Proposed 2021-2022 Budget
by Phil Rodenberg, General Manager, CMCA®, AMS®, PCAM® Dear Members of the Association, I am transmitting for your review the REVISED Proposed Operating, Contribution to Reserves (CTR), and Capital Budget for Fiscal Year 2021-2022, which begins May 1, 2021. The proposal is a balanced budget. Total authorized spending is $10,214,358. Please refer to Budget Summary.

The next meeting of LOW Arts on Wednesday, Feb. 3, will feature a pottery demonstration “on the wheel” by our fellow LOW artist Joe Freeland. The meeting will be held at 7 PM (instead of usual 2 PM) on Zoom so that those who work fulltime or have other daytime obligations are able to attend. Joe and his wife and fellow potter Elaine are well-known to those who have attended LOWVAC art shows in the past, where they have displayed a delightful collection of ceramic items both decorative and utilitarian. We look forward to seeing Joe at work! Our Monthly Inspiration on Facebook is gaining a great following as both our members and members of the community share their images of artwork created in response to our monthly theme. Our February inspiration will be revealed on our Facebook page on Feb. 1 – check it out and follow at https://www.facebook. com/LakeoftheWoodsArts. Membership in LOW Arts is open to all – both active artists as well as those who just want to spend time with and learn from artists in our community. We added eight new members in the past month and there is always room for more. Through this budget, the Lake of the Woods Association is able to effectively carry out its obligations to maintain the common areas, lakes and dams; operate the amenities; enforce Association covenants and regulations; and provide adequate gate access and common area security. The budget is a means of implementing many of the stated Board Goals including the Lakes Management Plan to improve the health of our lakes and stormwater management initiatives. The budget will likely be modified along the way to Board adoption on Feb. 17, 2021 as we receive updates and consider Board, committee, and member input. We built the budget based on a most probable scenario in the current COVID-19 environment. I am cautiously optimistic for next year. We may have a COVID-19 vaccine available in spring 2021. Still, we have also considered contingency plans for best case and worst case. We plan to re-evaluate our financial situation after the First Quarter ending July 31, 2021 and implement contingency plans then and going forward as warranted. Operating Budget Highlights The annual lot assessment necessary to accomplish the ongoing operations and maintenance and capital replacement and fund the fourth budget year of the Clubhouse Area Recreational Complex (CARC) Project is $1,739 for the 4,259 billable lots. Together the amounts total the annual lot assessment. The increase is $49 (2.9% above the current level). This complies with Board Goal #1 to “avoid an assessment increase of more than 3%.” Compare this increase to the Consumer Price Index (CPI) of 1.2% in October 2020.
