Treasurer’s Report
by Walt Diercks, Treasurer, LOWA Board of Directors We are now three quarters of the way through our current fiscal year, which will end April 30. As you may recall, in my report in the Nov. 23, 2021, Lake Currents, I wrote that, in addition to the challenges caused by the continuing COVID-19 pandemic, we would have to creatively deal with inflation, staff retention and recruitment, as well as supply chain issues. The one thing none of us anticipated was our early January Winter Storm Frida, which downed hundreds of trees and caused major power outages that lasted several days for most of us. Unfortunately, we now estimate that LOWA will incur about $113,000 in unplanned costs due to Frida. More about that later in this report. First, let’s look at third quarter results. Overall financial performance for the first nine months of the fiscal year has been good, and LOWA’s overall financial position remains solid. Amenity revenue has increased significantly this year over last and New Construction and Revenue fees are higher than budgeted. All our amenities, except the Equestrian Center, are ahead of budget and the Equestrian Center is less than $14,000 behind budget. There are three financial numbers that are particularly important for both this fiscal year’s results and next fiscal year’s budget: those related to the Contingency Reserve, New Construction & Renovation Fees, and Unrestricted Operating Cash Surplus. Here’s the latest on all three. The first number is the Contingency Reserve. LOWA began the current fiscal year with just over $100,000 in its Contingency Reserve. This amount is set by Board policy and is there to cover large unanticipated expenses. Unfortunately, we now estimate that $100,000 Contingency Reserve will be used to pay for unplanned Frida-related expenses. The 2022/23 budget therefore includes $100,000 to restore the contingency reserve to its pre-Frida level. New Construction & Renovation Fee (NC&R) revenue was strong through the third quarter, and we expect that this will continue through the fourth quarter. We budgeted $250,000 in NC&R fees for all of 2021/22. As of the end of the third quarter, we already have collected $443,771, which is $193,701 more than budgeted. The 2022/23 budget, formally adopted at the Board’s Feb. 16 meeting, includes $280,000 in NC&R fees from this fiscal year to support next year’s budget. As of now, we estimate the total NC&R Fees collected during the current fiscal year will meet or exceed the amount needed to fund that $280,00 in next fiscal year’s budget. That’s good news.

Lt. Jeff Redding prepares to take the new LOWA Patrol Vehicle into service. The 2022 Ford Explorer is a welcome replacement to LOWA’s Security vehicle fleet. New special features include the 4RE camera system by Motorola, and the new Orange County, L3Harris P25 radio system. Also an upgraded light bar equipped with an amber traffic control arrow system is now on the back side of the bar. The cost of the new vehicle is part of LOWA’s contract with Allied Universal Security.
