It won’t be long before the seasons change, and a glorious spring is upon us. We’ll emerge from our winter hibernation eager to get outside and move, waking up our bodies and minds with fresh air and exercise. The health benefits of regular exercise can’t be overstated. Still, many people find it difficult to fit an exercise routine into their busy schedules. Studies show that the average American would exercise twice as much if working out were more convenient and less expensive. To that end, we are fortunate at Lake of the Woods to have a brand-new Fitness Center opening soon to help us keep our bodies strong, mobile, and energized! Once our new facility is completed, we will have the best of both worlds here – convenience and affordability – so reaching our health and fitness goals couldn’t be easier! No more driving to gyms in Fredericksburg and Culpeper, no more expensive monthly gym membership fees, and no more excuses not to exercise! Not only will the new Fitness Center be a convenient, affordable and pleasant place to work out, it will also be a substantial upgrade to the old Fitness Center. Our new Center will have something for everybody – from the person who might only want to walk or jog on the treadmill when the weather’s bad, to the serious gym rat looking to bulk up, and everyone in between. There will be new equipment at the Center, and we anticipate being able to purchase additional fitness equipment each year as the budget allows, as well as adding more exercise classes and new instructors. We’d like to thank the Board for approving our requested budget for new equipment, and a big thanks to FLOW. Its fundraiser concerts brought in additional monies for new fitness equipment. Should you wish to make a taxdeductible contribution toward new Fitness Center equipment, contact them at www.friendsoflow.org and put “fitness equipment” in the memo line. Even if you’ve never set foot inside a gym, we encourage you to come in and have a look once the new building is open. We’re hoping to schedule monthly tours of the facility as well as demonstrations of the equipment so that everyone can feel comfortable and safe getting the amazing health benefits of exercise. 2019-2020 NP

Well, daylight savings time will be here soon followed by spring. Hopefully, the weather will cooperate, and we can begin to get out and enjoy the many amenities that we have here at Lake of the Woods. At our February 25 meeting, Director Pete Brown called for Members to support the amenities. I echo that sentiment and his request. Amenities such as Fareways and the Clubhouse only do as well financially as our use of them allows. The food and service by the staff at both venues is excellent and affordable. Take your family out to breakfast, lunch, or dinner; make the amenity a winner. The more you use them, the less the need for assessment funds to support them. We are making improvements to the golf course by reseeding some of the fairways and improving the drainage on the 14th hole. Go out and play a round or two. Consider getting an annual membership and if that is not what you need, then play individual rounds here. Invite your friends (Members or not) to come and play golf with you. The Equestrian Center offers weekend riding lessons and trail rides; take the children or yourselves out and enjoy the fresh air and see part of Gordon’s Flank attack loop in the Wilderness Battlefield. This is a great community, not because of the amenities per se, but because of the many good people that work and live here. If your time permits, and you have an interest in serving the Board of Directors and your community, consider volunteering to serve on one or more of our committees.

Dear Members, I am transmitting the Adopted Operating, Contribution to Reserves (CTR), and Capital Budget for Fiscal Year 2019-2020, which begins May 1, 2019. This is a balanced budget representing $10,086,651 in total authorized spending, and requires an annual lot assessment of $1,633/lot. Please refer to the Budget In Brief on Pages 12-13. The LOWA Board of Directors adopted the budget on February 25 after receiving member and committee comments and suggestions. Through this budget, the Lake of the Woods Association is able to effectively carry out its obligations to maintain the common areas, lakes and dams; operate the amenities; enforce Association covenants and regulations; and provide adequate gate access and common area security. The budget is a means of implementing stated Board Goals including the Lakes Management Implementation Plan to improve the health of our lakes. Operating Budget Highlights Revenue. The annual lot assessment necessary to accomplish the ongoing operations and maintenance and capital replacement and fund the second of seven budget years of the Clubhouse Area Recreational Complex (CARC) Project is $1,633/lot for the 4,258 billable lots. The total year-over-year increase is $52 (3.3 percent) above the current assessment. Compare the increase to the Consumer Price Index (CPI) which was 2.1 percent in November 2018. Management was encouraged by the Board of Directors and Finance Committee to submit a budget with revenues and expenditures that reflect the cost of doing business. The Board added $50,000 in anticipated New Construction and Renovation fees (collected from private lot development) to help mitigate the assessment increase. Capital replacement expenses account for $5 of the increase. Operating expenses account for $47. The Budget In Brief summarizes changes to the Fee Schedule. Expenditures. The Operating Budget totals $8,346,870, which is $202,568 more than the current year. We will open and operate the new Clubhouse Pool and Fitness Center beginning in Summer 2019. We have a bigger chip and tar paving schedule (Sections 5, 6 and 7) than the previous year. We are better staffed and prepared to respond to severe storms, and to handle the increased member use of beaches, parks, pools, meeting space, and restaurants. We want members to believe they are getting good value for their assessment dollars. Senior Management and Operating Managers made reductions in expenditures where prudent to help keep costs in line. We included $2,000 for switching to LED lighting in the Community Center. Staffing. A dedicated workforce is essential to excellent customer service. We included 2 percent employee raises (1 percent Cost of Living Adjustment and 1 percent Merit) effective in May. Retaining our dedicated and skilled employees avoids recruitment and training costs. Clubhouse Area Recreation Complex Project Update Installation of steel roof decking on the Fitness Center has been completed. The sanitary manhole cover along the walking trail was raised to match the new grade specifications. B. Budget Update Final approval of the FY2019/20 Budget is on today’s Agenda. Management requests guidance from the Board on setting fees for member/guest daily and multi-day passes for use of the Fitness Center. C. Other Business LOWA has just received the necessary Erosion and Sediment bond and permits from Orange County. Construction can now proceed on the 14th pond retrofit and forebay project. On February 8, TJL Environmental Health Consultants, Inc. performed an indoor air quality test in the lower level of the Clubhouse. Results were excellent with no mold spores detected. Management will continue diligent maintenance of HVAC filters and dehumidifiers and will look for ways to add more fresh air to the meeting areas. The Back Gate Traffic Study has been initiated to monitor traffic volume and patterns in preparation for a report and recommendations by early April. Contact with the VDOT Traffic Operations Center has resulted in cooperation from GPS providers to eliminate routing of commercial traffic to our Route 601 Barcode-only entrance in favor of the Route 3 main entrance. Heather Stanley has been hired as a new staff member at the Equestrian Center. 3.3 Committee Liaison Reports Director P. Brown reported that the Pickleball/Tennis Committee has planned pickleball tournaments for March 30, May 4 and September 21. Director Clawson said the recent family dance event at the Clubhouse was well-attended. Director Hoh said the Ad Hoc Audit Committee has met twice; next they plan to begin working with other staff members on developing financial controls. 3.4 Committee Reports: None

REPORTS 3.1 Report from Orange County Board of Supervisors Supervisor Lee Frame reported that single-stream recycling was initiated on Friday at the Convenience Center. Construction has started on the new Public Safety Building and there will be a formal groundbreaking at the site on March 26th. The budget process started this month. The Virginia DMV will visit LOW again on March 6 to make it easier for members to do business with them rather than travel to Culpeper or Fredericksburg. A tax exemption was approved for the LOW Adaptive Water Sports group that provides recreation for those with disabilities. 3.2 Report from Orange County Sheriff’ Office Sheriff Mark Amos reported that in February there were 1448 calls for service; five of those were from Walmart and 105 from LOW. Staff served 749 civil papers, 56 warrants, 207 traffic summonses and performed 21 criminal transports. A child pornography case and a gunshot incident resulted in the arrest of two men. A Grand Jury will convene on March 25 to hear

Search for Board of Directors Candidates Begins
Squishy’s Corner: Happenings at the Equestrian Center
by John Licata, Chair, and James Rich, Secretary, LOWA Nominating Committee Lake of the Woods is one of the largest self-managed HOAs in Virginia. Consider becoming a candidate for the LOWA Board of Directors. We have three vacancies with 3-year terms to fill, so we are seeking a minimum of five candidates to run for the three vacancies. To be qualified, candidates must meet the requirements of LOWA bylaws; article V.1., which states that a Director “shall be a member in good standing, elected by the Members in good standing. A Director shall not have a conflict of interest as defined by the Virginia Nonstock Corporation Act, and, before election, shall sign a statement attesting that he/she has not been convicted of a felony.” A member in good standing is evidenced by having a name on the deed, deed of gift, or other qualified conveyance or distribution as recorded in the Orange County Courthouse; and by being current in all LOWA finances. The deadline for submitting applications is 4 PM on April 30. The official application can be downloaded from LOWA.org or obtained as a hard copy at Member Services in the lower level of the Holcomb Building. Completed applications must be submitted in hard copy to the General Manager’s office. The Nominating Committee is available to answer questions from applicants. There are six effective skills of a good Director, according to HOA management experts: 1. Staying Patient 2. Maintaining Objectivity 3. Learning to Listen 4. Communicating Effectively 5. Becoming Proactive 6. Understanding their Duties Our members are a treasure trove of talents and skills. Previous board members look back at their service on the board as a fulfilling experience. Hello again. Mr. Squishy here. Spring Break is one of the happiest weeks of the year at the Equestrian Center. We host many visitors from out of town as well as members who finally have time to stop by and see me. Orange County schools have Spring Break the first week in April; therefore, we will be running Spring Break Camp from Tuesday April 2 through Friday April 5, 9:30 AM to1 PM. Similar to our New Years’ Camp, this is a great intro program for kids ages 6-12 who may have a particular interest in horseback riding, but just haven’t had the chance to ride consistently. Each day will consist of a mounted lesson hosted by my friends and myself, craft time and snack time (my favorite time). We will do our best to ride out on the trails, but with the weather acting so wishy-washy I can’t make any promises. On Friday we will host a small horseshow-type presentation where the campers can show off everything they’ve been working on all week. Don’t forget that the Equestrian Center has new weekend hours for walkins: lessons at 10 and 11 AM, trail rides at 1, 2, and 3 PM. Fancy and I will be doing pony rides all day! Lastly, this is a friendly reminder to submit your Summer Pony Camp applications to the Equestrian Center to secure your spot for this summer. We have a few applications in so far, and lots of interest has been sparked! The 2019 Summer Pony Camp session dates are June 24-28, July 1-5, July 8-12, July 15-19, July 22-26 and July 29-Aug. 2. by Bobby Jones, Environmental Resources Manager An in-lake forebay is being designed by contractor Stantec to catch excess sediments and nutrients where Flat Run enters the Main Lake. The project site is located near the back gate parking lot. Here, deposited sediments will be periodically removed and hauled away from the Main Lake. This project is in effort of water quality improvement for the Main Lake. A pre-construction Come & Go Site Tour will be held 4:30 to 6 PM, on Thursday, March 28, at the back gate parking lot. Design contractor Stantec and LOWA Staff members will be on-site to speak with members about the project. In addition, an Information Session for this Flat Run Forebay Project will follow at 7 PM, Thursday, March 28, in Classroom #2 at the Community Center. Environmental Design Contractor Stantec and LOWA Staff members will be present to speak with members and answer questions about the Forebay (currently at 30 percent design).
I will be working with our Junior Golfers on March 9 in the Community Center from 8 AM to noon. Each junior can call the Pro Shop to set up their individual time. We will be looking at their grip, stance and posture during this set-up time. We will be offering a USED Golf Club Sale on March 16 in the Cart Barn from 9 to 11 AM. All of the moneys raised will go to our PGA Junior Golf Team. I’ll see you on the course!

Calling all animal lovers! Cause 4 Paws, a 501c(3) non-profit feline rescue organization, is kicking off our fundraising season at the Lioness/Lions Club Spring Craft Fair on Saturday, March 23! This event will be at the Locust Grove Middle School located at 6368 Flat Run Road off Route 20 from 8:30 AM to 2 PM. We will be selling animal t-shirts and themed jewelry, dog and cat items and lots of yard sale items. Proceeds help us to continue our mission of providing veterinary care to homeless felines and placing them in their forever homes. We continually need volunteers to foster homeless cats and kittens, and to help at adoption events at PetSmart and craft events. Monetary donations and donations of the following cat/kitten food: Purina Kitten Chow, Purina Cat Chow, Friskies Pate canned food and Fancy Feast Kitten Wet Food are welcomed at all our events. Conclusion and Acknowledgements The budget is a responsible spending plan which carries the Lake of the Woods Association forward towards the Board’s Vision: A welcoming, diverse, residential, gated community of single-family homes and recreational amenities that supports the evolving needs of members and their families now and in the future. The budget document represents many hours of preparation by the Operations Center Managers in consultation with the committees. Finance Director Larry Cole, Facilities Director Jessie Graves, and Assistant GM Chester Guzek and their staffs were indispensable. Special thanks to GM Administrative Assistant Lorri Trocchio. The Finance Committee and Planning Committee provided sage advice that helped refine the budget. Finally, thank you to the Board of Directors for your careful and timely actions to approve the budget. (202 Fitness Center) • Part Time Equestrian Barn Worker/Instructor (new) to offer more riding opportunities for weekends and holidays. (301 Equestrian) • Part Time Clubhouse Pool Snack Bar Attendants (new) to sell food and soft drinks to pool and beach goers. Attendants report to Fareways shift supervisors. (304 Pools) Special Project. New Construction and Renovation operational spending is $15,000 for the ECC Appeal Referendum. Capital Budget Highlights Total Contribution to Reserve (CTR) is $1,690,228, which is comprised of: • $1,690,228 for Repair and Replacement Reserve (R&R) which fully funds the 2018 Miller Dodson Reserve Study adopted/revised by the Board. The R&R CTR increases $20,236 over the current year. • $0 for New Asset and Improvement Reserve (NAIR). • $0 for Contingency Reserve since the Reserve is at/above the $100,000 target in the Reserve Policy. Capital Spending totals $1,724,781 for all projects. The Capital Spending Plan funds all R&R projects in the Board-adopted 2018 Reserve Study. Notable R&R Reserve projects: • Lakeview Parkway Resurface (Phase 2) ($310,056) o RV/Boat Storage Area to Liberty Blvd. • Freightliner FL70 with Tar Distributor ($158,000) • Roadside Ditch Reconstruction (Stormwater Management) ($140,000) • 8 Ton Dump Truck ($97,750) • Tables and Benches at Lake Access ($82,225) • Jacobsen AR-3 Rotary Mowers (2) (Golf) ($76,000) • Culvert Replacements (Stormwater Management) ($75,000) The only 2019 NAIR project is the Stormwater Management ($100,000) authorized by the Board in November 2018 and paid from existing NAIR funds. New Construction and Renovation Reserve-funded projects total $42,842 for (1) a Section 16 Surveillance Camera ($25,000) and (2) new Fitness Center Equipment ($17,842). Assumptions and Guidance The budget was built after reviewing actual revenue and expenditures from three previous years and the current year. The stated Board Goals are a significant factor. Management considered Board Budget Guidance as well as federal, state and local government requirements. We contacted utility providers. Operations Center Managers reviewed the Five Year Capital Plan to consider new initiatives. Likewise, managers determined if any spending could be reduced or eliminated. We reviewed prices and service quality of current vendors. We considered the local economy which we believe will hold steady and possibly grow.

Wilderness Branch Librarian Michele Beamer joins AARP Chapter 5239 on March 18 to share the great things that the library system has to offer and why it is such a valuable resource for our community. Michele has worked for the Orange County Public Library System’s Wilderness Branch since June 1999. She has a B.A in International Affairs from Mary Washington College and a Masters in Library Science from The Catholic University of America. Michele believes you don’t have to be an avid reader to enjoy the library. The library offers something for everyone, and she hopes that, by the end of her presentation, everyone will want to have a library card. Join us on Monday, March 18, in the Grand Room of the Clubhouse at 9:30 AM for fellowship and breakfast treats. The meeting begins at 10 AM. On February 21, the Finance Department mailed delinquency letters to all members who owe $500 or more. B. Lakes Management Report Dredging activities will continue on the main lake thru October. C. Clubhouse Area Recreation Complex Project Update The next CARC Information Session for members is scheduled for April 23 at the Clubhouse. Every day, something new happens. Social media offer local news and opinions and help us to stay up to date with family and friends; the newscasters report bad and good news; and newspapers are printing local and national news. News can be good or bad, but some of us like to stick our heads in the sand, like an ostrich, ignoring all the news. This is why the Knowledge Club was started: to help you become more informed on the news that is a valuable resource, to help you become more aware of the services that are offered within your local community. On March 14, at 6:30 PM, a local Spotsylvania attorney will speak to the Knowledge Club to share why your will, power of attorney and medical directives are important to update. On March 19, from 10 to 11 AM, we will have our local Medicare representative to help you with your final Medicare changes before the season ends. Knowledge Club meets on the second Thursday and the third Tuesday of each month at the Community Center. Our meetings are free and we serve light refreshments. In the last issue, I mentioned that this article would give some details about the characters, so here goes. Miles and Molly Ralston, a young couple, have purchased Monkswell Manor, which they converted into a guest house. They are expecting their first four guests: Christopher Wren, a hyperactive young man; Mrs. Boyle, a critical older woman who is pleased by nothing she sees; Major Metcalf, a retired Army officer of whom little is known; and Miss Casewell, a rather aloof person who relates some horrific experiences of her childhood. Number five to arrive is a Mr. Paravacini, who claims his car overturned in a snowbank. Last is Detective Sargent Trotter who arrives during the ongoing snow storm. Now there are six. Unfortunately, one is soon eliminated by murder. As always, we welcome, and extend an invitation to, anyone who likes theater and is interested in joining our group to attend our meetings. These are held on the second Wednesday of the month at the Community Center in Classroom 1, starting at 7 PM. Our next meeting will be March 13, when we will be discussing upcoming productions.

We’re all hoping that the groundhog was right and an early spring is on the way. The LGA will kick things off at 11 AM on Friday, March 29, with our spring luncheon at the Clubhouse. The menu theme is Mexican Fiesta with a delicious taco bar. The cost is $22. The deadline to sign up and pay is March 22. The sign-up sheet is in the ladies’ lounge at the Woods Center. Make your checks payable to LOW LGA and place in the box in the ladies’ lounge. If you haven’t paid your dues yet, make your check, for $25, payable to LOW LGA. Fill out a registration form. The Opening Day Scramble will take place on Tuesday, April 2. Sign-up sheets will be posted in the ladies’ lounge. The start time in April is 9 AM: sign in by 8:30. Our golf pro, Rea Hargraves, will hold a rules clinic on Friday, April 5, in the Trophy Room at the Woods Center. The cost is $5 and each participant will receive a rules book. Look for the sign-up sheet in the ladies’ lounge. You may have heard by now that there are many rules changes this year. Remember that Dottie Lohr will continue to collect non-perishable food items for the Food Bank. If you want to donate, leave your items in the LGA closet at the Woods Center. Dottie checks regularly and delivers the items.

Lake Youth Foundation to Award Scholarships to Graduating Seniors

It’s time again for the Lake Youth Foundation to award scholarships to graduating seniors whose primary residence is in Lake of the Woods, and who have volunteered their time and talents to better their community. To qualify for a scholarship, seniors may be from a public school (Culpeper, Fredericksburg, Orange, or Spotsylvania); a private school, Christian school or be home- schooled. Applicants must plan to attend a four-year college, community college, or a trade school in the fall, and must have a GPA of 2.5 or higher. Scholarship finalists will be required to complete an interview with the Lake Youth Foundation Scholarship Committee. The application deadline is Friday, April 5. Applications are available at the Orange County High School Guidance Department, or from our website: www. lakeyouth.org. Nick Freitas, our Virginia State Delegate, will be the featured speaker at the Wednesday, March 13, Civic Club meeting. Held in the Clubhouse Great Hall, the meeting will begin at 7 PM. Freitas, who has lived in Culpeper since 2010, represents Virginia’s 30th District and serves on the House of Delegates Science & Technology Committee, the Militia, Police and Public Safety Committee, and Finance Committee. The 30th District is comprised of Orange County, Madison County, and the southern half of Culpeper County. Freitas has run unopposed in both the primary N ic and general elections since the retirement of Ed Scott. k F re ita s He moved to Culpeper County after leaving military service. Freitas served in the U.S. Army from 1998 to 2009, and is an Iraq War veteran. Originally from Chico, California, Freitas was graduated from Henley-Putnam University. Toastmasters helps people become better speakers and presenters, shows them how to communicate with confidence, teaches them how to develop leadership skills, and encourages effective listening skills. Internationally, there are Toastmasters learning those same skills at their first meeting, as well as speakers and presenters who are now using their Toastmasters skills to leverage their careers and create financial freedom. We realize this may not be your dream, but communication is a language that everyone can understand. One of the greatest benefits offered is learning how to think creatively, how not to be caught unaware in a conversation and how to think before speaking. The LOW Water Ski Club is gearing up for our next season of waterskiing, and we are accepting new applications from those who would like to join our incredible ski family. Becoming a member of the Water Ski Club can teach you to water ski, refine your skills, provide access to new equipment, and create lifelong friends! We welcome skiers of all ages, and all skill levels. Our team is composed of skiers ranging in age from four to 83. Beginner skier spots are limited to those learning to ski for the first time. Practices are held Tuesday and Thursday evenings and Saturday mornings. We put on two fun-filled shows a year, and can also provide access to tournaments for those who are interested. The Veterans Club would like to describe the most valuable separation document issued to all active duty Armed Forces veterans. The document is the DD Form 214, entitled Certificate of Release or Discharge from Active Duty. The DD 214 is the capstone military service document. It reflects the complete government-verified record of a veteran’s time in military service, as well as awards and medals, and rate or rank at time of separation from active duty. In addition, it documents total military combat service and completed military training, and specialty. The DD 214 completed form is commonly used by various agencies; however, the most significant is the Department of Veterans Affairs. The document is required for Veterans Affairs-provided medical care, home loans, school loans, and is used for any medical claims of service-connected disability. This same document is required by funeral directors to determine eligibility for interment in a VA cemetery and other related veteran benefits. The DD214 is also required for a surviving dependent’s application for receiving death benefits. Needless to say, the original DD214 document should be kept in a very secure location. Orange County will accept single stream recycling at the Lake of the Woods Collection Center (100 Shoosmith Road) starting the first week of March 2019. Single stream recycling does not require sorting. Aluminum cans, papers, plastics, broken down cardboard, and glass may be deposited together in the lime green recycling containers. Site attendants will be present at the collection center to address any questions or concerns residents may have. Additional signage will also be available on the recycling containers and at the site mentioned above. by Lee Frame, District 5 Supervisor Plastic bags have always been a problem for recyclers. They contaminate the recyclable materials. Plastic bags contaminating a bale of paper can make the paper unusable for recycling and cause it to be sent to a landfill. Now that Orange County has gone to single stream recycling, it is even more important to keep the plastic bags out of the recycle bins. Plastic bags cannot be sorted from other materials by existing machinery. Instead, they get caught in the conveyor belts and jam spinning wheels and can bring the entire sorting station to a halt leading to shutdowns, lost productivity and more expense. The plastic bags can be recycled, but they need to be kept separate. Food Lion has bins for these plastic bags. Plastic wrapping of packages can also cause similar problems and should not be placed in the county recycle bins. At a recent meeting, the Supervisors passed a resolution adopting the Rappahannock-Rapidan Regional Hazard Mitigation Plan. This plan meets the requirements of the federal Disaster Mitigation Act and addresses one of the four phases of emergency management. Other aspects of emergency management include preparedness, response and recovery. The purpose of hazard mitigation is to identify risks and vulnerabilities associated with natural disasters and develop long term strategies for protecting people and property from future hazardous events. This Plan covers a regional area since disasters do not usually respect jurisdictional borders. Five counties and six towns are covered by the Plan. The Plan identifies mitigation strategies on a regional basis, but each jurisdiction identifies specific strategies that are unique to their own jurisdiction. The Plan section on Orange County lists 29 specific strategies for hazard mitigation and the status of the efforts on each one. These include efforts such as improving the Emergency Operations and 911 Centers, which are ongoing in the new Public Safety Center under construction. Other efforts include providing emergency electrical generators at critical buildings in the county, early public warning systems, identification and management of potential flood areas, (including the LOW dam inundation areas) and preparing evacuation plans for toxic spills. Mitigation efforts can be implemented in a number of ways including the county’s Comprehensive Plan, land use planning, the Emergency Operations Plan and the Capital Improvement Plan. Some of the efforts have been completed, others are currently ongoing and some have not yet been started awaiting funding. The complete Plan can be viewed on the Rappahannock-Rapidan Regional Commission website at www.rrregion.org/mitigation. At a recent meeting, the Supervisors were briefed by a representative from Wampler-Eames Appraisal Group, the company conducting the Orange County reassessment. The reassessment process is well underway, including work in Lake of the Woods. The representative stated that the initial indications are that real estate values have increased since the last reassessment. Increased assessed values do not necessarily lead to an automatic increase in taxes. Virginia statutes do not permit increased revenue due to higher assessments. If the total county assessment increases significantly, the tax rate must be lowered to achieve neutral county revenue unless a public hearing is conducted to implement a tax increase. The reassessed real estate values will be used for the 2020 year’s taxes. There are several opportunities to challenge any changes in the reassessed values which will be covered in my future letters. (D-19-26) Motion by P. Brown, passed unanimously, that the Board postpone consideration to the March 20, 2019 Board meeting. 6. NEW BUSINESS 6.1 Consideration of Authorizing Expenditure from the Repair and Replacement Reserve Fund Balance to Replace a Front Gate Barcode Reader in the Amount of $10,583. (Resolution 2019-5) (D-19-27) Motion by P. Brown, passed unanimously, that the Board adopt Resolution 2019-5, a General Resolution, regarding authorizing expenditure from the Repair and Replacement Reserve Fund balance to replace the Front Gate Barcode Reader in the amount of $10,583, effective immediately. 6.2 Consideration of Authorizing Expenditure from the Repair and Replacement Reserve Fund Balance to Replace an Electrical Panel at the Clubhouse in the Amount of $13,371. (Resolution 2019-6) (D-19-28) Motion by Clawson, passed unanimously, that the Board adopt Resolution 2019-6, a General Resolution, regarding authorizing expenditure from the Repair and Replacement Reserve Fund Balance to replace an electrical panel at the Clubhouse in the amount of $13,371, effective immediately. 6.3 Discussion of 2019 LOWA Member Survey. The Planning Committee and Communications collaborated on a member survey and requested review of the draft and guidance from the Board prior to final approval on March 20th. This will be an electronic survey with hard copies available at the Holcomb Building and will run for 30 days. President Wilks asked Board members to review the survey questions and submit any comments or suggestions they have for changes to him at least three days before the March 20th Board meeting. 7. MEMBER GENERAL COMMENTS Members commented on the passing of Germanna Community College President Turnage, the early history of the Fitness Center, monitoring access to the Equestrian Center area from the National Park land, and LOWA customer service. 8. DIRECTOR COMMENTS Directors commented on the need to review procedures for handling future sewage spill incidents and who to call when such an emergency arises. 9.
