President’s Letter by Clifton D. Wilks

Fellow Members: On Jan. 17, five members attended the first meeting of Chat with Cliff at the Community Center. It was a very positive meeting and great exchange of views and information. In that meeting, a question was asked as to whether an owner can rent or lease their property for less than a full year. They were under the impression that such rentals must be for a full year. The simple answer to the question is that an owner can rent or lease their property for period of less than a full year. The Restrictive Covenants, Rules and Regulations are applicable in this matter. The Restrictive Covenants are the controlling documents, followed by the Rules and Regulations. Section 4, B of the Covenants provides the following: “Homeowners may rent up to two homes within Lake of the Woods to tenants who will comply with all Lake of the Woods Covenants and regulations. This provision applies to every lease application submitted to LOWA on or after March 8, 1998. (Referendum Aug 1996)” (Emphasis Added) The Rules and Regulations, Section III, Registered Tenants applies to short- and long-term rentals and/or leasing. There is no prohibition restricting such rentals or leases to a full year as the regulations refer to short term leases/rentals of less than 30 days. Tenants must complete an application and Members must register such tenants and pay appropriate fees in connection with the same. All our governing documents are located on the LOWA.org website at the following link: www.lowa.org/GoverningDocuments Click on the appropriate document and search such terms as rent, lease, or tenant to find the appropriate citations. Lastly, Members using their property for short term rentals must also follow the provisions of the county ordinance, Article V - Transient Occupancy Tax. Dear Members, I submit for your review the Proposed Operating, Contribution to Reserves (CTR), and Capital Budget for Fiscal Year 2019-2020, which begins May 1, 2019. The proposal is a balanced budget representing $10,066,367 in total authorized spending. Refer to Budget Summary. Through this budget, the Lake of the Woods Association is able to effectively carry out its obligations to maintain the common areas, lakes and dams; operate the amenities; enforce Association covenants and regulations; and provide adequate gate access and common area security. The budget is a means of implementing stated Board Goals including the Lakes Management Plan to improve the health of our lakes. The budget is being prepared for Board adoption on February 20. We welcome input. Members are invited to attend the General Manager’s Budget Presentation on January 30, at 7 PM at the Community Center. Operating Budget Highlights The annual lot assessment necessary to accomplish the ongoing operations and maintenance and capital replacement and fund the second of seven budget years of the Clubhouse Area Recreational Complex (CARC) Project is $1,658 for the 4,258 (up one from year prior) billable lots, as explained below. Ongoing O&M and Capital Replacement $1,467 CARC Project $ 191 Assessment Per Lot $1,658 Together the amounts sum to the annual lot assessment. We show them as separate subtotals so that members can see the CARC Project portion of the assessment. The total year-over-year increase is $77 (4.9 percent) above the current budget level. Compare the increase to the Consumer Price Index (CPI) which was 1.9 percent in December 2018. Capital replacement expenses, account for $7 of the increase. Operating expenses account for $70. See Budget Summary on Page 6. Revenue – Ongoing Operations & Maintenance and Capital Replacement. Management has been encouraged by the Board of Directors and Finance Committee to submit a budget with revenues and expenditures that reflect the cost of doing business in today’s economic environment. After counting amenity and administrative revenues, the budget requires $6,247,161 for cash break even. This translates to $1,467. The Fee Schedule will remain the same except for: • Tenant Fee: $1,462 ($5 less than the ongoing operations and maintenance and capital replacement portion of the assessment). • Marina: Gasoline markup is increased to 22 percent (up from 17 percent). • Golf Club: Daily Member Fees are $40 (up $2) and Daily Guest Fees are $45 (up $3). REPORTS 3.1 Reports from Orange County Supervisor Lee Frame Supervisor Frame said volunteers are needed to serve on the Community Services Board and the Skyline Community Action Board. The Supervisors approved $200k for renovation of the old County Rescue Squad building; this will bring a Rescue station back into the Town of Orange. Financial funding for federally mandated projects has been slow in arriving and the Board had to approve a $50k loan to keep work ongoing. There will be a briefing on watershed issues and forestry conservation on January 17 at 6:00 p.m. A public hearing has been scheduled for January 15 at 1:00 p.m. at the Wilderness Library on the proposed Route 20 solar farm. The Supervisors received a report on a variety of impacts that can be expected from Amazon plans to locate a distribution center in northern Virginia. 3.2 Report from Orange County Sheriff’s Office Sheriff Mark Amos reported December statistics showed 1366 calls for service in December, 90 of those from LOW. There were 624 civil papers served, 26 transports, 29 warrants issued and 158 traffic summonses, 40 of those on Route 3. They had 6 calls from Walmart, for a total of 117 for all of 2018. In December there were five reported incidents of theft from unlocked parked cars in the Liberty Boulevard, Yorktown and Seven Pines area. Members are reminded to lock their cars even in their own driveway. An embezzlement case is scheduled to go to a Grand Jury in March. A Handgun Safety Course is being offered to interested residents on March 16.

3.3 Report from Allied Universal Security Chief Scott Walker noted the thefts in December with stolen merchandise reported by some residents. Security staff responded to 162 calls for service and issued 116 traffic summonses. Front gate staff reported heavy traffic around Christmas and New Year’s Day, which was handled by replacing dwellingLIVE with extreme profiling to reduce traffic backups on Route 3. 3.4 Report from LOW Volunteer Fire & Rescue President Joe Clontz: No report. 3.5 Report from Orange County Schools School Board representative Jim Hopkins said that Monday will be the first meeting of the School Board for 2019. He said 2019 will be an election year for some school board members. 3.6 Reports of Officers President Wilks reported that demolition of the house destroyed by fire in May at 706 Lakeview Parkway has been delayed due to legal issues of the heirs. Starting January 17 at 7:00 p.m. in the Community Center, he plans to hold casual conversation sessions for members on a two-week cycle. 3.7 Report of the General Manager, Phil Rodenberg A. November Financials In November we collected $204,796.12 in current year lot assessments for a total of $6,016,745, or 89.4% of the FY2018-19 lot assessments billed. As of November 30, the Preliminary Unaudited Budget Summary shows a favorable variance of $187,300. B. Lakes Management Report A Board resolution in support of the Lakes Management Implementation Plan will be included on the January 15, 2019 Board meeting agenda. C. Clubhouse Area Recreation Complex Project Update Thomas J. Wack & Co. has completed steel erections for both the pool and fitness center buildings. The pool has been poured and the project is now out of the ground and back on track for completion in May. D. Budget Update Management spent time reviewing and answering questions from the Finance Committee and continues to consider input from members and committees. Some budgets were refined in preparation for release of the revised budget on January 31. E. Other Business The main electrical lines in the lower and upper barns at the Equestrian Center have been replaced. Communications Manager Carolyn Brodeur is launching a “Did You Know” campaign to help members be better informed about the valuable services LOWA offers. An “LOWA Year In Review” program can be seen on video on Channel 18. County Waste sent out a notice to customers reporting a cost increase for waste pickup; however, the increase did not apply to LOW customers. There will be a separate increase in cost for commercial customers like LOWA. On December 18, Environmental Resources Manager Bobby Jones led the annual Emergency Action Plan drill, as required to satisfy our state dam operations and maintenance certificate. An update on the status of five drainage/stormwater remediation projects was provided; three of these are complete and two others are pending work scheduling. 3.8 Committee Reports: None 4. Revenue – Clubhouse Area Recreation Complex (CARC) Project. LOWA has arranged to borrow a maximum of $5 Million from Mutual of Omaha Bank with a payback in seven budget years for the CARC Project now in the construction phase. The Board previously determined it was in the best interest of the Association to replace rather than continue to repair the 1967 Clubhouse pool and bathhouse/fitness center, and the 1969 beach bath structures. The new complex will have a zero entry pool with 6 lap lanes, a 4,400 square foot fitness center to include existing workout equipment, 25 ADA parking spaces lot, and one basketball court. This is the second year of revenue collection for the project. We decided to leave the CARC Project portion at $191 per lot, the same as the current year. By this time next year, the project construction will be complete and we can be more precise in setting the third year number. We will know exactly how much we borrowed and what is required to pay for principal and interest.

Cost Reduction/Energy Conservation. We included $2,000 in the 501 General Maintenance budget for the switch to LED lighting in the Community Center. A dedicated workforce is essential to excellent customer service. We included 2 percent employee raises (1 percent Cost of Living Adjustment and 1 percent Merit) effective the first pay period in May. Retaining our dedicated and skilled employees avoids recruitment and training costs. Coming close to matching the CPI of 2.1 percent is a way to hold off the turnover. The only 2019 NAIR project is the Stormwater Management ($100,000) authorized by the Board in November 2018 and paid from existing NAIR funds. (See Capital Spending/CTR on Page 6.) Assumptions and Guidance The budget was built after reviewing actual revenue and expenditures from three previous years and the current year. The stated Board Goals are a significant factor in both operating and capital budgets. Management considered Board Budget Guidance as well as federal, state and local government requirements. We contacted utility providers. Operations Center Managers reviewed the Five Year Capital Plan to consider new initiatives. Likewise, managers determined if any spending could be reduced or eliminated. We reviewed prices and service quality of current vendors. We considered the local economy which we believe will hold steady and possibly grow. Conclusion and Acknowledgements The budget is a responsible spending plan which carries the Lake of the Woods Association forward towards the Board’s Vision: A welcoming, diverse, residential, gated community of single-family homes and recreational amenities that supports the evolving needs of members and their families now and in the future. The budget document represents many hours of preparation by the Operations Center Managers in consultation with the committees. Finance Director Larry Cole, Facilities Director Jessie Graves, and Assistant GM Chester Guzek and their staffs were instrumental in completing this work. Special thanks go to Administrative Assistant Lorri Trocchio and the Holcomb Building staff for assembling the documents for the Board members and Finance and Planning Committee members. The Finance Committee and Planning Committee provided helpful feedback that helped refine this proposal. Expenditures. The Proposed Operating Budget totals $8,375,803, which is $361,998 more than budgeted for the current year. We will open and operate the new Clubhouse Pool and Fitness Center beginning in Summer 2019. We have a bigger chip and tar paving schedule (Sections 5, 6 and 7) than the previous year. Capital Budget Highlights Total Contribution to Reserve (CTR) is $1,698,853, which is comprised of: • $1,698,853 for Repair and Replacement Reserve (R&R) which fully funds the 2018 Miller Dodson Reserve Study adopted by the Board for planning and budgeting purposes on November 4. The R&R CTR increases $28,861 over the current year primarily because of Lakeview Parkway repaving projects over 10 years, and the rising cost of repair and replacement. • No new funds for New Asset and Improvement Reserve (NAIR) are proposed. • No new funds for the Contingency Reserve are proposed since the Reserve is at or above the $100,000 target funding stated in the Reserve Policy. Capital Spending totals $1,690,564 for all projects. The Capital Spending Plan funds all R&R projects in the Board-adopted 2018 Reserve Study. Notable R&R Reserve projects: • Lakeview Parkway Resurface (Phase 2) ($310,056) o RV/Boat Storage Area to Liberty Blvd. • Freightliner FL70 with Tar Distributor ($158,000) • Roadside Ditch Reconstruction (Stormwater Management) ($140,000)

Equestrian Center Weekends Come out and ride! No Appointment Necessary. Beginning February 2nd the LOW Equestrian Center will be open for drop-in lessons and trail rides.

Hello again, Mr. Squishy here. I just wanted to write a note thanking our five campers who participated in our New Year’s Pony Camp. It was a blast! I had so many marshmallows in my hot chocolate and had so much fun meeting my new friends. I was particularly proud of my friend Joe, who rode me for a few days and then made the jump to riding Scotty, my 17.3 hand high paddock mate! They really hit it off. I sure am ready for spring and all of the lessons and trail rides it brings. In the meantime, Miss Bridget and Miss Melissa have been brainstorming about getting more riders in, especially on the weekends in the winter. Stay tuned for an announcement that will hopefully get you and your friends to the Equestrian Center! The Equestrian Center Committee is in need of members. Please contact Member Services for information on how to join.

Free AARP Tax Preparation Site Moved To Community Center by Susan Ball, AARP

The free AARP tax preparation site in Lake of the Woods has moved from the Clubhouse to the Community Center, due to the renovations being made in the Clubhouse. The primary purpose of the AARP Tax Aide program is to provide free tax preparation for low-to-moderate income families and individuals whose returns are within the scope of AARP volunteer training. AARP membership is not required to use this free service. Tax preparation will be held on Fridays and Saturdays from Feb. 1 through April 13. Appointments are necessary. On Dec. 17, 2018, LOWLINC was honored to receive the $5,000 Lawrence and Martha McMurtry Award for Excellence and Innovation in Community Health and Wellness. The Mary Washington Hospital Foundation gives two awards annually, one to an individual and the other to a nonprofit organization. LOWLINC received the award for a nonprofit organization. The awards “recognize efforts to increase access, improve quality, and foster innovation in providing health and wellness services for the ‘medically underserved,’ in the region served by Mary Washington Hospital.” Mary Washington Healthcare includes seniors in its definition of medically underserved. In presenting the award, Xavier Richardson, Executive Vice President, Corporate Development and Community Affairs for Mary Washington Healthcare, recognized LOWLINC for its innovative service model that improves access to health and wellness services for seniors. LOWLINC provides transportation to healthcare appointments, health literacy and education, socialization to diminish isolation, and exercise and nutrition programs. LOWLINC programs and services primarily benefit Lake of the Woods seniors but several programs, including a Health Matters Toolkit, a recent Medicare Workshop, and transportation to healthcare appointments through an arrangement with the Rappahannock Rapidan Community Services, serve Orange County residents outside Lake of the Woods. The LOWLINC Board of Directors plans to use the funds to implement one or more health and wellness projects that benefit as many LOW residents as possible. We thank the community, especially our dedicated volunteers, for their support that contributed to our receiving this award.

At the Childhelp Holiday Party, besides a moment with Santa, each child shared the day with his/her own holiday buddy, a warm-hearted member of our Lake of the Woods Childhelp Auxiliary or the Greater Washington Area Advisory Board. It truly was a merry, blessed day for all. For those new to the community, Childhelp’s Alice C. Tyler Village is a 270 acre residential facility in Lignum, serving survivors of neglect and abuse since 1993. In addition to supporting the village through party events, our auxiliary members serve as essential reading buddies; provide comfort items such as personalized pillowcases, blankets and duffle bags; recognize children’s birthdays with backpacks filled with wrapped gifts; as well as conduct special outings including charitable events such as helping at the Wilderness Food Pantry and playing bingo at Germanna Heights Senior Home. We are fortunate to do so much with our base of approximately 70 very talented members and so many of our LOW, Fawn Lake and surrounding county community friends who generously support us. Thanks to all of you. Harry’s Ale House is sponsoring a benefit night on Feb. 4, from 4 to 9 PM, when a percentage of receipts will be donated to the Village. Our Valentine party is scheduled for Saturday, Feb. 9 from 1 to 3 PM. Wes Iseli, the Magic Man, will perform two shows, from 1 to 2 and 2 to 3 PM. On Dec. 30, the Chancellorsville Christmas Bird Count (CCBC) took place. It included all of Lake of the Woods, surrounding battlefields and parts of Spotsylvania County. The CCBC is a part of the annual Audubon Christmas Bird Count, North America’s longest-running wildlife census, which began in 1900. The data collected by volunteers contributes to the assessment of the health of bird populations and helps guide conservation action. The CCBC has been conducted every year for 25 years. This year, 26 bird species were counted within LOW, including a very rare visitor (and the first one reported in CCBC history). A Black Scoter was seen by several participants, on the lake next to the main dam. The Black Scoter is a coastal duck that breeds in the east in the lake country of northern Quebec. It winters in coastal salt waters, especially over rocky bottoms (this bird was found right next to the rocky edge of the main dam). Its main wintering area in the eastern U.S. is in the coastal waters of Maine, Massachusetts and Rhode Island. In Virginia it is most often found on the rocky saltwater coasts of Virginia Beach. It is very rarely found on inland fresh waters, which is why this sighting was so notable. The 2019 CCBC will take place in LOW on Sunday, Dec. 29. In summer 2010, a group of us at Ramsay Beach were joking about taking a polar plunge on New Year’s Day. This was quickly forgotten until my daughter asked me on New Year’s Day 2011 if we were going to it. So, on January 1, 2011, my daughter and I took the plunge at Ramsay Beach, with my son taking video. When our group saw the video, they were all enthused and believed it should be an annual event. Over the years, it has grown in attendance with people bringing grills and side dishes to share. On New Year’s Day, 2014, one member of the group introduced Photo by Dave Jackson a very large grill and smoker that required a Luke Sullivan braves the trailer to transport, and all meat preparation frigid waters for the Annual was transitioned to him, with the attendees Polar Plunge. making contributions to help cover the costs. In summer 2016, we discussed making the next event (New Year’s Day 2017) a fund raiser for LOW Fire and Rescue. We accepted voluntary donations that, after assisting with the cost of meat, were turned over to Fire and Rescue. This continues to be an annual event, with the ninth annual plunge held on New Year’s Day, 2019. I organize, advertise (LOW Members Facebook page), and coordinate each year’s event, and, with the exception of 2018 (due to extreme cold), it continues to grow. It’s family friendly and this year’s attendance was in excess of 50 persons, including children.

Dr. Cecil Snead, the new superintendent of Orange County Schools, will speak to the Lake of the Woods Democratic Club Feb. 13 on his expectations for the public school division. The meeting will take place at 1:30 PM in Classroom A of the Community Center. The meeting is open to the public, without regard to political affiliation. Snead, 51, became superintendent of the 5,000-student division in July 2018, succeeding Dr. Brenda Tanner, who retired. He had been superintendent of Buckingham County Public Schools for six years. Dr .C He holds an undergraduate degree in mathematics e ci l Sn education from Virginia Tech, a master’s degree from Radford ead University and a doctorate in education from Virginia Tech. He taught math and computer science in Floyd and Montgomery counties before taking on administration positions in Montgomery County and later in Roanoke County. Snead’s wife, Sherrie, is a retired English teacher. The couple has three daughters; the youngest is a third-year student at the University of Virginia. The annual LOW Lioness Lions Spring Craft Sale will be held Saturday, March 23 from 8:30 AM to 2 PM at the Locust Grove Middle School at 6368 Flat Run Road. We are reserving spaces for vendors now. There will be about 49 vendor spaces including arts and crafts, jewelry, pottery, cosmetics, wood crafts, authors, flea market items, a wonderful bake sale, a food concession stand and a photographer taking Easter pictures. As I write this, we are in the midst of a snow event. For many of our members, that may affect our comings and goings for a few days. I am reminded that the desire to be in a nice warm house can lead to a case of cabin fever. Now if you happen to be single, and are climbing the walls, why not come out to eat with a great group of folks? We have made a change in our scheduling, at least until the days are longer. We will continue to meet on Wednesdays for a meal, but the meal will be lunch on alternate Wednesdays. Check out the schedule for February and see if you can make it for one of these casual get-togethers. We’d like to meet you.

Warm up your winter by coming to Women’s Guild. You’ll be glad you did. The LOW Church Women’s Guild meets regularly on the first and third Thursday of every month from 10 AM to noon in Friendship Hall at LOW Church. Each meeting consists of a short devotion and a featured speaker, followed by a simple meal and time for fellowship. The group also participates in a service project each month to benefit the wider community. The meetings are interesting and fun, and newcomers are warmly welcomed. Programs for February: On Feb. 7, Tom Schafer will speak about the counseling service ministry of LOW Church. Attending with him will be volunteer counselors Betty Collins and Missy Garriss. Special music will be provided by vocalist Charles Mincey. On Feb. 21, Suzanne Lentine and Trish Padgett will speak about nutrition and other strategies to prevent disease. February’s service project benefits the Pregnancy Centers of Central Virginia. All women are welcome, regardless of church affiliation. Registration is not necessary, and there is no cost to attend. Another year has passed, and the older we get, the quicker time flies. People are seeking ways to look younger, feel better, get slimmer, fill their bucket and make changes. Our friendships are settling and we all know the saying, time flies when you are having fun. Exciting new things are on the horizon for Wilderness Toastmasters and our goal is to have a fully chartered club by April. To meet this goal, we need to have 17 new members and five dual memberships. We are close to that goal, but not close enough to charter and we are seeking your help. Toastmasters helps people turn their inner voice into their outer voice. It helps people communicate more easily because you practice and share your stories, fiction or truth. It helps you discover the person hidden inside of you. Everyone has an opportunity in Toastmasters and all skills can be improved upon, even when you have a limiting belief that nothing can change for you. In Toastmasters, I have watched members overcome fear of speaking, shyness, stuttering, lack of self-confidence and have seen many monetary successes as well as promotions, paid speaking engagements, emceeing awards ceremonies and more. January 5 Minutes from p. 4 consideration of this Case to the March 2, 2019 Board meeting. 6.2 Consideration of Forming an Internal Control Ad Hoc Committee Pursuant to the Presentation of Director Hoh. (D-19-02) Motion by Hoh, passed unanimously, that the Board establish and approve the Draft Charter for an Ad Hoc Internal Control Committee. In accordance with its Charter, the primary tasks for the Committee will be: a) Review and assess the effectiveness of current and proposed Lake of the Woods Association internal financial control processes, procedures and documentation; b) Make specific recommendations to the Board of Directors on any changes, additions or deletions to LOWA internal financial controls; and c) Assess the need for a LOWA standing Audit Committee. Commissioned by the Board of Directors on January 5, 2019, the Ad Hoc Internal Control Committee will cease activities no later than August 31, 2019, or when directed by the Board. Two changes to the draft Charter were also offered and accepted. 6.3 Discussion of Policies and Procedures for Lake of the Woods Meeting Rooms and Outdoor Facilities. Management has noticed that clubs and organizations are demanding more time from Communities Activities staff both before and after normal work hours, including weekends and holidays, to perform set-up and breakdown arrangements for their indoor and outdoor events. Current policy prevents LOWA from charging for this or for audio-visual support. Due to the increasing cost of staff overtime pay to perform these duties, management would like the Board to review the current facilities rental fees chart for comparison with a new facilities rental chart, and make recommendations to reduce the demand for staff overtime by adopting new policies and procedures. This item will be addressed by the Board again at their January 15, 2019 meeting. 6.4 Consideration of Approving Raymond James Corporate Resolution. (D-19-03) Motion by Hoh, passed unanimously, that the Board approve the Raymond James Corporate Resolution to update the individuals authorized to act on behalf of Lake of the Woods Association to allow Director of Finance Larry Cole to be a certifying person to communicate actions of the Investment Committee to Raymond James. 7. Member General Comments Members commented on aspects of the proposed Ad Hoc Internal Control Committee, staff overtime and setup charges, insurance reimbursement for the embezzlement incident, final cost of the completion work on the Maintenance building, and demolition of the two homes destroyed by fire. 8. (Administrative Resolution 2015-1) General Manager Phil Rodenberg led a discussion on the Reserve Policy, which is scheduled for Board review to meet Board Goal #7: “Review the Reserve Policy, particularly how the New Construction and Renovation Reserve funds are authorized and spent, and update as needed.” The current policy covers four separate reserve accounts maintained by the Association as detailed in the Reserve Policy last adopted August 18, 2015. Overall, he said the Policy seems to be working well, but highlighted several areas the Board might specifically want to study for possible revisions. President Wilks requested Board members review the Reserve Policy and submit any suggestions they have for changes in writing for further consideration at a future Board meeting.

3.2 Report of the General Manager, Phil Rodenberg A. Clubhouse Area Recreation Complex Project Update Design, bidding and permitting stages are complete. Pressure testing of drains and skimmer piping found no issues. Placement of interior wall insulation is complete. Concrete slab prep is complete and ready for pour on grade for the buildings. B. Budget Update The GM and senior management attended the Finance Committee meeting on January 7. Management has made progress reducing expenses in several areas by giving fees, staffing, contracts and other areas more detailed study. A membership briefing on the proposed 2019/20 Budget is scheduled for January 30th at 7:00 p.m. in the Community Center. C. Other Business The Roadside Ditch Reconstruction Project has completed 51% of the 23 miles of ditches scheduled for reconstruction. The Clubhouse will reopen on January 16 following a two-week closure for maintenance and repairs. The DMV Connect clinic event on January 9th attracted 69 people. Based on that success, another one is planned for March 6th. Contractor Finish Line Environmental will be begin work on remediating drainage issues on Gold Valley and the Golf Course this month. The Maintenance Building staff will hold an Open House on January 30 from 1-3 PM for members to see the new building. A virtual tour of our Fitness Center and Community Center classrooms has been added to our website. The goal is to promote room rentals and increase Fitness Center membership. 3.3 Committee Liaison Reports A. Safety & Security Committee Director P. Brown summarized two Resolutions forwarded to the Board by the Safety and Security Committee as follows: 1) A recommendation to add language to Regulation II. A.2 to set requirements for admittance of unaccompanied guests to LOW; and 2) A recommendation that LOWA rebid the Security Contract which was last done five years ago. B. Finance Committee Director Hoh said due to four resignations, more members may be needed on the Finance Committee, which will be reconstituting in February. C. Fitness Update Director Diercks said there will be a Health and Fitness Fair at the Clubhouse on March 16 from 10:00 a.m. to 2:00 p.m. The purpose will be to raise awareness of health and well-being, and encourage new members to join the Fitness Center. 3.4 Committee Reports A. Safety & Security Committee Chair Randy Schwabenbauer provided a summation of issues studied by the Committee in the past six months. Considerable time was spent on preliminary study of the need for additional security along the Route 3 corridor, resulting in the proposal for an Ad Hoc Fence Study Group. Other topics included fencing and gated access to the marinas, fines for passing a stopped school bus, enhanced traffic signage at the front gate, and traffic control signage at the back gate. B. Rules Committee Chair George Lovelace said the Rules Committee could use some new members. He summarized the work of the Committee over the past six months which included making recommendations on amendments to rules governing the use of the pickleball/tennis courts, and areas for smoking, use of e-cigarettes and vaping. The Committee also made recommendations for changes to the Bylaws governing the meetings of members, Board terms and Committees.

4. PRESENTATION Semi-Annual Report from Orange County Administrator R. Bryan David Mr. David gave the Board an update on County activities since his report last year. GWAP efforts continue as the study group focuses on water and wastewater systems for future business develop along the Rte 3 corridor. Orange County is considered a pilot community for a new Healthy Watersheds project. VDOT is developing a long-range transportation management plan to address Rte. 3 access. The fiberoptic cable project is back on track now that financial support has been forthcoming. The new public safety building is under construction at the airport location. This will be a real estate reassessment year for homeowners. Overall, economic growth remains healthy due to brisk business development in the County, which also was given an AA+ bond rating from Standard & Poor.

Family is hard, especially when unexpected long-term care or nursing care is needed; when the doctor says we are no longer able to provide aging family members the appropriate care and they need to be placed in a nursing facility. Home is not an option. Then it becomes personal, scary, and fear steps in because we are leaving someone we love, care for, and nurture in a foreign land that is no longer familiar. It may even feel like a foreign country because we are no longer are able to give what we have been giving for years. It is unnatural SAT. 2/23 @ 7:30 SAT. 2/23 @ 2 to feel nothing and fear rears because we are leaving the care to someone else, skilled and licensed, but nonetheless, they are not you. Having to make an instant decision without research and facts can ultimately lead to the wrong decision for your loved one. A domesticated gentle dog, stolen from his California owners and forced to become an Alaskan sled dog in the days of the Yukon Gold Rush, is the theme of LOW Book Club’s selection for its Feb. 13 meeting, The Call of the Wild, by Jack London. The story of Buck, a St. Bernard/shepherd mix, details the cruelty the dog must endure, but also his rescue by, and ensuing bond with, a kind and wise stranger. One Good Year Ends and a New Year Begins

by Marilyn Davis, Manager, LOW Players On behalf of the Lake of the Woods Players, I’d like to thank our members, donors and our wonderful audiences for making 2018 such a memorable year. It was a year of successful firsts, including our Spring show, the surprise hit comedy, Play On! Next, we took on the daunting Hello Dolly! This was a huge undertaking, but we were determined to bring this classic musical to you, our audience. We had a new director, a new choreographer and even some new talent who just moved here. When we needed help building sets and sewing costumes, our friends and neighbors here at the Lake came through. The sets were amazing and the costumes were stunning. Another great success! We now have a new beautiful red stage curtain thanks to our donors and our own Louise Fletcher (in memory of her husband Robert). It’s bright and much easier to open and close. What a difference that makes! Finally, in December, we did a funny little comedy, A Nice Family Christmas, at The Inn at Kelly’s Ford. A great cast was directed by our own Dave Schubert in his directing debut. It was another success. Next year, we have a great lineup of shows that we hope you will enjoy. Our spring production is the classic The Mousetrap, a great murder mystery written by the incomparable Agatha Christie. This will be directed by Barbara Cochran, previously director of our Driving Miss Daisy. In June, the Players will present a musical cabaret featuring our own Michelle Ditzler. Our fall production is Joseph and the Amazing Technicolor Dreamcoat. Our success is your success. The audience is as much a part of the show as our actors are. Without your enthusiasm and support, our shows would be, at best, mediocre. You bring the energy to our productions and for that we are thankful. As long as you keep supporting the Players, we will continue to put on the best shows that we can.

by Lee Frame, District 5 Supervisor Recently, a LOW resident asked me what was being done with the extra money that was added to the Rapidan Service Authority sewer bill several years ago to improve the vacuum sewer collection in LOW. As background, in 2009 the Virginia Department of Environmental Quality required RSA to address sewage overflows that occur in LOW. That requirement involved spending $350,000 per year to make upgrades to the sewage collection system. This resulted in a $7 increase in the monthly sewer bills. This $7 charge only applied to LOW users, since the rest of the Rapidan Service Authority users were not affected by the vacuum collection system. As a quick lesson on how the LOW vacuum collection system works, the sewage generated in your home drains by gravity to an underground tank outside on your lot or your neighbor’s lot. You can see the overflow pipe sticking out of the ground above the tank. When the content of the tank gets to a certain level, a valve in the tank opens and the sewage is sucked out by vacuum generated by pumps in the 13 pump stations located around the lake. The sewage is then moved by lift pumps from the pump station under pressure to another pump at the bottom of the dam and then to the sewage treatment plant. The pipes carrying sewage under pressure are called force mains. When everything is working properly there is no problem. Problems arise when things break. For instance, if a vacuum sewer line develops a leak, then the vacuum decreases or disappears entirely and will not suck the sewage out of your tank. When this happens, the sewage flows out the overflow pipe onto the lawn or garden. The real concern is when the sewage gets to a stream or to the lake. Many of these vacuum lines are old and were not always properly installed in the ground so they can break and cause problems. Over 8,800 feet of vacuum lines have been replaced as part of the upgrade program. Another problem occurs when a break appears in a force main. This is usually more severe because the sewage is under pressure and more sewage ends up on the ground. This occurred last November when upwards of 10,000 gallons of sewage was discharged. During the repair, it was discovered that the pipe was installed in contact with a large rock which eventually led to the break. Proper vacuum and force main installation ensures that the installation ditch does not have any large rocks close to the lines. Over 9,450 feet of force main lines have been replaced. In addition to the line replacements described above, one set of vacuum pumps and two sets of lift pumps have been replaced. Over $2.26 million has been spent on the collection system upgrades so far. DEQ monitors the upgrade funding carefully to ensure that we are meeting their requirements. The result of this work is a reduction of overflows from 6.4 per week to 2.6 per week. The upgrade effort will continue for the foreseeable future In addition to the required upgrades of the sewage collection system, RSA is also conducting a capital improvement program for the water system and parts of the sewage system that are independent of the vacuum collection system in LOW. Water mains on Gold Valley and Eastover are being replaced as well as water mains and sewer force mains outside of LOW. Also, two emergency generators have been permanently installed at two sewage pump stations to ensure service in the case of power outages. The other stations use portable generators in the event of loss of electrical power. For 2019, one element of the LOW Veterans Club mission is to educate members and non-affiliated veterans about benefits available to them. The VA Mission Act signed into law last year by President Trump contains numerous changes in the delivery of veteran’s health care. Most importantly, this law paves the way for a major overhaul of the Department of Veterans Affairs, allowing for access to private-sector health care at government expense. The $1.98 billion VA appropriation includes in the Veterans Choice Fund. The law establishes the Veterans Community Care Program to furnish hospital care, medical services, and extended care services through nonVA providers to veterans who are enrolled in the VA health care system. In addition, the family caregiver program is expanded. The law consolidates seven VA community care programs into one. Also, it authorizes local provider agreements to remove bureaucratic red tape to meet the needs of the veteran. In addition, The Mission Act law requires that the cost of private provided health care does not exceed that of the VA health care. Also, it authorizes access to walk-in community clinics for enrolled veterans who have used VA healthcare services in the last two years. The Veterans Administration may enter legal agreements with non-VA providers to furnish care that is not feasibly available. The VA shall (1) establish standards for VA health care, (2) prohibit rehiring of previouslyremoved VA providers, (3) provide prompt payment to providers, (4) establish opioid prescribing practices, and (5) carry out the modernization of VA Health Administration facilities. The law provides for accountability by requiring the VA to establish and submit to Congress a strategy to ensure all VA and community care programs are operating efficiently and effectively based upon a number of factors, including veterans’ satisfaction, access guidelines, and quality standards. The law states that the Veterans Administration may provide care for the live donor of a transplant to a veteran and also carry out a Specialty Education Loan Repayment Program and other actions to recruit health care professionals.
