VOTE In the ECC Referendum

LOWA needs your VOTE! In order to reach the voting goal of 2,600 votes in the Environmental Control Committee Appeal and LOWA Violation Charges Referendum, the LOWA Board of Directors has endorsed a proxy ballot return initiative. The Board approved five (5) $150 credits to be used at our amenities and awarded to lot owners on a random basis.

Rules: 1. All lot owners who have voted in the Referendum are eligible.

2. Only one winner per lot.

3. Board members are not eligible.

4. A neutral person from Vote-Now.com, our trusted agent, will randomly draw a winner on five consecutive Fridays: a. January 31 at noon b. February 7 at noon c. February 14 at noon d. February 21 at noon e. February 28 at noon 5. With the winner’s permission, the winner’s name will be announced in Lake Currents and the Friday email blast.

6. Members will receive a credit for $150 to be used towards any combination of amenity use including: • Annual Memberships o Golf o Pickleball/ Tennis o Fitness Center • Daily/One-Time Use o Golf daily rounds, golf lessons, golf tournament entry fees, Pro Shop merchandise o Equestrian lessons, pony parties, pony camp, trail rides and pony rides o Clubhouse and Fareways meals and banquet services (no alcohol) o Marina merchandise (no gasoline) • Exclusions Include: o Annual Assessment, Administration Fees and Fines o Alcohol and Gasoline o Taxes and Tips o Other exclusions may apply 7. President’s Letter

As of today, roughly 800 more Members need to vote in the ECC and Violations Charges Referendum in order to reach the 2,600-vote goal voiced by the Board of Directors and the Membership. The Association’s Secretary, Pete Brown, holds most proxies in the matter of a procedural vote and unless he decides to vote to close the referendum on March 3, it may likely continue. To those of you who have voted, thank you for your participation in the referendum process.

The issues involved in this referendum are really very simple: (1) Do you as a Member want a new opportunity and right to appeal an adverse decision by the ECC on your construction application to the Board of Directors (or would you rather skip that step and spend your money filing a lawsuit in Orange County); and, (2) Do you want the Association to hold Members accountable who violate the published Covenants, Rules, and Regulations?

Without a 50 percent plus vote of the Membership, neither option will be available without significant cost and you can rest assured that property values will decrease as those Members among us who fail to maintain their property and/or fail to follow rules and regulations continue to do so with impunity. Now the Association sends letters to Members about their violations and charges. If they fail to correct their violations, we must send them a demand letter from the LOWA attorney, which costs roughly $600, and absent compliance, must pursue a lawsuit which will have a minimum cost of $2,000 plus. The funds for that process come from you, the Member.

As Members, don’t you have a moral obligation to vote in both referendums and elections? Vote your preference in either instance, but vote, nonetheless. I am not a philosopher or scientist; there are plenty of articles and books published on the issue of voting, and you may look them up and read them. However, from my perspective, Americans fought for the right to vote for our government. Those rights are incorporated into our laws and covenants of the Association. We have the right to vote in Association elections and referendums. If you do not vote, you are squandering your right and hindering the governing process. If you do not vote, it is not a “no” vote, it is an abstention, it simply does not count either way. Some might say that failure to participate means that the voter so inclined does not count either way, they are merely observers in the community, absorbing the benefits of, but not the obligation to, the community. It is a false belief that, somehow, failure to participate in referendum and/or election voting demonstrates a lack of validity of the questions put to you. Don’t just be a bystander when you have the right to vote.

Some of you may not have voted for more mundane reasons, such as the pressures of everyday life, work, family, etc. If so, please take the time to read about the referendum and exercise your franchise to vote to help your community and yourselves. Dear Members, I submit for your review the Proposed Operating, Contribution to Reserves (CTR), and Capital Budget for Fiscal Year 2020-2021, which begins May 1, 2020. The proposal is a balanced budget. Total authorized spending is $10,712,846. Refer to Budget Summary. Through this budget, the Lake of the Woods Association is able to effectively carry out its obligations to maintain the common areas, lakes and dams; operate the amenities; enforce Association covenants and regulations; and provide adequate gate access and common area security.

The budget is a means of implementing many of the stated Board Goals including the Lakes Management Plan to improve the health of our lakes and stormwater management initiatives. The budget will likely be modified along the way to Board adoption Feb. 19 as we receive updates and consider Board, committee, and member input.

Operating Budget Highlights The annual lot assessment necessary to accomplish the ongoing operations and maintenance and capital replacement and fund the third budget year of the Clubhouse Area Recreational Complex (CARC) Project is $1,715 for the 4,258 billable lots. Together the amounts sum to the annual lot assessment. The increase is $82 (5 percent) above the current level.

Compare the increase to the Consumer Price Index (CPI) of 1.3 percent in October 2019. Capital replacement expenses are $14 of the increase.

Operating expenses are $68.

Ongoing O&M and Capital Replacement $1,524 CARC Project $ 191 Assessment Per Lot $1,715 Revenue – Ongoing Operations & Maintenance and Capital Replacement After counting amenity and administrative revenues, the budget requires $6,492,089 for cash break even. This translates to $1,524. As a way to mitigate a further assessment increase, we propose using $215,000 in New Construction & Renovation Reserve (NCR) funds, to be collected from private lot development and renovation projects during the new fiscal year, to fund the stormwater management and culvert projects in the Repair & Replacement Reserve (R&R). Expected Tenant Fee revenue is down $31,232 (down 7.6 percent) and expected Clubhouse revenue is down $23,325 (down 1.8 percent).

C. Referendum Update Secretary P. Brown reported that there has been no change in the ballot count since December 23rd: 1722 total votes cast; 1039 of those electronically and 683 by paper ballot. He has met with Elections Chair Lisa McKinney and anticipates some feedback from Board members during discussion later in the meeting on how to proceed to motivate more members to vote.

3.2 Report from the General Manager, Phil Rodenberg A. Budget Update The GM and Finance Director are considering comments they received from the Finance Committee at their meeting with them on January 6. He reviewed some of the revenue and expense adjustments to the budget that have already been made. The next step is for the GM to present the proposed budget to members on January 27th. As of today, the total proposed budget for FY2020-21 is $10,607,152 and a proposed Assessment of $1719 per lot.

This is not final. He asked Board members to submit any amendments they want to propose by Friday, January 17th. The Board will vote on the proposed amendments at their February 1 meeting in preparation for a final vote on adoption of the budget and setting the assessment fee on February 19.

B. Clubhouse All December events reported record attendance this year, including Dinner with Santa, the Annual LOWA Holiday Party, the Silver Tones performance and the New Year’s Eve celebration which was a sellout. More toys than in previous years were donated for local children. Following closure for cleaning and repair chores over the past two weeks, the Clubhouse will open again for regular hours tomorrow.

C. Other Business Seven Billy Bunker installation contractors were invited to bid on bunker work at the Golf Course. Bids are due back by February 21st.

Installation of a new playground structure at Spotswood Park is expected to be completed by January 31st.

3.3 Committee Liaison Reports Maintenance and Ecology Committee Director Zukowski read a Resolution submitted by the Maintenance & Ecology Committee recommending the Board retain, and if possible increase, the current funding level in the next two budget years for maintenance of culverts and roadside repairs.

Equestrian Committee Director H. Brown reported the Committee is still investigating how to eliminate the safety issues associated with the narrow road turning radius exiting Tally Ho Lane onto Lakeview Parkway. A real time demo is planned to evaluate what road improvements will be needed. The staff could also use a software program to help with barn maintenance scheduling.

Lakes Committee Director H. Brown reported that the Committee will be meeting on January 27; the main topic will be boat maintenance in parking lots.

Board Seeks Member Input on Amending Regulation IV, VI and X Regarding Use of LOW Roads and Parking Lots The Board of Directors is seeking member comment regarding proposed amendments to Regulation IV, VI and X, Regarding Use of LOW Roads and Parking Lots. Members who wish to provide comment or feedback should email the Board at Board@LOWA.org by 5 PM, Friday, February 14.

What is proposed? Why? The LOWA Board is considering whether to amend the LOWA Regulations to clarify overnight and long-term parking requirements for LOWA common areas.

Who proposed it? LOWA Security Chief Scott Walker has pointed out the need to clarify overnight and long-term parking requirements for enforcement purposes, particularly for the Lower Level Clubhouse Parking Lot, lake access areas, beach parking, and marina parking. The GM has incorporated changes from the Rules Committee and LOWA Attorney.

What is the effect? Members will be prohibited from using common area parking lots, such as those at beaches and at the marina for overnight or longterm parking unless an exception has been granted by the General Manager.

X. USE OF THE LAKES Sections A, B and C1-3 remain the same.

4. BEACHES a. Beaches and their associated parking areas shall be closed from 10:00 p.m. to 7:00 a.m.. b. There shall be no fishing from any LOWA Beach. c. Pets shall NOT be permitted on any LOWA beach sand. A person with a disability shall have the right to be accompanied on the beach sand by a dog trained and in service as a service animal. d. Playing of any active sports games (e.g., volleyball, football, etc.) involving more than two persons on any LOWA beach shall be limited to a period of two hours per day. e. Open and/or charcoal fires shall be permitted in LOWA furnished, grills, or a resident’s personal table top fire pit or table top grill.

(5/2015) f. No lifeguards are posted at LOWA beaches, therefore swimming shall be at the swimmer’s risk. g. Children who cannot swim MUST be actively and responsibly supervised.

LOWA amenities, recreational facilities, parks or common property parking areas are for the use of LOWA members, registered tenants and their household members and guests who intend to use the amenity, facility, park or common property adjacent to or near the parking area used.

2. Overnight and long-term parking is prohibited in and on parking areas used for or related to LOWA amenities, recreational facilities, parks or common property without the written consent of the General Manager.

These LOWA amenities, recreational facilities, parks and common properties, and their parking areas, include but are not limited to the parking lots associated with Clubhouse, golf course, beaches, lake access areas, parks, campgrounds, dog park, and Ferris House.

3. Vehicle parking at the Main and Small Marinas is available at any time so long as the parking is for Marina use and related boating and fishing activities.

Copper Coax Is Good; Fiber is Light Years Ahead

by William Lukaczyk, External Affairs Committee Back in the 1950’s, people got fed up with bad reception of over the air TV; someone invented a way to get a better TV picture by sending the signal down a copper coax cable. Then in the 70’s, HBO was born, distributed across the country by satellite. That led up to what cable TV is today.

In the 1980’s the World Wide Web was invented for communicating text messages between main frame computers. Data was sent via the telephone system until that system of copper cables, microwave towers and satellite links began to back up with too much traffic.

To solve the challenge of increasing data traffic, Corning Glass invented fiber optic cable. By the mid 1990’s many telephone companies began replacing the old copper with fiber optic long lines between cities. Now almost all communications are done with fiber optics somewhere in the process.

But neighborhood cable TV like ours, was, and still is, being built using the old copper coax.

The cable modem now allows us to use the same cable for two-way internet traffic. But the inexpensive copper coax that was used is speed limited. Companies are trying to develop faster modems, but they must overcome the speed barrier with expensive new system parts and faster copper coax. That’s very costly, and big corporations like our cable company are reluctant to spend the money.

To provide internet speeds we want, now and in the future, some big providers have decided to eliminate the copper gap in your internet.

Customers can now get fiber optic cable all the way to their home. Fiber optic cable can transmit data with light pulses roughly 40 times faster than copper coax and with equal speeds going either up or down stream. This all means that fiber optic cable to the home is what we need to future-proof our homes.

Revenue – Clubhouse Area Recreation Complex (CARC) Project.

On June 22, 2019, LOWA cut the ribbon on the new Clubhouse Pool, Fitness Center, Beach Bathrooms, 25-space ADA parking lot, and Basketball Court. The new complex has been well received by members. The final project cost was $5,088,693 for which we borrowed $3,714,516 from Mutual of Omaha Bank. This is the third year of revenue collection. The Board directed in the Budget Guidelines that the repayment remain at $191 per lot, the same as the current year.

This will help shorten the payback term from seven budget years to approximately five years, and save on interest payments.

Expenditures. The Proposed Operating Budget expenditures total $8,858,659, which is $511,789 more than the current year. Cost drivers are Property, General Liability and Umbrella insurance (up $214,092) and employee salaries (up $234,727).

The stated Board Goals are a factor in both operating and capital budgets. We considered Board Budget Guidance as well as federal, state and local government requirements. We contacted utility providers.

Operations Center Managers reviewed the Five Year Capital Plan to consider new initiatives. Likewise, managers determined if any spending could be reduced or eliminated. We reviewed prices and service quality of current vendors. We considered the local economy which we believe will hold steady and possibly grow.

Cost Reduction/Energy Conservation. Our overall cost reduction challenge is to reduce electrical, cost of sales, supplies, and linen services.

We included funds in the 501 General Maintenance budget for the switch to LED lighting in the Shoosmith Maintenance Building and Golf Maintenance Building.

$1,709,270 for Repair and Replacement Reserve (R&R) which fully funds the 2019 Miller Dodson Reserve Study adopted by the Board for planning and budgeting purposes on Nov. 2. The R&R CTR increases $19,402 over the current year, primarily from new Clubhouse Pool/Fitness components, golf bunker restoration, and stormwater management increases. Important: $215,000 of the R&R total will be transferred from NCR Funds collected starting May 1, 2020.

No new assessment funds are included for New Asset and Improvement Reserve (NAIR). $40,000 for the Contingency Reserve to replenish it to the $100,000 Reserve Policy target funding level.

Member comments and questions are welcome at the Feb. 1 meeting where the Board will consider budget amendments and at the Feb. 19 meeting where the Board will consider adoption of the operating and capital budgets and the annual assessment.

Lake Currents January 31, 2020

We need a dedicated workforce that has excellent customer service skills. We included 2.5 percent employee raises (1 percent Cost of Living Adjustment and 1.5 percent Merit) effective the first pay period in May as a way to hold off the turnover in a good economy. Retaining our dedicated and skilled employees avoids recruitment and training costs. There are no new full time or part time positions.

Overall, we believe the fiscal health of LOWA is strong. We continually monitor and report on the fiscal health of LOWA internally and to the membership. We continuously manage and maintain reserve balances to ensure their adequacy and fund LOWA’s current and projected repairs, replacements, new assets, and contingency requirements. We continuously monitor the financial performance of LOWA’s operations against budgets and conformance with internal policies and expectations. Annual budgets and assessments are carefully developed and reviewed by all stakeholders. As a result, LOWA continues to maintain a strong and healthy fiscal environment.

The LOWdown on 2019 Lake Real Estate

by Pat Licata, External Affairs Committee The continued inventory shortage experienced by most regions of the country was evident in Lake of the Woods again in 2019. Listings increased only 6.4 percent, from 373 in 2018 to 397 in 2019, while closed sales were up 28.6 percent. New construction accounted for 30 of the 301 sales. The median sold price increased a healthy 8 percent, year over year, from $249,900 to $270,000.

Of the 301 total sales reported in 2019, only 5, or 1 ½ percent, were either short sales or foreclosures. At the height of the distressed real estate market in 2010, a whopping 43 percent of all sales were either short sales or foreclosures.

So, let’s look at our steady growth over the past five years: • In 2015, there were 247 sales, with 15 percent being distressed. Those total sales represented almost a 30 percent gain over 2014, and the median sales price was $210,000.

• In 2016, the market was quite flat compared to 2015 regarding total sales, which held at 243 with a decrease in distressed sales to 11.1 percent. However, 2016 saw the median price jump to $225,000, a healthy 7.1 percent increase.

• In 2017, there were 294 total sales, a whopping 21.1 percent increase over 2016 with only 5.8 percent being distressed. The median sales price climbed to $239,000.

Average days on the market, the number of days it takes from the time a property is listed until it goes under contract, has steadily declined from 127 in 2015 to 57 in 2019.

It’s also telling to note that a significant number of lots have sold in the past five years. From Jan. 1, 2015 to Dec. 31, 2019, 184 lots exchanged, with 41 occurring in 2019, down from 55 in 2018. There simply aren’t that many lots left in LOW. New construction has been climbing as well. 2015 realized 41 new construction starts; in 2016, there were 28; in 2017, there were 30; in 2018, there were 34; and in 2019, there were 48.

In 2020, according to Freddie Mac and the Mortgage Bankers Association, mortgage rates are expected to stay within the 3.7-3.9 percent range.

The prognosis for 2020, as it was in 2019, is excellent! In LOW, there are 57 homes actively on the market as of Jan. 14. In January of 2018, there were 62. Low, stable rates and, hopefully, more inventory should propel us to experience healthy sales and appreciation.

Homeowner associations benefit from member input. One of the most effective and rewarding ways to give input is by serving on a committee.

Committees advise the Board and Management, and many of the actions we take are in response to committee recommendations. LOWA currently has openings for voting members on the following committees.

Think of Lake of the Woods as a small town. Like a town, it has its own laws, budget, utilities, streets, parks, businesses, security force and recreation facilities.

Like a town, it is owned and operated by the citizens who live there. They elect representatives who make decisions that affect the well-being of the community. But it’s a big job and the elected officials can’t do it alone.

That’s why scores of volunteers give their time, expertise and energy to 21 committees to advise the Board of Directors on all sorts of matters, great and small. The Lake of the Woods Association thrives only because members are involved in and committed to its success.

A Committee Fair is being planned for the afternoon of March 21 as a way of informing members of the work their neighbors are doing through LOWA committees and to encourage even greater member participation. Members are invited to come to the Clubhouse from 1 to 4 PM to learn how they can become involved.

Are you interested in communications, golf, tennis, finance, horses, boating or safety? There’s a committee that is sure to match your talent and enthusiasm. The Committee Fair is the best opportunity you will ever have to see where you fit in to Lake of the Woods’ future.

Members from each of the association’s 21 committees will be present to answer your questions about the services and activities of their committee.

They can explain how to join a committee and can provide answers to your questions about what is expected of committee members.

The Committee Fair is being organized by the LOWA Communications Committee.

“I, along with Communications Committee members, thought that the Fair would be an excellent way to share with the community -- in a convenient location -- the vast wealth of fun activities and community services each committee provides,” explained Linda Bowyer, committee chair. “Each LOW committee will have interesting information and handouts at their tables to share,” she said.

There will be no charge to attend the fair and everyone is welcome.

Refreshments will be provided and raffles featuring great prizes, such as rounds of golf, horseback riding lessons and Clubhouse brunches, will be awarded each hour during the event.

Mark your calendars now and plan to come to the Committee Fair. Bring your neighbors. This community needs the ideas and expertise that only you can provide in order to remain a great place to live.

Civic Club Speakers to Present “Living Easier with Less”

Back by popular demand…On Wednesday, Feb. 12, at 7:00pm in the Clubhouse Great Hall, two guest speakers will address the art of organizing and decluttering our homes and methods for removal of the items in order to accomplish an easier way of life.

Even if one’s home is the perfect fit, there still may be items that can be “released” for simpler living. For many people, the stress comes from not knowing how to take the first step of thinking through what should stay or go, and for others it may be not knowing how to sell or where to donate items no longer needed or wanted. r e ng Linda Clevenger, Professional Organizer and Owner e v le Lin d a C of Organization Direct, will be our first speaker. Linda has been helping homeowners downsize, right-size, purge, and eliminate items from their homes for over 12 years. She helps clients walk through the process of making decisions regarding the need to keep items and how it will impact life both now and in the future. As the spouse of a disabled Veteran, she is passionate about helping other Veterans and those who struggle with the day to day task of living a clutter-free life.

Cathy France, owner of CopperStone Auctions and Estates, will provide options for the sale of items no longer wanted or needed. CopperStone’s offerings include estate sales from the home, consignment and auction services, and complete buyout of a home’s contents. And of course, the option always exists to donate items to organizations such as the LOW Lions.

Junior Sailing Program Trains Young Sailors

Young sailors practice advanced boat handling in the LOWSC Junior Sailing Program summer sailing camp.

The Lake of the Woods Sailing Club Junior Sailing Program will offer two youth sailing camps this summer.

The first session, for beginner sailors, will be held June 22 through 26.

The second, an advanced session for those campers with two or more years of JSP sailing camp experience, will run June 29 through July 2.

Camp will not be held Friday, July 3 due to the LOW Independence Day celebration, which will limit parking lot access to our area.

Both camps are for campers aged 8 to 15 who are able to swim and are interested in learning to sail safely. Both will begin at 8 AM at Sailboat Beach and will finish at noon.

Campers are required to wear a swimsuit, a Coast Guard-approved life jacket, closed-toe water shoes, and must bring a whistle. Cost for a weeklong camp session is $190.

Wilderness Library Offers Two February Programs

Don’t Be a Victim! Orange County TRIAD will present a program on Elder Financial Abuse on Thursday, Feb. 6, at 2:30 PM. The program will be held at the Wilderness Branch Library. TRIAD is the result of a cooperative agreement between the American Association of Retired Persons, the International Association of Chiefs of Police, and the National Sheriff’s Association to address the crime prevention needs of older citizens.

Deputy Ron Kesner, coordinator of Orange County TRIAD, will talk about the increasing numbers of seniors in our society, how they become targets, and what you can do to protect yourself and/or your loved ones from scams and fraud targeting older persons. This program is free and open to the public, and no advance registration is required.

Create a Cute Decorative Mug! Join us at the library on Friday, Feb. 14, from 10:30 AM to noon. Each participant will use colored paint pens to draw the design, picture, or word art of their choice onto a glass mug. The painted mugs cannot be washed, so they are for decorative use only. All necessary supplies are included so please do not bring your own. This program is free, but it is limited to 20 adult participants. We would like to announce two newly named Eagle Scouts, awarded in a joint ceremony at Lake of the Woods Church, on Sunday, Jan. 5. The new Eagle Scouts are in Troop 197.

Latham Browning became a Boy Scout by crossing over into Troop 197 from Cub Scout Pack 19, earning his Arrow of Light award. He has filled several troop positions, including Quartermaster, Order of the Arrow representative (he holds the rank of Brotherhood), and Senior Patrol Leader.

He earned his Eagle rank by completing 37 merit badges, and gaining the bronze, silver, and gold palms for merits over requirement. For his Eagle Scout project, he designed and built a kiosk at Culpeper’s Lenn Park, to map and inform visitors of the critical importance of native plants and pollinators, especially for the local environment.

Daniel Lauber also crossed over into Troop 197 from Pack 19, earning his Arrow of Light award. He filled troop positions of Patrol Leader and Troop Guide, and was inducted into the Order of the Arrow, later achieving Brotherhood. He earned his Eagle rank by completing 36 merit badges, and gaining the bronze, silver, and gold palms for merits over requirement. For his Eagle Scout project, he improved and moved a horseshoe pit, and also designed and built a community Gaga ball pit, which found immediate use by youth attending and visiting Lake of the Woods Church.

Artists and art lovers – unite!

Join the newest club on the Lake – Lake of the Woods Arts. The LOW Visual Arts Council (LOWVAC) is transitioning from a once-a-year art show to a year-round club with a once-a-year art show. We welcome artists at all levels to join us at our monthly meetings to share your original artwork and learn from fellow artists working in a variety of media. Whether your artform is oil and acrylic painting, photography, watercolor painting, fine craft like pottery, glass, jewelry, or wood and fiber art – we welcome you to the club.

Art lovers who enjoy learning about art and want to support the arts and artists in the Lake are also very welcome to join us.

We’re now working on a new website and we have a brand new Facebook page - fb.me/LakeoftheWoodsArts - to keep members and the community updated on our activities. Please watch for website information coming soon and “Like” our Facebook page!

Our meetings will be held on the first Wednesday of each month in the Community Center Game Room. The next meeting will be held on Wednesday, Feb. 5, at 2 PM. After our brief business meeting, our Artist Spotlight will shine on Pete Brown who paints using acrylics and oils. Many painters work from photographs when painting. For this session, Pete will pick a photo from a selection we bring to the meeting and demonstrate his process of interpreting that photo on his canvas. This will be a unique opportunity to get an inside look at how the painter approaches each new work. Join us!

Her in-character presentation was fantastic, and we learned a great deal about the struggles women, both North and South, faced during the Civil War. The program is The Spy Wore Red, White & Blue – Redcoats, Turncoats and True-Blue Patriots, presented by Johanna Cathleen Myers. The program, with refreshments following, is open to all interested.

LOW Volunteer Fire & Rescue Receives Water Rescue Grant

LOW Democrats Urge Protection of Those you Love In this month dedicated to love, the meeting of the LOW Democratic Club on Wednesday, Feb. 11, at 1:30 PM at the Community Center, will focus on protecting those you love, particularly your children and grandchildren, from the risks associated with access to unsecured firearms.

According to everytownresearch.org, in 2019 in the US, there were 238 unintentional shootings by children, resulting in 99 deaths and 149 injuries.

Gail Costello, group lead for the Culpeper-Orange-Madison Chapter of Moms Demand Action for Gun Sense in America, will describe the Be SMART program, which was developed to increase awareness of this issue and promote responsible gun storage.

The program is focused on taking five simple steps to help prevent accidental shootings by children: Secure all guns in your home and vehicles; Model responsible behavior around guns; Ask about the presence of unsecured guns in other’s homes; Recognize the risks of teen suicide, and Tell your peers to Be SMART. Costello will also talk generally about the proposed gun safety legislation now before the General Assembly, and the specific legislation Moms Demand Action is advocating for during the session.

The club’s January meeting was cancelled due to bad weather, so at the February meeting we will also get a legislative and campaign update from Bettina Weiss, campaign manager for U.S. Rep. Abigail Spanberger, and we will also hold our presidential straw poll.

Voters should keep in mind that the Democratic presidential primary will be on Tuesday, March 3. Virginia is a “Super Tuesday” state. Make plans to vote at your usual polling place between 6 AM and 7 PM.

The Lake of the Woods Volunteer Fire & Rescue Company recently received $1,000 from the Walmart Community Grants Team and our local Walmart (Facility #5731) in Locust Grove. This grant has enabled the department to finalize funding necessary to improve our ability to respond swiftly and safely to water-related rescue situations.

“With this grant funding, the company has been able to purchase from Oceanid Inc. a state-of-the-art Rapid Deployment Craft built to take the stresses incurred by those who need to work in demanding, water-related rescue situations,” said Fire Chief Bob Mars. “This craft, open at each end, allows the rescuer to drive the boat’s open end over the victim while the victim’s head always remains above water. This unique feature is crucial for a rescuer to easily pull a victim into the boat.”

Walmart Community Grants are awarded through an open application process and provide funding directly from Walmart and Sam’s Club facilities to local organizations.

“The ability of the Lake of the Woods Volunteer Fire & Rescue Company to respond to a variety of demanding water-related rescue situations is vital to our community. In fact, we are only the second department in this area to purchase this type of Rapid Deployment Craft and associated equipment,” Mars said. “I want to thank the Walmart Community Grants Team and our local Walmart for providing this much-needed grant funding.”

The LOW Volunteer Fire & Rescue Company expects to begin deploying this equipment over the winter after all personnel have been properly trained on the new equipment.

FoWB Open House at Ellwood Manor Press Release

An Open House has been scheduled to introduce potential volunteers to various volunteer positions for the 2020 season at historic Ellwood on the Wilderness Civil War Battlefield. From 10 AM to 2 PM, on Saturday, Feb. 15, Friends of Wilderness Battlefield (FoWB) will hold the event at Ellwood, located at 36380 Constitution Highway (Rt. 20), in Locust Grove.

At Ellwood, the only Civil War era structure remaining on the Wilderness Battlefield, volunteers may choose to become an interpreter, providing guided tours inside the house and around the grounds, or to become a member of the Ground Force, maintaining the beautiful grounds surrounding the manor.

We are also seeking volunteers interested in assisting with various programs/ projects on the battlefield, community outreach events, and historical research.

FoWB, in conjunction with the National Park Service, will provide an allday training session for new volunteers interested in becoming interpreters at Ellwood. That session will be held on Saturday, Feb. 29, at Ellwood. Both new and returning interpreters will need to attend one of two identical training sessions, offered on Saturday, March 14, and Thursday, April 2.

Lunch and snacks will be provided for all sessions.

(D-20-11) Motion by Zukowski, passed unanimously, that the Board approve publishing in Lake Currents for member comment amendments to Regulation IV: Individual Behavior; Regulation VI: Use of LOW Roads and Parking Lots; and Regulation X: Use of Lakes, regarding restrictions on long-term and overnight parking on LOWA common areas.

6. NEW BUSINESS 6.1 Consideration of Approving Board Support for Funding and Carrying-out the Lakes Management Implementation Plan. (Resolution 2020-1) (D-20-12) Motion by H. Brown, passed unanimously, that the Board adopt Resolution 2020-1, an Administrative Resolution, regarding Board support for funding and carrying out the Lakes Management Implementation Plan.

6.2 Consideration of Awarding a Contract for Flat Run Forebay Construction with Funds to Come from the Repair and Replacement Reserve. (D-20-13) Motion by H. Brown, passed unanimously, that the Board award a construction contract to Docks of the Bay, LLC of White Stone, Virginia, and authorize the President to sign a contract in the amount of $209,863.75, including Bid Alternate #2. I further move that the Board authorize an additional five percent (5%) owner’s contingency at a cost of $10,493 for a total authorized spending of $220,356.75, funds to come from the Repair and Replacement Reserve FY2015-16 Carryover Project R #716a with a project budget of $138,100, and with additional funds in the amount of $85,203.75 to come from the R&R Fund Balance.

6.3 Discussion of Finance Committee Recommendations on Amendments to the Procurement Policy.

The General Manager led the discussion by reviewing the proposed amendments to the Procurement Policy as recommended by the Finance Committee. He responded to questions from the Board. No additional changes to those already proposed were offered by the Board.

President Wilks requested the General Manager prepare a final draft of the amended Procurement Policy for consideration of Board approval at their next Board meeting.

6.4 Consideration of Entering Lots for Maintenance. (No Board action required at this time.)

6.5 Discussion of Referendum “Get Out the Vote” Strategies.

Extensive discussion was held on ways to motivate more members to vote in the Referendum. By general consensus, the Board agreed to the following measures: The Elections Committee will host electronic voting sessions on January 21, 22 and 23 at selected amenities, times and places to be announced through available means. Management will offer five (5) $150 credit incentives to be used at our amenities as part of a “prize drawing” with only voting members eligible. Additional strategies are still being considered.

7. Member General Comments Members commented on ways to increase voting on the Referendum, white striping on roads and parking areas, planning for Fareways renovations and using trained time-planning personnel.

8. Director Comments Director H. Brown mentioned that our contract with Flat Run Farm for emergency pasturing of horses expires the end of February.

Santa and Mrs. Claus delight Orange County foster kids.

The Lake of the Woods Church was pleased to host the Orange County Foster Family Christmas Dinner in December. The families enjoyed fellowship and food. The foster children played games and were visited by Santa; each child received a Christmas gift. Senior Associate Pastor Adam Colson and Elder Bill Fetzer commented, “The Foster Family Christmas Dinner is one of the most heartwarming Christmas celebrations of the season. Santa, Mrs. Claus, and the two elves were delightful, and the children had a wonderful time talking to Santa!”

Representatives of the Orange County Social Services Foster Care Department helped organize the dinner and were enthusiastic participants in the festivities. Cheryl Lewis from the LOWC Women’s Guild arranged for gifts to be provided by Guild members, and Vera Moody organized the dinner.

Tom and Betty Collins represented Santa and Mrs. Claus. Other volunteers set up, cooked, served, and enjoyed visiting with the families.

The Orange County Social Services Foster Care Department needs more foster family volunteers to support children who need safe havens during difficult times.

The department reports, “There are about 24 children in foster care in Orange County. Children range in age from five months to 21 years old. Across the USA, there are presently about 422,000 children in foster care. The average length of stay

Thursday, Feb. 13 (7:30 PM) Hackers (MGM/UA, 1995) In 1988, Dade “Zero Cool” Murphy (Jonny Lee Miller) is an 11-year-old computer hacker responsible for causing a 7-point drop in the New York Stock Exchange in a single day, and is forbidden from touching a computer until his 18th birthday. Fast forward seven years: Dade has become “Crash Override,” and finds himself helping a group of young hackers -including Kate “Acid Burn” Libby, played by Angelina Jolie -- who are being framed for the cybersecurity crimes of an evil hacker named The Plague.

Foreshadowing the climate that produced Wikileaks and the popularity of such television shows as Mr. Robot, this 1995 film caught and held the attention of a movie-going public at a time when technology was not yet mainstream and the Internet was only a handful of years old. Chairman Tom Northam addresses an enthusiastic group of Republicans at the group’s formation meeting, Wednesday, Jan. 15. The newly-formed group will meet on the second Monday of each month at 7 PM in the Community Center, beginning March 9. The Lake of the Woods Republican Club (LOWRC) has, as it’s primary focus, training and education on a broad range of subjects including Understanding Government, What is a Republican?, and Trump’s Major Accomplishments.

On Jan. 1, a group of dedicated LOW Members made their appearance at Ramsay Beach to participate in a traditional event known as the “Polar Plunge.” The event was established in 2011 by the late Larry Balda with his daughter Erin. Larry could be found, with friends and locals, frequenting Ramsay Beach every summer weekend. Larry was known to set up his favorite chair, cooler, tube and umbrella every weekend, regardless of the weather. He just couldn’t pass up Ramsay Beach and enjoying the lake in front of him.

The event was renamed The Larry Balda Annual Polar Plunge this year in a decision by Larry’s family, Dillon and Erin (children), fiancé Diane and his peers, who were all in attendance. This year’s crowd didn’t disappoint, with a crowd well over 100 supporters in attendance. Larry’s daughter Erin, her boyfriend Justin and her brother Dillon, who traveled from Kansas to be a part of the event, knew of his love for this event. The funds raised would always to go to our LOW Volunteer Fire and Rescue Squad.

In Larry’s honor, this year’s Polar Plunge was supported by volunteers who brought their grilling specialties for all to share. As an added feature, shirts were printed in Larry’s honor with all proceeds going to the Fire Department and Rescue Squad.

Also, as an annual tradition, supporters donated funds to LOW Fire and Rescue, totaling $1,000. Included in this year’s donation were the proceeds from the T-shirts sold; the donation was presented to the LOW Fire & Rescue on Jan. 18.

Next year, we celebrate the 10th anniversary of this event. Everyone is always invited; plunging into the frigid water of the lake is not required. Just come and join in the celebration with friends in Larry’s honor.

Thanks to ALL who supported this year’s event, a tradition that would make Larry Balda extremely proud.

Veterans Club Meeting

The LOW Veterans Club will hold its second meeting of the decade on Thursday, Feb. 27, in the Clubhouse lower level at 7 PM. Our featured speaker will be retired Army veteran Paul Conrad, who will provide an informative presentation on his service with the Federal Emergency Management Agency as a Reservist.

One of the purposes of the Veterans Club is to inform members and LOW residents about changes affecting armed forces veterans. Effective Jan. 1, 2020, the Defense Department has expanded commissary, military exchange, and morale, welfare, and recreation (MWR) privileges to all veterans with service-connected disabilities, veteran Purple Heart recipients, and veterans who are former prisoners of war.

Also, the same coverage is now expanded to include individuals approved and designated as the primary family caregivers of eligible veterans. To qualify for the program, an individual must possess a Veterans Health Identification Card. A member can qualify if the veteran being cared for has a serious service-connected disability and is unable to perform personal care services and/or needs supervision or protection based upon lasting neurological injury.

The Veterans Club Final Salute Team paid tribute to recently deceased World War II veteran Alex Salustri at the funeral service held Jan. 18 at the LOW Church. The club Service Coin was presented to Madeline Salustri. We presented a similar coin to Frank Deiman’s widow on Jan. 9.

Any unclaimed military photos from the Christmas tree or Christmas Party can be picked up at this February meeting.

Orange County Supervisor’s Letter

The Rappahannock Rapidan Community Services organization recently briefed the Supervisors on their activities for the last year. RRCS provides mental health and substance abuse treatment and services, support and training for people with intellectual and developmental disabilities and transportation and social opportunities for the elderly. RRCS covers five counties, including Orange County, and is governed by a Board of Directors including three members from Orange County, two of which are from LOW. RRCS makes a significant contribution to the well-being of county residents. During the last year, 471 county residents were provided various levels of behavioral health services, including prevention, outpatient and acute inpatient care; 106 residents were provided with various substance abuse services, and 98 residents were provided with developmental services. There is a Senior Center near the Town of Orange to serve county residents, providing nutritious meals, recreation and socialization for 63 seniors; a cadre of 69 volunteers provides home-delivered meals and transportation services. RRCS is funded by a variety of fees (including Medicaid), federal and state funding. Localities contribute funding based on their population at the rate of $6.69 per capita.

Recently, the Supervisors recognized two deputies and an investigator from the Sheriff’s Office for their efforts to protect three county senior citizens from financial exploitation. These individuals went beyond the normal requirements of their duties because they were concerned about these seniors and felt that something was not quite right. Working with TRIAD and the Department of Social Services, they were able to halt the exploitation and, in one case, recover a large portion of the senior’s savings. Two of the cases involved family members and the third involved transfers of large amounts of money through a relationship internet scam. TRIAD Coordinator Deputy Ronald Kesner has spearheaded efforts within the Sheriff’s Office to focus on possible senior abuse or exploitation; if anyone has a concern that a senior may be at risk, they should contact him. He can discreetly review a situation and, if a problem exists, help to resolve it.

If you are not sure whether the compactor is open or not, you can find this information on the county’s website. Under Departments, look at Landfill/Solid Waste and you can get operating hours and holiday schedules.
