The Lake Currents editing team asked members who had been married or partnered for 40 years or more to share their secrets to a successful marriage. We had initially planned to highlight just three stories, but we found it difficult to choose. All eight submissions are included in our special Valentine’s Day feature. Enjoy!

John and Donna Seymour Married October 28, 1950 We were high school sweethearts who dated for over two years as “steadies.”

Each set of our parents approved of our dating, but made it clear that they would not give their blessings on a marriage before college graduation.

So… we eloped on Oct. 28, 1950. We were married in a Methodist Church and counseled by the minister.

These 18 and 19-year-old newlyweds worked part-time jobs to support themselves in a small apartment while John began his second year of college.

After graduating, John worked in education and counseling.

During the years 1952 to1960, we were blessed with four children.

John’s second career was with the U.S. Forest Service. Our family lived in many parts of the country. We chose to live the adventure by exploring and enjoying the people and different cultures of each destination.

We moved to LOW in 2001. The 19+ years we have lived here with many kind and caring neighbors have certainly proven our happiness into our “golden” years.

We now have seven grandchildren and four great-grandchildren.

NOTICE Special Meeting of the Membership March 3, 2020 at 7:00 PM, Community Center 110 Sweetbriar Park Road The purpose of this meeting is to vote on each of the two separate and independent proposed Amendments to the Declarations of Restrictions which would (1) amend Section 5, subsections B, D and E and Section 6, subsection C of the Declarations to clarify ECC quorum and establish an Environmental Control Committee (ECC) appeal to the Board of Directors, and (2) amend Section 12 of the Declarations to add a new subsection H to establish Board authority to assess charges for violations of the Restrictive Covenants (Declarations), Rules and Regulations.

Each Amendment is provided below. Language being removed will be shown with strikethrough, new language is shown in bold italics.

AMENDMENT #1.

5. ENVIRONMENTAL CONTROL COMMITTEE B. The Committee shall be composed of not more than seven (7) members, nor less than three (3) members, with staggered terms, and shall be appointed by the Board of Directors. Committee members shall be subject to removal by the Board of Directors and any vacancies existing from time to time shall be filled by appointment.

A quorum for this Committee shall be three (3) members. (Ref. Mar 1990) A quorum for this Committee shall be a majority of Committee members.

5. ENVIRONMENTAL CONTROL COMMITTEE D. The Committee shall approve or disapprove plans, specifications and details within thirty (30) days from the receipt thereof. One (1) set of said plans and specifications and details with the approval or disapproval endorsed thereon, shall be returned to the person submitting them and the other copy thereof shall be retained by the Committee for its permanent files. of completed plans, specifications, and/or details in accordance with this Section 5 and Section XVI of the Rules and Regulations, as determined by the Committee.

President’s Letter

VOTE IN THE REFERENDUM TODAY! As of Feb. 11, there were 1900 votes cast in the referendum. To reach the goal of 2600, 700 more Members need to cast their ballots. Some of you may not have voted for more mundane reasons, such as the pressures of everyday life, work, family, etc. If so, please take the time to read about the referendum and exercise your franchise to vote to help your community and yourselves. To those of you that have voted, thank you for your participation in the referendum process. Regardless of how the vote count turns out, you have made your voice heard in this important governing process of our Association.

March 3 is approaching for the next Special Meeting of the Membership on the referendum. Unless LOWA receives the required 2,600 votes, then the members may decide to vote to extend the referendum to a future date.

The issues involved in this referendum are really very simple.

(1) do you as a Member want the new opportunity and right to appeal an adverse decision by the ECC on your construction application to the Board of Directors (or would you rather skip that step and spend your money filing a lawsuit in Orange County); and, (2) do you want the Association to hold accountable Members who violate the published Covenants, Rules, and Regulations?

Without a 50 percent plus vote of the Membership, neither option will be available without significant cost and you can rest assured that property values will decrease as those Members among us that fail to maintain their property and/or fail to follow rules and regulations continue to do so with impunity. The last such situation that Association had to contend with cost roughly $1,800. Fortunately, it was not necessary to go to court, because the Member remedied the violation. Had they failed to do so, our next step was to go to court, the cost of which starts at or around $2,000. The funds for that process come from you, the member.

We have the right to vote in Association elections and referendums. If you do not vote, you are squandering your right and hindering the governing process. If you do not vote, it is not a “no” vote, it is an abstention, it simply does not count either way. Some might say that failure to participate means that the voter so inclined does not count either way, they do not count as part of the community, they merely absorb the benefits of, but not the obligation to, the community. It is a false belief that somehow failure to participate in referendum and/or election voting demonstrates a lack of validity to the questions put to you. Make your vote count; vote “yes” to both questions. If you cannot vote in favor of the questions, then, one way or the other, vote today.

3. REPORTS 3.1 Report from Orange County Board of Supervisors Supervisor Lee Frame advised the appeals process for reassessment issues will run to the end of March. A special use permit was approved for the ice cream truck business that has been operating on Route 3 next to the Car Wash. An Advisory Council has been established to deal with child welfare issues. A Resolution was sent to our State legislators in favor of all counties having taxing authority equal to that of cities and towns. A second communication to our VA legislators opposed collective bargaining for government employees. A Public Hearing is scheduled for Feb. 11 to hear comments on raising the income requirements to determine eligibility of elderly and handicapped residents who seek tax relief. The County did not receive any funds from two of the Broadband grant applications it submitted.

Mr. Frame has been appointed to the Virginia Association of Counties where he will serve as Chair of the Social Services Committee.

3.2 Report from Orange County Sheriff Mark Amos: No report available.

3.3 Report from Allied Universal Security Chief Scott Walker reported January was a relatively quiet month with almost no incidents of a criminal nature. A petty larceny was reported by the Clubhouse, resulting in an arrest. There has been a recent increase in motor vehicle accidents, with 7 in January alone.

2.5 Commendation Presentation President Wilks and GM Phil Rodenberg presented a Certificate of Commendation to Allied Universal Security Captain Erik C. Nelson, for saving the life of a resident using CPR on Dec. 29, 2019.

Happy Valentine’s Day, LOW! I hope you “Love Where You Live,” as we say around here. Do properties with short term rentals (less than 30 days) have a positive or negative effect on our community? Some say they are businesses whose guests take advantage of our amenities like the beaches, and others say it’s just part of the member-guest experience here at our recreational community. What do YOU say? We would love to know your opinion. Please take the Short-Term Rental Survey online or fill out and return the printed survey on Page 6 of this edition to the Holcomb Building.

The Association has identified 14 properties so far that have been or are short term rentals listed on websites such as AIRBNB and VRBO. All short-term rental properties owe the Tenant Fee, which is currently $1,437 a year or $119.75 a month.

Watercraft Liability Insurance. Do you own a motorized watercraft with an engine of more than 25 horsepower? Be advised LOWA has increased the liability insurance requirement from $300,000 to $500,000, effective March 1. I recommend that you contact your insurance company right away to check your policy. We will begin Early Boat Registration starting on March 16, and you will want to be able to show evidence you have updated your policy by then.

Why was the requirement increased? LOWA’s Insurance agent recommended the increase to protect the Association for cases where the member boat owner is the primary cause of bodily injury or property damage. More boat owner insurance will prevent such claims from coming back on the Association.

The $500,000 amount is the new standard amount in the industry. Your coverage may already be at that level or it may only cost a few dollars to upgrade to higher coverage. Our agent said the worst case scenario is a $100 increase, but we recommend shopping your policy if that is the price you are quoted. Also please keep in mind you can apply your umbrella insurance towards the $500,000 level, if your umbrella policy covers watercraft. Board Approves Amending Regulation X, Use of Lakes, Regarding Watercraft Liability Insurance The Board of Directors, at its Feb. 1 meeting, approved amendments to Regulation X, Use of Lakes, regarding Watercraft Liability Insurance. The $500,000 insurance minimum is effective March 1.

What is the effect? Many members may need to increase liability insurance policy limits for their watercraft. Umbrella coverage over both the homeowner’s policies and boatowners policies may also help achieve/ exceed the recommended limits of liability. The increase to members insurance policy fees will likely be less than $100 a year.

USE OF THE LAKES (Regulation stays the same) WATERCRAFT REGISTRATION AND RENTAL REQUIREMENTS.

Lake Currents February 14, 2020

1. DECALS. All watercraft shall be registered with LOWA. Each fiscal year, LOWA registration decals shall be purchased. Two decals will be issued and shall be attached on the port and starboard sides of the hull at the forward end of the watercraft so that the decal is clearly visible. The decals must be placed within six (6) inches from the Commonwealth assigned watercraft number, if displayed. Decals must be affixed to watercraft in the water, on canoes and kayaks on LOWA racks or in the designated Dry Sail Parking area by 11:59pm on May 1 each year.

2. REGISTRATION REQUIREMENTS. Watercraft registrants shall present the following documentation at the time of initial registration: a. Current LOWA membership or registered tenant ID. b. Evidence of ownership of watercraft or lease agreement. c. Evidence of the horsepower of the motor and length of watercraft. d. Registrants of motorized watercraft of over 25 horsepower shall carry watercraft liability of no less than $500,000 per accident or show proof of homeowner or renter personal liability insurance of no less than $500,000 per accident. So long as Registrants show written proof of watercraft liability coverage satisfactory to the Board, umbrella insurance policies may be used by Registrants towards meeting the $500,000 requirement. Registrants shall certify that the required limits of insurance will be maintained and in effect for the entire fiscal year. e. Registrants of non-motorized watercraft and motorized watercraft of 25 horsepower or less shall carry homeowner or renter personal liability insurance of at least $100,000 per accident. Registrants shall certify that the required limits of insurance will be maintained and in effect for the entire fiscal year. f. For subsequent annual registrations of the same watercraft, the owner shall bring a current LOWA membership or registered tenant ID, and shall execute an affidavit that none of the specific information about the watercraft has changed from the prior registration, and that the required limits of insurance will be maintained and in effect for the entire fiscal year. If there are any changes, the registration process must be completed in accordance with Subsection 2. g. Watercraft registered in accordance with above Regulations shall not be subleased or rented for use at LOW. h. An individual sale of a watercraft does not transfer a vested right of operation for that watercraft on LOW water. i. Prior to initial registration or watercraft testing, every prospective registrant shall certify that he/she has read and agrees to abide by all the Lake Regulations set forth herein, and to any other Regulations as may be adopted by the LOWA Board of Directors. j. Hovercraft, airboats, stand up/kneeling-type jet skis, hydroplanes or any other nonconventional watercraft are prohibited on any LOWA Lake. k. If in the opinion of the LOWA Board of Directors or the General Manager the preceding paragraphs include or exclude a watercraft or water sport activity of questionable nature, then the Board of Directors or General Manager may request a demonstration in order to make a determination of inclusion or exclusion. l. No watercraft shall be placed or operated on the lakes unless it displays current LOWA registration decals. Invited guests participating in a Sailing Regatta sponsored by the LOW Sailing Club are exempt from this requirement. m. The Commonwealth of Virginia and LOWA shall have the right to stop and cite watercraft operators and owners for infractions of their respective Regulations.

Board Approves Amending Regulation V, Regarding No Trespassing Signs on Private Lots The Board of Directors, at its Feb. 1 meeting, approved the following amendments to Regulation V, regarding No Trespassing Signs on Private Lots.

What is the effect? Members may apply to the Environmental Control Committee for approval to post no trespassing signs on their lots.

The amendment to Regulation V is highlighted in bold and reads as follows: V. USE OF PROPERTY--INDIVIDUALLY OWNED AND LOWA OWNED PROPERTY Sections A – G. Remain the same.

H. SIGNS (1/2012) 1. Signs on LOWA Property: The placing of any sign on LOWA property is prohibited except in designated areas on the day of an election or with the written permission of the General Manager.

2. For Sale Signs: Must be a painted (tan is suggested) wooden stake, approximately two inches by four inches, five and a half feet high, driven approximately two feet into the ground, with the lot number and contact phone number displayed. Sellers are also permitted to place one black and white electronically readable barcode or tag on each side of the signpost, not exceeding 3 1/4 by 3 1/4 inches in size, solely for the purpose of providing electronic access to real estate information regarding sale of the property. The stake should be driven within the lot line but not in the ditch between the pavement line of the street and the lot line. Stakes are available from the LOWA Maintenance Department by application. For sale signs on LOWA property are prohibited.

3. Political Signs: Only one political sign per issue or candidate, no larger than 4 square feet may be displayed on any residential lot. Political signs may be displayed no earlier than six weeks prior to an election and must be removed the day after the election. Political signs on Association property are not allowed except for two exceptions. The first exception is on Election Day. The second exception is on the day of a political event at which the candidates will appear. For both of these exceptions, the signs must be in an area designated by the General Manager.

4. Yard Sale Signs: Only one sign, no larger than 2 feet by 2 feet on any residential lot on the day(s) of the yard sale. Signs are limited to two consecutive days, three times per year per lot. Yard sale signs on LOWA property are prohibited.

5. Nonprofit, Fund Raising, Informational, Organizational Signs: These signs may be temporarily placed in designated areas with written permission from the General Manager.

6. Business Signs: All business signs are prohibited.

7. No Trespassing Signs: a. Applicability All lot owners may submit an application to the Environmental Control Committee for approval to post No Trespassing Signs. b. Location 1. For a residential lot abutting the golf course or another LOWA parkland recreational area, a sign reading NO TRESPASSING may be installed in accordance with the following criteria: Up to two signs per lot may be installed along a rear or side property line that abuts the golf course or a LOWA parkland recreational area, which includes but is not limited to a marina, beach, lake access area, park, pickleball/tennis court, swimming pool, campground and dog park.

An application for No Trespassing Signs on such a lot shall require written approval by the ECC Chair as to form and substance. Such application shall be deemed approved by the ECC, in accordance with Section 8 (g) of the Declaration, so long as it fully meets the aforementioned conditions and criteria.

2. For any other residential lot, the lot owner may apply for approval of up to two signs per lot installed along a rear or side property line from the ECC according to Section 8 (g) of the Declaration to be decided by the ECC on the justification provided by the lot owner. c. Design Standard Size: 16” x 9” Material: Non-corrosive metal (aluminum) or coroplast Color: Black background, gold lettering Lettering style: Times New Roman, 3 inch letters Wording: NO TRESPASSING

d. Installation Specifications: Signs are to be installed such that the top of the sign will be approximately 12 inches above the ground, with the bottom of the sign 3 to 5 inches above the ground. Coroplast signs are to be supported by a noncorrosive metal H stake; aluminum signs are to be supported by a metal T stake. The stakes are to be firmly driven into the ground to a depth sufficient enough to ensure long-term stability. The lot owner will ensure signs and support stakes are maintained in a good condition.

Board Approves Amending Regulation X, Use of Lakes, Regarding Wake Surfing The Board of Directors, at its Feb. 1 meeting approved the following amendments to Regulation X, Use of Lakes, regarding Wake Surfing.

What is the effect? Members wake surfing will need to ensure that they stay more than 300 feet from shore and must remain north of a line between Buoys 17 (off Manassas Point area of Section 7) and 28 (off 200 block of Madison Circle of Section 4).

The amendments to Regulation X are highlighted in bold and read as follows: X. USE OF THE LAKES A. WATERCRAFT OPERATIONS AND USAGE.

e. “Non-Motorized Watercraft” includes all watercraft powered by paddle including canoes, kayaks, paddle boats, row boats, and shells/sculls, and are capable of carrying one or more persons. f. “Other Recreational Water Equipment” includes all items that are powered by users standing, sitting, kneeling or lying on the equipment such as, but not limited to, water slides, platforms, trampolines, inflatable rafts, hydro/ aqua-bikes and stand up paddleboards (SUPs). g. “Main Lake” means the body of water bounded by Veterans’ Dam to Flat Run and includes all coves. h. “No Wake Zone” means the areas of water from the shoreline to designated “No Wake” buoys and includes all coves. The remainder of the Main Lake is considered a “Wake Zone”. i. “No Wake Speed” means the slowest possible speed required for maintaining or achieving steerage and headway. j. Small Lake” (aka, Keatons Lake or Fishing Lake) means the body of water bounded by Keatons Dam and Keatons Run located in Section 13. This entire lake is considered a No Wake Zone. k. “Cove” means a body of water extending from the Main Lake more than 100 feet from the No Wake buoy towards the shoreline. l. “Beach” means the space so designated by LOWA and includes the bulkheads, sand and grass areas. m. “Starboard” means the right side of the watercraft when standing inside looking toward the bow. n. “Port” means the left side of the watercraft when standing inside looking toward the bow. o. “Certified Operator” shall mean a person who has passed the Lake of the Woods Boat Operator’s Safety Course. p. “Skiers “or “Tubers” are persons being towed behind a watercraft on a device or apparatus which has no capability for self-propulsion, such as water skis, tubes or other similar devices. This includes wake surfers. q. “High Traffic Time” is defined as weekends (Saturday and Sundays) and holidays from Memorial Day Saturday through Labor Day Monday between 9:00 a.m. and sunset. r. “Wakesurfing” is a water sport in which a rider trails behind a motorized watercraft, riding the watercraft’s wake without being directly pulled by the watercraft.

C.

WATER SPORTS ACTIVITIES.

1.

WATER SKIING/TUBING.

a. Skiers or other towed persons shall NOT be permitted to take off from or land on any beach or pier. b. During High Traffic times (see A. 5.c.) no person shall operate a towing watercraft to pull any person(s) on water skis, tube(s) or similar devices unless there is in/on the watercraft (in addition to the operator) a person actually observing the progress of the person(s) being towed. This observer must be at least 12 years of age. In the case of PWCs, the observer must be seated backward. At other times towing is permitted without an observer if the watercraft is equipped with a rear-view mirror. c. Ski flag. All watercraft towing skiers or riders on a towable device shall have a Ski Flag readily available. This flag shall be a red or orange flag measuring no less than 12 inches on each side in the shape of a square or rectangle secured to a pole or shaft at least two feet long.

(1) During High Traffic times the ski flag shall be mounted or displayed in such a manner as to be visible from every direction when: (a) A skier is down or a rider has fallen off his/her towable device; or (b) A skier is in the water and preparing to ski.

(2) The ski flag shall not be displayed at any other time.

(3) The use of this flag will not be construed as conferring any rights or privileges on its users. Operators of watercraft in the vicinity will, however, exercise precaution commensurate with conditions indicated. d. All watercraft operators who tow skiers and floatable devices shall know and ensure their spotters and skiers/riders understand and use a set of hand signals to communicate between the watercraft and the skiers. Passengers shall remain seated when a watercraft is towing a skier or people on other devices. e. Skiing and towed activities at greater than No Wake Speed shall be prohibited within one hundred (100) feet of shorelines or in areas marked with “No Wake” buoys and will be confined to the area of the wake zone. f. At High Traffic Times when two or more skiers/tubers are being towed by one watercraft and one of the skiers fall, the other skier(s) shall drop his or her towline immediately. g. All persons being towed by watercraft shall wear a U.S. Coast Guardapproved (Type I, II or III) flotation device or a Type V flotation device designed for the activity such as a ski vest. Inflatable vests shall not be used for skiing or tubing. The use of flotation belts alone shall only be permitted when using “trick skis” while an observer is in the watercraft and it is traveling less than nineteen (19) mph. “Trick and Jump skis” are considered as skis less than forty-four (44) inches in length with no fin. h. When any towed person falls, the driver shall slow speed to navigate to return to the skier while not entering the path of other watercraft in the immediate area. At High Traffic Times the towing watercraft shall display the skier-down flag. The use of this flag will not be construed as conferring any rights or privileges on its users. Operators of watercraft in the vicinity will, however, exercise precaution commensurate with conditions indicated.

Fallen skiers shall, as soon as possible, raise and hold the tip of one of their skis out of the water to an elevated position above their head. i. No person(s) shall use the Water Ski Jump at LOW unless that person is a member of the LOW Ski Club or under that organization’s instruction and is wearing a helmet approved by USA Water Ski. Only one watercraft shall use the Slalom Course at any one time. Only jump skis and trick skis shall be used over the jump. j. No person shall operate or manipulate any watercraft, tow rope, or other device by which the direction or locations of water skis, tube, or similar device may be affected or controlled in such a way as to cause the participants to come into contact with any object or person(s). The provisions of this rule shall not apply to contact between two or more persons behind the same watercraft or to contact with the top of the Ski Jump, buoys, or similar objects as normally used in competitive or recreational boating or water skiing. k. When towing more than one skier or tube, it shall be the responsibility of the driver of the watercraft to ensure the towlines for each skier/tuber is of equal length to all skiers/tubers being towed. l. Kite tubing and kite boarding are prohibited. m. Subparts a,c,e,f,g,h, and k above do not apply to boat operators and skiers participating in USA Water Ski sanctioned ski club practices, competitions, or exhibitions. n. Wake Surfing (1) Wake surfing is allowable behind boats propelled by inboard motors.

(2) Wake Surfing is prohibited within 300 feet of shore.

(3) Wake surfing is prohibited south of a line between Buoys 17 and 28. o. No jetpack vessel activity shall be allowed at LOW, except for flyboarding which is restricted to the Main Lake within a 200-foot safety zone near the ski jump or the Clubhouse dock and only with the prior express written permission of the General Manager and only for demonstration and exhibition purposes. (4/1/2017) Sections C2 – C7 remain the same.

For the purpose of this Regulation the following terms and definitions apply: a. “Watercraft” includes “motorized”, “personal”, “sail” and “non-motorized” means of water transportation capable of carrying one or more passengers. b. “Motorized Watercraft” includes all gasoline or electric, inboard, outboard, inboard-outboard motorboats, pontoon boats, sailboats (when motorized), fibertoon or deck boats capable of carrying one or more persons. c. Personal Watercraft” (PWC) includes watercraft that are powered by jet pumps, the persons kneel, or sit on, rather than inside the watercraft. PWCs are operated by one person, and often have seating space for others. Some models have seating for up to four riders (including the operator). d. “Sail Watercraft” includes all watercraft powered by wind such as sailboats, sunfish and windsurfers capable of carrying one or more passengers.

If Abraham Lincoln were celebrating his 211th birthday this week in Lake of the Woods, he might well say our neighborhood association is “of the members, by the members and for the members.”

Being such an honest fellow, Abe would tell you that a place the size and complexity of Lake of the Woods requires the efforts of a great many talented and energetic folks to keep it running smoothly.

That’s why scores of volunteers -- folks just like you -- serve on 21 Photo produced and provided committees to advise the Board President Lincoln knows what it of Directors on matters, great and small. The Lake of the Woods takes to run our association.

Association thrives only because members are directly involved in and committed to its success.

The LOWA Communications Committee is sponsoring a Committee Fair for the afternoon of March 21 as a way of informing members of the work their neighbors are doing through committees and to encourage greater member participation. Members are invited to come to the Clubhouse from 1 to 4 PM on that day to learn how they can become involved.

The Committee Fair is the best opportunity you will ever have to see where you fit into Lake of the Woods’ future.

Members from each of the association’s 21 committees will be present to answer your questions about the services and activities of their committees.

They can explain how to join a committee and provide answers to your questions about committee membership.

Questions like these:  How much time does it take?  What is a committee member expected to do?  Does the Board of Directors really care what committee members have to say?

There will be no charge to attend the fair and everyone is welcome.

The Clubhouse bar will be open, refreshments will be provided and raffles, featuring great prizes, will be awarded each hour during the event. Why Internet Upload Speed is Important

Cable companies tend to brag about high Internet download speeds, but downplay their upload numbers.

Unfortunately, those low upload speeds are causing problems when we use the Internet.

Think of your current coax cable as three separate parallel highways. At the fast end, the super-highway is used to download your streaming videos, web pages and other files. A slower, middle highway is used to send TV networks, HBO and cable TV stations. On the low end, the slow jogging path is used to upload your pictures, facetime calls and other files to the Internet. That slow jogging path for the upload traffic is approximately 1/10 the speed of the fast download lanes.

You may think, “I download all my shows, why should upload speed matter?�

Sometimes there is a problem watching streaming videos. For every few thousand packets of video downloading, an “acknowledgement� message is uploaded back to your streaming service. If this acknowledgement is not received in time because your other devices are consuming upload bandwidth, the service will not send the next batch of data for your TV show. That looks like annoying buffering, but it’s your slow upload speed that is stopping your show.

Slow uploading spoils other web actions. If you use video conferencing like Facetime, you may not see it, but the person you are talking to may see a slow or choppy picture of you. If you have video cameras like Ring doorbells or Nest cameras, those live or cloud-stored videos may be low resolution or choppy. You need high resolution video to capture car license numbers or clear facial images for the police to do anything with your video captures. If you are an on-line gamer, you know that slow, twitchy, upload speed is crushing you.

This upload speed problem is why we no longer see LOWA board of directors’ meetings live-streaming from the community center.

When fiber optic cable is used, upload and download data speeds are almost the same - and very fast. This is another reason why we need fiber optic cable to the home.

Married June 17, 1955 Joy and I have been married 64 years. When we met she was 16 and I was 19. Our love was strong.

We even paid for our own wedding.

Joy kept our family together; she was the glue in our marriage. She got along with everybody with malice toward none.

She is now in a nursing home, slowly succumbing to dementia. It is very difficult to watch the once lovely person slowly vanish before my eyes. I visit her every day from 1 to 7.

I want to spend time with her as long as she recognizes me.

I used to take her presence for granted. I did not know how fortunate I was, until it was taken away from me. Enjoy that time while you can.

I am blessed with having been with her those 64 years. Our time is getting short.

Married March 17, 1962 Fifty-eight years ago, Gil and Lucy walked out of a Minnesota church onto a sunny sidewalk bordered by snowdrifts, after changing Lucy’s name from Bjore to Churchill.

Thanks to the U.S. Army and the U.S. Forest Service, we spent the next 34 years moving 23 times, and living in nine states.

Four sons shared some of these moves, but not all, depending on when and where they were born. We learned to be flexible, to not buy anything that could not be taken apart, and to look forward to each move as an adventure. The boys learned to face new challenges, conquer colleges, and have successful careers and families.

We discussed every major decision, encouraged each other, tolerated what we did not like, shared what we enjoyed, and loved each other every minute of our marriage. A gated community is new to us. We found LOW by a realtor’s suggestion, looked forward to moving here from Vermont, lived here longer than any other place, and we love LOW, our friends, and our activities.

Married July 10, 1959 My wife and I have been happily married for 60 years and recently held our anniversary party at the Clubhouse. It was a wonderful event.

In our younger days, we were both involved in county sports programs.

One day, while playing basketball, I noticed a beautiful girl in the stands.

At half time, I walked by and said, “Hey there squirrel.” (My kids always laugh at my smooth pick up line.) She just looked at me and smiled.

I learned the young lady lived near my older brother. I asked him to go to her house to see if she would go out on a date with me. Her response was, “If he wants a date, he can ask me himself!” I asked her out and we have been in love ever since. We’ve had a wonderful life and raised four children, have 10 grandchildren, and three great grandchildren.

Our secret to a long marriage is communication and patience, love, and understanding. Marriage is a compromise - give and take. Keep talking and dreaming together.

Year Jack and Barbara Spadaro Married May 14, 1966 Our lifetime journey began when my wife whispered to her sister that she was going to marry that unknown altar boy serving mass on a Sunday morning.

We quickly became high school sweethearts and eventually married in 1966.

Like many other couples, we struggled with job conflicts and military travels; the school and social obligations of our children; and all the challenges of home and vehicle ownership. We continue to work side by side at projects both inside and outside each home we’ve owned.

During our marriage ceremony, we promised to “love and honor” each other and we live those vows daily. We try to always kiss good night and good morning and only raise our voice when the other has periodic hearing problems. We step in when one of us is ill or recovering from a medical procedure and appreciate things that are done for us by the other. After 54 years together, we are still best friends.

Married Aug. 22, 1970 Ray and I met in Chicago at an auto parts factory.

Ray worked evenings and attended DeVry during the day. I worked in the office. In 1968, the foreman set up a double date for us with him and his wife. We dated for a year, then were engaged and married in 1970 in a small church I attended.

I think it was only a short while we were stationed at Ft. Riley, Kansas. After Ray came back from Vietnam, we did not attend a place of worship each Sunday. Much of our family activities centered around the church. Our faith has been the strong force thru these “50” years.

We agree working together on projects, sharing household chores has been a plus. Being friends and having a sense of humor helps a lot, plus keeping faith thru the ups and downs of living.

Knowing that we both can’t be right, acknowledging when we got it wrong, and forgiving each other when we were wrong are all parts of our years together.

Married July 1, 1972 We will celebrate 48 years of marriage this year. We were married July 1, 1972. Dan was immediately sent to Guam with his first B-52 crew as part of Operation Bullet Shot, the large-scale B-52 deployment in support of the Vietnam war. Mary Lou followed shortly after, as soon as an apartment and a car were found. Our sixmonth Guam honeymoon consisted of Dan flying off to drop bombs, and then returning home for dinner. Many years, and many adventures, later, we are still happily married.

The secret to our marriage, we believe, lies in the things we share: a lot of love, a lot of patience, and a serious sense of humor. Happy Valentine’s Day!

Stage Alive! Return of the Brass 5!

Lee Frame to Kick Off LOWLINC Speaker Series

LOWLINC is pleased to announce that Orange County Supervisor Lee Frame will kick off its 2020 Speaker Series, Friday, Feb. 28, at 1:30 PM in the Community Center.

Lee will discuss and update us on topics that are currently of interest in the county: Status of the Germanna-Wilderness Area Plan. The Board of Supervisors adopted this strategic growth and development plan for eastern Orange County in July of 2015. It represents the vision for our area for the next 50 years. Lee will bring us up to date on facts, rumors and plans regarding future development. e Real Estate Reassessments. The county recently L ee F ra m completed its 2020 reassessment of real estate, and homeowners have been notified of the results. Lee will discuss the general increases in home values and talk about the appeal process and how homeowners can use it.

Broadband/Internet Capacity. This is another topic that is receiving attention both in the county at large and within LOW. Lee will present the status of efforts to bring broadband to the county and to upgrade the aging infrastructure here at the Lake.

The New Public Safety Center. An update on the new center in Orange that will consolidate the county sheriff’s office, emergency communications center, IT department and fire and EMS. Lee’s presentation will be of high interest and LOWLINC is pleased to offer it free to all Lake of the Woods residents as part of the Speaker Series.

The presentation also will be recorded and offered to TV18 for broadcast.

On Saturday, Feb. 29, Stage Alive! welcomes a return of the Brass 5. This will be an exciting evening, as we enjoy their vast repertoire from Renaissance, Classical, Dixieland, Swing, Jazz, and Rock to Country.

This evening will have it all, a great family show. The “5” come to us from Roanoke, and are one of America’s most successful educational ensembles, touring extensively throughout Europe and the Mid-Atlantic. They have garnered great reviews, including this one summarizing the enthusiasm of their audience: “Brass 5 dazzled the audience with a program that was appealing and entertaining.” (Buchannan County (VA) Arts Council.) Brass 5 more than meets the gold standard for our 50th anniversary season.

Parking is free and the school is handicapped accessible. Tickets for individual concerts may be purchased at the door. Civil War Genealogy Explained!

by Charles Brewer, President, Civil War Study Group On Feb. 28 at 10:30 AM, LOW resident Bob Stone will talk about Notable Women in the Civil War. His talk will explore the lives of 14 American women (from both North and South) who did notable service in the American Civil War in some field of endeavor not normally associated with women in that era of American life. These women would break barriers in the fields of nursing, physicians, spies, combat soldiers, writers and activists. Some are well known; some you may never have heard of. These, and thousands of other women, lived through an extraordinary period of history, and by their deeds advanced the cause of women in America! At the grand ballroom of the Clubhouse.

by Fred Pulis, Member, LOW Veterans Club The LOW Veterans Club will hold its second meeting of the year on Thursday, Feb. 27, at the Clubhouse lower level at 7 PM. Featured speaker will be retired Army veteran Paul Conrad, who will provide an informative presentation on serving with the Federal Emergency Management Agency (FEMA) as a Reservist.

The agency of the United States Department of Homeland Security was initiated by Presidential Reorganization #3 of 1978. The organization, “Reservists FEMA” seeks talented and hard-working people who are eager to assist disaster survivors and first responders on an on-call basis. These Reservists are a type of incident management responders, hired under the Stafford Act as temporary intermittent employees.

The agency provides volunteers who assist other people in need while making extra money doing it. Money is provided for food, training, lodging, and other reimbursed expenses.

Conrad’s presentation will be entertaining as well as informative. The expected attendance should match that of the Veterans Club’s last meeting, which was overflowing.

Any unclaimed military photos from the Christmas tree or Christmas Party can be picked up at this meeting. The LOW Veterans Club created service coin is available for purchase at $10 each.

The Veterans Club is open for membership to any LOW resident who served honorably in any of this nation’s armed forces. Wilderness Toastmasters

by Alayna Stiffler, Member, Wilderness Toastmasters I decided to use Dr. Internet to see if public speaking was still the #1 fear, but a poll taken in 2018 has 10 different fears, including Government, Environment, Economic, Illness & Death; in 2017, instead of Illness & Death, it was Man-made Disasters. Statistically, public speaking had not made the Top 10 fears. But if you Google #1 Fear, public speaking is at the top of America’s list, along with height, bugs and flying.

Why are people in America so afraid of public speaking? Could it be rejection, lack of confidence, asking people to buy their ideas? What is your reason for not wanting to speak in public?

Toastmasters helps many to decrease that #1 fear and offers mentors who will help you discover ways to become more comfortable with your voice.

Words are free and learning how to use them to help you move forward toward your goal is a gift. If your fear is making a mistake, have no fear. Mistakes are going to happen no matter who is speaking or the amount of experience they have. (Video editing is great!) Your voice is waiting to come out and share with the world. Don’t let another year go by holding you back from doing something you desire because you are afraid of public speaking.

Senior citizens and fans of vintage movies remember Hedy Lamarr as the beautiful and glamorous movie star of the late 1930s and the decades of the 1940s and 1950s. However, not until the late 20th century did most of the world learn of her significant scientific inventions.

The Only Woman in the Room, by Marie Benedict, a fictionalized account of the star’s life, is the LOW Book Club’s selection for discussion at its March 11 meeting. The book details the actress’s early life in her native Austria; her success in American films; and, finally, her scientific research, including development of technology used in wireless communications today.

The book is available, in multiple formats, in all three local library systems (Orange County, Culpeper County and Central Rappahannock Regional).

The book featured at the January meeting, The Goldfinch, elicited a spirited discussion regarding the motivation (greed vs. a guilty conscience) of the story’s protagonist.

LOW Book Club meets at 1 PM on the second Wednesday of the month in the meeting room of the Wilderness Branch Library. All are welcome, and no prior notification or attendance commitment is necessary.

• A new way of calculating your maximum score on a hole. NET DOUBLE BOGEY (par + 2 + strokes you get on the hole based on your handicap).

• A player’s handicap can only increase by 5 strokes over a “rolling” 12-month period.

• Tournament scores will no longer be maintained, but a player’s handicap will react quickly to any score that is 7+ strokes better than their handicap.

• It is imperative to post your score after completing a round.

• Handicaps will not be posted on the pro shop bulletin board.

D. Referendum Update Secretary P. Brown reported an increase in ballot returns since last month; 1861 ballots have been cast, 1177 electronically and 684 via paper ballot. Three more on-site voting events have been scheduled by the Elections Committee for Feb. 5, 11 and 20 at amenity locations.

Michael Flores was the winner of the first $150 amenity award drawing available to members who vote in the Referendum.

3.7 Report from the General Manager, Phil Rodenberg A. December Financials In December, we collected $89,000 in current year lot assessments, for a total of $6,151,365, or 88.6% of FY2019-20 lot assessments billed. As of Dec. 31, the Unaudited Income Statement of Budget-to-Actual Comparison Summary showed a favorable variance of $137,620. Overall Operations continue to perform favorably when compared to budget for the year. The delinquency rate as of Dec. 31, 2019 was 6.5%.

B. Lakes Management Report LOWA held a preconstruction meeting with the Project Manager for Docks of the Bay and Stantec engineers on Jan. 23 for the Flat Run Forebay project.

C. Other Business The Equestrian Center office received new paint, flooring and electrical wiring as part of planned renovations. The Fitness Center now has over 900 members and 1814 users. New equipment has been installed at the Spotswood Park Playground, which will open as soon as our maintenance crew completes finishing work. The RV/Boat Storage Lot is scheduled for improvements this month. Our new Stormwater Inspector Nick Blankenship started work on Jan. 21. New Security procedures at the front gate will permit Orange County residents to access the Convenience Center but they will now get a 30-minute timed pass instead of the monthly hang tag. This is an attempt to discourage unauthorized use of our amenities by outside residents.

Staff responded to 163 calls for service and issued 76 traffic summonses. In December, a gate system count logged 107,918 members used the front gate, and 47,349 members used the back gate. The front gate visitor lane counted 51,095 vehicles entering.

3.4 Report for LOW Volunteer Fire & Rescue, Inc. President Jeff Liebold could not be present, but submitted a written report with preliminary statistics. In January, the Fire Department responded to 43 calls, 21 inside LOW and 22 outside. The Rescue Squad had 23 calls.

3.5 Report from Orange County School Board Representative Jim Hopkins reported that the Board is still finalizing the school calendar for the 2020-21 school year. He advised members that school may start as early as Aug. 5, to coincide with other schools increasingly adopting early August start dates. The School Board approved a 25-year solar power purchase agreement contract which will provide solar power to several school buildings that can be retrofitted to accommodate it.

The solar technology is expected to be adopted this summer.

The current proposed assessment for FY2020-21 is $1715, pending any further changes the Board may make today.

6.2 Consideration of Budget Amendments to the General Manager’s Revised LOWA FY2020-21 Budget. (D-20-18) The Board considered the following budget amendments proposed by members of the Board of Directors: 1) Motion by H. Brown that the Board establish an annual pool fee (Account 304) of $40.00 per family and $25.00 per individual, thereby reducing the proposed assessment by about $9.39. Vote: Yea: H. Brown, Clawson and Forrest. Nay: Diercks, Zukowski, P. Brown and Wilks. Motion failed 3 to 4.

The appeal must be in writing, with the following information: (1) a copy of the submitted plans, specifications and/or details, (2) a detailed statement of the reasons for the appeal, specifically addressing the grounds for the appeal as limited herein, and (3) the remedy sought. The Board shall have full authority and discretion to affirm, reverse or revise, in whole or in part, the decision of the Committee. The Board shall have no time deadline during which to decide an appeal, but the Board shall make reasonable efforts to make such determination at a Board meeting within thirty (30) days after an appeal has been submitted to the Board. The Owner will be invited to speak at the meeting during the Board’s consideration of the Owner’s appeal, unless the Board determines, in its own discretion, that the circumstances of the appeal warrant immediate consideration by the Board, irrespective of the Owner’s attendance at the meeting. Any decision or determination by the Board of an appeal shall be provided in writing to the submitting Owner and shall be final.

The Board shall have authority to adopt and publish reasonable rules, regulations and procedures pertaining to appeals of disapprovals or denials of the Committee to the Board.

6. SIZE AND PLACEMENT OF RESIDENCES AND STRUCTURES C. The Committee shall have the authority to set up propose regulations to the Board of Directors pertaining to the height and size requirements for all other types of buildings and structures, including fences, walls, copings, etc. Any such proposed regulations shall require the approval of the Board of Directors.

The LOW Players spring production of 4 Weddings and an Elvis is just about ready to go, go, go. Rehearsals have started and we have a very talented cast. You’ll see some new faces and some familiar ones as well.

This show is all about love and laughter. It takes place in a Las Vegas wedding chapel. Three couples come to the chapel in search of a perfect wedding. Whether it’s a couple looking to marry as revenge on their exes, or the aging movie stars looking to get back in the public eye, or the most mismatched couple who know the true meaning of love, they all wind up at Sandy’s Chapel of Love. Let’s not forget the chapel’s owner, Sandy, a jaded, but true, romantic who’s been married four times herself. The comedy is full of colorful characters, including a couple of Elvises. This is a truly funny show that you don’t want to miss. BUT be forewarned, this play contains strong language and some sexual innuendo, so please leave the children at home.

The Supervisors have established the procedures for appealing the Orange County 2020 real estate reassessments. If property owners are not satisfied with their reassessed value, they may appeal that reassessment. The date for the administrative appeal has passed, but factual errors can be corrected at any time. An appeal can still be made to the Board of Equalization until March 31. Owners must attempt to prove that a property’s market value is either inaccurate or inequitable when compared to similar property types.

State law puts the burden of proof on the owner to show that the assessment is incorrect. You can ask for assistance in finding sales and comparable assessments in your neighborhood from the Commissioner of Revenue’s office. The procedures for filing an appeal to the Board of Equalization are on the county website. Click on County Government, then Commissioner of Revenue and the 2020 General Reassessment to get the procedures and application. You will be assigned a hearing date and, although not required, I recommend that you attend with documentation supporting your arguments.

At the request of the Orange County Supervisors, The Virginia Department of Transportation Traffic Engineers have evaluated the Flashing Yellow Arrows (FYAs) at the intersection of Route 3 and Route 20. Their analysis showed a marked increase in angle crashes (caused by making a left turn) after the installation of the FYAs, mostly in the westbound direction and during peak times of travel (i.e. 6-9 AM and 3-8 PM). Due to this, VDOT is moving forward with transitioning the FYAs to a protected green light (green arrow with red lights on conflicting directions) during peak hours and maintaining the FYAs during non-peak hours.

The Supervisors recently passed a resolution supporting equal taxing authority for Virginia counties. There is an effort to encourage the Virginia General Assembly to enact legislation that would allow to counties to enact taxes similar to those currently utilized by cities and towns. The counties have the same responsibilities for core services such as K-12 education, public safety and social services as cities. However, counties have limitations on raising revenue, such as inability to tax cigarettes or admission to entertainment and a cap on transient occupancy and meals taxes. This requires counties to rely more heavily on property taxes. Given the modernday challenges such as election cybersecurity, substance abuse, mental health in the jails and maintaining infrastructure, the limitation on county government revenue restrains counties from meeting those challenges. Recommendations to eliminate this inequity based solely on historical legalism have been made at the state level as far back as 2001. This resolution will be provided to our state senator and delegate to encourage them to support equal taxing authority in the current session of the General Assembly.
