We sent a letter to new LOWA members on Friday encouraging them to vote in the Referendum. I learned something interesting from the comments of our new members. One member thought we wanted to charge fees for lot violations because we wanted more money. The member felt that paying the assessment was enough.

Let me be clear. We don’t want your money. Not at all. What we want is for lots to be in compliance with our regulations. We are not talking about manicured lawns here. We are talking about basic upkeep such as not stowing trash in the yard, taking down trees that are about to fall into another member’s lot, or weeds that come up to your knees.

I will share a personal story. When we first moved here 30 years ago, my young children put a tent up in the back yard and we left it up for several days. I received a letter from the ECC telling me to take it down or pay $10/ day for up to 90 days. Guess what. That tent was down the same day. I did not have to pay $10. The upside of the story is that the girls built their tent inside using blankets and furniture. A win/win all around.

Another new member was dismayed that more people do not take care of their homes and lots. That member doesn’t understand why members do not take pride in their property or the community. Remember, we are not talking manicured lawns here. We are talking general upkeep.

4. REPORTS 4.1 Report from Orange County Board of Supervisors Supervisor Lee Frame reported Board meetings are being live-streamed so residents can watch online rather than attend in person. The Supervisors planned to work on redistricting, but the 2020 Census data will not be available until September. This means we will have to continue to use the current districting in the fall elections.

A tip of the golf cap for his service to Golf Pro Mike Harvey who is departing to take another position with a golf course called The Preserve at Eisenhower in Ann Arundel County, Maryland. Mike has only been with us since August 2020, but was able to improve the Pro Shop inventory, negotiate a new golf cart lease, and book new tournaments for the 2021 season. Mike also worked extremely well with our other golf course Mike – International Golf Maintenance Superintendent Mike Kuhn. We wish Mike well in his new position. Meanwhile, we are recruiting for a M ik e H ar new Golf Pro to run the Pro Shop, host tournaments and ve y leagues, promote and market memberships and daily play and give lessons. We are advertising with PGA career services to find a credentialed PGA professional. If you have someone in mind, please email our Human Resources Coordinator at HR@LOWA.Org. Outdoor Aesthetic Features. On March 6, the Board of Directors gave final approval to a comprehensive update to LOWA Regulation XVI, Environmental Control and Construction Procedures. The Board and I thank the Environmental Control Committee for its work in preparing the update.

Regulation XVI is the section of our regulations dealing with construction and improvements on the residential lots. One new section of interest is Section K.9: Other Construction - Outdoor Aesthetic Features. In this new section, the regulation gives guidance for the construction of features such as pergolas, trellises, arbors, archways, fireplaces, firepits, outdoor kitchens, seating walls, etc. All require approval of the ECC before installation. We will be printing the final version of the regulation in the next edition of Lake Currents, and I encourage members to review K.9, as well as get a general sense of the purpose of this regulation. Meanwhile, if you have questions about improvements or modifications you would like to make on your residential lot, please give the ECC Staff a call at 540-972-2211.

Board Seeks Member Input on Amending LOWA V.H. 3. Political Signs, Flags & Banners

How to Tell if I’m Going “No Wake” Speed

by John Bell and Julie Wilson, Lakes Committee Lake of the Woods boating regulations require boaters to go no faster than No Wake Speed when boats are in coves, within 100 feet of shore, within 100 feet of other boats, and other situations. The regulations define No Wake Speed as the slowest possible speed required for maintaining or achieving steerage and headway. This is the same definition used in the Virginia Department of Wildlife Resources boating regulations.

Many boaters have trouble applying this definition. Steerage and Headway are nautical terms not widely understood. Even when understood, there is uncertainty about maintaining the “slowest possible speed.” Then there’s the very wording: No Wake Speed. Even row boats and ducks make wakes, and they are OK! These troubled boaters ask, “Is there a simple way to tell if I’m going too fast?” Yes, there is!

To tell if you are generating a wake, pull your throttle completely back to neutral for one second. If your bow drops, you are a wake maker. If your bow does not drop, you are traveling at a considerate speed, with minimal wake, and in compliance with the No Wake Speed rule.

Please boat courteously and safely.

The Board of Directors is seeking member comments regarding revised proposed amendments to LOWA V.H. 3. Political Signs. Members who wish to provide comments or feedback should email the Board at Board@LOWA. org by 5 PM, Friday, March 26.

What is proposed? The amendment will clarify that political signs, flags and banners that are no larger than four square feet may be posted on private lots no more than 60 calendar days before Election Day. Who proposed it? The amendment proposed by the General Manager was modified to include a 60-day posting period and political flags and banners. On February 6, the Board approved publishing this revised version with additions from the LOWA Attorney regarding political flags and banners.

The amendment has also been reviewed by the Rules and Environmental Control Committees Why? Some members were interpreting “an election” in the phrase “six weeks prior to an election” to mean the election period leading up to Election Day and not Election Day itself. LOWA has always interpreted the reference to “the election” to mean Election Day. In addition, some members would like to see LOWA regulate political flags and banners.

What is the effect?. Members may post political signs, flags and banners on private lots that are no larger than four square feet within 60 calendar days before Election Day. All must be removed the day after Election Day.

The proposed amendments to the bylaws are highlighted in bold and strike thru, and read as follows: V. USE OF PROPERTY--INDIVIDUALLY OWNED AND LOWA OWNED PROPERTY H. SIGNS, FLAGS, BANNERS (1/2012) 1. Signs, Flags or Banners on LOWA Property and Lots: The placing of any sign, flag or banner on LOWA property is prohibited except in designated areas on the day of an election in accordance herewith or with the written permission of the General Manager.

2. For Sale Signs: Must be a painted (tan is suggested) wooden stake, approximately two inches by four inches, five and a half feet high, driven approximately two feet into the ground, with the lot number and contact phone number displayed. Sellers are also permitted to place one black and white electronically readable barcode or tag on each side of the signpost, not exceeding 3 1/4 by 3 1/4 inches in size, solely for the purpose of providing electronic access to real estate information regarding sale of the property. The stake should be driven within the lot line but not in the ditch between the pavement line of the street and the lot line. Stakes are available from the LOWA Maintenance Department by application. For sale signs on LOWA property are prohibited.

3. Political Signs, Flags and Banners: Only one political sign, flag or banner per issue or candidate, no larger than four (4) square feet may be displayed on any residential lot. Political signs, flags or banners may be displayed no earlier than sixty (60) calendar days six weeks prior to an eElection Day and must be removed the day after the eElection Day. Political signs on Association property are not allowed except for two exceptions. The first exception is on Election Day. The second exception is on the day of a scheduled political event at which the candidate or candidates will appear in person. For both of these exceptions, the number, size, content, type, and location of signs, flags or banners shall be determined must be in an area designated by the General Manager, in his/her sole discretion.

The Annual Assessment period for FY2021/2022 begins April 1, and the staff is diligently working to pull together Assessment packages for distribution on or before March 31. In anticipation of this, we wanted to remind all Members: • To bring your Member ID card with you if you plan to register at Member Services.

Complete all information on all forms. Every year all forms included with your Assessment package need to be completed and submitted.

This includes all registrations, waivers, CO-HAB, Blood Relative (ages 17 and up), Dependent (ages 5-16) and Family DASH Pass forms (immediate family only).

Obtain the forms you need. You can find copies of all forms at LOWA.org or at the Holcomb Building in the lobby area outside Member Services.

A fee of $25 will be charged for all Annual Assessment payments paid by credit card.

Member Services is open from 8:30 AM to 5 PM, M-F and from 9 AM to 1 PM on Saturdays. Completed forms and payments may be dropped off at Member Services or mailed to the address at the top of the forms.

Infrastructure planning for Wilderness Crossing continues to move ahead and is nominally completed. The fall hazardous waste collection exceeded expectations and waste volume was way above last year.

The Virginia General Assembly approved $36 million to build a new Germanna Community College Health Science building.

4.2 Report from Orange County Sheriff: No report available.

4.3 Report from Allied-Universal Security Chief Scott Walker reported a fairly quiet February. All Security staff have completed their second dose of the Moderna vaccine. He explained the procedures being used for wearing masks during traffic stops. They anticipate being able to hold the summer concert series on Clubhouse point as social restrictions are loosened, although some limitations are expected to be adopted.

In March, there was 1 report of vandalism and 1 of breaking and entering, 7 motor vehicle accidents, 1 DUI, 9 animal complaints and 6 noise complaints. Staff issued 76 traffic summonses and responded to 118 calls for service.

4.4 Report from LOW Volunteer Fire & Rescue, Inc. Secretary John Farrell submitted a written report highlighting March as National Severe Weather Preparedness Month. Fire & Rescue will be educating residents on how they can prepare for severe weather events like tornadoes, flooding and lightning and devise an emergency plan. March messaging will include smoke alarm awareness. Staff will participate in a Virginia statewide tornado drill on March 16th.

In February, the Fire Department responded to 17 calls inside LOW, and 15 outside, for a total of 34. Rescue responded to 39 calls, 19 inside LOW and 20 outside.

4.5 Report from Orange County Schools School Board representative Jim Hopkins reported that almost all of the Board employees have received both Covid-19 vaccine shots, or will have their second shot shortly. Of 750 school employees, 735 are reporting to their job at school each day. The Board is working on incremental plans for reopening the schools due to the significant drop in new Covid-19 cases.

Social distancing requirements may be reduced if feasible. In person student attendance at the high school will increase from 1 to 2 days per week.

Results of changes will continue to be monitored and adjustments made where warranted.

4.6 Reports of Officers The President, Treasurer and Secretary had no report.

Vice President P. Brown said the Communications staff is working on launching a virtual Committee Fair in early May to encourage new volunteers to join LOWA committees.

4.7 Report from the General Manager, Phil Rodenberg A. Coronavirus and LOWA Community Activities and Business Operations The governor of Virginia has loosened some of the guidelines for outdoor activities and events. We are cautiously optimistic we can hold our Concerton-the-Point programs this summer. Pickleball, tennis and golf cart social restrictions have also been eased. A few LOWA employees have received the Covid vaccine, but more will be scheduled in the near future The FY2021/22 LOWA Budget was completed and approved. The Finance Department completed the Clubhouse Area Recreation Complex Loan refinancing with a new payoff date of February 10, 2025.

March 5 is the deadline for proposals for the Lakes Management Plan Engineering Services Project. Staff anticipates bringing the finalist to the March 17 Board meeting in preparation for a contract award on April 3.

Golf Pro Mike Harvey has resigned as Head Golf Pro at the golf course, effective March 10. Management has already started recruiting for a replacement.

Clubhouse Chef Robert Hobel has completed a course in Covid-19 safe food preparation. Our other restaurant managers will also be taking the course. Starting the week of March 15, the Fareways and the Clubhouse will move to expanded summer hours. A new spring menu will be available.

4.8 Committee Report A. Maintenance & Ecology Committee Semi-annual Report Chair Jack Simons reported the Committee has managed to meet regularly. They were involved in developing the next budget and continue to re-analyze recommended capital projects, including ditch repair and replacement, the Veteran’s Dam walking trail, 15th fairway stream restoration and the Monroe Street stream project. Involvement in the Lakes Management Implementation Plan has led to stronger working relationships with other LOWA staff, Committees and management.

No Sailing Camp This Summer

“It takes a village” is a phrase describing how many people it takes to accomplish a goal, but it always made me shy away from groups. I’m not a joiner. I can’t make that kind of commitment — any reason to excuse me from being part of a “village.”

One day it dawned on me that no one ever said how big the village had to be — my village might just be me. And a village of one is welcomed by Childhelp as happily as a village of 25 or 75. What matters is the contribution — the children don’t care about the size of your gift. They only care about the kindness and positive feelings of your gift, whether you offer a financial gift that enables the village to do more of what they provide, or to participate in one of the many LOW Auxiliary activities.

And oh, those activities are nothing but fun! All those parties we host — Valentines, Easter, July 4th, a Luau party, Halloween (and we dress up too!), Thanksgiving, Christmas (with presents and Santa), and any other reason we can dream up. An ice cream truck comes to the village (everyone’s favorite, including the staff) often during the warm weather. Outings and special events — a magic show, trips to pick out pumpkins, or go bowling, helping to stock the local food pantry; folks who show interesting wildlife (including reptiles) to the children.

When the kids arrive at Alice Tyler Village, they receive their own colorful blanket and pillowcase, made by Auxiliary members. Many of the children have never celebrated their birthday, so on their birthday, they get a backpack full of wrapped gifts. When they leave, they receive a duffle bag personalized with their name.

You can be part of the village in three ways: 1) join the Auxiliary (we meet on first Wednesdays, 10 AM at LOW Church); 2) each fall, we host a dinner dance and silent auction at the clubhouse; and 3) donate by mailing checks to LOW Auxiliary, P.O. Box 382, Locust Grove, VA 22508.

The Sailing Club, with regret, announces that there will be no Junior Sailing Program Sailing Camps held this year. The continuing effects of the COVID 19 pandemic make it impossible to ensure the safety of the program’s instructors and participants.

Sailing Camp participants receive training in boating terminology and equipment, safe boat handling, and teamwork. Participants must be at least eight years old and not older than 15 years, able to swim, and interested in learning to sail.

The Junior Sailing Program has trained hundreds of young sailors over the years and hopes to continue to offer the popular sailing camps next year.

Celebrate Irish-American Heritage Month

by Heather Kuzma, Communications LGA Spring is just around the corner and that means the LGA golf season is about to get started. The Opening Day Scramble is scheduled for April 6.

Look for the sign-up sheet in the ladies’ lounge at the Woods Center. The deadline to sign up each week is no later than noon on Sunday. Starting time in April is 9 AM. Sign in at 8:30.

The Spring Luncheon date and location have been changed to Friday, April 30, at the Lions’ Pavilion. Details about time, gourmet boxed lunch menu options, and cost will be announced when available.

The new LOW golf fees for 2021/2022 have increased and are posted on the LOWA website. 55 new electric golf carts should arrive by late April or early May. When the new carts arrive, you will need to check in with the pro shop to get a cart key.

LGA dues for the 2021/2022 season are $25 for golfers and $5 for Golden Girls. If you haven’t paid yet, please make your checks out to LOW LGA with “Dues” on the memo line; note if you are a 9 or 18 holer. Place your check in the box in the Woods Center ladies’ lounge. If you are a new member or need to update your email address or phone number, fill out one of the forms available next to the lock box and attach it to your check.

Again this year, restrictions on gatherings, the need to socially distance, and the compulsory mask-wearing will limit full celebration of Irish American Heritage Month. There’ll be no parades, no festivals, or celebrations at the Clubhouse. However, there will be a LOW Irish Open Golf Tournament at our beautiful golf course.

Awaken Ireland begins March 12 and will run over six virtual days and nights. It is accessible globally (St. Patrick’s Festival TV).

The Colonial Tavern - home to the Irish Brigade - will display materials depicting the history of Ireland and the social evolution of the Irish in the U.S.A. Find your name on the map of Ireland and begin your genealogical journey to learn more about your Irish heritage.

The Clubhouse Garden Committee met with landscape designer Patrick Riley to discuss what we need, want, and hope for in the restoration of the garden. He viewed the area, asked his important questions, and answered ours.

We look forward to working with him and hope to begin this big project ASAP. Our Spring Plant Sale, scheduled for April 24 at the campground pavilion, will be chaired by Betty Eisenmann and Lynn Cryblskey. All members should be checking their gardens for plants to donate. We will be adding a White Elephant table for garden-related materials/decorations etc. More details will follow soon.

With the warmer weather approaching, (hopefully) we will begin to have regular meetings. On April 12, still masked and distanced, we hold our first meeting of the season at the Sweetbriar Pavilion at 1 PM. There will be a business meeting and a presentation on Hummingbirds.

LOW Players: Outdoor Production of Four Weddings and an Elvis

Spring is coming, so mid-May seemed like a good time to bring live theater back to the Lake. With many of us getting vaccinated against COVID, we believe that it is now appropriate to perform Four Weddings and an Elvis at Sweetbriar Park, Yes, it will be outdoors; and yes, social distancing and masks will still be required.

Dates for the production are May 14, 15, and 22 starting at 6:30 PM and May 15, 16, and 23 at 2:30 PM. Tickets will cost $20. There will be no reserved seating. There will be designated seating areas outlined on the lawn. You will need to bring your own lawn chairs. Tickets will go on sale April 4 at 9 AM. Tickets can be purchased online at www.lowplayers.org or by calling 540-972-6385.

First, the good news is the greens are going to be aerated using the “drill and fill” method as in past years. This method is very beneficial and effective in reconditioning the greens for the upcoming season.

The bad news is that the aeration is scheduled to begin March 17.

Consequently, the opening MGA Day is postponed and rescheduled for March 24 at 9 AM. Check-in is at 8:30. The sign-up deadline is March 21. A sign-up sheet is in the Pro Shop hallway or you may send an email to Mike Dearring at LOWAMGA@gmail.com. If you have already signed up for March 17 and intend to play on March 24, you need not sign up again. However, if you signed up for the 17th and are not available to play on the 24th, please advise Mike Dearring, and have your name removed from the list. Remember, MGA Day matches are open to all MGA members in good standing.

If you have not paid your 2021 dues, please do so. The dues remain at $20 and can be paid by placing cash or check in a marked envelop and depositing it in the MGA box in the Pro Shop. Strategies for Voter Participation.

The General Manager summarized steps already taken to increase member voting in the Referendum and requested Board members share any new suggestions they might have. Proposed strategies included having VoteNOW send regular e-mail reminders, place small reminder cards at key amenity and business locations, ask Committees and social clubs to remind members to vote as part of their meeting agendas, put a reminder in the Assessment package, host an in-person computer voting session, and have Board members take turns writing Referendum articles for Lake Currents. The GM offered to prepare a list of additional strategies to be considered for implementation as discussed.

As a part of the routine business of the Board of Supervisors, contracts for procurement of goods and services that exceed certain financial thresholds must be approved by the Board. At various cost levels, open bidding and competition are required.

Recently, the Board awarded contracts for procurement of public safety uniforms, purchase of a mobile clinic for the animal shelter, airport obstruction removal, architectural services for renovation of a building, remount and refurbish of an ambulance, and furniture for the new public safety building. In addition, the consent agenda often includes approval to extend existing contracts that were originally awarded for a single year with multiple year options.

Under normal circumstances during this coming spring, the Supervisors would be establishing new districts for each Supervisor. The ten-year census information from the Census Bureau is usually provided by March 1. Virginia, like several other states, has its state elections during the alternate years from the federal elections. Had the redistricting information been on time, the Supervisors would have been able to establish new district boundaries for the elections this fall. The expected delivery of redistricting information is now Sept. 1, which will allow for new district boundaries to be set for the next federal election, but Virginia will have to await the 2023 state elections.

The Orange County 911 Emergency Call Center (ECC) continues to experience increases in the 911 calls received. In 2020 there were 14,303 of the 911 calls received, a 2.66% increase over 2019. Rapid response to 911 calls is one of the performance criteria for the ECC. The standard is for calls to be answered within 10 seconds. ECC has been improving response performance over the last couple years, with 97% in 2018, 98% in 2019 and 99.33% in 2020. The ECC staff members are trained to assist callers with CPR instructions when needed. Recently, one of the staff was recognized for providing CPR over the phone twice in one day.

The local residency office of the Virginia Department of Transportation provides monthly reports to the Supervisors, updating us on planned road upgrades, ongoing maintenance projects, various studies such as speed limits and signage, and reviews of land use requests including rezoning and site plans submissions. One of the major land use projects undergoing review is the traffic proposals for the Germanna Wilderness Area. One operational improvement reported in a recent VDOT report is of interest to LOW residents. The February report stated that Waze, the navigation application for computers, has changed routing directions for all traffic to enter LOW through the main gate, thus reducing back-ups at the back gate.

At last fall’s hazardous waste collection event at the Orange County landfill, there was a large increase in the number of vehicles bringing in waste for proper disposal. Where the normal traffic is about 150 vehicles, last fall’s event resulted in 230 vehicles. The increase probably is another fallout of the coronavirus pandemic with more people stuck at home cleaning out stuff. The collection event resulted in several tons of hazardous waste turned in and that should result in less waste ending up in the environment. This event cost the county about $27,000, slightly above the budgeted amount.

GOLF PRO/GOLF OPERATIONS MANAGER – Full-Time Salaried Position – The ideal candidate reports to the GM and will oversee golf operations by managing the daily operations and assist in promoting LOWA’s golf amenity through marketing endeavors. The Pro/Manager will ensure efficient operation and coordination of the pro shop, cart service and all other Golf Operations services. The primary focus of this position is to provide guest satisfaction, train and supervise golf staff, merchandising, golf instruction, and implementation and coordination of all golf programs. Fiscal responsibilities include managing operations by meeting revenue targets and controlling expenditures. Attendance at Golf Committee meetings required along with interaction with other Managers and especially community members. Successful candidate must have minimum 5 years management experience in golf and/or hospitality industry, must possess proficiency with computer software including Microsoft Office suite, point of sale systems, handicap software and golf tournament management systems. Must possess PGA Level A1 certification or higher or able to become certified within first year of employment. Associates or college degree preferred. Position requires evening and weekend hours. Must be able to work in a standing position for long periods and to work outdoor events in the heat or cold. Budget experience necessary.

MARINA – Part-time Attendants. Enjoy working outdoors? Come be a marina attendant and assist in operating the marina fuel center. Excellent customer service and record keeping ability required. Must be willing to work flexible hours and weekends. Age 16 or older may apply. Spring hours: April 10 – May 30, open Saturdays and Sundays from 9:30 am to 5:30 pm. Summer season begins Memorial Day with extended hours and weekdays through Labor Day. After Labor Day, the Marina is open on weekends through October 31. On Tuesday, February 23, 2021, FREDERICK J. WENDEHACK, husband, father and grandfather, of Locust Grove, Virginia, passed away at the age of 86. Fred was born in Washington, D.C., grew up in Bethesda, Maryland and graduated from Bethesda-Chevy Chase High School in 1952. Following his decorated service in the Armed Forces in Korea, Fred graduated in 1960 with a degree in Business and Public Administration from the University of Maryland. He retired from a successful career at the General Services Administration, where he served as Assistant Inspector General for Inspections.

Fred was an avid gardener with a green thumb for roses and azaleas. He loved his dogs and his horse. He especially enjoyed living on the lake at Lake of the Woods where he boated, fished, and spent many happy days working on home improvement projects. He was preceded in death by his parents, Frederick C. and Christine B. Wendehack and his beloved wife of 40 years, Melva. He is survived by his brother Paul Wendehack (wife Robin), sister Debbie Davis, his daughters, Lyn Kuzminsky (husband Jerry) and Carol Mahoney (husband Kevin), grandchildren Jen, Mike, and Joe Kuzminsky and Julia Mahoney, stepdaughter Robyn Boothe, and step grandchildren Kaleb and Jarid Soldz.

The funeral service was private and internment took place at Laurel Hill Memorial Park in Locust Grove, Virginia. If people would like to remember Fred, the family invites donations to local food banks or a favorite charity in his name.
