Treasurer’s Letter

As your Treasurer, I would like to bring to your attention that on Feb. 19 the Board approved the Budget for LOWA’s fiscal year beginning May 1, 2020.

Continuing a process begun in February 2019 with the adoption of LOWA’s budget for the current fiscal year, the Board included a substantial allocation of New Construction and Renovation (NC&R) fees in the budget to improve common areas and reduce the increase in the overall assessment.

Specifically, on Feb. 19, the Board included in the budget allocations $280,626 of NC&R fees expected to be collected before the end of the current fiscal year (April 30, 2020), and $215,000 in NC&R fees which the Board conservatively anticipates will be collected during the time period May 1, 2020 through April 30, 2021. This Board action made decisions regarding allocation of NC&R funds a more transparent process by including it as part of the budget process and allowing for more committee and membership involvement.

Inside this edition, beginning on Page 6, are the Association’s third quarter financials (November, December, January). Overall, our financial position remains strong, delinquencies continue to decline, and most operating departments are at or near budget. We continue to monitor all budgets, but especially our food and beverage and golf operations that are showing negative variances in this quarter. Also during this quarter, the Association received a clean audit from our independent financial auditors, Adams, Jenkins and Cheatham CPAs. I encourage you to take a few minutes to review the tables and charts in the edition.

Meet Your Member Services Team

Jane Greenhalgh With the budget process now complete and the annual assessment period just around the corner, we wanted to re-acquaint everyone with our Member Services Team. The staff who work in Member Services are your first line of support for all things related to membership and amenities here at the Lake. And you will find them all critical to supporting you during annual registration, renewal, and assessment time.

Member Services is currently supported by five individuals. This month we focus on Jane Greenhalgh.

Jane has lived in the community since 2011 and has been part of the Member Services team since 2017. Prior to that, she was a very active participant in the community, serving as a member of both the Election and Pools Committees.

Jane also participated in the ad-hoc committee for the CARC project. She has extensive experience managing and administering elections activities in several states throughout the country and continues to support these efforts as needed.

Jane really enjoys working with everyone in our community. Every day presents new challenges and provides her opportunities to help members take advantage of the amenities and services offered here at Lake of the Woods. Her enthusiasm for this position is very apparent as she works to get issues or problems resolved as quickly as possible. To this end, do not hesitate to call, email or stop by to see Jane or any of the other Member Services team members if you need support. Please remember to pull together any documentation or support needed, and to have your section and lot information (found on your card) readily available. And while it may seem to be quite busy in Member Services at times, don’t let that discourage you.

They will always work to get you taken care of as quickly as possible.

President’s Letter

Referendum: As of Feb. 21, there were 1,955 votes in the referendum. To reach the goal of 2,600, 645 more Members need to cast their ballot. Some of you may not have voted for more mundane reasons such as the pressures of everyday life, work, family, etc. If so, please take the time to read about the referendum and exercise your franchise to vote to help your community and yourselves. To those of you that have voted, thank you for your participation in the referendum process. Regardless of how the vote count turns out, you made your voice heard in this important governing process of our Association.

March 3 is approaching for the next Special Meeting of the Membership on the referendum. The Referendum may likely continue unless the remaining ballots come in.

The issues involved in this referendum are really very simple: (1) do you as a Member want the a new opportunity, and right, to appeal an adverse decision by the ECC on your construction application to the Board of Directors (or would you rather skip that step and spend your money filing a lawsuit in Orange County); and, (2) do you want the Association to hold Members accountable who violate the published Covenants, Rules, and Regulations?

Without a 50 percent plus one vote of the Membership, neither option will be available without significant cost, and you can rest assured that property values will decrease as those Members among us that fail to maintain their property and/or fail to follow rules and regulations continue to do so with impunity. The last situation that the Association had to contend with cost roughly $1,800. Fortunately, it was not necessary to go to court because the Member remedied the violation. Had they failed to do so, our next step was to go to court, the cost of which starts at or around $2,000. The funds for that process come from you, the member.

Make your vote count vote “yes” to both questions. If you cannot vote “yes” to both questions, then, one way or the other, make your vote count. To those of you have not voted deliberately, it is not a “no” vote, it simply does not count either way.

VOTE IN THE REFERENDUM TODAY! Budget: We have a budget. The Board passed the final version of the budget on February 19. During the meeting there were two decisions made about the fate of two projects, one being a walking trail and another concerning a walk-in cooler at the Woods Center. The total assessment is $1,690, including the $191 for the Pool/Fitness Center Complex. Thanks to all of the participants, including, but not limited to, all of the Board Members, the General Manager, staff, Planning Committee, Finance Committee, all of the cost center Committees, Members, and anyone else that I may have missed that were part of the financial “sausage-making” process.

3. REPORTS 3.1 Reports of Officers President Wilks reported that the formation of a Fareways Committee was proposed and is being considered. An early draft of a Committee Charter is being worked on and an Ad Hoc Committee may be appointed.

Management is looking into reports of boat oil changes and other general maintenance activities being performed in LOWA parking lots to determine if any action is required to curb this type of activity.

The Vice President, Treasurer and Secretary had no report.

We have one more day on the 29th to enjoy the best darned large-scale community association in the Commonwealth of Virginia! This mild winter – watch me jinx it – has lent itself to some brisk walks in the park, on the Veterans Dam, the front entrance pond trail, and other common areas. I see you Members out there enjoying yourselves!

Lakeview Parkway Paving. In case you haven’t noticed, the new paving and striping job on Lakeview Parkway between the RV/Boat Storage and Liberty Boulevard does not look quite right. Members have contacted me concerned about the quality of the paving and striping. Rest assured we are on it. Our Director of Facilities Jessica Graves has arranged for the paving contractor to return for a warranty work job (no cost to LOWA) when the asphalt plants get fired up again in the spring. Watch Lake Currents and the Friday email blast for the announcement.

LOWA Golf on the Radio. Wait, did I just hear the radio announcer mention Lake of the Woods?!!

Yes, he did. LOWA Golf is sponsoring the weather on Thunder 104.5 throughout the month of February. The weather spots are 10 second bursts.

Starting in March, advertising for golf at LOW can be heard on 95.9 WGRQ with several 15 second bursts throughout the day. These will continue until April 30. LOWA allows players from outside the community, if it does not interfere with member/guest play, as determined by the Board of Directors.

The advertising campaign is: You don’t have to live in Lake of the Woods to play golf on professionally manicured greens. Course open 7 days a week.

Available for tournaments. Dine at Fareways Café and bar. Call 540-9722230 for tee time. The 15 second burst will also mention the Guest Club Pass available to non-LOWA members. The message will change every so often to capture golf events and specials.

If you live near the Golf Course on Fairways Five and Six, you may have seen LOWA’s contractor removing large sections of trees along the fairways.

The purpose is to improve the stand of Bermuda grass (more sun) and the course’s playability (wider playing areas). Consider giving Golf Pro Chris Brode a call at 540-972-2230 for a beginner’s lesson or a tune up of your skills before spring arrives!

Chris is planning a 20-team “bring a buddy” scramble golf tournament on Saturday, March 28, with a 9 AM shotgun start. We want to make it easy for members to introduce friends to the LOWA Golf Course, and for everyone to get in the golfing groove early in the season. Watch for Lake Currents and e-blast announcements.

Budget. The Board of Directors approved the new Budget on February 19. We will publish the details in the March 13 Lake Currents. In the meantime, members can view the details on our website: www.lowa.org/FY20_21.

Board Approves Amending Regulation IV, VI and X Regarding Use of LOW Roads and Parking Lots The Board of Directors at its Feb. 19 meeting approved amendments to Regulation IV, VI and X, Regarding Use of LOW Roads and Parking Lots.

What is the effect? Members will be prohibited from using common area parking lots, such as those at beaches and at the marina for overnight or longterm parking unless an exception has been granted by the General Manager.

The amendments to the regulations are highlighted in bold and reads as follows: IV.

INDIVIDUAL BEHAVIOR

A- F. Remain the same.

G. OTHER ACTIVITIES 1. All parks shall be closed from 11:00 p.m. to 7:00 a.m. , unless an exception has been granted by the General Manager. All beaches shall be closed from 10:00 p.m. to 7:00 a.m., unless an exception has been granted by the General Manager.

2. Except for the dumping allowed at the designated Lake of the Woods Compactor Site, and dumping of leaves (removed from their bags), and dumping of tree limbs, not to exceed two (2) inches in diameter, allowed at LOWA Area 9.9; all other dumping, and littering anywhere in LOW (on LOWA and private property), is prohibited. (1/2010) 3. The outside burning of wood, leaves, trash, garbage or household refuse of any kind is prohibited. Controlled campfires are allowed in the campgrounds.

4. No sledding, skiing, vehicular or other activity which may lead to turf damage shall be allowed on the dams. (10/2007) 5. No portion of any park or beach will be used for golfing practice or any other activity incompatible with its intended use.

The Board of Directors is seeking member comment regarding proposed amendments to Regulation X.A.7.b, Use of Lakes, Regarding Lowering the Sunset to 7 AM Speed Limit on the lake from 15 mph to 10 mph. Members who wish to provide comment or feedback should email the Board at Board@LOWA.org by 5 PM, Friday, March 13.

What is proposed? Why? The LOWA Board is considering whether to amend the LOWA Regulations to lower the sunset to 7 a.m. speed limit in the Wake Zone of the Main Lake from 15 mph to 10 mph.

Who proposed it? The Lakes Committee initially proposed lowering the speed limit to 8 mph, the Safety & Security Committee recommended either keeping the speed limit as is at 15 mph or compromising at 10 mph.

The Board of Directors discussed both committees’ recommendations at its Dec. 11 meeting, and determined that 10 mph will be the proposal. The GM supports the amendment and the LOWA Attorney offered no changes.

What is the effect? The speed limit on the main lake will be 10 miles per hour from sunset until 7 AM in the wake zone.

The proposed amendments to the regulations are highlighted in bold and reads as follows: X.

VI. USE OF LOW ROADS AND PARKING LOTS A.– J. Remain the same.

A person shall not operate a watercraft so as to exceed a reasonable speed under the circumstances and traffic conditions existing at the time.

The maximum allowable speed in the Wake Zone shall be thirty-six (36) mph.

Operators of watercraft in USA Water Ski sanctioned practices, competitions, or exhibitions are exempt from this section of this regulation. The maximum allowable speed on the Small Lake shall be five (5) mph.

K. LOWA Amenities, Recreational Facilities, Parks or Common Property Parking: 1. LOWA amenities, recreational facilities, parks or common property parking areas are for the use of LOWA members, registered tenants and their household members and guests who intend to use the amenity, facility, park or common property adjacent to or near the parking area used.

2. Overnight and long-term parking is prohibited in and on parking areas used for or related to LOWA amenities, recreational facilities, parks or common property without the written consent of the General Manager.

These LOWA amenities, recreational facilities, parks and common properties, and their parking areas, include but are not limited to the parking lots associated with Clubhouse, golf course, beaches, lake access areas, parks, campgrounds, dog park, and Ferris House.

3. Vehicle parking at the Main and Small Marinas is available at any time so long as the parking is for Marina use and related boating and fishing activities.

L.–N. Remain the same.

X. USE OF THE LAKES Sections A, B and C1-3 remain the same.

4. BEACHES a. Beaches and their associated parking areas shall be closed from 10:00 p.m. to 7:00 a.m. b. There shall be no fishing from any LOWA Beach. c. Pets shall NOT be permitted on any LOWA beach sand. A person with a disability shall have the right to be accompanied on the beach sand by a dog trained and in service as a service animal. d. Playing of any active sports games (e.g., volleyball, football, etc.) involving more than two persons on any LOWA beach shall be limited to a period of two hours per day. e. Open and/or charcoal fires shall be permitted in LOWA furnished, grills, or a resident’s personal table top fire pit or table top grill. (5/2015) f. No lifeguards are posted at LOWA beaches, therefore swimming shall be at the swimmer’s risk. g. Children who cannot swim MUST be actively and responsibly supervised.

Sections C5 – 7 remain the same.

Board Seeks Member Input on Amending Regulation X.A.7.b, Use of Lakes, Regarding Lowering the Sunset to 7 AM Speed Limit from 15 mph to 10 mph

SPEED LIMITS

b.

From sunset to 7:00 a.m. the maximum allowable speed in the Wake Zone of the Lake shall be ten (10) mph. c.

Watercraft are prohibited from operating at greater than No Wake Speed when in coves or within one hundred (100) feet of the shoreline, beaches, piers, boat ramps, or people in the water. This restriction does not prohibit the pulling of a skier with a rope of less than one hundred (100) feet. d.

When an operator’s vision is obscured by fog, heavy rain, or other conditions, the watercraft shall be operated at reduced speed such that the watercraft can be stopped, if necessary, within one-half the distance the operator is able to see ahead. In addition, motorized watercraft shall sound the required signal, one blast of four to six seconds every two minutes. Sail watercrafts shall sound a signal of one blast of four to six seconds plus two one-second blasts every two minutes.

-- The Rules Committee must be very precise in the way it reviews amendments to LOW regulations? A single word or phrase can often make all the difference.

by Maureen Daly Hamm, Water Quality Technician, Virginia Cooperative Extension, King George • Do not fertilize this spring, even if you were unable to last fall. Research shows that spring lawn fertilization makes lawns more susceptible to drought and disease. In experiments, lawns that were fertilized in spring had 22 to 40 percent fewer roots than lawns that did not receive spring fertilizer. In contrast, lawns that received fall fertilization showed an increase in disease resistance and greater ability to recuperate from summer damage.

• Test your soil if you haven’t in the last three years. Sample kits are available from the LOWA Maintenance Department or your local Extension Office. The test will tell you what kind of fertilizer to use next fall, and if you need lime.

• Take care to keep off soft and soggy lawns. Lime spreaders, wheelbarrows and other equipment will leave compaction marks. Seed new lawns and do repairs after the land has drained.

• Seed bare spots or start new lawns.

• If thatch layer is greater than ½ inch, dethatch using a rake or vertical cutting mower to remove it. Thatch that is too thick can cause insect problems and reduce the amounts of water and nutrients that get into the soil.

• Aerate your lawn to reduce compaction if you didn’t get a chance last fall. Use a core aerator that takes small plugs out of the lawn. You can hire a lawn care service or rent an aerator.

• If you have had problems with crabgrass in the past, apply a preemergent herbicide when the forsythia blooms. These herbicides work by preventing the seed from germinating. It’s so very tempting to sit idly on the sidelines watching someone else make decisions and then complain about the result. Bellyaching relieves stress, but it doesn’t do much to assure that better decisions are made.

A few conscientious souls find it much more effective to get directly involved in the decision-making process and to help define the issues that affect their community.

That’s why scores of volunteers give their time, expertise and energy to 21 committees to advise the LOW Board of Directors on all sorts of matters, great and small. The Lake of the Woods Association is successful only when members are committed to making it so.

The LOW Communications Committee is planning a Committee Fair for the afternoon of March 21 as a way of informing members of the work their neighbors are doing through LOWA committees and to encourage even greater member participation. Members are invited to come to the Clubhouse from 1 to 4 PM on that day to learn how they can become involved.

Are you a pickleball ace? A financial wizard? A brown-water sailor?

An ink-stained wretch? A belle of the ball? There’s a committee that is sure to match your talent and enthusiasm. The Committee Fair is the best opportunity you will ever have to explore where you fit in to Lake of the Woods’ future.

Members from each of the Association’s 21 committees will be present to answer your questions about the services and activities of their committees.

They can explain how to join a committee and can provide answers to your questions about committee membership.

Questions like these: • How much time does it take? (And don’t tell me it’s just one hour a month!)

• What exactly is a committee member expected to do?

• Will the Board of Directors pay any attention to what you have to say?

There will be no charge to attend the fair and everyone is welcome.

The Clubhouse bar will be open; refreshments will be provided. Everyone attending will be eligible for raffles at 2, 3, and 3:45 PM, featuring great prizes donated by the LOW Pro Shop, LOW Fareways Cafe, the LOW Clubhouse, the LOW Equestrian Center, Clearwater Grill, and Red, White, Bleu & Brew restaurant.

Plan to come to the Committee Fair. Bring your neighbors. This community needs the ideas and expertise that only you can provide in order to remain the kind of neighborhood you’re proud of.

LOW Arts Spotlights Lake Artist

Help Keep Our Lakes Healthy!

The inaugural meeting of LOW Arts (formerly LOWVAC) on Feb. 5 was a great success, due in no small measure to the prospect of watching artist Pete Brown work his magic before our eyes.

Pete did not disappoint and kept the group engaged and entertained as he painted a lake scene and explained his artistic process and techniques. Thank you to Pete for sharing his talent with us…and for making a gift of his painting to a lucky attendee!

The next LOW Arts meeting is Wednesday, March 4, at 2 PM in the Community Center Game Room. It and will feature glass artist Toni Ruther, who creates fantastic stained-glass pieces and fashions jewelry using glass.

She’ll share her process for both, as well as how she works with fragments of fine china to create beautiful jewelry. Join us!

Have you had problems managing storm water during these monsoon rains? What could help flooding and erosion? How can you have nice looking grass and lawns while using safe chemicals and practices? Could you be hurting our lakes? What can you do to help? How can we all take care of our lots in ways that are safer for us, our pets, wild animals, the fish, and the lakes? Why is it important?

Come learn from the experts at the LOW Garden Club meeting on March 9 at the Clubhouse. The meeting will start at 1 PM, and the panel discussion at 1:30 PM. All are welcome.

Panelists include Ashley Appling, associate extension agent, Agriculture and Natural Resources Horticulture, Virginia Cooperative Extension Culpeper, teaching us about the lake chemistry of turf and lawn management; Richard Jacobs, conservation specialist, Culpeper Soil and Water Conservation, telling us about preventing erosion and flowing water; Brent Hunsinger, Rappahannock River Steward, Friends of the Rappahannock, talking about how our water is connected to the larger river and bay systems; and Jessie Graves, Director of Facilities, discussing what LOWA staff does, what homeowners responsibilities are, and how we can partner together.

Lioness Lions Spring Craft Fair

Model Railroaders to Meet

The annual Lioness Lions Spring Craft Fair will be held Saturday, March 21, from 8:30 AM to 2 PM at Locust Grove Middle School.

Mark your calendars for a wonderful day of visiting the many vendors displaying their arts and crafts.

We will also have Mary Kay Cosmetics, Color Street Nails, Scentsy, and Cause for Paws. Some local authors will be there, as well as a talented artist doing caricatures. Have a caricature made of yourself or a family member enjoying a favorite sport or talent!

Mermaid Lake Photography will be there taking Easter photos as well. An Easter picture would make a nice gift for the grandparents!

You won’t go hungry! The Lionesses will have a food concession, including pork barbeque and a wonderful bake sale with homemade goodies including breakfast pastries, coffee and more. Like to shop for treasures?

The Lionesses will have several tables of “Attic Treasures” and there will be some flea market vendors as well with lots of great bargains! The springtime will be a great time to come out and enjoy a day of browsing for treasures and visiting the many talented local artists and crafters we have in our area.

All Lioness Lions proceeds support The Lioness Lions Foundation which benefits local charities including the Wilderness Food Pantry, Safe House for abused women, Childhelp, Lions eyeglass recycling, scholarships for qualified Orange County students and more. Thank you for your support!

On Saturday, March 14, the James River Division of the National Model Railroad Association will be holding its regular “meet” in the Trophy Room of the Woods Center.

This event is for you if you have any interest in model trains and would like to meet fellow enthusiasts from the Central Virginia area.

The JRD is a non-profit educational institution affiliated with the MidEastern Region of the NMRA. We meet on the second Saturday of oddnumbered months throughout Central Virginia. Our members share their skills and fellowship at these meets.

Join us when doors open at 9 AM Saturday, March 14, for coffee and donuts. The events get underway about 9:30. No membership is required and there is no fee for attendance, but we hope you will be inspired to join our organization and participate at the next meet in May in the Farmville area.

Civic Club Presents EpIC Conversation

Paul D Kuster, Au.D., will be the featured speaker at the March LOWLINC Speaker Series. Kuster is a doctor of audiology at his own practice, Ascent Audiology and Hearing. His presentation will cover how hearing tests are conducted and evaluated, various types of hearing loss, the kinds of maladies of the ear, different types of hearing amplification devices and how the best fit for an individual is determined. He will also cover the important topic of after-care--what to expect after you’ve been fitted with your hearing aids. Kuster has more than two decades of experience in hearing healthcare. He says, “the practice of audiology ste r P a ul K u is as much of an art as it is a science,” and is passionate about helping his patients rejoin the conversation of family and friends.

LOWLINC is pleased to welcome all Lake of the Woods residents to its free Speaker Series. Dr. Kuster’s presentation will be Thursday, March 12, 1:30 to 3 PM, at the Community Center. On Wednesday, March 11, at 7 PM in the Clubhouse Great Hall, Crystal Hale, Director of the Orange County Department of Social Services, will be our monthly Civic Club speaker. In addition to being charged with ensuring all federal and state mandated human services programs are provided to the citizens of Orange County, Hale has a passion for addressing additional social issues such as the opioid epidemic. The Epidemic Intelligence Council (EpIC) is a local organization that meets monthly to discuss the opioid crisis and the impact it has in Orange County. This Cry council is comprised of a cross-section of Orange County s tal H ale leaders, concerned citizens, health professionals, family members and individuals with direct experience, media, and other concerned individuals.

Hale currently serves as facilitator of EpIC and along with all participants of the group, is committed to helping educate the community, provide resources for those in need, and diminish the stigma of addiction. She points out that the great progress made is a result of the overall group effort.

Hale will provide insight on the opioid epidemic, including a brief history as well as what it looks like from a national, state, and local perspective.

Her presentation will focus on the importance of eliminating the stigma of addiction and will touch on progress made, additional work currently underway, and what the future holds.

A life-long native of Orange County, she lives with her husband, two teenage children and various pets on the family farm. A graduate of Orange County High School, she earned her Bachelor of Science and Master of Business Administration from The University of Mary Washington.

After spending over ten years working for the Virginia Department of Transportation in various management positions, Hale accepted an opportunity to work with the Virginia Department of Social Services and shifted her focus to the human services field. She served as Director of Rappahannock County’s Department of Social Services prior to shifting to Orange County in 2017 and is thrilled to serve her hometown community.

by Alayna Stiffler, Knowledge Club Spring usually brings a natural desire to dive into the monumental task of deep cleaning, with many decisions of what will stay or be donated. In a minimalist world, we are seeing people donating more and buying less to remove the clutter of once-loved clearance treasures that are landing in thrift stores or landfill.

Each new season brings us to ask ourselves “Is this something I really need, or will it be donated next year?” Browsing clearance sections encourages the desire to purchase something that we most likely would not consider purchasing at full price, but a discounted price can make it hard to leave it on the shelf.

To grasp how much hard-earned income is being wasted, let it add up for you visually. For every bargain you pass up, place the money in a jar or savings account over one month and see how much you are saving by not purchasing items that you will eventually donate. It adds up quickly.

Knowledge Club meets on the third Tuesday at 10 AM and Thursday at 6:30 PM. In March we will not have a day or evening meeting and will resume on April 16, with our guest speaker from Trinity Senior Village; on April 21 we will share the Dementia Friends USA global mission at the Community Center. Thursday, March 12, from 10:30 AM to 12 noon. Join us to get creative at the library! Each participant will use plastic eggs, cut up book pages, mod podge, watercolor paints, and ribbon and twine to decorate Easter eggs. Each participant will decorate 3-5 eggs. The NEW Genealogy Study Group, sponsored by the Susannah Chandler Chapter, is off to a good start! Our first meeting was held Saturday, Feb. 15, with 17 people attending. The first meeting was mostly organizational, discussing what attendees are interested in learning more about, and areas of interest for speakers. We also discussed online services, resources, and difficulties in research. All agreed that we want to make this a monthly meeting, with several people offering to assist others. All in all, we had a good meeting and a great group of people!

Next meeting for the Genealogy Study Group will be Saturday, March 21, 1 PM at the Community Center. Group is open to anyone interested in Genealogy, beginner to experienced, who would be interested in working in a group to learn more and get help and ideas with researching.

Our next DAR meeting will be on Saturday, March 7, 1 PM, at Community Center (the FIRST Saturday of the month).

Our program will be on planting pollinator gardens, presented by Mike Sutrell from Meadows Farm Nurseries. Program is open to all Interested!

Don’t miss your chance to get a behind-the-scenes look at the life of a writer! The Lake Authors will be holding a moderated panel presentation and discussion, A Peek into the Author’s World. Join us on Thursday, March 5, from 2 to 4 PM, at the Wilderness Library.

Seven local authors will address the creative process of writing a book -- coming up with ideas, developing characters, sticking to a writing schedule, editing and publication, and getting the word out once a book is published.

The authors will be discussing writing adult fiction and non-fiction as well as writing for children. The authors may also do short book readings or book talks. Presenting authors are: Melinda Crocker, Mari K Eder, Lois Powell, Carolyn Rowland, Ginger Krebbeks (who writes as Ginger Schlegel). The discussion will be moderated by local author Julie Phend.

Book signing and sales will follow the panel discussion. This event is sponsored by the Wilderness Friends of the Library.

On Monday, March 16, AARP Chapter 5239 welcomes Deputy Ron Kesner as guest speaker. Kesner, Orange County’s Triad coordinator, is from Covington, Virginia. His father was career Air Force. Kesner started his law enforcement career at the age of 22; this is his 38th consecutive year of police service. He retired as Master Police Officer from the Albemarle County Police Department, and since retirement has worked at the Louisa County Sheriff’s Office, and then transitioned to Orange County to assume the De position of TRIAD Coordinator. He says that he has pu been able to assume some awesome duties over the ty R on years. Kesner has been a firearms instructor, an emergency K e s n er vehicle operations instructor, a bike patrol officer, and a marine patrol officer on Lake Anna.

His presentation will be What is TRIAD, its programs, and how the program can serve you, a topic that will certainly be of interest to AARP members. So, come join us at the Grand Room in the Clubhouse on March 16 at 9:30 AM for breakfast snacks and fellowship. The meeting begins at 10 AM. by Alayna Stiffler, Member, Wilderness Toastmasters How many social events are you passing up each month because you do not want to attend alone or believe you will be sitting in the back of the room, nearest the closest exit, counting the minutes until you can leave without talking to more than one or two people for less than 10 minutes? Did this sentence make your heart race?

This is who I was. I remember being the wall flower, wishing I could blend into the walls so I would not be noticed. I could feel my heart beating and would think there was no way my chest wall was going to hold my heart into place. Walking into a venue by myself was terrifying and if I was meeting someone, my vehicle was my safety net until they arrived because I was afraid to socialize alone.

Toastmasters has helped me greatly to overcome the fear of conversation and socialization by placing me with people who have many of the same problems but are calling them a different name. In Toastmasters, the only barriers we have are the ones we are afraid to change.

Join us on March 3 at Bella Cucina’s private room at 6 PM to order dinner and 6:30 for an introduction to Toastmasters using Pathways, the learning program that helps you learn the joy of public speaking and preparation. The LOW Veterans Club will hold its monthly meeting Thursday, March 26, in the Clubhouse lower level at 7 PM. Lake of the Woods resident veterans and guests are invited to attend the approximately one-hour long event.

In March, the Veterans Club encourages residents to support the newest USO Center opening at the USO Quantico-Austin Hall Center. Located on Camp Barrett, the USO is seeking approximately 200 volunteers to welcome service and family members of many of the Marines in Basic or Marine Corps Embassy Security Training. These trainees are not allowed to leave the installation, therefore, a need for the USO. Fighting for Fairness: The High Cost of Prescription Drugs

Caravans to Canada to purchase insulin. Legislation passed by the House to allow Medicare to negotiate drug prices is languishing in the Senate. And, according to Kaiser Family Foundation research, 79 percent of Americans believe the cost of prescription drugs is unreasonably high.

Clearly, this is an issue of significant concern to Americans of all ages.

The LOW Democratic Club will host John M. “Jay” Shiver on Wednesday, March 11 at 1:30 PM in Classroom 2 of the Community Center for a talk explaining the problem of high prescription drug costs, the challenges to creating a fix, and how this fits into the larger discussion of health care in America.

Shiver has extensive experience in health care as a hospital and health system executive, physician practice r Jay S hive management executive, consultant and, for the past decade, assistant professor at George Mason University. He works with boards and senior management, developing strategic vision, creating integrated delivery systems, re-engineering business process, hospital operations and physician practice management. He is widely published and speaks nationally and internationally.

He and his wife Debbie own a home here at Lake of the Woods.

Keaton is at his most deft in responding to the most outrageous situations with matter-of-fact naturalism and wearing his great stone face. Saturday, March 14 (2 PM) THE BLACK STALLION (United Artists, 1979) When a ship carrying young Alec Ramsey (Kelly Reno) and a black Arabian stallion sinks off the coast of Africa, Alec and the horse find themselves stranded on a deserted island. Upon their rescue, Alec and horse trainer/former jockey Henry Dailey (Mickey Rooney) begin training the horse to become a formidable racer. Directed by Carroll Ballard and based on the Walter Farley novel of the same name, the film was executive produced by Francis Ford Coppola who finally persuaded United Artists to release the film after shelving it for two years. Flood Awareness Week

Virginia’s second annual Flood Awareness Week is scheduled for March 8-14. Flooding is the most common and costly natural disaster. Floods aren’t limited to mapped flood risk areas. In fact, flooding isn’t limited to hurricane season either. Anywhere it can rain, it can flood.

Did you know?

• Many of the 2,000 homes in Virginia that were flooded in 2016 during Hurricane Matthew were outside the mapped floodplain. Also, hurricanes don’t just hit coastal Virginia. In 2018, Hurricanes Florence and Michael tore through central and western areas of the state.

Join us in the Virginia Department of Conservation and Recreation and FEMA’s Ready.gov campaign to promote greater flood safety awareness.

Floods Failing to evacuate flooded areas, entering flood waters, or remaining after a flood has passed can result in injury or death. Flooding is a temporary overflow of water onto land that is normally dry. Floods may: • Result from rain, snow, coastal storms, storm surges, and overflows of dams and other water systems.

• Develop slowly or quickly – Flash floods can come with no warning.

• Do not walk, swim, or drive through flood waters. Turn Around, Don’t Drown! Just six inches of moving water can knock you down, and one foot of moving water can sweep your vehicle away.

There have been efforts for many years to protect the Chesapeake Bay from damaging pollutants. The Chesapeake Bay Preservation Act has demanding standards for pollutants allowed into the bay that could impose significant limits on agriculture and development in Virginia. One of the best protections is the maintenance of forested land in the Chesapeake Bay watershed.

Forests are actively managed for wood production by harvesting and replanting. Active management results in less nutrient contamination and holds soil to prevent sediment from flowing into the bay. Land Use Taxation values forested land for its economic production value instead of assessed value and the reduced taxation helps to keep this land in forest and in turn helps the bay. Another program is being implemented to help preserve forested lands in Virginia.

You may have heard about the carbon retention capability of forests.

Many large concerned corporations are trying to reduce their impact on the environment by reducing their carbon usage, often referred to as their carbon footprint. Some have started investing in the Amazon Forest as a way of preserving forests. That retention of forests can be implemented in this country and Orange County, as one of two pilot counties, is implementing forest retention in Virginia. The carbon retained in forests can be determined and carbon credit value will be based on accrued growth, reforestation and avoided carbon loss due to conversion to agriculture or development. The calculations for carbon credit require careful and certified measurements of the forests. A long-term contract on land use allows harvesting trees if replanting is done. Since the carbon credit market is based in millions of dollars, it is not practical for individual landowners to enter this market.

However, as a pilot county, the Orange County Economic Development Authority is authorized to consolidate county landowners who wish to voluntarily participate in this program. The credits will be entered into the American Carbon Registry and then can be sold with proceeds being returned to the landowners; the EDA will retain a portion that can be reinvested in county development. The process will result in a new source of income for landowners, will help the climate, and help the Chesapeake Bay. The Supervisors recently passed a resolution authorizing establishment of a Citizens Advisory Council for the Juvenile and Domestic Relations District Court. The Supervisors and Chief Judge of the Court may each appoint five members of this council. The council will advise and cooperate with the court on matters affecting laws relating to children’s care and protection and laws relating to domestic relations. Council members can visit institutions and associations receiving children and report to the court. They also will make an annual report to the court.
