot, and Basketball Court. The new complex has been well received by members. The final project cost was $5,088,693 for which we borrowed $3,714,516 from Mutual of Omaha Bank (now CIT) over a term of seven years. Next year will be the fourth year of revenue collection at $191 per lot. We are currently pursuing refinancing the remaining loan balance of approximately $2,800,000 to save on interest payments.

We need a dedicated workforce with excellent customer service skills.

Thus, we included a 1% Merit Raise, effective the first pay period in May 2021. Separately, and from current year funds, we propose a one-time 1% COVID-19 Impact Bonus in the last payroll of April 2021 for active employees hired on or before Dec. 31, 2020. Retaining our dedicated and skilled employees avoids recruitment and training costs. There is no net change in the number of full-time employees. Highlights: • Assistant GM position is left vacant for now with no funds associated • Special Projects Coordinator is converted from Information Technology Coordinator • Member Service Lead is converted to full time from part time • Clubhouse Manager is now the Food and Beverage Director • Clubhouse Prep Cook is converted to part time from full time • Capital Project Manager is a new part time employee

Capital Budget Highlights Total Contribution to Reserve (CTR) is $1,698,017, which is comprised of: $1,698,017 for Repair and Replacement Reserve (R&R) which fully funds the 2020 Miller Dodson Reserve Study Update adopted by the Board for planning and budgeting purposes on Nov. 7. The R&R CTR increases by only $3,747 over the current year.

• No new assessment funds are needed for the New Asset and Improvement Reserve (NAIR).

• No new assessment funds are needed for the Contingency Reserve since the balance is slightly above the $100,000 Reserve Policy target funding level.

Total Capital Spending is $1,533,829 for all projects.

Repair & Replacement Reserve. The Capital Spending Plan funds $1,431,429 for all R&R projects in the Board-adopted 2020 Reserve Study.

Expenditures. The Proposed Operating Budget expenditures total $8,680,529, which is $189,830 less than current year. We plan to continue to operate all amenities, including both pools. We propose $10,000 for community-wide special events. Cost drivers are: Restaurant and Pro Shop cost of sales (down $213,347), employee salaries and benefits (down $81,249), contractual services (up $141,158), and property insurance (up $34,028) compared to the current budget. A significant cost driver is the two increases in Virginia’s minimum wage next fiscal year. Virginia goes to $9.50 on May 1, 2021 and $11.00 on Jan. 1, 2022. The increases affect our payroll as well as our Pool Management and Golf Maintenance contracts. Lakes Management and Stormwater Management capital and operating items are of particular interest, and we created a new schedule to track these.

Cost Reduction/Energy Conservation. Our overall cost reduction challenge is to reduce electrical, propane, cost of sales, supplies, and linen services.

For energy conservation, we included funds in the 501 General Maintenance budget for the switch to LED lighting at the Equestrian Center Upper Barn and for programmable thermostats in park restrooms. Four new energy efficient cooking appliances are in next year’s capital plan. They are more efficient than the current appliances. We estimate reducing propane costs by approximately 25% annually. LOWA recently hired a Capital Projects Manager, Hunter B. Spencer III. Hunter is an architect who brings extensive experience in all phases of construction, from architectural concepts to finished drawings. He has project bidding and contractor evaluations/selections experience. Hunter will help refine our invitations for bid to get competitive pricing. He will help us streamline construction projects, saving time and money for the Association.

The Facilities Director and Capital Projects Manager are researching the cost to install a web-based Master Control System into our facilities, as future budgets allow. A web-based Master Control System can reduce utility use and increase efficiency by allowing remote programming of HVAC, lighting, and other mechanical utility systems.

Board Seeks Member Input on Amending LOWA V.H. 3.

Political Signs

Hazards of Hiring Unlicensed and/or Uninsured Contractors

The Board of Directors is seeking member comments regarding proposed amendments to LOWA V.H. 3. Political Signs. Members who wish to provide comments or feedback should email the Board at Board@LOWA.org by 5 PM, Friday, Feb. 12.

What is proposed? The amendment will clarify that political signs may be posted on private lots 60 calendar days before Election Day. State law has been changed to allow voting 45 days before Election Day. Who proposed it? The amendment was proposed by the General Manager, revised by the Board to establish the 60-day period. It has been reviewed by the Rules and Environmental Control Committees as well as the LOWA Attorney.

Why? Some members were interpreting “an election” in the phrase “six weeks prior to an election” to mean the election period leading up to Election Day and not Election Day itself. LOWA has always interpreted the reference to “the election” to mean Election Day. What is the effect?. The amendment will allow members to post political signs on private lots 18 days earlier than before. During the 2020 election, several members posted political candidate signs earlier than the six-week time period allowed in Regulation V, in part due to the fact that the regulation was unclear, and members interpreted the start date to align with the states early voting period that was in place due to the Governor’s COVID-19 restrictions. Political flags are not included in the regulation. The LOWA Attorney determined LOWA cannot make a rule about flags on private lots without amending the Restrictive Covenants by membership vote.

Planning on hiring a contractor? It is always prudent to ask the prospective contractor to provide proof of insurance, licenses, and any applicable permits or bonds prior to commencement of work.

While licensing is not necessarily a measure of competence, it does imply a certain level of professionalism, and suggests that the contractor is committed to his or her job. More significantly, licensing can protect you from several potential problems, such as: poor quality work, noncompliance with building codes, or potential safety hazards. Unlicensed often means uninsured, no workers compensation insurance means no protection from injury to a contractor or his workers, lack of protection from damage to third parties, property damage problems may not be covered, and you may have limited recourse for broken contracts.

Contractors should carry two types of insurance: liability and Verify your contractor worker’s compensation. These holds the appropriate can protect you as a homeowner licensing. Check with your in a few ways. Liability insurance can protect you in the event the local licensing authority contractor causes damage to your and, if applicable, ask for a home. What if during an upstairs bathroom remodel, your uninsured copy of the license contractor’s plumbing mistakes cause the floor to collapse? If you think your homeowner’s policy would cover you, think again. It likely will not, unless you have purchased additional coverage for in-home employees. What if the contractor had an employee on the job at your home who was injured on your property, but the contractor didn’t carry worker’s compensation insurance? Your homeowner’s insurance policy might help cover the cost to pay that worker’s claim, after you meet your deductible, but that claim could result in an increase in your rates and make it more difficult for you to get insured in the future.

Verify your contractor holds the appropriate licensing. Check with your local licensing authority and, if applicable, ask for a copy of the license. Licensing offers proof that the contractor has met industry training standards. Hiring an unlicensed contractor could cost you in the long run. If the work does not meet local building codes, or the contractor does not acquire the necessary permits, you will ultimately be responsible for making the repairs to meet the appropriate building code. Allowing work to be done by an unlicensed contractor could also void your homeowner’s insurance policy, should a claim arise because of that work.

Remember; “Members may be cited for violations of the Restrictive Covenants and Rules and Regulations committed by themselves, their families, guests, and tenants, as well as guests of their tenant and/or their contractors and the contractors of their tenants while the contractors are within LOWA.” (LOWA Rules and Regulations II.A.2.c). LOWA requires all contractors/vendors working for the Association to provide the following prior to work commencement: (listing LOWA as additional insured on insurance certificate, general liability, and auto liability limits of at least $1,000,000, worker’s compensation coverage, and provide a W-9 form).

The proposed amendments to the bylaws are highlighted in bold and strike thru read as follows: V. USE OF PROPERTY--INDIVIDUALLY OWNED AND LOWA OWNED PROPERTY H. SIGNS (1/2012) 1. Signs on LOWA Property: The placing of any sign on LOWA property is prohibited except in designated areas on the day of an election or with the written permission of the General Manager.

2. For Sale Signs: Must be a painted (tan is suggested) wooden stake, approximately two inches by four inches, five and a half feet high, driven approximately two feet into the ground, with the lot number and contact phone number displayed. Sellers are also permitted to place one black and white electronically readable barcode or tag on each side of the signpost, not exceeding 3 1/4 by 3 1/4 inches in size, solely for the purpose of providing electronic access to real estate information regarding sale of the property. The stake should be driven within the lot line but not in the ditch between the pavement line of the street and the lot line. Stakes are available from the LOWA Maintenance Department by application. For sale signs on LOWA property are prohibited.

3. Political Signs: Only one political sign per issue or candidate, no larger than four (4) square feet may be displayed on any residential lot. Political signs may be displayed no earlier than sixty (60) calendar days six weeks prior to an eElection Day and must be removed the day after the eElection Day. Political signs on Association property are not allowed except for two exceptions. The first exception is on Election Day. The second exception is on the day of a scheduled political event at which the candidate or candidates will appear in person. For both of these exceptions, the number, size, content, type, and location of signs shall be determined must be in an area designated by the General Manager, in his/her sole discretion.

LOWA Stormwater Management: Ditches, Culverts, and Platted Drainage Easements

This is the second article of a regular feature to inform LOWA Members of how we can all work together to manage runoff in our community, to protect Member property and Association assets, especially the quality of our two lakes. This article covers what LOWA Stormwater Management is and why it is important to all of us in the LOWA community. Future articles will outline responsibilities, and ultimately present the comprehensive approach to Stormwater Management and Lake Quality currently under development for consideration by the LOWA Board.

Our Stormwater Management Infrastructure Obstructions and backups of culverts often lead to high water finding another path, creating erosion and damaging roads.

Definitions: • Ditches: The LOWA Right-of-Way (ditches) along the roadside.

• Culverts: Large pipes allowing water from ditches to pass under private property driveways.

• Platted Drainage Easement: An easement area specifically identified in a lot’s plat for the purposes of providing drainage for common areas (e.g., a creek running through a property). (Per: LOWA Restrictive Covenants 10.A(a)).

A Mistake in the Closet, Part 1

Some time ago, a little boy entered the village, and was asked his name.

“My name is mistake,” he replied. “Oh no, honey, that can’t be your name,” the woman replied. She asked him again what his name was, and again he replied, “My name is mistake.” After the third time they went through this, with him insisting that his parents called him mistake, he followed up with “I’m so bad I live in a closet.”

This, unfortunately, is the heartbreaking truth of so many children who enter the Alice Tyler Village in Lignum (and other facilities around the country dedicated to dealing with childhood neglect and abuse). A child has lived a nightmare; dreams are shattered. But there is something else – the trust between a child and any adult is broken. The safety that a child should feel as a natural boundary when they are so young and vulnerable has been stolen from them. Their world is not safe, and they do not know how to trust.

They are not loved – like that young boy, they feel like a mistake. Obviously, no one cares.

This is where Childhelp comes in. The people at Childhelp dedicate themselves to restoring the lost trust, safety, and especially love for these young children, and help them to become steadier on their feet so that they can begin to learn, to read, to feel better equipped in school surroundings.

At the village, as soon as a child enters, the very first thing they receive is a small teddy bear that they can hug, and a brand-new bicycle of their own.

Two weeks ago, we had a glitch in our website at www.friendsoflow.org. In trying to upgrade our site, it inevitably crashed. Please do try again this week.

One of our board members is on a well-deserved vacation out of the country, and she is the only person who has the password rights to our website. So, in trying to upgrade, we are having “global” issues. It is the little things…

Fifty years ago, the Lake of the Woods area was literally farmland, owned by 13 families totaling 2,170 acres of land. In the 1960 Census, a good number of these families still heated with firewood. Only 2/3 of the homes in Orange County at that time had telephones and televisions. In 2016-17, Lake of the Woods celebrated its 50th Anniversary, and since then Orange County has been named the fastest growing community in the mid-Atlantic Piedmont region in Virginia.

Since our 50th Anniversary celebrations, we have welcomed hundreds of new residents who do not know about the influence U.S. Land, Inc. or Boise Cascade Corporation had on the development of Lake of the Woods and other similar U.S. planned recreational communities. What other communities share our heritage? What is the significance of the White House here in LOW? Are there mines in them thar hills?

The author of a new website at www.friendsoflow.org (click on FLOW through LOW) will develop each article using many wonderful resources, including Dr. Peter Rainey’s Germanna Road: Three Hundred Year History of Lower Orange County Virginia, Virginia Marker History, The Fascinating Development of Lake of the Woods by John R. Henry, The Fascinating History of the Lake of the Woods Area by Arnold Chase, Orange County Chronicles by Patricia LaLand and A History of Orange County, Virginia, by William Wallace Scott; along with personal interviews of longtime LOW residents.

Carroll Foy was born and raised in Petersburg. After participating in Junior ROTC in high school she attended Virginia Military Institute and was one of the first African American women to graduate from the institution. She went on to earn her master’s and law degrees.

Her work as an attorney has focused on giving ate Je a voice to the often voiceless – children, individuals nn if e experiencing homelessness, those with mental illness rC a rro and others. She was elected to the Virginia House of ll F o y Delegates in 2017 from the Second District, representing parts of Prince William and Stafford counties. She recently resigned from the House to focus on her gubernatorial run.

Many thanks to everyone who answered the call for donations to support the Lions Wilderness Food Pantry on MLK Day during our National Day of Service food drive. Cactus Tips: Take care of your holiday cactus and it will last for years to come!

Christmas (or Thanksgiving) cactus are tropical plants that live in the rain forest. They prefer indirect, bright light and regular watering when the top inch of soil is dry. Pruning your cactus after blooming will result in a bushier plant with more blooms. A month after the blooms have dropped, pinch off 3 – 4 leaf section segments at the joints. These can be rooted in a glass of water to make more plants! Fertilize after blooming with a balanced house plant food (20-20-20). In the summer, your cactus will flourish outside in a bright, but shady spot (mine love to be under the deck). Continue to water and fertilize as needed. Bring inside when the temperature starts to dip into the 50’s at night. Now, if this all seems like too much work to you, please consider donating your cactus to the Garden Club! We would love to take care of it until our next plant sale.

Poinsettia Tips: Did you get a poinsettia for the holidays? While they can be tricky to get to re bloom, poinsettias can be kept as houseplants after Christmas. Water thoroughly as soon as it feels dry to the touch, but don’t let it sit in standing water. Like Christmas cactus, poinsettias like bright, indirect light and temperatures between 65 and 75 degrees. After the leaves drop, cut back on watering. In April, cut the stems back by half and resume regular watering and fertilizing when new growth appears. Place it outside in late spring in partial shade, then transition to full sun. Pinch back in June, then mid- August to keep the plant bushy. Bring in when the nights start to get cool. Then hide in a dark room overnight, or just buy a new one.

All members should be aware that Virginia is a year-round state for posting scores for handicap purposes. Some individuals are of the belief they aren’t supposed to post scores in the winter because of adverse weather/ course conditions. However, this is not the case. If we don’t post our scores, we will probably be at a disadvantage when we start league play in the spring.

Regarding score posting, for security purposes, the VSGA is now requiring all golfers to create a digital profile to access the GHIN Mobile App or ghin.com. To create a digital profile, golfers will need to provide an email address. If you do not provide an email address, you will not be able to create a digital profile and post a score using the GHIN App or ghin.com. It will then be necessary to have our club admin post a score on your behalf. To create a digital profile, go to the GHIN App or ghin.com and follow the prompts.

Assumptions and Guidance We built the budget after reviewing actual revenue and expenditures from three previous years and the current year. The stated Board Goals are a factor in both operating and capital budgets. We considered Board Budget Guidance as well as federal, state and local government requirements. We contacted utility providers. Operations Center Managers reviewed the Five Year Capital Plan to consider new initiatives. Likewise, managers determined if any spending could be reduced or eliminated. We reviewed prices and service quality of current vendors. We considered the local economy, which we believe will hold steady and possibly grow.

Conclusion and Acknowledgements The budget is a responsible spending plan which carries the Lake of the Woods Association forward toward the Board’s Vision: A welcoming, diverse, residential, gated community of single-family homes and recreational amenities that supports the evolving needs of members and their families now and in the future. There are operating and capital proposals I did not include that the Board may find valuable and want to consider funding.

The budget document represents many hours of preparation by the Operations Center Managers in consultation with the committees. Finance Director Charlie Maneval and Interim Facilities Director Bobby Jones and their staffs were instrumental in completing this work. A special thank you to Administrative Assistant Lorri Trocchio and the Holcomb Building staff for assembling the documents. The budget has been vetted through the Joint Finance-Planning Committees hearings in December.

January 20 Board Minutes from p. 3 Board to update the 2019 LOWA reminder letter and finalize an outreach plan.

4.2 Report from the General Manager, Phil Rodenberg A. Coronavirus Status of LOWA Community Activities and Business Operations The GM updated the Board on the current status of community activities and business operations since his last report of January 6.

A resolution was submitted to the Board to adopt new member and attendant hours at the Fitness Center starting February 1. LOWA has offered to work with CVS Pharmacy and possibly also Orange County to arrange for a vaccination clinic event in February at the Community Center.

B. December 2020 Financials In December we collected $95,954 in current year lot assessments for a total of $6,602,871, or 91.7% of total lot assessments billed, compared to 90.6% at this point in the prior fiscal year. The delinquency rate on December 31 was 3.1% and includes members on payment plans. The Preliminary Unaudited Income Statement Budget to Actual Comparison Summary showed a favorable variance of $160,031, primarily the result of continuing income from NCR fees and delays in expense commitments, offset by lower restaurant operations income and loan interest expense.

C. Budget Update: See Item 6.1 under New Business.

D. Other Business Restrooms at the Main Marina, Greensprings Park and the Campground pavilion will be closed for renovations for two months starting this week. RFP’s are being prepared for the Clubhouse roof replacement and Lakeview Parkway resurfacing. Bulkhead replacement from the Clubhouse to Sailboat Beach was completed, replacing wood bulkheads with rip-rap stone. LOWA grounds crews have completed leaf removal and trimmed back excess vegetation at several beaches, parks, playgrounds and common areas.

James “Bobby” Jones was promoted to Director of Facilities. Nick Blankenship was promoted to Environmental Resources Manager.

4.3 Committee Liaison Reports A. Fitness Committee: Secretary Vickery reported the Fitness Committee has submitted a Resolution recommending expanding morning Fitness Center hours and shortening attendant hours.

B. Lakes Committee President Zukowski reported the Lakes Committee submitted four resolutions for consideration by the Board. Board members were asked to comment on each topic in order to provide guidance for management to determine the next steps. Security Chief Scott Walker commented on issues as requested during discussions.

1) Consideration of requiring use of a mirror (PWC 2 mirrors) when towing skiers or tubers with no observer on board was referred to the next Board meeting for a vote; 2) Consideration of issuing a “reckless boating” summons by a SCOP officer was referred to the General Manager to prepare a Resolution for the Board to review; 3) Extending the “at sunset” time rule for boats to be off the lake to “30 minutes after sunset” was referred to the GM to prepare a Resolution to bring back to the Board for reassessment at another meeting; and 4) Times for using the “skier down” flag was favored to be appropriate at all times, not just during hightraffic times and the Lakes Committee will be notified of this preference.

Management will formulate an amendment to Regulation X to indicate high traffic times will start at 10 a.m. on weekends and holidays, a change from the current 9:00 a.m. rule.

4.4 Committee Reports

5. UNFINISHED BUSINESS 5.1 Consideration of Publishing in Lake Currents for Member Comment Amendments to Regulation V.H: Use of Individually-owned Property, Regarding Political Signs. (D-21-06) Motion by Wilks, passed unanimously, that the Board approve publishing in Lake Currents for member comment proposed amendments to Regulation V.H: Use of Individually-owned Property, regarding political signs.

(D-21-07) Motion by Wilks, passed unanimously, that the Board approve publishing in Lake Currents for member comment proposed amendments to Regulation XVI: Environmental Control and Construction Procedures.

5.3 Consideration of Approving a Golf Cart Lease.

Motion by P. Brown, passed unanimously, that the Board postpone this item to the February 6, 2021 Board meeting. (Delay will allow for Board liaison to be present for discussion.)

6. NEW BUSINESS 6.1 Consideration of Actions Related to COVID-19 LOWA Community Activities and Business Operations.

Motion by Diercks, failed unanimously, that the Board amend the previously-approved FY2020-21 Fee Schedule to waive the 6 percent interest charge for non-payment of assessment after 30 days until April 29, 2021 for payment plans for any member declaring the late fee is a financial hardship. Such member accounts that are delinquent on April 30, 2021 will receive the interest charge.

Motion by Diercks, failed unanimously, that the Board amend the previously-approved FY2020-21 fee schedule to waive the $50 late fee charge for non-payment of assessment after 60 days until April 29, 2021 for payment plans for any member declaring the late fee is a financial hardship. Such member accounts that are delinquent on April 30, 2021 will receive the late fee charge.

Motion by Diercks, failed unanimously, that the Board amend the previously-approved FY2020-21 fee schedule to waive the $12.50 per transaction charge for semi-annual and quarterly payment options until April 30, 2021 for any member declaring the $12.50 transaction surcharge is a financial hardship.

Financial Position Update Director of Finance Charles Maneval reported our financial position remains good. Limited restaurant operations continue to negatively impact revenue, but better than expected income from New Construction and Renovation (NCR) projects and improving performance by other amenities is helping to counter losses in food operations. A grant from the Paycheck Protection Program will not be taxable, and management continues to research participating in three other grant programs that might be available to us. We continue to expect sufficient revenue from assessments and other activities to support us through the end of this fiscal year. By applying higher than expected NCR revenues against the

Orange County Supervisor’s Letter

January 20 Board Minutes from p. 12 FY 2019/20 Unrestricted Operating Cash Deficit, management has been able to reduce the deficit from $199,251 originally calculated, to $0.

Budget Update The General Manager presented his final revised FY2021-22 budget to the Board today. He reviewed briefly the most recent changes and adjustments resulting in a slight reduction in the proposed assessment from $1741 to $1739. Board members were given Amendment Forms to fill out and return to him by January 22 in preparation discussion of final amendments at the February 6 Board meeting. Final adoption of the budget is scheduled for February 17th.

6.2 Consideration of Approving Board Support for Funding and Carrying-out the Lakes Management Implementation Plan. (Resolution 2021-2) (D-21-08) Motion by Diercks, passed unanimously, that the Board adopt Resolution 2021-2, a General Resolution, approving support for funding and carrying out the Lakes Management Implementation Plan.

6.3 Discussion of Next Steps Regarding Wake Boating.

One of the Board goals this year was to explore regulations governing wake boating and wake surfing activities on the main lake. Management requests guidance from the Board regarding proposed resolutions relative to establishing regulations governing these types of boating activities.

After much discussion, it was decided to give wake-boaters a trial period from Memorial Day thru 4th of July to safely exhibit self-enforcement of the current regulations governing this activity before changing or adopting any new ones. The Board will begin the rule-making process now in the event self-enforcement demonstrates insufficient compliance.

6.4 Consideration of Entering Lots for Maintenance. (D-21-09) Motion by Wilks, passed unanimously, that the Board approve entry to the Lots in Case #21-0120-01 and Case #21-0120-02 on or after January 27, 2021 to perform maintenance as stipulated in the letter from the ECC Chair to the individual lot owner; and that the properties be billed for the cost related to such work in accordance with Paragraph 14 of the Restrictive Covenants.

Motion by Wilks, passed unanimously, that the Board declare that a continuing violation of the Restrictive Covenants exists on the lots in Case #21-0120-03 and Case #21-0120-04, and the Board suspend the voting rights and use of the recreational amenities, including the Main and Back automatic gates until the violation is corrected in accordance with Section 12.G.b of the Restrictive Covenants, effective February 1, 2021; and I further move the Board authorize Management to send a legal demand letter to bring the lot into compliance.

Orange County

At a recent Orange County Broadband Authority meeting, there were several decisions to further establish the Authority’s ability to do business. The decisions involved appointing officers, establishing personnel and health insurance policies, adopting a procurement policy, approving a Memorandum of Understanding between the Authority and the county Geographic Information System, approving a large increase in the budget, and establishing preliminary rates for broadband service. The GIS MOU is essential to keep accurate records on the locations of broadband components and lines for future maintenance.

Ten million dollars was added to the Authority’s capital budget to continue the extension of broadband throughout the county.

The Broadband Authority will now be conducting business as FiberLync.

This capability was authorized by the State Corporation Commission in August and will be used to conduct business with suppliers, contractors and, most significantly, with customers who will be using the broadband service.

The FiberLync web page can be reached at www.fiberlync.net, where you can see what the current rates are and input information for when service may be available in LOW. Areas without broadband service will be developed first, and since LOW already has access to this service, it may be a long time before Fiberlync is available here.

I have mentioned previously that the county received $2 million in federal CARES funding to establish broadband hotspots throughout the county.

These hotspots are not a substitute for the Broadband Authority’s ongoing effort to establish broadband capability to county residents and businesses.

The hotspots are an innovative stop-gap solution to provide free Wi-Fi at 13 locations distributed around the county for students, small businesses, teleworkers, and residents. The connection speeds range from 25 MBS to 200 MBS depending on the devices used. The service is free and there is no password for its use. The hotspots are located at two fire stations, two parks, at the corner of Routes 20 and 522 and at eight churches around the county.

With only some of the hotspots in service, there were 624 users during a one-week period. One of the churches was able to provide a live broadcast of its service because of their hotspot. The specific locations can be found on the county website, going to the Broadband Authority page.

If you are not staying isolated in your own home, the next safest place from the COVID-19 virus is probably Dogwood Village. As of Jan. 13, 88% of the 267 nursing facilities in Virginia have residents who have contracted COVID-19. Dogwood Village is among the few who have been able to keep their residents COVID free. This is due primarily to the conscientious and dedicated staff following safety procedures to protect themselves, so there is little possibility of virus entry of into Dogwood.

The Rappahannock-Rapidan Community Services Board provides comprehensive behavioral health, developmental disability, substance use disorder, and aging services in Orange County and four other counties.

Orange County has three positions on their board of directors, and one is now vacant. If you think that you might be interested in serving on this board, you can go to their website and see what they do. You can also see the current board members and contact one of them to get more information.
