LOWA Recognizes Its Long Serving Employees

On Jan. 30, it was my honor to host employees who have reached significant Years of Service milestones at a Clubhouse breakfast. This is an annual event where LOWA recognizes its employees for completing service milestones of five, 10, and more years, and awards them with service pins.

It was a privilege to recognize two individuals for 20 years of service: 1. Tracy Johnson has been with LOWA since 1998. She began Tracy Johnson (L) receives congratulations her service by working at from General Manager Phil Rodenberg for her 20 the Clubhouse. In 2000, years of service.

Tracy transferred to the Maintenance Department where she is the Custodial Supervisor as well as the Purchasing and Budgeting Coordinator.

She is a respected leader, a good communicator and provides a high level of professionalism to her department. She generously shares her budgeting expertise with new managers in other departments. President’s Letter

Fellow Members: On Jan. 31, four Members attended the second meeting of Chat with Cliff in the Computer Room of the Community Center. It was a very positive meeting and a great exchange of views and information.

In addition, that same night Board Vice-President Jennifer Zukowski conducted the Committee Chair Orientation in the Marion Pronk Hall and went through the revised handbook.

At their Feb. 2 meeting, the Board of Directors successfully negotiated their way through 25 budget amendments, resulting in a reduction of the proposed assessment of approximately $25. Some amendments were adopted as presented, some adopted as amended, and some were not adopted. On Feb. 20, we are likely to vote on setting the assessment, and approving the budget and fee schedule, among other matters.

Board to Set Annual Budget & Proposed Revisions to Fee Schedule The Board of Directors is expected to make the final decision on the LOWA Annual Budget & Assessment at the Feb. 20 board meeting, 2 PM at the Community Center.

2. Carletta Johnson was recognized for being the longest-tenured employee among the honorees. Carletta has been with LOWA since March, 1996. She began as a snack bar attendant and in 2003 became the Snack Bar Manager. She is well-known, loved and appreciated throughout the membership for her dedication to her job and the community. Carletta loves her family and she loves the Lake. She thinks of community members and co-workers as part of her family. Coworkers say Carletta maintains a “happy house” at Fareways.

There were five individuals recognized for completing 10 years of service: 1. Jessie Graves joined LOWA in 2008 as Erosion and Sediment Inspector which became the Water Resources Manager. She became Environmental Resources Manager and, in 2014, Jessie was promoted to Director of Facilities. Among her many achievements is the continued updating of LOWA’s Lake Management Plan, completion of Capital Projects on time and within budget, effective staff oversight, continued implementation of the Energy Conservation Plan and maintaining operational costs within budget line items. Jessie is appreciated not only by her staff, but also LOWA service clubs for her tireless, enthusiastic support and leadership.

2. David Oliver is LOWA’s Turf Mechanic. He was hired in 2008. He keeps our Golf Equipment running smoothly and constantly thinks of ways to save the Association money by scoping out deals for purchasing equipment such as greens and fairway mowers and turf tractors.

3. Rachel Johnson, who arrived in 2007, first worked as our Marina Manager and then as a Custodian. In 2014, she was promoted to ECC/ Environmental Resources Administrative Assistant. Her excellent customer service skills and knowledge of construction and ECC regulations has made her a valued team member.

4. Marianne Schwartz joined the Clubhouse team in 2007 as an Administrative Assistant. Marianne loves working with people. She developed her excellent customer service skills at an early age by working in her family-owned restaurant business. When she moved to the Lake 11 years ago, she was immediately attracted to the Clubhouse.

5. Diane Hileman has worked as a Receptionist in Member Services since 2007. Diane loves working in Member Services and enjoys helping our Members. When she’s not busy with her family, Diane serves the community on the Lake Youth Foundation where she is Vice President and Secretary.

She and her husband are active with Special Olympics as Assistant Basketball coaches. We appreciate Diane’s historical knowledge of LOWA regulations.

REPORTS 3.1 Report from Orange County District Supervisor Supervisor Lee Frame reported a special use rezoning permit was issued for an assisted living and adult daycare facility on Route 3 in the Somerville Road area. Members are needed on the Skyline Action Committee, and the Family Assessment and Policy Committees having to do with children’s

services. He noted we have very low unemployment in the County, which makes it difficult to attract new industry. This is an election year and he will be running for another term on the Board of Supervisors.

3.2 Report from Orange County Sheriff’s Office Sheriff Mark Amos reported that in January there were 1,496 calls for service from the County, 108 of those from LOW. Forty-four warrants were issued, 695 civil papers served, 25 criminal transports and 207 traffic summonses written. Thirty-five traffic tickets were issued on Route 3, and only 3 calls for service came from Walmart. A court date for the embezzlement indictment he mentioned last month is scheduled for March 25th. Two pedestrians have been killed on Route 3 in the past month.

A Concealed Weapons Clinic will be held on March 16th, and a Rape Aggression Defense (RAD) class for women is scheduled for next week. He will be running for another term as Sheriff in the fall elections.

3.3 Report from Allied-Universal Security Chief Scott Walker reported that in January, Security responded to 179 calls for service. There were 8 motor vehicle accidents, 2 reports of vandalism, 6 reports of theft, 4 reports of breaking and entering, 5 noise complaints and 15 animal complaints. “Car shopping� events continue to be reported in Sections 7, 8 and 9. He asked parents to warn teenagers against walking on the iced over lakes for safety reasons.

3.4 Report from LOW Volunteer Fire & Rescue, Inc.: No report available.

3.5 Report from Orange County School Board Representative Jim Hopkins explained a power outage was the reason for the late notice of the school closing last week. The Board welcomes public comment on the draft school calendar posted on their website; classes are planned to start August 8th this year. The new budget is scheduled for approval next Monday. The Governor’s budget includes a 5% pay raise over the next two years for teachers. Mr. Hopkins will also be seeking another term on the Board this coming fall.

3.6 Reports of Officers President Wilks reported his open chats with members will continue for two Thursdays per month at 7:00 p.m. in the Community Center.

Vice President Zukowski reported that the annual Committee Chair Orientation went well and will continue to be focused on the sharing of ideas in the future.

Treasurer Hoh reported that the Ad Hoc Audit Committee will have their first meeting on Monday at 4:00 p.m. in the Community Center.

Golf Happenings

On Feb. 9, I will be at the Fredericksburg Expo Center promoting our PGA Junior League for this summer. Last year, Lake of the Woods PGA Junior team played in the summer and fall local tournaments. Everyone had a great time!

On Feb. 14, we will sell Couples Golf Lessons. You can purchase a golf lesson for the two of you for the individual lesson price of $30. These lessons can be used throughout the year. I am having a short meeting on Feb. 16 in the Trophy Room of the Woods Center at 9 AM for parents and children interested in participating in our PGA Junior League this year.

On Feb. 18, I will be attending the VSGA Rules of Golf Lessons at Farmington Country Club. This year the USGA has made changes to the Rules of Golf make the game easier and friendlier. These changes should speed up the game as well. I will pass on what I have learned after the class.

This is a brief summary of the member comments and questions at the Thursday, January 24, Coffee and Conversation held at the Clubhouse.

Directors Carl Clawson and Bob Hoh represented the LOWA board at this session. First of all, thanks to the 14 members who participated in the event, which lasted approximately two hours. Next, thanks to Ryan and his staff for providing the coffee, tea, water and dessert cookies â&#x20AC;&#x201C; it was a nice touch.

We started the discussion with an introduction of all the attendees, then got right into questions and comments. Here is a snapshot, including some with action items for me; some comments are paraphrased due to my rushed note-taking. I believe Iâ&#x20AC;&#x2122;ve covered the main points.

Hi all, Squishy here. I have had so much fun in all of the snow recently, but I am so ready for summer! Iâ&#x20AC;&#x2122;m happy to be the one to announce that the Equestrian Center is offering six weeks of Pony Camp for the 2019 summer! The sessions we picked are as follows: June 24-28, July 1-5, July 8-12, July 15-19, July 22-26 and July 29-August 2. Pony Camp is a week-long program to include grooming lessons, horseback riding lessons, arts and crafts, a trail ride on Thursday and a presentation-style horseshow on Fridays. This is a great program for kids ages 6+ who have little to no horse experience. My friends, myself and our returning campers love to show our new campers the ropes. Campers need to bring a snack, water bottle and wear a hard-soled heeled shoe. We have horseback riding helmets to fit all kids, but you are welcome to bring your own if you have one. The Pony Camp application can be found on the Equestrian Centerâ&#x20AC;&#x2122;s web page. Iâ&#x20AC;&#x2122;m so excited to see all of the campers from last summer and meet my new friends this summer!

The next announcement I have is regarding weekends until camp begins.

My friends and I will be available for walk-in rides on Saturdays and Sundays.

In the mornings, we are offering lessons and pony rides in the covered ring at 10 and 11 AM. Weather permitting, in the afternoons we are offering trail rides at 1, 2 and 3 PM. Come on out to 100 Tally Ho Lane and see us!

A member expressed concern about neighbors not keeping up their properties, which adversely affected neighborhood quality of life and violated LOWA regulations. Recommendation was to first call the ECC inspector to ensure she was aware of the problem. We discussed the current limitations on penalties for actual violations due to Virginia legal opinions. We mentioned the potential referendum next year, if it is funded, that would restore the associationâ&#x20AC;&#x2122;s policy of assessing charges for ECC violations. ACTION: Discuss with Board.

A member asked what the board members felt were positive developments since our board terms began. Our responses included diverse opinions on the board, improvements in the amenities and attempts to improve communications across the community.

The inventory shortage experienced by most regions of the country was evident in Lake of the Woods in 2018, as listings were down 13.9 percent from those in 2017. A total of 234 sales were reported in our MLS in 2018, down from 294 in 2017 (a 19.6 percent decrease). New construction accounted for 11 of the 234 sales. The median sold price increased 4.56 percent year over year from $239,000 to $249,900.

Of the 234 total sales in 2018, only 15, or 6.4 percent, were either short sales or foreclosures.

At the height of the distressed real estate market in 2010, a whopping 43 percent of all sales were either short sales or foreclosures.

So, letâ&#x20AC;&#x2122;s look at our steady growth over the past five years:

In 2014, the median sold price was $219,450, with 193 homes selling. Only 11.9 percent were distressed. Average number of days on market was 92.

In 2015, the total sales climbed to 247, with 15 percent being distressed.

The total sales represented almost a 30 percent gain over 2014, and the median sales price dropped to $210,000.

In 2016, the market was quite flat compared to 2015 in regard to total sales, which held at 243 with a decrease in distressed sales to 11.1 percent. However, 2016 saw the median price jump to $225000, a healthy 7.1 percent increase.

In 2017, there were 294 total sales, a whopping 21.1 percent increase over 2016 with only 5.8 percent being distressed. The median sales price climbed to $239,000.

Average days on the market, which is the number of days it takes from the time a property is listed until it goes under contract, has steadily declined from 92 days in 2014 to 76 in 2018.

Itâ&#x20AC;&#x2122;s also telling to note that a significant number of lots have sold in the past five years. From January 1, 2014 to December 31, 2018, 177 lots exchanged, with 55 occurring in 2018.

New construction has been climbing as well. There were 18 new construction starts in 2014; in 2015, there were 41; in 2016, there were 28; in 2017, there were 30; and in 2018, there were 34.

In 2019, according to Fannie Mae, the Mortgage Bankers Association, and the National Association of Realtors, mortgage rates are expected to increase at a much slower pace than in 2018. So far in 2019, they have actually decreased from the fourth quarter of 2018.

The prognosis for 2019 is excellent! In many areas of the country, inventory is rising. In LOW, there are 62 homes active on the market as of Jan. 26. Last year in January, there were 55. More stable interest rates and more inventory should propel us to experience healthy sales and appreciation.

The Lake of the Woods Church RISE (Religious Instruction for Special Education) program meets every Thursday from 6:30 to 7:30 PM in the RISE center on Route 20 located behind the Living Water Community Clinic at the Locust Grove Town Center. RISE is a special place for adults with special needs. It features Photo provided religious instruction, life skills training, games, (L-R) Teacher CJ and Friend Albert enjoy the love, support, and fellowship of the RISE luau. fellowship, music, and food. RISE members enjoy field trips, outings, baseball games, and social functions. Last year’s activities included a Luau, a week-long camp, a pizza party, equestrian activities, a Christmas dinner and candlelight service. After the Christmas dinner, Bill Fetzer, Elder for Community Missions and Outreach, commented that “There was abundantly more love, joy, laughter and fellowship in Friendship Hall that evening than all of Orange County combined!”

RISE is a special passion for Senior Associate Pastor Adam Colson and his wife Johanna, our ministry steward for special needs who launched the program and now serves in supervising this special ministry. Johanna is a behavioral specialist with extensive experience in special education. Pastor Colson comments that he wants our special needs adults to feel welcome and encouraged to be an active part of our church community.

Johanna Colson comments that “the RISE ministry has a Friend (adult with Special Needs) to Adult Volunteer ratio of almost 1:1. These volunteers who generously give of their time make this ministry is possible. Our volunteers are faithful servants who pray daily over each Friend, attend ministry meetings and participate in specialized training.

New teachers CJ and Bobbi Gross, under Pastor Colson’s leadership, bring spiritual teaching and loving pastoral care to this program. CJ wants RISE to be a welcoming place where special people who are blessed by God with unique talents can learn about the Gospel while experiencing a sense of love and belonging.

The Lake of the Woods Sailing Club Junior Sailing Program will offer two youth sailing camps this summer.

The first session, for beginner sailors, will be held June 24 through 28.

The second, an advanced session for those campers with two or more years of JSP sailing camp experience, will run July 1 through 5.

Both camps are for campers aged 8 to 15 who are able to swim and are interested in learning to sail. Both will begin at 8 AM at Sailboat Beach, and will finish at noon.

Campers are required to wear a swimsuit, a Coast Guard-approved life jacket, closed-toe water shoes, and must bring a whistle. Cost for a weeklong camp session is $190.

On Saturday, Feb. 23, Stage Alive! welcomes Cellismo, featuring Alisha Bauer and Ruslan Birukov, dynamic cellists known for their superb artistry, passion and individuality.

Alisha performs, records, and teaches both classical and popular music.

Her credentials include TV and film soundtracks for shows including Orville, Star Trek, Discovery and Empire. Film works include Disney’s Christopher Robin and How the Grinch Stole Christmas. She is also a regular solo recording artist for the advertising media, and was featured soloist in Toyota’s 2018 Winter Olympics ad campaign.

Ruslan was born in Russia and received his formal music education at the Tchaikovsky Moscow Conservatory. He has won numerous awards and performed across Europe and Russia as well as the United States.

He was awarded permanent residency from the U.S. Government as an Extraordinary Ability Artist.

Together, the two will perform a classical program featuring works by Bach, Vivaldi, Paganini, and Piazzolla. We are in for a rare treat. If you are able, preview the concert at our website: stagealive.org. You will find the music ranges from fun to breathtakingly beautiful.

The concert starts at 7:30 PM in the auditorium of Eastern View High School in Culpeper. Single tickets are only sold at the door by cash or check at $25 per adult, $5 child. Eastern View is, of course, handicap accessible and has ample free parking.

On Wednesday, Feb. 20, at 7 PM in the Clubhouse Great Hall, two guest speakers will address the art of organizing and decluttering our homes and methods for removal of the items in order to accomplish an easier way of life. Even if one’s home is the perfect fit, there still may be items that can be “released” for simpler living. For many people, the stress comes from not knowing how to take the first step of thinking through what should stay or go, and for others it may be not knowing how to sell or where to donate items no Lin da longer needed or wanted.

Cle v e n g er Linda Clevenger, professional organizer and owner of Organization Direct, will be our first speaker. Linda has been helping homeowners downsize, right-size, purge, and eliminate items from their homes for over 11 years. As the spouse of a disabled veteran, she is passionate about helping other veterans and those who struggle with the day-to-day task of living a clutter-free life.

Lake Authors of the Wilderness

Adult Protective Services will be the topic of the Feb. 18 AARP Chapter 5239 meeting. Our speaker, Barry Barr, was previously the Adult Protective Services supervisor in Fairfax County for 27 years.

His job was to locate and identify people who may have been abused, neglected or at high risk, at home or in nursing facilities, and refer them to Social Services, who applied the appropriate assistance to them. Since retiring here 3 years ago, he has been a volunteer in Orange County, B arr training workers for nursing homes and consulting with y B arr assisted living staffs.

He also volunteers with the Orange Free Clinic for people with low income or no insurance. He reports to Chrystal Hale of Orange County Social Services. He is a Rotarian and sings in several community choirs Donâ&#x20AC;&#x2122;t miss this informative meeting in the upper level of the Clubhouse on Feb. 18. The meeting and talk begin at 10 AM, but you may enjoy coffee and snacks and social gathering between 9:30 and 10. Guests are always welcome.

Lake Authors of the Wilderness is a writers group serving Lake of the Woods and the surrounding area since 2011. Our mission: â&#x20AC;&#x153;Lake Authors supports and educates writers in polishing, promoting and selling their work.â&#x20AC;?

Meetings are held at the Community Center on the third Saturday of each month. Meeting programs are created and presented by member volunteers and cover a wide variety of subjects ranging from the process of writing and publishing to the business of marketing books. “Viewpoints” Guidelines The “Viewpoints” page in Lake Currents provides members of the Lake of the Woods Association an opportunity for an exchange of ideas with each other on issues affecting our community.

These issues may include, but are not limited to: 1. Matters proposed to/under consideration by/decided by the Board of Directors, the Administration, and/or standing and ad hoc Committees; 2. Any aspect of existing or proposed amenities; 3. Recommendations from individual members for changes in policies, administrative procedures, covenants, by-laws, and other governing documents; 4. The LOW Veterans Club encourages residents to attend a Black History Month event co-sponsored by Friends of Wilderness Battlefield on Feb. 22 in several churches in downtown Fredericksburg. The churches will present vignettes portraying African American involvement in one of the four major wars from the Revolutionary War to World War II. Each vignette will have local actors portraying scenes based upon real experiences during their respective service in each war. Finally there will be a discussion with a local resident who served with the Navy during World War II. The tours will begin at St. George’s Episcopal Church, continuing to the Presbyterian Church, United Methodist Church, and will end at Shiloh Baptist Church. A $10 donation is your entry fee.

The LOW Veterans Club wishes to recognize the African American veterans who have made enormous contributions to the defense of this country. Long before President Truman issued Executive Order 9981 in 1948, officially integrating the Armed Forces, African Americans served their country and, in some cases, paid the ultimate price with their life.

Over 3,000 active duty black service members died during the Korean War, as well as over 7,000 in Vietnam. Nearly 350,000 blacks served in American Expeditionary Forces units in World War I. Nearly a million African Americans served during World War II and 151, 000 African Americans were involved during the Persian Gulf War. The LOW Veterans Club would like to take this time to officially salute the valuable military service of African Americans during Black History Month.

The LOW Veterans Club was saddened to learn of the passing of World War II Veteran James Lee Corbin. The one hundred-year-old Marine died on Jan. 24. He moved into Lake of the Woods in 1979. The native-born Floridian enlisted in the Marine Corps in 1940. Rest in Peace, Jim.

3.7 Report of the General Manager, Phil Rodenberg The General Manager submitted his written report to the Board but did not give an oral summary in order to allocate time to an ambitious budget amendment agenda. President Wilks directed Board members to contact the General Manager later if they have any questions regarding his report.

A. December Financials In December, we collected $69,735 in current year lot assessments.

For FY2018-19, we have collected $6,086,480, or 90.4% of lot assessments billed. As of December 31, the Preliminary Unaudited Budget Summary shows a favorable variance of $192,204.

The report included updates on Lakes Management, the Clubhouse Area Recreation Complex Project and a cost breakdown for the new Maintenance Department Building.

Sandy Stanley is replacing Doug Semerling as Fareways Shift Supervisor. Peter Stalteri has resigned as Controller in the Finance Department, and management is actively recruiting to fill that and the position of Finance Director.

6. NEW BUSINESS 6.1 General Manager’s Revised LOWA FY-2019/20 Budget. (D-19-10) Last month, the General Manager requested Board members review the draft FY-2019/20 Budget and submit any proposed amendments to him in writing by January 23 for consideration at the February 2, 2019 Board meeting.

A. Discussion of Budget Recent changes to the Budget included restoring a line item for “Allowance for Bad Debt” that was inadvertently dropped; this was done by making adjustments in other areas so the effect on the proposed assessment would be neutral. He pointed out two areas, the pools contract and the texting service, where the Board might want to consider adjustments. At this point in time, the total budget stands at $10,881,991, with an Assessment Fee of $1658.

Without objection, Item 6.2 (Pools Contract) and Item 6.6 (Texting Service) on the Agenda were considered at this time.

B. Consideration of Budget Amendments Board members offered the following amendments to the draft FY2019/20 Budget: 1. Motion by Zukowski, passed unanimously, that the Board amend the Pools Budget 304 by reducing Account 7470 from $100,000 to $90,000, thereby reducing the proposed assessment by approximately $2.35 per lot.

2. Motion by Zukowski, passed unanimously, that the Board amend the 201 Communications Budget by reducing account 7472 by $1188, thereby reducing the proposed assessment by approximately $0.28 per lot.

3. Motion by Wilks, that the Board fund a community-wide Referendum to amend the Declarations to establish a member appeals process of Environmental Control Committee decisions, and to expressly establish charges for violations of community standards, using $15,000 from the FY2018/19 NCR fund. Vote: Yea: Wilks, Diercks, Zukowski, Clawson and H. Brown. Nay: Hoh and P. Brown. Motion passed 5 to 2.

4. Motion by Wilks that the Board approve purchase and installation of a surveillance camera on Rapidan Road at the entrance to Section 16, using $25,000 from the FY2018/19 NCR fund. Vote: Yea: Wilks, Diercks, Zukowski, Clawson, H. Brown and P. Brown. Nay: Hoh. Motion passed 6 to 1.

5. Motion by Diercks to add $17,842 to the Fitness Account 202 for the purchase of new exercise equipment, thereby increasing the assessment by $4.19 per lot; Diercks made a friendly amendment to his motion to replace thereby increasing the assessment by $4.19 per lot; with funds to come from the FY2018/19 NCR fund. (Note: The GM recommended this be added to the Capital Spending Plan rather than the Fitness Account; this was accepted as a friendly amendment.)

Motion by H. Brown to amend the motion to reduce the amount from $17,842 to $5000 for the purchase of new exercise equipment, using FY2018/19 NCR funds. Vote: Yea: H. Brown and Clawson.

Nay: Wilks, Diercks, Zukowski, Hoh and P. Brown. Motion failed 2 to 5.

Vote on the original motion: Yea: Wilks, Zukowski, P. Brown and Diercks. Nay: Hoh, Clawson and H. Brown. Motion passed 4 to 3.

6. Motion by Hoh to place $50,000 in Administration Accounts 46101612, New Construction and Renovation Fees, thereby recognizing this revenue in the Operating Budget and reducing the proposed assessment by approximately $11.74 per lot. Vote: Yea: Wilks, Zukowski, Hoh, P. Brown, H. Brown and Clawson. Nay: Diercks.

Motion passed 6 to 1.

7. Motion by Hoh that the budget Not Reserve funds for ditch reconstruction (Account 725) for FY2019/20 ONLY; thereby reducing the proposed assessment by approximately $32.88 per lot. Vote: Yea: Hoh and Clawson. Nay: Wilks, Zukowski, Diercks, H. Brown and P. Brown. Motion failed 2 to 5.

8. Motion by Hoh to reduce the General Maintenance Budget (Account 501) by $34,938, thereby reducing the proposed assessment by approximately $8.20 per lot. Vote: Yea: Hoh, P. Brown, Diercks, Clawson and H. Brown. Nay: Zukowski and Wilks. Motion passed 5 to 2.

9. Motion by Hoh to reduce the Road Maintenance Budget (Account 502) by $28,216, thereby reducing the proposed assessment by approximately $6.63 per lot. Vote: Yea: Hoh and P. Brown. Nay: Wilks, Zukowski, Diercks, H. Brown and Clawson. Motion failed 2 to 5.

10. Motion by Hoh to reduce the Grounds Maintenance Budget (Account 503) by $11,737, thereby reducing the proposed assessment by approximately $2.75 per lot. Vote: Yea: Hoh, P. Brown and Diercks.

11. Motion by Hoh, passed unanimously, to add an Annual Guest Pass line item to the Golf Pro Shop (Account 310) in the amount of $10,000 of revenue, thereby reducing the proposed assessment by approximately $2.34 per lot.

12. Motion by Hoh, passed unanimously, to budget the cost of the Loyalty Program (Account 101) at $10,000, thereby adding approximately $2.34 per lot to the assessment.

Following the actions of the Board, Finance Director Larry Cole estimated that the proposed assessment fee has been reduced by about $25.00 to +/$1633 for FY2019/20. The exact figure will be released prior to final adoption of the budget by the Board.

Did you know there is a professional women’s networking group that meets monthly in our community? LOW has many clubs that meet. Several months ago, two newcomers wanted to bring other ladies together to learn more about the many small businesses and employees that are in LOW. Regardless of whether you are working for a corporation or in your own business, you are welcome to join us at these meetings.

Each month there is a guest speaker on a topic that will help with professional and personal development, learning about local resources that are available, and accountability, plus a showcase table to share your business.

The February meeting will be held with the Orange County Chamber of Commerce Business After Hours to support one of our networking attendees.

by Lee Frame, District 5 Supervisor In my last article, I explained in part how the Rapidan Service Authority sewage collection system in Lake of the Woods functions and how failures can lead to overflows of sewage onto the ground. There are systems in place that alert RSA staff when problems occur at one of the sewage pump stations.

If the vacuum at the pump station drops below the level necessary to suck sewage out of the tanks located near each home or if power at a pump station is lost, an alert will be sent to the RSA on-duty individual’s cell phone.

He can then react to counter the problem and try to prevent an overflow.

There are other types of failure for which there is no alarm and RSA is alerted when a resident notes the overflow and calls RSA. In those cases, the quickest way to get the problem resolved is to call RSA at 540-972-2133 and explain the problem. During normal working hours, the administrative staff will contact the appropriate people to address the problem. During other times, call the same number and you will be directed to an answering service who will contact the on-duty person to take care of the problem. Contacting anyone else will only delay response, as they will still have to go through the same process described above.

The county is a member of the Virginia Association of Counties (VACo), which tracks legislation and keeps us informed of activity that could help or hurt us. During this current legislative session, about 2,800 bills came before the legislature and about 85 percent had some effect on local government. We get emails from VACo notifying us of pending House, Senate or committee votes on particular bills that impact us. If we reach a consensus of the Orange County Supervisors, we will notify Senator Bryce Reeves or Delegate Nick Freitas of the county’s support or opposition to that bill. Legislation that counties are concerned about involve a county’s ability to generate revenue, control land use decisions or that impose new costly expenditures without state funding support. These bills usually don’t make the headlines, but do affect everyone in terms of local taxes or what kind of development can locate near you. Some legislative proposals may require the assistance of other local organizations or individuals, in which case we will seek your support.

At the last Supervisor’s meeting, we approved a rezoning and Special Use Permit to allow the construction of an assisted living facility. It will be located at the corner of Route 3 and Somerville Road, with access from Somerville Road. The applicant proposed three buildings that could house up to 20 residents each and another building that could be used for adult day care. There are a number of conditions to the SUP that enhance the visual appearance of the development including buffering from Route 3.

Another SUP was approved that would allow construction of a selfstorage facility along Route 3. This site is just beyond the LOW Marine & Service Plaza. The SUP would allow up to seven buildings, and also includes conditions for the visual appearance including buffering.

Knowledge is greater than strength and without it, many questions are left unanswered or wrong assumptions can be made, because everyone has a different experience. In our younger days, we absorbed a lot of information quickly, like a sponge absorbs water. Books offered a lot of information and we didn’t rely on technology to teach us. Encyclopedias were our source of reference. Today the internet is the largest encyclopedia available, but the answers are different on each topic. Same search, different opinions, which is the reason we bring in knowledgeable speakers to help you get the right information from the resources that are creating the action plans or implementing them.

Fortunately, we have been able to bring in local speakers in our community.

Our next speakers will be three ladies from local health care facilities to explain the differences between in-home, assisted living and nursing care.

by Alayna Stiffler, President, Wilderness Toastmasters This popular song was sung by many in my younger days. I remember belting out the lyrics and knew every word. At least I thought I knew every word, until one day I read the lyrics and realized how many years I had been singing it wrong. In Toastmasters, I treasure how our mistakes and wrong lyrics are accepted and gently corrected. No one points out the obvious with finger pointing and discrediting what you are saying. Oftentimes, we are focused on cheering you on and giving you constructive feedback to help you feel more comfortable and overcome choosing the wrong words. Many times, we miss the cue when you are out of order, because we are listening for the wisdom behind the words. Our door is always open when you are ready to walk in and listen. You have a captive audience when you are ready to share your words and we will applaud you with every step you take. Come and get ready to slay your 2019 goals.

Wilderness Toastmasters meets on the first and third Tuesday of the month at the Community Center at 6:30 PM. We welcome everyone over the age of 18.
