Treasurer’s Report

by Walt Diercks, Treasurer, LOWA Board of Directors We are now three quarters of the way through our current fiscal year, which will end April 30. As you may recall, in my report in the Nov. 23, 2021, Lake Currents, I wrote that, in addition to the challenges caused by the continuing COVID-19 pandemic, we would have to creatively deal with inflation, staff retention and recruitment, as well as supply chain issues. The one thing none of us anticipated was our early January Winter Storm Frida, which downed hundreds of trees and caused major power outages that lasted several days for most of us.

Unfortunately, we now estimate that LOWA will incur about $113,000 in unplanned costs due to Frida. More about that later in this report.

First, let’s look at third quarter results. Overall financial performance for the first nine months of the fiscal year has been good, and LOWA’s overall financial position remains solid. Amenity revenue has increased significantly this year over last and New Construction and Revenue fees are higher than budgeted. All our amenities, except the Equestrian Center, are ahead of budget and the Equestrian Center is less than $14,000 behind budget.

There are three financial numbers that are particularly important for both this fiscal year’s results and next fiscal year’s budget: those related to the Contingency Reserve, New Construction & Renovation Fees, and Unrestricted Operating Cash Surplus. Here’s the latest on all three.

The first number is the Contingency Reserve. LOWA began the current fiscal year with just over $100,000 in its Contingency Reserve. This amount is set by Board policy and is there to cover large unanticipated expenses. Unfortunately, we now estimate that $100,000 Contingency Reserve will be used to pay for unplanned Frida-related expenses. The 2022/23 budget therefore includes $100,000 to restore the contingency reserve to its pre-Frida level.

New Construction & Renovation Fee (NC&R) revenue was strong through the third quarter, and we expect that this will continue through the fourth quarter.

We budgeted $250,000 in NC&R fees for all of 2021/22. As of the end of the third quarter, we already have collected $443,771, which is $193,701 more than budgeted. The 2022/23 budget, formally adopted at the Board’s Feb. 16 meeting, includes $280,000 in NC&R fees from this fiscal year to support next year’s budget. As of now, we estimate the total NC&R Fees collected during the current fiscal year will meet or exceed the amount needed to fund that $280,00 in next fiscal year’s budget. That’s good news.

President’s Letter

After many months of hard work by the staff and the General Manager, and much scrutiny by the Board of Directors, we adopted the final budget for FY 20222023 at our Feb. 16 meeting. This will set the HOA Assessment fee which is $1846 (including the CARC fee). (See the upcoming March 11 Lake Currents, or visit www.LOWA.org/Budgets) Winter Storm Frida cleanup caused us to utilize our contingency fund balance of $100,000 which we had to replace in the new budget. There were many challenges this year that will not be going away, such as new minimum wages. Inflation, and therefore the cost of goods and services, has increased across the board. I thank everyone who worked on compiling our budget.

We will work on some key items such as rewrites of Regulation XIV (Schedule of Penalties for Violations) and Regulation X (Use of Lakes) as the working groups and committees involved with these projects present their recommendations.

Another working group is addressing our traffic needs at the front gate.

We approved a Friends of Lake of the Woods project to provide two donated benches in front of the Clubhouse Pool/Fitness Center to provide seating for those waiting for rides, meeting guests, etc. These will surely be welcomed by many of our members.

We discussed a possible use of the old bathhouse at 9.9 by the Lake of the Woods Woodworkers Club. The building has been used only for storage for many years. It would be nice to have it put to good use by people who have done much to support Lake of the Woods over the years through many great woodworking projects. Speaking of 9.9, I took some small branches there last week. Roy and Ryan were operating two front end loaders, stacking the trees and debris as high as a mountain! Many thanks to our grounds department and other departments who have pitched in to help with the cleanup from Winter Storm Frida. May she or her relatives never return!

by Phil Rodenberg, General Manager, ® CMCA, ® AMS, ® PCAM Happy Almost Spring, LOW! I imagine you are like me and ready to put winter behind us. Now that the annual budget is adopted and the assessment and amenity fees set, the staff will turn attention to preparing for Early Boat Registration for those with existing boats, and Early Pickleball/ Tennis and Fitness Center Registration for anyone on March 14. Join as a new member of pickleball/tennis, fitness, or golf and begin using the amenity immediately. That’s nearly two months of extra use. It’s also a perfect deal for those who took a break during COVID and who are looking to sign up again.

I am pleased to announce I promoted Communications Manager Carolyn Brodeur to Assistant General Manager, effective Feb. 16. We intentionally kept the AGM post vacant since August 2020 until now to save money during the high COVID-19 months. Carolyn has served as Communications Manager since April 2017 and will continue to lead the Communications Team. She directed operations for the Boys and Girls Club of Greater Washington, Prince Ca William County / Northern Virginia Clubs, for 10 years r oly prior to coming to LOWA. She holds a bachelor’s degree n B ro d e ur in English from Bridgewater State University in Bridgewater, Massachusetts. Carolyn has successfully completed the Community Associations Institute M100 course: The Essentials of Community Association Management. Please welcome Carolyn when you see her at committee meetings and community events!

Annual Budget and Assessment. When I look back at this year’s budget process that produced a budget with a $107 increase (6.2%) to $1,846/lot, and increases to over 80 fee schedule items for amenity and administrative fees, I see eight notable points: 1. LOWA is experiencing permanent changes in the cost of doing business, brought on by yearly minimum wage increases, inflation, and workforce and supply chain issues.

2. We are fortunate to have $560,000 in existing funds to carry into the new budget year to help mitigate the assessment increase. That’s equivalent to $131 per lot in assessment savings.

3. We didn’t defer repair and replacement items scheduled for next year. Deferred maintenance always comes back to bite an association the next year.

4. We reduced costs where we could through savings and innovations for postage and mailing, LED lighting, and business system leases. We reorganized how we will replace Clubhouse electrical panels, which saved $10 per lot on the assessment.

5. We increased revenues for the Clubhouse, Fareways Café, and Golf Course, which helped relieve the assessment.

6. We were realistic about what it takes to retain staff with inflationary forces on consumer prices and in a labor market with a minimum wage of $12/hour starting Jan. 1, 2023.

Next fiscal year’s budget also includes applying $280,000 in Unrestricted Operating Cash Surplus funds from this fiscal year to help fund next fiscal year. As of the end of the third quarter we are cautiously optimistic that the final results at the end of this fiscal year will show an Unrestricted Operating Cash Surplus at or above $280,000. Again, that’s good news.

When the Board adopted its goals for 2022/2023, we included a goal of keeping any assessment increase at or below 6% in the 2022/23 budget.

Since that time inflation, as measured by the Consumer Price Index, has surged, so that the CPI as of January 2022 was 7.5% higher than it was in January 2021. The budget approved for our next fiscal year includes an assessment increase of about 6.2%, substantially less than year-to-year inflation. The challenge ahead will be to meet the 2022/23 budget, given the inflation and other challenges mentioned at the beginning of this report.

One final item of note: To date, LOWA has received $839,234 in grant funding and assistance to offset the costs of the COVID 19 pandemic on LOWA and its operations. That funding and assistance works out to $197 per lot. Without this funding and assistance, we would have faced both significant increases in the assessment, as well as major disruptions in LOWA programs and services due to drastic budget cuts. That’s one more piece of good news in this “challenging” time.

LOWA Regulation V.F.2. states: All house numbers shall be displayed on a post or similar structure at the street property line using reflective numbers of contrasting colors at least three inches high. The numbers must be placed so that they may be read from either direction.

If your post does not meet our Regulation, please replace the post and/or the numbers. You may be able to get the materials at our nearby hardware store.

The numbers must be displayed so that they are readable from the street at night when illuminated with vehicle headlights.

by Jane Haltmaier, Chair, Finance Committee Although amenity use has recovered over the past year and the FY 2021-2022 LOWA budget has so far outperformed the cautious expectations it incorporated, the FY 2022-2023 budget faces a new set of challenges. First, inflation, which has been so low for so long that we might have almost forgotten about it, has jumped to levels not seen in several decades. Second, it has become much harder to attract and retain employees as many people have been reluctant and/ or unable to return to the workforce as the pandemic continues, pushing up labor costs throughout the area. Both of these factors have contributed to a sharp increase in LOWA operating costs.

At the same time, the fall surge in coronavirus infections, which continued into the winter, resulted in a significant drop in spending at the Clubhouse and Fareways. As if that were not enough bad news, the massive winter storm at the beginning of January necessitated substantial outlays for snow removal and clearing of fallen trees and other debris. The spending needed to address these issues has severely strained the $100,000 contingency fund, which must be restored as part of next year’s budget.

Thus, we face another difficult budget year. The combination of higher inflation and personnel-related costs is driving a proposed increase of approximately 9 percent in the operating expense budgets just to keep our amenities running at current levels. Furthermore, increases in material costs have resulted in a substantial upward revision to the repair and replacement expense from the latest Miller-Dodson Reserve study.

The Finance Committee has looked at the proposed budget very carefully. Along with the Planning Committee, we engaged in extensive discussions with Management. We did not see any low-hanging fruit on the spending side, as the economy-wide increases in prices and wages make it very difficult to reduce spending without seriously impacting the amenities that members enjoy and the services they count on. Our main suggestion, which management adopted, was to raise amenity fees across the board in an effort to reduce the required increase in the assessment. Given the extraordinary inflationary pressures we are currently experiencing, we thought it was better to ask the users of the amenities to pay more rather than to put the entire burden on the general membership. The assessment fee incorporated into this year’s budget is $1,846, up $107 from last year.

This is an increase of 6.2%, less than the current inflation rate. The Finance Committee is fully on board with this budget.

We can only hope that as we go forward, the pandemic will lessen and amenity use will recover, and that overall inflation will subside. For now, we believe that this is a responsible budget that will allow LOWA to continue operating the amenities, providing services to members, and performing the maintenance needed to keep our community safe and vibrant.

Board Seeks Member Input on Amending the Bylaws Article VII and Article X Regarding Electronic and Hybrid Meetings The Board of Directors is seeking member comment regarding proposed amendments to the Bylaws Article VII and Article X Regarding Electronic and Hybrid Meetings. Members who wish to provide comment or feedback should email the Board at Board@LOWA.org by March 11, by 2 PM. What is proposed? Why? The proposed amendments would establish guidelines for entirely virtual and hybrid (in-person/virtual) meetings of the Board and Committees.

These amendments and guidelines are proposed because Section 55.1-1816 and Section 55.1-1832 of the Virginia Property Owners Association Act (the “Act”) allows any meeting of the Board of Directors to be held entirely by electronic means, provided that the Board has adopted guidelines for the use of electronic means for such meeting and provided that such guidelines ensure that persons accessing such meetings are authorized to do so and that persons entitled to participate in such meetings have an opportunity to do so.

Who proposed it? The original guidelines were drafted by the LOWA Attorney at the Board’s request and reviewed by the Board at its November 16 Board meeting; at which time the Board asked Management to prepare a draft proposing amendments to the Bylaws governing Board and Committee meetings and bring it to the Board at its December or January meeting.

The Board decided not to pursue guidelines for Membership meetings.

The Board referred the amendments to the LOWA Attorney and the Rules Committee on December 15.

What is the effect? The proposed policy resolution will amend Bylaws Article VII, with a new Section 8: Electronic and Hybrid Meetings and Bylaws Article X amending Section 8.e: Electronic and Hybrid Meetings and will outline the authority for the Board and Committees to host Electronic Meetings (E-Meetings). The accompanying proposed administrative resolution outlines the guidelines; to view the proposed guidelines, login and visit www.LOWA.org/02052022 agenda item 6.1.

Unauthorized Objects in the Lake

As we all prepare for the upcoming summer season, please remember unauthorized buoys and floats are not permitted. These items are confusing to boaters and non-powered watercraft. These items are a navigational hazard. Round buoys near the shoreline inside the “No Wake” zones are an inaesthetic nuisance.

Unauthorized items such as buoys, floats, and/or any items that have been permanently placed in the lake are to be removed by April 1, 2022.

Camaraderie is what Ciearra Longfellow felt was her best experience during a decade of service working at the LOW Member’s Lounge. She was the first hire when the Member’s Lounge was added to the Clubhouse and was responsible for the bar set up in 2012. But that camaraderie couldn’t hold her back when Manager Ryan Richardson suggested she consider moving up to the open Assistant Manager position several weeks ago. Prior to that she worked at Meadows Farms Golf Club, even getting to know and o wride around with Farmer Bill and his wife Betty before l l fe o n g they sold the property.

L a r r a Cie Ciearra is excited to work with the staff at the Clubhouse and plans to introduce the “Seven Steps of Service” to all hires, with an emphasis on attention to detail. She takes pride in her work ethic, and personally argues that everyone should be fast, steady, and have good social skills if they are going to work in the hospitality industry.

“Ciearra is very accommodating to every person that comes into the bar. She doesn’t know a stranger.” says Clubhouse Committee member Gaylen Smoak.

Jonnie Feterle, another Clubhouse Committee member, feels that Ciearra is “organized, adept, and will certainly be an asset to the LOW Clubhouse operations.”

Now that she has moved to the management side of the clubhouse, Ciearra’s primary jobs will include setting up servers and their stations, working with banquets, doing inventory, ordering some new beers that might appeal to residents, and working on a new wine list that might also be fresh and new. While catering to all members, she would also love to see a younger demographic added to the mix in the Clubhouse and will be trying some new approaches to attract them.

Finally, Ciearra is very thankful to everyone she has worked with for the past ten years. She has learned so much from her colleagues. She is also grateful to Ryan and everyone for their patience and understanding while she is learning daily about this side of the house. The support from the community has been overwhelming. She has felt the LOW LOVE.

LOW Artists Exhibition and Reception at Fareways Cafe

The Lake of the Woods Arts Group is for artists and arts enthusiasts alike.

The club exists to promote local arts and to support school arts programs.

We invite you to become a member and to join our monthly meetings on the first Monday of the month.

LOW Arts and Fareways Cafe are happy to present the first in a series of rotating art exhibits and artists receptions on March 6, between 2 and 5 PM. Join us for a fun-filled afternoon of artwork, refreshments, and live entertainment by local acoustic guitarist and vocalist Scott Stallard. This is a chance to meet the artists and discover the creative talent that the Lake has to offer.

Our next LOW Arts meeting will be Monday, March 7, at 2 PM at Community Center, Classroom 2. LOW Arts meetings are now the first Monday of the month. The weather has been cooperating. The course was saturated but seems to be drying out; this morning not all the holes were Cart Path Only.

We are still planning MGA Day in mid-March, weather permitting. There have been discussions about using a new sign-up method. Look for an email from Alan Lofdahl.

A USGA Handicap is required to play in most MGA events. If you are not an annual golf member, the fee to renew your USGA Handicap for 2022 must be paid ASAP. Please see the pro shop for additional information.

The Veterans Tournament Benefiting Fisher House will be Saturday, June 11. Fundraising has begun! If you aren’t planning to play, we need tournament volunteers for several days, mostly as hole marshals. If interested, let me know.

Team captains have drafted their teams for the Senior League! If you sign up to play in the Senior League you should have gotten an email from one of the team captains. We’re looking forward to the first Woods vs. Lake match on May 26. If you’re interested in the Senior League, contact me and we’ll get you on a team.

The spring aerification will be done on March 23 and 24, Fall aerification is planned for Sept. 7 and 8.

There are plans to host a Golf Rules/Handicap Seminar in April, conducted by a VSGA representative. More info to follow.

The Winter League Golf Team is currently in third place after a rough start, traveling to away courses for the first five matches. Thanks to Terry Sindt, who has been coordinating with Pro Jack Diehl.

Susannah Chandler Chapter is off to a roaring start in 2022! We gained quite a few members last year, and already have new members this year. New officers were elected, and we are off to a great start! It has been so nice to be able to meet in person again, but as so many people are not comfortable meeting in person yet, we added Zoom to our in-person meeting for the first time in February. While it’s not perfect yet, it allowed more members to attend.

Hopefully, we will have the kinks worked out by our March meeting.

We have lots of plans for 2022 – historic preservation projects, continued service to the Veterans Clinics in Fredericksburg, community service, interesting programs, and the Community Genealogy Study Group, to name a few! We are also planning our booth at the LOW Independence Day celebration once again – fingers crossed!

Our next meeting is Saturday, March 12, at the Community Center beginning at 1 PM. Our programs are open to the public.

The Community Genealogy Study Group meets the fourth Saturday of each month, from 1 to 3 PM at the Community Center. Drop-ins are welcome! Lake of the Woods Lions will be awarding nine scholarships totaling $14,000 to graduating seniors and adult students in 2022. Five $2,000 scholarships will be awarded to Orange County High School graduating seniors for general studies.

One $1,000 scholarship will be awarded to a graduating Orange County High School senior for trade or technical training.

In addition, the Lake of the Woods Lions will award three more $1,000 scholarships for a student attending Germanna Community College for the fall semester of 2022. These $1,000 scholarships are awarded to adults currently living in Orange, Culpepper, or Madison County.

The Lions will select all the scholarship winners based on various merits such as income, family situations, and academic grades.

Applications for a scholarship are made by contacting Lions Scholarship Chairman Joe Sauro at 540-972-1629. All applications must be completed and returned to Joe Sauro no later than April 1, 2022.

Winter has been a rollercoaster ride with lurches from winter to spring and back. My jonquil assures me, shaking off the snow, spring will blossom in less than a month. And, what a spring the LOW Garden Club has planned.

The Joy of Spring is the theme for the Spring Flower Show to be held in the Clubhouse on Saturday, April 30.

It is free and open to the public, so invite your family and friends.

This small floral design show offers two creative ways for members to participate: floral design and displaying plants in the horticulture exhibit. The focus of floral design is on miniatures.

Now is the time to start planting seedlings and tagging outdoor plants to have ready for the Spring Plant Sale on Saturday, May 14.

The LOW Garden Club is a member of the Shenandoah District of the Virgina Federation of Garden Clubs, as well as the National Garden Club.

It is through the National that we participate in Penny Pines; the Flower Show will include a Penny Pines Special Exhibit: Bees & Trees. At each meeting we collect pennies for the purchase of plantations of seedlings to be planted in our national forests to replace trees lost due to fire, drought, or other natural disasters. Our club’s donations are earmarked for Virginia, but individuals may donate a plantation for any state they choose.

4.2 Report of the General Manager, Phil Rodenberg A. LOWA Amenities, Events, Meetings and Offices: Update on Covid-19 Status.

Covid-19 cases in the region continue to drop, and it is anticipated Committees will likely be able to resume in-person meetings again on March 1.

B. January Financials and Year-end Forecast In January, we collected $149,237 in FY2021/22 lot assessments, for a total of $6,976,818, or 94.2% of total lot assessments billed. This compares to 93.7% in the prior fiscal year. As of January 31, the Unaudited Income Statement Budget-to-Actual Comparison Summary showed a favorable variance of $370,990, primarily the result of better-than-budgeted performance by almost all Departments. Our delinquency rate as of January 31 was 2.9%, compared to 5.1% at this time last year.

Director of Finance Charles Maneval provided an update on the Association’s current financial position and forecast for the remainder of FY2021/22. LOWA’s overall financial performance and condition is good and remains solid. As a result, we anticipate we are on pace to finish the year with a positive Net Income variance of about $211,547, or as much as $299k after adjustments. To date, LOWA has received $839,234 in grant funding and assistance to offset the cost impact of the pandemic on the Community and its operations. Amenity performance and NCR receipts for the first 9 months of the year continued to be strong, with cash balances sufficient to meet currently planned operations and capital project expenses.

C. Personnel Changes Communications Manager Carolyn Brodeur has been promoted to Assistant General Manager. Ciearra Longfellow will take the position of Assistant Clubhouse Manager. Controller Barbara Riley has resigned and the Finance Department will be looking for a replacement.

D. Other Business Changes in design and materials for the renovated Veterans Memorial Walkway Project at the Clubhouse flagpole area are being finalized. The project is currently planned for completion this spring and dedication scheduled for Memorial Day (May 30th).

In January, we incurred $27,000 in unplanned costs related to winter storm Frida, and estimate that total unplanned costs related to the storm will be $120,000. We will be working with our insurance carriers to recover a portion of these costs.

Early Boat Registration is scheduled for March 14 through April 1. Cost savings on postage will occur with the transition from NeoPost to Stamps. com. The production and mailing of the Annual Assessment notices will be outsourced for the first time this year to Virginia Mailing Services.

4.3 Committee Liaison Reports: None.

General Manager Phil Rodenberg explained the amendments would propose eliminating the use of nonconventional watercraft and clarify use of the lake centerline buoy by limiting it to wake surfing and prohibiting wake boarding. Management is waiting for feedback from the Lakes, Maintenance & Ecology, and Safety & Security Committees before making any final recommendations. Management expects to be able to bring this issue back to the Board at one of their April Board meetings.

6.4 Status Report on Lake of the Woods Woodworkers Club Use of Former 9.9 Bathhouse Building and Club’s Friends of Lake of the Woods (FLOW) Project Application.

LOWA staff has been working with the Club to explore Club use of the 9.9 building on future projects. The Club has submitted a Specific Project Application to FLOW as a possible funding source to purchase tools, supplies and materials to create a suitable work space.

Discussion today was intended to prepare the Board to consider action to approve the Club’s FLOW Project Application at their March 9 Board meeting.

The mission of the Lake of the Woods Veterans Club is to promote awareness and interest in veteran’s affairs and to help members participate in community and local activities. This includes, but is not limited to: 1) To socially interact and promote fellowship of its members 2) To provide mutual assistance to its members 3) To promote patriotism and the principles and ideals of American citizenship to the youth and adults of our community 4) To support and promote LOW’s celebration of Memorial Day, Armed Forces Day, and Veteran’s Day and 5) To educate the general citizenry and to inform nonaffiliated veteran residents of the benefits of the club available to them.

Club membership is open to LOW residents (past and present) who are veterans that have served honorably in any branch of the United States military, National Guard, or reserve forces, the Coast Guard, and Merchant Marine, regardless of race, creed, color, gender, or ethnic background.

Membership is on a calendar year basis (January through December).

The Veterans Club meets on the fourth Thursday of the month at 7 PM in the lower level of the Clubhouse for about an hour. Guest speakers of various backgrounds and experience offer presentations for members.

Membership and comradery are also encouraged.

In addition to providing official Memorial Day and Veteran’s Day ceremonies for LOW residents and guests, Veterans Club members participate in the LOW Independence Day parade and celebrate Armed Forces Day with an annual picnic. The club’s Flag Detail performs at these events as well as other events upon request.

The Veterans Club provides a “Final Salute” ceremony (when requested by a surviving relative) at either the Johnson Funeral Home, the Laurel Hill Funeral Home, or the LOW Church.

As part of the 2022 Memorial Day ceremony in front of the Clubhouse, the Veterans Club will officially designate the club-created “Memorial Walkway.”

LOWLINC enters its seventh year of operation here at the Lake with more than 110 members and 120 volunteers and is now growing at our prepandemic rate. The LOWLINC Board recently reevaluated our professional staff requirements, to be able to continue to meet this growing demand for aging in place member services and additional programs and activities for our older adult neighbors.

Following the successful model of many other similar organizations in the Village Movement (LOWLINC is one of hundreds of such villages nationwide), and because of the strong support we have here at LOW – including financially from all our donors and supporters – LOWLINC is pleased to announce a new professional staff organization that will enable us to continue to expand and serve our older adult neighbors living in our community.

LOWLINC’s new professional staff will include an Executive Director (part-time, 30 hours per week), and two part-time Coordinators (15 hours per week each) to support member services and administration. All staff members work from their own homes. Position descriptions and requirements are available on the LOWLINC website. LOW residents are encouraged to apply, so if you know someone who may be interested in any of these positions, please let them know. In the meantime, we are pleased to announce that former Board Chair Carolyn Rourke has taken on acting Executive Director responsibilities to start the transition to our new organizational structure.

It is time to order your tickets for our spring play, Foxfire. Tickets for the general public go on sale Sunday morning at 9 AM. Performances will be on April 1, 2, 8, and 9 at 7:30 PM and matinees on April 3 and 10 at 2 PM. Tickets are $22 for adults and $18 for students. Foxfire, the play, is based on the 14 Foxfire books that feature the culture and traditions of Appalachian north Georgia. Each book details the how-to-do things like “hide tanning, animal care and wild plant food” or “log cabin building, mountain crafts and foods and other affairs of plain living.” The book’s title comes from the name of the phosphorescent light emitted by certain fungi growing on decaying wood, most often found in that area. You may have heard of it as faerie fire. This play follows the struggle to keep the culture and traditions of Appalachia alive.

There is also a quarterly magazine called Foxfire whose publication preceded the books. There will be more about that history in the next article.

I have mentioned, in past articles, the need for citizens to serve on various boards, commissions and committees that support Orange County government. These bodies not only help to support the functions that these areas of government serve, but also can influence decisions made by the Board of Supervisors and county policies. Currently there are District 5 (Lake of the Woods) vacancies on the Social Services Advisory Board and the Youth Commission. There are at-large vacancies on the Board of Building Code Appeals and the Youth Commission. The vacancies on the Tourism Advisory Committee include people with backgrounds in recreation, events management, craft beverages and hospitality. If you have any potential interest in any of these committees, you can find more information on their activities and responsibilities on the Orange County website.

Over the last three fiscal years, Orange County has received significant funding to offset the expenses and cover the needs generated by the COVID-19 pandemic. Millions of dollars have come from the federal government through the Coronavirus Aid, Relief, and Economic Security Act, also known as the CARES Act, and the American Rescue Plan Act of 2021.

The major uses of these funds have been covering costs such as overtime for reduced staffing caused by infected staff and quarantine requirements and modifications, equipment and supplies to combat the pandemic.

Other significant expenditures include assistance to local businesses, broadband expansion to assist staff in remote work, and school children deal with remote learning. There are about 20 different accounts that were supplemented using the federal funds.

The Orange County Emergency Communications (911) Center just provided its 2021 annual report. Last year, the 911 Center received 85,483 phone calls, which is about 234 a day or 10 per hour. 17,858 of these were emergency 911 calls and 67, 625 were non-emergency calls. These phone calls resulted in 39,076 calls for service or a little over 100 per day. This was all done while preparing to move from the old 911 Center in the Gordon Building in the Town of Orange to the new Public Safety Building near the airport, and the implementation of the new radio system. This was all accomplished professionally with no interruption to service.

Members of the 911 Center staff have been recognized for exemplary service to the citizens. One staff member provided CPR instructions to a caller that resulted in saving a life. Another spent an hour talking with a potentially suicidal caller, allowing law enforcement from Spotsylvania to approach that individual. There is a lot of pride in the 911 staff, as expressed in their T-shirts emblazoned with “SOME HEROES WEAR CAPES, OTHERS WEAR HEADSETS” If you have questions about county government or want to let me know your feelings on specific issues, you can contact me at LFrame@ orangecountyva.gov.

FINANCE. Full-Time Salaried Position – Controller. CLUBHOUSE. Full-Time Salaried Assistant Clubhouse Manager. The ideal candidate will oversee and coordinate the planning, organizing, training and leadership necessary to ensure highest guest service satisfaction and assist in achieving company objectives in meeting sales goals, maintaining food quality, and ensuring that all safety, sanitation, and food handling standards are consistently met. CLUBHOUSE. Part-Time positions: • Servers. Successful candidates must be 18 years and older, have excellent customer service skills, enthusiasm, and energy. Work schedule: 4 PM to 10 PM, Wednesday through Sunday, along with some holidays. Some restaurant experience preferred • Lead Grill Cook to accurately and efficiently prepare and cook meats, seafood, other food items using broilers, ovens, grills, fryers and other kitchen equipment. • Host/Hostess to welcome/greet guests, manage timely guest seating, some computer knowledge.

• Banquet Captain to assist in supervising/coordinating banquet events with service staff, oversee setup, breakdown, cleanup, and reset of club functions. Knowledge of procedures and equipment used in preparing and serving large gatherings required.

• Banquet Servers needed to provide excellent customer service when serving guests and assist with banquet set up and tear down. Must be able to work flexible hours.

• Banquet and Lounge Bartenders. Must be at least 21 years of age and willing to work flexible hours, weekends, and holidays. Must mix and serve beverages and possess superb customer service skills. TIPS certification will be provided. One–two years experience desirable.

EQUESTRIAN CENTER – Part-Time Stable Worker to assist with barn chores, cleaning stalls and paddocks, cleaning and filling water tubs, feeding the horses, and blanketing when weather requires. Some assisting with pony rides, trail rides, and helping with special events. Previous experience working with equines required.

This position handles all outside duties of the golf operation, cleanliness of the carts and facility, staging carts in neat organized manner and monitoring the condition of the carts for needed maintenance. Must be able to reach, bend, stoop and lift up to 50 pounds. Must work a minimum of three days/weekly including weekends.

MAINTENANCE – Full-Time hourly position. Grounds. Assist in performing general landscaping maintenance tasks for routine and special events. Must have experience in operation of basic grounds care equipment.

Position requires heavy lifting and working in all weather conditions.
