Clubhouse Rocks at Family Date Night

Family, food, and fun were the rule at the February 29 Family Date Night held at the Clubhouse and sponsored by the Community and Youth Activities Committee.

A delicious buffet dinner was provided by the Clubhouse and Mixed Up Entertainment with DJ Eddy provided the music to 130+ people. A dance competition between kids and parents was judged and the parents were declared the winners! But the kids were by far the most active dancers of the evening.

The next Community and Youth Activities Committee event is on March 14, 5-8 PM at the Community Center – March Madness basketball competitions.

Seeking Candidates for Board of Directors

by John Licata, Chair and James Rich, Secretary, LOWA Nominating Committee The LOWA community is fortunate to have a wealth of talent and skills among its members. Perhaps you are already serving on one of our committees and giving us the advantage of your experience and expertise in this way. You are encouraged to consider extending your involvement by becoming a candidate for the LOWA Board of Directors. You will enjoy the satisfaction of addressing and solving the issues and challenges that exist in a community as large and diverse as Lake of the Woods.

We have two vacancies with 3-year terms to fill this year, so we are seeking a minimum of four candidates to run for the two vacancies. To be qualified, candidates must meet the requirements of LOWA bylaws; article V.1., which states “shall be a member in good standing, elected by the Members in good standing. A Director shall not have a conflict of interest as defined by the Virginia Nonstock Corporation Act, and, before election, shall sign a statement attesting that he/she has not been convicted of a felony.” A member in good standing is evidenced by having a name on the deed, deed of gift, or other qualified conveyance or distribution as recorded in the Orange County Courthouse; and by being current in all LOWA finances.

The deadline for submitting applications is 4 PM on April 30. The official application can be downloaded from our website, LOWA.org, or obtained as a hard copy at the Members Services area in the lower level of the Holcomb Building. Completed applications should be submitted in hard copy to the General Manager’s Office.

Those interested in seeking a seat on the Board by petition will need to use the standard LOWA petition which is available on the LOWA website or in hard copy from the Members Services area in the lower level of the Holcomb Building.

This petition, signed by at least 250 voting members who are eligible to vote in the election (one signature per lot), must be submitted to the General Manager’s Office together with the application by 4 PM on May 15.

The Nominating Committee is available to answer questions from applicants.

Candidates will be interviewed by the Nominating Committee during May and the committee will give a list of the candidates to the Board no later than May 31. The Board will announce the names of the nominees at the June 10 Board meeting.

LOWA and The Common Cold, The Flu and the Coronavirus

With spring in the air, it is hard to think about still battling winter foes such as the cold, the flu and maybe worse. Members have asked what LOWA is doing to stop the spread of viruses like the Coronavirus. Here are 5 things to know: 1. LOWA cares about continuity of service to members, and so LOWA has provided its employees with prevention instructions to help prevent business interruption. All departments have discussed essential tasks and delegation of duties to help maintain operations if a staffer is out sick.

2. LOWA has posted on our website and in our buildings a flyer for members with prevention tips called SEASONAL COMMUNICABLE DISEASE PREVENTION 2020. The flyer includes commonsense practices such as covering a cough or sneeze and respecting personal boundaries. You may have seen one in the Community Center, Clubhouse or Fareways.

3. LOWA Maintenance Department’s Custodial Staff is being more intentional about routinely cleaning frequently touched surfaces such as doorknobs and handles.

4. Amenities and Administrative staff are being intentional about cleaning desks, phones, counters, etc. This includes the pens at Members Services and steering wheels on golf carts at the Woods Center! Clubhouse and Fareways staff use one-use sanitizing wipes on dining room tables.

5. We at LOWA are not the health experts. The Center for Disease Control and the Virginia Department of Health are the primary source of current information and guidance. LOWA urges you to follow the latest guidance and updates issued by the CDC and VDH. Let’s all work together to keep LOW a fun and healthy place to live and play!

Approved FY20 Budget Protects & Enhances Amenities Dear Members, Here is the Budget in Brief for the Adopted Operating, Contribution to Reserves (CTR), and Capital Budget for Fiscal Year 2020-2021, which begins May 1, 2020. Refer to Resolution 2020-8 adopted by the Board of Directors on February 19, 2020. This is a balanced budget with total authorized spending of $10,714,546, and an annual lot assessment of $1,690/lot. Through this budget, the Lake of the Woods Association can effectively carry out its obligations to maintain the common areas, lakes and dams; operate the amenities; enforce Association covenants and regulations; and provide adequate gate access and common area security. It is a means of implementing Board Goals including the Lakes Management Implementation Plan to improve the health of our lakes and the stormwater management initiatives.

Operating Budget Highlights The annual lot assessment necessary to accomplish the ongoing operations and maintenance and capital replacement and fund the third budget year of the Clubhouse Area Recreational Complex (CARC) Project is $1,690 for the 4,258 billable lots. Together the amounts sum to the annual lot assessment. The increase is $57 (3.5%) above the current level. Compare the increase to the Consumer Price Index (CPI) of 1.3 percent in October 2019. Of the increase, Capital replacement expenses are $10 and Operating expenses are $47. Fee Schedule changes are highlighted on Page 12.

Revenue – Ongoing Operations & Maintenance and Capital Replacement After counting amenity and administrative revenues, the budget requires $6,384,713 for cash break even. This translates to $1,499 per lot. The Board approved using $215,000 in New Construction & Renovation Reserve (NCR) funds, to be collected from private lot development and renovation projects during Fiscal Year 2020-2021, to fund the stormwater management and culvert projects in the Repair & Replacement Reserve (R&R). The Board also approved using $100,226 in NCR funds already collected this year to fund R&R replacement projects. These allocations helped mitigate a further assessment increase and absorb expected loss of Tenant Fee revenue (down $31,232 or 7.6 percent) and expected Clubhouse revenue (down $23,325 or .8 percent).

Revenue – Clubhouse Area Recreation Complex (CARC) Project. On June 22, 2019, LOWA cut the ribbon on the new Clubhouse Pool, Fitness Center, Beach Bathrooms, 25-space ADA parking lot, and Basketball Court. The new complex has been well received by members. The final project cost was $5,088,693 for which we borrowed $3,714,516 from Mutual of Omaha Bank. The Board directed repayment remain at $191 per lot. This will help shorten the payback term from seven budget years to approximately five years, and save on interest payments.

Expenditures. Operating Budget expenditures total $8,870,359, which is $523,489 more than the current year. Cost drivers are Property, General Liability and Umbrella insurance (up $214,092) and employee salaries (up $234,727).

We included 2.5 percent employee raises (1% Cost of Living Adjustment and 1.5% Merit) effective the first pay period in May to hold off turnover in a good economy. Retaining our dedicated and skilled employees avoids recruitment and training costs. No new full time or part time positions were added.

Cost Reduction/Energy Conservation. Our overall cost reduction challenge is to reduce electrical, cost of sales, supplies, and linen services.

We funded the switch to LED lighting in the Shoosmith Maintenance Building and Golf Maintenance Building.

At the request of Secretary Philip Brown, Elections Committee Chair Lisa McKinney reported the current ballot count as follows: Total ballots cast: 2011: 1,322 electronic ballots, 684 paper ballots, and 5 more just received.

Secretary Brown reported that of all the ballots cast, 1,833 were proxy ballots assigned to the Board Secretary.

6. Members Comments: Two members commented on the Referendum, one in favor of closing the Referendum and one in favor of a continuance.

Your Talents Needed to Keep Lake of the Woods Prospering

Someone like you may make a decision that will improve the lives of your neighbors in a significant way. Someone like you may have an idea that will affect the annual assessment LOW Association members pay. Someone like you may lead our community to a common-sense decision about our shared interests. That special someone could very well be you, if you choose to become a member of an LOW Association committee!

Scores of volunteers give their time, expertise and energy to 21 committees to advise the Board of Directors on all sorts of matters, great and small. The Lake of the Woods Association thrives only because members are involved in its success.

A Committee Fair is being planned for the afternoon of March 21, as a way of informing members of the work their neighbors are doing through LOWA committees and to encourage participation. Members are invited to come to the Clubhouse from 1 to 4 PM on that day to learn how they can become one of those community leaders.

“One of the most effective and rewarding ways to give input to your association is by serving on a committee,” said Jennifer Zukowski, vice president of the LOWA Board of Directors. “Committees advise the Board and management and many of the actions we take are in response to committee recommendations.”

There’s a committee that suits your specific talents and interests. The Committee Fair is the best opportunity you will ever have to see where you can help make a mark on Lake of the Woods’ future.

Members from each of the Association’s 21 committees will be present to answer your questions about the services and activities of their committee.

They can explain how to join a committee and provide answers to your questions about the important role of committee members.

There will be no charge to attend the fair and everyone is welcome as guests of the LOWA Communications Committee.

The Clubhouse bar will be open, refreshments will be provided. Everyone attending will be eligible for raffles at 2 PM, 3 PM and 3:45 PM, featuring great prizes donated by the LOWA Pro Shop, Fareways Cafe, the Clubhouse, the Equestrian Center, Clearwater Grill, and Red White Bleu & Brew restaurant, AMF Bowling Lanes, Divine Nails & Spa, and Gemma’s Hair Studio.

Plan to come to the Committee Fair and bring your friends and neighbors.

This community needs the ideas and expertise that only you can provide in order to remain a great place to live.

Cable TV and Telephone Fees Trending Higher

by William Lukaczyk, External Affairs Committee If you are a cable TV customer who buys TV programming or telephone, you can’t help to notice the complicated and rising monthly bill. If you signed a 2-year “locked in price” you were shocked when your monthly bill amount increased before the two years were up. If you are a new TV and telephone customer, it may surprise you when the advertised price is so much different than the final number.

Legitimately, there is the Universal Service Fund (USF) 21.2 percent, VA e911 tax $0.75, and VA Sales Tax 5 percent. These three charges are for ONLY telephone service. And for cable TV only, another 5 percent tax. That is it. Everything else is a trick to get you to pay more.

Cable TV suppliers have decided to make you pay local TV Channel rebroadcast fees, Sports Fee, Administrative Fee, Regulatory Cost Recovery Charge, network programming and others. This is the corporation’s method to make you pay more, even though you thought you had a “locked in” deal.

If you buy telephone from them, you could have connectivity charge, regulatory compliance fee, information services fee, or transaction processing fee to name a few. They may try to convince you that these are costs beyond their control.

Cable companies like to bundle telephone service to you so that they can charge you the massive telephone taxes. Their government regulators love them for that. A reminder, you had already paid those taxes in your cell phone bill.

However, the secret is, if you buy ONLY internet service, there are no taxes and fees! Not even from the state of Virginia. Fortunately, getting an over-the-air TV broadcast signal is still free.

If we install a fiber to the home system that supplies the fastest internet speed available, these fees will go away or move to whatever competitive based TV streaming service you choose. Competition helps drive those TV fees away.

This is another reason why we need fiber optic cable to the home.

Lake of the Woods Association recently conducted a survey to gauge members’ opinions regarding short-term rentals within our community, whether there is cause for concern, or if there is a need to further regulate or prohibit short-term rentals. The survey received 560 responses.

The survey was initiated in accordance with LOWA Board Goal #7Registering Short-Term Rental Properties: “Identify and register short-term tenant properties, including AIRBNBs, to ensure the Tenant Fee is paid. Work with lot owners and agents to help ensure short-term guests follow rules and regulations. Survey membership to get feedback regarding short term rentals including AIRBNBs. Review Declaration of Restrictions, and Regulation III, Registered Tenants, and consider solutions to any identified problems.”

A short-term rental is defined by Orange County as “all entities within Orange County who advertise or offer room or space for compensation for a period of thirty consecutive days or less.”

Here are some key take-aways from the survey results: • Nearly 64 percent of respondents felt that short-term rentals detracted from our community. (figure 1) • Just over 55 percent of the respondents felt that short-term rentals impacted their property values in a negative manner. (figure 2) • Nearly 46 percent of respondents said that short-term rentals should be prohibited, while another 27 percent said that short-term rentals should be further regulated. (figure 3) • Feedback varied regarding restricting rentals to a specific period, but results showed that nearly 58 percent of respondents believed that a minimum term for rentals should be somewhere between 30 days to 1 year, which would essentially result in prohibiting short term rentals. LOWA would need to have a referendum in order to modify the declaration of restrictions to limit rental property terms. (figure 4)

A Friendly Pet Reminder

Referendum Ballot Goal - So Close!

Leash Your Pet and Clean Up After Them

On March 3, LOWA voted to recess and continue the Referendum on ECC appeals and lot violation charges until June 3. As largest proxy holder and Elections Chair liaison, I felt it was important to honor the wishes of the 2,000+ members’ who have already voted, to get the answers to these important issues. They have exercised their right and fulfilled their civic duty to vote. Our goal is to get 2,600 ballots cast for a true reading of the wishes of the community.

Many thanks to our Elections Chair, Lisa McKinney, and all members of the Elections Committee for their hard work to date. They have formulated plans to get us to our goal. Their effort through on-site electronic voting has continued to grow the numbers. With the return of our weekenders and snowbirds this spring, we will have more opportunities to provide this convenient service.

The “legalese” in the referendum language may have caused you to say “I will read it later” and perhaps put it out of mind.

In a nutshell, the two issues are: 1. A new right to appeal an ECC decision to the Board of Directors. (you currently do not have that right).

2. Reinstituting our former ability to issue charges for lot violations, $10 per day, up to 90 days, as permitted by Virginia Property Owners Association Act. (LOWA issued those charges for 48 years, until the Virginia Supreme Court ruled that unless such charges are specifically authorized in our governing documents, we cannot issue them; thus, the need for the referendum.) Of note is that we have RARELY collected the $10 per day charges. This is due to the 30-day warning letter and the follow up of another 30 days. Most violators have corrected their infractions before having to pay the charges. This was, and is, the goal of LOWA. I encourage you to vote “yes” on both issues, but, in any event, cast your vote, “yes” or “no”. Remember that the only votes that count are the ones cast. If you haven’t voted, please see information below. Thank you in advance for voting.

Just a reminder that LOWA Regulations require all pets to be on a leash.

Regulation IV.B.8 Individual Behavior: Pet owners shall be responsible for the removal of their pet’s droppings from LOWA grounds, road rights-of-way and other LOWA member lots, as well as removal of any pet droppings on their own lot which may accumulate and thereby cause an offensive odor or unsanitary condition.

Annual Assessment Period Begins The Annual Assessment period for FY2020/2021 begins April 1, and the staff is diligently working to pull together Assessment packages for distribution on March 31. In anticipation of this, we wanted to remind everyone to: • Please remember to bring your Member ID card with you if you plan to register at Member Services.

Complete all information on all forms. Every year all forms included with the Assessment package need to be completed and submitted. This includes all registrations, waivers, and family information forms. Also, please have all your CO-HAB, BLOOD RELATIVE (ages 17 and up), DEPENDENT (ages 7-16) and FAMILY GUEST PASS (immediate family only) forms completed and ready to turn in.

Director of Finance Charlie Maneval, Facilities Director Jessie Graves, and Assistant GM Chester Guzek and their staffs were instrumental as were Administrative Assistant Lorri Trocchio and the Holcomb Building staff.

Assumptions and Guidance We built the budget after reviewing actual revenue and expenditures from three previous years and the current year, the stated Board Goals, Board Budget Guidance as well as federal, state and local government requirements. We contacted utility providers. Operations Center Managers reviewed the Five Year Capital Plan to consider new initiatives. Likewise, managers determined if any spending could be reduced or eliminated. We reviewed prices and service quality of current vendors. We considered the local economy which we believe will hold steady and possibly grow.

Capital Budget Highlights Total Contribution to Reserve (CTR) is $1,734,270, which is comprised of: • $1,694,270 for Repair and Replacement Reserve (R&R) which fully funds the 2019 Miller Dodson Reserve Study adopted by the Board. The R&R CTR increases $4,042 over the current year, primarily from new Clubhouse Pool/Fitness components, golf bunker restoration, and stormwater management increases.

• No new assessment funds are included for New Asset and Improvement Reserve (NAIR).

• $40,000 for the Contingency Reserve to replenish it to the $100,000 Reserve Policy target.

Total Capital Spending is $1,844,187 for all projects.

Repair & Replacement Reserve. The Capital Spending Plan funds $1,443,787 for all R&R projects in the Reserve Study with two changes: We removed $30,000 for the Telephone System Replacement (reduced/moved to operating budget) and added $3,500 for Sweetbriar Pavilion Brick Tuck Point (moved from operating budget). Overall, we believe the fiscal health of LOWA is strong. We continually monitor and report on the fiscal health of LOWA internally and to the membership. We continuously manage and maintain reserve balances to ensure their adequacy and fund LOWA’s current and projected repairs, replacements, new assets, and contingency requirements. We continuously monitor the financial performance of LOWA’s operations against budgets and conformance with internal policies and expectations. Annual budgets and assessments are carefully developed and reviewed by all stakeholders. As a result, LOWA maintains a strong and healthy fiscal environment.

Spanning five continents and six years, We Were the Lucky Ones details the complicated saga of the Kurc family of Radom, Poland, before, during, and after the Holocaust. The novel, selected for discussion at LOW Book Club’s April 8 meeting, is based on the actual experiences of author Georgia Hunter’s own large extended family. The story begins in 1939 and describes the Holocaust from the perspective of each family member.

The author traveled far and wide locating and interviewing her family’s many descendants, and the resulting book brings to life the horrors and heroism of their lives.

The book is available, in multiple formats, from all three local library systems (Orange County, Culpeper County, and Central Rappahannock Regional).

The Club’s February meeting was very well attended, resulting in lively discussions and many fresh ideas regarding future book selections.

LOW Book Club meets at 1 PM on the second Wednesday of the month in the meeting room of the Wilderness Library.

LOW Households Receive 2020 Census Invitations

by Kathy O’Connell, Partnership Specialist, Philadelphia Regional Census Center, U.S. Census Bureau Between March 12-20, invitations to participate in the 2020 Census will start arriving in households. Census Bureau Director Dr. Steven Dillingham said “Response is important because statistics from the census are used in distributing hundreds of billions in funding for school lunches, hospitals, roads and much more. The invitations will remind respondents to include everyone living in the household, whether related or not, including young children. Your response will impact communities for the next decade.”

This invitation will include instructions on how to respond to the 2020 Census online or by phone. In areas of the country less likely to respond online, a paper questionnaire will be included in the initial mailing to households.

After receiving the invitation, please respond to the 2020 Census by using the provided Census ID. If a household is unable to enter the Census ID, people can still respond, by providing an address. Whether people respond online, by phone or by mail, it is important to respond right away.

Below is a timeline for the 2020 Census questionnaire: • March 16-24: Reminder letters will be delivered.

• March 26-April 3: Reminder postcards will be delivered to households that have not responded.

• April 8-16: Reminder letters and paper questionnaires will be delivered to remaining households that have not responded.

• April 20-27: Final reminder postcards will be delivered to households that have not yet responded before census takers follow up in person.

If a household does not respond to any of the invitations, a census taker will follow up in person sometime between May 13 and July 31.

The 2020 Census questionnaire is available online and by phone in English and 12 additional languages. The U.S. Constitution mandates a census of the population every 10 years. Census statistics help determine the number of seats each state holds in the U.S. House of Representatives and how billions of dollars in federal funds are allocated to state and local communities for the next 10 years.

Wilderness Toastmasters

by Alayna Stiffler, Member, Wilderness Toastmasters Our Toastmasters Club is committed to helping people who are afraid of public speaking and small talk. Small talk can be as intimidating as speaking in front of 10 or 1,000 people. It can be a challenge walking into a roomful of people that you do not know, but it is courageous, saying yes to attend an event where you do not know anyone.

A funny story comes to mind: a new networking group was marketing the wedding industry, and everyone was trying to feel comfortable with small talk.

One attendee was trying to combat her fear of talking to strangers and made sure to glide from table to table to say hello. At each table, she would sit down and introduce herself and ask a few compelling questions, then make an exit to the next table. Midway through the table introductions, her heel caught on the tablecloth, causing it to fly off the table and up turn a few of the beverages.

Fortunately, everyone laughed, and the embarrassed networker had a group of new friends who are still talking about their first networking experience.

The date is Wednesday, June 3, the opponent is the Milwaukee Brewers, and it’s Victor Robles Bobblehead Day! The game starts at 4:05 PM, and participants need to be on the bus in the Clubhouse lower level parking lot by 1 PM. The trip is open to the entire LOW community and beyond. $80 per person covers the bus ride and a game ticket. You may include as many other people in your order as you wish if space is available. Your reservations cannot be made until we have received payment [check(s)].

All Invited – CIRA VA Battlefields Chapter Meeting

On April 1, the Central Intelligence Agency Retirees of the VA Battlefields Chapter will welcome Gene Marianetti as our featured speaker. Marianetti retired from NASA with almost 30 years of service. He spent most of his career working with astronauts and finding opportunities for public access to NASA, while sharing in President Kennedy’s goal of landing a man on the moon. He was instrumental in making astronauts available for public appearances, speeches and meetings with many dignitaries throughout the country. Marianetti has especially fond memories of working alongside Neil Armstrong, Buzz Aldrin and Mike Collins in the planning of Apollo 11.

by Alayna Stiffler, Knowledge Club Weathering the storm of the unknown can be a challenge, each time we face a task requiring us to learn more about a topic. There are so many questions that we have. Where to begin can mean that we push it back another day. This is a normal behavior, until it becomes evident that time is of the essence and we cannot delay any longer.

We are all guilty of procrastinating or delaying action on something uncomfortable. Knowledge Club helps people navigate the unknown with topics that have answers to the questions that you have; or we may have the resources to inquire and get the answers you need. Reach out to us with your questions. We are here to help you.

Our next meeting will be held April 16 at 6:30 PM; we will offer the Dementia Friends program to help people recognize the challenges of the onset of dementia and how you can be an advocate to help ease the changes that they are experiencing. Then, on April 21 at 10 AM, our guest speaker will talk about Trinity Senior Village, an upcoming assisted living and memory care village opening nearby soon.

We have less than a month before the start of the 2020 LGA golf season.

The official kick off will be the Spring Luncheon scheduled for Friday, April 3, at the Clubhouse. The signup sheet and more details are posted in the ladies’ lounge at the Woods Center. The deadline to sign up and pay is March 25. For anyone new to LOW who is interested in joining the LGA, this is a perfect chance to meet lots of members and learn more about this very active group. The social starts at 11:15 AM with a cash bar and the lunch buffet begins at 12:15 PM. Mark your calendars for the biggest event of the LGA season, the Member/Guest Tournament. The theme is Boot Scootin’ Boogie. The social will be held the afternoon of Tuesday, June 9, at a new venue, the Lion’s Pavilion at Sweetbriar Park. The tournament will take place on Wednesday, June 10, followed by lunch at our beautiful clubhouse.

Since we are now using the World Handicap System, both Green Tee and Silver Tee players can participate. The cost remains at $50 per person and includes the social, greens fee and cart fee, prizes, and lunch on Wednesday. It is not too early to invite your partner. Be sure to ask her if she wants to play from Green or Silver tees. Each player gets to choose her preferred tees and handicaps are adjusted accordingly. If your partner does not have a handicap index, she will have to give you three 18-hole or five 9-hole attested score cards to be submitted with your registration form by May 25. Registration will start on April 21. If you want to play but don’t have a partner, check with Chairperson, Karen Woods. Her committee will help you find someone. The committee is working very hard, and can always use additional volunteers, so let Karen know if you want to help.

If you have sweeps money on the books, you have until April 30 to spend your money at the pro shop.

3. REPORTS 3.1 Report from Orange County Board of Supervisors Supervisor Lee Frame provided additional information on the Reassessment Appeals process; the deadline for appeals is March 31. The Board voted to increase the income and asset limits set to allow residents to obtain a tax exemption. A Recycling Event will be held at the Orange County Landfill on April 11 from 8 AM to noon. On March 10, there will be a Public Hearing on establishing a county-wide Fire and EMS tax district as part of proposed tax rates for the 2020 tax year. The Board has received 4050 applications for the County Administrator’s job opening. He encouraged residents to subscribe to the Orange County Review.

3.2 Report from Orange County Sheriff Mark Amos: No report available.

3.3 Report from Allied-Universal Security Chief Scott Walker reported that in February, incidents of note included 1 theft reported, 9 motor vehicle accidents, 2 incidents of vandalism, 19 animal complaints, but no drug activity. There was a significant increase in “dog-at-large” reports, and he advised members to keep their dogs on leash when out and about the community. Staff is now leaving postcard notices at homes or on parked vehicles to advise members when a visit by Security has been made. He responded to questions from the Board on wellbeing checks and ski-flag regulation changes. Security staff responded to 168 calls for service in February, and issued 75 traffic summonses.

3.4 Report from LOW Volunteer Fire & Rescue, Inc. President Jeff Liebold reported that in February the Fire Department responded to 27 calls inside LOW and 20 outside. The Rescue Squad responded to 14 calls inside LOW and 7 outside. Staff is focusing on education in the areas of burn laws, flood watch, risk reduction and driver training. March will highlight flood awareness, and staff will hold a tornado preparedness drill on March 17. Fire and Rescue will be installing new Board members and officers tonight.

3.5 Report from Orange County School Board Representative Jim Hopkins reported that the first day of school will be Monday, August 10, this year, and not August 3 as previously thought.

The School Board approved an estimated $63M budget which includes $3.8M in new funding, pending more exact figures from the county, state, and Federal contribution once those budgets are finalized.

3.6 Reports of Officers President Wilks has been working on a proposed draft for a potential Ad Hoc Committee Charter on Fareways/Woods Center. This has been circulated to Board members and will be on the March 18 Board meeting agenda for discussion. If adopted, it will go into the Five-Year Plan for funding at some future date. The Board is also working on resolving the issue of boat maintenance that is occurring in the small marina parking lot.

D. Referendum Update Secretary P. Brown reported that 2,012 ballots have been returned to date, and 2,600 are needed to determine the wishes of the members.

3.7 Report from the General Manager, Phil Rodenberg A. January Financials In January, we collected $216,724 in current year lot assessments, for a total of $6,374,669, or 91.7 percent of the FY2019-20 lot assessments billed. As of Jan. 31, the Unaudited Income Statement Budget-to-Actual Comparison Summary showed a favorable variance of $43,023. Delinquency rate was 5.8 percent as of Jan. 31. Current forecast is that the Clubhouse, Golf Operations and Administration will perform lower than budget this year; all other operations are expected to continue to perform favorably to budget.

B. Lakes Management Report Contractor Docks of the Bay has initiated preparation work near the back gate for construction of the Flat Run Forebay.

C. Other Business The Maintenance and Finance Departments have been authorized to proceed with purchasing software packages that were approved in the new budget.

Additional signage has been posted at the back gate stop signs so drivers are aware that traffic coming in through the back gate does not stop at the intersection.

The GM and Communications Department have developed two flyers to advise employees and members on how best to mitigate the spread of viruses in the community.

One of the LOW Veterans Club’s objectives is to provide veteran-related information that is useful and valuable to LOW resident veterans. There are many types of identification cards to show proof that you are a veteran.

A Department of Defense Identification Card is used to reflect your military status and to obtain access to services at military bases. Also, this card can be displayed in order to receive discounts to veterans at many stores, businesses, restaurants, and other participating places.

When you enroll in Veteran Affairs health care, you receive a Veteran Health Identification Card that you can use to check in at appointments at VA medical centers.

A Veteran ID Card is another form of photo ID you can use to obtain monetary discounts from commercial enterprises. If you possess a VIC, you do not need to request another proof of veteran status in order to receive the benefit.

At this time, all 50 states and Puerto Rico offer a Veteran designation printed on state-issued driver licenses or IDs. To be eligible for the Veteran Indicator in our commonwealth, you must be a resident of Virginia and complete a Virginia Veterans Identification Form (Form DL-1) and provide a copy of your veteran service proof documentation. This is another form of identification that may be accepted in order to receive monetary discounts at various establishments Another objective of the LOW Veterans Club is to provide a proper military funeral Final Salute ceremony to all deceased LOW resident veterans when requested. The most recent such ceremony was conducted on Feb. 21, for the service of William Lovelace. On March 23, we enjoy a field trip to Old House Winery to learn about viticulture, after which we may purchase a glass of wine and socialize. We will be carpooling from the lower level of the Clubhouse at 1 PM, departing at 1:10, with the tour at 1:30 PM. Speaking of wine, the Valentine’s Chocolate, Cheese and Wine Winter Warm-up was discussed at our board meeting. While some 50 members enjoyed the affair, that number has fallen off from previous years, and the question is: should it be continued, or ended? We decided to leave it up to you, and will bring the subject up at our next meeting Our last March date is Tuesday, March 31, for an evening design workshop at the Community Center at 6:30 PM. Bring your own vase and flowers; we will provide the guidance. Note, this isn’t intended for a flower show, but rather for your own home.

Gardening tip: Last month we told you that houseplants help detoxify the air. Now we’ve learned that researchers in Japan found that contemplating a plant for as little as three minutes helped office workers reduce stress.

(Of course, one of the plants studied was a bonsai, and I’m surprised they needed a study to prove that.)

The LOW Republican Club March 9 meeting was filled with news events: a report on Second Amendment legislation and activities, a presentation, Understanding the Republican Party, a report on the American Conservative Union CPAC 2020, and a discussion on conservative leadership training, as well as other club news.

The Republicans of Orange County Committee mass meeting was held on March 12, in the Madison Room at the Mill in Orange to select delegates to the upcoming conventions.

The District Primary, nominating a candidate to replace U.S. Congresswoman Abigale Spanberger (D) during the Seventh Congressional District Republican Convention, will be held at the Arthur Ashe Junior Athletic Center in Richmond on April 25. We will also be electing a district chairman, three members of the State Central Committee and three delegates and alternates to the Republican National Convention to be held in Charlotte, North Carolina, on Aug. 24 through 27, and an Elector for Electoral College.

The state convention of the Republican Party of Virginia will be held in the Greater Richmond Convention Center May 1–2, commencing at 10 AM. At this time, we will be binding Virginia delegates to the 2020 Republican National Convention as to their choice for President on the first ballot by a presidential preference poll.

The LOW Republican Club is an affiliate of the Republicans of Orange County Committee, an official committee of the Republican Party of Virginia.

We meet on the second Monday of each month at 7 PM at the Community Center. The next LOWRC meeting is April 13. All are welcome to attend.

Coming Soon, Four Weddings and an Elvis

If you have not purchased your tickets to see the comedy Four Weddings and an Elvis, now is the time. Join us as we are witness to the wedding trials and tribulations of a pair of exes wanting revenge, aging stars who want publicity, the strange pair of a postal worker and an ex-con, plus the owner of the wedding chapel, about to take the plunge for the fifth time.

I understand that there were some concerns about suitability for younger family members. There are a couple of places where there is rough language, but nothing most children have not heard in TV sitcoms or other shows. I would give this production a PG-13 rating for that one scene.

Play dates are March 27, 28, 29 plus April 3, 4 and 5. Evening performances begin at 7:30 PM while the Sunday matinees begin at 2 PM. We are still offering our opening night special price of $18 while all other performances are $22. Student tickets are $18. Everyone is still busy with rehearsals, building sets and gathering props. The Players welcome anyone who might want to join our group or just see what we do. We meet the second Wednesday of the month at the Community Center in Classroom 1 starting at 7 PM.

Lake Currents March 13, 2020

The Orange County Broadband Authority recently approved several agreements and contracts as part of the process for bringing broadband internet services to the county. The first is a lease agreement for space in the Equinix Culpeper International Business Exchange data center. This highly secured and technologically sophisticated data center is the hub for government and businesses internet connectivity. The lease is for space for the county servers and has an initial term of 10 years, with one-year renewals. The county and others that use this service should get substantial cost savings over existing internet service.

The recently installed Orange County fiber optic backbone will need to connect to the Equinix Culpeper data center. The Broadband Authority is entering into a 20-year lease agreement with Lumos Networks for two strands of dark fiber running 38 miles along Route 33. The county will have to construct about 3,500 feet of fiber to reach the Lumos Network fiber lines.

This will be the western connection to Equinix.

The Rappahannock Electric Cooperative is making a substantial investment in fiber connectivity between its offices, substations and towers.

Although the primary purpose of this investment is to improve electric service to its customers, they are installing extra fiber that allows third parties to lease some of this capacity. Orange County is entering into a 20-year lease agreement with REC for two strands of dark fiber that runs for 19 miles. The county will have to construct 500 feet of fiber to connect to REC’s lines at the corner of Route 20 and Mine Run Road. This will constitute the eastern connection to Equinix.

Having a loop with the two leases described above will help to ensure reliable internet service even if there is a break in the leased fiber lines or even if there is a break in the county’s fiber backbone.

The Orange County Broadband Authority has identified capital improvement projects involving the Public Safety Facilities, Equinix equipment and installation and connectivity to Equinix. These improvements total about $2.7 million, some of which is covered by bond proceeds. The Authority will be requesting additional funds from the Board of Supervisors.

The Supervisors have yet to formally approve, but since the Authority and the Supervisors are the same individuals, approval is likely.

The next challenge for the Broadband Authority is developing the process and organization for providing broadband customer service. We recognize that high speed and low cost is an important factor in broadband service, but if things go awry, solving problems quickly, competently and with respect to the customers is paramount. Do we leave this important issue to the various internet service providers that may use the county’s fiber optic system or does the Broadband Authority take charge of this directly or by an overall contracting service. This issue will be examined carefully, since much of the success of the county’s effort to provide broadband capability will depend on quality customer service.
