New Assessment Year, New Look!

The new fiscal year for the Association kicks off May 1 and LOWA is currently finalizing assessment packets and statements for mailing. This year, the assessment packets will be mailed at the end of March via our new contractor, Mailing Services of Virginia, and will feature a new, compact appearance.

Outsourcing our assessment mailings to Mailing Services of Virginia will save LOWA approximately $2,100 a year, which has a direct positive impact on the assessment rate. These savings are derived from reduced costs on postage and labor.

Mailing Services of Virginia receives better postage pricing due to bulk mail rates. Outsourcing will also dramatically reduce the cost of labor and supplies associated with compiling the assessment packet in-house. The excess costs have historically come from employee overtime, copier and postage machine leases, and copier lease overage fees.

Additionally, LOWA will save money due the smaller, more streamlined, design of the assessment packet. The assessment will now be formatted as an 8.5 x 11 self-mailer which will be folded in half and tabbed shut for privacy. Watch your mail for this new format beginning the first week of April.

Members can help the Association reduce their costs further by opting into receiving the assessment via email. To opt-in, visit www.LOWA.org/Forms and complete the electronic transmission form. Submit the completed form to FrontDesk@LOWA.org.

For the November 2021– January 2022 quarter, our winner is Annika Skootsky. Annika has been here since the fall of 2020. She rides Prescott for her lessons, and she and Prescott have developed a special bond. Annika is perfecting her diagonals at the posting trot.

She loves trotting and trail riding.

Annika knows all the horses’ names and personalities. She often asks to stay for a while after lessons to help with chores. She has demonstrated great empathy and kindness in all she does, and shows great maturity and compassion.

Congratulations, Annika!

In my last letter I noted the hard work of several working groups on various projects. Individuals from our standing committees serve on these groups. Our various committees are an extension of the Board. They are the “research and development” team, advisers to our cost center managers, maintain our community standards and many other tasks. They compile their recommendations for the Board. Stated mildly, the Board could not function well without the help of our committees. I encourage you to look at the committees’ charters on our LOWA.org website and see if one piques your interest. You can make a difference by serving your community on a LOWA Committee.

Sometimes I get asked questions about things that have been answered many times. Here are two of them. They usually start with “I heard…”

1. “I heard that they would use the $191 CARC money for something else once the loan is paid off.” As Treasurer Diercks has noted many times, every dime of the $191 MUST be used ONLY to pay off the loan. It cannot be used for any other purpose. Think of your car loan. When you pay the last payment, you own the car, and the loan is closed and goes away. Through great work of the GM, Director of Finance and Treasurer with support of the Finance Committee, we were able to refinance the loan at a much lower rate and shorten the timeframe by almost two years from the original seven years. We have also been able to make a couple of principal payments. We are on track to pay it off somewhere in late 2024.

How is the Equestrian of the Quarter Chosen? Our trainers, Photo provided Bridget and Sarah, evaluate Annika Skootsky rides Prescott. students on the following criteria: • Must have attended at least eight lessons during the quarter • Prompt and prepared when student comes to lessons • A self-starter – knows what to do and gets it done • Proactive with tasks – i.e., brushing, etc.

• Shows progression in learning • Good attitude • Diligent with horse • Takes responsibility to care for the horse

2. If we got all that money from the PPP loans, why do we need to increase the assessment?” The PPP loans were only allowed to be used for salaries that kept us operating during the pandemic, so we did not have to lay off much-needed personnel. This allowed us to utilize remaining funds for operations and repairs.

Each winner receives a Certificate of Excellence and a gift card. Our next Equestrian of the Quarter winner will be announced in May.

Misinformation abounds through grapevines and social media, as things get repeated and change with each retelling. This is human nature.

Equestrian of the Quarter Winner

President’s Letter

Many new houses are being built each year within the community. Here in LOW, there are construction procedures that all contractors must follow.

Contractors must submit an application along with housing and site plans.

These plans and application are reviewed by the Environmental Control Committee and LOWA staff. Orange County’s Planning and Building Department will also review the plans before issuing a building permit.

After approval and construction begins, contractors can clear trees within 10-feet around the location of the dwelling and the edge of the driveway or any paved areas such as sidewalks. Contractors are still required to get permission from LOWA to remove any trees outside the 10-foot perimeter.

There are several conditions where the contractors will be approved to clear or remove trees outside the 10-foot perimeter. Some of those conditions include Erosion and Sediment Control and Stormwater Management. This will help improve LOW’s stormwater infrastructure, mitigate flooding, and protect the lakes from sediment and pollutants.

The contractor will request a final inspection once construction is complete. LOWA’s ECC Covenants and Site Inspector and E&S Inspector will inspect the lot for violations and verify that the lot was graded according to their approved plans. LOWA does NOT inspect the dwelling. Building inspections are done by Orange County’s certified building inspectors.

As the weather gets warmer, I encourage you to venture out and enjoy all our community has to offer.

At the base of Veterans Dam is a trail that runs about a quarter mile from the lower level of the Clubhouse parking lot to the dam spillway bridge along Lakeview Parkway. It makes for a short, pleasant walk, by yourself or with a friend (including a furry friend).

At the trailhead you will pass a beauty spot with perennial flowers and ornamental grasses tended by the Grounds Department. There are three park benches spaced along the trail. At the Arbor Day tree grove, you will see the white stone Garden Club bench, dedicated Photo provided to LOWA’s 50th Anniversary in 2017.

This is one of five new Bluebird Along the trickling stream that boxes along the trail at the base meanders across the dam’s base are five of the Veterans Dam. new bluebird houses. Thanks to LOWA Grounds Foreman Grant Christie, there are more bluebird boxes in LOW, adding to the ones already on all 18 holes of the Golf Course. Grant built the new boxes from scratch with cedar lumber and installed them on his own initiative.

Grant and I spoke after Arbor Day 2021 about what a terrific spot the area below the dam would be for bird boxes. “I’m a big fan of bluebirds,” Grant told me. “Bluebirds like room.” He spaced the boxes 250 feet apart. He recently saw a bluebird perching on the gazebo near the spillway, which is encouraging. We hope to soon see those colorful and voracious bug-eating birds taking up residence there.

The day I walked the trail, I saw hawks, crows, and robins.

Pause at the little gazebo or park bench near the spillway to take in the view of the 60-foot-high green hillside that is our dam. Notice the water falling over the spillway to the stream that leads under Lakeview Parkway and Route 3, all the way to the Rapidan River a few miles away.

If you are game for a longer walk, keep going past the spillway and up the Sleighride Hill trail to the Main Marina. It is about three-tenths of a mile.

LOWA built this trail in 2012. You end up at the Main Marina parking lot.

Walk to the edge of the lot for an overlook of the Main Lake. The lake’s south end is about three miles from the dam.

Enjoy these early warm spring days. Perhaps winter is behind us!

Birdhouses March starts breeding season for our backyard feathered friends.

That means it’s also time to deep clean our birdhouses. Simply remove all nesting material, soak, and scrub the house with a bleach solution consisting of one part bleach to nine parts water, and then rinse thoroughly! This process helps to remove ectoparasites, dust, dander, and old feathers. You may also clean between broods if you are careful to make sure the young have all fledged first. Make sure to repeat the deep cleaning process at the end of the breeding season in September.

A field trip to Stony Ridge to view bluebells and visit the Bull Run Winery on Wednesday, April 6, is our latest plan to welcome spring. Our regular meeting is April 14, when our speaker will be Janet Davis, from Hill House Nursery, who will speak on native plants, a subject of interest to all gardeners. We will be collecting olives and pickles for the Food Bank.

The Joy of Spring Flower Show will be held in the Clubhouse on Saturday, April 30. It is free and open to the public, so invite your family and friends. This small floral design show offers two creative ways for members to participate: floral design, and displaying plants in the horticulture exhibit.

Next up will be the Spring Plant Sale on Saturday, May 14. This is an all-hands-on deck affair. Members may participate by donating plants, cashiering, or setting up/taking down.

We anticipate that early in May we will host the official ribbon cutting for the Clubhouse Garden Renovation Project that members, the Association, and the community have supported. A committee for the event is being formed.

The Lake of the Woods Garden Club meets the second Monday of the month at 1 PM in the Great Hall of the Clubhouse. Guests are welcome and should tell Security they are here for the meeting.

The LOW Garden Club is a member of the Shenandoah District of the Virginia Federation of Garden Clubs as well as the national Garden Clubs. It is through the national that we participate in Penny Pines. At each meeting we collect pennies for the purchase of acres to be planted in our national forests to replace trees lost due to fire, drought, or other natural disasters.

Our Club’s donations are earmarked for Virginia, but individuals may donate a plantation for any state they choose.

Nesting Materials Birds find many different materials to build their nests; but even they, at times, choose materials that are dangerous to them (i.e., cigarette butts).

If you would like to help birds by providing safe nesting materials, here are guidelines from The Audubon Society: First, choose natural materials over synthetic. Always act cautiously, however, as even some natural materials can be dangerous (i.e., dog fur that is treated with flea medicine).

Materials that are Safe: —twigs and small sticks, placed in a pile that birds can access —leaf litter & debris, left throughout your yard (also harbors bugs for food) —straw, small pieces placed in a pile in a spot easy for birds to find —grass clippings, only if the grass is not treated with fertilizers, pesticides, or other chemicals —and, of course, native plants that naturally make your yard bird-friendly and provide easy access to safe nesting materials Materials to Avoid: —human hair, because it is long, thin, and strong and may wrap around feet or wings and sever them —yarn or string, because it can also wrap around birds, especially hatchlings —dryer lint, because it doesn’t withstand the weather and can crumble, leaving holes in the nest Let’s keep birds safe and healthy so we may all enjoy them and their beautiful songs throughout our neighborhood.

Scout Troop 197 Celebrates New Eagle Scout

Troop 197, based at Lake of the Woods, recently held a Court of Honor for one of its newest Eagle Scouts.

Reese Horne, a senior at Orange County High School, became a Boy Scout through earning his Arrow of Light and crossing over from Cub Scout Pack 19. He earned his Religious Emblem through vigorous study during the most challenging times of the early Covid-19 pandemic. He was inducted into the Scouts’ honor society, the Order of the Arrow, moving up to Brotherhood in the Order a year later.

Reese has filled several troop positions, Including Scribe, Patrol Leader, Assistant Senior and Senior Patrol Leader. He earned his Eagle rank by fulfilling more than the requirements in merit badges and earning the bronze, gold, and silver Reese Horne palms. For his Eagle Scout project, he planned and executed the construction of matching benches and flowers, plantings, and improvements at Leland-Madison Park in Orange County. This is the traditional and celebrated spot of a conversation between Reverend John Leland and James Madison, laying the groundwork for the separation of church and state in the U.S. Constitution.

The troop is proud to honor this young man, who earned this highest rank through dedication and service. Reese plans to continue assisting in the training of younger scouts as an Assistant Scout Master for Troop 197 for the immediate future.

LGA News

by Sheran Marks, LGA Communications Spring is just around the corner, and so is the LGA season. We are happy to announce that this year we will be celebrating the 50th Anniversary of the LOW LGA. What were you doing in 1972?

We will begin with our Spring Luncheon on Friday, April 1. There will be a sign-up sheet with the details in the Ladies Lounge until March 24. Our opening day of play will be Tuesday, April 5. We will play a scramble with the 9- and 18-hole ladies. This is always a fun day.

Our Farm Team will begin on May 4. This is a great way to learn the game of golf and brush up on your skills. Our Spring Tournament will be May 10, 17, and 24; the best two of three rounds.

There will be a LOW LGA 50th Anniversary Cocktail Party on May 20.

Our Member Guest Tournament will be June 7 and 8. June 7 will be our Social, and the tournament will be on June 8. The theme this year is 50 and Still Nifty to commemorate the 50th Anniversary of the LOW LGA. So, start thinking about a partner and your favorite golden attire for this fun event.

If you have not transferred your sweeps to a gift card yet, you may pick up your gift card at the Holcomb Building.

We are looking forward to spring and a wonderful LGA Season.

Stage Alive! America’s Sweethearts Perform Sweet Harmony

These three ladies have toured the United States extensively, performing their show for thousands.

Foxfire is Coming

The LOW Veterans Club will conduct its next meeting on Thursday, March 24, in the lower level Clubhouse at 7 PM. The featured guest speaker is John Hedrick, a former president of the Appalachian Trail Conservancy and who continues to volunteer as the Appalachian Trail Conservancy Operations Officer.

John is an avid hiker, having hiked the entire Appalachian Trail (2191 miles).

He authored the book Appalachian Trail Guide to Shenandoah National Park. His presentation should be informative as well as entertaining. All LOW resident veterans and guests are encouraged to attend our monthly meetings that usually last about an hour.

At our last meeting, Retired Marine Colonel Bob Boucher spoke to our membership on the inner workings of the presidential White House. He described his experiences serving under Presidents George W. Bush, Barack Obama, and Donald Trump. Of interest was the fact that the President never flies in someone else’s airplane or helicopter; nor does the President ride in someone else’s vehicle.

The creation of the LOW Veterans Club Veterans Memorial Walkway in front of the Clubhouse is underway. The play, about an elderly Appalachian widow’s life and memories, was based on the Foxfire books about culture and traditions and the struggle of keeping those traditions alive. Before the books, there was Foxfire Magazine. In 1966 a teacher and his English class took on a project to encourage these students in writing.

Over the course of the semester, the class decided to publish a magazine. The articles came from interviewing their relatives and other locals about how lifestyles had changed over the course of their lives, and dealt with traditions in the rural areas. The articles cover topics of lifestyle, culture, crafts, and skills of people in Appalachia. They are a mixture of how-to information, first-person narrative, oral history, and folklore. The magazine has been published quarterly since 1966.

In 1972 the first of the Foxfire books was published using magazine articles as well as new material. One of the most famous contacts was a woman known as “Aunt Arie.” This play was based on those books. It is possible our “Annie” was partly based on “Aunt Arie.”

Today, 160 years later, many buildings in Fredericksburg still bear the scars of a battle that prompted President Abraham Lincoln, in 1862, to call the city “a worse place than hell.”

Borrowing his book title from Lincoln’s remarks, author John Matteson describes the street-by-street, house-to-house combat, and related previous and subsequent battles.

Interwoven with the military activities are the stories of five participants in the Civil War; among them, Oliver Wendell Holmes, Jr., Walt Whitman, and Louisa May Alcott. The book includes many period photos and illustrations, some rarely seen.

LOW Book Club’s selection for the April 13 meeting, A Worse Place Than Hell, is a work for fans of biography and military history, and for anyone interested in the history-making events that took place in our own neighborhood. The book is available from all three local library systems (Orange County, Culpeper County and Central Rappahannock Regional).

LOW Book Club meets at 1 PM on the second Wednesday of the month in the meeting room of the Wilderness Library. All are welcome, and no prior notification or attendance commitment is necessary.

FY22-23 Budget Summary LOWA saw excellent participation in the budgeting process by the Finance and Planning Committees as well as LOWA Membership. The Board also worked tirelessly to refine the final assessment number and fee schedule before the Feb.16 adoption. To view the full budget online and fee schedule, visit www.LOWA.org/Budgets.

KEY BUDGET HIGHLIGHTS 1. The assessment increases $107 (6.2%) to $1,846/lot. Key factors contributing to this increase are: a. Permanent changes in the cost of doing business due to inflation, compensation pressures/minimum wage increases, and supply chain issues. b. Increases to overall repair and replacement reserve costs. No repair and replacement items scheduled were deferred. Maintenance deferrals always lead to higher future costs of operations. c. Contingency Reserve replenishment to cover Winter Storm Frida damage and cleanup costs estimated to be about $113,000.

2. When LOWA first began the budgeting process, the proposed increase to the assessment was 8.9%. However, through careful review and planning, we were able to bring the increase down to 6.2% a. $560,000 in forecasted 2021/2022 carryover funds were used in the new budget year to mitigate the assessment increase. That’s equivalent to about $131 per lot in assessment savings. b. We reduced costs where we could through savings and innovations for postage and mailing, LED lighting, and business system leases.

We reorganized how we will replace the Clubhouse electrical panels, which saved $10 per lot on the assessment. c. Revenues for the Clubhouse, Fareways Cafe, and Golf Operations are also expected to grow. These revenue increases combined with over 80 increases in fee schedule items for amenity and administrative fees helped to mitigate the assessment increase.

This month’s speaker is Alan Rasmussen, the Prevention Manager for Rappahannock Rapidan Community Services. The presentation will focus on characteristics of highly resilient people and how attendees can learn, practice, and develop these characteristics to help themselves become more resilient. The presentation will also discuss n emotional reaction patterns to challenges and adversity, e ss m u and how to develop reaction patterns that can support one s a R n Ala moving forward through challenging times. Attendees will hear about taking charge of their lives and ultimately be healthy, peaceful, and live longer! In addition to working for RRCS with a focus on Suicide and Substance Abuse Prevention, Mr. Rasmussen also is a Professor for the Bachelor of Interdisciplinary Studies Program at the University of Virginia, teaching courses in Criminal Justice and Mental Health. Founders Sara O’Meara and Yvonne Fedderson worked with the Carter Administration to designate April as National Child Abuse Prevention month.

On Feb. 14, 2000, Congress passed a resolution designating the first Wednesday of every April as Childhelp’s National Day of Hope.

From coast to coast this day honors the lives of the little ones who have lost their lives to abuse—every day, five children die from abuse—and the precious children who struggle against abuse and neglect they do not understand and did nothing to deserve.

A reader wrote to a Washington Post advice columnist asking for information on emotional abuse they thought they observed, and if there was anything they could or should do. Emotional abuse is one of the most difficult types of abuse to diagnose and deal with. But, if someone is concerned that they may be observing emotional abuse, the best thing to do is call the Childhelp hotline at 1-800-4-A-CHILD. They will help guide you through your observations, give you a local contact, if needed, after your conversation, or they can take over for you, depending on the situation. The Orange County Board of Supervisors carries out a number of functions that affect how the county government operates. The most significant is the budgeting process, which addresses what services are funded and provided to the citizens. The next most significant function involves how land in the county is used and what is built on it. There are two principal county ordinances that directly affect land use: the Zoning Ordinance and the Subdivision Ordinance. I will address the Zoning Ordinance further below. Other county ordinances, such as the Erosion and Sediment Control, Flood Hazard Reduction, Utilities, Signage and Building Regulations, also have an impact on how a particular parcel of land is used. All county ordinances or any change to them must go through a public hearing process to allow the citizens to make their input on how the county is governed. Those ordinances associated with land use also require a public hearing and recommendation from the Planning Commission. Virginia also has a number of laws, regulations, and specific executive branch departments that can affect what can be done on government and private lands. The Virginia Building Code has the most impact on individual homes.

A zoning ordinance controls what activities can take place on land. It divides the county into specific zoning districts that prescribe what activity can be allowed in those districts. In Orange County there are 13 zoning district categories: Agriculture (1), Residential (4), Commercial (2), Industrial (2), Planned Development (3), and the Barboursville Overlay District. Multiple districts of the same type reflect different use intensities. The three Planned Development districts only apply to the Germanna-Wilderness area at the eastern end of the county. If a land parcel’s zoning category is changed (usually from agricultural zoning to more intense use such as residential or commercial) that also requires public hearings before the Planning Commission and the Supervisors.

In each zoning district category, there is a listing of permitted uses (often called by-right uses). If someone wants to utilize one of the permitted uses and meets that district’s zoning requirements, he can conduct that activity without additional public hearings or approval by the Planning Commission or Supervisors. Each zoning district category has another list of additional uses that can be allowed but these uses require a Special Use Permit. These additional uses also require public hearings before the Planning Committee and Supervisors.

The requirements of any zoning district usually consist of area requirements (lot size), frontage on a road, setbacks from the roads and adjacent properties, development heights and signage limits. Lake of the Woods is a Planned Residential Zoning District (R-3) which has additional requirements. These include the provision of a community water and sewer service if lot sizes are less than two acres. R-3 also requires streets and roads to meet state standards and have road maintenance accomplished by an association if not a state road. Another R-3 requirement is that one third of the area must be association owned and reserved for recreation and open space. The detailed requirements of each zoning district category can be viewed in the Orange County Code of Ordinances which is available on the county website.
